Camps for Citizens: Ashcroft's Hellish Vision

Atty. Gen. John Ashcroft's announced desire for camps for U.S. citizens he deems to be "enemy combatants" has moved him from merely being a political embarrassment to being a constitutional menace. Ashcroft's plan, disclosed last week but little publicized, would allow him to order the indefinite incarceration of U.S. citizens and summarily strip them of their constitutional rights and access to the courts by declaring them enemy combatants. Ashcroft hopes to use his self-made "enemy combatant" stamp for any citizen whom he deems to be part of a wider terrorist conspiracy. Aides have indicated that a "high-level committee" will recommend which citizens are to be stripped of their constitutional rights and sent to Ashcroft's new camps. Few would have imagined any attorney general seeking to reestablish such camps for citizens. We have learned from painful experience that unchecked authority, once tasted, easily becomes insatiable. We are only now getting a full vision of Ashcroft's America. Ashcroft seems to dream of a country secured from itself, neatly contained and controlled by his judgment of loyalty. For more than 200 years, security and liberty have been viewed as coexistent values. Ashcroft and his aides appear to view this relationship as lineal, where security must precede liberty. Every generation has its test of principle in which people of good faith can no longer remain silent in the face of authoritarian ambition. If we cannot join together to fight the abomination of American camps, we have already lost what we are defending.

FBI Chief Acknowledges 9/11 Errors

FBI Director Robert Mueller, acknowledging serious lapses in how the FBI mishandled some information prior to Sept. 11, suggested for the first time that investigators might have detected the terrorist plot if they had pursued leads more diligently. Mueller's acknowledgment came amid two new disclosures of what could be missed hints about Sept. 11. The first was a warning from another agency to the FBI that a Middle Eastern country was seeking to buy commercial flight simulators. The second was a memo from an Oklahoma City FBI agent who reported observing large numbers of Middle Eastern pilots and flight students in his area. Neither memo apparently drew much attention at the time. Mueller's remarks came after his announcement of a broad reorganization of the FBI, partly because of its failure to predict the attacks. Attorney General John Ashcroft announced loosened restrictions on domestic spying, handing the FBI authority to monitor Internet sites and libraries. The American Civil Liberties Union has criticized the loosening of restrictions on domestic spying, saying they could renew abuses of the past. Mueller, who took over as FBI director just days before Sept. 11, is the first senior official in the Bush administration to say that counterterrorism investigators might have detected and averted the attacks if they had recognized what they were collecting.

US media cowed by patriotic fever, says CBS star

Dan Rather, the star news anchor for the US television network CBS, said last night that "patriotism run amok" was in danger of trampling the freedom of American journalists to ask tough questions. And he admitted that he had shrunk from taking on the Bush administration over the war on terrorism. In an interview with BBC's Newsnight, he graphically described the pressures to conform that built up after the attacks on the World Trade Centre and the Pentagon. "There was a time in South Africa that people would put flaming tyres around people's necks if they dissented. And in some ways the fear is that you will be necklaced here, you will have a flaming tyre of lack of patriotism put around your neck," he said. "Now it is that fear that keeps journalists from asking the toughest of the tough questions." Rather did not exempt himself from the criticism, and said the problem was self-censorship. "One finds oneself saying: 'I know the right question, but you know what? This is not exactly the right time to ask it.'" Such a confession is astonishing, bearing in mind its source. He said his view of the patriotism differed from that of the administration. "It's unpatriotic not to stand up, look them in the eye, and ask the questions they don't want to hear - they being those who have the responsibility, the ultimate responsibility - of sending our sons and daughters, our husbands, wives, our blood, to face death."

Bush Opposes 9/11 Query Panel

President Bush took a few minutes during his trip to Europe ... to voice his opposition to establishing a special commission to probe how the government dealt with terror warnings before Sept. 11. Mr. Bush said the matter should be dealt with by congressional intelligence committees. Mr. Bush said the investigation should be confined to Congress because it deals with sensitive information that could reveal sources and methods of intelligence. Mr. Bush's comments come after a two-day hearing on Capitol Hill with FBI director Robert Mueller and the agent who wrote the so-called "Phoenix memo" last summer warning about ... Arab students training at U.S. aviation schools. Current and former government officials, who are familiar with Williams' memo and debriefings, told the AP the counterterrorism agent from Phoenix had ascertained that several Arab students training at Arizona flight school held anti-American views. Williams identified several Arab students at Arizona aviation schools, including one school in Prescott, who were seeking training in aviation engineering, flight lessons and airport operations. He had ascertained that at least one of the students had also made inquiries about airport security operations, the officials said.

US grants N Korea nuclear funds

The US Government has announced that it will release $95m to North Korea as part of an agreement to replace the Stalinist country's own nuclear programme, which the US suspected was being misused. In releasing the funding, President George W Bush waived the Framework's requirement that North Korea allow inspectors to ensure it has not hidden away any weapons-grade plutonium from the original reactors. President Bush argued that the decision was "vital to the national security interests of the United States". The head of the Non-proliferation Policy Education Centre in Washington, a critic of the Agreed Framework, has warned that even when the new reactors are completed they may not be tamper-proof. "These reactors are like all reactors, They have the potential to make weapons. So you might end up supplying the worst nuclear violator with the means to acquire the very weapons we're trying to prevent it acquiring," Henry Sokolski told the Far Eastern Economic Review.

In the twilight of the Cold War, the United States spent millions of dollars to supply Afghan schoolchildren with textbooks filled with violent images and militant Islamic teachings, part of covert attempts to spur resistance to the Soviet occupation. The primers, which were filled with talk of jihad and featured drawings of guns, bullets, soldiers and mines, have served since then as the Afghan school system's core curriculum. Even the Taliban used the American-produced books, though the radical movement scratched out human faces in keeping with its strict fundamentalist code. What seemed like a good idea in the context of the Cold War is being criticized by humanitarian workers as a crude tool that steeped a generation in violence. Many of the 4 million texts being trucked into Afghanistan, and millions more on the way, still feature Koranic verses and teach Muslim tenets. The White House defends the religious content, saying that Islamic principles permeate Afghan culture and that the books "are fully in compliance with U.S. law and policy." Legal experts, however, question whether the books violate a constitutional ban on using tax dollars to promote religion.

Planning for Terror but Failing to Act

An extensive review of the nation's antiterrorism efforts shows that for years before Sept. 11, ... top leaders never reacted as if they believed the country was as vulnerable as it proved to be that morning. Dozens of interviews with current and former officials demonstrate that even as the threat of terrorism mounted through eight years of the Clinton administration and eight months of President Bush, the government did not marshal its full forces against it. The rising threat of the Islamic jihad movement was first detected by United States investigators after the 1993 bombing of the World Trade Center. The inquiry into that attack revealed a weakness in the immigration system used by one of the terrorists, but that hole was never plugged, and it was exploited by one of the Sept. 11 hijackers. On at least three occasions between 1998 and 2000, the C.I.A. told the White House it had learned where Mr. bin Laden was and where he might soon be. Each time, Mr. Clinton approved the strike. Each time, George Tenet, the director of central intelligence, called the president to say that the information was not reliable enough to be used in an attack, a former senior Clinton administration official said."

America's pipe dream

The invasion of Afghanistan is ... a late colonial adventure. Afghanistan [is] indispensable to the regional control and transport of oil in central Asia. Its northern neighbours ... contain reserves which could be critical to future global supply. In 1998, Dick Cheney, now US vice-president but then chief executive of a major oil services company, remarked: "I cannot think of a time when we have had a region emerge as suddenly to become as strategically significant as the Caspian." But the oil and gas there is worthless until it is moved. The only route which makes both political and economic sense is through Afghanistan. Pipelines through Afghanistan would allow the US both to pursue its aim of "diversifying energy supply" and to penetrate the world's most lucrative markets. Growth in European oil consumption is slow and competition is intense. In south Asia, by contrast, demand is booming and competitors are scarce. Pumping oil south and selling it in Pakistan and India, in other words, is far more profitable than pumping it west and selling it in Europe. As the author Ahmed Rashid has documented, in 1995 the US oil company Unocal started negotiating to build oil and gas pipelines from Turkmenistan, through Afghanistan and into Pakistani ports on the Arabian sea. The company's scheme required a single administration in Afghanistan, which would guarantee safe passage for its goods.

Warnings: Earlier Hijackings Offered Signals That Were Missed

Over and over since Sept. 11, aviation and security officials have said they were shocked that terrorists had hijacked airliners and crashed them into landmark buildings. ''This is a whole new world for us,'' Jane F. Garvey, the administrator of the Federal Aviation Administration, said in testimony before a House subcommittee on Sept. 20. But the record shows that for her and others, there were numerous warnings. In 1994, two jetliners were hijacked by people who wanted to crash them into buildings, one of them by an Islamic militant group. And the 2000 edition of the F.A.A.'s annual report on Criminal Acts Against Aviation, published this year, said that although Osama bin Laden ''is not known to have attacked civil aviation, he has both the motivation and the wherewithal to do so." The previous year's edition of that report said that an exiled Islamic leader in Britain proclaimed in August 1998 that Mr. bin Laden would ''bring down an airliner, or hijack an airliner to humiliate the United States.'' The authorities appeared to draw no lessons from the two attacks in 1994.

Scarred Steel Holds Clues, And Remedies

On his first night in the city to collect scientific data on the collapsed World Trade Center buildings, Dr. Abolhassan Astaneh-Asl looked out the window of his room at the Tribeca Grand Hotel and saw a flatbed truck parked outside. By chance, trucks hauling steel from the trade center site paused there for an hour or two before proceeding to the docks, where the steel was loaded onto barges. Dr. Astaneh-Asl, a professor of structural engineering at the University of California at Berkeley, ... went downstairs for a closer look. Over the next few nights, he cataloged 30 to 40 of the mighty beams and columns as trucks stopped in front of the hotel. ''I've found quite a number of interesting items,'' he said. Dr. Astaneh-Asl hopes to conduct what is, in essence, an autopsy of the buildings felled by the terrorist attacks, to understand precisely how they fell apart. One piece Dr. Astaneh-Asl saw was a charred horizontal I-beam from 7 World Trade Center, a 47-story skyscraper that collapsed from fire eight hours after the attacks. The beam ... had clearly endured searing temperatures. Parts of the flat top of the I, once five-eighths of an inch thick, had vaporized. Dr. Astaneh-Asl and other engineers had assumed that the estimated 310,000 tons of steel columns and beams were being taken to Fresh Kills landfill in Staten Island with the rest of the debris, to be sifted by investigators. But because the steel provides no clues to the criminal investigation, New York City started sending it to recyclers.

F.B.I. Lab Practices Faulted In Oklahoma Bomb Inquiry

An internal Justice Department investigation into the F.B.I. crime laboratory has uncovered numerous complaints by laboratory employees about the handling of forensic evidence in one of the Government's most important criminal cases, against two men charged with the bombing of the Oklahoma City Federal Building in April 1995. The criticism of the F.B.I.'s conduct emerged in a series of interviews conducted by investigators from the inspector general's office. Laboratory examiners in Oklahoma shipped critical items to the laboratory, like the faded black jeans worn by Timothy J. McVeigh ... in a brown paper sack instead of a sealed plastic evidence bags, one employee said. At one point, visitors to the laboratory placed travel cases that were potentially contaminated with residue of the explosion in an area where bomb debris had been stored awaiting testing, another employee said. As a result, none of the material could be tested. Mr. Williams, the chief laboratory examiner in Oklahoma City, was transferred from his job and was withdrawn as a prosecution witness in Oklahoma City. Mr. Williams had been responsible for conclusions about several major issues in the case, like the size of the bomb that tore the front off the Federal Building. His opinion that the bomb contained 4,000 pounds of ammonium nitrate was an estimate based not on scientific studies but in part on searches of the defendants' houses. Two laboratory workers said Mr. Williams had changed their dictated reports, in violation of F.B.I. policy.

WWII War Crimes List in 1996 Puzzles Japan

Why has the United States decided to crack down on suspected Japanese war criminals 50 years after granting them immunity from prosecution? Japanese scratched their heads last week at the unexpected announcement that the U.S. Justice Department had included former members of an infamous bacterial warfare research unit on a "watch list" of 16 suspected Japanese World War II war criminals prohibited from entering the United States. The United States has been aware of the identities of the Unit 731 leaders and of their gruesome experiments on human subjects since the end of the war. Details of Unit 731 atrocities have appeared in the Western and Japanese media for more than a decade. In secret laboratories in occupied China, Unit 731 researchers tested poison gas and biological weapons on prisoners; froze and defrosted victims' limbs to study frostbite; and vivisected humans without anesthetic. After the war, the United States concluded that the results of these experiments were "of the highest intelligence value." Fearful that those results would fall into Soviet hands, the U.S. occupation authorities gave the head of Japan's bacterial warfare program, Dr. Shiro Ishii, and his colleagues immunity from prosecution ... in exchange for their secret data. Many of Ishii's colleagues went on to distinguished careers in postwar Japan, holding posts in the National Institute of Health, serving as medical school deans and laboratory heads.

EVOLUTION IN EUROPE; Italy Discloses Its Web Of Cold War Guerrillas

A clandestine operation code-named Gladio [was] created decades ago to arm and train resistance fighters in case the Soviet Union and its Warsaw Pact allies invaded. There have been disclosures of similar organizations in virtually all Western European countries. Gladio ... was originally an Italian creation [that] evolved into a branch of an extensive network, operated within NATO and abetted by a 1956 agreement between the United States and Italian secret services. 622 Italians belonged to the operation - civilians who were trained by intelligence operatives. Germany, France, Belgium, the Netherlands, Greece and Luxembourg have all acknowledged that they maintained Gladio-style networks to prepare guerrilla fighters to leap into action. Similar programs have also existed in Britain, Norway, Portugal, Spain, Austria, Turkey and Denmark, and even in neutral countries like Switzerland and Sweden. These would-be fighters had stockpiles of weapons and explosives. In [Italy], secret arms deposits were dismantled as far back as 1972 but ... the secret services could not find 12 of them. Their disappearance has fueled speculation here that the weapons ended up in terrorist hands. Some of the underground "gladiators," as they have been dubbed, had close links to neo-Fascist groups and to intelligence organizations. New "gladiators" are still recruited. The major unsolved acts of terrorism that rocked Italy in the 1970's are all presumed to be the work of people on the far right. Left-wing terrorists like the moribund Red Brigades somehow were caught and imprisoned.

America's 20-year war on terror has killed up to 929,000 people and cost over $8 trillion: report

The pricetag of America's global war on terror is estimated to stand at roughly $8 trillion, according to a new report from Brown University's Costs of War project. The estimate factors in "future costs for veteran's care, the total budgetary costs and future obligations of the post-9/11 wars." The report attributes $2.3 trillion to the Afghanistan and Pakistan war zone, $2.1 trillion to the Iraq and Syria war zone, and $355 billion to other war zones. Dr. Neta C. Crawford, co-director of the Costs of War Project, in a statement said the project's accounting "goes beyond the Pentagon's numbers because the costs of the reaction to 9/11 have rippled through the entire budget." Costs of War also estimates that the war on terror, which will mark its 20th anniversary in a few weeks on September 11, has directly killed 897,000 to 929,000 people - including at least 387,072 civilians. In a report released last year, Costs of War estimated that the war on terror has displaced at least 37 million people on top of the hundreds of thousands of people killed in direct war violence. Though the US no longer has a troop presence in Afghanistan, the war on terror is seemingly poised to continue there as the Biden administration signals that it will continue to target ISIS-K in the country via drones and other means. The US also continues to have a military presence in Iraq and Syria, among other countries, and in recent weeks has conducted multiple airstrikes against Al Shabaab, an Al Qaeda affiliate, in Somalia.

The conspiracy theory that still won't rest in peace

We are now in the 20th anniversary year of 9/11, the worst terror atrocity the world has witnessed, the day when more than 2,600 people were killed in the Twin Towers and the surrounding area. At first, the Campbell family and [fiancee Caroline Burbank] were sure [Geoff Campbell] was alive. But one year later, fragments of a shoulder blade containing Geoff's DNA were found amid World Trade Centre rubble. It was then that they started to question the official account of the disaster. After examining the testimony of hundreds of eyewitnesses and forensically dissecting the scientific trail of the towers' collapse, down to analysing dust on the ground at the New York site, they have compiled a lengthy dossier. It is a document which, they claim, proves that controlled demolition explosives – not aircraft – brought the buildings down. Later this month they will formally ask the acting Attorney General for England and Wales, Michael Ellis ... to allow them to apply to the High Court for a fresh inquest into Geoff's death. Six other families who lost loved ones in the Twin Towers plane attacks on 9/11 plan to send their own statements in support of the Campbells. If Mr Ellis gives the go-ahead – as the Campbells think likely – they plan an attempt to dismantle the notion that the Twin Towers were brought down by raging fires caused by leaking jet fuel which melted their supporting metal girders. At any new inquest, they would call in ... scientists who insist the plane attacks could not have toppled the two buildings.

The FBI inadvertently revealed one of the U.S. government’s most sensitive secrets about the Sept. 11 terror attacks: the identity of a mysterious Saudi Embassy official in Washington who agents suspected had directed crucial support to two of the al-Qaida hijackers. The disclosure came in a new declaration filed in federal court by a senior FBI official in response to a lawsuit brought by families of 9/11 victims that accuses the Saudi government of complicity in the terrorist attacks. The declaration ... represents a major breakthrough in the long-running case, providing for the first time an apparent confirmation that FBI agents investigating the attacks believed they had uncovered a link between the hijackers and the Saudi Embassy in Washington. The disclosure, which a senior U.S. government official confirmed was made in error ... shines a light on the extraordinary efforts by top Trump administration officials in recent months to prevent internal documents about the issue from ever becoming public. “This shows there is a complete government cover-up of the Saudi involvement,” said Brett Eagleson, a spokesman for the 9/11 families whose father was killed in the attacks. “It demonstrates there was a hierarchy of command that’s coming from the Saudi Embassy to the Ministry of Islamic Affairs [in Los Angeles] to the hijackers.” Ironically, the declaration identifying the Saudi official in question was intended to support recent filings ... barring the public release of the Saudi official’s name and all related documents.

The Forgotten Terrorist Pretext of the Vietnam War

Antiterrorist moral fervor and ideological blinders propelled the U.S. into its biggest foreign policy blunder since World War Two. The U.S. government constantly embellished the storyline to demonize the communist opposition. A CIA operative provided materials for a massive bomb that ripped through a main square in Saigon in 1952. A Life magazine photographer was waiting on the scene, and his resulting snap appeared with a caption blaming the carnage on Viet Minh Communists. The Kennedy administration sought credibility by profoundly deceiving the American people and Congress regarding its Vietnam policy. In August 1963, South Vietnamese Special Forces "carried out midnight raids against Buddhist pagodas throughout the country. More than 1400 people, mostly monks were arrested and many of them were beaten," according to the Pentagon Papers. The CIA was bankrolling these Special Forces, which were supposed to be used for covert operations against the Viet Cong or North Vietnam, not for religious repression. The Johnson administration exploited the terrorist label to sway Americans to support greater U.S. Involvement in Vietnam. In a special message to Congress on May 18, 1964 seeking additional fund for Vietnam, LBJ declared, "the Viet Cong guerrillas, under orders from their Communist masters in the North, have intensified terrorist actions against the peaceful people of South Vietnam. This increased terrorism requires increased response."

Between 31 May-1 June, white residents, peace officers, and soldiers attacked the historical Greenwood district of Tulsa, Oklahoma, known as the "Black Wall Street", killing an estimated 300 residents, displacing upwards of 1,000 more, and inflicting irrevocable economic damage to a thriving business district created by and for Black Americans. As Blacks were recklessly and wantonly raped, murdered and driven from hard-earned homes and businesses, the cover-up by local and state government representatives was chillingly efficient. A century later, thanks to the last three survivors of the Tulsa Massacre and the descendants of those who were killed or survived the violence, the full horror may finally be understood. White Americans in the south and the north saw Black strivers as an existential threat. They seized upon any reason, no matter how flimsy the excuse, to lay waste to their neighbourhoods and communities through physical attacks.

The US government is no stranger to the dark arts of political assassinations. Over the decades it has deployed elaborate techniques against its foes, from dispatching a chemist armed with lethal poison to try to take out Congo’s Patrice Lumumba in the 1960s to planting poison pills ... in the Cuban leader Fidel Castro’s food. But the killing of General Qassem Suleimani, the leader of Iran’s elite military Quds Force, was in in a class all its own. Its uniqueness lay ... in the brazenness of its execution and the apparently total disregard for either legal niceties or human consequences. “The US simply isn’t in the practice of assassinating senior state officials out in the open,” said Charles Lister, senior fellow at the Middle East Institute in Washington. Donald Trump’s gloating tweets over the killing combined with a sparse effort to justify the action in either domestic or international law has led to the US being accused of the very crimes it normally pins on its enemies. Iran’s foreign minister, Mohammad Javad Zarif, denounced the assassination as an “act of international terrorism”. Mary Ellen O’Connell, a professor of international law at the University of Notre Dame, draws a direct line between earlier US administrations and the convention-shredding unpredictability of Trump. “Since Obama there has been a steady dilution of international law,” O’Connell said. “Suleimani’s death marks the next dilution – we are moving down a slope towards a completely lawless situation.” O’Connell added that there was only one step left for the US now to take. “To completely ignore the law. Frankly, I think President Trump is there already – his only argument has been that Suleimani was a bad guy and so he had to be killed.”

It looks like an ordinary commercial warehouse, only much bigger. When the lights come on, hundreds of thousands of shrink-wrapped boxes of medicines emerge from the gloom, stacked on shelves nearly five stories high. This [warehouse] and several others across the country are part of the $7 billion Strategic National Stockpile, a government repository of drugs and supplies ready for deployment in a bioterrorism or nuclear attack, or ... other major public health emergency. For nearly two decades, the repository has been almost exclusively managed by the Centers for Disease Control and Prevention. That will change under a Trump administration plan to shift oversight of the $575 million program. Public health officials and members of Congress ... worry the move will disrupt a complex process that relies on long-standing relationships. Experts also question whether the administration’s plan will politicize decision-making about products bought for the stockpile. The office of the assistant secretary for preparedness and response (ASPR) oversees the process by which the government awards contracts to private biotechnology companies that develop and manufacture medicines. The CDC then is responsible for buying and replenishing the materials. Come October, however, the ASPR will be in charge of choosing the products and then purchasing them for the stockpile. Critics say it will allow biotech companies to lobby for more of their specialized, and often more expensive, drugs to be included.

Note: With a $7 billion price tag, big Pharma is making money hands over fist on this repository which is almost never used. Most of these drugs have a shelf life of well under 10 years, so major parts of this huge inventory go to waste every year and have to be disposed of.
