Dog owners should consider flouting new laws for mandatory microchipping, according to a specialist who warns the procedure can kill puppies and small breeds. Fines of up to Ł500 will be issued from April 6, the deadline for all dogs over the age of eight weeks to have the chips fitted to enable wardens to scan them for the name and address of their owner. More than a million of the country’s 8.5 million dogs are still not registered and around three million more owners have failed to update their details after moving house. But Richard Allport, a senior vet and owner of the Natural Medicine Centre, said the chip can cause serious health problems for young and small dogs. “I think the age by which puppies must be microchipped – eight weeks – is far too young,” Mr Allport wrote in specialist magazine Dogs Today. “My advice to people who don’t want their dogs microchipped is to sit tight and do nothing.” The procedure involves a sterile chip, the size of a grain of rice, implanted between the shoulder blades. In your Monday editorial, “Russia’s roulette,” you mentioned the “alarming evidence” of my government’s alleged involvement in the U.S. presidential elections. I do believe that it’s just nonsense, but if you insist that it’s true, then it would be interesting and necessary to see the evidence. I am sure that your respected newspaper meticulously worked through all the proofs before publishing the above-mentioned editorial. Unfortunately, nobody, including my government, despite numerous official requests, has never been presented with the onus probandi. Michael Rogers in his recent interview with Wall Street Journal has never mentioned RUSSIA, while the official statement of Oct. 7 that has been repeatedly referred to, has never INDICTED Russia (“believing” and even being “confident” is something very different). Without evidence, in every state of law, with the United States being one of them, the principle of the presumption of innocence prevails. And accusations remain pure speculation. In this case, ill-intentioned.

A ... new report into the collapse of World Trade Centre Tower 7 is set to fuel the fires of conspiracy as it suggests multiple blazes caused its downfall. The building, which was situated next to New York’s Twin Towers, crumbled after the planes hit the towers. Conspiracy theorists have long suggested "controlled explosions" were carried out in the building – but the official version of events says flaming debris from the burning Twin Towers flew into the 47-floor skyscraper. Tower 7, which housed the Secret Service, the CIA, the Department of Defence and the Office of Emergency Management, collapsed after seven hours of burning. The National Institute of Standards and Technology insists it was the first and only steel skyscraper in the world to collapse as a result of fire. A Berkshire family say they are devastated at being forced to leave their pet dog in France after his pet passport microchip failed. Matt Roberts and his family returned to Arborfield, near Reading, without their dog Indy because the technology had stopped working. Indy has undergone surgery costing Ł1,000 to remove the chip. It could take up to six months for him to be issued with a new pet passport. Mr Roberts had just finished a two week holiday in the south of France with his wife Dorota and six-month-old daughter Harriet when he tried to return to the UK via Dunkirk. However, when the dogs tried to re-enter the country the scanners could not read Indy's microchip. The family had spent spent Ł400 on pet passports for his two Shih Tzu dogs, Indy and Buzz. Indy will remain in kennels in France unless the manufacturer can confirm that the chip they have removed from him matches the documentation on the pet passport. However, vets have said that the chip has corrupted and will be difficult to read. Mr Roberts may have to apply for a new pet passport for Indy or put the dog into quarantine. He said he was reluctant to do this, and was already spending Ł15 a night to keep his dog in kennels. A Defra spokesman said: "Around 100 pets a year have a failed or missing microchip on arrival to the UK. "In the majority of cases the microchip number can be removed and identified or read by the manufacturer, and the pet eventually allowed to enter."

The cost of living increased an average of 9.9 percent across the top 50 major cities in the U.S. between July 1, 2014, and June 30, 2015, according to the Chapwood Index. The Index ... is a more precise measure of the cost of living than the government's Consumer Price Index (CPI), which showed a cost-of-living increase of less than 1 percent over the same time span. The 9.9 percent increase exposes why middle-class Americans - salaried workers who are given routine pay raises and retirees who depend on annual increases in their corporate pensions and Social Security payments - cannot maintain their standard of living. There is one story this week that deserves top priority: Russian interference in the 2016 presidential election. On Tuesday, the director of the National Security Agency, Admiral Michael Rogers, was asked about the WikiLeaks release of hacked information during the campaign, and he said, "This was a conscious effort by a nation-state to attempt to achieve a specific effect." The heads of the Pentagon and the nation’s intelligence community have recommended to President Obama that the director of the National Security Agency, Adm. Michael S. Rogers, be removed. The recommendation, delivered to the White House last month, was made by Defense Secretary Ashton B. Carter and Director of National Intelligence James R. Clapper Jr.. The news comes as Rogers is being considered by President-elect Donald Trump to be his nominee for director of national intelligence to replace Clapper as the official who oversees all 17 U.S. intelligence agencies. In a move apparently unprecedented for a military officer, Rogers, without notifying superiors, traveled to New York to meet with Trump on Thursday at Trump Tower. Hillary Clinton's campaign intends to back the statewide election recount effort in the battleground state of Wisconsin spearheaded by third-party candidate Jill Stein. The Clinton team had been quiet about Stein's crusade, but campaign lawyer Marc Elias said that because a recount was set into motion Friday — and could begin as soon as next week — they want to see a "fair" process for all involved. President-elect Donald Trump slammed the effort as a "scam by the Green Party for an election that has already been conceded." Stein's campaign is trying to raise as much as $7 million for the effort online — and it had garnered more than $5.9 million as of Saturday evening. Trump still holds narrow leads in all three states, and his victories in Pennsylvania and Wisconsin provided him with the Electoral College advantage he needed to win the presidency. Norwegian police say they [are] investigating a pedophile network suspected to involve at least 51 people, which includes the abuse of infants and at least one case of a suspect acknowledging abusing his own children. Deputy Police Chief Gunnar Floystad says that in Norway's largest abuse case to date they have arrested 20 men so far, with three convictions, in western Norway. The 31 other suspects are from other regions in Norway. Floystad told reporters Sunday that many of the suspects are highly educated, and include lawyers and politicians. He said he could not reveal more details pending the conclusion of the investigation, known as "Dark Room," which began in 2015. Prosecutors said the perpetrators met in the dark web, using encryption and anonymity to hide their tracks.

What do you say to someone who spent years on death row for a murder DNA evidence later proved he didn't commit? It's a question that Utah legislators and law students were faced with last week when they met Ray Krone, an Arizona man who was tried, convicted and sentenced to death for a 1991 Phoenix barroom slaying only to be exonerated and freed after years of staring down his potential execution. Krone is the 100th death row inmate freed in the United States since the death penalty was reinstated in 1976 and Utah executed Gary Gilmore. He was in Utah last week, meeting with more than a dozen legislators on Wednesday ahead of another attempt by death-penalty opponents to repeal Utah's law on executions in the upcoming legislative session. Last legislative session, a bill to repeal the death penalty passed the Senate but was blocked in the House. Marina Lowe, staff attorney with the American Civil Liberties Union of Utah, said stories like Krone's, where the system got it wrong, were missing from the debate last year. "I want the public to see there are actually two sides of the justice system. It's not simply that everyone has done something wrong or they wouldn't have been arrested," Krone said. "To ignore the fact that people are being exonerated and to ignore the fact that our justice system is getting it wrong, to ignore the fact that police and prosecutors can perjure themselves - to ignore that fact puts us all at danger in our justice system if we are caught up in that."

Thousands have taken to the streets of Istanbul and other cities in Turkey to protest against a bill that would allow child rapists to walk free if they marry their victims. The country’s government insists the law would help resolve legal challenges caused by widespread child marriage in the country, yet critics argue the bill legitimises rape. If the law passes, men who sexually abuse girls under 18 without “force, threat or any restriction on consent” and marry them could have their convictions quashed or avoid prosecution. The UN children’s fund said it was “deeply concerned” about the draft bill. “These abject forms of violence against children are crimes which should be punished as such, and in all cases the best interest of the child should prevail,” said spokesman Christophe Boulierac. MPs approved the draft law in its initial reading. It will be voted on again on Tuesday. The bill comes after Turkey’s constitutional court in July annulled part of the criminal code which classified all sexual acts with children under 15 as sexual abuse, a change that also prompted uproar. Poor, minority neighborhoods in St. Louis were unwittingly part of Cold War chemical studies. Aerosol was sprayed from blowers installed on rooftops and mounted on vehicles. “The Army claims that they were spraying a quote ‘harmless’ zinc cadmium sulfide,” says Dr. Lisa Martino-Taylor, Professor of Sociology. Yet Martino-Taylor points out, cadmium was a known toxin at the time of the spraying in the mid 50’s and mid 60’s. Worse, she says the aerosol was laced with a fluorescent additive – a suspected radiological compound – produced by U.S. Radium, a company linked to the deaths of workers at a watch factory decades before. “The powder was milled to a very, very fine particulate level. This stuff travelled for up to 40 miles. The Washington, D.C.-based Grocery Manufacturers Association (GMA) has been slapped with a $6 million civil penalty, which will be trebled due to its "intentional violations of state law" for laundering money in a 2013 Washington state initiative campaign. If the ... $18 million in total damages holds up on appeal, it may be the highest fine for campaign finance violations in the history of the United States. The grocery lobby group poured more than $11 million into the "No on 522" committee, which fought and narrowly defeated an initiative to require labeling of genetically modified foods and seeds sold to consumers in the state. What prompted the massive award? The GMA established what it called a "defense of brands account." It collected money to defeat the Washington initiative while shielding the identities of major food manufacturers (e.g. Pepsico, Coca-Cola, General Mills, General Foods) who were putting up millions of dollars in support. The GMA, its members and other sources had spent $43 million in 2012 to defeat California's Proposition 37, which would have required all packaged food products to identify genetically modified organisms. Government testing for residues of an herbicide that has been linked to cancer has been put on hold, slowing the Food and Drug Administration’s first-ever endeavor to get a handle on just how much of the controversial chemical is making its way into U.S. foods. The FDA ... launched what it calls a “special assignment” earlier this year to analyze certain foods for residues of the weed killer called glyphosate after the agency was criticized by the U.S. Government Accountability Office for failing to include glyphosate in annual testing programs that look for many less-used pesticides. Glyphosate is the most widely used herbicide in the world, and is the key ingredient in Monsanto Co.’s branded Roundup herbicide line. Federal investigators believe Russian hackers were behind cyberattacks on a contractor for Florida's election system that may have exposed the personal data of Florida voters. The [cyberattack] comes on the heels of hacks in Illinois, in which personal data of tens of thousands of voters may have been stolen, and one in Arizona, in which investigators now believe the data of voters was likely exposed.
