President Barack Obama said Tuesday that US has an "obligation" to help Laos recover from a brutal secret bombing campaign that destroyed parts of the Southeast Asian nation. During an address to the Lao people in the country's capital, Obama pledged $90 million in a joint three-year project with the country's government to clear ... some 80 million unexploded cluster bombs dropped during a secret US bombing campaign as part of the Vietnam War 40 years ago. "The remnants of war continue to shatter lives here in Laos," Obama said. "That's why I've dramatically increased or funding to remove these unexploded bombs." The move was welcomed by Laos President Bounnhang Vorachit as a way of strengthening mutual trust after the devastating campaign, that still maims or kills 50 people who stumble upon unexploded mines each year. Efforts to find the bombs will be aided the Pentagon, who will supply records of where they were dropped. To this day, less than 1% of the bombs have been cleared, according to US-based non-government organization Legacies of War. US funding for clearance of unexploded ordnance and victims' assistance has steadily grown since 2010. This year, Congress allotted $19.5 million, but now, for the first time, an American president has publicly recognized that the US has a responsibility to do more. The FBI has uncovered evidence that foreign hackers penetrated two state election databases in recent weeks, prompting the bureau to warn election officials across the country to take new steps to enhance the security of their computer systems. The FBI warning [was] titled “Targeting Activity Against State Board of Election Systems.” The alert, labeled as restricted for “NEED TO KNOW recipients,” disclosed that the bureau was investigating cyberintrusions against two state election websites this summer, including one that resulted in the “exfiltration,” or theft, of voter registration data. The bulletin does not identify the states in question, but sources familiar with the document say it refers to the targeting by suspected foreign hackers of voter registration databases in Arizona and Illinois. In the Illinois case, officials were forced to shut down the state’s voter registration system for 10 days in late July, after the hackers managed to download personal data on up to 200,000 state voters, Ken Menzel, the general counsel of the Illinois Board of Elections, said in an interview. FBI agents confirmed to [Menzel] that the perpetrators were believed to be foreign hackers, although they were not identified by country. America has been enmeshed in a wrenching discussion about how the police treat young black men. But this week’s blistering report from the Justice Department on police bias in Baltimore also exposed a different, though related, concern: how the police in that majority-black city treat women, especially victims of sexual assault. In six pages of the 163-page report documenting how Baltimore police officers have systematically violated the rights of African-Americans, the Justice Department also painted a picture of a police culture deeply dismissive of sexual assault victims and hostile toward prostitutes and transgender people. It branded the Baltimore Police Department’s response to sexual assault cases “grossly inadequate.” Baltimore officers sometimes humiliated women who tried to report sexual assault, often failed to gather basic evidence, and disregarded some complaints filed by prostitutes. On Sunday morning, the South Carolina honey bees began to die in massive numbers. The dead worker bees littering the farms suggested ... acute pesticide poisoning. As the United States and its allies continue their bombing campaign against the Islamic State in Iraq and Syria, many more noncombatants are perishing than they seem prepared to admit. Airwars, the organization I lead, at present estimates that at least 1,500 civilians have been killed by the United States-led coalition. Similar or higher tallies are reported by other monitoring groups, like Iraq Body Count and the Syrian Observatory for Human Rights. But coalition officials have publicly admitted just 55 deaths. It may just be a matter of looking. “Our policy is not to go out and seek” allegations of civilian casualties, a senior official from United States Central Command, or Centcom, which oversees the bombing campaign, told me recently when I asked about the discrepancy between reports of noncombatant deaths and official investigations. It took about 15 months into the war for any admission of civilian deaths in Iraq - despite thousands of airstrikes and more than 130 reported incidents. An average of 173 days still passes between a civilian casualty in Iraq or Syria and any public admission of responsibility. The Pentagon is not alone in its accounting failures. The devastating trauma and abuse inflicted on children held by Australia in offshore detention has been laid bare in the largest cache of leaked documents released from inside its immigration regime. More than 2,000 leaked incident reports from Australia’s detention camp for asylum seekers on the remote Pacific island of Nauru – totalling more than 8,000 pages – are published by the Guardian today. The Nauru files set out as never before the assaults, sexual abuse, self-harm attempts, child abuse and living conditions endured by asylum seekers held by the Australian government, painting a picture of routine dysfunction and cruelty. Children are vastly over-represented in the reports. Department of Defense personnel spent more than $1 million at casinos and strip clubs on government credit cards in one year, a Pentagon audit by the DOD Inspector General has revealed. Civilian and military employees racked up the vast majority of those charges - about $950,000 - at casinos from July 2013 to June 2014. They charged roughly $96,000 at strip clubs. Using the cards did not violate laws because the cardholders paid their "personal" expenses, DOD officials told NBC News. Taxpayer dollars were not spent in the transactions, officials said. However, the charges did run foul of some standards for the agency. Administrative action has been taken against 364 cardholders, and most have gone through "counseling" for card use. Officials could not confirm to NBC if any of the cardholders lost their jobs.

The United States Army's finances are so jumbled it had to make trillions of dollars of improper accounting adjustments to create an illusion that its books are balanced. The Defense Department’s Inspector General ... said the Army made $2.8 trillion in wrongful adjustments to accounting entries in one quarter alone in 2015, and $6.5 trillion for the year. The amounts dwarf the Defense Department’s entire budget. The "forced" adjustments rendered the statements useless because "DoD and Army managers could not rely on the data in their accounting systems when making management and resource decisions." The Pentagon provided more than 1.45 million firearms to various security forces in Afghanistan and Iraq, including more than 978,000 assault rifles, 266,000 pistols and almost 112,000 machine guns. Many of the recipients of these weapons became brave and important battlefield allies. But many more did not. The weapons were part of a vast and sometimes minimally supervised flow of arms from a superpower to armies and militias often compromised by poor training, desertion, corruption and patterns of human rights abuses. Pennsylvania’s Attorney General Kathleen Kane is used to going up against criminals, not her own colleagues. But after she helped expose an email scandal in the state government, her career has been in jeopardy. In 2014, Kane’s office released close to 400 pages of emails between state government employees, including some high-ranking state officials, exchanged on the state’s email server that were full of racism, sexism and pornography. The scandal was dubbed Porngate, and Kane said it involved a number of judges, prosecutors and law enforcement officials. “I couldn’t believe there was violence involved, and I couldn’t believe this wasn’t just some Playboy photos ... 398 pages, much of it hard-core porn,” Kane told “Nightline.” When she exposed the state email scandal ...Pennsylvania’s political good old boys club was furious [with Kane] and came after her. Amid calls for her resignation from Gov. Tom Wolf, the Montgomery County prosecutor charged Kane in August 2015 with perjury, obstruction of justice and criminal conspiracy. EpiPen prices aren't the only thing to jump at Mylan. Executive salaries have also seen a stratospheric uptick. Proxy filings show that from 2007 to 2015, Mylan CEO Heather Bresch's total compensation went from $2,453,456 to $18,931,068, a 671 percent increase. During the same period, the company raised EpiPen prices, with the average wholesale price going from $56.64 to $317.82, a 461 percent increase. In 2007 the company bought the rights to EpiPen, a device used to provide emergency epinephrine to stop a potentially fatal allergic reaction and began raising its price. In 2008 and 2009, Mylan raised the price by 5 percent. At the end of 2009 it tried out a 19 percent hike. The years 2010-2013 saw a succession of 10 percent price hikes. And from the fourth quarter of 2013 to the second quarter of 2016, Mylan steadily raised EpiPen prices 15 percent every other quarter. After Mylan acquired EpiPen the company also amped up its lobbying efforts. In 2008, its reported spending on lobbying went from $270,000 to $1.2 million, according to opensecrets.org. When a drum containing radioactive waste blew up in an underground nuclear dump in New Mexico two years ago, the Energy Department rushed to quell concerns in the Carlsbad desert community and quickly reported progress on resuming operations. The early federal statements gave no hint that the blast had caused massive long-term damage to the dump, a facility crucial to the nuclear weapons cleanup program that spans the nation, or that it would jeopardize the Energy Department’s credibility in dealing with the tricky problem of radioactive waste. But the explosion ranks among the costliest nuclear accidents in U.S. history. The long-term cost of the mishap could top $2 billion, an amount roughly in the range of the cleanup after the 1979 partial meltdown at the Three Mile Island nuclear power plant in Pennsylvania. The dump, officially known as the Waste Isolation Pilot Plant, was designed to place waste from nuclear weapons production since World War II into ancient salt beds, which engineers say will collapse around the waste and permanently seal it. The equivalent of 277,000 drums of radioactive waste is headed to the dump, according to federal documents. It had operated problem-free for 15 years and was touted by the Energy Department as a major success until the explosion. When it comes to women’s progress, the United States doesn’t exactly bring home the gold. We rank 72nd in women’s political participation, with women holding less than 20% of congressional seats. Access to reproductive care is necessary not just to prevent or end pregnancies, but to ensure healthy outcomes for those who choose to carry their pregnancies to term.

Hackers could [target] a voting machine [by] attacking the network the machines are being run on at a voting precinct, physically tampering with the device or the network hardware to install malware, attacking the voting machine company's network or employees to get malware into the devices or steal passwords before they are released to a government and target the back-end government network used to manage them. Imagine a hacker deleting voter registration forms ... or switching a person's party affiliation to block him/her from voting in the proper primary. Or deleting a politician's filed paperwork, putting his/her candidacy in jeopardy. There are also a lot of ways hackers could derail campaign fundraising. Since campaign contributions are public records, it would be easy for hackers to ... steal the credit card numbers of donors in order to harass them ... as well as engage in identity theft and financial fraud. But hackers wouldn't even have to go this far. Simply announcing publicly that they planned to hack supporters might be enough to dissuade potential donors.

At first it was just a few rubbish light entertainers. Then we had people muttering about the political establishment – and others counter-muttering don’t be ridiculous, that’s a conspiracy theory. But it wasn’t. Now, it’s a slow-motion train crash and an endless series of glacial government inquiries.

Child sex abuse is so rife in Britain that there is not enough land in the country to build the number of prisons needed to house the perpetrators, the Deputy Childrenfs Commissioner for England has warned. The Merchant Marine Academy has the highest rate of sexual assault and harassment of any U.S. military school. While the school received just one report of sexual assault in the 2014-2015 academic year, student surveys taken by the government reveal that 63 percent of women and 11 percent of men experienced unwanted advances or other sexual harassment. And 17 percent of women and 2 percent of men endured some kind of sexual assault, defined as unwanted contact, from groping to rape. Over the years, more and more states have moved to electronic voting machines and have flirted with Internet voting. These systems are insecure and vulnerable to attack. But while computer security experts ... have sounded the alarm for many years, states have largely ignored the threat, and the machine manufacturers have thrown up enough obfuscating babble that election officials are largely mollified. Government interference with foreign elections isn’t new, and in fact, that’s something the United States itself has repeatedly done in recent history. But what is new is a foreign government interfering with a U.S. national election on a large scale. Our democracy cannot tolerate it, and we as citizens cannot accept it.
