A huge but little-known trade agreement could transform America's foreign relations. The Trans-Pacific Partnership [could] be the most significant foreign and domestic policy initiative of the Obama administration. More than any other policy, the trends the TPP represents could restructure American foreign relations, and potentially the economy itself. On the core question of these trade agreements, the parties basically agree. The Trans-Pacific Partnership ... would be the largest one since the 1995 World Trade Organization. It would link Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, Vietnam, Mexico and Canada into a “free trade” zone similar to that of NAFTA. The subject matter being negotiated extends far beyond traditional trade matters. TPP’s 29 chapters would set binding rules on everything from service-sector regulation, investment, patents and copyrights, government procurement, financial regulation, and labor and environmental standards, as well as trade in industrial goods and agriculture. As with other such agreements, Congress must vote to approve it, most likely under a “Fast Track” provision that prohibits any amendments and limits debate. The public has no access to the text [of the agreement]. Congress has extremely limited access. Trade, though constitutionally a congressional prerogative, is now firmly in the hands of the executive branch. And “trade” negotiations have become a venue for rewriting wide swaths of domestic non-trade policy traditionally determined by Congress and state legislatures.

Over the past two years, the Obama administration has been secretly developing a new blueprint for pursuing terrorists, a next-generation targeting list called the “disposition matrix.” The matrix contains the names of terrorism suspects arrayed against an accounting of the resources being marshaled to track them down, including sealed indictments and clandestine operations. U.S. officials said the database is designed to go beyond existing kill lists, mapping plans for the “disposition” of suspects beyond the reach of American drones. The government expects to continue adding names to kill or capture lists for years. Among senior Obama administration officials, there is a broad consensus that such operations are likely to be extended at least another decade. That timeline suggests that the United States has reached only the midpoint of what was once known as the global war on terrorism. Targeting lists that were regarded as finite emergency measures after the attacks of Sept. 11, 2001, are now fixtures of the national security apparatus. The rosters expand and contract with the pace of drone strikes but never go to zero. Obama has institutionalized the highly classified practice of targeted killing, transforming ad-hoc elements into a counterterrorism infrastructure capable of sustaining a seemingly permanent war. Privately, officials acknowledge that the development of the matrix is part of a series of moves, in Washington and overseas, to embed counterterrorism tools into U.S. policy for the long haul.

Alma Deutscher is already an accomplished musician; shes mastered the piano and the violin. Now she can add composing her own opera to the list and shes only seven years old. Like so many other child prodigies, she plays beautifully. But what sets her apart is her ability to write, and improvise, classical music. Deutscher can sit at the piano and create music that sounds as if it had been written for her. Robert Gjerdingen, professor of music theory and cognition at Northwesterns Bienen School of Music, ... has been helping the Deutscher family teach Alma in a classic style that encourages her ability to improvise. Usually prodigies excel in reproducing music, not in creating it. The young musician hails from the country town of Surrey, England, and has always showed a passion for the arts. It was striking that when she was about three, she heard a lullaby by Richard Straus, says her mother, Janie Deutscher. And she came to us and said, How can music be so beautiful? She was so struck by the beauty of it. For her most recent project, Alma composed a seven-minute opera called The Sweeper of Dreams. She woke up one morning with a musical theme in her head and with the help of her father, who is also an amateur musician, she recorded the theme on the piano. [Hypnosis] is the oldest Western conception of psychotherapy and, in mainstream medicine, it has been shown to help patients manage pain, stress and anxiety, and combat traumas and phobia. It is also associated with being used to retrieve "repressed" memories connected to mental disorders. Now, new scientific research, bolstered by technological advances, is shedding light on the neurological nuances of the brain's response to hypnosis. For instance, a recent study from the Stanford University School of Medicine helps explain why some people easily fall into a trance while others do not. David Spiegel, the study's senior author [and medical director of Stanford's Center for Integrative Medicine], defines hypnosis as a state of highly focused attention, achieved through deep breathing and muscle relaxation. When patients are fully hypnotized, they can, for instance, alter their minds to perceive pain as less painful. The ability to slip into this mentality varies among people, according to Spiegel's study. Published this month in Archives of General Psychiatry, it shows that the reason may have to do with the strength of connections between specific brain regions. This deeper proof of people's abilities to be hypnotized helps physicians explain to patients that hypnosis "is not just some carnival trick" but a helpful medical tool, said Donald Olson, director of the pediatric epilepsy program at Lucile Packard Children's Hospital at Stanford. He was not involved in Spiegel's study.

One could slash private debt by 100pc of GDP, boost growth, stabilize prices, and dethrone bankers all at the same time. It could be done cleanly and painlessly, by legislative command, far more quickly than anybody imagined. The conjuring trick is to replace our system of private bank-created money -- roughly 97pc of the money supply -- with state-created money. Specifically, it means an assault on "fractional reserve banking". If lenders are forced to put up 100pc reserve backing for deposits, they lose the exorbitant privilege of creating money out of thin air. The nation regains sovereign control over the money supply. There are no more bank runs, and fewer boom-bust credit cycles. That at least is the argument [in] the IMF study, by Jaromir Benes and Michael Kumhof, which came out in August and has begun to acquire a cult following around the world. Entitled "The Chicago Plan Revisited", it revives the scheme first put forward by professors Henry Simons and Irving Fisher in 1936 during the ferment of creative thinking in the late Depression. Benes and Kumhof argue that credit-cycle trauma - caused by private money creation - dates deep into history. The original authors of the Chicago Plan were responding to the Great Depression. They believed it was possible to prevent the social havoc caused by wild swings from boom to bust, and to do so without crimping economic dynamism. The benign side-effect of their proposals would be a switch from national debt to national surplus.

The [electronic voting] machines used in Hamilton County, Ohio — the county home of Cincinnati — are supplied by Hart Intercivic, a national provider of voting systems in use in a wide variety of counties scattered throughout the states of Texas, Oklahoma, Hawaii, Colorado and Ohio. A test conducted in 2007 by the Ohio Secretary of State revealed that five of the electronic voting systems the state was looking to use in the upcoming 2008 presidential election had failed badly, each easily susceptible to chicanery that could alter the results of an election. As reported in the New York Times, “At polling stations, teams working on the study were able to pick locks to access memory cards and use hand-held devices to plug false vote counts into machines. At boards of election, they were able to introduce malignant software into servers.” It turns out that Hart Intercivic is owned, in large part, by H.I.G. Capital — a large investment fund with billions of dollars under management — that was founded by a fellow named Tony Tamer. H.I.G. employees hold at least two of the five Hart Intercivic board seats. Tony Tamer, H.I.G.’s founder, turns out to be a major bundler for the Mitt Romney campaign, along with three other directors of H.I.G. who are also big-time money raisers for Romney. Two of those directors — Douglas Berman and Brian Schwartz — were actually in attendance at the now infamous “47 percent” fundraiser in Boca Raton, Florida. Two members of the Hart Intercivic board of directors, Neil Tuch and Jeff Bohl, have made direct contributions to the Romney campaign.

It's becoming clear that we can grow all the food we need, and profitably, with far fewer chemicals. Conventional agriculture can shed much of its chemical use - if it wants to. What may be the most important agricultural study this year ... was done on land owned by Iowa State University called the Marsden Farm. On 22 acres of it, beginning in 2003, researchers set up three plots: one replicated the typical Midwestern cycle of planting corn one year and then soybeans the next, along with its routine mix of chemicals. On another, they planted a three-year cycle that included oats; the third plot added a four-year cycle and alfalfa. The longer rotations also integrated the raising of livestock, whose manure was used as fertilizer. The results were stunning: The longer rotations produced better yields of both corn and soy, reduced the need for nitrogen fertilizer and herbicides by up to 88 percent, reduced the amounts of toxins in groundwater 200-fold and didn't reduce profits by a single cent. In short, there was only upside - and no downside at all - associated with the longer rotations. There was an increase in labor costs, but remember that profits were stable. So this is a matter of paying people for their knowledge and smart work instead of paying chemical companies for poisons. And it's a high-stakes game; according to the Environmental Protection Agency, about five billion pounds of pesticides are used each year in the United States.
In 2008, the US Senate voted to let the NSA [National Security Agency] wiretap any US citizen's emails and phone calls internationally in the interest of national security so long as the government's purpose was to collect "foreign intelligence information". The American Civil Liberties Union (ACLU) brought a constitutional challenge to the Fisa Amendments Act. As the Director of the ACLU's Center for Democracy, Jameel Jaffer, pointed out, the amendments "gave the NSA unprecedented power to monitor the international communications of people living in the United States — to listen to their phone calls, and to read their emails. 'We are targeting our own country', one NSA whistleblower observed." Dragnet surveillance of people with nothing at all to do with terrorism began at once. These Fisa amendments lose their authority in December, and the reauthorization battle will unfold in the context of a new high profile lawsuit's activities. The ACLU group's lawsuit includes several journalists and organizations including Naomi Klein, Chris Hedges, Human Rights Watch, the Global Fund for Women, the Pen American Center and the Nation Magazine. The ACLU group argues fear of NSA surveillance is hampering the abilities of these people to report the news, gain testimony from witnesses and represent victims of human rights abuses.

A small British company has produced the first "petrol from air" using a revolutionary technology that promises to solve the energy crisis as well as to help curb global warming by removing carbon dioxide from the atmosphere. Air Fuel Synthesis in Stockton-on-Tees has produced five litres of petrol since August when it switched on a small refinery that manufactures gasoline from carbon dioxide and water vapour. The company hopes that within two years it will build a larger, commercial-scale plant capable of producing a ton of petrol a day. It also plans to produce green aviation fuel to make airline travel more carbon-neutral. "We've taken carbon dioxide from air and hydrogen from water and turned these elements into petrol," said Peter Harrison, the company's chief executive. "There's nobody else doing it in this country or indeed overseas as far as we know. It looks and smells like petrol but it's a much cleaner and clearer product than petrol derived from fossil oil," Mr Harrison told The Independent. Being able to capture carbon dioxide from the air, and effectively remove the principal industrial greenhouse gas resulting from the burning of fossil fuels such as oil and coal, has been the holy grail of the emerging green economy. Using the extracted carbon dioxide to make petrol that can be stored, transported and used as fuel for existing engines takes the idea one step further.

Researchers [have] found that we use two different ways -- suppression or substitution -- to avoid thinking of uncomfortable or unhappy memories. “We assume that, in everyday life, healthy people will use a mixture of both mechanisms to prevent an unwanted memory from coming to mind,” says Roland Benoit, a scientist at the Medical Research Council, Cognition and Brain Sciences Unit at University of Cambridge. While both processes cause forgetting, a different region of the brain controls each one. Even though people exploit both to forget those nagging, unwanted memories, actively overlooking unpleasant events can negatively impact how we remember. But Benoit notes that learning how people deal with unwanted memories helps them understand how people with traumatic memories, such as PTSD sufferers, cope with remembering.
Massachusetts voters in 2˝ weeks will consider becoming the 18th state to legalize the use of marijuana for medical purposes. Individual doctors and patient advocacy groups, including the AIDS Action Committee of Massachusetts and the state chapter of the Leukemia and Lymphoma Society, have endorsed the ballot question, saying marijuana can help patients and is available now. To study marijuana, researchers must be licensed by the US Drug Enforcement Administration and get access to marijuana grown at the University of Mississippi, which contracts with the National Institute on Drug Abuse to produce the only federally sanctioned supply. That process can prove onerous, if not impossible, acting as a deterrent for those who might want to study marijuana’s benefits, some researchers said. In 2000, the University of California created the Center for Medicinal Cannabis Research, with $9 million from the state. Dr. Igor Grant, the center’s director, ... and colleagues have completed the most comprehensive research to date of the effects of marijuana in patients, including studies that were randomized and double-blind, gold standards in research. Four studies found the drug to be useful in treating pain. Three were in patients with HIV who had pain resulting from damage to their nervous system. Another study found that marijuana reduced muscle stiffness in patients with multiple sclerosis.

The story seemed perfect for the British Broadcasting Corporation’s hard-hitting “Newsnight” program: a nationally beloved television host, it seemed, had also been a pedophile who for decades preyed on young teenagers in hospitals, in children’s homes — and in the halls of the BBC itself. But last December, as the segment neared completion, it was abruptly canceled by the editor in charge, who said there was not enough evidence to justify going ahead. That decision, and the BBC’s earlier failure over four decades to investigate rumors about Mr. Savile’s behavior, is now the subject of three independent investigations. But they are just the latest and most explosive elements in a scandal that seems to widen by the hour. With new victims of Mr. Savile coming forth daily, George Entwistle, who took over as the BBC’s director general just a month ago, is facing embarrassing questions about what the corporation knew and why it did nothing. The Savile affair is by no means restricted to the BBC, drawing in some of Britain’s most important institutions. Scotland Yard has opened an investigation involving 14 other police forces and no fewer than 340 “lines of inquiry”; it said that from 1959 to 2006, Mr. Savile might have molested 60 or more underage girls. But politically the primary focus is on the BBC.

Hollywood is to court controversy with a film that will challenge the official version of the events of 9/11, a previously taboo topic for the industry mainstream. Martin Sheen, Woody Harrelson and Ed Asner, who have all supported conspiracy theories about the terrorist attacks, have signed up to the movie, which is entitled "September Morn". The film's advance publicity note hints at a cover-up, saying: "We the people demand that the government revisit and initiate a thorough and independent investigation to the tragic events of 911." Details of the film ... are expected to be revealed at an American Film Market conference in Los Angeles next week. The production has been set up by Fleur de Lis Film Studios, which has also made the documentary "A Noble Lie", about the Oklahoma City bombing, and "Operation: Dark Heart", a feature based on an intelligence agent's memoirs. Until now Hollywood has steered clear of claims that the Bush administration, or other elements in the government, may have been behind the 9/11 attacks. "September Morn" has assembled a cast linked to the [9/11 truth] movement, which alleges official inconsistencies, complicity and cover-up. Sheen, who starred in "Apocalypse Now" and television's "The West Wing", has long questioned whether Islamist hijackers single-handedly brought down the Twin Towers. He said: "However, there have been so many revelations that now I have my doubts, and chief among them is Building 7 – how did they rig that building so that it came down on the evening of the day?"

At least five former pupils have told how the DJ abused them during visits to Duncroft Approved School when it was under direct Home Office control. They claim that the Jim'll Fix star was given his own flat in the building in Staines, Surrey, by the headmistress. The institution for emotionally disturbed girls was under the direct supervision of the Home Office until April 1973. It was visited regularly by government inspectors. A former pupil, Toni Townsend, one of three girls photographed with the star in 1972, told the newspaper: "Jimmy treated Duncroft like a paedophile sweet shop. He used to take his pick of the mix. He would wander around the school in a vest and tracksuit bottoms. He stayed in a flat on the top floor. He was the only man allowed to stay overnight. Who knows what horrors happened up there. The girls at Duncroft had been sent there by the courts for prostitution, drugs and because they tried to kill themselves. Who would have believed us against Saint Jimmy?" In 2007, Surrey Police investigated Savile over allegations that he had abused pupils at the school but the Crown Prosecution Service ruled there was insufficient evidence. His former assistant Janet Cope told how Savile had an explosive temper that terrified everyone from hospital staff to fund-raisers. Miss Cope ... conceded that even she may have been duped. "Sadly, the evidence against Jim does seem a bit overwhelming and, really, I'm at a loss for words," she said. "He thought he was untouchable because he was hand in glove with the hospitals, royalty and the Prime Minister."

Dr. Shinya Yamanaka invented a time machine. That's how he and his colleagues sometimes describe their work. They take full-grown cells from humans and they regress them - they send them back in time, to their earliest, embryonic state - and then they coax them into the future, into totally new types of cells. Last week, Yamanaka was awarded the Nobel Prize in physiology or medicine for his work creating induced pluripotent stem (IPS) cells - cells that are genetically engineered into blank slates, allowing them to be transformed into any type of cell in the body. His technique could allow scientists to explore human diseases like they never have before, or help doctors regenerate tissue lost to injury or illness. Using his technology, scientists can now take a skin cell and transform it into a heart cell that will actually beat in a lab dish. Yamanaka's IPS cells, developed just six years ago, have the potential to revolutionize medical research, his peers say. Labs that never were able to access stem cells before can now make them, and the cells themselves could be used to treat patients someday. They are already helping scientists study complex human diseases like Alzheimer's and autism. "Everything was turned upside down with Shinya Yamanaka's work," said Dr. Arnold Kriegstein, director of stem cell research at UCSF. "It really has transformed the field. It made it possible for laboratories all over the world, with very little investment, to start making stem cells."

Thinking about going through your medicine cabinet and throwing out all your expired prescriptions? That might not be necessary, according to a UCSF-led study. Researchers analyzed eight prescription drugs with 15 active ingredients that expired between 28 and 40 years ago and found that most remained just as potent as they were on the day they were made. In 12 of the 14 drug compounds, or 86 percent of the time, the amount of active ingredient present in the drugs was at least 90 percent of the amount indicated on the label. That's well within the "reasonable variation" allowed by the U.S. Food and Drug Administration of 90 percent to 110 percent. Only two compounds - aspirin and the stimulant amphetamine - fell below the 90 percent threshold. Another medication, the painkiller phenacetin, fell below the threshold in one sample but was found in levels greater than 90 percent in another. The study was published online last week in the Archives of Internal Medicine.

The UK government [today] blocked the extradition of computer hacker Gary McKinnon to the United States to face trial for what the U.S. government says is the biggest military computer hacking of all time. Home Secretary Theresa May said McKinnon was accused of serious crimes -- but that "there is also no doubt that he is seriously ill." The extradition order against McKinnon should be withdrawn because his Asperger syndrome and depressive illness meant "there is such a high risk of him ending his own life that a decision to extradite would be incompatible with his human rights," she said. McKinnon has admitted to breaking into computers at NASA and the Pentagon but says he did so to find out if the U.S. government was covering up the existence of UFOs. The 46-year-old has fought a decade-long battle against extradition.

[Jimmy] Savile’s case is worth mulling, if only because the institution in which his serial child abuse took place is one of the most respected media organizations in the world: the BBC. Gossip about Savile’s fondling of young teenagers was rife, but never rose to a level deemed newsworthy during his life. To appreciate Jimmy Savile’s place in English culture, imagine a combination of Dick Clark of “American Bandstand” and Jerry Lewis, maestro of the muscular dystrophy telethon. Savile was the longest-serving host of the immensely popular BBC music show “Top of the Pops,” and the star of another long-running show called “Jim’ll Fix It,” in which he pulled strings to grant the wishes of supplicants, mostly children. He buffed his reputation by throwing himself into charity work. He seems to have used his philanthropy both to identify vulnerable children for his personal sport and to inoculate himself against suspicion. The good deeds helped earn Savile two knighthoods, one bestowed by the queen, the other by the pope. He was Sir Jimmy, confidant — or at least photo-op accessory — of royals, prime ministers, even Beatles. He cultivated an aura of flamboyant eccentricity. Being the man-child Pied Piper of the pubescent was his shtick, his job, and cover for a brutal cunning. London police now say they are pursuing more than 300 leads, and that they believe Savile abused girls as young as 13 over the course of four decades — in his BBC dressing room, in hospitals where he was a benefactor, in the back of his white Rolls-Royce.

Branko Milanovic is an economist at the World Bank. He first became interested in income inequality studying for his PhD in the 1980s in his native Yugoslavia, where he discovered it was officially viewed as a "sensitive" subject — which meant one the ruling regime didn't want its scholars to look at too closely. But when Milanovic moved to Washington, he discovered a curious thing. Americans were happy to celebrate their super-rich and, at least sometimes, worry about their poor. But putting those two conversations together and talking about economic inequality was pretty much taboo. "I was once told by the head of a prestigious think tank in Washington, D.C., that the think tank's board was very unlikely to fund any work that had income or wealth inequality in its title," Milanovic ... explained in a recent book. "Yes, they would finance anything to do with poverty alleviation, but inequality was an altogether different matter." "Why?" he asked. "Because 'my' concern with the poverty of some people actually projects me in a very nice, warm glow: I am ready to use my money to help them. Charity is a good thing; a lot of egos are boosted by it and many ethical points earned even when only tiny amounts are given to the poor. But inequality is different: Every mention of it raises in fact the issue of the appropriateness or legitimacy of my income." When the discussion shifts from celebratory to analytical, the super-elite get nervous.
