Vets' vaccine alert after claims of dog deaths

Thousands of dogs across Britain are dying or suffering severe allergic reactions after being treated with a vaccine meant to protect them against mild bacterial infections. Fears over the safety of the vaccine against leptospirosis - a bacterial infection spread to dogs through rats and wild animals – have now led veterinary organisations to issue warnings about its side effects. The World Small Animal Veterinary Association (WSAVA) is urging owners not to use Nobivac L4 vaccine on puppies under 12 weeks old. However, [it] is still being administered in veterinary practices across Britain to dogs from seven weeks old, with little warning of the potential side effects. According to reports made to the Government's Veterinary Medicines Directorate (VMD) by pet owners, more than 120 dogs are feared to have died after receiving a dosage in the three years the product has been on the market. In the last two years, regulators have received 2,000 reports of dogs having suspected adverse or fatal reactions. Owners that have opted for the L4 vaccine ... have reported adverse effects including epileptic fits, swollen glands and blindness. The vaccine, which is manufactured by MSD Animal Health, a subsidiary of American conglomerate Merck Sharp & Dohme, is currently being monitored by the VMD. The regulator has however refused to reveal the total number of animals that had been affected since the product came onto the market, prompting concern among dog owners that the scale of problem is being kept hidden from the public.

Antarctic ozone layer is gradually healing, researchers find

The Antarctic ozone layer, which shields the Earth from harmful ultraviolet rays, shows encouraging signs that it's beginning to heal, according to research published in the journal Science. Scientists credit the healing to an international policy set nearly three decades ago that cut the production of ozone-destroying chemicals. That agreement - the 1987 Montreal Protocol on Substances that Deplete the Ozone Layer - called for the phase-out of substances including chlorofluorocarbons and halons, once present in refrigerators, aerosol cans and dry cleaning chemicals. "The ozone layer is expected to recover in response, albeit very slowly," wrote the researchers in the study. The ozone layer, a fragile shield of gas, protects animal and plant life on Earth from powerful UV rays. When the ozone layer is weakened, more UV rays can get through and affect humans, making them prone to skin cancer, cataracts and other diseases. There also may be consequences for plant life, including lower crop yields and disruptions in the ocean's food chain. The ozone hole was discovered in 1985, which led to the Montreal Protocol two years later. Researchers ... found that the hole in the ozone layer had shrunk by 1.5 million square miles, based on their measurements every September since 2000 to 2015. This area is equivalent to 4 million square kilometers, which is bigger than India. Since the Montreal Protocol went into effect, the amount of harmful chemicals has also decreased.

When will the White House tell us the whole truth about drone killings?

The Obama administration just released numbers suggesting ... that drone strikes in countries excluding Iraq, Afghanistan and Syria have resulted in between at least 64 and 116 noncombatant deaths during his administration. The president also issued an executive order effectively directing his successor to ... publish this data going forward. The new executive order means it will be harder for the next president to kill in total secrecy. Obama’s use [of drones] over the last seven years set a disastrous global precedent: using a new weapons technology as an excuse to kill in secret and without regard for international law. Today’s developments are an incremental but important step away from the notion that new technology is a license for secrecy. The downside, though, is that the drone data could be completely misleading – and provide a veneer of legitimacy to unlawful killings. There are reports of hundreds of unidentified people killed in apparent “signature strikes,” where targeting decisions were made on the basis of patterns of behavior rather than identification of a specific individual. Amnesty International and other groups have also documented so-called rescuer strikes, where the US killed or injured individuals who were trying to help the victims of an initial strike. The CIA, an agency with an extremely poor record of accountability to the public, is still conducting strikes. Its continued role is likely one reason we aren’t getting fuller answers to our questions about drones.

After studying the classics at Princeton, I trained in psychiatry at Yale and in psychoanalysis at Columbia. That background is why a Catholic priest had asked my professional opinion ... about whether [a self-styled Satanic high priestess] was suffering from a mental disorder. My subject’s behavior exceeded what I could explain with my training. She knew how individuals she’d never known had died, including my mother and her fatal case of ovarian cancer. Six people later vouched to me that, during her exorcisms, they heard her speaking multiple languages, including Latin, completely unfamiliar to her outside of her trances. This was not psychosis; it was what I can only describe as paranormal ability. I concluded that she was possessed. Much later, she permitted me to tell her story. For the past two-and-a-half decades and over several hundred consultations, I’ve helped clergy from multiple denominations and faiths to filter episodes of mental illness - which represent the overwhelming majority of cases - from, literally, the devil’s work. Questions about how a scientifically trained physician can believe “such outdated and unscientific nonsense,” as I’ve been asked, have a simple answer. I honestly weigh the evidence. Those who dismiss these cases unwittingly prevent patients from receiving the help they desperately require, either by failing to recommend them for psychiatric treatment (which most clearly need) or by not informing their ... ministers that something beyond a mental or other illness seems to be the issue.

G.M.O.s in Food? Vermonters Will Know

Nearly all food labels in Vermont are now required to disclose when products include genetically engineered ingredients. The requirement, passed two years ago, became effective on Friday. The rule is the first of its kind in the United States, and although it applies only within the tiny state, it is having national impact. Most major food and beverage companies have already added language to their labels to meet the new rule, rather than deal with the logistical hassle of having separate labels for different states. But not all the same products will definitely be on shelves. Vermont’s law requires the labeling of most packaged grocery products as well as any whole fruits or vegetables produced with genetic engineering. That means virtually all products containing derivatives of crops like corn, soy, canola and sugar from sugar beets will need labels, as most of those crops in the United States are grown from genetically modified seeds. Vermont’s law is careful, however, to exclude cheese, a big business in the state. The law also exempts meat from animals that have eaten feed made from genetically engineered grains. The labeling issue has generated heavy and frantic lobbying by the Grocery Manufacturers Association and the trade groups representing major commodity producers of crops like soy and corn, who have wanted a federal law that would prevent mandatory labels.

Google My Activity shows everything that company knows about its users – and there’s a lot

Google has launched a new site that shows absolutely everything it knows about its users. And there’s an awful lot of it. The new My Activity page collects all of the data that Google has generated by watching its customers as they move around the web. And depending on your settings that could include a comprehensive list of the websites you’ve visited and the things you’ve done with your phone. Google has long allowed its users to see the kinds of information that is being generated as people use the company’s products, including letting people listen in on automated recordings that it has made of its users. But the new page collects them together in a more accessible – and potentially more terrifying – way. The page shows a full catalogue of pages visited, things searched and other activity, grouped by time. It also lets people look at the same timeline through filters – looking at specific dates, which go all the way into the past, and specific products like Google search, YouTube or Android. When users open up the page for the first time, pop-ups make the case for why it has been launched and why Google collects quite so much data. By tracking people around the internet it can tailor those ads – but people can use the same site to opt out from the tracking entirely, or just delete information that they would rather wasn’t used for advertising. Users aren’t automatically opted into the interest-based advertising tools, despite heavily rolling out the feature.

Secret Rules Make it Pretty Easy for the FBI to Spy on Journalists

Secret FBI rules allow agents to obtain journalists’ phone records with approval from two internal officials - far less oversight than under normal judicial procedures. The classified rules ... govern the FBI’s use of national security letters, which allow the bureau to obtain information about journalists’ calls without going to a judge or informing the news organization being targeted. Obtaining a journalist’s records with a national security letter (or NSL) requires the signoff of the FBI’s general counsel and the executive assistant director of the bureau’s National Security Branch. The Obama administration has come under criticism for bringing a record number of leak prosecutions and aggressively targeting journalists in the process. In 2013, after it came out that the Justice Department had secretly seized records from phone lines at the Associated Press and surveilled ... reporter James Rosen, then-Attorney General Eric Holder tightened the rules. The FBI could not label reporters as co-conspirators in order to try to identify their sources - as had happened with Rosen - and it became more difficult to get journalists’ phone records without notifying the news organization first. Yet these changes did not apply to NSLs. Those are governed by a separate set of rules. The FBI issues thousands of NSLs each year, including nearly 13,000 in 2015. Over the years, a series of Inspector General reports found significant problems with their use, yet the FBI is currently pushing to expand the types of information it can demand with an NSL.

The last weekend of June every year for 37 years has been given over to the running of the Western States 100 Mile Trail Run, the premier endurance running race in the world. It starts [in] Squaw Valley and ends ... in Auburn, California, 100 miles distant with a cumulative altitude gain of 15,000 feet and a 22,000 foot descent. The lead runners take about 16 hours to finish. In comparison running a marathon is trivial. Thirty seven years ago my wife Ruth Anne and I created prizes for the oldest male and female finishers as a celebration of the human potential. 3500 masochists apply, 350 gain a lottery start, 280 finish, the ultimate goal is to finish under 24 hours which is rewarded by a silver buckle, the second prize is finishing under 30 hours and a bronze buckle. Last year, 2015, was Ruth Anne’s last hurrah. Her Alzheimer’s disease was brutal, she scarcely knew what was going. She died three weeks later, but she was there to join in the ecstasy as Gunhild Swanson became the first woman over 70 years of age to win a buckle. This year the joint was jumping as 72-year-old Wally Hesseltine hoped to be the oldest ever finisher. He made the finish in thirty hours and one minute. I presented our awards to the oldest female and male as usual. But I gave an extra shout out to Bruce Labelle, 60 years of age who finished nobly just as he had 35 years before. Any youngster can do the 100 mile race and keep it up once or twice, but for a 60-year-old to keep it up for 35 years should be celebrated and emulated.

Panel member quits 'doomed' Scottish Child Abuse Inquiry

A key member of the Scottish government's child abuse inquiry has resigned, saying it is "doomed" by government interference. Psychology professor Michael Lamb said there had been "repeated threats" to the independence of the Scottish Child Abuse Inquiry. The major review is scheduled to last four years, but has been criticised by survivors of abuse. The inquiry, which concerns historical allegations of child abuse in Scotland, will examine the extent of abuse of children in care, and identify any systemic failures. It launched a formal call for evidence in March, but has already heard from some seriously ill or very elderly survivors. Mr Lamb - one of three members of the panel, alongside chairwoman Susan O'Brien QC and Glenn Houston - said the project had "noble and worthy goals", but that it was ultimately "doomed". In a letter to Education Secretary John Swinney, he said: "It has become increasingly clear over the last nine months that the panel cannot act independently and that the Scottish government intends to continue interfering in ways large and small, directly and indirectly. Continuing interference threatens to prevent the inquiry from investigating thoroughly and taking robust evidence of the highest quality. The Scottish government has delayed or prevented the appointment of crucial members of staff for prolonged periods of time while its officials have questioned the decisions made by the supposedly independent inquiry."

Inside The Chicago Program That Is Slashing Youth Crime Rates

The Chicago-based program Becoming A Man is the type that allows rival gang members to sit together, just days after one group killed a member of the other, and calmly talk about their issues, according to John Wolf, senior manager of the University of Chicago’s Crime Lab. “They were talking through ways of finding peace and ways of making sure it didn’t escalate further,” [Wolf said]. For the past few years, Wolf and his colleagues have been studying the impact of the Becoming A Man program, which targets at-risk male students in Chicago public schools. The program, run by the non-profit organization Youth Guidance, allows students to participate in weekly group sessions that teach them how to be more conscious of their decision-making processes. A recent two-year evaluation of the program showed that between 2013 and 2015, there was a 50 percent decline in violent crime arrests for the 2,000 participants as compared to a control group. The program does not tell students how to behave, or instruct them as to the “right” thing to do, instead [emphasizing] only that the students carefully consider their decisions instead of rushing to act. BAM says its approach is cost-effective: Every dollar invested in the program is projected to return up to $30 in societal gains as a result of crime reduction. Also, because the program increases graduation rates of participants by 19 percent, it will likely produce additional long-term economic gains.

Innocent women tortured in Mexico to boost arrest figures, report says

Tailyn Wang was two months pregnant when federal police officers broke into her house in Mexico City, ripped off her nightgown and threw her to the ground. They groped her breasts while punching and kicking her in front of her terrified children, before taking her blindfolded to a police base – without an arrest warrant. Wang is one of scores of innocent women illegally arrested and tortured by Mexican security services looking to boost arrest figures to justify the war on drugs, according to damning new research by Amnesty International. Of the 100 women interviewed for the report, 72 said they were sexually abused during or soon after the arrest. Ten of the women were pregnant when arrested; eight subsequently suffered a miscarriage. The vast majority were young, poor, single mothers. Most spend years in prison awaiting trial, without access to adequate healthcare or legal advice. Wang, who has reported the torture to judges, prosecutors, doctors, and the National Commission for Human Rights, was falsely accused by an acquaintance, a local police officer, after he was also tortured. Reports of torture have increased exponentially in Mexico since former President Felipe Calderón first deployed tens of thousands of armed forces on the streets to combat warring drug cartels and organised crime. The navy, which has been deployed in some of the most violent states ... appears to have a particularly serious torture problem. Among the women interviewed by Amnesty, eight out of the ten arrested by the navy were raped.

The FDA is stockpiling military weapons and its not alone

The [FDA] amassed a stockpile of pistols, shotguns, and semiautomatic rifles, along with ample supplies of ammunition, liquid explosives, gun scopes, and suppressors. Between 2006 and 2014, [the Animal and Plant Health Inspection Service, an agency of the USDA] spent nearly $4.8 million to arm itself. And far from being an outlier, it is one of dozens of federal agencies that spends lavishly on guns, ammunition, and military-style equipment. A report issued this month by American Transparency ... chronicles the explosive - and expensive - trend toward militarizing federal agencies, most of which have no military responsibilities. Between 2006 and 2014, the report shows, 67 federal bureaus, departments, offices, and services spent at least $1.48 billion on ammunition and material one might expect to find in the hands of SWAT teams, Special Forces soldiers - or terrorists. The Internal Revenue Service, for example, now spends more than $1 million annually on firearms, ammunition, and military gear. Since 2006, the Department of Veterans Affairs ... has poured nearly $11.7 million into guns and ammo. Even the Smithsonian Institution and the Social Security Administration have each devoted hundreds of thousands of dollars to weaponry. There are now fewer US Marines than there are officers at federal administrative agencies with the authority to carry weapons and make arrests.

Pope Francis Says Church Should Apologize to Gays

Pope Francis said on Sunday that Christians and the Roman Catholic Church should seek forgiveness from gays for the way they had treated them. Francis was asked by a reporter if he agreed with recent comments by a Roman Catholic cardinal from Germany that the church should apologize to gays and if an apology was made more urgent by the killing of 49 people at a gay club in Florida this month. Francis, looking sad, recalled church teachings that homosexuals “should not be discriminated against. They should be respected, accompanied pastorally,” he said. Then he added that he thought the church should apologize not only to gay people it had offended, but also to the poor, to women who have been exploited, and to children who have been exploited by being forced to work. “It must apologize for having blessed so many weapons,” Francis added. The pope repeated a slightly modified version of the now-famous “Who am I to judge?” comment he made about gays on the first foreign trip after his election in 2013. “The questions is: If a person who has that condition, who has good will, and who looks for God, who are we to judge?” he said.

Tape over your laptop camera? Why it might not be as paranoid as it seems

A photo circulating online of Facebook CEO Mark Zuckerberg's personal laptop has ignited a conversation about data security. The photo shows a smiling Zuckerberg sitting next to his laptop. His computer's camera and microphone are covered with tape. Tape? Yes, tape. Covering a computer's camera doesn't protect the device from being hacked, but it does prevent a hacker from being able to see whatever the camera sees. Covering a laptop's microphone can muffle the audio enough to prevent a hacker from listening in, uninvited. Security experts say it's not paranoid - it's good sense. A hacker can get access to your entire computer, without your knowledge, relatively easily. [Security professional Dave] Lewis said he's been able to breach a system and take control of a person's laptop camera without their knowledge. "And it doesn't even always trip the light that shows the camera is live," he added. Unsurprisingly to many, women tend to be targets for this kind of hacking. It's more common than we think, said John Scott-Railton, a senior researcher at the ... University of Toronto. Scott-Railton said this practice is called "ratting," adding sometimes hackers will trade access to hacked computers. He said the same kind of software used to hack women's webcams is used to hack political dissidents, members of activist groups, and journalists. "These are people that are regularly targeted by different hacking groups because of their work. We have evidence that they're spied on through their webcams," he said.

On September 18, 2015, Guatemalan professor Rigoberto Lima Choc awaited a judges decision on an issue he had been the first to uncover: A company was polluting the waters of La Pasin River. Lima Choc had not only documented and reported the problem but had also taken journalists and photographers to witness the fish slaughter. That day, as he walked down the steps of the courthouse, two men on a motorcycle approached and fired at him. He died on the spot. Lima Chocs death is, sadly ... not an exception. Through 2015 a worldwide total of 185 murders of this kind were documented by the nongovernmental organization Global Witness. A detailed report on these deaths ... implies a significant growth from one year to the next. Latin America had the dubious honor of being the region with the highest number of conservationist murders - 122; Brazil took the lions share with 50 killings. Indigenous communities are especially vulnerable, and it is there where most environmental activists are killed. Just a few cases [leave] a documented record. Osvaldo Durn, spokesman of the Costa Ricabased Federation for the Conservation of the Environment ... points out that many times the government does nothing to defend people or groups under attack; and that sometimes it even orchestrates disinformation campaigns. Lisa Alamia had the jaw surgery in December. She underwent the procedure to correct a serious overbite, and it was a success, according to Houston Methodist Sugar Land Hospital. The 33-year-old woke up and had minimal swelling. But then she began to talk. The voice coming out of Alamia’s mouth didn’t sound like it belonged to a Houston-area native. It sounded British. “My daughter laughs at the way I say ‘tamales.’ I used to be able to say it like a real Hispanic girl,” Alamia told KHOU. “Now, I cannot.” Months later, she still speaks as if she’s from across the pond. Eventually, she saw neurologist Toby Yaltho at Houston Methodist Sugar Land Neurology Associates, who diagnosed her with a very rare condition: Foreign Accent Syndrome, or FAS. The rare speech disorder was first described in 1907 by French neurologist Pierre Marie, and since then, there have been only about 100 documented cases. A person with FAS has an accent considered by the patient, others and doctors to sound “foreign” and unlike the patient’s previous dialect. Previous exposure to such an accent isn’t necessary. FAS usually follows stroke, while it’s also been diagnosed following traumatic brain injury, cerebral hemorrhage and multiple sclerosis. Only a few cases seem to have psychological origins. The cause of Alamia’s FAS remains a mystery. “Everything came back normal,” Yaltho said in a release. “There was no evidence of stroke or other abnormalities.”

In 2009, I was living in Tel Aviv during Operation Cast Lead. During that offensive, Israel killed about 1,400 Palestinians in Gaza. To take concrete action to bring about freedom and full rights for Palestinians ... I embraced the Boycott, Divestment, and Sanctions movement. The non-violent effort, started in 2005 by a broad coalition of Palestinian civil society organizations, is a call for solidarity from the international community until Israel complies with international law and ends its violations of Palestinian rights. It’s hard going though. Seven years later, there have been two more horrific assaults on Gaza. During this time there have been attacks on Israeli civilians too. These are a horrifying symptom of ongoing occupation and repression, as Tel Aviv Mayor Ron Huldai pointed out after a recent attack in Tel Aviv killed four Jewish Israelis. BDS is a powerful way to encourage the state to act. But our efforts have been threatened here in the United States by a nationally coordinated, well-funded strategy financed by the Israeli government and advocacy organizations. Over the last year, 22 states have introduced or passed anti-BDS legislation. Many of these measures make it illegal for states to do business with companies that support BDS. New York Gov. Andrew Cuomo (D) has escalated that strategy with a draconian executive order that would create a blacklist of companies and organizations that choose not to invest in Israel or that advocate for BDS.

Australian commission: Military cadets raped as initiation

Teenage recruits were raped by staff and forced to rape each other as part of initiation practices in the Australian military going back to 1960, a public inquiry heard on Tuesday. The Royal Commission into Institutional Responses to Child Sex Abuse is hearing evidence from men and women who say they were sexually abused when they were as young as 15, in certain divisions of the Australian defense force. This commission is focusing on alleged abuse at the naval training center HMAS Leeuwin in Western Australia and the army apprentice school Balcombe in Victoria during the 1960s, '70s and '80s and also among cadets with the Australian defense force since 2000. In total, 111 victims came forward to report abuse. More than a dozen of them will give evidence to the inquiry. "On multiple occasions, I was snatched from my bed in the middle of the night by older recruits and dragged to a sports oval," said one male witness who wasn't named. The witness said he was forced to rape other recruits, and was raped himself by older recruits and staff. "The environment made it useless to resist," he said. "One could stand only so much abuse before realizing that saying 'no' was pointless." Many survivors say that when they reported the abuse, they were ignored, punished, or told it was "a rite of passage" in their initiation period. The inquiry also will hear evidence from former and current staff members, and examine the handling of complaints and the responses to claims for compensation.

Triple amputee doctor: Disability doesn't define you

If you had asked me 20 years ago where I would be, I never would have imagined I would be a physician working at UCLA Health, one of the best medical centers in the country. For over 25 years, my physical disability threatened to define who I was and what others thought I could become. I contracted meningococcal disease at 8 years of age. The infection overwhelmed my body's defenses, and I became a triple amputee. The disease left me with just enough to survive and carry on: two full fingers of the left hand, the thumb and ring finger. The first few years were physically and emotionally grueling; I was in and out of the hospital for surgical procedures to make my lower limbs fit better into prosthetic legs. I couldn't walk for nearly three years. I grew so quickly, my prosthetic legs could not keep up. My father would give me piggyback rides from the car to our house. My mother, who became blind as a teen, learned how to help me dress and put on my prosthetic legs every morning for school. My younger brother, Tarring, would help bring things to me since my mobility was limited. And my older sister, Nellie, was and is my inspiration and role model. I have been extremely lucky to have a strong and resilient family. I was lucky to be in a place where I had great medical care and where I had a community of friends and schools that supported my recovery and believed in my ability to succeed despite my disability. But luck is only part of my success; it takes courage, determination, honesty and integrity to pursue your dreams.

It is one of the world's biggest conspiracy theories – that the west was involved in plotting, organising, and even carrying out the 9/11 terror atrocities. One longstanding view is the towers would not have collapsed in the way they did if they were hit by aircraft. Some claim there must have been a "controlled detonation" at ground level for the Twin Towers to fall in on themselves as they did. One key part of their argument is the collapse of a third smaller tower, called Building 7, at the World Trade Centre complex, several hours after the huge skyscrapers fell. Now, the University of Alaska is sponsoring a full investigation into claims that World Trade Center Building 7 was brought down by a controlled demolition during the 9/11 attacks. Dr J Leroy Hulsey, chair of the University of Alaska Fairbanks’ (UAF) Civil and Environmental Engineering Department, has partnered with architects and engineers linked to campaign group 9/11 Truth to evaluate the causes of its collapse. WTC7 was not hit by a plane. However, it collapsed at 5:20 p.m. According to the National Institute of Standards and Technology (NIST), the official cause for the collapse was office fires. A growing number of family members, activists, architects and engineers question the official theory for collapse and are seeking a new investigation into WTC7. Dr Hulsey ... said: “NIST says the building fell down due to office fires. Our investigation will evaluate the probability that this was the cause of the collapse.”
