Toward the end of a May 27 article in The Times about President Obamas speech in which, among other things, he mentioned setting new standards for ordering drone strikes against non-Americans, there was this rather disturbing paragraph: Even as he set new standards, a debate broke out about what they actually meant and what would actually change. For now, officials said, signature strikes targeting groups of unidentified armed men presumed to be extremists will continue in the Pakistani tribal areas. As Glenn Greenwald has pointed out, those two sentences seem to contradict the entire tenor of Mr. Obamas speech, and of a letter to Congress from Attorney General Eric Holder. Both men seemed to be saying that the administration would stop using unmanned drones to kill targets merely suspected, due to their location or their actions, of a link to Al Qaeda or another terrorist organization. Those strikes have resulted in untold civilian casualties that have poisoned Americas relationship with Yemen and Pakistan. Mr. Obama talked at some length about civilian casualties, and also said that the need to use drone strikes against forces that are massing to support attacks on coalition forces will disappear once American forces withdraw from Afghanistan at the end of 2014. But so what to make of that paragraph in the May 27 article? I asked the White House. What I got in response was part of a background briefing given after the presidents speech that repeated the language about how the need for signature strikes will fade.

The US government has long maintained, reasonably enough, that a defining tactic of terrorism is to launch a follow-up attack aimed at those who go to the scene of the original attack to rescue the wounded and remove the dead. Yet ... this has become one of the favorite tactics of the very same US government. Attacking rescuers (and arguably worse, bombing funerals of America's drone victims) is now a tactic routinely used by the US in Pakistan. In February, the Bureau of Investigative Journalism documented that "the CIA's drone campaign in Pakistan has killed dozens of civilians who had gone to help rescue victims or were attending funerals." Specifically: "at least 50 civilians were killed in follow-up strikes when they had gone to help victims." The UN special rapporteur on extrajudicial killings ... Christof Heyns, said that if "there have been secondary drone strikes on rescuers who are helping (the injured) after an initial drone attack, those further attacks are a war crime." There is no doubt that there have been. The frequency with which the US uses this tactic is reflected by this December 2011 report ... on the drone killing of 16-year-old Tariq Khan and his 12-year-old cousin Waheed, just days after the older boy attended a meeting to protest US drones: "[Witnesses] did not provide pictures of the missile strike scene. Virtually none exist, since drones often target people who show up at the scene."

EU states rebel against plans to relicense weedkiller glyphosate

Several EU countries could scupper plans by the European commission to approve the relicensing of a weedkiller linked to cancer. The vote to relicense glyphosate, a key ingredient in herbicides such as Monsanto’s multibillion-dollar brand Roundup, had been scheduled at a two-day meeting of experts from the EU’s 28 member states, which begins on Monday. But officials are now saying that they may postpone the vote rather than lose it, raising the prospect of a legal limbo for glyphosate, the licence for which runs out in June. France, the Netherlands and Sweden have all said they will not support an assessment by the European food safety authority (Efsa) that glyphosate is harmless. That ruling ran counter to findings by the WHO’s cancer agency that glyphosate was “probably carcinogenic to humans, causing a bitter row over scientific methodology and industry influence. The Swedish environment minister, Ĺsa Romson, said: “We won’t take risks with glyphosate and we don’t think that the analysis done so far is good enough. We will propose that no decision is taken until further analysis has been done and the Efsa scientists have been more transparent about their considerations.” An Efsa panel based its recommendation that glyphosate was safe ... on six industry-funded studies that have not been fully published. Glyphosate use has been banned or restricted in large parts of Europe because of alleged links to a host of health problems, ranging from birth defects and kidney failure to coeliac disease, colitis and autism.

Congressional watchdog to probe lax Fed bank oversight

A U.S. watchdog agency is preparing to investigate whether the Federal Reserve and other regulators are too soft on the banks they are meant to police. Ranking representatives Maxine Waters of the House Financial Services Committee and Al Green of the Subcommittee on Oversight and Investigations asked the Government Accountability Office on Oct. 8 to launch the "evaluation of regulatory capture" and to focus on the New York Fed. The GAO said it has begun planning its approach. The probe, which had not been previously reported or made public, is the first by an outside agency into the perception that government regulators are "captured" by and too deferential toward the bankers they supervise, so that Wall Street benefits at the public's expense. Such perceptions have dogged the U.S. central bank since it failed to head off the 2007-2009 financial crisis. While the GAO has not yet determined the full scope of the investigation, the other main agencies that embed supervisors inside financial institutions are the Federal Deposit Insurance Corporation and the Office of the Comptroller of the Currency. In their letter, Waters and Green said they are particularly concerned about the New York Fed and reports of a "revolving door" between it and banks and "a reluctance to challenge" the firms.

Male prostitution ring allegations put Colombia's police at center of scandal

A sordid scandal involving a male prostitution ring within Colombia’s national police force has gripped the country in both fascination and disgust. The scandal so far has claimed the head of the police chief, a deputy minister and a prominent journalist and unveiled a web of corruption, sexual harassment and influence peddling that has eroded the public confidence in the police. At the centre of the affair is what has been described as a homosexual male prostitution network run by senior police officials, known as the “Fellowship of the Ring”, which allegedly operated within the police academy between 2004 and 2008. Officers and congressmen allegedly paid for sexual services from cadets with cars, gifts and large sums of money. The existence of the ring first came to light in 2014 when it was revealed that at least 10 former cadets had testified in an investigation into the suspicious death in 2006 of a female cadet at the academy, which was first labeled a suicide. The cadet, Maritza Zapata, had uncovered the existence of the ring and – according to her family – may have lost her life over it. Public interest in the case was renewed late last year when an influential radio journalist, Vicky Dávila, began airing testimonies from police cadets recounting incidents of sexual harassment by senior members of the National Police. After airing some of the testimonies, Dávila complained that her phones were being tapped and laid responsibility squarely on the police ... leading to Dávila’s apparently forced resignation.

Judicial errors take high toll on inmates, taxpayers, report says

692 felony convictions in California ... were thrown out between 1989 and 2012 based on errors or misconduct by police, prosecutors, defense lawyers or judges, according to a new study by researchers at UC Berkeley and the University of Pennsylvania. The report ... didn’t include misdemeanor cases, which amount to about 80 percent of all prosecutions, or juvenile cases. And it also excluded the costs of jailing people who were later released without charges, which may amount to $70 million a year, the report said. The study examined only records from California and ... looked at cases in which felony convictions were overturned and the defendants were later cleared. More than half the cases involved prosecutors’ wrongful withholding of evidence. One example was that of former Black Panther Elmer “Geronimo” Pratt. Pratt was convicted in 1972 of murdering schoolteacher Carolyn Olson [in 1968] and was sentenced to life in prison, based in part on [witness] testimony. He was freed in 1999 after a judge found that prosecutors had withheld evidence that the witness was an informant for the FBI, which was then trying to discredit Pratt as part of its Cointelpro campaign. The authors questioned long-standing laws that shield prosecutors from lawsuits by criminal defendants. They said they knew of no other profession that received immunity for “intentional wrongdoing that gravely injures another.”

Edward Snowden, the whistleblower whose NSA revelations sparked a debate on mass surveillance, has waded into the arguments over the FBI’s attempt to force Apple to help it unlock the iPhone 5C of one of the San Bernardino shooters. The FBI says that only Apple can deactivate certain passcode protections on the iPhone, which will allow law enforcement to guess the passcode by using brute-force. Talking via video link from Moscow to the Common Cause Blueprint for a Great Democracy conference, Snowden said: “The FBI says Apple has the ‘exclusive technical means’ to unlock the phone. Respectfully, that’s bullshit.” Snowden then went on to tweet his support for an American Civil Liberties Union report saying that the FBI’s claims in the case are fraudulent. Apple co-founder Steve Wozniak also spoke out against the FBI on the Conan O’Brien show on Monday, saying: “I side with Apple on this one. [The FBI] picked the lamest case you ever could.” Wozniak added: “Verizon turned over all the phone records and SMS messages. So they want to take this other phone that the two didn’t destroy, which was a work phone. It’s so lame and worthless to expect there’s something on it and to get Apple to expose it.” Apple’s clash with the FBI comes to a head in California this month when the two will meet in federal court to debate whether the smartphone manufacturer should be required to weaken security settings on the iPhone of the shooter.

Scientists have identified more than 200 industrial chemicals - from pesticides, flame retardants, jet fuel - as well as neurotoxins like lead in the blood or breast milk of Americans, indeed, in people all over our planet. These have been linked to cancer, genital deformities, lower sperm count, obesity and diminished I.Q.. Medical organizations ... have demanded tougher regulations or warned people to avoid them. They have all been drowned out. Chemical companies, by spending vast sums on lobbying - $100,000 per member of Congress last year - block serious oversight. Almost none of the chemicals in products we use daily have been tested for safety. “Industrial chemicals that injure the developing brain” have been linked to conditions like autism and attention deficit hyperactivity disorder, noted The Lancet Neurology, a peer-reviewed medical journal. Yet we still don’t have a clear enough sense of what is safe, because many industrial chemicals aren’t safety tested before they are put on the market. Meanwhile, Congress has dragged out efforts to strengthen the Toxic Substances Control Act and test more chemicals for safety. The President’s Cancer Panel recommended that people eat organic if possible, filter water and avoid microwaving food in plastic containers. All good advice, but that’s like telling people to avoid cholera without providing clean water. And that’s why we need another public health revolution in the 21st century.

Catholic bishops covered up 'hundreds' of sexual abuses in Pennsylvania

Two Roman Catholic bishops who led a central Pennsylvania diocese helped cover up the sexual abuse of hundreds of children by more than 50 priests or religious leaders over a 40-year period, according to a grand jury report issued on Tuesday. The 147-page report on sexual abuse in the Altoona-Johnstown diocese was based partly on evidence from a secret diocesan archive uncovered through a search warrant executed in August, said Pennsylvania’s attorney general, Kathleen Kane. [Bishop James] Hogan covered up abuse allegations by transferring offending priests, including by sending one accused clergyman to a school for boys. One diocesan official under Hogan, Monsignor Philip Saylor, told the grand jury that church officials held such sway in the eight-county diocese that “the police and civil authorities would often defer to the diocese” when priests were accused of abuse. [Bishop Joseph] Adamec ... worked harder to hide or settle allegations of abuse than to sanction the priests accused of committing them. The bishop created a “pay-out chart” to help guide how much victims would receive from the church. Victims fondled over their clothes were to be paid $10,000 to $25,000; fondled under their clothes or subjected to masturbation, $15,000 to $40,000; subjected to forced oral sex, $25,000 to $75,000; subjected to forced sodomy or intercourse, $50,000 to $175,000. The US Conference of Catholic Bishops estimates that American dioceses have paid nearly $4bn ... to settle claims with victims.

There's no more valuable resource for an informed citizenry than the folks doing god's work at the National Security Archive at the George Washington University. Their most recent revelations concern the Rockefeller Commission, which was formed by the Ford Administration as a reaction to the New York Times stories in 1975 that broke the news of the CIA's misdeeds, up to and including covert assassinations. And, lo and behold, you'll never guess who was leading the [cover up]: "The Gerald Ford White House significantly altered the final report of the supposedly independent 1975 Rockefeller Commission investigating CIA domestic activities, over the objections of senior Commission staff, according to internal White House and Commission documents posted today by the National Security Archive. The changes included removal of an entire 86-page section on CIA assassination plots and numerous edits to the report by then-deputy White House Chief of Staff Richard Cheney. The documents in this set have yet to be incorporated into standard accounts of the events of this period. Among the abuses that led directly to President Ford creating the Rockefeller Commission were charges the CIA had compiled dossiers on American citizens and infiltrated political groups that opposed the U.S. war in Vietnam. The Rockefeller panelists entered a blanket finding that the files and lists of citizen dissenters were "improper." The White House edit changed this conclusion.

Antonin Scalia was the longest-tenured justice on the current Supreme Court. But another quality also set him apart: Among the court’s members, he was the most frequent traveler, to spots around the globe, on trips paid for by private sponsors. Ethical standards prohibit judges from accepting gifts from anyone with a matter currently before the court. But those guidelines presented no barrier to John Poindexter, who invited Justice Scalia to stay at his West Texas ranch. Mr. Poindexter is the owner of J. B. Poindexter & Co., a manufacturing firm based in Houston. One of his companies, the Mic Group, was a defendant in an age discrimination lawsuit filed by a former employee who unsuccessfully petitioned the Supreme Court for a review last year. Mr. Poindexter, according to a former general manager at the ranch, is also a leader in the International Order of St. Hubertus, a worldwide organization of hunters, as, apparently, were several other guests during Justice Scalia’s visit. In 2011, a liberal advocacy group, Common Cause, questioned whether Justice Scalia and Justice Clarence Thomas should have disqualified themselves from participating in the landmark Citizens United case on campaign finance because they had attended a political retreat in Palm Springs, Calif., sponsored by the conservative financier Charles G. Koch. Mr. Koch funds groups that could benefit from the ruling.

Type “mind control” or “gang stalking” into Google, and Web sites appear that describe cases of persecution, both psychological and physical, related with the same minute details. “It was a big relief to find the community,” said Derrick Robinson, 55, a janitor in Cincinnati and president of Freedom from Covert Harassment and Surveillance, a group that claims several hundred regular users of its Web site. Mr. Robinson’s site, Freedomfchs.com ... says its mission is to seek justice for those singled out by “organized stalking and electromagnetic torture." For people who say they are the target of mind control or gang stalking, there may be enough evidence in the scientific literature to fan their beliefs. Many sites point to MK-ULTRA, the code name for a covert C.I.A. mind-control and chemical interrogation program begun in the 1950s. And the users of some sites have found the support of Jim Guest, a Republican state representative in Missouri, who wrote last year to his fellow legislators calling for an investigation into the claims of those who say they are being tortured by mind control. “I’ve had enough calls, some from credible people - professors - being targeted by nonlethal weapons,” Mr. Guest said in a telephone interview, adding that nothing came of his request for a legislative investigation. “They become psychologically affected by it. They have trouble sleeping at night.” He added: “I believe there are people who have been targeted by this.”

Obama Bans US Imports of Slave-Produced Goods

Federal officials are preparing to enforce an 86-year-old ban on importing goods made by children or slaves under new provisions of a law signed by President Barack Obama. "This law slams shut an unconscionable and archaic loophole that forced America to accept products made by children or slave labor," said Sen. Ron Wyden, an Oregon Democrat who worked on the legislation. The Tariff Act of 1930, which gave Customs and Border Protection the authority to seize shipments where forced labor was suspected and block further imports, was last used in 2000, and has been used only 39 times all together largely because of two words: "consumptive demand" - if there was not sufficient supply to meet domestic demand, imports were allowed regardless of how they were produced. The Trade Facilitation and Trade Enforcement Act signed by Obama on Wednesday eliminated that language, allowing stiffer enforcement. To start an investigation, Customs needs to receive a petition from anyone - a business, an agency, even a non-citizen - showing "reasonably but not conclusively" that imports were made at least in part with forced labor. When Supreme Court Justice Antonin Scalia died 12 days ago at a West Texas ranch, he was among high-ranking members of an exclusive fraternity for hunters called the International Order of St. Hubertus, an Austrian society that dates back to the 1600s. The names of the 35 other guests at the remote resort [remain] largely unknown. Members of the worldwide, male-only society wear dark-green robes emblazoned with a large cross. Some hold titles, such as Grand Master, Prior and Knight Grand Officer. Cibolo Creek Ranch owner John Poindexter and C. Allen Foster, a prominent Washington lawyer who traveled to the ranch with Scalia by private plane, hold leadership positions within the Order. In 1695, Count Franz Anton von Sporck founded the society in Bohemia, which is in modern-day Czech Republic. The society’s U.S. chapter launched in 1966 at the famous Bohemian Club in San Francisco, which is associated with the all-male Bohemian Grove - one of the most well-known secret societies in the country. In 2010, Poindexter hosted a group of 53 members of the Houston chapter of the International Order of St. Hubertus at the Cibolo Creek Ranch. In a statement after Scalia died, the U.S. Marshals Service said that Scalia had declined a security detail while at the ranch.

FBI Won’t Explain Its Bizarre New Way of Measuring Its Success Fighting Terror

The Federal Bureau of Investigation has quietly developed a new way to measure its success in the war on terror: counting the number of terror threats it has “disrupted” in a year. In the section on “Performance Measures” in the FBI’s latest financial statement, the bureau reports 440 “terror disruptions” in the 12-month period ending on September 30, 2015. That’s ... more than three times the 2015 “target” of 125. In a vacuum, that would appear to suggest that the FBI’s terror-fighting mission - which sucked ... 54 percent of the bureau’s $9.8 billion budget in 2015 - is exceeding expectations. But that number - 440 - is much higher than the number of arrests reported by the FBI. The Washington Post counted about 60 terror-related arrests in 2015. Of those arrests, many were of people trying to travel abroad or trying to help others do so. The Republican-led House intelligence committee wants the Pentagon to provide what it believes are illegally deleted intelligence files pertaining to the U.S. military campaign against ISIS in Syria and Iraq. "We have been made aware that both files and emails have been deleted by personnel at CENTCOM, and we expect that the Department of Defense will provide these and all other relevant documents to the committee," [Committee Chairman Devin] Nunes said at a hearing Thursday. Nunes' assertions led to an extraordinary public acknowledgment from Lt. Gen. Vincent Stewart, director of the Defense Intelligence Agency, who was testifying before the committee, of the "unusually high" dissatisfaction inside the agency responsible for providing military intelligence on ISIS. There is already an ongoing Defense Department Inspector General investigation into allegations that intelligence analysts at CENTCOM were pressured into changing their analysis to make their reports sound overly optimistic. Congress is conducting a separate investigation. The committee has information from whistleblowers that both intelligence files and emails were deliberately deleted at Central Command, but that copies remain in the hands of analysts. Some Pentagon officials have privately told CNN they believe the problem at Central Command is that some analysts feel their work is not accepted if it shows a negative view of progress.

Local councils, public bodies and even some university student unions are to be banned by law from boycotting “unethical” companies. All publicly funded institutions will lose the freedom to refuse to buy goods and services from companies involved in the arms trade, fossil fuels, tobacco products or Israeli settlements in the occupied West Bank. Any public bodies that continue to pursue boycotts will face “severe penalties”, ministers said. Underlining the main target of the ban, the formal announcement will be made by the Cabinet Office minister Matt Hancock when he visits Israel this week. Israeli companies, along with other firms which have investments in the occupied West Bank, have been among those targeted by unofficial boycotts in the past. In 2014 Leicester City Council passed a policy to boycott goods produced in Israeli settlements in the West Bank while the Scottish Government published a procurement notice to Scottish councils which “strongly discourages trade and investment from illegal settlements”. Mr. Hancock said the current position where local authorities had autonomy to make ethical purchasing decisions was “undermining” Britain’s national security.

Newly published classified documents show the National Security Agency spied on a 2010 conversation between Italian Prime Minister Silvio Berlusconi and Israeli Prime Minister Benjamin Netanyahu as the two discussed ways to improve Israel’s relationship with the United States. The Italian-Israeli conversation is included in one of five NSA documents released Tuesday by WikiLeaks. Two of the documents focus on climate change, one relates to trade talks, and two report on Italian government communications. The intelligence reports date from 2007 through 2011, [and] provide additional details on U.S. efforts to spy on countries taking part in the 2009 Copenhagen Climate Change Conference, which failed to reach an agreement. One ... contains details of a confidential discussion about climate change negotiations between U.N. Secretary General Ban Ki-moon and the German Chancellor Angela Merkel in the lead-up to the conference. The NSA report is stamped “U.N. diplomatic,” “German leadership,” and Top Secret Gamma, the “Gamma” indicating an extremely sensitive spying operation. The interception methods stated on the latest leaked intelligence reports are “Unconventional” and “SCS,” which stands for Special Collection Service. SCS involves joint NSA and CIA eavesdropping operations run covertly inside U.S. and allied foreign embassy buildings in foreign capitals.

Afghanistan war: Just what was the point?

It is worse in Afghanistan now than ... ever. The conflict, begun initially to oust the Taliban that sheltered al Qaeda chief Osama Bin Laden after the September 11, 2001 attacks on the U.S., has cost the lives of more than 3,500 Coalition service members and tens of thousands of Afghan civilians. The war ... moved back into focus three weeks ago with the death of Wasil Ahmad. Wasil learned firearms and commanded a unit of anti-Taliban fighters briefly, before Taliban gunmen on a motorbike mowed him down as he bought food for his mother and siblings. Wasil was just 11 years old. Dissent in the ranks of the Taliban has led to ISIS becoming a radical, brutal and attractive alternative to the country's disenfranchised youth, for whom the old insurgency isn't moving fast enough. The Taliban hold more territory now than at any time since 2001. There are about 10,000 U.S. troops left, who can hunt extremists, but not hold territory. In terms of Western goals - things are right back where they started: needing to keep Afghanistan free of extremists and a viable country for its people. Without that the result is thousands of refugees in Europe, and ISIS gets a new safe haven. What is left is a country where the West is discredited; ... where most fighters are meaner, better armed, and more chaotic than they were in 2001; and whose name causes opinion-formers in the West to try and change the subject.
