A Federal Energy Regulatory Commission judge has found that a division of Shell Oil engaged in fraud and market manipulation during California’s energy crisis, with company traders joking on tape about burning the evidence if they were ever caught. A small core of super-rich individuals is responsible for the record sums cascading into the coffers of super PACs for the 2016 elections, a dynamic that harks back to the financing of presidential campaigns in the Gilded Age. Close to half the money - 41 percent - raised by the groups by the end of February came from just 50 mega-donors and their relatives, according to a Washington Post analysis. Donors this cycle have given more than $607 million to 2,300 super PACs, which can accept unlimited contributions from individuals and corporations. That means super PAC money is on track to surpass the $828 million that the Center for Responsive Politics found was raised by such groups for the 2012 elections. The top 50 contributors together donated $248 million personally and through their privately held companies, or more than $4 out of every $10 raised by all super PACs. The last time political wealth was so concentrated was in 1896, when corporations and banking moguls helped McKinley, the Republican candidate, outspend Democratic rival William Jennings Bryan. The top 50 U.S. companies have stored $1.4 trillion in tax havens, Oxfam America reported Thursday. Oxfam released its new report, “Broken at the Top,” ahead of Tax Day in the U.S. and shortly after of the Panama Papers leak to show the extent to which major corporations such as Pfizer, Walmart, Goldman Sachs, Alphabet, Disney and Coca-Cola keep money in offshore funds. The use of over 1,600 subsidiaries lowered their global tax rate on $4 trillion of profit to an average of 26.5%, compared to the statutory minimum of 35%, according to Oxfam. Additionally, for every dollar of taxes these companies paid, they collectively received $27 in federal loans, loan guarantees and bailouts - footed by American taxpayers. “The vast sums large companies stash in tax havens should be fighting poverty and rebuilding America’s infrastructure, not hidden offshore in Panama, Bahamas, or the Cayman Islands,” Oxfam America president Raymond Offenheiser said in a statement.

Sexual violence in war “is as destructive as any bomb or bullet”, the United Nations Secretary-General Ban Ki-Moon said a couple of years ago. In 2014, when Mr Ban was speaking out on behalf of the victims, three girls in the Central African Republic have alleged they were tied up and forced to have sex with a dog by a French military commander. There were no fewer than 99 allegations of sexual abuse and exploitation by the “blue helmets” – as UN military personnel are nicknamed – last year, and there have been 25 new claims this year. This isn’t the first time such claims have surfaced about the conduct of UN peacekeepers. There was an alleged paedophile ring in the Democratic Republic of Congo, UN police officers in Bosnia were paying for prostitutes and trafficking young women from Eastern Europe, and Pakistani peacekeepers were found guilty of sexual abuse in Haiti. There’s a track record going back decades. In January, an independent review into the abuses accused the UN of failing to respond to allegations of child abuse against the peacekeepers. The UN’s response? Last month, the Security Council passed its first ever resolution to tackle sexual abuse by its peacekeepers. Some users of LSD say one of the most profound parts of the experience is a deep oneness with the universe. An MRI scanner [showed that] the brains of people on acid looked markedly different than those on the placebo. Their sensory cortices, which process sensations like sight and touch, became far more connected than usual to the frontal parietal network, which is involved with our sense of self. "The stronger that communication, the stronger the experience of the dissolution (of self)," says Enzo Tagliazucchi, the [study's] lead author. Researchers also measured the volunteers' brain electrical activity with another device. Our brains normally generate a regular rhythm of electrical activity called the alpha rhythm, which links to our brain's ability to suppress irrelevant activity. But in a different paper published on Monday in the Proceedings of the National Academy of Sciences, he and several co-authors show that LSD weakens the alpha rhythm. He thinks this weakening could make the hallucinations seem more real. The idea is intriguing ... says Dr. Charles Grob, a psychiatrist at the Harbor-UCLA Medical Center. A cybersecurity taskforce chief turned child pornography collector seems poised to dodge prison. Before agents arrived at his house across from Ballard’s West Woodland Elementary School ... Brian Haller led the Seattle chapter of an FBI/private-sector group tasked with fighting computer crime. Haller had access to a secure FBI online platform and email system, though he is not alleged to have used either to collect child porn. Haller was one of the smaller fish caught in an expansive FBI sting last year. Agents found the law enforcement insider used a “dark web” service – a Tor network site – to collect 600 files capturing the sexual abuse and exploitation of countless children. Usually, Haller’s crimes could carry a five-year prison term. Instead, federal prosecutors have asked that Haller, 40, be spared even jail time when he is sentenced Friday for possession of child pornography. The standard sentencing range for a defendant like Haller is four to five years in federal prison. [Haller] was identified through a wide-ranging, controversial sting operation [that] has prompted charges against more than 130 others, including a Vancouver special education worker and a Fort Lewis soldier.

Robert Lustig is a paediatric endocrinologist at the University of California. A 90-minute talk he gave in 2009, titled Sugar: The Bitter Truth ... argues forcefully that fructose, a form of sugar ubiquitous in modern diets, is a “poison” culpable for America’s obesity epidemic. Eleven million documents were leaked from one of the world's most secretive companies, Panamanian law firm Mossack Fonseca. This is in direct breach of international regulations designed to stop money-laundering and tax evasion. An email from a Mossack executive to Ms Olszewski in January 2009 explains how she could deceive the bank: "We may use a natural person who will act as the beneficial owner ... and therefore his name will be disclosed to the bank. For years, we’ve heard of a possible link between cell phone use and cancer. “The evidence is clear: cell phones do cause brain cancer,” said Dr. Devras Davis, president, Environmental Health Trust. Dr. Davis says the young brain absorbs twice as much radiation as an adult. Doctors and scientists from across the country took on the issue during a pediatric conference [in] Baltimore. Panelists also found a connection between exposure to cell phone radiation and other health issues. “There’s a correlation between cell phone use in pregnancy and behavioral problems in their children,” said Dr. Hugh Taylor, Yale School of Medicine. “These devices are ... straining our family relationships because the average mom or dad will check their phones 60 to 110 times a day,” said Dr. Catherine Steiner-Adair, clinical psychologist. The infant brain - even while in the womb - is especially vulnerable. Holding your phone even a few inches away can lower the risk. They recommend using headsets, and when you’re not on your phone, to keep it as far away from you as possible. “So we’re getting like a triple, quadruple whammy between the biological effect, the psychological effects and the brain waves effects,” said Dr. Martha Herbert, pediatric neurologist. Two senior intelligence analysts at U.S. Central Command say the military has forced them out of their jobs because of their skeptical reporting on U.S.-backed rebel groups in Syria. It’s the first known instance of possible reprisals against CENTCOM personnel after analysts accused their bosses of manipulating intelligence reports about the U.S.-led campaign against ISIS in order to paint a rosier picture of progress in the war. One of the analysts alleging reprisals is the top analyst in charge of Syria issues at CENTCOM. He and a colleague doubted rebels’ capabilities and their commitment to U.S. objectives in the region. [Their] views put them at odds with military brass, who last year had predicted that a so-called moderate opposition would make up a 15,000-man ground force to take on ISIS. An initial $500 million program to train and arm those fighters failed spectacularly. And until the very end, Pentagon leaders claimed the operation was more or less on track. In 1970, Congress dropped psychedelics into the war on drugs. The federal government declared that the drugs had no medical use - and high potential for abuse. When we trip, our default mode network slows down. With the ego out of commission, the boundaries between self and world, subject and object dissolve. Robin Carhart-Harris, a neuroscientist with Imperial College London, notes that the default mode network is responsible for a lot of our rigid, habitual thinking and obsessions. Psychedelics help relax the part of the brain that leads us to obsess. And they can help “loosen if not break” the entrenched physical circuits responsible for addictive behavior. Mercenary hackers helped Enrique Peńa Nieto win Mexico’s 2012 presidential election, according to an imprisoned Colombian hacker who says he was involved. Andrés Sepúlveda ... claimed he had also helped to manipulate elections in nine countries across Latin America by stealing data, installing malware and creating fake waves of enthusiasm and derision on social media. In an interview with Bloomberg Businessweek, the Colombian – who is currently serving a 10-year prison sentence - boasted of his ability to hack into campaign networks and manipulate opinion. “My job was to do actions of dirty war and psychological operations, black propaganda, rumours – the whole dark side of politics that nobody knows exists but everyone can see,” the 31-year-old told Bloomberg. Although he was well paid for his work, Sepúlveda said his primary motive was political. He supported right and centre-right candidates against what he called “dictatorships and socialists governments”. In Mexico ... he reportedly had a $600,000 budget, [and] used a “virtual army” of fake Twitter accounts to direct public debate. “When I realized that people believe what the internet says more than reality, I discovered that I had the power to make people believe almost anything,” he told Bloomberg. To varying degrees, he said he applied similar tactics in other elections over an eight-year period in in Venezuela, Nicaragua, Panama, Honduras, El Salvador, Colombia, Costa Rica and Guatemala. Khalil Abu Rayyank was a lonely young man in Detroit, eager to find a wife. Jannah Bride claimed she was a 19-year-old Sunni Muslim whose husband was killed in an airstrike in Syria. The two struck up a romantic connection ... online. Now, Rayyan, a 21-year-old Michigan man, is accused by federal prosecutors of supporting the Islamic State. Jannah Bride, not a real name, was in fact an FBI informant hired to communicate with Rayyan. The FBI and federal prosecutors have treated his case as a national security concern, making numerous references in court filings and at a detention hearing to statements Rayyan made about the Islamic State and his supposed aspirations for violence. According to transcripts ... Rayyan had fallen in love with Bride and had even proposed marriage. The FBI informant initiated conversations about violence on several occasions, and when she did, Rayyan would tell her that he didn’t want to hurt anyone. Eventually, Rayyan found a way to capture the woman’s interest, describing his plans for an attack. The story appears to be fantasy, however. Psychologist ... Lyle D. Danuloff assessed Rayyan’s level of dangerousness as “very low,” according to a report filed Tuesday. Danuloff wrote: “His verbalization was the result of an effort to keep the attention with hopes of a future. They were not the result of radicalization or representative of terrorist intentions.”

A former Government medical officer responsible for deciding whether medicines are safe has accused the Government of "utterly inexplicable complacency" over the MMR triple vaccine for children. In the late Seventies, Dr Fletcher served as Chief Scientific Officer at the DoH and Medical Assessor to the Committee on Safety of Medicines, meaning he was responsible for deciding if new vaccines were safe. He first expressed concerns about MMR in 2001, saying safety trials before the vaccine's introduction in Britain were inadequate. Now he says the theoretical fears he raised appear to be becoming reality. He said the rising tide of autism cases and growing scientific understanding of autism-related bowel disease have convinced him the MMR vaccine may be to blame. "When scientists first raised fears of a possible link between mad cow disease and an apparently new, variant form of CJD they had detected in just 20 or 30 patients ... millions of cows were slaughtered," said Dr Fletcher. "Yet there has been a tenfold increase in autism and related forms of brain damage over the past 15 years, roughly coinciding with MMR's introduction, and an extremely worrying increase in childhood inflammatory bowel diseases and immune disorders such as diabetes, and no one in authority will even admit it's happening, let alone try to investigate the causes." He said there was "no way" the tenfold leap in autistic children could be the result of better recognition and definitional changes, as claimed by health authorities.

Researchers in the United States have developed a new method for controlling the brain circuits associated with complex animal behaviours, using genetic engineering to create a magnetised protein that activates specific groups of nerve cells from a distance. The new technique ... is not only non-invasive, but can also activate neurons rapidly and reversibly. Several earlier studies have shown that nerve cell proteins which are activated by heat and mechanical pressure can be genetically engineered so that they become sensitive to radio waves and magnetic fields. These stimuli open its central pore, allowing electrical current to flow through the cell membrane; this evokes nervous impulses that travel into the spinal cord and then up to the brain. Scanning a prison menu is a bleak task. Common food items range from nutraloaf - a mishmash of ingredients baked into a tasteless beige block - to, rumor has it, road kill. The substandard quality of food at some correctional facilities has led to protests and hunger strikes. But some states, along with correctional authorities and prison activists, are discovering the value of feeding prisoners nutrient-rich food grown with their own hands. Prison vegetable gardens, where inmates plant and harvest fresh produce to feed the larger prison population, are on the rise in correctional facilities from New York to Oregon. In addition to being a cost-effective food source, the gardens are seen as a way to save money on healthcare for prisoners struggling with diabetes, hypertension, and other ailments. But the gardening itself provides opportunities for personal growth, as inmates learn how to plant, raise, and harvest crops. It also functions as a method of rehabilitation in what is often a deeply stressful environment. Inmates are sent to prison as punishment, not for punishment, says Tonya Gushard, public information officer for the Oregon State Correctional Institution (OSCI) in Salem. The OSCI has run a garden program at its facility since 2008. Between 2012 and 2015, Oregon state prisoner-gardeners raised more than 600,000 pounds of produce for nearly 14,000 inmates. The potential savings for taxpayers in health costs from providing inmates with high-quality food cannot be overstated.

Dr. Jim Withers used to dress like a homeless person. On purpose. Two to three nights a week, he rubbed dirt in his hair and muddied up his jeans and shirt before walking the dark streets of Pittsburgh. Withers wanted to connect with those who had been excluded from his care. "I was actually really shocked how ill people were on the street," he said. "Young, old, people with mental illness, runaway kids, women (who) fled domestic violence, veterans. And they all have their own story." Homelessness costs the medical system a lot of money. Individuals often end up in emergency rooms, and stay there longer, because their illnesses go untreated and can lead to complications. For 23 years, Withers has been treating the homeless - under bridges, in alleys and along riverbanks. "We realized that ... we could make 'house calls,'" he said. It's something that Withers' father, a rural doctor, often did. Withers' one-man mission became a citywide program called Operation Safety Net. Since 1992, the group has reached more than 10,000 individuals and helped more than 1,200 of them transition into housing. In addition to street rounds, the program has a mobile van, drop-in centers and a primary health clinic, all where the homeless can access medical care. In the way I'd like to see things, every person who is still on the streets will have medical care that comes directly to them and says, "You matter." Having street medicine in [the] community transforms us. We begin to see that we're all in this together.
