In a yearlong investigation of sexual misconduct by U.S. law enforcement, The Associated Press uncovered about 1,000 officers who lost their badges in a six-year period for rape, sodomy and other sexual assault; sex crimes that included possession of child pornography; or sexual misconduct such as propositioning citizens. Congressman [Bill] Posey brought this information to the floor of Congress and what he read there was stunning - that authors of the study not only hid the actual findings, but also attempted to destroy evidence [by throwing it] into a trash can. According to the New York Department of Financial Services, a banking regulator, Goldman hired Rohit Bansal from the Federal Reserve Bank of New York in May 2014, "in large part for the regulatory experience and knowledge he had gained while working at the New York Fed." Goldman hired Bansal despite the fact that he had been forced to resign from the Fed for breaking the rules there. Once at Goldman, Bansal was instructed to work on a bank that he had supervised while at the Fed, despite explicit prohibitions against him doing so, NYDFS said. Bansal later used confidential information, some of which he obtained from his prior employment at the NY Fed and some of which he obtained from from a former NY Fed colleague, in his work on the bank. To resolve the matter, Goldman has agreed to pay $50 million and accept a three-year "voluntary abstention" from accepting new consulting engagements of NYDFS regulated entities. Goldman also agreed to admit that a former employee engaged in the criminal theft of confidential information and that Goldman management "failed to effectively supervise its employee to prevent this theft from occurring," NYDFS said. In September 2014, for example, Bansal attended the birthday dinner of a former Fed colleague at Peter Luger's. Immediately after the dinner, Bansal emailed his boss at Goldman "divulging confidential information concerning the regulated entity, specifically, the relevant component of the upcoming examination rating," NYDFS said.

A Saudi prince has been detained at Beirut airport in Lebanon after two tons of an amphetamine drug popular with Syrian rebels was found on a private jet. Prince Abdel Mohsen Bin Walid Bin Abdulaziz and four other men were held after what was described as the biggest ever drugs bust at the city’s main Rafik Hariri International Airport. They were allegedly "attempting to smuggle about two tons of Captagon pills and some cocaine", a security source was quoted as saying. Captagon is a brand name for the widely used amphetamine phenethylline. Although this type of amphetamine has been prescribed in the past to treat childhood and other behavioural disorders, it is now used overwhelmingly as a stimulant in the Middle East. It has long been banned in the West. It is the drug of choice for front-line fighters on both sides in the Syrian war. It is unclear where the pills allegedly found in Beirut were ultimately to be sold, although the plane was said to be heading back to Saudi Arabia. That would fit one of the more unexpected side-effects noted of the Syrian war – the country’s growing role as an exporter of illegal drugs. There have been reports that Syrian suppliers to both sides of the conflict have become so successful in manufacturing Captagon that it is now an export product, smuggled through Lebanon to a broader Middle East market. The drugs were stuffed into 40 suitcases, according to reports.

A former Goldman Sachs banker suspected of taking confidential documents from a source inside the government has agreed to plead guilty, a rare criminal action on Wall Street, where Goldman itself is facing an array of regulatory penalties over the leak. The banker and his source, who at the time of the leak was an employee at the Federal Reserve Bank of New York, one of Goldman’s regulators, will accept a plea deal from federal prosecutors that could send them to prison for up to a year. Under a tentative deal ... Goldman would pay a fine of $50 million. For Goldman and the New York Fed, the case is likely to give new life to an embarrassing episode that illustrated the blurred lines between their institutions. Scientists have discovered that they can change the way people think about religion and politics by directing magnetic energy to their brains to temporarily shut off specific regions of the brain. Scientists from the University of York and the University of California, Los Angeles (UCLA) conducted an experiment using transcranial magnetic stimulation (TMS), a non-invasive, safe method of stimulating small areas of the brain that is used by doctors to treat severe depression, as well as to evaluate damage caused by injuries, strokes, multiple sclerosis, amyotrophic lateral sclerosis, movement disorders and motor neuron disease. The study analysed the brains of 38 UCLA undergraduates ... who were divided into two groups. One group had enough magnetic energy directed at their brains to temporarily shut down ... a part of the brain ... that is associated with detecting problems and triggering responses that address them. The group which had the targeted brain region shut down reported 32.8% less belief in God, angels, or heaven, and were 28.5% more positive in their feelings toward an immigrant who criticised their country. "People often turn to ideology when they are confronted by problems. We wanted to find out whether a brain region that is linked with solving concrete problems, like deciding how to move one's body to overcome an obstacle, is also involved in solving abstract problems addressed by ideology," said Dr Keise Izuma, a lecturer at the University of York's Department of Psychology.

Law firms around the United States are lining up plaintiffs for what they say could be "mass tort" actions against agrichemical giant Monsanto Co that claim the company's Roundup herbicide has caused cancer in farm workers and others exposed to the chemical. The latest lawsuit was filed Wednesday in Delaware. The lawsuit is similar to others filed last month in New York and California accusing Monsanto of long knowing that the main ingredient in Roundup, glyphosate, was hazardous. Monsanto "led a prolonged campaign of misinformation to convince government agencies, farmers and the general population that Roundup was safe," the lawsuit states. The litigation follows the World Health Organization's declaration in March that there was sufficient evidence to classify glyphosate as "probably carcinogenic to humans." "We can prove that Monsanto knew about the dangers of glyphosate," said Michael McDivitt, whose Colorado-based law firm is putting together cases for 50 individuals. Roundup ... brought Monsanto $4.8 billion in revenue in its fiscal 2015. But questions about Roundup's safety have dogged the company for years. Attorneys who have filed or are eying litigation cited strong evidence that links glyphosate to non-Hodgkin lymphoma. Monsanto is also fending off claims over its past manufacturing of polychlorinated biphenyls (PCBs), which the WHO classifies as known carcinogens. At least 700 lawsuits against Monsanto or Monsanto-related entities are pending.

In the past year, global wealth reversed a steady upward climb and fell by $12.4 trillion, largely due to currency fluctuations. But worldwide wealth inequality continued its upward march: The top 1 percent of households “account for half of all assets in the world,” according to the 2015 Credit Suisse Global Wealth Report. That’s a first since the Swiss bank began compiling the data in 2000, and a level “possibly not seen for almost a century,” the researchers write. For those on the other end of the wealth spectrum, meanwhile, the numbers are reversed. The poorest half of the world’s population owns just 1 percent of its assets. Financial assets have seen a 6 percent rise in the share of total wealth since 2008, benefiting the wealthy, who hold a disproportionate amount of capital. The overall rise in global wealth continued to be driven in large part by China and the emerging markets, which have doubled their aggregate wealth since 2000. China, whose wealth has grown fivefold since the beginning of the century, was shaken by market turmoil in the middle of the year but still managed to add $1.5 trillion in wealth. FBI Director James B. Comey said Wednesday, speaking to a private gathering of more than 100 politicians and top law enforcement officials, ... that the federal government has no better data on police shootings than databases assembled this year by The Washington Post and the Guardian newspaper. “It is unacceptable that The Washington Post and the Guardian newspaper from the U.K. are becoming the lead source of information about violent encounters between police and civilians. That is not good for anybody,” he said. The FBI has for years collected information about people killed by police officers, but reporting is voluntary and only 3 percent of the nation’s 18,000 police departments comply. As a result, the data is virtually useless. The Post’s database, for example, shows that 758 people have been shot and killed by police so far this year — nearly double the number recorded in a single year by the FBI. The vast majority of those killed were armed with a deadly weapon. However, blacks represent a disproportionate percentage of those who were unarmed when they were killed, the database shows.

Monsanto Co.’s undisclosed recruitment of scientists from Harvard University, Cornell University and three other schools to write about the benefits of plant biotechnology is drawing fire from opponents. Monsanto says it’s in regular contact with public-sector scientists as it tries to “elevate” public dialog on genetically modified organisms, or GMOs. U.S. Right to Know, a nonprofit group funded by the Organic Consumers Association that obtained e-mails under the Freedom of Information Act, says correspondence revealing Monsanto’s actions shows the “corporate control of science and how compliant some academics are.” The articles have become the latest flashpoint in an information war being waged over plant biotechnology. The articles in question appeared on the Genetic Literacy Project’s website in a series called “GMO - Beyond the Science.” Eric Sachs, who leads Monsanto’s scientific outreach, wrote to eight scientists to pen a series of briefs aimed at influencing “public policy, GM crop regulation and consumer acceptance.” Five of them obliged. University of Florida Professor Kevin Folta said he agreed to write “Anti-GMO Activism and Its Impact on Food Security” because communicating science to the public is his job. In his last phone call home, Lance Cpl. Gregory Buckley Jr. told his father: From his bunk in southern Afghanistan, he could hear Afghan police officers sexually abusing boys they had brought to the base. “At night we can hear them screaming, but we’re not allowed to do anything about it,” the Marine’s father ... recalled his son telling him before he was shot to death at the base in 2012. Dan Quinn, a former Special Forces captain who beat up an American-backed militia commander for keeping a boy chained to his bed as a sex slave, [said], “We were putting people into power who would do things that were worse than the Taliban did — that was something village elders voiced to me.” The policy of instructing soldiers to ignore child sexual abuse by their Afghan allies is coming under new scrutiny, particularly as it emerges that service members like Captain Quinn have faced discipline, even career ruin, for disobeying it. After the beating, the Army relieved Captain Quinn of his command and pulled him from Afghanistan. He has since left the military.

In 2001, a "landmark" study published in the prestigious Journal of the American Academy of Child and Adolescent Psychiatry purported to show the safety and effectiveness of using a common antidepressant to treat adolescents. The original published findings were biased and misleading. Known as Study 329, the randomised controlled trial ... was funded by SmithKline Beecham now GlaxoSmithKline (GSK) the manufacturer of paroxetine. The research has been repeatedly criticised, and there have been numerous calls for it to be retracted. To re-analyse the evidence of effectiveness and safety of paroxetine, we used documents posted online by GSK. We also had access to other publicly available documents and individual participant data. We found that paroxetine [Paxil] was no more effective than a placebo, which is the opposite of the claim in the original paper. We also found significant increases in harms with both paroxetine and imipramine, [another antidepressant]. Compared with the placebo group, the paroxetine group had more than twice as many severe adverse events, and four times as many psychiatric adverse events, including suicidal behaviours and self-harm. And the imipramine group had significantly more heart problems. Our re-analysis ... identified ten strategies used by researchers in this clinical trial to minimise apparent harms. In the 1950s through the early ’70s, research began to show that psychedelics like LSD and psilocybin, the active ingredient in magic mushrooms, could be quite effective at treating mental health disorders like addiction. Then ... the so-called “war on drugs” began. For nearly a generation, science on these substances shut down. But that’s changing. In the past 20 years or so, a small amount of research has once again begun to focus on these chemicals, showing that they have promise for treating a range of conditions, from addiction to depression and anxiety, says Evan Wood, a psychiatric researcher at the University of British Columbia. In 2006, researchers at the University of Arizona published a study showing obsessive-compulsive patients who ingested psilocybin had immediate and lasting reductions in problematic symptoms. The same year, Johns Hopkins University physician and researcher Roland Griffiths showed that in healthy volunteers, psilocybin produced lasting benefits like improved mood and peacefulness six months after ingestion. Similar work has shown psilocybin can help treat anxiety associated with cancer, at UCLA and New York University. And a study in late 2014 found that LSD permanently reduced anxiety in a small number of patients. Wood says he’s most excited about research into using psychedelics to treat addiction. A former MP is to be interviewed under caution by police over claims that he was part of a paedophile ring who repeatedly sexually assaulted a young girl in the 1980s and 1990s. The man has been in communication with Staffordshire police, who are investigating. The alleged victim, Esther Baker, waived her right to anonymity to make the claims public in May. She has said her abusers possibly included a peer and a judge, and that the abuse went on for four years from the age of six, in the woodland and at other locations, often while police officers stood guard. Baker has also alleged that she was sexually abused at a flat in London, which she now believes to be Dolphin Square – the location at the centre of the Metropolitan police’s Operation Midland inquiry into the alleged murders of three children by high-profile individuals in a paedophile ring. The former politician, who has not been named ... is one of 1,400 high-profile individuals who have been or are under police investigation across the country for child abuse dating back decades. They include 76 politicians, alive and dead, 135 celebrities and 43 people from the music industry. The case has been referred to Operation Hydrant, a national team coordinating the investigations taking place across the country, which was set up in the wake of the Jimmy Savile revelations and the increase in reporting of child sexual abuse which followed.

Tens of thousands of troops were used in testing conducted by the U.S. military between 1922 and 1975. The military wanted to learn how to induce symptoms such as "fear, panic, hysteria, and hallucinations" in enemy soldiers. Those who are still alive are part of a class action lawsuit against the Army. If they're successful, the Army will have to explain to anyone who was used in testing exactly what substances they were given and any known risks, [as well as] provide those veterans with health care for any illnesses that result, in whole or in part, from the testing. At least 70,000 troops were used in the testing. Researchers kept information about which agents they were administering from test subjects, [referring to the agents by] code names such as CAR 302668. That's one of the agents, records show, that researchers injected into Frank Rochelle in 1968. In 1975, the Army's chief of medical research admitted to Congress that he didn't have the funding to monitor test subjects' health after they went through the experiments. Since then, the military says it has ended all chemical and biological testing. Test subjects like Rochelle say that's not enough. "We were assured that everything that went on inside the clinic, we were going to be under 100 percent observation; they were going to do nothing to harm us," he says. "And also we were sure that we would be taken care of afterwards if anything happened. Instead we were left to hang out to dry."

A painstaking yearslong effort to reproduce 100 studies published in three leading psychology journals has found that more than half of the findings did not hold up when retested. The analysis was done by research psychologists, many of whom volunteered their time to double-check what they considered important work. Their conclusions, reported Thursday in the journal Science, have confirmed the worst fears of scientists. The vetted studies were considered part of the core knowledge by which scientists understand the dynamics of personality, relationships, learning and memory. More than 60 of the studies did not hold up. The new analysis, called the Reproducibility Project, found no evidence of fraud or that any original study was definitively false. Rather, it concluded that the evidence for most published findings was not nearly as strong as originally claimed. Dr. John Ioannidis, a director of Stanford University’s Meta-Research Innovation Center ... said the problem could be even worse in other fields, including cell biology, economics, neuroscience, clinical medicine, and animal research. The report appears at a time when the number of retractions of published papers is rising sharply in a wide variety of disciplines.
