Eleven million documents were leaked from one of the world's most secretive companies, Panamanian law firm Mossack Fonseca. They show how Mossack Fonseca has helped clients launder money, dodge sanctions and avoid tax. 12 current or former heads of state and at least 60 people linked to current or former world leaders [are included] in the data. They include the Icelandic Prime Minister, Sigmundur David Gunnlaugson, [as well as] reveal a suspected billion-dollar money laundering ring involving close associates of Russian President Vladimir Putin. 107 media organisations - including UK newspaper the Guardian - in 76 countries ... have been analysing the documents, [which] shed light on how Mossack Fonseca offered financial services designed to help business clients hide their wealth. One wealthy client, US millionaire ... Marianna Olszewski, was offered fake ownership records to hide money. An email from a Mossack executive to Ms Olszewski in January 2009 explains how she could deceive the bank: "We may use a natural person who will act as the beneficial owner ... and therefore his name will be disclosed to the bank. The U.S. lambastes and strong-arms countries that help drug lords and millionaire investors hide their money from tax collectors. Critics say it should look closer to home. America itself is emerging as a top tax haven alongside the likes of Switzerland, the Cayman Islands and Panama. And states such as Delaware, Nevada, South Dakota and Wyoming, in particular, are competing with each other to provide foreigners with the secrecy they crave. "There's a big neon sign saying the U.S. is open to tax cheats," says John Christensen, executive director of the Tax Justice Network. America's openness to foreign tax evaders is coming under new scrutiny after the leak this week of 11.5 million confidential documents from a Panamanian law firm, [which] show how some of the world's richest people hide assets in shell companies to avoid paying taxes. Christensen's group, which campaigns for a global crackdown on tax evaders, says the United States ranks third in the world in financial secrecy, behind Switzerland and Hong Kong but ahead of notorious tax havens such as the Cayman Islands and Luxembourg. Mercenary hackers helped Enrique Peńa Nieto win Mexico’s 2012 presidential election, according to an imprisoned Colombian hacker who says he was involved. Andrés Sepúlveda ... claimed he had also helped to manipulate elections in nine countries across Latin America by stealing data, installing malware and creating fake waves of enthusiasm and derision on social media. In an interview with Bloomberg Businessweek, the Colombian – who is currently serving a 10-year prison sentence - boasted of his ability to hack into campaign networks and manipulate opinion. “My job was to do actions of dirty war and psychological operations, black propaganda, rumours – the whole dark side of politics that nobody knows exists but everyone can see,” the 31-year-old told Bloomberg. Although he was well paid for his work, Sepúlveda said his primary motive was political. He supported right and centre-right candidates against what he called “dictatorships and socialists governments”. In Mexico ... he reportedly had a $600,000 budget, [and] used a “virtual army” of fake Twitter accounts to direct public debate. “When I realized that people believe what the internet says more than reality, I discovered that I had the power to make people believe almost anything,” he told Bloomberg. To varying degrees, he said he applied similar tactics in other elections over an eight-year period in in Venezuela, Nicaragua, Panama, Honduras, El Salvador, Colombia, Costa Rica and Guatemala. Two senior intelligence analysts at U.S. Central Command say the military has forced them out of their jobs because of their skeptical reporting on U.S.-backed rebel groups in Syria. It’s the first known instance of possible reprisals against CENTCOM personnel after analysts accused their bosses of manipulating intelligence reports about the U.S.-led campaign against ISIS in order to paint a rosier picture of progress in the war. One of the analysts alleging reprisals is the top analyst in charge of Syria issues at CENTCOM. He and a colleague doubted rebels’ capabilities and their commitment to U.S. objectives in the region. [Their] views put them at odds with military brass, who last year had predicted that a so-called moderate opposition would make up a 15,000-man ground force to take on ISIS. An initial $500 million program to train and arm those fighters failed spectacularly. And until the very end, Pentagon leaders claimed the operation was more or less on track. The Pentagon inspector general and a congressional task force are investigating allegations of doctored intelligence reports about ISIS. More than 50 CENTCOM analysts have said that senior officials gave more scrutiny and pushback on reports that suggested U.S. efforts to destroy ISIS weren’t progressing. Robert Lustig is a paediatric endocrinologist at the University of California. A 90-minute talk he gave in 2009, titled Sugar: The Bitter Truth ... argues forcefully that fructose, a form of sugar ubiquitous in modern diets, is a “poison” culpable for America’s obesity epidemic. John Yudkin ... was a British professor of nutrition who had sounded the alarm on sugar back in 1972, in a book called Pure, White, and Deadly. “If only a small fraction of what we know about the effects of sugar were to be revealed in relation to any other material used as a food additive,” wrote Yudkin, “that material would promptly be banned.” The book did well, but Yudkin paid a high price for it. Prominent nutritionists combined with the food industry to destroy his reputation. The US government issued its first Dietary Guidelines [in 1980]. The most prominent recommendation ... was to cut back on saturated fats and cholesterol. Consumers dutifully obeyed. But instead of becoming healthier, we grew fatter and sicker. Pennsylvania Seeks to Close Books on "Kids for Cash" Scandal

One of the biggest corruption scandals to hit America's juvenile justice system began unfolding in 2007, when parents in a central Pennsylvania county began to complain that their children had been tossed into for-profit youth centers without a lawyer to represent them. The kickback scheme, known as "kids for cash," has resulted in prison terms for two Luzerne County judges and two businessmen. Convictions of thousands of juveniles have been tossed out. Now the case is entering its final chapter: a few remaining class action lawsuits. One of those claims drew to a close ... when a federal judge signed off on a settlement in which one of the businessmen, Robert Powell, would pay $4.75 million. Powell, who co-owned two private juvenile justice facilities, served an 18-month prison term after admitting to paying hundreds of thousands of dollars in bribes to former ... Judge Mark Ciavarella Jr. and his boss, Judge Michael Conahan. In return, Ciavarella routinely found children guilty and sent them to Powell's facilities. Ciavarella was convicted in 2011 of racketeering and other charges, and sentenced to 28 years in prison. Conahan, a friend of Powell's who oversaw the scam, pleaded guilty to racketeering and was sentenced to more than 17 years behind bars. A fourth conspirator ... pleaded guilty for his part in the plot and was sentenced to a year in prison.

Syrian militias armed by different parts of the U.S. war machine have begun to fight each other on the plains between the besieged city of Aleppo and the Turkish border. The fighting has intensified over the last two months, as CIA-armed units and Pentagon-armed ones have repeatedly shot at each other while maneuvering through contested territory on the northern outskirts of Aleppo. Last year, the Pentagon helped create a new military coalition, the Syrian Democratic Forces ... to take territory away from the Islamic State. The group is dominated by Kurdish outfits known as People's Protection Units or YPG. It has received air-drops of weapons and supplies and assistance from U.S. Special Forces. The U.S. backing for a heavily Kurdish armed force has been a point of tension with the Turkish government, which has a long history of crushing Kurdish rebellions. The CIA, meanwhile, has its own operations center inside Turkey from which it has been directing aid to rebel groups in Syria, providing them with TOW antitank missiles from Saudi Arabian weapons stockpiles. While the Pentagon's actions are part of an overt effort by the U.S. and its allies against Islamic State, the CIA's backing of militias is part of a separate covert U.S. effort aimed at keeping pressure on the Assad government. One week before the Brussels terrorist attacks, a Saudi-led coalition bombed a market in Mastaba, Yemen. Although more people died in Mastaba than in Brussels - 106 versus 34 - the media and the international community in general ignored that earlier atrocity, as they've ignored most of the 150 indiscriminate aerial attacks reported by the United Nations and Human Rights Watch in the last year. The West is actually supporting - by way of arms and military assistance - this all-but-invisible war. The Saudis are violating international law as they carry out attacks [on] schools, hospitals, markets and homes, [which] account for 60% of the 3,200 civilians killed in the conflict. The U.S. and Britain are ... the lead providers of the Saudi coalition's arsenal. Saudi Arabia has ... contracted for at least $20 billion in weapons from the U.S. and almost $4.3 billion in weapons from Britain in 2015. Many human rights and humanitarian organizations, as well as the European Parliament, have called for an embargo on arms sales to Saudi Arabia. What remains unknown is the exact nature of the U.S. and British military role in the Saudi campaign. The U.S. Defense Department has vaguely stated that it is providing “targeting assistance,” which as a matter of law means it is liable for unlawful strikes in which it takes part. Member states of the U.N. Human Rights Council attempted to pursue ... an investigation [into unlawful airstrikes in Yemen], but the Saudi-U.S.-Britain trifecta effectively quashed it.

Highlighting Western Victims While Ignoring Victims of Western Violence

For days now, American cable news has broadcast non-stop coverage of the horrific attack in Brussels. This type of coverage is accorded only to Western victims of violence, but almost never to the non-Western victims of the West’s own violence. A little more than a week ago ... fighter jets from a Saudi-led (U.S.– and U.K.-supported) coalition bombed a market in Mastaba, in Yemen’s northern province of Hajjah. The latest count indicates that about 120 people were killed, including more than 20 children, and 80 were wounded in the strikes. Over the past several years, the U.S. has launched hideous civilian-slaughtering strikes in Yemen, Pakistan, Afghanistan, Syria, Somalia, Libya, and Iraq. You’ll almost never hear any of those victims’ names on CNN, NPR, or most other large U.S. media outlets. No famous American TV correspondents will be sent to the places where those people have their lives ended by the bombs of the U.S. and its allies. At most, you’ll hear small, clinical news stories briefly and coldly describing what happened - usually accompanied by a justifying claim from U.S. officials, uncritically conveyed, about why the bombing was noble - but, even in those rare cases where such attacks are covered at all, everything will be avoided that would cause you to have any visceral or emotional connection to the victims. You’ll never know anything about them - not even their names ... and will therefore have no ability to feel anything for them. As a result, their existence will barely register. That’s by design.

CIA photographed detainees naked before sending them to be tortured

The CIA took naked photographs of people it sent to its foreign partners for torture. A former US official who had seen some of the photographs described them as “very gruesome”. In some of the photos, which remain classified, CIA captives are blindfolded, bound and show visible bruises. Some photographs also show people believed to be CIA officials or contractors alongside the naked detainees. It is not publicly known how many people ... were caught in the CIA’s web of so-called “extraordinary renditions”, extra-judicial transfers of detainees to foreign countries, many of which practised even more brutal forms of torture than the US came to adopt. Human rights groups over the years have identified at least 50 people the CIA rendered, going back to Bill Clinton’s presidency. “Is the naked photography a form of sexual assault? Yes. It’s a form of sexual humiliation,” said Dr Vincent Iacopino, the medical director of Physicians for Human Rights. “It’s cruel, inhumane and degrading treatment at a minimum and may constitute torture,” he said. International human rights law, to include the Geneva conventions, forbids photographing prisoners except in extremely limited circumstances related to their detention, to include anything that might compromise their dignity. The CIA is known to have employed nudity in other aspects of its custody of terrorism suspects. Often the nudity occurred in tandem with other torture techniques, such as shackling and frigid conditions, leading in at least one case to a detainee’s death.

The feds have resumed a controversial program that lets cops take stuff and keep it

The Justice Department has announced that it is resuming a controversial practice that allows local police departments to funnel a large portion of assets seized from citizens into their own coffers under federal law. The "Equitable Sharing Program" gives police the option of prosecuting some asset forfeiture cases under federal instead of state law. Federal forfeiture policies are more permissive than many state policies, allowing police to keep up to 80 percent of assets they seize. Asset forfeiture is a contentious practice that lets police seize and keep cash and property from people who are never convicted of wrongdoing - and in many cases, never charged. Use of the practice has exploded in recent years, prompting concern that, in some cases, police are motivated more by profit and less by justice. A wide-ranging Washington Post investigation in 2014 found that police had seized $2.5 billion in cash alone without warrants or indictments since 2001. In response, then-Attorney General Eric Holder announced new restrictions on some federal asset forfeiture practices. Asset forfeiture is fast growing - in 2014, for instance, federal authorities seized more than $5 billion in assets. That's more than the value of assets lost in every single burglary that year. Reformers had hoped that the suspension of the program in December was a signal that the Justice Department was looking for ways to rein in the practice. But that no longer appears to be the case.

Khalil Abu Rayyank was a lonely young man in Detroit, eager to find a wife. Jannah Bride claimed she was a 19-year-old Sunni Muslim whose husband was killed in an airstrike in Syria. The two struck up a romantic connection ... online. Now, Rayyan, a 21-year-old Michigan man, is accused by federal prosecutors of supporting the Islamic State. Jannah Bride, not a real name, was in fact an FBI informant hired to communicate with Rayyan. The FBI and federal prosecutors have treated his case as a national security concern, making numerous references in court filings and at a detention hearing to statements Rayyan made about the Islamic State and his supposed aspirations for violence. According to transcripts ... Rayyan had fallen in love with Bride and had even proposed marriage. The FBI informant initiated conversations about violence on several occasions, and when she did, Rayyan would tell her that he didn’t want to hurt anyone. Eventually, Rayyan found a way to capture the woman’s interest, describing his plans for an attack. The story appears to be fantasy, however. Psychologist ... Lyle D. Danuloff assessed Rayyan’s level of dangerousness as “very low,” according to a report filed Tuesday. Danuloff wrote: “His verbalization was the result of an effort to keep the attention with hopes of a future. They were not the result of radicalization or representative of terrorist intentions.”

How ‘ghost corporations’ are funding the 2016 election

A trust called DE First Holdings was quietly formed in Delaware. A day later, the entity dropped $1 million into a super PAC. The trust, whose owner remains unknown, is part of a growing cadre of mystery outfits financing big-money super PACs. Many were formed just days or weeks before making six- or ­seven-figure contributions - an arrangement that ... violates a long-standing federal ban on straw donors. But the individuals behind the “ghost corporations” appear to face little risk of reprisal from [the] Federal Election Commission. The 2016 campaign has already seen the highest rate of corporate donations since the Supreme Court unleashed such spending with its 2010 Citizens United v. FEC decision. One out of every eight dollars collected by super PACs this election cycle have come from corporate coffers, including millions flowing from opaque and hard-to-trace entities. Such groups, which can accept unlimited donations ... are on track to far exceed the $86 million they gave to super PACs in the entire 2012 presidential cycle. A significant share of the money is coming from newly formed LLCs. Several campaign finance watchdog groups have filed complaints with the FEC against the recent pop-up LLCs, but the chances of the agency’s looking into the cases appear slim. Last month, the agency closed a nearly five-year-old complaint about a limited liability company allegedly used to mask a donor’s identity — unable to even agree whether it merited investigation.

A group of 22 medical experts convened by Johns Hopkins University and The Lancet have called today for the decriminalization of all nonviolent drug use and possession. The experts further encourage countries and U.S. states to "move gradually toward regulated drug markets and apply the scientific method to their assessment." Their report comes ahead of a special UN General Assembly Session on drugs to be held next month. In a lengthy review of the state of global drug policy, the Hopkins-Lancet experts conclude that the prohibitionist anti-drug policies of the past 50 years "directly and indirectly contribute to lethal violence, disease, discrimination, forced displacement, injustice and the undermining of people’s right to health. "The goal of prohibiting all use, possession, production and trafficking of illicit drugs is the basis of many of our national drug laws, but these policies are based on ideas about drug use and drug dependence that are not scientifically grounded," said Commissioner Dr. Chris Beyrer. The war on drugs has failed, fuelling higher rates of infection and harming public health and human rights to such a degree that it's time to decriminalize non-violent minor drug offences, according to a new global report. The authors of the Johns Hopkins-Lancet Commission on Public Health and International Drug Policy call for minor use, possession and petty use to be decriminalized following measurably worsened human health. "We've had three decades of the war on drugs, we've had decades of zero-tolerance policy," said Dr. Chris Beyrer, a professor of infectious disease epidemiology at Johns Hopkins Bloomberg School of Public Health in Baltimore and the senior author of the report published Thursday in The Lancet. "It has had no measurable impact on supply or use, and so as a policy to control substance use it has arguably failed. It has evidently failed." Given that the goal of prohibiting all use, possession, production and trafficking of illicit drugs was to protect societies, the researchers evaluated the health effects and found they were overwhelmingly negative. For a role model, the authors point to Portugal, which decriminalized not only cannabis but also possession of heroin, cocaine and methamphetamine. HIV transmission, hepatitis C and incarcerations all decreased, Beyrer said, and there was about a 15 per cent decline in substance use by young people in Portugal.

A lack of diversity in farming and a related over-reliance on pesticides have triggered a host of negative effects, including the decline of pollinators, such as butterflies and bees. Commercial beekeepers continue to report escalating losses of 42 percent or more, jeopardizing $30 billion in annual revenue and our health. A couple of years ago, [Jonathan] Lundgren - running a government lab, winning awards from both his agency and President Obama - occupied the right position to aid in this crisis. He says he was doing just that when the trouble started. In October, Lundgren filed a whistleblower suit alleging that he was disciplined to suppress his science. Nine additional USDA scientists have been ordered to retract studies and water-down findings, or have faced discipline in retaliation for their work. Three of those scientists, beyond Lundgren, were also working on pollinator-related research. This dynamic of government scientists claiming suppression extends across institutions. Such disputes show how complicated the intersection of government, science and industry can become when billions of dollars are at stake. Bee declines, says Lundgren, are not difficult to understand.

The headline on the website Pravda trumpeted: “Russian Nuclear Energy Conquers the World.” The article, in January 2013, detailed how the Russian atomic energy agency, Rosatom, [became] one of the world’s largest uranium producers and brought Mr. Putin closer to his goal of controlling much of the global uranium supply chain. Major donors to the charitable endeavors of former President Bill Clinton and his family ... built, financed and eventually sold off to the Russians a company that would become known as Uranium One. Beyond mines in Kazakhstan that are among the most lucrative in the world, the sale gave the Russians control of one-fifth of all uranium production capacity in the United States. Uranium is considered a strategic asset. The deal had to be approved by ... United States government agencies. Among the agencies that eventually signed off was the State Department, then headed by Mr. Clinton’s wife, Hillary Rodham Clinton. As the Russians gradually assumed control of Uranium One ... a flow of cash made its way to the Clinton Foundation. Uranium One’s chairman used his family foundation to make four donations totaling $2.35 million. Those contributions were not publicly disclosed by the Clintons. Other people with ties to the company made donations as well. And shortly after the Russians announced their intention to acquire a majority stake in Uranium One, Mr. Clinton received $500,000 for a Moscow speech from a Russian investment bank with links to the Kremlin that was promoting Uranium One stock.

The U.S. military has stepped up investigations of high-ranking officers for sexual assault. The Defense Department ... has revamped its policies to prevent sexual assault and to hold perpetrators accountable. During the federal fiscal year that ended Sept. 30, 116 officers of all stripes were court-martialed, discharged or received some sort of punishment after they were criminally investigated for sexual assault. That was more than double the number from three years earlier. Of last year’s cases, eight were against senior officers holding a rank equivalent to colonel or Navy captain or higher. While that figure may seem small, it represented a fourfold increase from 2012. Overall, the vast majority of troops investigated for sexual assault are enlisted personnel, who accounted for 94 percent of all cases last year. Enlisted troops outnumber officers by a ratio of 4.6 to 1. Under the military justice system, senior officers are responsible for deciding whether individuals under their command should be prosecuted. Some lawmakers and advocacy groups are pushing to strip commanders of that power and to give it instead to uniformed prosecutors. The Pentagon has resisted such proposals, saying they would undermine command authority. When senior officers themselves are charged with sexual assault, it “makes it appear as if the fox was guarding the henhouse,” said [Don] Christensen, the president of Protect Our Defenders, which has lobbied Congress to change the law.

The U.S. Government Is Still Fighting to Bury the Senate Torture Report

Government lawyers on Thursday continued their fight to bury the Senate Torture Report, arguing before the D.C. District Court of Appeals that the 6,700-page text could not be released on procedural grounds. When the 500-page executive summary of the report was released more than a year ago, it prompted international outcry and renewed calls for prosecution. The summary describes not only the CIA’s rape and torture of detainees, but also how the agency consistently misrepresented the brutality and effectiveness of the torture program. But many of the most graphic details are in Volume III of the full report, which former Senate Intelligence Committee chair Dianne Feinstein has said contains “excruciating” details on “each of the 119 known individuals who were held in CIA custody.” On the same day the executive summary was released, the Intelligence Committee sent copies of the full report to executive branch agencies with instructions ... that they be used “as broadly as appropriate to make sure that this experience is never repeated.” Last year, after succeeding Feinstein as chair, Sen. Richard Burr, R-Ga., requested that the copies distributed to federal agencies be returned to Congress, prompting a legal standoff. In the meantime ... the Justice Department has “refuse[d] to allow executive branch officials to review the full and final study.”
