Saudi Arabia is easing restrictions on women driving, finally allowing almost half its population to get behind the wheel. A royal decree has been issued that will allow women in the country to drive, the Saudi Foreign ministry said Tuesday. The government will have until June 24, 2018, to implement the new decree. Manal al-Sharif, one of the women behind the Women2Drive campaign, celebrated the victory by posting a photo on Twitter of herself behind the wheel of a car. Sharif, who now lives in Australia, was jailed in Saudi Arabia 2011 after posting a video on YouTube of herself, wearing a black headscarf and sunglasses, driving a car. The act provoked death threats and spurred her to start the campaign. Liesl Gerntholtz, executive director of the Women's Rights Division at Human Rights Watch, told CNN while it was a "very important step" there was still a long way to go for Saudi women. "This prohibition on driving is just one in a vast series of laws and policies which prevent women from doing many things," she said. "The guardianship rule stops women from making every decision in her life without the assistance of a male relative, even if that relative is her 7-year-old son. The Kingdom of Saudi Arabia follows a strict form of Wahhabi Islam that bans the mixing of sexes at public events and places numerous curbs on women. It is often said that money doesn’t bring happiness, but researchers may have found the two things that do – sex and sleep. The Living Well Index, developed by researchers Oxford Economics, found that spending time in the bedroom is a lot more significant than quadrupling your income. A poll carried out by the National Centre for Social Research found that the most rested people score 15 points higher on the index than those who struggled with their sleep. People who are deeply dissatisfied with their sex lives score seven points lower on average than those who say they were very satisfied. By the same metric, increasing household income from Ł12,500 to Ł50,000 results in an increase of just two points. The report ... said: “For the typical Brit, improving their sleep to the level of someone at the top of the index would be equivalent to them having over four times as much disposable income,” adding that sleep was the “strongest indicator of a broader sense of well-being”. Other factors include living in a strong community, job security and the health of close relatives. The analysis also found ... a strong association between happiness and having a young child at home. “Baby boomers” who were still in work were the second-happiest group because of good job security and a high standard of living. A puzzling study of U.S. pregnancies found that women who had miscarriages between 2010 and 2012 were more likely to have had back-to-back annual flu shots that included protection against swine flu. Past studies have found flu vaccines are safe during pregnancy, though there’s been little research on impact of flu vaccinations given in the first three months of pregnancy. This study focused only on miscarriages, which occur in the first 19 weeks of pregnancy and are common. The study’s authors, two of whom are CDC researchers, saw a big difference when they looked at women who had miscarried within 28 days of getting a shot that included protection against swine flu, but it was only when the women also had had a flu shot the previous season. They found 17 of 485 miscarriages they studied involved women whose vaccinations followed that pattern. Just four of a comparable 485 healthy pregnancies involved women who were vaccinated that way. Some of the same researchers are working on a larger study looking at more recent data to see if a possible link between swine flu vaccine and miscarriage holds up.

San Francisco has taken a tentative step toward deciding on whether it will become the first local government in the country to run its voting machines on open-source software. The notion of shifting away from using proprietary technology sold by private companies to computer code made freely available for anyone to use and modify has been talked about for years. But it’s been getting more attention since the city allocated $300,000 to study the issue. Proponents of open-source voting systems say local governments using them would be able to hold elections with an unprecedented level of control, transparency and security. California Secretary of State Alex Padilla has said he would support an open-source voting system, assuming it could pass the state’s certification protocols. Open-source software could allow the city to more fully understand and adjust how votes are tallied. Currently, vendors of electronic voting equipment provide few details about how their machines operate, claiming those details are proprietary. Governments are also beholden to private vendors if they want to make a change to the software running the machines.

Some of the world’s leading robotics and artificial intelligence pioneers are calling on the United Nations to ban the development and use of killer robots. Tesla’s Elon Musk and Alphabet’s Mustafa Suleyman are leading a group of 116 specialists from across 26 countries who are calling for the ban on autonomous weapons. The sperm count of men in Western countries has been declining precipitously with no signs of “leveling off,” according to new research, bolstering a school of thought that male health in the modern world is at risk, possibly threatening fertility. An international team of researchers ... looked at semen samples from 42,935 men from 50 countries from 1973 to 2011. They found that sperm concentration - the number of sperm per milliliter of semen - had declined each year, amounting to a 52.4 percent total decline, in men from North America, Europe, Australia and New Zealand. Total sperm count among the same group also tumbled each year for a total decline of 59.3 percent over the nearly 40-year period. Decreasing sperm count was first reported a quarter century ago, but the new analysis shows that “this decline is strong and continuing,” said Dr. Shanna H. Swan, one of the study’s authors. A 2005 study, Dr. Swan said, showed that prenatal exposure to phthalates, also called plasticizers, affected the development of sons. Phthalates are a group of chemicals used to make plastics more flexible and harder to break. They have been shown to disrupt the operation of male hormones like testosterone and have been linked to genital birth defects in male infants. Professor Skakkebaek, an author of a 1992 study that suggested chemicals play a role in the steady decline in semen quality, has since indicated that a rise in abnormal male reproductive systems may be linked to exposures to endocrine-disrupting chemicals.

Pressure to feel upbeat can make you feel downbeat, while embracing your darker moods can actually make you feel better in the long run, according to new UC Berkeley research. "We found that people who habitually accept their negative emotions experience fewer negative emotions, which adds up to better psychological health," said study senior author Iris Mauss. "Maybe if you have an accepting attitude toward negative emotions, you're not giving them as much attention," Mauss said. "And perhaps, if you're constantly judging your emotions, the negativity can pile up." The study ... tested the link between emotional acceptance and psychological health in more than 1,300 adults. People who commonly resist acknowledging their darkest emotions, or judge them harshly, can end up feeling more psychologically stressed. By contrast, those who generally allow such bleak feelings as sadness, disappointment and resentment to run their course reported fewer mood disorder symptoms than those who critique them or push them away, even after six months. "It turns out that how we approach our own negative emotional reactions is really important for our overall well-being," said study lead author Brett Ford. "People who accept these emotions without judging or trying to change them are able to cope with their stress more successfully."

About one out of every 12 U.S. doctors gets money, lunch or something else of value from companies that make opioid drugs, researchers reported Wednesday. Companies are spending much more time and effort marketing opioids to doctors than they are other, less addictive painkillers, the researchers found. They say their findings help explain why doctors have played such an important role in the opioid overuse epidemic. “A large proportion of physicians received payments - one in 12 physicians overall,” said Dr. Scott Hadland of the Boston Medical Center. “Tens of millions of dollars were transferred for marketing purposes for opioids. In some cases they are money provided directly to physicians - for example, the speaking fees, the consultant fees and the honoraria. In other cases it is reimbursement for things like travel,” Hadland said. Between 2013 and 2015, the team found 375,266 payments worth $46 million made to more than 68,000 doctors. “The top 1 percent of physicians (681 of them) received 82.5 percent of total payments in dollars,” the team wrote in their report. A study published last year found that physicians who accepted even one meal sponsored by a drug company were much more likely to prescribe a name-brand drug to patients later. The Centers for Disease Control and Prevention says doctors are definitely helping drive the addiction crisis. The result is deadly. More than 30,000 Americans died from opioid overdoses in 2015.

A U.S. contractor bilked the American military out of $50 million spent on Bentleys, Aston Martins and big salaries for senior staffers significant others, according to a government audit. Senator Claire McCaskill demanded on Wednesday that the Pentagon explain why it was allowed to get away with it. The British company New Century Consulting (NCC) was deployed by the U.S. overseas to train Afghanistan forces. It was originally subcontracted by the now-defunct company Imperitas from 2008 to 2013 but has since taken over the contract completely. Under Imperitas, NCC ... paid the significant others of senior staff an average of $420,000 as executive assistants who worked from home, auditors found. Its not clear whether Imperitas or NCC actually completed their work in Afghanistan, as neither retained complete training records. In a letter to Secretary of Defense James Mattis Wednesday, McCaskill ... wrote that NCC was unable to provide evidence that these executive assistants actually performed any work. This is not the first time that NCC or Imperitas spending has been questioned or the companies investigated. In 2016, a federal lawsuit was brought in New York by investors against Imperitas. In 2015, the special inspector general for Afghanistan reconstruction had an ongoing criminal investigation open against both NCC and Imperitas. General Motors will start selling a tiny electric car in China this week that will cost about $5,300 after national and local electric vehicle incentives. For that sort of price, the Baojun E100 is no Cadillac, of course. The two-seat car's wheelbase - the distance from the center of the front wheels to the center of the rear wheels - is just 63 inches. Prices for the car start at RMB 93,900, or about $14,000, before incentives. The E100, which is Baojun's first electric car, is powered by a single 39-horsepower electric motor and has a top speed of 62 miles an hour. The E100 can drive about 96 miles on a fully charged battery. Baojun is a mass-market car brand from General Motors' SAIC-GM-Wuling joint venture in China. It's China's eighth most popular car brand. More than 5,000 people have already registered to buy the first 200 vehicles, according to GM. Another 500 vehicles will be made available this week, and buyers will be chosen on a first-come-first-served basis, a GM spokesperson said. Sales will initially be limited to the Guanxi region of southern China, but GM plans to sell the car more widely in China. A GM spokesperson declined to say exactly how many it expects to sell. China is the largest automotive market in the world, and its government is making a big push for electric cars. Already, China accounts for 40% of all electric cars sold worldwide, according to the International Energy Agency.

Many Americans can’t remember anything other than an economy with skyrocketing inequality, in which living standards for most Americans are stagnating and the rich are pulling away. It feels inevitable. But it’s not. A well-known team of inequality researchers ... has been getting some attention recently for a chart it produced. It shows the change in income between 1980 and 2014 for every point on the distribution, and it neatly summarizes the recent soaring of inequality. The message is straightforward. Only a few decades ago, the middle class and the poor weren’t just receiving healthy raises. Their take-home pay was rising even more rapidly, in percentage terms, than the pay of the rich. The post-inflation, after-tax raises that were typical for the middle class during the pre-1980 period - about 2 percent a year - translate into rapid gains in living standards. At that rate, a household’s income almost doubles every 34 years. In recent decades, by contrast, only very affluent families ... have received such large raises. Yes, the upper-middle class has done better than the middle class or the poor, but the huge gaps are between the super-rich and everyone else. The basic problem is that most families used to receive something approaching their fair share of economic growth, and they don’t anymore.

Americans take more pills today than at any other time in recent history - and far more than people in any other country. Much of that medication use is lifesaving or at least life-improving. But a lot is not. The amount of harm stemming from inappropriate prescription medication is staggering. Almost 1.3 million people went to U.S. emergency rooms due to adverse drug effects in 2014, and about 124,000 died from those events. That’s according to estimates based on data from the Centers for Disease Control and Prevention and the Food and Drug Administration. Other research suggests that up to half of those events were preventable. All of that bad medicine is costly, too. An estimated $200 billion per year is spent in the U.S. on the unnecessary and improper use of medication, for the drugs themselves and related medical costs. Our previous surveys have found that higher drug costs - including more expensive drugs and higher out-of-pocket costs - also strain household budgets, with many people telling us they had to cut back on groceries or delay paying other bills to pay for their prescriptions. Total spending on drug ads targeting consumers reached $6.4 billion last year, 64 percent more than in 2012. That’s $1.3 billion more than the FDA’s entire 2017 budget. Drug companies spend even more - $24 billion in 2012 alone - on marketing just to doctors through ads in medical journals, face-to-face sales, free medication samples, and educational and promotional meetings.

David Turner is awaiting sentence after admitting to a court that he imported an obscene child sex doll into the UK. The 72-year-old ... is one of seven people to have been charged with the importation offence, which has been deemed a "relatively new phenomenon" by the National Crime Agency. More than 100 child sex dolls have been seized in the UK as part of a special operation set up by the National Crime Agency (NCA) and Border Force. Investigators believe the dolls, which are made to be as life-like as possible, are being imported by people who have a "sexual interest" in children. Advertised as "adult dolls" on sites including EBay and Amazon, they are manufactured in the Far East and sent to Britain. Each doll costs around Ł800, is made of a silicon-like material and weighs as much as a child. The NCA, which set up Operation Shiraz, says paediatricians have assessed the dolls seized to be "anatomically correct". Since March 2016, 123 dolls have been seized, destined for 120 importers. Seven people have been charged with importation offences, two of whom, Andrew Dobson and Dean Hall, have been convicted and sentenced. Dobson, 49 and from Crewe, was jailed for two years and eight months. He also admitted possessing indecent images of children. Hall, 42, from Bury St Edmunds, was given a two-year suspended term. He was also in possession of indecent images.

Forget swiping a credit card or badge to buy food at work. One Wisconsin-based tech firm is offering to install rice-size microchips in its employees' hands. Three Square Market will be the first firm in the U.S. to use the device, which was approved by the FDA in 2004, CEO Todd Westby told CNBC on Monday. "We think it's the right thing to do for advancing innovation just like the driverless car basically did in recent months," he said. The company, which provides technology for break-room markets or mini-market kiosks, is anticipating over 50 employees to be voluntarily chipped. Westby said he and his family will be chipped, too. The chip, which costs $300 per implant, is inserted with a needle between the thumb and forefinger. Once an employee has the chip installed, he or she can purchase food in the break room, open doors and log into computers. And for those who may be concerned about Big Brother watching, Westby said there is no way for employees to be tracked. "Unlike your cell phone that is trackable and traceable pretty much no matter where you are, this device is only readable if you're within six inches of a proximity reader," he said. Three Square Market's partner, BioHax International in Sweden, has already started using the microchips in about 150 of its employees.

Madan Lal, 45, from Haryana in India was born without arms but learnt to adapt to the demands of everyday life by using his feet. Now he uses his talented toes to stitch beautiful garments from a shop in his village. He said: 'All the stitching work I do with my feet. From cutting the cloth to measurement, I have to use my feet.' He said: 'When I was young almost every school denied me admission because of my disability. My family couldn't afford to educate me, and I thought ... I'll have to do something to survive in this life.' At the age of 23, Mr Lal decided to take up tailoring, but found it very difficult to get any training. A determined Mr Lal decided to travel to Fatehabad and search for a tailor who was willing to train him. He said: 'I went to Fatehabad to learn stitching from a tailor. He initially refused to teach me. He said, "You don't have any arms, how would you do stitching?" 'I said, "Just give me one chance". He said okay and within 10 to 15 days my teacher started saying, "You will become successful". And I became very happy.' Within a year, Mr Lal had learned the art of tailoring and had opened a shop in his village. The impact on his life was immediate. 'That day I forgot all the sufferings. It was the best day of my life. I saw people coming to my shop to greet me. The whole village was happy, as if they were part of my family.' And now Madan's talent has overcome even the most sceptical of his villagers, and his exploits have made him something of a local hero. He said: 'Now everyone at our village comes to my shop.'

Body camera video produced Wednesday appears to show a Baltimore police officer plant drugs in late January, an act that later resulted in a criminal arrest. The 90-second Baltimore police body camera video, which was made public by the Maryland Office of the Public Defender, belongs to Officer Richard Pinheiro, who appears to hide and later "find" drugs among trash strewn on a plot next to a Baltimore residence. Two other officers appear to be with the Pinheiro as he hides the drugs. "This is a serious allegation of police misconduct," Baltimore Police Commissioner Kevin Davis said. "There is nothing that deteriorates the trust of any community more than thinking for one second that police officers ... would plant evidence of crimes on citizens." One of the officers has been suspended, and two others have been placed on "nonpublic contact" administrative duty, Davis told reporters. Pinheiro is a witness in about 53 active cases, and he was even called to testify in a case earlier this week, the Public Defender's Office said. The new video has led to that case's dismissal after an assistant public defender forwarded it to the Baltimore City State's Attorney's Office. Debbie Katz Levi, head of the Baltimore Public Defender's Special Litigation Section, said that Baltimore police have long had a problem with officer misconduct but that the city does not hold individuals accountable. "We have long supported the use of police body cameras to help identify police misconduct, but such footage is meaningless if prosecutors continue to rely on these officers, especially if they do so without disclosing their bad acts," Levi said.

In 2002 Thom Bond was a successful environmental engineer, passionate about designing smart buildings that used alternative energy.
