Thousands have taken to the streets of Istanbul and other cities in Turkey to protest against a bill that would allow child rapists to walk free if they marry their victims. The country’s government insists the law would help resolve legal challenges caused by widespread child marriage in the country, yet critics argue the bill legitimises rape. If the law passes, men who sexually abuse girls under 18 without “force, threat or any restriction on consent” and marry them could have their convictions quashed or avoid prosecution. The UN children’s fund said it was “deeply concerned” about the draft bill. “These abject forms of violence against children are crimes which should be punished as such, and in all cases the best interest of the child should prevail,” said spokesman Christophe Boulierac. MPs approved the draft law in its initial reading. It will be voted on again on Tuesday. A British man who traveled to Poland to give a lecture on conspiracy theories and was found dead in his Warsaw apartment was conducting an investigation into alleged pedophilia that took place in a US Army-run facility. Prior to his death, [Max] Spiers texted his mother to say 'If anything happens to me, investigate'. He was ruled to have died from natural causes despite no post-mortem examination being carried out on his body. Friends have claimed he died ... after he 'vomited a black liquid'. But this week’s blistering report from the Justice Department on police bias in Baltimore also exposed a different, though related, concern: how the police in that majority-black city treat women, especially victims of sexual assault. The devastating trauma and abuse inflicted on children held by Australia in offshore detention has been laid bare in the largest cache of leaked documents released from inside its immigration regime. More than 2,000 leaked incident reports from Australia’s detention camp for asylum seekers on the remote Pacific island of Nauru – totalling more than 8,000 pages – are published by the Guardian today. Dozens of people who were child patients at a psychiatric hospital in the 1960s and 70s claim they were experimented on with a so-called truth serum. "I was your typical 60s teenager," says Marianne. At the age of 14, she [was] sent to Aston Hall, a "mental deficiency hospital". A key member of the Scottish government's child abuse inquiry has resigned, saying it is "doomed" by government interference. Psychology professor Michael Lamb said there had been "repeated threats" to the independence of the Scottish Child Abuse Inquiry. The major review is scheduled to last four years, but has been criticised by survivors of abuse. A federal prosecutor may file a racketeering lawsuit against a Roman Catholic diocese where a state grand jury found two former bishops helped cover up the sexual abuse of hundreds of children by more than 50 clergy over a 40-year period. The ongoing investigation of the Altoona-Johnstown Diocese grew out of the prosecution of the Rev. Joseph Maurizio Jr., U.S. Attorney David Hickton said Friday, [and] concerns whether diocesan officials engaged in a pattern of criminal activity that would fall under the Racketeer Influenced and Corrupt Organizations Act, commonly referred to as RICO. Hickton's comments came on the heels of a grand jury report released last month by state Attorney General Kathleen Kane. That grand jury was especially critical of Bishops James Hogan and Joseph Adamec. The grand jury found Hogan, in particular, held sway over police and prosecutors in the diocese and often reassigned priests accused of molesting children instead of removing them from duty. There is no evidence that child abuse is any more likely to occur in ultra-Orthodox schools than in public or secular institutions. [But] stories like [Joseph] Reizes’s - an alleged abuser sheltered and victims unwilling to talk for fear of losing the only way of life they know - are common in the Hasidic school system. Two Roman Catholic bishops who led a central Pennsylvania diocese helped cover up the sexual abuse of hundreds of children by more than 50 priests or religious leaders over a 40-year period, according to a grand jury report issued on Tuesday. The 147-page report on sexual abuse in the Altoona-Johnstown diocese was based partly on evidence from a secret diocesan archive uncovered through a search warrant executed in August, said Pennsylvania’s attorney general, Kathleen Kane. An investigation into the Jimmy Savile sex abuse scandal cleared the BBC of wrongdoing Thursday, even as it painted a damning portrait of an institution where employees were afraid to raise even serious concerns about sexual misconduct for fear of upsetting celebrity talent or making the corporation look bad. Savile, a BBC television presenter and popular charity figure who died in October 2011, is believed to be one of Britain's most prolific sex offenders, often targeting minors. “Celebrities were treated with kid gloves and were virtually untouchable,” said Janet Smith, a former Court of Appeal judge who conducted the inquiry, describing a BBC culture of not wanting to “rock the boat.” Smith said 117 people at the BBC admitted they had heard rumors about Savile, who abused victims on BBC premises, including the venues where his programs “Top of the Pops” and “Jim'll Fix It” were shot. Smith's review said the Savile abuse incidents dated all the way back to 1959. She identified 72 victims of Savile, both male and female. One was only 8 years old. The head of Colombia's police resigned Wednesday amid accusations of illegal enrichment and sexual misconduct with young cadets that threatened to tarnish the reputation of one of the South American nation's most-prestigious institutions. Gen. Rodolfo Palomino's resignation came a day after Colombia's inspector general opened an administrative probe into the accusations, which surfaced in the media late last year. The accusations against Palomino range from his purchase of a luxury home outside Bogota that was apparently incompatible with his police salary and alleged illegal wiretaps against journalists. But the most damning charges, which have monopolized public attention the past few days, are Palomino's alleged participation in a male prostitution ring, dubbed the "Community of the Ring" by local media, that allegedly forced entry-level cadets to cater to high-ranking officers and even members of congress. Palomino has for months fought accusations by a former colonel that he abused his position for sexual favors years ago. A member of a commission set up by Pope Francis to advise him on child abuse says the group is a “token body” exercising in “smoke and mirrors” that won’t help children stay safe from abusive priests. Paedophile Trevor Monk paid for the live streaming of child abuse from the Philippines and then travelled there to carry out the abuse himself. His case represents a growing problem of British men ordering abuse over the internet. It is impossible to measure the scale of the problem accurately. Law enforcement is beginning to make inroads into the trade and Filipino police carry out raids and arrests on a regular basis. Operation Endeavour, which began in 2012, has seen the UK's National Crime Agency working with Australian police and the US authorities and has led to 29 international arrests. With years of leading rescue efforts to free victims of human trafficking, especially those used as prostitutes, he founded Operation Underground Railroad to liberate captive slaves. Amos Kamil, the Horace Mann alum who first exposed the shocking story of sexually abused students at the elite prep school, knew only about half of what happened. In the aftermath of the furor ignited by his 2012 article in The New York Times Magazine, many more victims stepped forward. Only then did the human toll of the abuse become clear. The Bronx school and its powerful backers adopted a ruthless stance with the sex-abuse survivors. While the sexual abuse lasted from the 1960s into the 1990s, the school ignored repeated warnings. One guidance counselor was said to listen sympathetically before putting his own sexual moves on a student. As the survivors emerged, [they formed] support groups to share their stories. One former student, Jon Seiger, [claimed to have been] victimized by eight different teachers, suggesting the predators procured the victims and protected one another. When Kamil called the Bronx district attorney’s office, he was informed that Seiger’s seemingly far-fetched account was credible. As many as 64 students were abused by 22 faculty and staff members. When 25 of the survivors ... agreed to mediation, Horace Mann’s board played hardball. New York State’s strict statute of limitations precluded the victims’ getting their day in court, so a financial settlement was the school’s only opportunity to address the wrong. Horace Mann, its board populated by international hedge fund managers and real estate titans, settled for between $4 million and $5 million.

A former Australian prime minister is on a list of "alleged paedophiles" that Liberal senator Bill Heffernan claims forms part of a police document. Senator Heffernan used a Senate estimates committee hearing on Tuesday to discuss the list of 28 people. Many ... named in the documents were "prominent". Senator Heffernan had shown the documents to the Royal Commission into Institutional Responses to Child Sexual Abuse but was told they were not part of its terms of reference. The commission, which was established in 2014, has inquired into child abuse in a wide range of institutions, including sporting groups, churches and after-school care services. It has power to look at abuse that occurs in an institutional context. Senator Heffernan called for the commission's terms to be changed to include the "institution of the law". He accused former royal commissioner Justice James Roland Wood of refusing to investigate lawyers who had allegedly attended a Kings Cross "boy brothel". "I did ask the commissioner why. He said he'd deny if I ever mentioned it," Senator Heffernan said. "[The commissioner] said, 'We've decided not to revisit that issue because the public would lose confidence in the judiciary.'" The senator said he had a list of all of the lawyers who allegedly attended the club, some of whom were still practising.
