In May 2003, Thomas O’Brien, then bishop of the Diocese of Phoenix, admitted to sheltering at least 50 priests accused of sexual abuse, often shuffling them around to parishes across the state. O'Brien's admission ... acknowledged he "allowed Roman Catholic priests under my supervision to work with minors after becoming aware of allegations of sexual misconduct." Thirteen years later, in a lawsuit filed last September, O'Brien - now bishop emeritus - was accused of sexually abusing a grade-school boy. In recent months, [reporters] have uncovered scores of allegations involving 14 Catholic priests on Guam, where a former altar boy's accusation last summer that Archbishop Anthony Apuron sexually abused him in the 1970s has prompted other revelations. Abuse cases also have roiled Catholic parishes elsewhere in the nation, sometimes decades after evidence of the crimes first emerged. In the O'Brien case, an Arizona man sued, claiming repressed memories resurfaced two years ago. The lawsuit accuses O'Brien, now 81, of sexual abuse from 1977 through 1982. The suit names 60 other Roman Catholic priests or church employees, dating back to the 1950s and alleges a cover-up. The diocese itself eventually exposed some priests as part of an agreement with Arizona prosecutors in the early 2000s. Irish church aims to end stigma for the children of priests

Bishops in Ireland have created detailed guidelines to address an issue the Roman Catholic Church has tried to keep under wraps for centuries: the plight of children born to Catholic priests and the women who bear them. The policy, approved in May and made public recently ... says the mother must be respected and involved in decision-making, and that the priest "should face up to his responsibilities — personal, legal, moral and financial." The guidelines are believed to represent the first comprehensive public policy by a national bishops' conference on the issue, which has long been shrouded in secrecy. The policy is, in many ways, the fruit of a campaign by an Irish psychotherapist, Vincent Doyle, who discovered late in life that his father was a priest. Doyle launched Coping International ... to help eliminate the stigma he and others like him have faced, and educate them and the church about the emotional and psychological problems that can be associated with the secrecy often imposed on them. There are no figures about the number of children fathered by Catholic priests. The Vatican must report to the U.N. Committee on the Rights of the Child on steps it has taken to assess the number of priests' children in the world and ensure that their rights are being respected. In a 2014 report, the Geneva-based committee called for an end to the confidentiality requirements that the Catholic Church often imposes on mothers as a condition for receiving financial assistance.

But the promises, the federal authorities say, came with an enormous toll: The women were required to work as prostitutes in cities all over this country until they could pay off exorbitant “bondage debts.” Law enforcement authorities on Thursday announced federal sex-trafficking conspiracy charges against 21 people, part of what they described as one of the most elaborate ... sex-trafficking operations they had seen. The operation had gone on for at least eight years, netted tens of millions of dollars, and involved hundreds of women. “The women ... were modern-day sex slaves,” an indictment unsealed on Thursday in Federal District Court in Minnesota said, laying out criminal counts against a long list of defendants, including conspiracy to commit sex trafficking, sex trafficking and conspiracy to engage in money laundering. [United States attorney] Gregory Brooker ... described the ring as “a multimillion-dollar, modern-day organized crime operation.” While still in Thailand, the women were usually told that they would work as prostitutes, the indictment said, but the terms of the deals shifted substantially once they arrived in the United States. U.S. Customs Officers Allegedly Assaulted Coworkers In ‘Rape Table’ Ritual

Several officers of the U.S. Customs and Border Protection Agency have come forward with bombshell allegations against their colleagues at Newark Airport in New Jersey. Three officers told NBC New York they were sexually assaulted as part of disturbing rituals that involved being duct-taped to a table other officers called the “rape table.” While no one ever removed their clothes, other officers would forcibly rub their genital areas on the victims strapped to the table, as well as grab them. This practice has been happening for years. “Hazing wouldn’t do this justice,” CBP officer Vito Degironimo told NBC. “This is complete assault. They take you in a room and your fellow officers are all watching as officers grab you.” Diana Cifuentes and Dan Arencibia told the station they managed to avoid the table, but experienced other horrific harassment from colleagues. At one point, Cifuentes said, someone pointed a gun at her in the office. CBP agent [Charlie Smith] corroborated the trio’s allegations in an interview with the Daily Beast, saying he’s heard stories of 17 similar assaults. Smith, who began working at Newark in 2015, said he was “recently” transferred out for his own protection after he reported the assault against Degironimo to whistleblower hotlines. He also [said] that Degironimo had already reported the attack to his own supervisors, but instead of launching an internal investigation, management simply removed the table.

Authorities say they’ve uncovered a massive international sex trafficking ring in Southern California. Prosecutors announced the arrest of four people connected to the Orange County-based enterprise that allegedly placed thousands of ads for sexual services in 29 states over the past two years. The ring was based locally in Irvine. Women and girls from China were forced to sell themselves for sex and sometimes forced to work 14 hours a day in homes purchased specifically for the purposes of prostitution. Investigators tracked the ring through thousands of ads selling sex on Backpage.com. “There’s a townhouse in Cottage Grove [Minnesota], that was bought and paid for with cash. And when police entered, they saw two beds. That’s it. But they also saw a line of guys waiting on a couch, waiting for their turn,” said Pete Orput, an attorney with Washington County. The actual bust took place in Minneapolis but ... two of the ring leaders live in Irvine. Advocate Jim Carson helps rehabilitate victims of human trafficking in Orange County, and says Irvine might be consistently named as one of the safest cities in the U.S., but not for the young women he helps. “I think the tip of the iceberg, we hear about [trafficking data], we go, ‘my God these numbers are so huge’, but I honestly think it’s much, much bigger than people realize,” said ... Carson. He says on just one day recently between 1-9 p.m., he saw 51 ads on Backpage.com for escorts in Irvine. “Every ad on that internet, they’re seeing five to twenty dates a night,” said Carson.

Two former high-level Penn State administrators pleaded guilty Monday to misdemeanor charges of child endangerment, for their roles in covering up child sex abuse by disgraced assistant football coach Jerry Sandusky. Former Vice President Gary Schultz and former Athletic Director Tim Curley each took a plea bargain that - if accepted by the judge - will carry a penalty of up to five years in prison and a $10,000 fine. As part of the plea bargain, the felony charges they originally faced were reduced to misdemeanors. The pleas also open the possibility they may testify against former university President Graham Spanier ... who has been charged with a conspiracy felony and a child endangerment misdemeanor. The charges against all three men pertain to how they handled the multiple allegations of sexual abuse against Sandusky, who in 2012 was convicted of sexually abusing 10 boys over a 15-year span. "Prosecutors said Spanier, Curley and Schultz knew of complaints involving Sandusky showering with boys in 1998 and 2001," The Associated Press reported in 2012. A series of 2001 emails — now key to the government's case — show that the men at least considered the situation serious enough to possibly warrant police intervention. They ultimately rejected the idea of calling authorities. "This was not an oversight," then-Pennsylvania Attorney General Linda Kelly said in 2012. "It was not misjudgment on their part. This was a conspiracy of silence by top officials to actively conceal the truth."

Teen says she was forced to have sex with 1,000 men over 2 years

Lawyers in Pennsylvania say their client was sexually exploited at a motel for years, alleging the teen girl was a victim of human trafficking. “This child was forced into sex slavery,” attorney Nadeem Bezar told reporters. The teen’s lawyers are using Pennsylvania’s human trafficking law to sue the motel where they say their client was sexually exploited, marking the first civil suit under the law since it was enacted in 2014. Lawyers allege employees at the Roosevelt Inn in northeast Philadelphia knew that a 14-year-old girl was being held against her will for two years. She was forced to have sex with more than 1,000 men. The girl, now 17, wants the hotel to pay for what happened to her. She’s suing the motel’s owners, the motel’s management company and the manager himself. According to the [Philadelphia] Inquirer, the girl managed to escape and reconnect with her family after two years at the motel. Those responsible for trafficking the teen were convicted and sentenced to prison. The motel is well-known to Philadelphia prosecutors as “the epicenter of human trafficking” in the city. An assistant district attorney, Erin O’Brien, told the Inquirer that [motel manager Yanga] Patel had cooperated with police in previous investigations, but said “almost every trafficking investigation we have, we see the victim is at Roosevelt Inn.” “You can’t have a line of johns out the front door and around the room waiting without them knowing,” [Attorney Tom] Kline said. “The front desk would direct the traffic to the room of this child.”

'It is devastating': abuse survivor quits Vatican child protection body

Marie Collins, who was molested by a priest when she was 13 years old, said in a written statement she had made a final decision to resign after she learned that a Vatican department was failing to comply with a basic new recommendation that all correspondence from victims and survivors should receive a response. “I learned in a letter from this particular [congregation] last month that they are refusing to do so,” Collins wrote in a searing statement to the National Catholic Reporter. “I find it impossible to listen to public statements about the deep concern in the church for the care of those whose lives have been blighted by abuse, yet to watch privately as a congregation in the Vatican refuses to even acknowledge their letters.” She added: “It is a reflection of how this whole abuse crisis in the church has been handled: with fine words in public and contrary actions behind closed doors.” Collins’s decision to leave the commission comes one year after the only other abuse survivor who was appointed to the commission, Peter Saunders, was forced to take a leave of absence after he complained the commission was doing far too little to tackle abuse.

For several decades, the UK sent children across the world to new lives in institutions where many were abused and used as forced labour. It happened to thousands of British children ... following World War Two. The astonishing scandal of the British child migrants will be the first subject for which the Independent Inquiry into Child Sexual Abuse will hold full public hearings. It's first because the migrants are now nearing the end of their lives. Sources close to the current public inquiry have told the BBC it will produce new and startling revelations about the scale of sexual abuse abroad, and attempts by British and Australian institutions to cover it up. This will include an examination of the claims of some child migrants that they were sent abroad weeks after reporting sexual abuse at their children's home in the UK. The allegation is that they were hand-picked. Either to get them out of the way, or because they were of interest to paedophiles. Three former Fairbridge boys have claimed that the then-Australian Governor General, Lord Slim, sexually molested them during rides in his chauffeur-driven Rolls Royce while visiting the home. It is understood these allegations could be considered by the inquiry. The inquiry could also definitively answer a crucial historical question. Did the British government know it was sending children to be mistreated in a foreign country?

Earlier this month, the National Police Chiefs’ Council, which is coordinating the nationwide police investigation Operation Hydrant, said more than 500 complainants and 184 potential suspects had been identified. "I had been, in a way, horrible to Maria because I didn't tell her what was going on," [said] Bertolucci. Nothing in the resurfaced video is news as the director has been very vocal about his filming of the scene and how it affected Maria Schneider in multiple interviews over the years. Schneider said in a 2007 Daily Mail interview [that], "Marlon said to me: 'Maria, don't worry, it's just a movie,' but during the scene, even though what Marlon was doing wasn't real, I was crying real tears. Thousands have taken to the streets of Istanbul and other cities in Turkey to protest against a bill that would allow child rapists to walk free if they marry their victims. The country’s government insists the law would help resolve legal challenges caused by widespread child marriage in the country, yet critics argue the bill legitimises rape. If the law passes, men who sexually abuse girls under 18 without “force, threat or any restriction on consent” and marry them could have their convictions quashed or avoid prosecution. The UN children’s fund said it was “deeply concerned” about the draft bill. “These abject forms of violence against children are crimes which should be punished as such, and in all cases the best interest of the child should prevail,” said spokesman Christophe Boulierac. MPs approved the draft law in its initial reading. It will be voted on again on Tuesday. The bill comes after Turkey’s constitutional court in July annulled part of the criminal code which classified all sexual acts with children under 15 as sexual abuse, a change that also prompted uproar. Turkish bar association Izmir Barosu said in a statement: “This proposal is clearly an attack on protecting children from sexual abuse. “We must make clear that any regulation against the protection of sexual abuse of children has no place in the public conscience. “The proposed regulation is intended to institutionalise child abuse. Physical and sexual violence against children and women is a crime.”

British conspiracy theorist who was found dead on a sofa in Poland was 'investigating an alleged US Army pedophilia ring' just before his death

A British man who traveled to Poland to give a lecture on conspiracy theories and was found dead in his Warsaw apartment was conducting an investigation into alleged pedophilia that took place in a US Army-run facility. Prior to his death, [Max] Spiers texted his mother to say 'If anything happens to me, investigate'. He was ruled to have died from natural causes despite no post-mortem examination being carried out on his body. Friends have claimed he died ... after he 'vomited a black liquid'. Now it has emerged that Spiers was inquiring about allegations of widespread sexual abuse against children that was committed at a military base in California by employees acting under the influence of a satanic cult. In 1987, the US Army demolished a child care center at its Presidio base in Northern California just one year after as many as 60 children were sexually abused there. One civilian employee of the center, Gary Willard Hambright, was indicted for molesting 10 children. Charges against him were ultimately dropped. One US Army officer at the base, Lt. Col. Michael Aquino, was alleged to have taken part in the abuse. Aquino was known as the self-confessed founder of a Satanic movement known as The Temple of Set. Despite rumors of his involvement and a police investigation, he was never charged. Spiers was looking into the Presidio affair and Aquino's role, which he believed to be part of a larger underground movement that entailed ritual sexual abuse of children in San Francisco in the late 1980s.

Medical regulators say they have an ethical duty, and some have a legal requirement, to alert law enforcement when a doctor may have committed a sex crime against an adult patient. But The Atlanta Journal-Constitution’s examination of thousands of cases found that regulators failed to consistently live up to that responsibility. Instead, regulatory agencies, often dominated by physicians, can and do find reasons to avoid notifying police. The result is that some abusive doctors can continue practicing and harm other patients, and others are allowed to quietly retire, without a full investigation into whether they committed crimes that could mean jail time for those in other walks of life. Across the country, it is legal for medical panels to act as gatekeepers. Thirty-nine states and the District of Columbia do not have laws requiring medical regulators to notify police or prosecutors about potential criminal acts against adults. Some states have decided reporting shouldn’t be optional. In Delaware, it took a public outcry. State Rep. Helene Keeley and Sen. Patricia Blevins tried to get a mandatory reporting law passed after being tipped that doctors who committed heinous sex crimes were only being reprimanded. America has been enmeshed in a wrenching discussion about how the police treat young black men. But this week’s blistering report from the Justice Department on police bias in Baltimore also exposed a different, though related, concern: how the police in that majority-black city treat women, especially victims of sexual assault. In six pages of the 163-page report documenting how Baltimore police officers have systematically violated the rights of African-Americans, the Justice Department also painted a picture of a police culture deeply dismissive of sexual assault victims and hostile toward prostitutes and transgender people. It branded the Baltimore Police Department’s response to sexual assault cases “grossly inadequate.” Baltimore officers sometimes humiliated women who tried to report sexual assault, often failed to gather basic evidence, and disregarded some complaints filed by prostitutes. Some officers blamed victims or discouraged them from identifying their assailants. And the culture seemed to extend to prosecutors, investigators found. In one email exchange, a prosecutor referred to a woman who had reported a sexual assault as a “conniving little whore.” A police officer, using a common text-message expression for laughing heartily, wrote back: “Lmao! I feel the same.” Other “pattern or practice” investigations of police departments - including in New Orleans; Puerto Rico; and Missoula, Mont. - have also identified gender bias.

The Nauru files: 2,000 leaked reports reveal scale of abuse of children in Australian offshore detention

The devastating trauma and abuse inflicted on children held by Australia in offshore detention has been laid bare in the largest cache of leaked documents released from inside its immigration regime. More than 2,000 leaked incident reports from Australia’s detention camp for asylum seekers on the remote Pacific island of Nauru – totalling more than 8,000 pages – are published by the Guardian today. The Nauru files set out as never before the assaults, sexual abuse, self-harm attempts, child abuse and living conditions endured by asylum seekers held by the Australian government, painting a picture of routine dysfunction and cruelty. Children are vastly over-represented in the reports. More than half of the 2,116 reports – a total of 1,086 incidents, or 51.3% – involve children, although children made up only about 18% of those in detention on Nauru during the time covered by the reports, May 2013 to October 2015. The findings come just weeks after the brutal treatment of young people in juvenile detention in the Northern Territory was exposed. Allegations of sexual assault ... are a persistent theme of the files. In one report an asylum seeker described being told she was “on a list” written by local Nauruan guards naming single women they were “waiting for”. Dozens of people who were child patients at a psychiatric hospital in the 1960s and 70s claim they were experimented on with a so-called truth serum. "I was your typical 60s teenager," says Marianne. At the age of 14, she [was] sent to Aston Hall, a "mental deficiency hospital". Many claim they were experimented on by the hospital's medical superintendent Dr Kenneth Milner using a drug called sodium amytal. It is known as a "truth serum" for its supposed ability to retrieve ... memories. Former patients ... remember being locked in a small treatment room with a mattress on the floor. Some say their hands were tied with bandages before they were injected. Marianne says she had an internal examination in the room, which was embarrassing and unnecessary, and other patients have alleged sexual abuse by Dr Milner. [She] recalls a session with the doctor where she was stripped, made to wear a stiff white gown and told she would be asked some questions. Then he injected her with a drug that heavily sedated her. "I can remember equating it to being drunk." Her account is similar to those of other former patients at the time, who remember being locked in a small treatment room with a mattress on the floor. Some say their hands were tied with bandages before they were injected. Nearly all the patients we spoke to agreed Dr Milner asked very personal sexual questions during treatment. While former patients search for answers about what really happened to them, they may have to live with the harmful effects of the treatment for the rest of their lives.

Panel member quits 'doomed' Scottish Child Abuse Inquiry

A key member of the Scottish government's child abuse inquiry has resigned, saying it is "doomed" by government interference. Psychology professor Michael Lamb said there had been "repeated threats" to the independence of the Scottish Child Abuse Inquiry. The major review is scheduled to last four years, but has been criticised by survivors of abuse. The inquiry, which concerns historical allegations of child abuse in Scotland, will examine the extent of abuse of children in care, and identify any systemic failures. It launched a formal call for evidence in March, but has already heard from some seriously ill or very elderly survivors. Mr Lamb - one of three members of the panel, alongside chairwoman Susan O'Brien QC and Glenn Houston - said the project had "noble and worthy goals", but that it was ultimately "doomed". In a letter to Education Secretary John Swinney, he said: "It has become increasingly clear over the last nine months that the panel cannot act independently and that the Scottish government intends to continue interfering in ways large and small, directly and indirectly. Continuing interference threatens to prevent the inquiry from investigating thoroughly and taking robust evidence of the highest quality. The Scottish government has delayed or prevented the appointment of crucial members of staff for prolonged periods of time while its officials have questioned the decisions made by the supposedly independent inquiry."
