What exactly is Pizzagate? [It began with] the WikiLeaks release of hacked emails from Clinton campaign chairman John Podesta. [Some emails suggest] Podesta may be part of a child sex trafficking ring. Podesta talks about his close relationship with Dennis Hastert, the former Speaker of the House who was recently sentenced to 15 months in prison for abusing boys. To be clear, not one single email … discusses child sex trafficking. But there are dozens of ... strangely worded emails dealing with pizza. Those words [may be] code language used by pedophiles. Comet Ping Pong Pizza [is referenced] at least a dozen or so times. The owner of that place, James Alefantis, is a friend of John Podesta. He was actually named ... by GQ magazine as one of the top 50 most powerful people in Washington. Comet Ping Pong ... is a place where a number of performance artists perform [including] a group called Heavy Breathing and another called Sex Stains. Heavy Breathing has songs that do joke about pedophilia. [Alefantis] has made his Instagram profile private, but an archive search of Instagram reveals a number of strange photographs and words with ... disturbing images. According to the Washington Post, visitors to [John's brother] Tony Podesta's home in Falls Church "got an eye full when they walked into a bedroom ... hung with multiple color pictures by Katy Grannan, a photographer known for documentary style pictures of naked teenagers in their parents’ suburban homes." That just begins to scratch the surface of how strange some of the stuff is.

The announcement by the Justice Department’s inspector general that his office will look into FBI Director James B. Comey’s handling of Hillary Clinton’s emails reopens painful questions about the 2016 election, but it is also welcome news. The investigation will address allegations that Comey violated established Justice Department and FBI policies and procedures in his July 5, 2016, public announcement concerning the Hillary Clinton email investigation. And it will explore allegations that Comey’s Oct. 28 and Nov. 6 letters to Congress, which jolted the presidential election ... were improper. In addition to looking into the actions of the FBI director regarding the email investigation, the probe will look into whether the FBI’s deputy director should have recused himself from the investigation because of his wife’s political involvement; whether a high-ranking Justice Department official or others improperly disclosed non-public information to both the Clinton and Trump campaigns; and whether the timing of the FBI’s election eve Freedom of Information Act disclosures relating to Bill Clinton’s 2001 pardon of Marc Rich was based on inappropriate considerations. This investigation has bipartisan support. It was requested by the chairman and ranking members of multiple congressional oversight committees. Federal inspectors general, who do not leave with the change of administrations ... are the only political appointees whom the law requires be selected “without regard to political affiliation and solely on the basis of integrity.”

Christopher Steele, the former MI6 agent who investigated Donald Trump’s alleged Kremlin links, was so worried by what he was discovering that at the end he was working without pay. Mr Steele also decided to pass on information to both British and American intelligence officials after concluding that such material should not just be in the hands of political opponents of Mr Trump, who had hired his services, but was a matter of national security. However, say security sources, Mr Steele became increasingly frustrated that the FBI was failing to take action on the intelligence. He came to believe there was a cover-up, that a cabal within the Bureau blocked a thorough inquiry into Mr Trump. A colleague of Mr Steele in Washington, Glenn Simpson, a former Wall Street Journal reporter who runs the firm Fusion GPS, felt the same way. Fusion GPS had been hired by Republican opponents of Mr Trump in September 2015. In June 2016 Mr Steele came on the team. In July, Mr Trump won the Republican nomination and the Democrats became new employers of Mr Steele and Fusion GPS. By September ... For months, the CIA, with unprecedented clarity, overtly threw its weight behind Hillary Clinton’s candidacy. In August, former acting CIA Director Michael Morell announced his endorsement of Clinton in the New York Times and claimed that “Mr. Putin had recruited Mr. Trump as an unwitting agent of the Russian Federation.” The CIA and NSA director under George W. Bush, Gen. Michael Hayden, also endorsed Clinton and went to the Washington Post to warn, in the week before the election, that “Donald Trump really does sound a lot like Vladimir Putin.” It is not hard to understand why the CIA preferred Clinton over Trump. Clinton was critical of Obama for restraining the CIA’s proxy war in Syria and was eager to expand that war. Clinton clearly wanted a harder line than Obama took against the CIA’s long-standing foes in Moscow. In general, Clinton defended and intended to extend the decadeslong international military order on which the CIA and Pentagon’s preeminence depends, while Trump - through a still-uncertain mix of instability and extremist conviction - posed a threat to it. The claims about Russia’s interference in U.S. elections and ties to Trump should be fully investigated. But until then, assertions that are unaccompanied by evidence and disseminated anonymously should be treated with the utmost skepticism. Myriad panel discussions are focused on finding the best way to “reform capitalism,” make globalization work and revive the middle class. What is striking is what generally is not discussed: bolstering the power of workers to bargain for better wages and redistributing wealth from the top to the bottom. “That agenda is anathema to a lot of Davos men and women,” said Joseph E. Stiglitz, a Nobel laureate economist. “The stark reality is that globalization has reduced the bargaining power of workers, and corporations have taken advantage of it.” The Davos elites have enjoyed outsize influence over economic policies in recent decades as a growing share of wealth has, perhaps not coincidentally, landed in the coffers of people with a need for bank accounts in the British Virgin Islands, while poor and middle-class households have seen their earnings stagnate and decline. The Obama administration on Thursday announced new rules that will let the NSA share vast amounts of private data gathered without warrant, court orders or congressional authorization with 16 other agencies, including the FBI, the Drug Enforcement Agency, and the Department of Homeland Security. The new rules allow ... those agencies to sift through raw data collected under a broad, Reagan-era executive order that gives the NSA virtually unlimited authority to intercept communications abroad. Previously, NSA analysts would filter out information they deemed irrelevant and mask the names of innocent Americans before passing it along. The last-minute adoption of the procedures is one of many examples of the Obama administration making new executive powers established by the Bush administration permanent, on the assumption that the executive branch could be trusted to police itself. Executive Order 12333 ... serves as authorization for the NSA’s most massive surveillance programs. In 2014, a former state department official described NSA surveillance under 12333 as a “universe of collection and storage” beyond what Congress has authorized. This massive database inevitably includes vast amount of American’s communications — swept up when they speak to people abroad, when they go abroad themselves, or even if their domestic communications are simply routed abroad. That’s why access was previously limited to data that had already been screened to remove unrelated information and information identifying U.S. persons.

A federal jury this summer will decide whether King, 45, is guilty as charged of looting $38 million from the Franklin Community Federal Credit Union. Last week, a county grand jury ... began sifting through allegations tying King to a child prostitution and exploitation ring that reputedly catered to some of Omaha's most respected burghers. The sexual allegations [are based on] reports from half a dozen young people who reportedly have described being auctioned like love slaves, flown to the coasts for wild parties, or plied with drugs and alcohol as part of a bisexual bacchanal. "They appear credible to me," said state Sen. Loran Schmit, chairman of the legislative committee appointed to investigate the scandal. King liked to share the wealth ...with his young male friends. Suicide kills more U.S. troops than ISIL in Middle East

Suicide - not combat - is the leading killer of U.S. troops deployed to the Middle East to fight Islamic State militants, according to newly released Pentagon statistics. U.S. casualties have been relatively low since the U.S.-led war effort began with a bombing campaign in August 2014, reflecting the limited combat exposure for troops. Of the 31 troops who have died as of Dec. 27 in Operation Inherent Resolve, 11 have taken their own lives. Eight died in combat, seven in accidents and four succumbed to illness or injury. The cause of one death is under investigation. The reasons suicide ranks as the No. 1 cause of troop deaths ... likely include mental illnesses that enlistees brought with them to boot camp, post-traumatic stress, multiple combat deployments and heightened anxiety in a military at war for 16 years. By far, 2016 has been the most dangerous for U.S. forces since the war began. Seven of the eight combat deaths have occurred in 2016, and 21 of the 26 troops wounded in action suffered their injuries this year. But the military's suicide problem continues. Between 2001 and 2010, the rate of suicide in the military doubled. The chief spike occurred around 2005 when fighting and combat deaths soared in Iraq and Afghanistan, and the Army shouldered most of the wars burden. The Army still has the highest percentage among the services for suicide. As a whole, the militarys rate of suicide of about 20 per 100,000 troops in 2014 was comparable to the same civilian population.

Young black men again faced highest rate of US police killings in 2016

Young black men were again killed by police at a sharply higher rate than other Americans in 2016. Black males aged 15-34 were nine times more likely than other Americans to be killed by law enforcement officers last year, according to data collected for The Counted, an effort by the Guardian to record every such death. They were also killed at four times the rate of young white men. Racial disparities persisted in 2016 even as the total number of deaths caused by police fell slightly. In all, 1,091 deaths were recorded for 2016, compared with 1,146 logged in 2015. Several 2015 deaths only came to light last year, suggesting the 2016 number may yet rise. The total is again more than twice the FBI’s annual number of “justifiable homicides” by police, counted in recent years under a voluntary system allowing police to opt out of submitting details of fatal incidents. Citing the Guardian findings, the American Civil Liberties Union (ACLU) expressed renewed concern over Trump’s nomination of Jeff Sessions for US attorney general. Sessions ... has been hostile to critics of police, such as the Black Lives Matter movement. The 2016 data showed a decline in the number of unarmed people killed by police, a central concern of protests across the country after the fatal shooting of an unarmed black 18-year-old in Ferguson, Missouri, in August 2014. A total of 169 unarmed people were killed in 2016, compared with 234 in 2015.

State Election Systems to Get More Federal Aid for Security

Citing increasingly sophisticated cyber bad actors and an election infrastructure that's "vital to our national interests," Homeland Security Secretary Jeh Johnson is designating U.S. election systems critical infrastructure. The determination came after months of review and despite opposition from many states worried that the designation would lead to increased federal regulation or oversight on the many decentralized and locally run voting systems across the country. A 2013 presidential directive identified 16 sectors as critical infrastructures, including energy, financial services, health care, transportation, food and agriculture and communications. Discussions about whether to designate elections systems as critical infrastructure surfaced after hackers targeted the voter registration systems of more than 20 states in the months prior to the November election. While the designation puts responsibilities on the Department of Homeland Security, it does not require entities that are determined "critical infrastructure" to participate. Much of the nation's critical infrastructure is in the private sector. The designation allows for information to be withheld from the public when state, local and private partners meet to discuss election infrastructure security - potentially injecting secrecy into an election process that's traditionally and expressly a transparent process.

With reenactments the equal of any thriller and gripping interviews with participants, experts, and survivors, Robert Kenner’s “Command and Control” shows how close we came to the brink of annihilation, and how likely the chances are of such an accident occurring again — with potentially catastrophic consequences. While “Command and Control” tells the story of a nuclear catastrophe that nearly happened in the past, Peter Galison and Robb Moss’s documentary “Containment” shows how the distant future - as in hundreds of thousands of years from now - might be a little dicey, too. The problem is the hundreds of millions of gallons of nuclear waste, some with a half-life in six digits, the residue of weapons making and reactors, that litter the landscape. Not only must secure places be found to store it, but some way must be devised to warn future generations who might not share the same language as us. Moss and Galison employ startling documentary footage and scintillating sci-fi-like animation in examining the danger.

Harvard professors and filmmakers Peter Galison and Robb Moss have been collaborating for a decade. They co-directed Secrecy, a 2008 feature documentary about the moral, political, and technological controversies surrounding national security secrecy. Their new film, Containment ... grew first out of work Peter was doing (in print) on “the strange new lands that are at once our wild, biodiverse landscapes, and at the same time some of our most radiologically contaminated,” they told us. “The two of us were utterly taken aback by the ambition of the Department of Energy to mark one of these sites against digging — for a period of 10,000 years.” When Congress [authorized] the nuclear repository near Carlsbad New Mexico - the Waste Isolation Pilot Plant (WIPP) - it was to be regulated by the Environmental Protection Agency which did what it always does: it ascertained how long the materials would remain toxic. Since the half-life of plutonium was 24,000 years, the Department of Energy had to envision how to protect people from accidentally intruding into the site ... for some 400 generations. So ... the Department of Energy [called on futurists] to explore why people might dig into the waste in the year 6,000 AD or 11,000 AD. And here, in this story, what a possibility! We had the American government itself ... commissioning a science-fiction-infused sketch of a future — in order to open a nuclear waste repository.

As eight states plus the District of Columbia have moved to fully legalize recreational marijuana, debates on the merits of legalization have focused on the effects of marijuana use on individuals and society. The National Academies of Sciences, Medicine and Engineering have brought a great deal of clarity to the situation with an encyclopedic report summarizing pretty much everything researchers know (and don't know) about the health effects of marijuana use. For the 395-page report, a team of dozens of drug policy experts at some of the nation's most prestigious universities analyzed 24,000 scientific papers to arrive at more than 100 conclusions regarding the effects of marijuana use. The committee found strong evidence showing marijuana is effective at treating chronic pain in adults. Given the current public health crisis involving tens of thousands of deaths annually because of painkiller overdoses, this is a potentially significant finding. This week’s confirmation hearings for homeland security secretary and transportation secretary were notable for something not discussed: the fact that the two departments have failed for 12 years to comply with presidential orders to eliminate one of the most serious threats to the security and economy of the United States. America’s Global Positioning System is a technological miracle and our gift to the world. Cellphone networks, first-responder radio systems, computer and financial networks, even electrical grids - all depend on GPS. At the same time, GPS signals are weak and easy to disrupt. This combination of overwhelming dependence and vulnerability is why Department of Homeland Security officials have called GPS a “single point of failure for critical infrastructure.” In a 2004 national security directive, President George W. Bush tasked the Transportation Department to work with Homeland Security and other departments to acquire and operate a backup system to prevent [GPS system failure]. President Obama reaffirmed this order in 2009. Yet, despite announcements in 2008 and 2015 that the nation would establish a high-powered terrestrial ... system to work hand in hand with GPS, nothing has been done. So our national danger grows by the day. Previous administrations have ... failed to act. Let’s hope the Trump administration [does] what the previous two have only promised: protect America’s national and economic security with a difficult-to-disrupt complementary and backup system for GPS.

The suspected gunman in an airport shooting rampage in Fort Lauderdale, Fla. — Esteban Santiago, 26, an Iraq War veteran — has been charged with federal crimes and could face the death penalty, the Justice Department announced Saturday night. Investigators said Saturday that Santiago drew frequent police attention for domestic violence in his Alaska home town and twice was arrested within the last year. At least four times in 2016, police were called to Santiago’s house for physical disturbances or domestic violence. Two months before the shooting ... he was admitted to a mental-health facility after showing up at an FBI field office and telling agents his mind was being controlled, complaining that the government was forcing him to watch Islamic State videos. Police held his gun for a month, and then gave it back to him, authorities said. We might already be living through the first world cyberwar – it’s just that we haven’t acknowledged or named it yet. What might a timeline of that war look like? Well, 2007 seems like a good bet as a starting point – with a concerted series of cyber-attacks on Estonia. In 2008 there were events that a historian might weave into a narrative of a global cyberwar, when several underwater internet cables were cut during the course of the year, interrupting internet communication and particularly affecting the Middle East. In 2010 the Stuxnet worm was used to attack Iran’s nuclear program. Another event from 2010, the WikiLeaks American embassy cables release ... would be irresistible for a historian to refer to in this context. One of the things that makes the first world cyberwar different from conventional warfare [is] the mix of nation states being involved with pressure groups, whistleblowers and hackers. Historians will be unable to ignore ... the 2016 US election campaign being influenced by alleged hacked and leaked emails. What reason is there to suppose that these events might eventually be grouped together as a single world cyberwar by historians? It is the idea that hostilities might formally come to an end. You can envisage a scenario where Russia, China and the US can see a mutual benefit in de-escalating cyber-attacks between the three of them.

Mayor Rahm Emanuel's Law Department again has been sanctioned for withholding records involving a fatal police shooting, marking the eighth time in recent years a federal judge has formally punished the city [of Chicago] for failing to turn over potential evidence in a police misconduct lawsuit. U.S. District Court Judge Joan Gottschall on Tuesday ruled that the city acted in "bad faith" when it ignored a court order and made little effort to provide documents to the lawyer for the family of 20-year-old Divonte Young, who was shot and killed by an officer in 2012. In a sharply worded 24-page order, the judge criticized the city for its approach to discovery, the legal process that allows the two sides in a lawsuit to uncover relevant facts. "The City's cavalier attitude toward the discovery process ... warrant findings of willfulness, fault and bad faith," Gottschall wrote. In imposing her punishment, Gottschall ... stripped the city of legal protections that would have allowed its lawyers to withhold some documents from the Young family's lawyer. A Tribune investigation last year that analyzed nearly 450 cases alleging police misconduct since Emanuel took office found that a federal judge had to order the city to turn over potential evidence in nearly 1 of every 5 cases. The issue came to a head in January 2016, when a federal judge sanctioned one city lawyer for intentionally concealing evidence and ... took the rare step of tossing out a jury verdict in favor of the city and ordering a new trial.

Four Oakland police officers fired, seven suspended, in sexual misconduct case

The Oakland, California, police department has fired four officers and suspended seven in a major sexual misconduct case, but critics have questioned why officers haven’t faced criminal charges and why an exploitation victim at the center of the case remains behind bars. The disciplinary actions ... stem from a case involving a teenage girl who was sexually exploited by more than a dozen officers across the northern California region. In 2015, officer Brendan O’Brien reportedly killed himself and left a note that launched an investigation into widespread misconduct allegations. The Oakland newspaper East Bay Express uncovered that three officers had allegedly had sexual relations with a teenage girl when she was underage. The girl ... said she was a sex worker at the time. By law, however, those relationships would be considered statutory rape and human trafficking. A total of at least 14 officers in Oakland as well as eight from other nearby law enforcement agencies are accused of taking advantage of the teenager. Months later, there are still no criminal charges. On the contrary, the woman recently went to a rehab center in Florida where she was arrested. She remains incarcerated at a local jail. Critics of the police department ... said they were particularly disturbed that the exploited woman was behind bars while the officers who have allegedly engaged in misconduct have remained free – many of them still employed by the city.
