The case fell apart when Palm Beach County Circuit Judge Charles Burton barred other alleged victims from testifying. Police officers arrest more than 1.2 million people a year in the United States on charges of illegal drug possession. Field tests ... help them move quickly from suspicion to conviction. But the kits - which cost about $2 each and have changed little since 1973 - are far from reliable. Some tests ... use a single tube of a chemical called cobalt thiocyanate, which turns blue when it is exposed to cocaine. But cobalt thiocyanate also turns blue when it is exposed to more than 80 other compounds, including methadone, certain acne medications and several common household cleaners. Other tests use three tubes, which the officer can break in a specific order to rule out everything but the drug in question - but if the officer breaks the tubes in the wrong order, that, too, can invalidate the results. There are no established error rates for the field tests, in part because their accuracy varies so widely depending on who is using them and how. In Las Vegas, authorities re-examined a sampling of cocaine field tests conducted between 2010 and 2013 and found that 33 percent of them were false positives. By 1978, the Department of Justice had determined that field tests “should not be used for evidential purposes,” and the field tests in use today remain inadmissible at trial in nearly every jurisdiction. But this has proved to be a meaningless prohibition. Most drug cases in the United States are decided well before they reach trial, by the far more informal process of plea bargaining.

Over the last 30 years, local and state governments increased how much they spend on putting people in jail three times more than how much they spend on educating students, according to a new analysis by the Department of Education. From 1979-1980 to 2012-2013 ... governments increased spending on incarceration by 324 percent (from $17 to $71 billion). This is more than three times the spending increase on education, which only grew 107 percent (from $258 to $534 billion) over the same time period. All of the 50 states had lower expenditure growth rates for PK-12 education than for corrections. “When I think about the lives of those who are incarcerated, I can’t help but feel disheartened,” Education Secretary John King wrote on Medium. “I can’t help but think about their families, spouses, sons, daughters, and parents - or about the art not created; the entrepreneurial ideas that may never reach the drawing board; the classrooms these Americans will never lead; and the discoveries they’ll never make.” King also cited research showing [that] a 10-percent increase in high school graduation rates leads to a 9-percent decrease in the rates of criminal arrest, and reduces murder and assault rates by 20 percent. “Redirecting some of the funds currently spent on corrections in order to make investments in education that we know work,” the Department of Education report said, “could provide a more positive and potentially more effective approach to both reducing crime and increasing opportunity.”

Sexual abuse scandals at American institutions like the Boy Scouts and the military have made headlines, and forced reforms. Now, with the publication of a year-long investigation by reporters at The Atlanta Journal-Constitution, the medical community is facing similar scrutiny. But perhaps no such scandal has drawn as much attention as the one that rocked the Catholic Church, after the Boston Globe uncovered the true extent of the Church leadership's long cover-up of its problem. As AJC reporters looked into sexual abuse within the medical community, they saw parallels with the church scandal. More significantly, the two cultures have one chief issue in common: secrecy. Secrecy underlies almost all of the proceedings surrounding complaints of sexual misconduct by physicians. The justice system is geared to let the public know when a potentially dangerous problem arises in their community. If the accused is later cleared, then that gets reported, too. In contrast, the medical disciplinary system, like church procedure before it, is usually geared to protecting the identities of everyone concerned. The nation’s largest medical society says it has zero tolerance for doctors who sexually abuse patients. But ... the association does not favor the automatic revocation of the medical license of every doctor who commits sexual abuse of a patient. It does not expel every offender from its membership rolls. It has never independently researched the prevalence of sexual abuse in clinical settings. Twenty-six years ago it declared sexual misconduct a breach of medical ethics, but since then it has remained all but mute on the issue. It has, however, fought to keep confidential a federal database of physicians disciplined for sexual misconduct and other transgressions. When a proposal to open the database emerged in Congress, a former House staff member said, the AMA “crushed it like a bug.” Patient advocates say the AMA and other medical organizations have shown reluctance to confront the scope and impact of sexual misconduct, further exacerbating the problem. “At some point the profession has to take responsibility to accept that there are things that need to be done in regard to protecting patients,” said Lisa McGiffert, manager of the Safe Patient Project for the advocacy group Consumers Union. “It’s always been puzzling to me that doctors don’t collectively say, ‘We don’t want these bad apples in our profession. They give us a bad name.’”

During a career spanning nearly 30 years in Georgia, Dr. William Almon has reinvented himself in numerous ways in numerous places. What hasn’t changed is his ability to practice medicine. In three different settings, Almon faced allegations that he sexually violated extremely vulnerable female patients — a suicidal soldier, jail inmates, a mentally ill woman and a child of 14 — and every time was effectively given a pass. Of the thousands of cases reviewed by The Atlanta Journal-Constitution in its investigation of physician sexual misconduct, few show the forces that protect offending doctors more dramatically. At Fort Gordon outside Augusta ... he admitted that he had sex with a hospitalized patient. The patient, a private, was found immediately afterward on the floor of her hospital room, curled up and crying. The Army ... allowed him to resign in lieu of facing a court-martial. At the Augusta jail ... he was charged with sexually abusing three inmates. prosecutors ultimately dropped the charges. And at WellStar’s East Paulding Primary Care Center, where Almon was hired even though corporate officials knew of his background, he was accused of molesting two patients. One was a woman who is schizophrenic. The other was a 14-year-old girl. The charges could have brought a prison sentence, but prosecutors allowed the doctor to plead no contest to misdemeanor counts of battery and sexual battery and receive probation. Then the Georgia Composite Medical Board negotiated an agreement that let him continue practicing.

Cats, dogs and pigs will no longer be guinea pigs. Late last month, the last medical school in the U.S. and Canada to use live animals to teach surgical skills to students - the University of Tennessee College of Medicine in Chattanooga - announced it would cease the practice. In an email sent to the Physicians Committee for Responsible Medicine, which has fought the practice for years, Robert C. Fore, the interim dean for the medical school at UT, wrote that “effective immediately” the college will no longer use live pigs to teach surgical skills to students. Instead they will use simulators of human bodies that can bleed, breathe, blink and have lifelike organs and skin. “It’s a watershed moment,” John Pippin, a retired cardiologist and director of academic affairs for PCRM, told Washington Post. “For anyone who went to medical school in years past it was a rite of passage, often a disturbing rite of passage to use a dog or cat or another animal in medical courses.” Students were instructed to use the animals to practice surgical procedures or inject them with various drugs to monitor responses. After being used for such training procedures, the animals were killed. UT’s ban of using live animals follows Johns Hopkins’ May 18 announcement that they would stop the practice because “almost all medical schools have stopped using live animals” and “that the experience is not essential.”

Thousands of dogs across Britain are dying or suffering severe allergic reactions after being treated with a vaccine meant to protect them against mild bacterial infections. Fears over the safety of the vaccine against leptospirosis - a bacterial infection spread to dogs through rats and wild animals – have now led veterinary organisations to issue warnings about its side effects. The World Small Animal Veterinary Association (WSAVA) is urging owners not to use Nobivac L4 vaccine on puppies under 12 weeks old. However, [it] is still being administered in veterinary practices across Britain to dogs from seven weeks old, with little warning of the potential side effects. According to reports made to the Government's Veterinary Medicines Directorate (VMD) by pet owners, more than 120 dogs are feared to have died after receiving a dosage in the three years the product has been on the market. In the last two years, regulators have received 2,000 reports of dogs having suspected adverse or fatal reactions. Owners that have opted for the L4 vaccine ... have reported adverse effects including epileptic fits, swollen glands and blindness. The vaccine, which is manufactured by MSD Animal Health, a subsidiary of American conglomerate Merck Sharp & Dohme, is currently being monitored by the VMD. The Obama administration just released numbers suggesting ... that drone strikes in countries excluding Iraq, Afghanistan and Syria have resulted in between at least 64 and 116 noncombatant deaths during his administration. The president also issued an executive order effectively directing his successor to ... publish this data going forward. The new executive order means it will be harder for the next president to kill in total secrecy. Obama’s use [of drones] over the last seven years set a disastrous global precedent: using a new weapons technology as an excuse to kill in secret and without regard for international law. Today’s developments are an incremental but important step away from the notion that new technology is a license for secrecy. The downside, though, is that the drone data could be completely misleading – and provide a veneer of legitimacy to unlawful killings. There are reports of hundreds of unidentified people killed in apparent “signature strikes,” where targeting decisions were made on the basis of patterns of behavior rather than identification of a specific individual. Amnesty International and other groups have also documented so-called rescuer strikes, where the US killed or injured individuals who were trying to help the victims of an initial strike. The CIA, an agency with an extremely poor record of accountability to the public, is still conducting strikes. A photo circulating online of Facebook CEO Mark Zuckerberg's personal laptop has ignited a conversation about data security. The photo shows a smiling Zuckerberg sitting next to his laptop. His computer's camera and microphone are covered with tape. Tape? Yes, tape. Covering a computer's camera doesn't protect the device from being hacked, but it does prevent a hacker from being able to see whatever the camera sees. Covering a laptop's microphone can muffle the audio enough to prevent a hacker from listening in, uninvited. Security experts say it's not paranoid - it's good sense. A hacker can get access to your entire computer, without your knowledge, relatively easily. [Security professional Dave] Lewis said he's been able to breach a system and take control of a person's laptop camera without their knowledge. "And it doesn't even always trip the light that shows the camera is live," he added. Unsurprisingly to many, women tend to be targets for this kind of hacking. It's more common than we think, said John Scott-Railton, a senior researcher at the ... University of Toronto. Scott-Railton said this practice is called "ratting," adding sometimes hackers will trade access to hacked computers. He said the same kind of software used to hack women's webcams is used to hack political dissidents, members of activist groups, and journalists. "These are people that are regularly targeted by different hacking groups because of their work. We have evidence that they're spied on through their webcams," he said.

Anyone venturing into a 3.3-square-mile “event zone” surrounding next month’s Republican National Convention will be prohibited from carrying tennis balls, tape, rope, bike locks, sleeping bags, or any object they could stand on to rise above the crowd and speak. But if they have a license, they’ll be permitted to openly carry real guns, including assault weapons. There are more than 20 states in the U.S. where growing small amounts of marijuana is legal. North Carolina isn’t one of them. Those caught cultivating cannabis in the Tar Heel State are usually slapped with a felony, prison time, and anywhere from a $200 to $200,000 fine. Unless, apparently, that person is a police officer. Take the case of Thomas Daniel Gaskins. Police arrested the 33-year-old on June 13 in connection to 11 marijuana plants found in a forest. At the time of his arrest, Gaskins ... worked as a police officer. Local news confirmed the arrest and initially reported that he had been charged both with “manufacturing” and possession of marijuana. But later reports began reflecting that he had only been charged with possession, a misdemeanor. His story is a perfect representation of the war on drugs’ biggest problem - racial bias. Minorities are nearly four times more likely to be arrested for pot than whites. While 11 marijuana plants may not seem like a large offense, it dwarfs many marijuana crimes that minorities are serving life sentences for today. Take the case of Fate Vincent Winslow, who was sentenced to life in prison ... for selling $20 worth of weed to an undercover officer. Winslow was accompanied by a white man in the sale, who - despite receiving $15 of the $20 - was never even arrested. That’s not to say that white men haven’t fallen victim to the drug war, just that they’re far less likely to serve the kind of hard time that minorities are often slapped with.

The American Medical Association (AMA) has just adopted an official policy statement about street lighting: cool it and dim it. The statement, adopted unanimously at the AMA's annual meeting ... comes in response to the rise of new LED street lighting sweeping the country. Municipalities are replacing existing streetlights with efficient and long-lasting LEDs to save money on energy and maintenance. Although the streetlights are delivering these benefits, the AMA's stance reflects ... the close connection between light and human health. The new "white" LED street lighting ... has two problems. The first is discomfort and glare. Because LED light is so concentrated and has high blue content, it can cause severe glare ... and sufficient levels can damage the retina. This can cause problems seeing clearly for safe driving or walking at night. The other issue addressed by the AMA statement is the impact on human circadian rhythmicity. Lighting affects our normal circadian physiology. This could lead to some serious health consequences. White LED light ... is estimated to be five times more effective at suppressing melatonin at night than the high pressure sodium lamps (given the same light output) which have been the mainstay of street lighting for decades. Melatonin suppression is a marker of circadian disruption, which includes disrupted sleep. New research links county-level economic health to agriculture, and finds that organic food and crop production, along with the business activities accompanying organic agriculture, creates real and long-lasting regional economic opportunities. The recently completed White Paper, U.S. Organic Hotspots and their Benefit to Local Economies ... finds organic hotspots - counties with high levels of organic agricultural activity whose neighboring counties also have high organic activity - boost median household incomes by an average of $2,000 and reduce poverty levels by an average of 1.3 percentage points. It identifies 225 counties across the United States as organic hotspots, then looks at how these organic hotspots impact two key county-level economic indicators: the county poverty rate and median household income. Organic activity was found to have a greater beneficial economic effect than that of general agriculture activity, such as chemically-intensive, conventional agriculture, and even more of a positive impact than some major anti-poverty programs at the county level. Interest in organic at the production level has grown as the demand for organic has risen. Organic food is not only better for the economy, but for human health and the environment. A comprehensive review of 97 published studies comparing the nutritional quality of organic and conventional foods show that organic plant-based foods contain higher levels of eight of 11 nutrients. One of the world’s oldest female body builders, Ernestine Shepherd, just gained another year in what she’s called her “long happy journey” of life. Now 80, the fitness trainer, model, competitive body builder, and new author celebrated her June 16 birthday with a Facebook post declaring her continued determination, dedication, and discipline. “I am 80 years young today and I thank God for bringing me this far. I’m still determined, I’m still dedicated and I’m still disciplined to be fit!” Shepherd wrote. A delegation of independent scientists urged the EPA to ban RoundUp, Monsanto’s flagship herbicide. Providing testimony that it poses an unreasonable risk to humans, animals, and the environment, scientists spoke at a closed meeting with EPA [officials]. The scientists explained the physiological reasons why exposure to glyphosate, the active ingredient in RoundUp, is linked to autism, Alzheimer’s, cancer, birth defects, obesity, gluten intolerance, among other health issues. 300 million pounds of RoundUp are sprayed each year on corn, soy, sugar beets, canola, and weeds in the United States alone. $5 billion, or half Monsanto’s annual sales, comes from glyphosate-containing products. Dr. Stephen Frantz, Pathobiologist Research Scientist led the team. “When a cell is trying to form proteins, it may grab glyphosate instead of glycine to form a damaged, mis-folded protein. After that it’s medical chaos ... with many diseases and disorders as a result.” Moms Across America founder Zen Honeycutt was a participant at the meeting. Her son had been a casualty of processed foods, diagnosed with autism until his mother switched to an all-organic diet. “Mothers and caretakers are seeing their loved ones get sick on GMOs and glyphosate/herbicide sprayed foods and get better when they avoid them. Because glyphosate is contaminating our urine, water, breast milk and nearly all our foods, we are systematically causing sickness throughout America.”

The security firm that employed Orlando shooter Omar Mateen concluded that allegations about his inflammatory comments while an armed guard in 2013 were serious enough to transfer him to an unarmed position. But the company, G4S Secure Solutions USA Inc., dropped the matter [and] did not take away his company-issued service weapon. That decision, coupled with the fact that Mateen underwent three separate inquiries by the FBI in 2013 and 2014, raises questions about whether G4S - the U.S. subsidiary of one of the world's largest security firms - properly vetted Mateen in the years before Sunday's mass shooting at the Pulse nightclub. Former G4S security guard Daniel Gilroy ... complained repeatedly about Mateen to supervisors at G4S. They ignored his concerns. Ultimately, Gilroy said, he quit rather than have to face Mateen, who he said threatened him. Atrazine [is] the second most commonly used herbicide in the United States. [It] is mainly used to control weeds in the corn blanketing much of the Midwest. The chemical also routinely turns up in streams and drinking water. And according to a new Environmental Protection Agency preliminary risk assessment, it may be doing serious harm to fish, animals, and amphibians, even at extremely low exposure levels. In the areas where it is most commonly used, mainly the Midwestern corn belt, atrazine turns up in the environment at rates that exceed established levels of concern "by as much as 22, 198, and 62 times for birds, mammals, and fish, respectively," the report concluded. The European Union banned atrazine in 2004, citing its potential to contaminate water and harm ecosystems. And this latest EPA report suggests the US government might also consider reining in use of the chemical. But probably not anytime soon. Back in 2011, the EPA released the final deliberations by a panel of independent scientists it had convened to address the topic. The panel found that atrazine had "suggestive evidence of carcinogenic potential" for ovarian cancer, non-Hodgkin's lymphoma, hairy-cell leukemia, and thyroid cancer. A recent paper by Texas A&M and Iowa State University researchers looked at research published since 2000 and concluded that "higher concentrations of atrazine in drinking water" have been associated with a variety of birth defects in people.
