Buried beneath a bomb-damaged building [is] a secret library that provides learning, hope and inspiration to many in the besieged Damascus suburb of Darayya. "We saw that it was vital to create a new library so that we could continue our education. We put it in the basement to help stop it being destroyed by shells and bombs like so many other buildings here," says Anas Ahmad, a former civil engineering student who was one of the founders. The siege of Darayya by government and pro-Assad forces began nearly four years ago. Since then Anas and other volunteers, many of them also former students whose studies were brought to a halt by the war, have collected more than 14,000 books on just about every subject imaginable. We read how in the past everyone turned their backs on a particular nation, yet they still made it. So we can be like that too." Police are investigating multiple child abuse allegations levelled directly against Australia's most senior Catholic cleric Cardinal George Pell, the ABC's 7.30 program has revealed. Victoria Police's Taskforce SANO, which investigates complaints coming out of the Royal Commission into Institutional Responses to Child Sexual Abuse, has been examining the allegations by complainants from Ballarat, Torquay and Melbourne for more than a year. They include allegations about incidents which allegedly happened during Cardinal Pell's time as Archbishop of Melbourne in the 1990s. A further complaint about George Pell ... relates to the period in the 1990s when George Pell was setting up the Melbourne Response - the Australian Catholic Church's first attempt to seriously address child abuse. It involves two teenage choirboys who asked their parents to leave the choir soon after the alleged abuse had occurred. One of the boys died in tragic circumstances two years ago and the other is working with Taskforce SANO detectives. 7.30 has met that young man and the family of his former friend who died. The royal commission advises that these sorts of allegations are outside its terms of reference, because it only investigates institutional responses to child abuse, and it refers any new complaints of clergy abuse to police. The alleged behaviour raises serious questions about whether George Pell was ever an appropriate person to drive the Church's response to child sexual abuse.

The president of the Australian Human Rights Commission, Gillian Triggs, has called for an inquiry into juvenile detention after the ABC aired harrowing footage of apparent abuses of young people in custody in the Northern Territory. The program also prompted the leader of the NT, Adam Giles, to pledge he would seek advice on establishing a royal commission. The ABC's Four Corners program on Monday night aired footage of a 17-year-old boy, one of six boys tear-gassed at a juvenile detention centre near Darwin, being hooded and strapped to a mechanical restraint chair. The footage is part of a catalogue of evidence obtained by Four Corners of the repeated assault and mistreatment of boys at youth detention centres in the Northern Territory. Amnesty International has described the abuses carried out against children as shown in the Four Corners program as a violation of both the UN Convention on the Rights of the Child and the Convention Against Torture. Julian Cleary, Indigenous rights campaigner at Amnesty International Australia, called for an end to the systemic abuse of children in youth detention. "To see a crying, distressed child seized by his neck, forced to the ground, manhandled, stripped naked by three grown men and left naked in a cell is just sickening," he said. "The footage of guards laughing at a child being tear-gassed and in distress defies belief." The NT has the highest rate of youth detention in Australia, and 95 per cent of detainees are Aboriginal.

19,000 internal Democratic Party emails released on Friday by WikiLeaks [set] off a frenzy on the eve of the party’s quadrennial nominating convention and forc[ed] the resignation of the party chairwoman, Debbie Wasserman Schultz. Some of the emails revealed internal discussion by D.N.C. officials — obligated under party rules to remain neutral in the presidential primary — about how to discredit Senator Bernie Sanders of Vermont, enraging some of his supporters. Some ... are highly critical of Mr. Sanders. But the leaked cache also included thousands of emails exchanged by Democratic officials and party fund-raisers, revealing in rarely seen detail the elaborate, ingratiating and often bluntly transactional exchanges necessary to harvest hundreds of millions of dollars from the party’s wealthy donor class. The emails capture a world where seating charts are arranged with dollar totals in mind, where a White House celebration of gay pride is a thinly disguised occasion for rewarding wealthy donors and where physical proximity to the president is the most precious of currencies. Donors who raise $1.25 million for the party — or who give $467,000 — are entitled to priority booking in a top hotel, nightly access to V.I.P. lounges and an “exclusive roundtable and campaign briefing with high-level Democratic officials,” according to a promotional brochure obtained by The Times.

Sister Madonna Buder stood on the shore of Peoples Pond at Irene Rinehart Riverfront Park on Saturday morning. She made the sign of the cross and said a small prayer just before diving in head first. Her journey sent her through one mile of water, 24 miles on a bike and six miles on foot. But this was not new to her. The Ellensburg Olympic Triathlon was not her first race. Buder ... did not develop a passion for running until she was 48 years old. By then she was heavily involved in the Catholic church after becoming a nun at the age of 23. Since she started training, she has competed in many events including the 1982 Boston Marathon and her first triathlon in Banbridge, Ireland. In 2006 she was the oldest woman ever to complete the Hawaiian Ironman and in 2014 was inducted into the USA Triathlon Hall of Fame. Having raced more than 325 triathlons, people are still amazed at her accomplishments. She is an extraordinary accomplished person in general fitness, said fellow Olympic Triathlon participant Vince Nethery. She finished and was able to take care of business. Buder has not only seen victories but also had to climb over some obstacles during her career. Over her 39 years of competing she has fractured her pelvis, torn her meniscus and broke her femur. Dozens of American restaurant chains, supermarket chains and dining service companies have committed in the last two years to ending their use or sales of eggs laid by caged hens. On Monday, one of the world’s largest food service suppliers, Paris-based Sodexo, upped the ante, saying it would switch to cage-free eggs in all its global operations by 2025. The announcement by a major international company is a sign that the rapid shift in the United States to cage-free eggs, led by consumers but long championed by animal rights activists, is going more global. It came after talks with animal rights groups, as well as an international animal rights coalition recently formed by The Humane League, a small American farm animal rights organization that has driven several U.S. companies’ pledges to swear off eggs from caged hens. In February 2015, Sodexo became one of the first large companies to commit to a totally cage-free egg future. [The announcement] was followed by a string of other similar corporate pledges. In the United States, increasing consumer concern about how animals are raised for food has driven demand for meat and poultry that is free-range, antibiotics-free, grass-fed and otherwise perceived as healthier or more humane. Government researchers in Brazil are set to explore the country's peculiar distribution of Zika-linked microcephaly - babies born with abnormally small heads. Zika virus has spread throughout Brazil, but extremely high rates of microcephaly have been reported only in the country's northeast. Although evidence suggests that Zika can cause microcephaly, the clustering pattern hints that other environmental, socio-economic or biological factors could be at play. “We suspect that something more than Zika virus is causing the high intensity and severity of cases,” says Fatima Marinho, director of information and health analysis at Brazil’s ministry of health. If that turns out to be true, it could change researchers' assessment of the risk that Zika poses. Zika was discovered in 1947 and hadn’t been implicated in birth defects until now. The northeast was where the first reported surge in microcephaly cases in Brazil began a year ago. Health officials had expected that they would later see the same high rates in other parts of the country. But as of 20 July, almost 90% of the 1,709 confirmed cases of congenital microcephaly or birth defects of the central nervous system reported in Brazil since last November were in a relatively small area ... about the size of the United Kingdom, whereas Brazil is almost as large as the United States. There are many hypotheses about what might be going on. Marinho says that her team's data, submitted for publication, hint that socio-economic factors might be involved.

WikiLeaks published the DNC’s hacked emails. There has been a flurry of accusations – including from the Hillary Clinton campaign – that Russian president Vladimir Putin orchestrated both the hack and the leak, in an attempt to help Donald Trump win the presidency. It’s amazing how quickly the media are willing to forgo any skepticism and jump to conspiracy-tinged conclusions where Putin is involved. There is some circumstantial evidence that the hack may have originated in Russia, but there are also many questions that haven’t been resolved. As Adam Johnson detailed, when you look closely, the evidence is shoddy and often contradictory. The bulk of the “evidence” has come from the statements of cybersecurity firms FireEye and Crowdstrike, both of which have lucrative contracts with the US government. As FireEye’s CEO once made clear, his company has a financial stake in nation-state hacking tensions. As Edward Snowden pointed out ... with an accompanying NSA document, “Our government specifically authorized the hacking of political parties.” The US has also considered hacking and then releasing sensitive and embarrassing information in China in retaliation for cybersecurity attacks, as the New York Times reported last year. If the US wants to place blame at the feet of the Russians, they should do so transparently and in public, without leaving it to anonymous officials and cybersecurity firms to make claims without providing hard evidence.

A safeguard for Medicare beneficiaries has become a way for drugmakers to get paid billions of dollars for pricey medications at taxpayer expense. The cost of Medicare’s “catastrophic” prescription coverage jumped by 85 percent in three years, from $27.7 billion in 2013 to $51.3 billion in 2015. Out of some 2,750 drugs covered by Medicare’s Part D benefit, two pills for hepatitis C infection - Harvoni and Sovaldi - accounted for nearly $7.5 billion in catastrophic drug costs in 2015. Medicare’s catastrophic coverage was originally designed to protect seniors with multiple chronic conditions from the cumulatively high costs of taking many different pills. Beneficiaries pay 5 percent after they have spent $4,850 of their own money. With some drugs now costing more than $1,000 per pill, that threshold can be crossed quickly. Lawmakers who created Part D in 2003 also hoped added protection would entice insurers to participate in the program. Medicare pays 80 percent of the cost of drugs above a catastrophic threshold that combines spending by the beneficiary and the insurer. That means taxpayers, not insurers, bear the exposure for the most expensive patients. Catastrophic spending accounts for a fast-growing share of Medicare’s drug costs, which totaled nearly $137 billion in 2015. The catastrophic share was 37 percent, yet only about 9 percent of beneficiaries reached the threshold for such costs. Catastrophic coverage will soon cost as much as the entire prescription program did when it launched. Experts say the rapid rise in spending for pricey drugs threatens to make the popular prescription benefit financially unsustainable.

A Wall Street Journal reporter was detained by federal agents at the Los Angeles airport who demanded to confiscate her two cell phones. Maria Abi-Habib, a reporter who covers the Middle East for the paper, detailed in a long Facebook post Thursday how Department of Homeland Security agents detained her in "a special section of LAX airport" to ask her questions. Abi-Habib has both U.S. and Lebanese citizenship and was traveling on an American passport. "They grilled me for an hour," she wrote. The agents then asked for her cellphones. "That is where I drew the line," Abi-Habib wrote. "I told her I had First Amendment rights as a journalist she couldn't violate and I was protected under." The agent then presented a DHS document that read that the government has the right to confiscate phones within 100 miles from U.S. borders. "If they forgot to ask you at JFK airport for your phones, but you're having a drink in Manhattan the next day, you technically fall under this authority," she wrote. "And because they are acting under the pretense to protect the U.S. from terrorism, you have to give it up." Abi-Habib told the agents that they would have to call the Wall Street Journal's lawyers because the phones are the property of the newspaper. This led to the agent accusing her of "hindering the investigation." The agent left to speak with her supervisor, returning 30 minutes later to tell Abi-Habib that she was free to go. DHS acknowledged the incident occurred, [and] asserted it has legal authority to confiscate anyone's electronics.

One of the most tortured men in the history of Guantánamo Bay has received clearance from the wartime prison’s quasi-parole board to leave after nearly 14 years of detention without charge. Mohamedou Ould Slahi, a Mauritanian citizen whose harrowing account of his torture at Guantánamo Bay became an international bestseller in 2015, will soon leave behind the Cuban detention center where US military personnel contorted his body; bombarded him with noise; deprived him of sleep; stuffed his clothing with ice during a nighttime boat ride meant to to convince him he was headed to an even worse place; threatened his life; and threatened his mother with rape. A nonlegal panel representing various US security agencies tasked with assessing threats posed by Guantánamo’s 76 residual detainees, found Slahi to represent no “continuing significant threat to the security of the United States”. The consensus decision, reached on 14 July, was made public on Wednesday. A federal judge in 2010 [had previously] ordered him freed for lack of evidence untainted by torture to justify his detention, yet the US justice department appealed. In the summer of 2003, senior Guantánamo officials, believing Slahi was an important link to al-Qaida, sought and received permission from the Pentagon to torture him. US defense secretary Donald Rumsfeld personally approved Slahi’s torture. In his book, Slahi recalled ... that he would tell his tormentors whatever they wished to hear. “I don’t care, as long as you are pleased,” Slahi informed his interrogators.

Dozens of people who were child patients at a psychiatric hospital in the 1960s and 70s claim they were experimented on with a so-called truth serum. "I was your typical 60s teenager," says Marianne. At the age of 14, she [was] sent to Aston Hall, a "mental deficiency hospital". Many claim they were experimented on by the hospital's medical superintendent Dr Kenneth Milner using a drug called sodium amytal. It is known as a "truth serum" for its supposed ability to retrieve ... memories. Former patients ... remember being locked in a small treatment room with a mattress on the floor. Some say their hands were tied with bandages before they were injected. Marianne says she had an internal examination in the room, which was embarrassing and unnecessary, and other patients have alleged sexual abuse by Dr Milner. [She] recalls a session with the doctor where she was stripped, made to wear a stiff white gown and told she would be asked some questions. Then he injected her with a drug that heavily sedated her. "I can remember equating it to being drunk." Her account is similar to those of other former patients at the time, who remember being locked in a small treatment room with a mattress on the floor. Some say their hands were tied with bandages before they were injected. Nearly all the patients we spoke to agreed Dr Milner asked very personal sexual questions during treatment. While former patients search for answers about what really happened to them, they may have to live with the harmful effects of the treatment for the rest of their lives.

Naloxone works by blocking the effect that painkillers and heroin have in the brain and reversing the slowed breathing and unconsciousness that come with an overdose. But as the demand for naloxone has risen - overdose deaths now total 130 every day, or roughly the capacity of a Boeing 737 - the drug’s price has soared. Not long ago, a dose of the decades-old generic drug cost little more than a dollar. Now the lowest available price is nearly 20 times that. In 2014, more than 47,000 Americans died from drug overdoses. That was 50% more deaths than from highway accidents ... and more overdose deaths than any year on record. The overdose crisis has its roots in the 1990s, when doctors began prescribing more and higher doses of painkillers [in response] to campaigns, often funded behind the scenes by drug makers, that urged doctors to prescribe the strongest painkillers not just to cancer patients and others in severe pain, but also to those with milder pain. The narcotic manufacturers’ funding of those campaigns ... came to light through evidence unearthed in lawsuits and investigative journalism reports. Since 1999, the amount of prescription opioids such as oxycodone, morphine and hydrocodone sold in the U.S. nearly quadrupled. During that same time, deaths from those drugs quadrupled. The lethal side effects of that booming prescription painkiller market has now sparked a moneymaking opportunity with naloxone.

Federal election observers can only be sent to five states in this year’s U.S. presidential election, among the smallest deployments since the Voting Rights Act was passed in 1965 to end racial discrimination at the ballot box. The plan ... reflects changes brought about by the Supreme Court’s 2013 decision to strike down parts of the Act, a signature legislative achievement of the 1960s civil rights movement. Voting rights advocates told Reuters they were concerned that the scaling-back of observers would make it harder to detect and counter efforts to intimidate or hinder voters, especially in southern states with a history of racial discrimination at the ballot box. The Supreme Court ruling undercut ... the Justice Department’s ability to select voting areas it deemed at risk of racial discrimination and deploy observers there. Eleven mostly Southern states had been certified as needing federal observers by the department. Federal observers can still be sent to monitor elections but only when authorized by federal court rulings. Currently, courts have done so in five states: Alabama, Alaska, California, Louisiana, and New York, according to the Justice Department. In recent presidential elections, the Justice Department has sent more than 780 people to watch elections around the country. Attorney General Loretta Lynch said on Friday the Justice Department's ability to deploy election observers had been "severely curtailed" by the Supreme Court’s decision.

A federal appeals court ruled Friday that the U.S. Navy was wrongly allowed to use sonar that could harm whales and other marine life. The Ninth U.S. Circuit Court of Appeals reversed a lower court decision upholding approval granted in 2012 for the Navy to use low-frequency sonar for training, testing and routine operations. The five-year approval covered peacetime operations in the Pacific, Atlantic, and Indian Oceans and the Mediterranean Sea. Sonar, used to detect submarines, can injure whales, seals, dolphins and walruses and disrupt their feeding and mating. The 2012 rules adopted by the National Marine Fisheries Service permitted Navy sonar use to affect about 30 whales and two dozen pinnipeds, marine mammals with front and rear flippers such as seals and sea lions, each year. The Navy was required to shut down or delay sonar use if a marine mammal was detected near the ship. Loud sonar pulses also were banned near coastlines and in certain protected waters. Environmental groups, led by the Natural Resources Defense Council, filed a lawsuit in San Francisco in 2012, arguing that the approval violated the Marine Mammal Protection Act. The appellate court ruled 3-0 that the approval rules failed to meet a section of the protection act requiring peacetime oceanic programs to have "the least practicable adverse impact on marine mammals." The panel concluded that the fisheries service "did not give adequate protection to ... the world's oceans."

Robert Mazur was a federal agent. He infiltrated Pablo Escobar's Colombian drug cartel for two years in the mid-1980s by pretending to be Robert Musella, a money-laundering, mob-connected businessman. "My role was to come across to the cartel as a credible money launderer," Mazur said. As an undercover operative, he was working with the Bank of Credit and Commerce International, a Luxembourg-based bank with branches in more than 70 countries, in order to launder the cartel's money. At one point, he was out at a social event in Miami with a senior bank officer at BCCI who asked him point blank, "You know who the biggest money launderer in the world is? But at the state-run Bank of the Republic there is a window they call the "sinister window" or the "anonymous window." There, you can trade in as much U.S. currency as you want. The central bank exchanges it for Colombian pesos at a high rate immediately. Mazur recalls the banker asking: "What do you think happens with that cash? It gets put on pallets, they shrink-wrap it and they're sending hundreds of millions of dollars back to the Federal Reserve. Why didn't anyone ... ask where this money was coming from?"
