Using loopholes it has kept secret for years, the FBI can in certain circumstances bypass its own rules in order to send undercover agents or informants into political and religious organizations, as well as schools, clubs, and businesses. If the FBI had its way, the infiltration loopholes would still be secret. They are detailed in a mammoth document obtained by The Intercept, an uncensored version of ... the Domestic Investigations and Operations Guide, or DIOG. If an undercover agent wants to pose as a university student and take classes, or if an FBI handler wants to tell an informant to attend religious services - two examples straight out of the rulebook - he or she must obtain a supervisor’s approval and attest both to the operation’s importance and to its compliance with constitutional safeguards. But all those rules go out the window if an agent decides the group is “illegitimate” or an informant spies on the group of his or her own accord. Civil rights groups ... worry that the FBI has made use of precisely these kinds of loopholes, silently undermining cherished freedoms enshrined after a dark chapter of FBI history: the COINTELPRO program in the 1950s and ’60s, when the FBI spied on, harassed, and tried to discredit leftists, civil rights leaders, and anti-war protestors. The exposure of COINTELPRO led to a famous Senate investigation and to institutional reform. The DIOG, despite being hundreds of pages of dense bureaucracy, actually documents a loosening of the standards enacted to rein in the FBI after COINTELPRO and other scandals ... after the 9/11 attacks.

Donald Trump's White House 'gags' at least three US government agencies including the EPA

Donald Trump’s administration has appeared to ban at least three Government agencies from speaking to journalists, providing documents to the public or even tweeting. Department of Agriculture, Department of Health and Human Services and Environmental Protection Agency staff are all reportedly subject to gagging orders. As well as the prohibition of social media posts ... the EPA has been ordered to freeze all grants, contracts and other agreements until further notice. A memo sent to EPA staff said there should be no press releases sent to “external audiences” and that “no social media will be going out”. The letter ... also says that a digital strategist will be drafted in to oversee the agency’s social media and that “existing, individually controlled social-media accounts may become more centrally controlled”. Department of Health and Human Services (HHS) ... employees were told not to publish any new documents or correspondence in any public forum, including the Federal Register, and not to discuss any documents or rules with public officials until it is reviewed by the administration. Staff at the USDA’s Agricultural Research Service received a memo on Monday telling them not to provide any documents to the public including press releases and social media. The email told employees, including about 2,000 staff scientists, that “starting immediately and until further notice”, they could not release any documents or post on social media.

At cocktail parties where the Champagne flows, financiers have expressed bewilderment over the rise of populist groups that are feeding a backlash against globalization. The world order has been upended. As the United States retreats from the promise of free trade, China is taking up the mantle. The stark shift leaves investors trying to assess the new risk and opportunities in the global economy. “This is the first time there is absolutely no consensus,” said William F. Browder ... who has been coming to Davos for 21 years. “Everyone is looking into the abyss.” The religion of the global elite - free trade and open markets - is under attack, and there has been a lot of hand-wringing, [but] little agreement on how to deal with it. Industry money may taint advice from patient groups, regulators

As a social worker, Susannah Rose referred clients with cancer to patient advocacy groups she trusted to dispense unbiased advice - until she heard the groups might be taking money from pharmaceutical companies. So she set out to investigate. Two-thirds of patient advocacy organizations reported receiving industry funding, Rose, now a bioethicist, finds in a new study. Her research was published ... in JAMA Internal Medicine along with other studies showing a host of ways pharmaceutical manufacturers appear to pay for influence. Rose and her colleagues identified 7,865 patient advocacy organizations in the U.S., most involving cancer and rare or genetic disorders. They surveyed a random sample of the organization's leaders. More than 67 percent of 245 patient advocacy groups reported receiving industry funding in the past year. Of those, nearly 12 percent reported that more than half their funding came from industry. When the U.S. Centers for Disease Control and Prevention drafted guidelines for prescribing opioids for chronic pain in an effort to curtail a growing epidemic of abuse of the painkillers in 2015, nonprofit organizations stepped in to challenge the effort. The CDC postponed releasing the guidelines and solicited public comments for 30 days. Opioid manufacturers gave money to 45 of 158 patient advocacy and professional organizations that commented on the proposed guidelines. Organizations with funding from opioid manufacturers were significantly more likely to oppose them, researchers found.

CIA releases 13m pages of declassified documents online

About 13 million pages of declassified documents from the US Central Intelligence Agency (CIA) have been released online. Among the more unusual records are documents from the Stargate Project, which dealt with psychic powers and extrasensory perception. Those include records of testing on celebrity psychic Uri Geller in 1973. Memos detail how Mr Geller was able to partly replicate pictures drawn in another room with varying - but sometimes precise - accuracy, leading the researchers to write that he "demonstrated his paranormal perceptual ability in a convincing and unambiguous manner". Other unusual records include a collection of reports on flying saucers. While much of the information has been technically publicly available since the mid-1990s, it has been very difficult to access. The records were only available on four physical computers ... at the National Archives in Maryland. A non-profit freedom of information group, MuckRock, sued the CIA to force it to upload the collection. At the same time, journalist Mike Best crowd-funded more than $15,000 to visit the archives to print out and then publicly upload the records, one by one. "By printing out and scanning the documents at CIA expense, I was able to begin making them freely available to the public and to give the agency a financial incentive to simply put the database online," Best wrote.

Chilling evidence of organized child sex abuse revealed in survey

Odette and her sisters Rosemary and Lucy (pseudonyms they chose) are among the victims of what a new international survey conducted by the Canadian Centre for Child Protection suggests is a widespread tragedy — child exploitation rings led by parents of the abused. Responses from 128 child abuse survivors across North America and Europe found 52 per cent were victimized by a network of abusers, overwhelmingly involving their own parents, who shared images and even their children themselves with others. In most cases — nearly 70 per cent — images were then shared with millions more strangers online. About 90 per cent said their abuse affected both their education and professional success. About 30 per cent said they had been recognized by someone who saw their images online. Of those, 64 per cent said they were “targeted” — either blackmailed or propositioned. “We were definitely most shocked about the extent of organized child sexual abuse in our survey,” says executive director Lianna McDonald. “We learned that often those closest and most trusted by children were responsible for not only abusing their children, but sadly, also orchestrating and facilitating the abuse by many others.” The survey defines organized sexual abuse as involving multiple offenders, primarily parents and relatives, creating and sharing child sexual abuse images, exchanging children for sexual purposes or engaging in “sadistic, torture-related and ritualistic abuse.”

The looming national security threat everyone keeps ignoring

This week’s confirmation hearings for homeland security secretary and transportation secretary were notable for something not discussed: the fact that the two departments have failed for 12 years to comply with presidential orders to eliminate one of the most serious threats to the security and economy of the United States. America’s Global Positioning System is a technological miracle and our gift to the world. Cellphone networks, first-responder radio systems, computer and financial networks, even electrical grids - all depend on GPS. At the same time, GPS signals are weak and easy to disrupt. This combination of overwhelming dependence and vulnerability is why Department of Homeland Security officials have called GPS a “single point of failure for critical infrastructure.” In a 2004 national security directive, President George W. Bush tasked the Transportation Department to work with Homeland Security and other departments to acquire and operate a backup system to prevent [GPS system failure]. President Obama reaffirmed this order in 2009. Yet, despite announcements in 2008 and 2015 that the nation would establish a high-powered terrestrial ... system to work hand in hand with GPS, nothing has been done. So our national danger grows by the day. Previous administrations have ... failed to act. Let’s hope the Trump administration [does] what the previous two have only promised: protect America’s national and economic security with a difficult-to-disrupt complementary and backup system for GPS.

The U.S. dropped an average of 72 bombs every day - the equivalent of three an hour - in 2016, according to an analysis of American strikes around the world. The report from the Council of Foreign Relations comes as Barack Obama finishes up [a] presidency ... that began with promises to withdraw from international conflicts. According to the New York City-based think tank, 26,171 bombs were dropped on Iraq, Syria, Afghanistan, Libya, Yemen, Somalia and Pakistan during the year. CFR warned that its estimates were "undoubtedly low, considering reliable data is only available for airstrikes in Pakistan, Yemen, Somalia, and Libya, and a single 'strike,' according to the Pentagon's definition, can involve multiple bombs or munitions." Some 24,287 bombs were used in Iraq and Syria. In 2015, the U.S. dropped 22,110 bombs in Iraq and Syria, CFR reported. Last year saw a sharp uptick in strikes in Afghanistan, with 1,337 compared with 947 in 2015.

In the span of a few days, the anti-vaccine screed of a Cleveland Clinic doctor prompted a social media firestorm, an apparent retraction from the physician, and promises of disciplinary action by administrators of his prestigious hospital system. The anti-vaccine column that triggered the weekend’s outcry was written by Dr. Daniel Neides, director and CEO of the Cleveland Clinic’s Wellness Institute, which advertises homeopathic remedies and alternative weight loss and pain management treatments. In his commentary posted on Cleveland.com, Neides, who is a family doctor, said that preservatives and other ingredients in vaccines are dangerous and are likely behind the increase in diagnosed cases of neurological diseases such as autism. “Does the vaccine burden - as has been debated for years - cause autism? I don’t know and will not debate that here. What I will stand up and scream is that newborns without intact immune systems and detoxification systems are being over-burdened with preservatives and adjuvants in the vaccines,” he wrote. Adjuvants are added to vaccines to prompt a stronger immune response. Neides issued an apology and apparent retraction on Sunday, saying in a statement released by the Cleveland Clinic: “I fully support vaccinations and my concern was meant to be positive around the safety of them.”

Fort Lauderdale airport shooting leaves at least 5 dead

A gunman opened fire in the baggage claim area at the Fort Lauderdale airport Friday, killing five people and wounding eight before being taken into custody in an attack that sent panicked passengers running out of the terminal and onto the tarmac. An additional 37 people were injured after the incident. The gunman was identified as Esteban Santiago-Ruiz, 26, who had active-duty military identification on him. Santiago-Ruiz was in federal custody, the Broward County Sheriff Scott Israel said. He will face federal charges. FBI sources told CBS News ... that they ran a full database check on Santiago-Ruiz, and they found no connection to terror groups. In Nov. 2016, Santiago-Ruiz walked into an FBI office in Anchorage and claimed he was being forced to fight for the Islamic State of Iraq and Syria (ISIS), law enforcement sources told CBS News. He also said his mind was being controlled by the CIA to watch ISIS videos. He was sent to a psychiatric hospital after police were called. He was also investigated as part of a child porn investigation in either 2011 or 2012, law enforcement sources told CBS News. Three weapons and a computer were seized, but no charges were filed. A witness, Mark Lea ... said the shooter was “calm as can be ... he just walked in and started shooting. He wasn’t frantic, he wasn’t psychotic.” Lea estimated that the suspect shot about 24 rounds, [then] walked out of “door 2” and “lay spread-eagle on the floor and waited for law enforcement to arrive.”

105-year-old cyclist breaks an hour-long distance record

Ninety-two times the Frenchman raced around the velodrome, a curved indoor bicyclist track, at an average speed of 14 mph. That speed would be impressive for just about anyone on two wheels, but it was probably particularly satisfying for Robert Marchand. Mostly because, when he was young, one of his coaches told him to give up the sport. It’s even more impressive when one considers Marchand is 105 years old. As the clock signaled that he’d been riding for one hour, the crowd of hundreds in Le Vélodrome National de Saint-Quentin-en-Yvelines, near Paris, chanted his name, but it’s likely no one wondered whether he had captured a new world record. Of course he had — the category was created by the International Cycling Union specifically for him. And now it has been set: the record for longest official distance ridden in an hour in the newly minted older-than-105 class is 22.5 kilometers (14 miles). “I’m now waiting for a rival,” Marchand told the AP. Still, he said he could have gone faster, if he had not run into a little trouble on the track. “I did not see the sign warning me I had 10 minutes left,” he told the Guardian. “Otherwise I would have gone faster, I would have posted a better time.”

For 12 years she has been caring for orphans, autistic children and children with Down Syndrome. "Many Balinese believe that these children are cursed, due to bad karma." children with very low IQs are not received by Sekolah Luar Biasa (Special Needs Schools). Such children, many with autism and Down Syndrome, have little to no support. This is what inspired Sri Wahyuni and her husband, I Ketut Sadia, to open the Yayasan Widya Guna school 10 years ago. Today Yayasan Widya Guna provides daily schooling to over 100 students, both disabled and non-disabled. Besides providing English, exercise and art classes to the children, it also teaches organic farming and promotes a healthy diet among students. "We've received lots of information suggesting that poor nutrition is a factor in developing autism," said Sri Wahyuni. The foundation serves meals with lots of vegetables, and tries to not include too many fried foods. Sri Wahyuni says that kids who used to catch colds and the flu rarely fall sick these days. A student with epilepsy, whose parents complained was having three seizures a day, has stopped having seizures completely since he started attending the yayasan. Thousands of U.S. areas afflicted with lead poisoning beyond Flint's

Last year, the city of Flint, Michigan, burst into the world spotlight after its children were exposed to lead in drinking water. 5 percent of the children screened there had high blood lead levels. Flint is no aberration. In fact, it doesn't even rank among the most dangerous lead hotspots in America. In all, Reuters found nearly 3,000 areas with recently recorded lead poisoning rates at least double those in Flint during the peak of that city's contamination crisis. And more than 1,100 of these communities had a rate of elevated blood tests at least four times higher. The poisoned places ... stretch from Warren, Pennsylvania, a town on the Allegheny River where 36 percent of children tested had high lead levels, to a zip code on Goat Island, Texas, where a quarter of tests showed poisoning. In some pockets of Baltimore, Cleveland and Philadelphia, where lead poisoning has spanned generations, the rate of elevated tests over the last decade was 40-50 percent. Like Flint, many of these localities are plagued by legacy lead: crumbling paint, plumbing, or industrial waste left behind. Unlike Flint, many have received little attention or funding to combat poisoning. Even in some of the highest risk areas around the country, many small children go untested. In South Bend, Indiana, where health officials face a cash crunch, lead testing is in sharp decline even as existing data points to a serious problem. In one tract there, 31 percent of small children tested from 2005 to 2015 had high levels - more than six times Flint's rate last year.

He said: "The British Foreign Office to which I used to belong, I’m sorry to say has gotten Syria wrong every step of the way. "They told us at the beginning that Assad’s demise was imminent. "But then they told us that the opposition was dominated by these so-called moderates. That proved not to be the case and now they're telling us another big lie – that Assad can’t control the rest of the country. Well I’ve got news for them – he’s well on the way to doing so." Mr Ford said that when the conflict started the UK should have either "put everything, including our own forces on to the battlefield, or if in our judgement – as it would have been my judgement – that was not realistic, refrain from encouraging the opposition to mount a doomed campaign." He claimed the UK’s tough talk on one hand, followed by little action to back rebels in Syria on the other had preceded a rebellion that had "only led to hundreds of thousands of civilians being maimed and killed". "We have made the situation worse." He added: "It was eminently foreseeable to anyone who was not intoxicated with wishful thinking." The UK has consistently taken the line that Assad cannot be a part of Syria’s future.

The systems devised to govern the use of nuclear weapons, like all complex technological systems, are inherently flawed. But the failure of a nuclear command-and-control system can have [serious] consequences. Millions of people, perhaps hundreds of millions, could be annihilated inadvertently. Today, the odds of a nuclear war being started by mistake are low - and yet the risk is growing, as the United States and Russia drift toward a new cold war. Many of the nuclear-weapon systems on both sides are aging and obsolete. The personnel who operate those systems often suffer from poor morale and poor training. In 2013, the two-star general in charge of the entire Minuteman [intercontinental ballistic missile] force was removed from duty after going on a drunken bender during a visit to Russia. The following year, almost a hundred Minuteman launch officers were disciplined for cheating on their proficiency exams. In 2015 ... a launch officer at Minot Air Force Base, in North Dakota, was sentenced to twenty-five years in prison for heading a violent street gang. As the job title implies, launch officers are entrusted with the keys for launching intercontinental ballistic missiles. The Minuteman III is a relic of the Cold War not only in design but also in its strategic purpose. When the atomic bomb was being developed ... the destruction of cities and the deliberate targeting of civilians was just another military tactic. The Geneva Conventions later classified those practices as war crimes - and yet nuclear weapons have no other real use.

Ex-Scientologists tell disturbing stories about David Miscavige, the 'pope of Scientology,' on A&E series

Actress Leah Remini left the Church of Scientology in 2013 - after 35 years as a devout member - and ever since, she has been on a crusade to expose the controversial organization's secrets. On "Scientology and the Aftermath," her new series on A&E, Remini seeks to "delve deep into shocking stories of abuse, heartbreak and harassment experienced by those who have left the church and spoken publicly about their experiences." Tuesday night's episode had a theme: Disturbing stories about the organization's leader David Miscavige, whom ex-members refer to as "the pope of Scientology," as well as the "undisputed dictator." Remini ... interviewed people about Miscavige's alleged physical abuse against his staff, including Jeff Hawkins, who was the Scientology "marketing guru" for years. He liked the idea of Scientology's anti-war stance and spiritual component, particularly the strong belief about the afterlife. So Hawkins signed a ... contract and started working closely with Miscavige. Then, he says, Miscavige assaulted him several times. During one incident, he explains, Miscavige once started making fun of him in a room full of people; and when Hawkins asked him not to, Miscavige took that as a sign of disrespect and started hitting him in the face. Hawkins says that he, as well as everyone in the room at the time, was too afraid to fight back. Initially, he thought the bad times would pass; but when he realized Miscavige would be running Scientology for a very long time, he left the church.

Note: Scientology has raised a lot of controversy over the years. We acknowledge the many who have had their lives transformed in a powerful way by this religion. Yet others, including a few of the church's top officials, have left Scientology after many years strongly disillusioned. We do not take a stand on this, yet we have found that Scientology has played an important hidden role in the history of our planet. Murders Up in U.S. Cities – But Crime Rate Still Near Record Lows

The 30 largest U.S. cities saw a double-digit increase in their murder rate in 2016, according to a new year-end report, even as crime nationwide remains near all-time lows. Chicago again accounts for almost half of the total murder increase nationwide. New York University’s Brennan Center for Justice projects that the 2016 murder rate for the largest U.S. cities is up 14% from 2015 while the violent crime rate rose by 3.3%. The overall crime rate, however, increased by just 0.3%, thanks in large part to historically low levels of property crime. Two cities are largely driving the spike in violent crime: Chicago and Charlotte. Violent crime in Chicago is up 17.7% ... this year, and the city accounts for almost 44% of the total increase in murders. Charlotte has experienced a number of drug-related murders as well as homicides related to domestic violence and is projected to see a 13.4% increase in violent crime this year. While the murder rate has increased, overall crime across the U.S. is near all-time lows. Of the 30 cities studied, just eight showed an increase in their crime rates from 2015.

Note: The media has given lots of attention to Chicago's major increase in murders in 2016, yet virtually no attention to the fact, as reported in this Wall Street Journal article, that the rate of major crimes in New York City dropped to the lowest levels yet recorded. Wells Fargo is conducting itself like Enron did

San Francisco’s Wells Fargo set up an incentivized system of rewards and punishments for its staff at every level that led to the creation of phony accounts and illicit fees being charged to millions of customers. Yet Wells Fargo ... refused to appear before my state Senate committee last month and has sidestepped federal regulators and inquiries. The last company to conduct itself in such a way before a California legislative committee was Enron. These criminal activities affected up to 2 million accounts - nearly 900,000 in California alone. The financial cost to consumers was in the millions of dollars, and the loss in trust is untold. Wells Fargo knew it had a problem - firing more than 1,000 employees a year for five years is testament to that. Yet, it took no effective steps to stop the fraud. These weren’t just low-level employees. After my staff pressed them, Wells now says that of the 5,300 staff fired for unethical sales practices, 480 were bank branch managers or higher. An untold number of managers continue to work at the bank despite the fact that they engaged in fraudulent behavior. Wells Fargo has begun to make amends by entering into a settlement agreement with local and federal regulators, paying $185 million in fines. It also has retained an outside accounting firm to audit accounts to identify and fully reimburse every customer for any fees associated with an unauthorized account. Wells Fargo must come clean on how pervasive this scheme was.

Government Watchdog Conducting New Investigation Into Pentagon Whistleblower Retaliation

The watchdog wing of Congress has quietly launched an investigation into the “integrity” of the Pentagon’s whistleblower protection program. The Government Accountability Office, which serves as the investigative arm of Congress, has been looking into the extent to which Department of Defense whistleblower policies ... reassure employees of their rights to raise concerns “without fear of reprisal.” The investigation will also likely target senior Pentagon officials accused of destroying evidence that would have exculpated former senior NSA official Thomas Drake, who raised internal complaints about what he believed to be NSA misconduct and waste before ultimately approaching journalists. Rather than having his concerns acknowledged, Drake spent months fighting charges against him under the Espionage Act. His career in the intelligence community was ended. “Bureaucratic abuses of power are the primary reason otherwise circumspect national security whistleblowers leak to the media. It is too dangerous to work within an untrustworthy system,” Tom Devine, legal director of the Government Accountability Project, wrote in a statement. John Crane, formerly the assistant inspector general in the Pentagon, revealed his role in attempting to protect Drake’s identity and investigate the document destruction involved in his case last May - an effort he claims cost him his job. The implications of the investigation may eventually be important for evaluating the actions of former NSA contractor Edward Snowden.
