More than 400 sex-crimes reported to Maricopa County Sheriff Joe Arpaio's office during a three-year period ending in 2007 — including dozens of alleged child molestations — ... were inadequately investigated and in some instances were not worked at all, according to current and former police officers familiar with the cases. Many of the victims, said a retired El Mirage police official who reviewed the files, were children of illegal immigrants. The botched sex-crimes investigations have served as an embarrassment to a department whose sheriff is the self-described "America's Toughest Sheriff" and a national hero to conservatives on the immigration issue. Bill Louis, then-assistant El Mirage police chief who reviewed the files after the sheriff's contract ended, believes the decision to ignore the cases was made deliberately by supervisors in Arpaio's office — and not by individual investigators. "I know the investigators. I just cannot believe they would wholesale discount these cases. No way," Louis said. "The direction had to come (from) up the food chain." New Sex Abuse Suit Claims Sandusky Threatened Boy’s Family If He Told

The latest person to accuse former Penn State coach Jerry Sandusky of sexual abuse also claims that Sandusky threatened to hurt the boy’s family if he ever told anyone about the abuse. Sandusky’s newest accuser, who is now 29, had not told anyone about the abuse until he read about the grand jury presentment charging Sandusky with 40 counts of child molestation over 15 years, his lawyer Jeff Anderson said today. Until that time, he had thought he was the only victim. Anderson said the boy met Sandusky through the Second Mile foundation when the alleged victim was 10, and was abused by Sandusky from 1992 to 1994. He said that Sandusky threatened to harm the boy’s family if the boy told anyone about the abuse. Sandusky also paid for sports camps, plied the boy with gifts, and took him on trips, Anderson said. The lawyer said during a press conference today that they had filed suit against Sandusky, Penn State and the Second Mile charity seeking reparations for over 100 acts of sexual abuse. Anderson alleged that Sandusky had abused the boy at Penn State University, at Second Mile events, at his home, at a Penn State bowl game out of state, and in Philadelphia.

Citadel abuse accuser says there are more victims

A troubled youth who reported inappropriate sexual conduct by a counselor at The Citadel's now-defunct summer camp told a school lawyer that several other campers had similar encounters, documents released by the military college show. "It only happened to me one time. I know there are about five other kids that experienced it a few times," the former camper, whose name is redacted in the documents, told The Citadel's general counsel Mark Brandenburg in a 2007 interview. In that interview, the then-19-year old described how counselor Louis Neal "Skip" ReVille had shown boys pornography, masturbated in front of them and pressured them to join him during a summer five years before. Louis ReVille first took a job as a summer counselor at the South Carolina military college in 2001. ReVille was arrested in October on charges of molesting at least five children in alleged incidents in the Charleston area, unrelated to The Citadel accusations. According to court documents, he has admitted guilt in at least three cases involving incidents between November 2010 and October 2011. The Citadel is now facing questions about why it didn't bring the allegations against him to police at the time the former camper's family approached school officials with his story.

Judge in child abuse scandal donated to charity, and volunteered there

A judge who granted unsecured bail to former Penn State assistant football coach Jerry Sandusky also donated money to the charity he founded. The charity is at the center of child sex-abuse charges against Sandusky. District Judge Leslie Dutchcot gave money to The Second Mile in 2009 and volunteered for the group, according to annual reports and her web page. The charity’s 2009 annual report says Dutchcot and her husband donated between $500 and $999 to The Second Mile. Dutchcot didn’t immediately respond to a question about whether she’ll recuse herself from the case because of those past ties. The judge set bail for Sandusky at $100,000 but he did not have to post collateral. The Attorney General’s office declined to say if prosecutors would ask Dutchcot to recuse herself from Sandusky’s preliminary hearing.

The Penn State allegations may seem unthinkable: revered assistant coach and prominent community activist Jerry Sandusky preying on eight children. But such abuses of trust play out in the USA over and over again. Respected people who set up charitable or social groups for children, only to be implicated in some form of child sexual abuse, are a frightening reality. Washington, D.C., journalist Patrick Boyle, author of the 1994 book Scout's Honor: Sexual Abuse in America's Most Trusted Institution, says reaction to Catholic church sex abuse complaints and those against the Boy Scouts of America were similar. "In both cases, there was a lot of willful ignorance among the higher-ups," he says. "They almost tried not to know things." In the Penn State case, Boyle says, "everybody seems to have done the minimum, instead of doing the maximum or more, which is what we'd expect of these institutions." "If you can give 110% on the field, why can't you give 110% for the victims?"

DA Who Never Charged Sandusky Has Been Missing Since 2005

It is strange that Centre County District Attorney Ray Gricar never prosecuted Jerry Sandusky on child-rape charges 13 years ago, some speculate, because Gricar was known for being fiercely independent and hard on crime. But it is even stranger that we cannot ask Gricar why Sandusky was not put behind bars, because the tough-as-nails district attorney disappeared in 2005. And though he was declared dead July of this year, his body has never been found. He disappeared on April 15, 2005 after telling his girlfriend that he was going on a drive. Ray Gricar’s car was found the next day in a Lewisburg parking lot and his laptop, sans hard drive, was found in the Susquehanna River. Ray Gricar’s friend, Montour County District Attorney Robert Buehner Jr., told the New York Times that if the ardent district attorney had committed suicide, he would have wanted his body found. But in the case of possible foul play, no suspects have emerged from investigations. When it comes to the Sandusky case, friends and former co-workers are all of the opinion that Ray Gricar would never back down from a righteous prosecution.

In Penn State, some see Boston scandal parallels

Nearly a decade and hundreds of miles separate Penn State from the clergy sex abuse scandal that erupted in Boston's Roman Catholic archdiocese [and] then spread nationwide, but those who lived through the church crisis see painful parallels. At Penn State, school administrators, including a [football] coach known for his integrity, didn't notify prosecutors when they learned years ago that former assistant football coach Jerry Sandusky had been accused of molesting children. In the Archdiocese of Boston, the case of one predator priest led to revelations that for decades church leaders had moved guilty clergy among parish assignments without alerting parents or police. Both cases have had consequences for administrators. Boston's Cardinal Bernard Law wound up leaving his post and, on Wednesday, Penn State President Graham Spanier and coach Joe Paterno were fired. The scope of the crimes alleged to have taken place at Penn State doesn't nearly match those in Boston, where dozens of priests were accused of abusing hundreds of victims over six decades. At Penn State, Sandusky was indicted on charges he abused eight boys over the course of 15 years. Two Penn State officials, Senior Vice President Gary Schultz and Athletic Director Tim Curley, turned themselves in after being indicted on perjury charges and accused of failing to alert police about abuse complaints. The indictment paints a picture of administrators who had ample warning about Sandusky but failed to act.

Victims speak out about North Carolina sterilization program, which targeted women, young girls and blacks

Elaine Riddick was 13 years old when she got pregnant after being raped by a neighbor in Winfall, N.C., in 1967. The state ordered that immediately after giving birth, she should be sterilized. Doctors cut and tied off her fallopian tubes. Riddick’s records reveal that a five-person state eugenics board in Raleigh had approved a recommendation that she be sterilized. The records label Riddick as “feebleminded” and “promiscuous.” They said her schoolwork was poor and that she “does not get along well with others.” North Carolina was one of 31 states to have a government run eugenics program. By the 1960s, tens of thousands of Americans were sterilized as a result of these programs. Eugenics was a scientific theory that grew in popularity during the 1920s. Eugenicists believed that poverty, promiscuity and alcoholism were traits that were inherited. To eliminate those society ills and improve society’s gene pool, proponents of the theory argued that those that exhibited the traits should be sterilized. Some of America’s wealthiest citizens of the time were eugenicists including Dr. Clarence Gamble of the Procter and Gamble fortune and James Hanes of the hosiery company. Hanes helped found the Human Betterment League which promoted the cause of eugenicists.

CDC official accused of child molestation, bestiality

An official with the Centers for Disease Control and Prevention has been arrested and charged with two counts of child molestation and one count of bestiality, police said. Police arrested Dr. Kimberly Quinlan Lindsey, 44, in DeKalb County, Georgia, on Sunday. Authorities also charged Lindsey's live-in boyfriend, Thomas Joseph Westerman, 42, with two counts of child molestation. The two are accused of "immoral and indecent" sexual acts involving a 6-year-old. The bestiality charge says Lindsey "did unlawfully perform or submit to any sexual act with an animal." The alleged incidents took place between January 1, 2010, and August 22, 2011. Lindsey is the deputy director for the Laboratory Science Policy and Practice Program Office at the CDC, according to her biography on the agency's website. Prior to her current role, Lindsey was the senior health scientist in the Office of Public Health Preparedness and Response. That office oversees the allocation process for $1.5 billion in terrorism preparedness. In her 12 years at the CDC, Lindsey has received 12 awards for outstanding performance on projects and programs, according to her bio on Emory University's Biological and Biomedical Sciences website.

The villages and farming communities that surround Uganda's capital, Kampala, are gripped by fear. Schoolchildren are closely watched by teachers and parents as they make their way home from school. In playgrounds and on the roadside are posters warning of the danger of abduction by witch doctors for the purpose of child sacrifice. The ritual, which some believe brings wealth and good health, was almost unheard of in the country until about three years ago, but it has re-emerged, seemingly alongside a boom in the country's economy. The mutilated bodies of children have been discovered at roadsides, the victims of an apparently growing belief in the power of human sacrifice. Many believe that members of the country's new elite are paying witch doctors vast sums of money for the sacrifices in a bid to increase their wealth. At the Kyampisi Childcare Ministries church, Pastor Peter Sewakiryanga is teaching local children a song called Heal Our Land, End Child Sacrifice. "Child sacrifice has risen because people have become lovers of money. They want to get richer," the pastor says. "They have a belief that when you sacrifice a child you get wealth, and there are people who are willing to buy these children for a price. So they have become a commodity of exchange, child sacrifice has become a commercial business."


Bishop in Missouri Waited Months to Report Priest, Stirring Parishioners’ Rage

In the annals of the sexual abuse scandals in the Roman Catholic Church, most of the cases that have come to light happened years before to children and teenagers who have long since grown into adults. But a painfully fresh case is devastating Catholics in Kansas City, Mo., where a priest, who was arrested in May, has been indicted by a federal grand jury on charges of taking indecent photographs of young girls, most recently during an Easter egg hunt just four months ago. Bishop Robert Finn of the Diocese of Kansas City-St. Joseph has acknowledged that he knew of the existence of photographs last December but did not turn them over to the police until May. A civil lawsuit filed last week claims that during those five months, the priest, the Rev. Shawn Ratigan, attended children’s birthday parties, spent weekends in the homes of parish families, hosted the Easter egg hunt and presided, with the bishop’s permission, at a girl’s First Communion. The case has generated fury at a bishop who was already a polarizing figure in his diocese, and there are widespread calls for him to resign or even to be prosecuted. Bishop Finn, who was appointed in 2005, alienated many of his priests and parishioners, and won praise from others, when he remade the diocese to conform with his traditionalist theological views. He is one of few bishops affiliated with the conservative movement Opus Dei.

But being famous and underage, he said, caused serious damage to him and his friends, including loss of innocence and a lost childhood. Feldman blamed the adults around him, not just those looking to profit from charming children, but also some with far more sinister motives. "I can tell you that the No. 1 problem in Hollywood was and is and always will be pedophilia. That's the biggest problem for children in this industry. ... It's the big secret," Feldman said. The "casting couch," which is the old Hollywood reference to actors being expected to offer sex for roles, applied to children, Feldman said. "I was surrounded by [pedophiles] when I was 14 years old. … Didn't even know it. It wasn't until I was old enough to realize what they were and what they wanted … till I went, Oh, my God. They were everywhere," Feldman, 40, said. The trauma of pedophilia contributed to the 2010 death of his closest friend and "The Lost Boys" co-star, Corey Haim, Feldman said. "There's one person to blame in the death of Corey Haim. And that person happens to be a Hollywood mogul," Feldman said, adding that he, too, had been sexually abused by men in show business. Feldman said his realization followed the discovery of what some adults around him had allegedly done to other children. "There was a circle of older men … around this group of kids. And they all had either their own power or connections to great power in the entertainment industry," he said.

Germans quit church during 2010 sex scandal

The number of people leaving the Roman Catholic Church in Germany jumped by nearly 50 percent in 2010 as an abuse scandal widened. Some 181,000 people quit their memberships last year, up from 124,000 in 2009, official numbers released by Germany's Roman Catholic Church showed. Deaths and people turning away from the church heavily outnumbered baptisms, which reached a record low, putting one of the world's wealthiest and most influential Catholic Churches further in decline. Over the past twenty years, the number of members of Germany's Roman Catholic Church has fallen from 28.3 million to 24.6 million or 30.2 percent of the country's population in 2010, the data showed. The numbers are easily tracked because members pay a church tax unless they formally leave the congregation -- the same reason the declining membership has led to increasing budget shortfalls for the church. Germans are not required to say why they want to strike their church membership, but many have blamed the reports of sexual and physical abuse of hundreds of children by clergy that surfaced last year. The diocese that recorded the highest member loss last year was Munich and Freising -- the pope's former diocese, which had been hard-hit by the abuse scandal -- where 21,600 people alone left the church.


Archbishop Diarmuid Martin 'ashamed' at church failures

The Archbishop of Dublin said there are groups in the Vatican and the Irish hierarchy trying to undermine child protection measures. Dr Diarmuid Martin said there were systems in place that were ignored. His comments come after Irish Prime Minister Enda Kenny launched an attack in parliament on the Catholic Church. Mr Kenny said the recent Cloyne Report into allegations of priest sex abuse showed change was needed. In an unprecedented attack, the taoiseach said the historic relationship between church and state in Ireland could not be the same again and the report exposed the "elitism, dysfunction, disconnection, and narcissism that dominated the Vatican". Dr Martin said he was "impressed by the emotion that the taoiseach brought into this". He said he was also "angry, ashamed and appalled" by those "who felt they were able to play tricks" and "by anybody who does that, whether they be in the Irish church, the Vatican or anybody else who faces child protection". "I'm very disappointed and annoyed. What do you do when you've got systems in place and somebody ignores them?" he said. "What do you do when you have got groups either in the Vatican or in Ireland who try to undermine what is being done or simply refuse to understand what is being done?" Dr Martin said he had delivered over 70,000 documents to the Murphy Commission.

Ireland's prime minister has launched an unprecedented attack on the Vatican, accusing it of downplaying the rape and torture of Irish children by clerical sex abusers. Enda Kenny said in parliament that the Cloyne report, released on 13 July, had exposed the Vatican's attempt to frustrate the inquiry into child sex abuse. During a debate on the fallout from the Cloyne findings, the taoiseach said the report had illuminated the dysfunction and elitism still dominant in the Vatican. Kenny told the Dáil on Wednesday that Rome seemed more interested in upholding the church's power and reputation than confronting the abuse of Irish children by its priests and religious orders. The Vatican's attitude to investigations in Cloyne, which covers County Cork, was the "polar opposite of the radicalism, the humility and the compassion that the church had been founded on", he said. Kenny said the rape and torture of children had been downplayed or "managed" to uphold the institution's power and reputation. One of the most damning findings of the Cloyne report was that the diocese failed to report nine out of 15 complaints made against priests, which "very clearly should have been reported". Irish Report Finds Abuse Persisting in Catholic Church

The Roman Catholic Church in Ireland was covering up the sexual abuse of children by priests as recently as 2009, long after it issued guidelines meant to protect children, and the Vatican tacitly encouraged the cover-up by ignoring the guidelines, according to a scathing report issued Wednesday by the Irish government. Abuse victims called the report more evidence that the church sought to protect priests rather than children. The Cloyne Report, as it is known, drafted by an independent investigative committee headed by Judge Yvonne Murphy, found that the clergy in the Diocese of Cloyne, a rural area of County Cork, did not act on complaints against 19 priests from 1996 to 2009. The Cloyne Report is the Irish government’s fourth in recent years on aspects of the scandal. It shows that abuses were still occurring and being covered up 13 years after the church in Ireland issued child protection guidelines in 1996, and that civil officials were failing to investigate allegations. The report warned that other dioceses might have similar failings. Most damaging, the report said that the Congregation for the Clergy, an arm of the Vatican that oversees the priesthood, had not recognized the 1996 guidelines. That “effectively gave individual Irish bishops the freedom to ignore the procedures” and “gave comfort and support” to priests who “dissented from the stated Irish church policy,” the report said.

There is nothing the state of North Carolina can do, Elaine Riddick says, to make up for forcing her to be sterilized when she was 14 years old. "They cut me open like I was a hog," [she said]. About 7,600 people were sterilized under North Carolina's eugenics program. Roughly 85 percent of the victims were women or girls. Unlike most states, North Carolina ramped up its sterilizations after World War II, despite associations between eugenics and Nazi Germany, which took eugenics to even more horrifying lengths. Around 70 percent of all North Carolina's sterilizations were performed after the war, peaking in the 1950s, according to state records. Nationwide, there were more than 60,000 known victims of sterilization programs, with perhaps another 40,000 sterilized through "unofficial" channels like hospitals or local health departments working on their own initiative. Eugenics was aimed at creating a better society by filtering out people considered undesirable, ranging from criminals to those imprecisely designated as "feeble-minded." People as young as 10 in North Carolina were sterilized for not getting along with schoolmates, being promiscuous or running afoul of local social workers or doctors. "Where did all this come from? This came from doctors, medical practitioners, professors, not guys in pickup trucks wearing white sheets," said Edwin Black, author of the eugenics history War Against the Weak.

Sexual secrets and drive do turn the tide of our public life. Just ask Arnold Schwarzenegger. Or porn impresario Larry Flynt, author of a new book, One Nation Under Sex: How the Private Lives of Presidents, First Ladies and Their Lovers Changed the Course of American History. This public-private collision turns up as sexual speed traps in the waylaid careers of Schwarzenegger, Newt Gingrich, John Edwards and fully half of the presidents in our history, according to Flynt's book, which he co-wrote with Columbia history Professor David Eisenbach. Lying, blackmail and hypocrisy about secret carnality just add spice to the stew of a particularly American phenomenon described in Flynt's book. One common trait among the powerful and errant, Flynt [commented], "was a huge ego." The book presents us as an often prudish culture where mistresses, illegitimate children and homosexuality in Washington not only dominate the landscape but hijack it at key moments in our history. "I'm the first person to defend a philandering president" who's doing a good job for the public, Flynt says. He'd just like people to know a lot more about sex themselves and care a lot less about how other people practice it. In 2003, Flynt briefly ran for California governor as "the smut peddler who cares." If he had been elected, at least we would have known what we were getting.
