A research team at the University of Bristol has developed a way to use a type of nuclear waste to generate electricity in a nuclear-powered battery that is an actual diamond. Such a battery produces very low power, but has no moving parts, no emissions of any type including radiation, needs no maintenance, does not need to be recharged and will operate for thousands of years. The team grew a man-made diamond that, when placed in a radiation field, was able to generate a small electrical current. And the radioactive field can be produced by the diamond itself by making the diamond from radioactive carbon-14 extracted from nuclear waste. Diamonds are made from pure carbon subjected to high pressures, usually deep in the Earth’s crust. But we have been artificially making them for decades. The normal way to produce electricity is to use energy, like burning coal or capturing wind, to move a magnet through a coil of wire to generate a current. However, a diamond is able to produce a charge simply by being subjected to a radiation field. The cost to produce a diamond is a lot less than disposing of used nuclear fuel and nuclear waste. FBI agents arrested former Insys Therapeutics CEO Michael Babich and five other former company executives on Thursday for allegedly bribing doctors to prescribe an extremely addictive opioid painkiller to patients who didn’t need it. The Department of Justice (DOJ) alleges that the executives took part in a “nationwide conspiracy” to give healthcare providers kickbacks in exchange for the improper prescribing of Subsys - an opioid medication containing the highly addictive substance fentanyl, which is considered even more dangerous than painkillers like Vicodin. Subsys is meant to provide pain relief to cancer patients who are going through particularly excruciating pain episodes. It’s reserved for these neediest of patients due to its potency and addictive qualities. But federal prosecutors allege that Babich and his co-conspirators doled out kickbacks to doctors who prescribed the drug even to non-cancer patients, and even set up a special “reimbursement unit” to sway insurance companies and pharmacy benefits managers to provide coverage for these non-authorized uses. The charges range from racketeering to conspiracy to mail and wire fraud. The FBI’s actions come in the wake of a newly invigorated federal effort to tackle the prescription painkiller epidemic, which has claimed the lives of more than 165,000 Americans since 1999.

Sweden is so good at recycling that, for several years, it has imported rubbish from other countries to keep its recycling plants going. Less than 1 per cent of Swedish household waste was sent to landfill last year or any year since 2011. “We worked on communications for a long time to make people aware not to throw things outdoors so that we can recycle and reuse,” says Anna-Carin Gripwall, director of communications for Avfall Sverige, the Swedish Waste Management’s recycling association. Over time, Sweden has implemented a cohesive national recycling policy so that even though private companies undertake most of the business of importing and burning waste, the energy goes into a national heating network to heat homes through the freezing Swedish winter. “That’s a key reason that we have this district network, so we can make use of the heating from the waste plants. In the southern part of Europe they don’t make use of the heating from the waste, it just goes out the chimney. Here we use it as a substitute for fossil fuel,” Ms Gripwell says. In the trove of documents provided by former National Security Agency contractor Edward Snowden is a treasure. The final result of the US presidential election is still unclear almost a month after polling day – and the recount in Michigan has now been thrown into chaos because of broken voting machines. As officials began a full recount in the swing state, it emerged that faulty machines mean half of all votes cast in the city of Detroit may be ineligible for recount. A third of voting precincts in Wayne County, that largest of Michigan's counties, could also be disqualified. The problems were discovered after voting clerks were unable to match the number of votes cast on the machines with the number of people who had been registered at polling stations. Officials said at least 87 of Detroit’s decade-old voting machines had failed on Election Day, with many jamming when ballot papers were fed in. In 392 of the city’s 662 voting precincts, the number of votes recorded on machines was not the same as the number of voters registered by polling station staff. According to Michigan state law, voting precincts where polling registers do not match with voting machines cannot be included in a recount. In that situation, the original election result will stand. The potential recount ineligibility of so many areas could hinder Hillary Clinton, who significantly outperformed Mr Trump in both Detroit and Wayne County and whose hopes of winning Michigan rest largely on uncounted ballots being found in Wayne County.

Moving to address income inequality on a local level, the City Council in Portland, Ore., voted on Wednesday to impose a surtax on companies whose chief executives earn more than 100 times the median pay of their rank-and-file workers. The surcharge, which Portland officials said is the first in the nation linked to chief executives’ pay, would be added to the city’s business tax for those companies that exceed the pay threshold. Under the new rule, companies must pay an additional 10 percent in taxes if their chief executives receive compensation greater than 100 times the median pay of all their employees. Companies with pay ratios greater than 250 times the median will face a 25 percent surcharge. The tax will take effect next year, after the Securities and Exchange Commission begins to require public companies to calculate and disclose how their chief executives’ compensation compares with their workers’ median pay. The S.E.C. rule was required under the Dodd-Frank legislation enacted in 2010. Criticism of how much chief executives are paid has risen in recent years as their compensation has grown substantially. Boys should not be circumcised until they are old enough to choose for themselves, doctors in Denmark have said. The Danish Medical Association said it had considered suggesting a legal ban on the procedure for children under the age of 18, because it believed circumcision should be “an informed, personal choice” that young men make for themselves. When parents have their sons circumcised, it robs boys of the ability to make decisions about their own bodies ... the organisation said. Lise Mřller, chair of the Doctors' Association Ethics Board, said it was wrong to deny an individual the right to choose whether or not they wanted to be circumcised. The organisation said that because male circumcision is not without risk it should only be performed on children when there is a documented medical need. The doctors stopped short of calling for an all-out legal ban on the procedure, which is currently allowed but remains relatively rare in Denmark, because it said the move could have too many negative consequences. “We have discussed it thoroughly, also in our ethics committee," Ms Mřller said. "We came to the conclusion that it is difficult to predict the consequences of a ban – both for the involved boys, who could for example face bullying or unauthorised procedures with complications – and for the cultural and religious groups they belong to." The Pentagon has buried an internal study that exposed $125 billion in administrative waste in its business operations. Pentagon leaders had requested the study to help make their enormous back-office bureaucracy more efficient. But after the project documented far more wasteful spending than expected, senior defense officials moved swiftly to kill it by discrediting and suppressing the results. The report, issued in January 2015, identified “a clear path” for the Defense Department to save $125 billion over five years. The plan would not have required layoffs of civil servants or reductions in military personnel. Instead, it would have streamlined the bureaucracy ... curtailed high-priced contractors and made better use of information technology. The study was produced last year by the Defense Business Board, a federal advisory panel. Their report revealed ... that the Pentagon was spending almost a quarter of its $580 billion budget on overhead and core business operations such as accounting, human resources, logistics and property management. Law enforcement officials announced last spring that they were pursuing fraud investigations against the world’s largest oil company, ExxonMobil. “Fossil fuel companies ... deceived investors and consumers about the dangers of climate change,” [Attorney General Maura] Healey said at the time. Now those words are being used against Healey, in a lawsuit filed by ExxonMobil. A web of truthiness, post-truths and half-truths is replacing a once-shared goal of knowing the actual truth. Ever since Eddie Bernays changed his occupation from “advertising man” to “public relations expert” a century ago, the distortion and manipulation of the truth through covert campaigns has been a mainstay of public life. We make light of it by calling it “spin” instead of covert information warfare, but covert warfare it is, and the prize is the capture of friends and enemies alike in webs of disinformation. Words - stories, narratives - have been weaponized and collateral damage is extensive. The Russians excelled in the use of stolen material ... to affect the recent campaign. They have done the same with neighbor countries to undermine clarity about their intentions and actions. There is a NATO group, for example, that does nothing but peruse Russian propaganda to understand it, but it was discovered that ... they unconsciously absorbed false material as if it was true, because that’s what the mind does, it treats data as data, even when it knows the data is a fiction. So the NATO group has to be debriefed in order to recalibrate their maps of the real to ... well, to the real. But who debriefs the debriefers? Who debriefs us? The inability to discriminate between plausible and crazy plus the impossibility of knowing what’s real in this perpetual fog of information warfare causes anxiety and fear, which people counter with narratives to comfort the afflicted soul. Then it’s called “truth.”

The Iraqi army, backed by US-led airstrikes, is trying to capture east Mosul at the same time as the Syrian army and its Shia paramilitary allies are fighting their way into east Aleppo. An estimated 300 civilians have been killed in Aleppo by government artillery and bombing in the last fortnight, and in Mosul there are reportedly some 600 civilian dead over a month. Despite these similarities, the reporting by the international media of these two sieges is radically different. In Mosul, civilian loss of life is blamed on Isis, with its indiscriminate use of mortars and suicide bombers, while the Iraqi army and their air support are largely given a free pass. Contrast this with Western media descriptions of the inhuman savagery of President Assad’s forces indiscriminately slaughtering civilians. One factor making the sieges of east Aleppo and east Mosul so similar, and different, from past sieges in the Middle East ... is that there are no independent foreign journalists present. They are not there for the very good reason that Isis imprisons and beheads foreigners while Jabhat al-Nusra, until recently the al-Qaeda affiliate in Syria, is only a shade less bloodthirsty. Unsurprisingly, foreign journalists covering developments in east Aleppo and rebel-held areas of Syria overwhelmingly do so from Lebanon or Turkey. But, strangely enough, the same media organisations continue to put their trust in the veracity of information coming out of areas under the control of these same potential kidnappers and hostage takers.

An inquiry into child sex abuse claims involving ex-Prime Minister Sir Edward Heath is exploring a "significant number" of lines, police say. Wiltshire Police Chief Constable Mike Veale ... said officers had received "allegations spanning a significant number of individuals". It emerged last month that two people had been arrested and bailed. Former Conservative prime minister Sir Edward died at his home in Salisbury in July 2005, aged 89. In an open letter, Mr Veale said he would not be "buckling under pressure to not investigate or to conclude the investigation prematurely". He said he wanted to "set the record straight" amid press reports the inquiry was floundering. "The decision to undertake this ... investigation was not taken lightly particularly knowing, or at least expecting, that we would be placed under intense scrutiny," he said. Mr Veale also confirmed reports that satanic ritual sex abuse was a feature of the investigation, although he said it was a small part and did not relate to Sir Edward. Operation Conifer began in 2015 after claims against Sir Edward were raised in an inquiry by the Independent Police Complaints Commission.

What began as a harrowing account of child abuse suffered by a former professional English soccer player last month has lifted the lid on what could be one of the worst pedophile scandals Britain has ever known. Andy Woodward, 43, who played in the lower divisions of English soccer, told the Guardian newspaper ... how his life had been ruined because he had been molested as a boy by a youth team coach. His frank revelations of the sexual abuse he endured three decades ago prompted more than 20 other former professionals to come forward with their own distressing stories of suffering at the hands of sexual predators in the sport. In a sign of how widespread the abuse might have been, British police said on Thursday that about 350 victims had come forward to report sexual abuse within soccer clubs and indicated the number was likely to rise. The National Society for the Prevention of Cruelty to Children (NSPCC) charity said that a helpline dedicated to the soccer abuse scandal had received 860 calls in its first week. The charity's staff had made 60 referrals to police or social services in the first three days, triple the number made in the wake of a similar scheme set up for victims of [Jimmy] Savile. The NSPCC has not ruled out suggestions the abuse is still ongoing. "It would be naive to assume that all of the concerns that are being disclosed and being talked about are in the past," said Jon Brown, the NSPCC lead on tackling sexual abuse.

On a summer morning in 2013, Octavian Mihai entered a softly lit room. He swallowed a capsule of psilocybin, an ingredient found in hallucinogenic mushrooms. Then he put on an eye mask and headphones and lay down on a couch. Mr. Mihai, who had just finished treatment for Stage 3 Hodgkin’s lymphoma, was participating in a study looking at whether the drug can reduce anxiety and depression in cancer patients. Throughout that eight-hour session, a psychiatrist and a social worker ... stayed by his side. The results from that study, and a similar small, controlled trial, were striking. About 80 percent of cancer patients showed clinically significant reductions in both psychological disorders, a response sustained some seven months after the single dose. Side effects were minimal. In both trials, the intensity of the mystical experience described by patients correlated with the degree to which their depression and anxiety decreased. Although cancer patients will not have access to therapeutically administered psilocybin anytime soon, the findings add vigor to applications to expand research in a multicenter trial with hundreds of participants. Psilocybin trials are underway in the United States and Europe for alcoholism, tobacco addiction and treatment-resistant depression. Other hallucinogens are also being studied for clinical application. A bipartisan coalition of lawmakers is rushing to finalize a new healthcare law that would overhaul the Food and Drug Administration (FDA). The bill, called the 21st Century Cures Act, is also a huge win for lobbyists: 1,455 lobbyists, working on behalf of 400 different healthcare companies, medical device makers and research institutions weighed in on the 900 pages of regulatory tweaks and research grants. Originally conceived as a bill to boost research ... pro-industry groups have used the bill as a vehicle to achieve their long standing legislative agenda. It effectively makes it easier for drug companies and medical device manufacturers to get FDA approval for their products without demonstrating that consumer safety has been taken into account. Consumer advocates are particularly concerned with several provisions that make it much easier for pharmaceutical companies to bypass stringent testing requirements to market and sell drugs for multiple uses. Currently, if a company wanted to sell a drug to treat more than one ailment, it must conduct randomized scientific trials showing the product does indeed work for each separate illness it's marketed for. The 21st Century Cures Act lowers that threshold. The bill also frees pharmaceutical companies to work with insurance companies to promote off-label uses for their drugs and creates a new category of ... medical devices which qualify for expedited regulatory approval. The lawmakers who introduced the measure are bankrolled by the healthcare industry.

In your Monday editorial, “Russia’s roulette,” you mentioned the “alarming evidence” of my government’s alleged involvement in the U.S. presidential elections. I do believe that it’s just nonsense, but if you insist that it’s true, then it would be interesting and necessary to see the evidence. I am sure that your respected newspaper meticulously worked through all the proofs before publishing the above-mentioned editorial. Unfortunately, nobody, including my government, despite numerous official requests, has never been presented with the onus probandi. The latter will not come from just repeating the unsubstantiated accusations over and over again or referring to unknown “independent researchers.” As far as I know, (National Security Agency Director) Adm. Michael Rogers in his recent interview with Wall Street Journal has never mentioned RUSSIA, while the official statement of Oct. 7 that has been repeatedly referred to, has never INDICTED Russia (“believing” and even being “confident” is something very different). Without evidence, in every state of law, with the United States being one of them, the principle of the presumption of innocence prevails. And accusations remain pure speculation. In this case, ill-intentioned.

Antibiotic resistance is a problem both for people and for livestock. But how can we be sure that the two are connected and that resistance is exacerbated by on-farm antibiotic use? In 1975 the Animal Health Institute asked this very question and recruited Tufts University biologist Stuart Levy to find out. Levy and his colleagues fed low doses of the antibiotic tetracycline to a group of 150 chickens. Within a week, almost all the E. coli bacteria in their intestines were tetracycline-resistant. Three months in ... the chickens were also resistant to four other types of antibiotics. After four months, the ... chickens on the farm that had not been fed tetracycline also harbored resistance to the drug. In 1977, soon after Levy's study was published, the FDA announced that it was considering banning several antibiotics from animal feed over safety concerns. In the 39 years since, the industry has fought hard against these plans by arguing there was no definitive proof of harm. These arguments ultimately caused the FDA to [pursue] voluntary guidances instead. Several members of the U.S. Congress, including New York State Representative and microbiologist Louise Slaughter, have introduced bills to more tightly regulate antibiotic use on farms. Slaughter has pushed for her Preservation of Antibiotics for Medical Treatment Act for more than a decade. It has been supported by 454 organizations, including the American Medical Association. But ... the bill never reaches a vote.
