As a police officer in a small Oregon town in 2004, Sean Sullivan was caught kissing a 10-year-old girl on the mouth. Mr. Sullivan’s sentence barred him from taking another job as a police officer. Companies have added thousands of ingredients to foods with little to no government oversight. That's thanks to a loophole in a decades-old law that allows them to deem an additive to be "generally recognized as safe" - or GRAS - without the U.S. Food and Drug Administration's blessing, or even its knowledge. The loophole was originally intended to allow manufacturers of common ingredients like vinegar and table salt ... to bypass the FDA's lengthy safety-review process. But over time, companies have found that it's far more efficient to take advantage of the exemption to get their products on shelves quickly. The Food and Drug Administration banned the sale of soaps containing certain antibacterial chemicals on Friday, saying industry had failed to prove they were safe to use over the long term or more effective than using ordinary soap and water. In all the F.D.A. took action against 19 different chemicals and has given industry a year to take them out of their products. If there is anything positive to say about the 2016 elections, it's that they have finally forced an end to the official denial of computerized election rigging. In the past month, the fact that our voting technology is a hacker's paradise has been validated by no less than all the major TV news networks. Of course, the corporate media and political parties are now professing "shock" at the very prospect that US elections can be manipulated, and yes, even stolen. Yet it has long been an open secret that game-changing races have been decided not by voters, but by insiders; from the presidential race of 1960, appropriated for John Kennedy by Democratic muscle in Chicago, to the two victories secured for George W. Bush by GOP fixers in Florida and hackers in Ohio. Among other suspect elections in recent years are key Congressional races hijacked by combinations of voter suppression, gerrymandering, dark money and the ugly little secret of American elections: rigged voting machines. How is this possible? Because over many decades, our public elections have been privatized and outsourced to a handful of corporations and dozens of private service vendors. Could an American election’s outcome be altered by a malicious actor on a computer keyboard? I have had three jobs that, together, taught me at least one thing: If it’s a computer, it can be hacked. I served as the White House senior cybersecurity policy adviser. I served on [President Obama's] five-person post–Edward Snowden investigative group on the National Security Agency, intelligence and technology. And for over a decade I have advised American corporations on cybersecurity. Those experiences confirm my belief that if sophisticated hackers want to get into any computer or electronic device, even one that is not connected to the internet, they can do so. In most states the data that are used to determine who won an election are processed by networked, computerized devices. There are almost no locations that exclusively use paper ballots. For two years after the accident, Yei Yang refused to leave his home. "I couldn't farm, I couldn't go to see friends, as they might be afraid of me," Yang tells CNN. "I didn't want to live." Yang was just 22 and burning rubbish near his village in the province of Xieng Khoung in north-eastern Laos, when a bomb blast tore off one of his eyelids, his top lip and an ear, mutilated one of his arms, and left him with severe scarring from the waist up. As Christmas 2011 approached, U.S. Army medic Shawn Aiken was once again locked in desperate battle with a formidable foe: the U.S. Defense Department. Aiken ... was in his second month of physical and psychological reconstruction ... after two tours of combat duty. Linda Woodford spent the last 15 years of her career inserting phony numbers in the U.S. Department of Defenses accounts. Every month ... the Navy would [dump] numbers on the Cleveland, Ohio, office of the Defense Finance and Accounting Service, the Pentagons main accounting agency. Using the data they received, Woodford and her fellow DFAS accountants there set about preparing monthly reports to square the Navys books with the U.S. Treasurys. The Pentagon has for years kept lousy books with impunity. [A] 2009 law requiring the Defense Department to be audit-ready by 2017 provides for no penalties if it misses the deadline. From 1995 through 2002, Senator Charles Grassley pushed through an amendment to the annual defense appropriations bill requiring the Pentagon to account for its expenditures by following one seemingly simple procedure: match each payment to the expense it covered. Republican Mayor Richard Berry was driving around Albuquerque last year when he saw a man on a street corner holding a sign that read: Want a Job. Anything Helps. Throughout his administration, as part of a push to connect the homeless population to services, Berry had taken to driving through the city to talk to panhandlers about their lives. His citys poorest residents told him they didnt want to be on the streets begging for money, but they didnt know where else to go. Seeing that sign gave Berry an idea. The city could bring the work to them. Next month will be the first anniversary of Albuquerques Theres a Better Way program, which hires panhandlers for day jobs beautifying the city. The job pays $9 an hour, which is above minimum wage, and provides a lunch. At the end of the shift, the participants are offered overnight shelter as needed. In less than a year since its start, the program has given out 932 jobs clearing 69,601 pounds of litter and weeds from 196 city blocks. And more than 100 people have been connected to permanent employment. Berrys effort is a shift from the movement across the country to criminalize panhandling. A recent National Law Center on Homelessness & Poverty report found a noticeable increase, with 24 percent of cities banning it altogether and 76 percent banning it in particular areas. When panhandlers have been approached in Albuquerque with the offer of work, most have been eager for the opportunity to earn money, Berry said. They just needed a lift.

President Barack Obama said Tuesday that US has an "obligation" to help Laos recover from a brutal secret bombing campaign that destroyed parts of the Southeast Asian nation. During an address to the Lao people in the country's capital, Obama pledged $90 million in a joint three-year project with the country's government to clear ... some 80 million unexploded cluster bombs dropped during a secret US bombing campaign as part of the Vietnam War 40 years ago. "The remnants of war continue to shatter lives here in Laos," Obama said. "That's why I've dramatically increased or funding to remove these unexploded bombs." The move was welcomed by Laos President Bounnhang Vorachit as a way of strengthening mutual trust after the devastating campaign, that still maims or kills 50 people who stumble upon unexploded mines each year. Efforts to find the bombs will be aided the Pentagon, who will supply records of where they were dropped. To this day, less than 1% of the bombs have been cleared, according to US-based non-government organization Legacies of War. US funding for clearance of unexploded ordnance and victims' assistance has steadily grown since 2010. This year, Congress allotted $19.5 million, but now, for the first time, an American president has publicly recognized that the US has a responsibility to do more. "That conflict was another reminder that whatever the cause, whatever our intentions, war inflicts terrible toll, especially on innocent men, women and children," Obama said.

The FBI has uncovered evidence that foreign hackers penetrated two state election databases in recent weeks, prompting the bureau to warn election officials across the country to take new steps to enhance the security of their computer systems. The FBI warning [was] titled “Targeting Activity Against State Board of Election Systems.” The alert, labeled as restricted for “NEED TO KNOW recipients,” disclosed that the bureau was investigating cyberintrusions against two state election websites this summer, including one that resulted in the “exfiltration,” or theft, of voter registration data. The bulletin does not identify the states in question, but sources familiar with the document say it refers to the targeting by suspected foreign hackers of voter registration databases in Arizona and Illinois. In the Illinois case, officials were forced to shut down the state’s voter registration system for 10 days in late July, after the hackers managed to download personal data on up to 200,000 state voters, Ken Menzel, the general counsel of the Illinois Board of Elections, said in an interview. FBI agents confirmed to [Menzel] that the perpetrators were believed to be foreign hackers, although they were not identified by country. Agents told him they had reached no conclusions, and other experts say the hackers could also have been common cybercriminals hoping to steal personal data on state voters for fraudulent purposes, such as obtaining bogus tax refunds.

Recent attempts at campaign-directed cyber-attacks have raised red flags about just how vulnerable the upcoming U.S. election is to hackers. The most vulnerable aspect of the voting process is the individual ballot. But in a digital world, far more is susceptible to tampering than the ballot itself. A recent Bloomberg exposé featured a South American political hacker who engaged for a decade in what he calls "psychological operations." He created software to manage and direct an army of fake Twitter accounts. America has been enmeshed in a wrenching discussion about how the police treat young black men. But this week’s blistering report from the Justice Department on police bias in Baltimore also exposed a different, though related, concern: how the police in that majority-black city treat women, especially victims of sexual assault. In six pages of the 163-page report documenting how Baltimore police officers have systematically violated the rights of African-Americans, the Justice Department also painted a picture of a police culture deeply dismissive of sexual assault victims and hostile toward prostitutes and transgender people. It branded the Baltimore Police Department’s response to sexual assault cases “grossly inadequate.” Baltimore officers sometimes humiliated women who tried to report sexual assault, often failed to gather basic evidence, and disregarded some complaints filed by prostitutes. Some officers blamed victims or discouraged them from identifying their assailants. And the culture seemed to extend to prosecutors, investigators found. On Sunday morning, the South Carolina honey bees began to die in massive numbers. The dead worker bees littering the farms suggested ... acute pesticide poisoning. By one estimate, at a single apiary - Flowertown Bee Farm and Supply, in Summerville - 46 hives died on the spot, totaling about 2.5 million bees. Walking through the farm, one Summerville woman wrote ... was “like visiting a cemetery, pure sadness.” To the bee farmers, the reason is ... clear. Their bees had been poisoned by Dorchester’s own insecticide efforts, casualties in the war on disease-carrying mosquitoes. On Sunday morning, parts of Dorchester County were sprayed with Naled, a common insecticide that kills mosquitoes on contact. An airplane dispensed Naled in a fine mist, raining insect death from above. The county says it provided plenty of warning, spreading word about the pesticide plane via a newspaper announcement. Local beekeepers felt differently. “Had I known, I would have been camping on the steps doing whatever I had to do screaming, ‘No you can’t do this,'” beekeeper Juanita Stanley said in an interview. Stanley [said] that the bees are her income, but she is more devastated by the loss of the bees than her honey. The county acknowledged the bee deaths Tuesday. “Dorchester County is aware that some beekeepers in the area that was sprayed on Sunday lost their beehives,” Jason Ward, county administrator, said in a news release. As for the dead bees, as Stanley told the AP, her farm “looks like it’s been nuked.”

As the United States and its allies continue their bombing campaign against the Islamic State in Iraq and Syria, many more noncombatants are perishing than they seem prepared to admit. Airwars, the organization I lead, at present estimates that at least 1,500 civilians have been killed by the United States-led coalition. Similar or higher tallies are reported by other monitoring groups, like Iraq Body Count and the Syrian Observatory for Human Rights. But coalition officials have publicly admitted just 55 deaths. It may just be a matter of looking. Our policy is not to go out and seek allegations of civilian casualties, a senior official from United States Central Command, or Centcom, which oversees the bombing campaign, told me recently when I asked about the discrepancy between reports of noncombatant deaths and official investigations. It took about 15 months into the war for any admission of civilian deaths in Iraq - despite thousands of airstrikes and more than 130 reported incidents. An average of 173 days still passes between a civilian casualty in Iraq or Syria and any public admission of responsibility. The Pentagon is not alone in its accounting failures. Russia still denies the more than 2,000 deaths it has most likely caused in Syria, while all 12 of the United States coalition partners insist they have killed only bad guys. This then is a systemic problem, one that suggests militaries are at present unfit - or unwilling - to count the dead accurately from above.

The devastating trauma and abuse inflicted on children held by Australia in offshore detention has been laid bare in the largest cache of leaked documents released from inside its immigration regime. More than 2,000 leaked incident reports from Australia’s detention camp for asylum seekers on the remote Pacific island of Nauru – totalling more than 8,000 pages – are published by the Guardian today. The Nauru files set out as never before the assaults, sexual abuse, self-harm attempts, child abuse and living conditions endured by asylum seekers held by the Australian government, painting a picture of routine dysfunction and cruelty. Department of Defense personnel spent more than $1 million at casinos and strip clubs on government credit cards in one year, a Pentagon audit by the DOD Inspector General has revealed. Civilian and military employees racked up the vast majority of those charges - about $950,000 - at casinos from July 2013 to June 2014. They charged roughly $96,000 at strip clubs. Using the cards did not violate laws because the cardholders paid their "personal" expenses, DOD officials told NBC News. Taxpayer dollars were not spent in the transactions, officials said. However, the charges did run foul of some standards for the agency. Administrative action has been taken against 364 cardholders, and most have gone through "counseling" for card use. Officials could not confirm to NBC if any of the cardholders lost their jobs.
