China's cocktail of pro-electric policies is a challenge for global automakers, as foreign manufacturers can access subsidies only via joint ventures with local partners, producing cars under new made-for-China brand names such as Denza. But those brands lack the cachet of established foreign marques, and cost more than most local brands even after subsidies.

The U.S. dropped an average of 72 bombs every day - the equivalent of three an hour - in 2016, according to an analysis of American strikes around the world. The report from the Council of Foreign Relations comes as Barack Obama finishes up [a] presidency ... that began with promises to withdraw from international conflicts. According to the New York City-based think tank, 26,171 bombs were dropped on Iraq, Syria, Afghanistan, Libya, Yemen, Somalia and Pakistan during the year. CFR warned that its estimates were "undoubtedly low, considering reliable data is only available for airstrikes in Pakistan, Yemen, Somalia, and Libya, and a single 'strike,' according to the Pentagon's definition, can involve multiple bombs or munitions." Some 24,287 bombs were used in Iraq and Syria. In 2015, the U.S. dropped 22,110 bombs in Iraq and Syria, CFR reported. Last year saw a sharp uptick in strikes in Afghanistan, with 1,337 compared with 947 in 2015.

In the span of a few days, the anti-vaccine screed of a Cleveland Clinic doctor prompted a social media firestorm, an apparent retraction from the physician, and promises of disciplinary action by administrators of his prestigious hospital system. The anti-vaccine column that triggered the weekend’s outcry was written by Dr. Daniel Neides, director and CEO of the Cleveland Clinic’s Wellness Institute, which advertises homeopathic remedies and alternative weight loss and pain management treatments. In his commentary posted on Cleveland.com, Neides, who is a family doctor, said that preservatives and other ingredients in vaccines are dangerous and are likely behind the increase in diagnosed cases of neurological diseases such as autism. “Does the vaccine burden - as has been debated for years - cause autism? I don’t know and will not debate that here. What I will stand up and scream is that newborns without intact immune systems and detoxification systems are being over-burdened with preservatives and adjuvants in the vaccines,” he wrote. Adjuvants are added to vaccines to prompt a stronger immune response. Neides issued an apology and apparent retraction on Sunday, saying in a statement released by the Cleveland Clinic: “I fully support vaccinations and my concern was meant to be positive around the safety of them.”

Jim Estill was growing frustrated. Over the summer of 2015, the business executive from the ... Ontario town of Guelph watched the Syrian refugee crisis unfold. The suspected gunman in an airport shooting rampage in Fort Lauderdale, Fla. — Esteban Santiago, 26, an Iraq War veteran — has been charged with federal crimes and could face the death penalty, the Justice Department announced Saturday night. Investigators said Saturday that Santiago drew frequent police attention for domestic violence in his Alaska home town and twice was arrested within the last year. At least four times in 2016, police were called to Santiago’s house for physical disturbances or domestic violence. Young black men were again killed by police at a sharply higher rate than other Americans in 2016. Black males aged 15-34 were nine times more likely than other Americans to be killed by law enforcement officers last year, according to data collected for The Counted, an effort by the Guardian to record every such death. They were also killed at four times the rate of young white men. Racial disparities persisted in 2016 even as the total number of deaths caused by police fell slightly. Citing increasingly sophisticated cyber bad actors and an election infrastructure that's "vital to our national interests," Homeland Security Secretary Jeh Johnson is designating U.S. election systems critical infrastructure. The determination came after months of review and despite opposition from many states worried that the designation would lead to increased federal regulation or oversight on the many decentralized and locally run voting systems across the country. A 2013 presidential directive identified 16 sectors as critical infrastructures, including energy, financial services, health care, transportation, food and agriculture and communications. Discussions about whether to designate elections systems as critical infrastructure surfaced after hackers targeted the voter registration systems of more than 20 states in the months prior to the November election. While the designation puts responsibilities on the Department of Homeland Security, it does not require entities that are determined "critical infrastructure" to participate. A gunman opened fire in the baggage claim area at the Fort Lauderdale airport Friday, killing five people and wounding eight before being taken into custody in an attack that sent panicked passengers running out of the terminal and onto the tarmac. An additional 37 people were injured after the incident. The gunman was identified as Esteban Santiago-Ruiz, 26, who had active-duty military identification on him. Santiago-Ruiz was in federal custody, the Broward County Sheriff Scott Israel said. He will face federal charges. FBI sources told CBS News ... that they ran a full database check on Santiago-Ruiz, and they found no connection to terror groups. In Nov. 2016, Santiago-Ruiz walked into an FBI office in Anchorage and claimed he was being forced to fight for the Islamic State of Iraq and Syria (ISIS), law enforcement sources told CBS News. He also said his mind was being controlled by the CIA to watch ISIS videos. He was sent to a psychiatric hospital after police were called. He was also investigated as part of a child porn investigation in either 2011 or 2012, law enforcement sources told CBS News. Three weapons and a computer were seized, but no charges were filed. A witness, Mark Lea ... said the shooter was “calm as can be ... he just walked in and started shooting. He wasn’t frantic, he wasn’t psychotic.” Lea estimated that the suspect shot about 24 rounds, [then] walked out of “door 2” and “lay spread-eagle on the floor and waited for law enforcement to arrive.”

Ninety-two times the Frenchman raced around the velodrome, a curved indoor bicyclist track, at an average speed of 14 mph. Of course he had — the category was created by the International Cycling Union specifically for him. And now it has been set: the record for longest official distance ridden in an hour in the newly minted older-than-105 class is 22.5 kilometers (14 miles). “I’m now waiting for a rival,” Marchand told the AP. Still, he said he could have gone faster, if he had not run into a little trouble on the track. “I did not see the sign warning me I had 10 minutes left,” he told the Guardian. “Otherwise I would have gone faster, I would have posted a better time.”

Nearly five years ago, Charles F. Feeney sat in a cushy armchair in an apartment on the east side of Manhattan, grandchildren’s artwork taped to the walls, and said that by the end of 2016, he was going to hand out the last of a great fortune that he had made. It was a race: Mr. Feeney was then 81, and Atlantic Philanthropies, a collection of private foundations he had started and funded, still had about $1.5 billion left. Last month, Mr. Feeney and Atlantic completed the sprint and made a final grant, $7 million to Cornell University, to support students doing community service work. None of the major American philanthropists have given away a greater proportion of their wealth, and starting in 1982, Mr. Feeney did most of this in complete secrecy, leading Forbes magazine to call him the “James Bond of philanthropy.” For years, Atlantic’s support came with a requirement that the beneficiaries not publicize its involvement. An exceptional nine-minute Navy video of a UFO displaying highly unusual behavior, studied by Chilean authorities for the last two years, is now being released to the public. The CEFAA - the Chilean government agency which investigates UFOs, or UAP (unidentified aerial phenomena), has been in charge of the investigation. General Ricardo Bermúdez, Director of CEFAA during the investigation, [stated] “We do not know what it was, but we do know what it was not.” And “what it is not” comprises a long list of conventional explanations. On November 11, 2014, a Chilean Navy helicopter ... was on a routine daytime patrol mission. On board were the pilot ... and a Navy technician. While filming the terrain, the technician observed a strange object flying to the left over the ocean. Soon both men observed it with the naked eye. The technician aimed the camera at the object immediately. Shortly thereafter, the pilot contacted two radar stations. Neither station could detect it on radar, although both easily picked up the helicopter. Air traffic controllers confirmed that no traffic ... had been reported in the area. No aircraft had been authorized to fly in the controlled air space where the object was located. This case represents one of the most puzzling and fascinating of all cases in the CEFAA files, according to [CEFAA international affairs director] Jose Lay. “It is our first video taken with a sophisticated camera in the infra red; the first time we have ever seen the ejection of a substance from a UAP; the first time we have a sighting lasting over nine minutes with two highly reliable witnesses,” he said.

Solar energy is now cheaper than traditional fossil fuels. Solar and wind is now either the same price or cheaper than new fossil fuel capacity in more than 30 countries, according to a new report from the World Economic Forum. The influential foundation has described the change as a "tipping point" that could make fighting climate change into a profitable form of business for energy companies. But investors and energy firms are still failing to put money into such green solutions despite the fact that they are cheaper than more traditional forms of electricity generation. “Renewable energy has reached a tipping point – it now constitutes the best chance to reverse global warming,” said Michael Drexler, Head of Long Term Investing, Infrastructure and Development at the World Economic Forum. Just ten years ago, generating electricity through solar cost about $600 per MWh, and it cost only $100 to generate the same amount of power through coal and natural gas. But ... today it only costs around $100 the generate the same amount of electricity through solar and $50 through wind. The cheap price of solar and wind energy is already encouraging companies to build more plants to harvest it. The US is adding about 125 solar panels every minute ... and investment in renewables in 2015 rose to $286 billion, up 5 per cent from the year before. Even despite that cheap price ... the worldwide investment is only 25 per cent of the $1 trillion goal set in the landmark Paris climate change accord.

It started as a dare. Bob Rutherford's friend didn't believe the Saskatoon man could make a cheap knitting machine that worked really, really fast. That's when Rutherford got to work. The now 88-year-old used sewer tubing to put together two super-powered machines. "It could be knitting at 90 stitches a second," he proudly said. And the octogenarian has now finished making 10,000 pairs of socks with the machines for shelters in Saskatoon and across the country. How on earth did he do it? He puts it rather simply: "The wool comes in the door and I knit it." Rutherford started making the socks seven years ago. "When my wife passed away in 2010, I felt the loss that everybody feels and had nothing to do," said Rutherford. "[My son] said to me, 'If you want to help yourself, help somebody else.'" He made the knitting machines years earlier, but had never really put them into action. And so he got to work, knitting every week. He calls the living room operation "Socks by Bob." Rutherford emphasizes the socks aren't only his doing — he also has help of a few friends. The group includes 92-year-old Glynn Sully, 85-year-old George Slater and "youngster" Barney Sullivan. "He's a really young guy, 65 maybe," said Rutherford. "Very good company." Just in the last year, they've made more than 2,000 pairs of socks. It's the connection with the group that keeps Rutherford knitting. "I think everybody has to have this. I think people have to reach out and touch other people. And I can do this by touching the socks," said Rutherford.

Besides providing English, exercise and art classes to the children, it also teaches organic farming and promotes a healthy diet among students. "We've received lots of information suggesting that poor nutrition is a factor in developing autism," said Sri Wahyuni. The foundation serves meals with lots of vegetables, and tries to not include too many fried foods. Sri Wahyuni says that kids who used to catch colds and the flu rarely fall sick these days. A student with epilepsy, whose parents complained was having three seizures a day, has stopped having seizures completely since he started attending the yayasan. Almost all Costa Rica's electricity was produced by renewable energy in 2016. The Costa Rican Electricity Institute (ICE) said that around 98.1 per cent of the country’s electricity came from green sources. These included large hydropower facilities, fed by a myriad of rivers and heavy seasonal rains, geothermal plants, wind turbines, solar panels and biomass plants. The country used carbon-free electricity for more than 250 days last year with a continuous 110-day stretch from 17 June until 6 October. Science and environment journalist Maria Gallucci described the tropical country as "a verdant gem amid a pile of black coal rocks". In comparison, less than 15 per cent of the US electricity supply for January to October 2016 was renewable. Coal and natural gas together made up nearly two-thirds of the US electricity generation over that period and nuclear power provided the remaining 19 per cent. ICE president Carlos Manuel Obregón said he expected renewable power generation to stay “stable” in Costa Rica in 2017. The country, which hosts more than five per cent of the world’s species biodiversity despite a landmass that covers 0.03 per cent of the planet, has recently set up four new wind farms. Costa Rican clean development adviser Dr Monica Araya has said the extent of Costa Rica's renewable electricity generation is a “fantastic achievement".

Jackson Leyden had always been a healthy kid. But in 2011, a few months after his eighth birthday, he began having seizures several times a day. His parents took him to more than 20 doctors. Africa has seen the most dramatic growth in the deployment of America’s elite troops of any region of the globe over the past decade. In 2006, just 1% of commandos sent overseas were deployed in the U.S. Africa Command area of operations. In 2016, 17.26% of all U.S. Special Operations forces ... deployed abroad were sent to Africa, according to data supplied to The Intercept by U.S. Special Operations Command. We might already be living through the first world cyberwar – it’s just that we haven’t acknowledged or named it yet. What might a timeline of that war look like? Well, 2007 seems like a good bet as a starting point – with a concerted series of cyber-attacks on Estonia. In 2008 there were events that a historian might weave into a narrative of a global cyberwar, when several underwater internet cables were cut during the course of the year, interrupting internet communication and particularly affecting the Middle East. In 2010 the Stuxnet worm was used to attack Iran’s nuclear program. Another event from 2010, the WikiLeaks American embassy cables release ... would be irresistible for a historian to refer to in this context. One of the things that makes the first world cyberwar different from conventional warfare [is] the mix of nation states being involved with pressure groups, whistleblowers and hackers. Historians will be unable to ignore ... the 2016 US election campaign being influenced by alleged hacked and leaked emails. What reason is there to suppose that these events might eventually be grouped together as a single world cyberwar by historians? It is the idea that hostilities might formally come to an end. You can envisage a scenario where Russia, China and the US can see a mutual benefit in de-escalating cyber-attacks between the three of them.
