But in 1998, after bringing her son to Romania on a holiday, she decided to move back and began working with street children here. Soon, the police called asking a favor. Would she take three young prostitutes they had just rounded up to a doctor? Afterward, she was just supposed to release them. I was annoyed until I got there and saw these girls, Ms. Matei said. The mascara was running all over their faces. They had been crying so hard. And they were minors ... but no one cared. One of the girls was pregnant. All three would be in the hospital for two weeks. But afterward, Ms. Matei said, child welfare services would have nothing to do with them. Eventually, I got an apartment for them, and more girls kept coming, she said. Thats how it started. Over the years, she has cobbled together all sorts of financing, pleading with various embassies. Right now, the shelter [she founded] is supported by an American ministry dedicated to combating human trafficking, Make Way Partners in Birmingham, Ala. More than 400 girls have stayed in the shelter, and most of them are still in touch, she said.

Pentagon declined to investigate hundreds of purchases of child pornography

A 2006 Immigration and Customs Enforcement investigation into the purchase of child pornography online turned up more than 250 civilian and military employees of the Defense Department -- including some with the highest available security clearance -- who used credit cards or PayPal to purchase images of children in sexual situations. But the Pentagon investigated only a handful of the cases, Defense Department records show. The cases turned up during a 2006 ICE inquiry, called Project Flicker, which targeted overseas processing of child-porn payments. As part of the probe, ICE investigators gained access to the names and credit card information of more than 5,000 Americans who had subscribed to websites offering images of child pornography. Many of those individuals provided military email addresses or physical addresses with Army or fleet ZIP codes when they purchased the subscriptions. In a related inquiry, the Pentagon's Defense Criminal Investigative Service (DCIS) cross-checked the ICE list against military databases to come up with a list of Defense employees and contractors who appeared to be guilty of purchasing child pornography. The names included staffers for the secretary of defense, contractors for the ultra-secretive National Security Agency, and a program manager at the Defense Advanced Research Projects Agency. But the DCIS opened investigations into only 20 percent of the individuals identified, and succeeded in prosecuting just a handful.

Orange County sheriff deputies say a 170-page manual is circulating around Central Florida. It shows people, step-by-step, how to molest children. It also includes where to find potential victims. I've never seen anything like it. It was pretty amazing when I first saw it just because how detailed it was, said Detective Philip Graves with the Orange County Sheriffs Office. Deputies with the sheriffs sexual offender surveillance squad have been aware of the manual for the past six months. The sheriff's office received it through an email listserve. Graves told WFTV that sending the manual by email or possessing it is not a crime in Orange County. However, federal investigators are trying to track down where the manual initially came from. "I was more amazed that someone would be as bold as to create an actual 170-page document that would detail how to do it," he said. The author uses an alias in the manual. He calls himself "the mule." Deputies believe whoever is responsible may have committed crimes against children.

Pentagon workers tied to child porn

Federal investigators have identified several dozen Pentagon officials and contractors with high-level security clearances who allegedly purchased and downloaded child pornography, including an undisclosed number who used their government computers to obtain the illegal material, according to investigative reports. The investigations have included employees of the National Security Agency, the National Reconnaissance Office, and the Defense Advanced Research Projects Agency — which deal with some of the most sensitive work in intelligence and defense — among other organizations within the Defense Department. The fact that offenders include people with access to government secrets puts national security agencies “at risk of blackmail, bribery, and threats, especially since these individuals typically have access to military installations,’’ according to one report by the Defense Criminal Investigative Service from late 2009. At least two of the cases were contractors with top secret clearances at the National Security Agency, which eavesdrops on foreign communications. A separate case involves a contractor working at the National Reconnaissance Office, the agency that builds and operates the nation’s spy satellites. A large amount of pornography was found on the office computer of a program manager at the Defense Advanced Research Projects Agency. DARPA is responsible for developing some of the military’s most secret weapons and technologies.

U.S. District Judge Kenneth Marra on Friday sentenced butler Alfredo Rodriguez to 18 months in prison for trying to sell an incriminating piece of evidence against his boss. Mr. Rodriguez was the butler for Jeffrey Epstein, the New York/Palm Beach billionaire who pleaded guilty in 2007 to two sex-related charges after more than a dozen women - many underage - claimed Mr. Epstein sexually abused them. Mr. Rodriguez tried to sell a journal that documented his boss’s sexual exploits and refused to turn it over to investigators when they first asked for it. His aim was to sell it for $50,000 to lawyers representing the women who had filed civil lawsuits against Mr. Epstein. Here is the puzzling part: Mr. Rodriguez may end up spending more time in prison than Mr. Epstein. Judge Marra gave Mr. Rodriguez an 18-month sentence - the same sentence given to Mr. Epstein. Mr. Epstein served only 13 months in prison and was released. Even under house arrest, he is free to leave is Palm Beach, Fla., mansion. The judge conceded that the equal sentences didn’t make much sense. the identical sentences seem like a strange administration of justice given the different crimes. Lesson learned: even if the butler didn’t do it, he still can go to prison for the cover-up.

Vatican Revises Abuse Process, but Causes Stir

The Vatican issued revisions to its internal laws on [July 15] making it easier to discipline sex-abuser priests, but caused confusion by also stating that ordaining women as priests was as grave an offense as pedophilia. The decision to link the issues appears to reflect the determination of embattled Vatican leaders to resist any suggestion that pedophilia within the priesthood can be addressed by ending the celibacy requirement or by allowing women to become priests. The Vatican spokesman, the Rev. Federico Lombardi, said the changes showed the church’s commitment to tackling child sexual abuse with “rigor and transparency.” Those measures fell short of the hopes of many advocates for victims of priestly abuse, who dismissed them as “tweaking” rather than a bold overhaul. The new rules do not, for example, hold bishops accountable for abuse by priests on their watch, nor do they require them to report sexual abuse to civil authorities. But what astonished many Catholics was the inclusion of the attempt to ordain women in a list of the “more grave delicts,” or offenses, which included pedophilia, as well as heresy, apostasy and schism. The issue, some critics said, was less the ordination of women, which is not discussed seriously inside the church hierarchy, but the Vatican’s suggestion that pedophilia is a comparable crime in a document billed a response to the sexual abuse crisis.

The Vatican on [June 28] issued an unprecedented rebuke of a top cardinal who had accused the retired Vatican No. 2 of blocking clerical sex abuse investigations, publicly dressing down a man who had been praised for his criticism of church abuse cover-ups. The silencing of Cardinal Christoph Schoenborn, the archbishop of Vienna and long considered a papal contender, drew heated criticism from clerical abuse victims. They said the Vatican should be honoring Schoenborn, not publicly humiliating him, for his calls for greater transparency and demands for a crackdown on priests who rape and sodomize children. Schoenborn has also called for an open discussion of priestly celibacy, views that the Vatican said he "clarified" on Monday during an audience with the pope. Schoenborn had accused the former Vatican secretary of state, Cardinal Angelo Sodano, in April of blocking a church investigation into the late Austrian Cardinal Hans Hermann Groer, who was accused by victims in 1995 of abusing boys at a seminary. "With his words, Benedict professes concern for victims. But by his actions, Benedict shows concern for his colleagues," said David Clohessy, executive director of SNAP, the Survivors Network of those Abused by Priests.

It emerged in April that Cardinal Dario Castrillon Hoyos, a Colombian who for 10 years was in charge of the Vatican department that supervises the clergy, wrote in 2001 with gushing approval to the Bishop of Bayeux, who went to jail rather than give French authorities information about a priest who had raped a minor. "I congratulate you for not turning in a priest to the civil administration," he wrote. "I am delighted to have a colleague ... who ... has preferred prison to turning in his son-priest." The Vatican confirmed the authenticity of the letter, which had been posted on a French website. But then Castrillon Hoyos himself added a crucial detail. In a radio interview he said the letter was the outcome of a high-level meeting of cardinals at which [Cardinal Ratzinger, now Pope Benedict] had been present. If the Pope wants to purge paedophilia from the church he must confront the compromised figures within the Curia and dismiss them. Pope Benedict XVI would like the Catholic Church to be very different from the one that ballooned out of all proportion under John Paul, purer, more beautiful, more austere. But far from moulding the church in his own image, he now risks having his own heritage fatally compromised.

A prominent Catholic priest, praised by Pope John Paul II as "an efficacious guide to youth," Father Marcial Maciel, sexually abused not only young seminarians under his control but also abused his own children, according to a lawsuit filed today in Connecticut by a man who claims to be Maciel's son. The priest's son, Raul Gonzalez, 30, says he thought his father worked for the CIA or an international oil company, until he saw the priest's picture in a 1997 magazine article detailing allegations of sexual abuse. Under Father Maciel, the Legion of Christ became one of the Roman Catholic Church's most prominent, conservative and financially successful orders. Among its many supporters is Mexican billionaire Carlos Slim. [The] Vatican ignored reports of sexual abuse by Maciel since the 1950s, until he was forced out of the Legion by Pope Benedict XVI in 2006. Citing his age, the Vatican Congregation for the Doctrine of the Faith declined to put Maciel on trial but he was ordered to a "life of prayer and penitence." [A] lawsuit filed by Maciel's alleged son claims the Vatican and the presiding Pope from the 1950's until 2002 "engaged in a conspiracy to conceal their knowledge of Maciel's serial delicts, including the repeated sexual abuse of children." The lawsuit claims Maciel "gained influence and protection from the Vatican through giving substantial monies to Vatican officials" and providing other benefits and gifts.

Pope Issues His Most Direct Words to Date on Abuse

Pope Benedict XVI on [May 11] issued his most forceful remarks on the sexual abuse crisis sweeping the Catholic Church. He called it �truly terrifying� and, in a marked shift in tone, suggested that its origins lay with abusive priests and with highly placed church officials who for decades concealed or minimized the problem. The problem, he said, was �the sin inside the church,� and by implication not accusations from victims or the media. �Forgiveness is not a substitute for justice,� he said, in remarks that underscored the Vatican�s recent if fitful efforts to break with a longstanding practice of handling abuse cases inside the church, rather than reporting abuse to civil authorities for prosecution. Victims groups said they were still waiting for concrete action more than words, and the Vatican has not yet announced whether it will change its norms for handling abuse. Child abuse 'big business online'

There are around 450 criminal gangs around the world making money from images of child sex abuse, the UK's Internet Watch Foundation has said. The watchdog's annual report says that the 10 most prolific of these account for more than 650 web pages. But despite these gangs being well-established online, the IWF says the the industry is not growing. To help obscure their movements, they move their distribution networks regularly between different providers and countries. Most of the gangs operate a pay-per-view system, charging a monthly fee of around �55 for access to images and videos. Critics have accused the IWF of being ineffective, partly because it is separate from the police and partly because much of the illegal material online does not originate from the UK. IWF spokeswoman Sarah Robertson admits that it is not a policing body but denies that means it cannot act. "The amount of child abuse content hosted in the UK has fallen from 18% to 1% in the last seven years," she said. It is important to remember the serious nature of the content the IWF polices, she said, and that behind every image is a child being abused. Some 44% of the content highlighted to the IWF last year depicted the rape of a child and 23% of it featured children below the age of six.

Psychologist For Priests: I Saw Abusers Reinstated

For years, the Catholic Church has quietly sent priests accused of sexual transgressions to psychiatric centers for treatment. Dr. Leslie Lothstein has treated more than 300 Catholic priests at one of those centers, the Institute of Living in Hartford, Conn. Lothstein, who is not Catholic himself, says many of his patients have sexual problems. And he says the church does not always follow psychologists' directives about patients who are treated. "My experience was that if it was said to one of the clergy who was in charge ... that this person needs to have much more supervision, they would say, 'Oh yes, yes, it'll be there, they'll have supervision.' But then what happened was they went back to their normal, everyday work. And in going back to it, we learned much later that they didn't have the supervision." Lothstein says there's a "universal feeling" that if a priest has had sexual activity with a child, he should not be around children. But, he says, it didn't always work out that way. "In my experience, there were some people who were sent right back to working in youth ministries, and they often offended," he says. "There was also a subgroup of people that I saw in my private practice where they were sent back by their religious order to a foreign country, and within that country continued to molest children. And it was just horrible."


Predator Priests Shuffled Around Globe

There he was, five decades later, the priest who had raped Joe Callander in Massachusetts. The photo in the Roman Catholic newsletter showed him with a smile across his wrinkled face, near-naked Amazon Indian children in his arms and at his feet. The Rev. Mario Pezzotti was working with children and supervising other priests in Brazil. It's not an isolated example. In an investigation spanning 21 countries across six continents, The Associated Press found 30 cases of priests accused of abuse who were transferred or moved abroad. Some escaped police investigations. Many had access to children in another country, and some abused again. A priest who admitted to abuse in Los Angeles went to the Philippines, where U.S. church officials mailed him checks and advised him not to reveal their source. A priest in Canada was convicted of sexual abuse and then moved to France, where he was convicted of abuse again in 2005. Another priest was moved back and forth between Ireland and England, despite being diagnosed as a pederast, a man who commits sodomy with boys. "The pattern is if a priest gets into trouble and it's close to becoming a scandal or if the law might get involved, they send them to the missions abroad," said Richard Sipe, a former Benedictine monk and critic of what he says is a practice of international transfers of accused and admitted priest child abusers. "Anything to avoid a scandal."

U.S. Bishops Quietly Reinstate Accused Priests

While the Roman Catholic sexual abuse scandal unfolds in Europe, the Catholic Church in the U.S. is under renewed scrutiny. In the wake of its own scandal almost a decade ago, the U.S. church says it has reformed its policies for handling sexual abuse allegations and will remove from ministry every priest who is credibly accused of abuse. But some of those priests are now being quietly reinstated. Juan Rocha was 12 years old when he says he was molested by his parish priest, the Rev. Eric Swearingen. He eventually brought his complaints to the bishop of Fresno, Calif., John Steinbock. When Steinbock said he didn't find the allegations credible, Rocha sued the priest and the diocese in civil court. In 2006, the jury found 9 to 3 that Swearingen had abused Rocha. But it could not decide whether the diocese knew about it. Rather than go through a new trial, the two sides settled. Bishop Steinbock continues Swearingen in ministry to this day, choosing to believe the priest is innocent, choosing to protect the priest, and choosing to disregard entirely the judicial finding by a jury that found he had committed the crime of sexual abuse against Juan," says Rocha's attorney, Jeffrey Anderson. Today, Swearingen serves as priest at Holy Spirit parish in Fresno, where he also oversees the youth ministry.

As recently as 2007, 98 percent of Irish schools were run by the Catholic Church. Schools for troubled youth have been rife with barbaric corporal punishments, psychological abuse and sexual abuse. In October 2005, a report sponsored by the Irish government identified more than 100 allegations of sexual abuse by priests in Ferns, a small town 70 miles south of Dublin, between 1962 and 2002. Accused priests weren't investigated by police; they were deemed to be suffering a "moral" problem. In 2009, a similar report implicated Dublin archbishops in hiding sexual abuse scandals between 1975 and 2004. Pope Benedict's so-called apology takes no responsibility for the transgressions of Irish priests. His letter states that "the Church in Ireland must first acknowledge before the Lord and before others the serious sins committed against defenceless children." What about the Vatican's complicity in those sins? Benedict's infamous 2001 letter to bishops around the world ordered them to keep sexual abuse allegations secret under threat of excommunication -- updating a noxious church policy, expressed in a 1962 document, that both priests accused of sex crimes and their victims "observe the strictest secret" and be "restrained by a perpetual silence."


In Mexico, Catholic order is haunted by past

He hobnobbed with Mexico's rich and famous, cut lucrative real estate deals and was rumored to travel on occasion with a briefcase full of cash. He fathered at least one child, molested seminarians and boys and is said to have boasted that he had the pope's permission to get massages from young nuns. And all the while the conservative priest was building one of the most influential organizations in the Roman Catholic Church. Two years after the death of the Rev. Marcial Maciel, a Mexico native, scandals continue to unfold. Buffeted by the string of revelations, Maciel's powerful Legion of Christ is fighting for its survival in Rome, the headquarters of the church. But here in Mexico, where the Legion has long-standing ties with the ruling class and an expansive network of elite schools, the organization remains strong. Rather than the desertions that some branches of the Legion have experienced in the United States and elsewhere, student enrollment in Legionary schools in Mexico grew by 6% to 8% last year, spokesman Javier Bravo said. The order's assets are estimated by some to be worth $20 billion.


Vatican Declined to Defrock U.S. Priest Who Abused Boys

The internal correspondence from bishops in Wisconsin directly to Cardinal Joseph Ratzinger, the future pope, shows that while church officials tussled over whether the priest should be dismissed, their highest priority was protecting the church from scandal. The documents emerge as Pope Benedict is facing other accusations that he and direct subordinates often did not alert civilian authorities or discipline priests involved in sexual abuse when he served as an archbishop in Germany and as the Vatican’s chief doctrinal enforcer. The Wisconsin case involved an American priest, the Rev. Lawrence C. Murphy, who worked at a renowned school for deaf children from 1950 to 1974. But it is only one of thousands of cases forwarded over decades by bishops to the Vatican office called the Congregation for the Doctrine of the Faith, led from 1981 to 2005 by Cardinal Ratzinger.

The scandals first emerged in Canada and Australia in the 1980s, followed by Ireland in the 1990s, the United States this decade and, in recent months, Benedict's German homeland. Victims' rights activists say that to begin mending the church's battered image, Benedict's message ... must break his silence on the role of the Catholic hierarchy in shielding pedophile clergy from prosecution. That includes abuses committed decades ago under the pope's watch, when he was Archbishop Joseph Ratzinger of Munich, as well as the pontiff's role in hushing up the scandals. As leader of the Congregation for the Doctrine of the Faith, Ratzinger was responsible for a 2001 Vatican edict that instructed bishops to report all cases of child abuse to Vatican authorities under strict secrecy; it made no mention of reporting crimes to police. "Is it not time for Pope Benedict XVI himself to acknowledge his share of responsibility?" said the Rev. Hans Kung, a Swiss priest and dissident Catholic theologian. Lawsuit claims Boy Scouts coverup of sex abuse

The Boy Scouts of America has long kept an extensive archive of secret documents that chronicle the sexual abuse of young boys by Scout leaders over the years. The "perversion files," a nickname the Boy Scouts are said to have used for the documents, have rarely been seen by the public, but that could change in the coming weeks in a Portland, Ore., courtroom. The attorney for a man who was allegedly molested in the 1980s by a Scout leader has obtained about 1,000 Boy Scouts sex files and is expected to release some of them at a trial that began [on March 17]. The lawyer says the files show the organization has covered up abuse for decades. The trial is significant because the files could offer a rare window into how the organization has responded to sex abuse by Scout leaders. The only other time the documents are thought to have been presented at a trial was in the 1980s in Virginia. Dozens of lawsuits have been filed against the organization over sex abuse allegations, but judges for the most part have either denied requests for the files or the lawsuits have been settled before they went to trial.

Meanwhile, the scandal swirling around Benedict's brother, Georg Ratzinger, escalated with the first public allegations of abuse of choirboys during some of the 30 years he ran the boys' choir in Regensburg.
