A court in the United States has found multinational fruit company Chiquita Brands International liable for financing a Colombian paramilitary group. The group, the United Self-Defence Forces of Colombia (AUC), was designated by the US as a terrorist organisation at the time. Following a civil case brought by eight Colombian families whose relatives were killed by the AUC, Chiquita has been ordered to pay $38.3m (Ł30m) in damages to the families. The AUC engaged in widespread human rights abuses in Colombia, including murdering people it suspected of links with left-wing rebels. The victims ranged from trade unionists to banana workers. The case was brought by the families after Chiquita pleaded guilty in 2007 to making payments to the AUC. During the 2007 trial, it was revealed that Chiquita had made payments amounting to more than $1.7m to the AUC in the six years from 1997 to 2004. The banana giant said that it began making the payments after the leader of the AUC at the time, Carlos Castaño, implied that staff and property belonging to Chiquita's subsidiary in Colombia could be harmed if the money was not forthcoming. Nearly four times as many Sunni Islamic militants are operating around the world today as on Sept. 11, 2001, despite nearly two decades of American-led campaigns to combat Al Qaeda and the Islamic State, a new independent study concludes. That amounts to as many as 230,000 Salafi jihadist fighters in nearly 70 countries, with the largest numbers in Syria, Afghanistan and Pakistan, according to the study by the Center for Strategic and International Studies, a Washington think tank. The Trump administration announced Friday that it is adding six new countries to the existing travel ban, joining the seven already on the list. The administration’s rationale for the ban is that conditions in those countries, especially the level of terrorism, raised the risk of allowing their citizens into the U.S. to an unacceptable level. But if the administration is correct about the risks posed from the countries on the newly expanded list, why does it continue to allow the U.S. government and companies to sell weapons to more than half of them? During the Trump administration alone, the U.S. has sold Libya, Yemen, Eritrea, Kyrgyzstan, Myanmar, Nigeria and Tanzania (the last five of which are new additions to the travel ban) everything from handguns and automatic weapons to light attack aircraft. Since 2002 the U.S. has sold roughly $409 million worth of these weapons to 10 of these 13 nations despite their troubled political systems, poor human rights records, high levels of corruption and their participation in a range of conflicts. In these places, U.S. arms have not brought stability, much less peace. Instead, in many cases they have led to increased homicide rates and fed state-sponsored violence, and may have exacerbated rather than ameliorated terrorism and civil conflicts. In the torturous history of the U.S. government's black sites, the F.B.I. has long been portrayed as acting with a strong moral compass. Its agents, disgusted with the violence they saw at a secret C.I.A. prison in Thailand, walked out, enabling the bureau to later deploy "clean teams" untainted by torture to interrogate the five men accused of conspiring in the attacks of Sept. 11, 2001. But new information that emerged this week in the Sept. 11 case undermines that F.B.I. narrative. The two intelligence agencies secretly arranged for nine F.B.I. agents to temporarily become C.I.A. operatives in the overseas prison network where the spy agency used torture to interrogate its prisoners. The once-secret program came to light in pretrial proceedings in the death penalty case. The proceedings are currently examining whether the accused mastermind of the Sept. 11 plot, Khalid Shaikh Mohammed, and his four co-defendants voluntarily confessed after years in the black site network, where detainees were waterboarded, beaten, deprived of sleep and isolated to train them to comply with their captors' wishes. At issue is whether the military judge will exclude from the eventual trial the testimony of F.B.I. agents who questioned the defendants. Earlier testimony showed the F.B.I. participating remotely in the C.I.A. interrogations through requests sent by cables to the black sites seeking certain information from specific detainees, including Mr. Mohammed after he was waterboarded 183 times to force him to talk.

Nashwan al-Tamir, wearing a white robe and long beard, does not pause to study the rows of people who fill the room. In the nearly 15 years since his capture, and seven since he has faced formal charges of being a high-level al-Qaeda operative who oversaw plots to attack Americans in Afghanistan, the 60-year-old Iraqi has gone through four judges, 20 defence lawyers and several prosecution teams. The courtroom here at Guantánamo Bay Naval Base in Cuba has moved, and the base in which it sits has grown larger. The only constant in these proceedings is Tamir himself, but he has grown older, and moves slower now, due to a degenerative disease. The world outside has changed dramatically in that time, too. Susan Hensler, Tamir's lead defence counsel since 2017, says the military court system through which her client is being prosecuted ... has yet to catch up to the new reality. "This process doesn't work," [she said]. "The fact that the 9/11 trial is still going on 20 years later is good evidence that it doesn't work. The fact that my client's trial has been going on for seven years and yet today we're discussing how to start over from the very beginning, again, is evidence that it doesn't work." At least 37 million people have been displaced as a direct result of the wars fought by the United States since Sept. 11, 2001, according to a new report from Brown University’s Costs of War project. That figure exceeds those displaced by conflict since 1900, the authors say, with the exception of World War II. It is the first time the number of people displaced by U.S. military involvement during this period has been calculated. The findings come at a time when the United States and other Western countries have become increasingly opposed to welcoming refugees, as anti-migrant fears bolster favor for closed-border policies. The report accounts for the number of people, mostly civilians, displaced in and from Afghanistan, Iraq, Pakistan, Yemen, Somalia, the Philippines, Libya and Syria, where fighting has been the most significant, and says the figure is a conservative estimate — the real number may range from 48 million to 59 million. As protests and unrest continued in Minneapolis following the killing of George Floyd, people are questioning the identity of a man filmed smashing windows. Footage emerged of the white man, dressed all in black, and in gloves and boots, calmly smashing the windows of an auto parts store with a large hammer. His face is obscured by an expensive-looking gas mask and he is also holding an open black umbrella — although it was not raining. Twitter quickly christened him 'Umbrella Man'. As he methodically smashes the windows of the Minneapolis branch of AutoZone, video shows that he is confronted by two people, apparently trying to stop him, before he turns and walks quickly away. A small group follows him and he tries to snatch the phone of the person filming. Someone yells: "Are you a f***ing cop?" Twitter users have accused him of being everything from an undercover police officer, to part of Antifa, to a white supremacist, or an agent provocateur there to incite violence that would ultimately trigger a widespread riot. The incident was recorded before fires were started. Minnesota’s attorney general Keith Ellison even chimed in, tweeting: “This man doesn’t look like any civil rights protester I have ever seen. Looks like a provocateur. Can anyone ID him?” A popular theory that went viral identified a specific police officer from neighbouring St Paul by name, based on screenshots of a series of text messages purportedly from a former partner. The government's watchlist of more than 1 million people identified as "known or suspected terrorists" violates the constitutional rights of those placed on it, a federal judge ruled Wednesday. The ruling from U.S. District Judge Anthony Trenga grants summary judgment to nearly two dozen Muslim U.S. citizens who had challenged the watchlist with the help of a Muslim civil-rights group, the Council on American-Islamic Relations. But the judge is seeking additional legal briefs before deciding what remedy to impose. The watchlist is disseminated to a variety of governmental departments, foreign governments and police agencies. "There is no evidence, or contention, that any of these plaintiffs satisfy the definition of a 'known terrorist'," Trenga wrote. And the alternate standard for placement — that of a "suspected terrorist" — can easily be triggered by innocent conduct that is misconstrued, he said. The watchlist, also known as the Terrorist Screening Database, is maintained by the FBI and shared with a variety of federal agencies. Customs officers have access to the list to check people coming into the country at border crossings, and aviation officials use the database to help form the no-fly list, which is a much smaller subset of the broader watchlist. The watchlist has grown significantly over the years. As of June 2017, approximately 1.16 million people were included on the watchlist, according to government documents filed in the lawsuit. A U.S. judge on Wednesday rejected Saudi Arabia's bid to dismiss lawsuits claiming that it helped plan the Sept. 11, 2001, attacks and should pay billions of dollars in damages to victims. U.S. District Judge George Daniels in Manhattan said the plaintiffs' allegations "narrowly articulate a reasonable basis" for him to assert jurisdiction over Saudi Arabia under the Justice Against Sponsors of Terrorism Act (JASTA), a 2016 federal law. Daniels' decision covers claims by the families of those killed, roughly 25,000 people who suffered injuries, and many businesses and insurers. The judge also dismissed claims that two Saudi banks, National Commercial Bank and Al Rajhi Bank, and Saudi Binladin Group, a construction company controlled by the bin Laden family, provided funds and financial services for the attacks, saying he lacked jurisdiction. Saudi Arabia had long had broad immunity from Sept. 11 lawsuits in the United States. That changed in September 2016, when the U.S. Congress overrode President Barack Obama's veto of JASTA, allowing such cases to proceed. Afghanistan, the world’s largest producer of opium, has harvested a record crop this year that more than doubled last year’s production. Salamt Azimi, the country’s minister for counter-narcotics, told VOA's Pashto service that insecurity kept the government from implementing poppy eradication programs, leading to a 64 percent jump in land dedicated to the lucrative crop to 340,000 hectares. The U.N. Office on Drugs and Crime estimated that opium accounted for some 16 percent of the country’s Gross Domestic Product last year, including more than two-thirds of the entire agricultural sector. In addition to fueling insecurity, violence and insurgency, the drug production is discouraging private and public investment, a UNODC report said. Afghanistan’s opium production plunged in 2001 after the Taliban-led government banned it. But it jumped back to pre-ban levels - and higher - after the U.S. led invasion of the country late that year. U.S. anti-drug officials say the Taliban provides protection to traffickers in exchange for weapons, funding and other support. A single kilogram of heroin can generate approximately $1.5 million by the time it reaches users, and the U.S. is trying to cope with a rise in addiction to opiates, both prescription drugs and illegally produced drugs like heroin. Thousands of Muslims from across the world converged on the UK for a convention where they rejected extremism and violence of terror groups such as Isis. More than 30,000 members of the Ahmadiyya Islamic movement met ... in Hampshire for a three-day convention, the 50th time the annual event has taken place. On the final day, attendees were led by the global Caliph of the movement in a vow of peace and a pledge of allegiance to their home countries. “The only thing the terrorists are achieving is to completely violate the teachings of the Holy Koran and of the Holy Prophet Muhammad,” His Holiness Hazrat Mirza Masroor Ahmad told attendees. “Let it be clear that they are not practising Islam, rather it seems as though they have invented their own hate-filled and poisonous religion.” The Ahmadiyya movement has 129 centres across the UK including the Baitul Futuh Mosque in south London, the biggest in Western Europe. The movement was founded in India in 1889 with a strong emphasis of peace over violence and tolerance over extremism. Nine years ago, the state of Florida received documentation from a security firm vouching for the mental health of Omar Mateen, who launched a bloody attack this week on Orlando nightclub patrons. But the psychologist whose name appears on the document in state records said Friday that she never evaluated [Mateen]. In fact, she wasn’t even living in Florida when the evaluation was supposedly completed. The revelation Friday became another source of scrutiny for the G4S security firm, which was known as Wackenhut at the time. The psychological evaluation done for the company, which is required under state law, cleared Mateen to carry a firearm as a private security guard. “What I do know is that in September 2007, I was not living or working in Florida, I was not performing any work for Wackenhut, and I did not administer any type of examination to Omar Mateen,” Dr. Carol Nudelman, who now lives in Colorado, said in a statement. The global security firm - which does work in more than 100 countries - is locally based in Jupiter. Its operations have come under scrutiny a number of times over the years. The Senate approved a bill Tuesday to allow victims and families of the 9/11 attacks to sue Saudi Arabia for its alleged involvement in the terrorist strikes. The bill, which the White House opposes ... had stalled for months. It now heads to the House. In the end, the bill's authors - John Cornyn of Texas, the second ranking Senate Republican, and Chuck Schumer of New York, the third-ranking Senate Democrat - were able to pass the bill on a voice vote, a rare feat in the divided chamber. White House press secretary Josh Earnest renewed the threat that President Barack Obama will veto the bill. The White House and State Department say the bill could have dramatic ramifications. "This legislation would change long standing international law regarding sovereign immunity. The President ... continues to harbor serious concerns that this legislation would make the United States vulnerable in other court systems around the world," Earnest said. The bill would prevent Saudi Arabia and other countries alleged to have terrorist ties from invoking their sovereign immunity in federal court. Saudi Arabia has long denied any role in the 9/11 attacks, but victims' families have repeatedly sought to bring the matter to court, only to be rebuffed after the country has invoked legal immunity allowed under current law. In March, Saudi Foreign Minister Adel al-Jubeir warned lawmakers that it would sell $750 billion in U.S. assets ... should the bill become law.
