America's three largest private prison companies ... spent in the region of $45m over the past 10 years in lobbying state and federal governments. During the same period, these companies saw their profits soar as they scored more government contracts. [Also] during the same period, various pieces of legislation got passed ensuring that immigrant detention, in particular, would remain a lucrative growth market. Thanks to mandatory sentencing laws and the "war on drugs", the prison population has exploded over the past 30 years – to the point where it has become an untenable burden on state budgets. The private prison business [is] reliant on state and federal governments to provide them with their customer base: that is, bodies to fill their cells. The companies maintain that their lobbying efforts have nothing to do with this expansion and insist that it is their policy to "expressly prohibit their lobbyists from working to pass or oppose immigration legislation", such as the Arizona immigration bill SB1070, which provides for the mandatory detention of immigrants who cannot produce papers on request. [Then] where are the private prison firms spending those millions of lobbying dollars? A report compiled by the Justice Policy Institute issued in 2011 and using data from the National Institute on Money in State Politics found that between 2003 and 2010, the [Corrections Corporation of America] contributed a total of $1,552,350 to state election campaigns. Approximately half was to candidates, more than a third was to party committees and around one tenth was spent on ballot measures.

Few countries blew up more spectacularly than Iceland in the 2008 financial crisis. The local stock market plunged 90 percent; unemployment rose ninefold; inflation shot to more than 18 percent; the country’s biggest banks all failed. Since then, Iceland has turned in a pretty impressive performance. It has repaid International Monetary Fund rescue loans ahead of schedule. Growth this year will be about 2.5 percent, better than most developed economies. Unemployment has fallen by half. Iceland’s approach was the polar opposite of the U.S. and Europe, which rescued their banks and did little to aid indebted homeowners. Nothing distinguishes Iceland as much as its aid to consumers. To homeowners with negative equity, the country offered write-offs that would wipe out debt above 110 percent of the property value. The government also provided means-tested subsidies to reduce mortgage-interest expenses: Those with lower earnings, less home equity and children were granted the most generous support. In June 2010, the nation’s Supreme Court gave debtors another break: Bank loans that were indexed to foreign currencies were declared illegal. Because the Icelandic krona plunged 80 percent during the crisis, the cost of repaying foreign debt more than doubled. The ruling let consumers repay the banks as if the loans were in krona. These policies helped consumers erase debt equal to 13 percent of Iceland’s $14 billion economy. Now, consumers have money to spend on other things.

Rented computers from seven different companies secretly took photographs of their users, US authorities have said. The companies used software made by US company Designerware which could track key strokes and other personal data. The software, called PC Rental Agent, captured people engaging in "intimate acts", including sex. It is believed that PC Rental Agent has been installed in approximately 420,000 computers worldwide. The Federal Trade Commission ruling concerned a feature in the software, called Detective Mode, which would typically become activated if the user was late in returning equipment, or failed to pay for use. Detective Mode would assist the rental store in locating the overdue computer in order to pursue its return. Part of the process involved a pop-up window designed to look like a software registration screen. It would request personal information such as email addresses and telephone numbers that could then be used to pursue the users for payment and/or the return of equipment. In addition, the FTC said the software had access to much more sensitive information, including: usernames and passwords for email accounts, social media websites, and financial institutions. Among the other data collected were social security numbers; medical records; private emails to doctors; bank and credit card statements. Webcam pictures of children, partially undressed individuals, and intimate activities at home were also found. In the FTC's formal complaint document, it said the software had captured "couples engaged in sexual activities".

The University of California will pay damages of $30,000 to each of the 21 UC Davis students and alumni who were pepper-sprayed by campus police during an otherwise peaceful protest 10 months ago, the university system announced. The agreement ... also calls for UC to pay a total of $250,000 to the plaintiffs' attorneys and set aside a maximum of $100,000 to pay up to $20,000 to any other individuals who join the class-action lawsuit by proving they were either arrested or directly pepper-sprayed, a university statement said. A video released online, showing an officer spraying seated students directly in their faces at close range during an Occupy rally, had triggered outrage. And UC's own investigations and a shake-up at the UC Davis police force put the university in a weak position to argue against the students' lawsuit. The settlement also calls for UC Davis Chancellor Linda Katehi to write a formal apology to each of the students and alumni who were pepper-sprayed or arrested. In April, a UC task force headed by former state Supreme Court Justice Cruz Reynoso found that UC Davis police had violated policy and that campus administrators mishandled the November 2011 campus protest. In May, a separate draft report about campus responses to civil disobedience across UC urged administrators to use mediation instead of confrontation in most cases, although it said pepper spray might remain a necessary tool of last resort. A final version was released this month with no major policy changes.

Astronomers have discovered a new supercomet that will be fifteen times brighter than the moon when it crosses the night sky next year. Calculations show that the celestial visitor could be dazzlingly bright in November 2013 and be easily visible in broad daylight as it rounds the Sun. Comet ISON is so named because it was first spotted on photos taken by Vitali Nevski and Artyom Novichonok from Russia using the International Scientific Optical Network telescope. It is currently very faint because it is out in the depths of space near Jupiter's orbit. But it will steadily brighten over the coming months until it passes less than two million km from the Sun on November 28. That makes it a type of comet called a sungrazer, and there is a risk that the comet - essentially a giant ball of rock and ice, will break up when it makes that close approach. Comet ISON, which has the official label C/2012 S1, appears to be on a nearly parabolic orbit which leads scientists to believe that it is making its first trip through the Solar System. This means it may have been dislodged from a vast reservoir of icy debris surrounding the Sun far beyond the planets, called the Oort Cloud. It is a giant ball of rock and ice that is likely to be packed with volatiles including water ice that will erupt as brilliant jets of gas and dust when it is at its best.

Until recently, prescribing Ecstasy, mescaline or magic mushrooms has been a guaranteed way for a psychiatrist to lose his research funding, his job or even his liberty. But now, scientists are beginning to suspect that such illegal drugs may be the key to treating a range of intractable illnesses, from post-traumatic stress disorder to depression. These chemicals [include] the psychedelic drugs psilocybin, derived from magic mushrooms, and LSD, as well as Ecstasy. A series of studies performed in Britain and the US is beginning to tease out their potential benefits. “People become very emotionally tender on Ecstasy, which makes you more responsive to psychotherapy,” explains Dr Robin Carhart-Harris. [In] volunteers given the ... drug, the area of their brain involved in positive memories became more active, while another processing negative memories was damped down. “We think this would make it easier for patients to revisit a traumatic memory and overwrite or control it,” says Carhart-Harris. Earlier studies have made surprising discoveries about what psilocybin, a class-A drug in Britain, was doing in the brain. These in turn could lead to new treatments for depression and agonising cluster headaches. This may all sound radical, or even dangerous – yet half a century ago, research into the effects of psychedelic drugs was widespread and respectable. More than 1,000 papers were published looking at ways that psychiatrists could help patients with hallucinogenic chemicals.

U.S. drone strikes in Pakistan have killed far more people than the United States has acknowledged, have traumatized innocent residents and largely been ineffective, according to a new study released [on September 25]. The study by Stanford Law School and New York University's School of Law calls for a re-evaluation of the practice, saying the number of "high-level" targets killed as a percentage of total casualties is extremely low -- about 2%. In contrast to more conservative U.S. statements, the Stanford/NYU report -- titled "Living Under Drones" -- offers starker figures published by The Bureau of Investigative Journalism, an independent organization based at City University in London. Based on interviews with witnesses, victims and experts, the report accuses the CIA of "double-striking" a target, moments after the initial hit, thereby killing first responders. It also highlights harm "beyond death and physical injury," publishing accounts of psychological trauma experienced by people living in Pakistan's tribal northwest region, who it says hear drones hover 24 hours a day. "Before this we were all very happy," the report quotes an anonymous resident as saying. "But after these drones attacks a lot of people are victims and have lost members of their family. A lot of them, they have mental illnesses." People have to live with the fear that a strike could come down on them at any moment of the day or night, leaving behind dead whose "bodies are shattered to pieces," and survivors who must be desperately sped to a hospital.

Russia's consumer rights watchdog, Rospotrebnadzor, said ... it has suspended the import and use of genetically modified corn made by Monsanto Co. following a study's allegations that the crop causes cancer. Rospotrebnadzor said the country's Institute of Nutrition has been asked to assess the validity of the study, while the European Commission's Directorate General for Health & Consumers has also been contacted to explain the European Union's position. The study, conducted by the University of Caen in France, [found] that rats fed over a two-year period with the U.S. chemical company's genetically modified NK603 corn, developed more tumors and other severe diseases than a test group fed with regular corn. The study also [found] that rats fed with NK603 and exposed to Monsanto's Roundup weed killer suffered from more pathologies than the test group. Last week Monsanto said it did not think the French study would affect its license to export the NK603 to Europe but would wait to hear from the European Food Safety Authority, or EFSA, which has been asked by the European Commission to also look into the research.

Tesla Motors Inc. unveiled a solar-powered charging station ... that it said will make refueling electric vehicles on long trips about as fast as stopping for gas and a bathroom break in a conventional car. CEO Elon Musk said ... that the company's roadside Supercharger has been installed at six highway rest stops in California. The free stations are designed to fully charge Tesla's new Model S sedan in about an hour, and a half-hour-long charge can produce enough energy for a 150-mile trip, he said. The first six, which were developed and deployed in secret, are in Barstow, Hawthorne, Lebec, Coalinga, Gilroy and Folsom. Tesla spokeswoman Christina Ra said they are open only to company employees, but would be available to the public in early October. Musk said his Palo Alto-based company planned to have more stations running throughout California and in parts of Nevada and Oregon by the end of the year, and expected to blanket ‘‘almost the entire United States'' within two years. Tesla unveiled the Model S, its first mass-market vehicle, in June. The base model costs sells for $49,900 after a federal tax credit. Along with persuading consumers that electric vehicles are practical, the charging stations were developed with an eye toward alleviating doubts about their environmental effects. Musk said the solar-powered stations in California would produce more clean energy than is needed to keep cars running.

Dr. Ben Goldacre is no slouch when it comes to rooting out the flaws in scientific studies, analyzing clinical trial data and recognizing when it's been manipulated or fudged. But even Goldacre has been fooled by bad science. In ... his forthcoming book, Bad Pharma: How Drug Companies Mislead Doctors and Harm Patients, ... Goldacre describes how he ended up prescribing the antidepressant reboxetine to his patients based on insufficient data. The research overwhelmingly finds the drug to be ineffective, but it was still approved in the U.K. In order to get approval of the drug in Europe, the manufacturer had simply not published its negative data. Seven trials had been conducted comparing reboxetine against a placebo. Only one, conducted in 254 patients, had a neat, positive result, and that one was published in an academic journal, for doctors and researchers to read. But six more trials were conducted, in almost 10 times as many patients. All of them showed that reboxetine was no better than a dummy sugar pill. None of these trials was published. I had no idea they existed. It got worse. The trials comparing reboxetine against other drugs showed exactly the same picture: three small studies, 507 patients in total, showed that reboxetine was just as good as any other drug. They were all published. But 1,657 patients' worth of data was left unpublished, and this unpublished data showed that patients on reboxetine did worse than those on other drugs.

Poor, minority neighborhoods in St. Louis were unwittingly part of Cold War chemical studies. Aerosol was sprayed from blowers installed on rooftops and mounted on vehicles. “The Army claims that they were spraying a quote ‘harmless’ zinc cadmium sulfide,” says Dr. Lisa Martino-Taylor, Professor of Sociology. Yet Martino-Taylor points out, cadmium was a known toxin at the time of the spraying in the mid 50’s and mid 60’s. Worse, she says the aerosol was laced with a fluorescent additive – a suspected radiological compound – produced by U.S. Radium, a company linked to the deaths of workers at a watch factory decades before. “The powder was milled to a very, very fine particulate level. This stuff travelled for up to 40 miles. So really all of the city of St. Louis was ultimately inundated by the stuff.” Martino-Taylor says she’s obtained documents from multiple federal agencies showing the government concocted an elaborate story to keep the testing secret. Part of the deception came from false news reports planted by government agencies. “They told local officials and media that they were going to test clouds under which to hide the city in the event of aerial attack. This was against all military guidelines of the day, against all ethical guidelines, against all international codes such as the Nuremberg Code,” she says. The spraying occurred between 1953 and 54 and again from 1963 to 65.

Far more civilians have been killed by U.S. drone strikes in Pakistan's tribal areas than U.S. counter-terrorism officials have acknowledged, a new study by human rights researchers at Stanford University and New York University contends. The report, "Living Under Drones," also concludes that the classified CIA program has ... turned the Pakistani public against U.S. policy in the volatile region. "Real people are suffering real harm" but are largely ignored in government or news media discussions of drone attacks, said James Cavallaro of Stanford, one of the study's authors. Cavallaro said the study was intended to challenge official accounts of the drones as precise instruments of high-tech warfare with few adverse consequences. The study concludes that only about 2% of drone casualties are top militant leaders. The study authors did not estimate overall civilian casualties because of limited data, Cavallaro said. But it cites estimates by the Bureau of Investigative Journalism, which has reported extensively on drone strikes, of 474 to 884 civilian deaths since 2004, including 176 children. In April, Obama's top counter-terrorism advisor, John Brennan, described civilian casualties from drone strikes as "exceedingly rare." The study challenges official versions of three attacks between 2009 and 2011, including a drone strike on March 17, 2011, that killed an estimated 42 people.

At 11:05 on a February night in 1953, a worker employed by the U.S. Army opened a valve on a motorized blower and for five minutes dispersed a mysterious fluffy powder into downtown St. Louis. So began military-sponsored tests in St. Louis that remained secret for four decades and, to this day, raise questions about what the government was up to in the Cold War operation. St. Louis was among several cities where the aerosol testing took place in the 1950s and 1960s with zinc cadmium sulfide, a chemical powder mixed with fluorescent particles so that dispersal patterns could be traced. In 1953 alone, the military conducted 16 tests involving 35 separate releases of zinc cadmium sulfide in St. Louis, many in an area described at the time as "a densely populated slum district." The Army conceded later that the tests were part of a biological weapons program and that St. Louis was chosen because it roughly matched the population and terrain of Russian cities that the United States might attack. Relying heavily on documents obtained under the Freedom of Information Act, [Prof. Lisa] Martino-Taylor identifies connections between participants in the St. Louis testing and scientists who took part in wartime efforts to build the atomic bomb. Noting postwar efforts to test radioactive materials on Americans, she raises suspicions that the St. Louis testing involved not just materials called harmless by the Army but possibly radioactive isotopes. Martino-Taylor found in her research that the aerosol particles were milled so as to be easily absorbed into lungs.

Nate Silver, one of the nation's pre-eminent poll interpreters, voiced the exasperation of many when he tweeted: "The. Polls. Have. Stopped. Making. Any. Sense." At this time of year, the difference between poll results can be explained by everything from who is being surveyed (are they "likely" voters or just "registered") to how many cell phone users (who are generally younger and from more diverse backgrounds) are contacted to how the questions are worded. And while top pollsters try to adhere to common standards and best practices, there is a lot of room for interpretation in the way each constructs their universe of respondents. Pollsters have realized that the days of interviewing voters purely via landline telephones are long gone. The future, like many industries, is heading online and onto mobile devices. For now, the most daunting question involves how to integrate cell phone users. At least 25 percent of Americans use only cell phones. But it is illegal to place robocalls to cell phones. So pollsters who conduct surveys using automated telephone dialing must use a human dialer to conduct live interviews with cell phone respondents. Why make such an effort? Because experts say cell phone users are not only demographically different from landline-only users, but they also tend to have different attitudes. And within another decade, a majority of the U.S. population could be using only cell phones.

The doctors prescribing ... drugs don't know they don't do what they're meant to. Nor do their patients. The manufacturers know full well, but they're not telling. Negative data goes missing, for all treatments, in all areas of science. The regulators and professional bodies we would reasonably expect to stamp out such practices have failed us. Drugs are tested by the people who manufacture them, in poorly designed trials, on hopelessly small numbers of weird, unrepresentative patients, and analysed using techniques that are flawed by design, in such a way that they exaggerate the benefits of treatments. Unsurprisingly, these trials tend to produce results that favour the manufacturer. When trials throw up results that companies don't like, they are perfectly entitled to hide them from doctors and patients, so we only ever see a distorted picture of any drug's true effects. This distorted evidence is then communicated and applied in a distorted fashion. In their 40 years of practice after leaving medical school, doctors hear about what works ad hoc, from sales reps, colleagues and journals. But those colleagues can be in the pay of drug companies – often undisclosed – and the journals are, too. And so are the patient groups. And finally, academic papers, which everyone thinks of as objective, are often covertly planned and written by people who work directly for the companies, without disclosure. Sometimes whole academic journals are owned outright by one drug company.

The global pharmaceutical industry has racked up fines of more than $11bn in the past three years for criminal wrongdoing, including withholding safety data and promoting drugs for use beyond their licensed conditions. In all, 26 companies, including eight of the 10 top players in the global industry, have been found to be acting dishonestly. The scale of the wrongdoing, revealed for the first time, has undermined public and professional trust in the industry and is holding back clinical progress, according to two papers published in today's New England Journal of Medicine. Leading lawyers have warned that the multibillion-dollar fines are not enough to change the industry's behaviour. The 26 firms are under "corporate integrity agreements", which are imposed in the US when healthcare wrongdoing is detected, and place the companies on notice for good behaviour for up to five years. The largest fine of $3bn, imposed on the UK-based company GlaxoSmith-Kline in July after it admitted three counts of criminal behaviour in the US courts, was the largest ever. But GSK is not alone – nine other companies have had fines imposed, ranging from $420m on Novartis to $2.3bn on Pfizer since 2009, totalling over $11bn. Kevin Outterson, a lawyer at Boston University, says that despite the eye watering size of the fines they amount to a small proportion of the companies' total revenues and may be regarded as a "cost of doing business".

Rumors are flying in Washington. Were White House staff involved with prostitutes in Colombia? Fox News' Jana Winter reported that a high-ranking Secret Service agent told Fox “we knew very early on that White House staff were involved.” The Pentagon’s report, "AR 15-6 Investigation into Military Misconduct at the 2012 Summit of the Americas in Cartagena, Colombia," is very telling. Paragraph B(3) reports that 12 US military members brought prostitutes to their hotel room but paragraph 8, page 2 notes only 11 of the women were verified to be over 18 years old. What happened to the other woman? Was she, in fact, a child and the Pentagon is covering this up as they have covered up the wide-spread use of child porn by senior Pentagon staff, some with top level security clearances, on Pentagon computers? The sub-heading “White House Communications Agency Personal” in the Pentagon’s AR 15-6 report is entirely redacted. Is it possible that the “prostitutes” involved were trafficked children used by White House staff and not Secret Service agents? Has the Secret Service been forced to take the blame and cover up possible child sex abuse by the White House? It is doubtful that DHS’s Inspector General will provide a full report of what really happened in Colombia since President Obama’s administration has gone after whistleblowers and disabled the Inspector General’s as never before seen.

French scientists said on [September 19] that rats fed on Monsanto's genetically modified corn or exposed to its top-selling weedkiller suffered tumors and multiple organ damage. Gilles-Eric Seralini of the University of Caen and colleagues said rats fed on a diet containing NK603 - a seed variety made tolerant to dousings of Monsanto's Roundup weedkiller - or given water with Roundup at levels permitted in the United States, died earlier than those on a standard diet. The animals on the GM diet suffered mammary tumors, as well as severe liver and kidney damage. The study was published in the peer-reviewed journal Food and Chemical Toxicology and presented at a news conference in London. The researchers said 50 percent of males and 70 percent of females died prematurely, compared with only 30 percent and 20 percent in the control group. GMOs are deeply unpopular in Europe and many other countries, but dominate key crops in the United States after Monsanto in 1996 introduced a soybean genetically altered to tolerate Monsanto's Roundup weed killer. Seralini was part of a team that has voiced previous safety concerns based on a shorter rat study in a scientific paper published in 2009. This new study takes things a step further by tracking the animals throughout their two-year lifespan. Seralini believes his latest lifetime rat tests give a more realistic and authoritative view of risks than the 90-day feeding trials that form the basis of GM crop approvals, since three months is only the equivalent of early adulthood in rats.

There is a national crisis of federal employees engaged in the child porn industry and a related epidemic at the state level. Two states, Vermont and Maine ... appear to be running state protected child trafficking rings with evidence of cops, judges, lawyers, clergy and government employees covering for each other. This kind of racketeering creates powerful, and extremely profitable, pedophile rings. Money drives the crime. It is estimated that a criminal willing to molest a child in front of a live webcam can earn $1,000 a night. In Kittery Maine, at the “Danish Health Club,” one bust yielded $6.1 million in “door fees” over a five year period with “prostitutes” earning $12 million. Pimps’ earnings were not reported. The “door man” was a retired police officer whose wife worked in back. Half of all global child porn is produced in America. Ten new images of children are posted daily. Estimates of the global profits from child porn range from $3-20 billion. The Department of Justice (DOJ)’s Child Exploitation and Obscenities unit has been, by many accounts, totally disabled under US Attorney General Eric Holder. Mr. Holder even refused to prosecute his own Assistant United States Attorney caught doing child porn on DOJ computers. Child trafficking and porn are the fastest growing crimes in America. With billions being laundered in black money it makes solid economic sense for the IRS to focus on the child porn industry. Eric Holder’s Department of Justice has demonstrated they have no interest in prosecuting pedophiles, not even their own.

National Public Radio (NPR) published an article on its website last month claiming, “Ten years ago, a piece of ice the size of Rhode Island disintegrated and melted in the waters off Antarctica. Two other massive ice shelves along the Antarctic Peninsula had suffered similar fates. There's no question that unusually warm air triggered the final demise of these huge chunks of ice.” NPR failed to mention anywhere in its article that Antarctic sea ice has been growing since satellites first began measuring the ice 33 years ago. Sea ice has been above the 33-year average throughout 2012. Indeed, none of the mainstream media are covering this important story. A Google News search of the terms Antarctic, sea ice and record turns up not a single article on [this]. Page after page of Google News results for Antarctic sea ice record show links to news articles breathlessly spreading fear ... because Arctic sea ice recently set a 33-year low. Sea ice around one pole is shrinking while sea ice around another pole is growing. New data show ice mass is accumulating on the Antarctic continent as well as in the ocean surrounding Antarctica. The new data also add context to sensationalist media stories about declining ice in small portions of Antarctica (see here, for example). The mainstream media frequently publish stories focusing on ice loss in these two areas, yet the media stories rarely if ever mention that ice is accumulating over the larger area of East Antarctica and that the continent as a whole is gaining snow and ice mass.

Note: A look at US government statistics for sea ice concentration shows a gradual decrease in Arctic sea ice over the past 40 years, yet a slight overall increase in Antarctic ice for the same period. Antarctic sea ice coverage peaked in 2012 to it's highest measurement since 1978, when the graph starts. But then three years later it plunges to it's lowest ever.
