Fifty police officers across Britain have been arrested as part of a crackdown on suspected paedophiles who pay to access child pornography websites, detectives revealed today. The officers were among 1,300 people arrested on suspicion of accessing or downloading indecent images of children - some as young as five - from US-based Internet sites. Thirty-four men were arrested in London this morning as part of the investigation - codenamed Operation Ore - following raids on 45 addresses across the capital. In addition, 40 children nationwide - 28 of them in London - had been identified as being at risk of being abused and appropriate steps had been taken with other agencies to ensure that all the youngsters were safe. Before today's arrests, the Metropolitan Police had executed 75 warrants across the capital with 65 arrests and more than 130 computers seized. The Met's Deputy Assistant Commissioner, Carole Howlett, said today's raids represented the single largest operation of its kind mounted so far by the force. Operation Ore is the UK wing of a huge FBI operation which traced 250,000 paedophiles worldwide last year through credit card details used to pay for downloading child porn. The names of British suspects were passed on by US investigators.

A British tribunal has ruled that a former member of the UN police force in Bosnia was unfairly fired after she reported to her superiors that colleagues in the police force used women and children as sex slaves in connivance with Balkan traffickers. It was at least the third scandal this year involving international aid workers and vulnerable local populations. The UN officially has not commented on the latest case, in which the whistleblower, Kathryn Bolkovac, an American citizen living in the Netherlands, charged she was fired in 2000 for sending e-mails to her employer, the U.S. recruitment agency DynCorp, stating that other UN police officers from several countries were linked with prostitution rings. Bolkovac was posted to Sarajevo in 1999 to investigate sex trafficking but soon began filing reports that UN officials and international aid workers themselves were involved in it. She said UN workers frequented bars where girls as young as 15 were forced to dance naked on tables and engage in sexual acts with clients. UN peacekeepers stood by while girls who refused to take part in sex acts were beaten and raped by pimps. One police officer paid $1,000 for a girl he kept captive in his apartment. Earlier this year, a joint report by Save the Children and the Office of the UN High Commissioner for Refugees said that about 70 workers from aid organizations and UN agencies were suspected of extorting sexual favors from children and young women among refugees in Guinea, Sierra Leone and Liberia in exchange for food.

Anguish over the abduction and death of girls as young as eight at the hands of a convicted sex offender, Marc Dutroux, together with persistent allegations of official cover-ups, has been revived by an announcement that [Jacques Langlois], the chief investigating magistrate in the case, wants to reopen medical evidence of sexual assault on the children. And, in further disclosures ... a book by [Marc Verwilghen], the highly respected chairman of a parliamentary inquiry into the case, claims that his commission's findings were muzzled by political and judicial leaders to prevent details emerging of complicity in the crimes. In August 1996, [the children's] bodies were found buried in Mr Dutroux's back garden in Charleroi. They had disappeared 14 months before, and had apparently starved to death, locked in a cell in Mr Dutroux's basement. The bodies of two teenage girls were also found buried in the garden, with that of Bernard Weinstein, an associate with whom he had fallen out. Two other teenage girls were found alive in the basement cell after the police, who had previously searched the property three times without noticing it, finally broke into the house. Although there is plenty of evidence that Mr Dutroux kidnapped the children ... Mr Langlois now apparently wants to establish whether he [or anyone else] also sexually assaulted them. One of the rescued girls, Sabine Dardenne, 12, who was locked up in the cell for three months, told police of being taken to a 'beautiful white house' by Mr Dutroux and being sexually assaulted.

Tens of thousands of Belgians gathered in the heart of Brussels today, waving white balloons and white flowers in a popular outpouring of anger and frustration over a widening child sex scandal. The "White March," as it was called by organizers, was one of the largest in the country's recent history, drawing some 275,000 Belgians. It capped a week of spontaneous protests that erupted after Belgium's highest court removed a magistrate widely seen as a hero in the scandal, Jean-Marc Connerotte, from investigations into a pedophile and child pornography ring. So far, 13 people have been charged in the case, which involves the kidnapping, sexual abuse and killing of several children, with at least seven young girls still missing. The court ruled that Mr. Connerotte had compromised his impartiality by accepting a free dinner at a fund-raiser for the parents of missing children. The ruling prompted the public ... to take to the streets. The dismissal also followed press reports that Mr. Connerotte was on the verge of disclosing the names of senior government officials who had been recognized on confiscated videotapes, and during allegations of a high-level cover-up. The march was intended not only as a protest ... but also as an expression of sympathy with the victims of a gang reportedly led by a convicted child rapist, Marc Dutroux, one of the 13 charged. In early February 1987, an anonymous tipster in Tallahassee, Fla., made a phone call to police. Two "well-dressed men" seemed to be "supervising" six disheveled and hungry children in a local park, the caller said. The cops went after the case like bloodhounds - at least at first. The two men were identified as members of the Finders. They were charged with child abuse in Florida. In Washington, D.C., police and U.S. Customs Service agents raided a duplex apartment building and a warehouse connected to the group. Among the evidence seized: detailed instructions on obtaining children for unknown purposes and several photographs of nude children. The more the police learned about the Finders, the more bizarre they seemed: There were suggestions of child abuse, Satanism, dealing in pornography and ritualistic animal slaughter. None of the allegations was ever proved, however. Today ... the Justice Department has begun a new investigation into the Finders. One of the unresolved questions involves allegations that the Finders are somehow linked to the Central Intelligence Agency. In 1987, when Customs agents sought to examine the evidence gathered by Washington, D.C., police, they were told that the Finders investigation "had become a CIA internal matter." The police report on the case had been classified secret. Even now, Tallahassee police complain about the handling of the Finders investigation by D.C. police. "They dropped this case," one Tallahassee investigator says, "like a hot rock."

A federal jury this summer will decide whether King, 45, is guilty as charged of looting $38 million from the Franklin Community Federal Credit Union. Last week, a county grand jury ... began sifting through allegations tying King to a child prostitution and exploitation ring that reputedly catered to some of Omaha's most respected burghers. The sexual allegations [are based on] reports from half a dozen young people who reportedly have described being auctioned like love slaves, flown to the coasts for wild parties, or plied with drugs and alcohol as part of a bisexual bacchanal. "They appear credible to me," said state Sen. Loran Schmit, chairman of the legislative committee appointed to investigate the scandal. King liked to share the wealth ...with his young male friends. [He] gave a $2,800 deerskin coat and 18-karat gold bracelet to 29-year-old Charlie Rogers, who later blew his own brains out with a shotgun. Another young man [claimed] King "wanted to own you – a sugar daddy thing." Yet the lawmen who were investigating "did nothing," despite the fact that one witness passed four polygraph tests. John DeCamp, the former state senator [wrote a memo] alleging that "the most powerful and rich public personalities of the state are central figures in the investigation."

A homosexual prostitution ring is under investigation by federal and District authorities and includes among its clients key officials of the Reagan and Bush administrations, military officers, congressional aides and US and foreign businessmen with close social ties to Washington's political elite. Reporters for this newspaper examined hundreds of credit-card vouchers, drawn on both corporate and personal cards and made payable to the escort service operated by the homosexual ring. Among clients who charged homosexual prostitutes services on major credit cards over the past 18 months are Charles K. Dutcher, former associate director of presidential personnel in the Reagan administration, and Paul R. Balach, Labor Secretary Elizabeth Doles political personnel liaison to the White House. Members of major news organizations also procured escort services from the ring, credit card documents show. These include Stanley Mark Tapscott, who was an assistant managing editor of The Washington Times. A state file containing reports of physical and sexual abuse of foster children, based on interviews with some of the children and including one instance reminiscent of slave auctions, has been turned over to the Executive Board of the Nebraska Legislature. One of the reports in the file ... is an account by [a] victim who described parties at various places, including Omaha and cities to which she was flown on the East Coast ... including one in which the ... teen-ager was made to stand nude at a party while she was offered at auction to the highest bidder. "I don't know if they can prove it," the source said, "but if one-tenth of what that girl is saying is true, I'd sure hate to have her talking about me." The foster care agency's submission of the file is among the latest developments in a case that began surfacing Nov. 4, when the Government's National Credit Union Administration shut down the Franklin Community Federal Credit Union in Omaha. The agency ... subsequently filed suit against Lawrence E. King Jr., Franklin Community's manager and treasurer, charging him with diverting millions of dollars of the institution's money to his own purposes. In all, the agency says, Franklin Community is missing $38 million. Mr. King has not been accused of personally engaging in child sexual abuse. But a number of widening Federal and state investigations into the credit union's collapse are aimed in part at determining whether any of the money he is accused of embezzling was ever used to transport children or to pay them for sex.

The Army announced it is closing and demolishing a child-care center at its base at the Presidio after allegations that as many as 60 youngsters were sexually abused there. Gary Willard Hambright, 34 years old, a former worker at the center and a former Southern Baptist minister, has been charged with abusing 10 boys and girls there. He worked at the center as a civilian employee for 18 months. A Federal grand jury in San Francisco spent 10 months investigating abuse allegations surrounding the Presidio center, and almost 100 children were examined for physical or psychological signs of sexual abuse. At least four children were discovered to have chlamydia, a sexually transmitted disease. An assistant United States attorney, Peter Robinson, said Mr. Hambright was charged with molesting only 10 children because other victims were so young they would not be allowed to testify in court. More than 70 children had been interviewed by Army therapists as potential abuse victims. Parents have said as many as 60 children were molested at the center. A 16-member Army review team recently inspected the Presidio center as part of an investigation of the almost 300 child-care centers run by the Army, which care for an estimated 94,000 youngsters daily. Allegations of sexual abuse have surfaced at more than 10 percent of those centers since 1984. Among them are the centers at Fort Dix in New Jersey and the United States Military Academy at West Point.

Of Susan, a parent who suspects that her child has been sexually abused, "Unspeakable Acts" tells us: "Susan said she couldn't rest until she knew the truth. She wouldn't rest afterward, either." Readers of Jan Hollingsworth's account of a widely publicized Florida child-abuse case may feel the same. In its lurid details, its frustrating complexity and in the agony of the children and families who were victimized, this case would seem to be the paradigm of incidents in Minnesota, California and elsewhere that have surfaced in recent years. A startling difference, though, is the outcome: the molester was convicted and sentenced to life in prison. In October 1985, the owner of the Country Walk Babysitting Service, one Frank Fuster, was found guilty of 14 counts of abuse. Mr. Fuster's unspeakable acts were more than just the repeated sexual abuse of children; the victims also testified that he led them in satanic rituals in which both crucifixes and excrement played a part. The author cites the specifics of these revolting rituals to illustrate disturbing similarities in some of the multiple-victim sexual-abuse cases that have recently been discovered in other states. She suggests that such acts are fostered by a nationwide network of pedophiles who swap information and videotapes in a mega-dollar child-pornography business the F.B.I. would do well to target. Certainly, the Florida parents and children are fortunate to have this volume to document and bear witness to their collective nightmare.
