America has been enmeshed in a wrenching discussion about how the police treat young black men. The devastating trauma and abuse inflicted on children held by Australia in offshore detention has been laid bare in the largest cache of leaked documents released from inside its immigration regime. More than 2,000 leaked incident reports from Australia’s detention camp for asylum seekers on the remote Pacific island of Nauru – totalling more than 8,000 pages – are published by the Guardian today. Dozens of people who were child patients at a psychiatric hospital in the 1960s and 70s claim they were experimented on with a so-called truth serum. "I was your typical 60s teenager," says Marianne. At the age of 14, she [was] sent to Aston Hall, a "mental deficiency hospital". Many claim they were experimented on by the hospital's medical superintendent Dr Kenneth Milner using a drug called sodium amytal. A key member of the Scottish government's child abuse inquiry has resigned, saying it is "doomed" by government interference. Psychology professor Michael Lamb said there had been "repeated threats" to the independence of the Scottish Child Abuse Inquiry. The major review is scheduled to last four years, but has been criticised by survivors of abuse. A federal prosecutor may file a racketeering lawsuit against a Roman Catholic diocese where a state grand jury found two former bishops helped cover up the sexual abuse of hundreds of children by more than 50 clergy over a 40-year period. The ongoing investigation of the Altoona-Johnstown Diocese grew out of the prosecution of the Rev. Joseph Maurizio Jr., U.S. Attorney David Hickton said Friday, [and] concerns whether diocesan officials engaged in a pattern of criminal activity that would fall under the Racketeer Influenced and Corrupt Organizations Act, commonly referred to as RICO. Hickton's comments came on the heels of a grand jury report released last month by state Attorney General Kathleen Kane. That grand jury was especially critical of Bishops James Hogan and Joseph Adamec. There is no evidence that child abuse is any more likely to occur in ultra-Orthodox schools than in public or secular institutions. Two Roman Catholic bishops who led a central Pennsylvania diocese helped cover up the sexual abuse of hundreds of children by more than 50 priests or religious leaders over a 40-year period, according to a grand jury report issued on Tuesday. The 147-page report on sexual abuse in the Altoona-Johnstown diocese was based partly on evidence from a secret diocesan archive uncovered through a search warrant executed in August, said Pennsylvania’s attorney general, Kathleen Kane. An investigation into the Jimmy Savile sex abuse scandal cleared the BBC of wrongdoing Thursday, even as it painted a damning portrait of an institution where employees were afraid to raise even serious concerns about sexual misconduct for fear of upsetting celebrity talent or making the corporation look bad. The head of Colombia's police resigned Wednesday amid accusations of illegal enrichment and sexual misconduct with young cadets that threatened to tarnish the reputation of one of the South American nation's most-prestigious institutions. Gen. Rodolfo Palomino's resignation came a day after Colombia's inspector general opened an administrative probe into the accusations, which surfaced in the media late last year. The accusations against Palomino range from his purchase of a luxury home outside Bogota that was apparently incompatible with his police salary and alleged illegal wiretaps against journalists. But the most damning charges, which have monopolized public attention the past few days, are Palomino's alleged participation in a male prostitution ring, dubbed the "Community of the Ring" by local media, that allegedly forced entry-level cadets to cater to high-ranking officers and even members of congress. Palomino has for months fought accusations by a former colonel that he abused his position for sexual favors years ago. A member of a commission set up by Pope Francis to advise him on child abuse says the group is a “token body” exercising in “smoke and mirrors” that won’t help children stay safe from abusive priests. The Pontifical Commission for the Protection of Minors, which Francis set up with much fanfare in 2014, was supposed to issue guidelines for the Vatican on how to deal with child abuse. But the body was never consulted about the training for new bishops on exactly that topic. Paedophile Trevor Monk paid for the live streaming of child abuse from the Philippines and then travelled there to carry out the abuse himself. His case represents a growing problem of British men ordering abuse over the internet. It is impossible to measure the scale of the problem accurately. But Europol, the European law enforcement agency, says it's no longer "an emerging trend, but an established reality". In 2013 Dutch charity Terre des Hommes decided to find out how bad the situation was. After setting up a fake profile of a Filipina child and even creating a realistic avatar, or web image of the 10-year-old, workers for the charity logged on to internet chat rooms posing as the youngster. In the space of 10 weeks, "she" was contacted by 20,000 men, 1,000 of whom offered "her" money to perform sex acts. Law enforcement is beginning to make inroads into the trade and Filipino police carry out raids and arrests on a regular basis. Operation Endeavour, which began in 2012, has seen the UK's National Crime Agency working with Australian police and the US authorities and has led to 29 international arrests. Sexual assault has become a dominant topic on the nation’s college campuses in recent years. But it has largely remained a hidden issue in elementary, middle and high schools. Twenty-one percent of middle school students reported that they experienced unwanted physical touching on school grounds, according to a 2014 study by researchers at the University of Illinois at Urbana-Champaign. Among high school students, 4 percent of boys and 10 percent of girls say they have been forced to have sexual intercourse against their will, according to a 2013 survey by the Centers for Disease Control and Prevention. Tim Ballard's career with the CIA and Homeland Security may not be what you'd expect. With years of leading rescue efforts to free victims of human trafficking, especially those used as prostitutes, he founded Operation Underground Railroad to liberate captive slaves. Ballard explains the need for his work. "There are an estimated 27 million enslaved human beings in the world: more slaves than ever existed during the trans-Atlantic slave trade. Many are sex slaves, as sex trafficking represents the fastest growing criminal enterprise in the world. Many reputable organizations exist to disseminate information about this problem, and others function as aftercare organizations for victims. Nearly 7,000 Peace Corps currently serve in about 65 countries. Roughly one in five of them is sexually assaulted during that service, according to the results of a recent anonymous Peace Corps safety questionnaire, obtained exclusively by CBS News. That leader was Kellie Green. "I pushed the agency to really do what they have the capability of doing," Green said. Earlier this month, the Peace Corps suspended her without pay for allegedly creating a hostile work environment. But Green says she was punished for standing up for the victims she was hired to protect. Inspector General reports show multiple cases of Peace Corps personnel - accused in sexual assaults - resigning ahead of administrative action, then being allowed to re-apply to the agency. Amos Kamil, the Horace Mann alum who first exposed the shocking story of sexually abused students at the elite prep school, knew only about half of what happened. In the aftermath of the furor ignited by his 2012 article in The New York Times Magazine, many more victims stepped forward. Only then did the human toll of the abuse become clear. The Bronx school and its powerful backers adopted a ruthless stance with the sex-abuse survivors. While the sexual abuse lasted from the 1960s into the 1990s, the school ignored repeated warnings. One guidance counselor was said to listen sympathetically before putting his own sexual moves on a student. As the survivors emerged, [they formed] support groups to share their stories. One former student, Jon Seiger, [claimed to have been] victimized by eight different teachers, suggesting the predators procured the victims and protected one another. When Kamil called the Bronx district attorney’s office, he was informed that Seiger’s seemingly far-fetched account was credible. As many as 64 students were abused by 22 faculty and staff members. When 25 of the survivors ... agreed to mediation, Horace Mann’s board played hardball. New York State’s strict statute of limitations precluded the victims’ getting their day in court, so a financial settlement was the school’s only opportunity to address the wrong. A former Australian prime minister is on a list of "alleged paedophiles" that Liberal senator Bill Heffernan claims forms part of a police document. Senator Heffernan used a Senate estimates committee hearing on Tuesday to discuss the list of 28 people. Many ... named in the documents were "prominent". He said he'd deny if I ever mentioned it," Senator Heffernan said. "[The commissioner] said, 'We've decided not to revisit that issue because the public would lose confidence in the judiciary.'" The former Sex Pistol was referring to an interview he’d given in 1978, during which he had said that Savile was “into all sorts of seediness. The incidents of sexual assault on children described by American service members who served in Afghanistan are sickening. Boys screaming in the night as Afghan police officers attacked them. Father Julian Fox, 70, is today behind bars, 16 years after being accused of child sex crimes while teaching at Melbourne schools in the 1980s and 1990s. In 1999, shortly before the first known complaints were made to his superiors, he fled to Rome where he worked at the Salesian headquarters. In 2000, the Salesians made a confidential $36,000 payment to one victim.
