The world cannot rely solely on free markets to deliver medicines needed by billions of people in poor countries, so governments should commit to a legally binding convention to coordinate and fund research and development. That's the conclusion of a major United Nations report. The high-level panel was set up last year by UN Secretary-General Ban Ki-moon to find solutions to the "policy incoherence" between the rights of inventors, international human rights law, trade rules and public health needs. The final report ... calls for a de-linkage of R&D costs and drug prices — at least in areas where the system is failing, such as tropical diseases and the hunt for new antibiotics against "superbug" resistant bacteria. The report attacks the "implicit threats" it says are sometimes used by Western governments and companies to stop poorer countries from exercising their right to over-ride drug patents under World Trade Organization rules. That may not go down well in Washington, given the United States' long-standing defence of the international intellectual property system, which has governed world trade for more than two decades. The panel also calls for greater transparency on the true cost of developing a new drug, citing estimates of anything between $150 million US and $4 billion US per medicine. And it wants disclosure on the real prices paid by insurers and governments for drugs, after discounts. The UN panel consisted of representatives from government, academia, health activism and industry.

Donald Trump, the man who positioned himself as the common man's shield against Wall Street, signed a series of orders today calling for reviews or rollbacks of financial regulations. Before he ordered a review of both the Dodd-Frank Act and the fiduciary rule requiring investment advisors to act in their clients' interests, [Trump met] with leading CEOs, including JPMorgan's Jamie Dimon, Blackstone's Steve Schwarzman, and BlackRock's Larry Fink. Former Goldman honcho Gary Cohn [is] Trump's chief economic advisor. It would be hard to put together a group of people less sympathetic to the non-wealthy. The two primary disasters in American history this century ... have been 9/11 and the 2008 financial crisis, which cost 8.7 million people their jobs and may have destroyed as much as 45 percent of the world's wealth. The response to 9/11 we know: major military actions all over the world, plus a radical reshaping of our legal structure, with voters embracing warrantless surveillance, a suspension of habeas corpus, even torture. But the crisis response? Basically, we gave trillions of dollars to bail out the very actors who caused the mess. Now ... we've triumphantly put those same actors back in charge. The problem of racial bias among police [has] been a concern of the FBI for at least a decade. 10 years ago ... the FBI warned of the potential consequences - including bias - of white supremacist groups infiltrating local and state law enforcement, indicating it was a significant threat to national security. In the 2006 bulletin, the FBI detailed the threat of white nationalists and skinheads infiltrating police in order to disrupt investigations against fellow members and recruit other supremacists. The bulletin was released during a period of scandal for many law enforcement agencies throughout the country, including a neo-Nazi gang formed by members of the Los Angeles County Sheriff’s Department. Similar investigations revealed officers and entire agencies with hate group ties in Illinois, Ohio and Texas. Much of the bulletin has been redacted, but in it, the FBI ... warned of “ghost skins,” hate group members who don’t overtly display their beliefs. “At least one white supremacist group has reportedly encouraged ghost skins to seek positions in law enforcement for the capability of alerting skinhead crews of pending investigative action against them,” the report read. Neither the FBI nor state and local law enforcement agencies have established systems for vetting personnel for potential supremacist links. That task is left primarily to everyday citizens and nonprofit organizations like the Southern Poverty Law Center, one of few that tracks the growing number of hate groups in America.

The FBI Has Quietly Investigated White Supremacist Infiltration of Law Enforcement

White supremacists and other domestic extremists maintain an active presence in U.S. police departments and other law enforcement agencies. [FBI] policies have been crafted to take this infiltration into account. An October 2006 FBI internal intelligence assessment ... raised the alarm over white supremacist groups’ “historical” interest in “infiltrating law enforcement communities or recruiting law enforcement personnel.” In 2009 ... a Department of Homeland Security intelligence study, written in coordination with the FBI, warned of the “resurgence” of right-wing extremism. The report concluded that “lone wolves and small terrorist cells embracing violent right-wing extremist ideology are the most dangerous domestic terrorism threat in the United States.” The report caused an uproar. Faced with mounting criticism, DHS Secretary Janet Napolitano disavowed the document. The agency’s unit investigating right-wing extremism was largely dismantled and the report’s lead investigator was pushed out. “They stopped doing intel on that, and that was that,” Heidi Beirich, who leads the Southern Poverty Law Center’s tracking of extremist groups, told The Intercept. Daryl Johnson, who was the lead researcher on the DHS report ... says the problem has since gotten “a lot more troublesome.” Homeland Security has given up tracking right-wing domestic extremists. “It’s only the FBI now,” he said, adding that local police departments don’t seem to be doing anything to address the problem.

Using loopholes it has kept secret for years, the FBI can in certain circumstances bypass its own rules in order to send undercover agents or informants into political and religious organizations, as well as schools, clubs, and businesses. If the FBI had its way, the infiltration loopholes would still be secret. They are detailed in a mammoth document obtained by The Intercept, an uncensored version of ... the Domestic Investigations and Operations Guide, or DIOG. If an undercover agent wants to pose as a university student and take classes, or if an FBI handler wants to tell an informant to attend religious services - two examples straight out of the rulebook - he or she must obtain a supervisor’s approval and attest both to the operation’s importance and to its compliance with constitutional safeguards. But all those rules go out the window if an agent decides the group is “illegitimate” or an informant spies on the group of his or her own accord. Civil rights groups ... worry that the FBI has made use of precisely these kinds of loopholes, silently undermining cherished freedoms enshrined after a dark chapter of FBI history: the COINTELPRO program in the 1950s and ’60s, when the FBI spied on, harassed, and tried to discredit leftists, civil rights leaders, and anti-war protestors. The exposure of COINTELPRO led to a famous Senate investigation and to institutional reform. The DIOG, despite being hundreds of pages of dense bureaucracy, actually documents a loosening of the standards enacted to rein in the FBI after COINTELPRO and other scandals ... after the 9/11 attacks.

British journalist Julia Breen's scoop about racism at her local police force didn't just get her on the front page, it got her put under surveillance. Investigators logged her calls, those of her colleague Graeme Hetherington and even their modest-sized newspaper's busy switchboard in an effort to unmask their sources. The [Northern Echo newspaper] has often provided painful reading for Cleveland Police, a department responsible for a Chicago-sized patch of England's industrial northeast. The small force has weathered a series of scandals. A minority officer, Sultan Alam, was awarded 800,000 pounds ... after allegedly being framed by colleagues in retaliation for a discrimination lawsuit. The judgment made national headlines. Cleveland Police issued a statement insisting the force wasn't racist. The next day, an anonymous caller told Breen an internal police report suggested otherwise. The following morning her byline was across the front page beneath the words: "Institutional racism uncovered within Cleveland Police." Breen ... eventually forgot the episode. Cleveland Police didn't. The force secretly began logging calls to and from Breen, Hetherington and a third journalist from another newspaper. It was later calculated that the surveillance covered over 1 million minutes of calling time. The Echo isn't unique. Britain's wiretapping watchdog ... revealed in 2015 that 82 journalists' communications records had been seized as part of leak investigations across the country over a three-year period.

Countries where Trump does business are not hit by new travel restrictions

The seven nations targeted for new visitation restrictions by President Trump on Friday all have something in common: They are places he does not appear to have any business interests. The executive order he signed Friday bars all entry for the next 90 days by travelers from Syria, Iran, Iraq, Yemen, Sudan, Somalia and Libya. Excluded from the lists are several majority-Muslim nations where the Trump Organization is active. The restriction applies to countries that have already been excluded from programs allowing people to travel to the United States without a visa because of concerns over terrorism. Trump’s order makes no mention of Turkey. On Wednesday, the State Department updated a travel warning for Americans visiting Turkey, noting that “an increase in anti-American rhetoric has the potential to inspire independent actors to carry out acts of violence against US citizens.” Trump has licensed his name to two luxury towers in Istanbul. A Turkish company also manufactures a line of Trump-branded home furnishings. The executive order makes no mention of Saudi Arabia, home of 15 of the 19 terrorists involved in the 9/11 attacks. The Trump Organization had incorporated several limited liability companies in preparation for an attempt to build a hotel in Saudi Arabia, showing an interest in expansion in the country. The company canceled those incorporations in December.

What Steve Bannon is doing, most dramatically with the ban on immigration from seven predominantly Muslim countries - is creating what is known as a "shock event." Such an event is unexpected and confusing. People scramble to react to the event, usually along some fault line that those responsible for the event can widen by claiming that they alone know how to restore order. As society reels and tempers run high, those responsible for the shock event perform a sleight of hand to achieve their real goal, a goal they know to be hugely unpopular, but from which everyone has been distracted as they fight over the initial event. There is no longer concerted opposition to the real goal; opposition divides along the partisan lines established by the shock event. Donald Trump's executive order has all the hallmarks of a shock event. It was not reviewed by any governmental agencies or lawyers before it was released, and counterterrorism experts insist they did not ask for it. People charged with enforcing it got no instructions about how to do so. Courts immediately have declared parts of it unconstitutional, but border police in some airports are refusing to stop enforcing it. Unless you are the person setting it up, it is in no one's interest to play the shock event game. It is designed explicitly to divide people. But because shock events destabilize a society, they can also be used positively. We do not have to respond along old fault lines.

President Trump signed two directives on Friday, ordering a review of financial industry regulations known as Dodd-Frank and halting implementation of a rule that requires financial advisers to act in the best interests of their clients, according to a senior administration official who briefed reporters on condition of anonymity. Trump himself made his intentions clear. "Dodd-Frank is a disaster," Trump said. "We're going to be doing a big number on Dodd-Frank." These executive actions are the start of a Trump administration effort to reverse or revise financial regulations put in place by the Obama administration. [One] directive will instruct the Treasury secretary to meet with the agencies that oversee the law to identify possible changes. It isn't clear yet how long the review would take, but the official says every aspect of the law will be considered. A second directive would call on the Department of Labor to defer implementation of an Obama-era rule, known as the Fiduciary Rule, requiring financial advisers to act in the best interests of their clients in retirement planning. The deadline for implementation was supposed to be April. Backers of the rule say it will prevent advisers from gouging customers by selling them inappropriate, high-fee products. This rule has been heavily lobbied. Dodd-Frank, passed in 2010, [was intended] to implement comprehensive safeguards to monitor and regulate financial institutions so their potential failures would not pose a risk to the entire economy.

Former President Bill Clinton was a much more frequent flyer on a registered sex offender’s infamous jet than previously reported, with flight logs showing the former president taking at least 26 trips aboard the “Lolita Express” - even apparently ditching his Secret Service detail for at least five of the flights. Jeffrey Epstein’s Boeing 727 ... was reportedly outfitted with a bed where passengers had group sex with young girls. Epstein, who counts among his pals royal figures, heads of state, celebrities and fellow billionaires ... allegedly had a team of traffickers who procured girls as young as 12 to service his friends. In 2006, at the request of Palm Beach Police, the FBI launched a federal probe into allegations that Epstein and his personal assistants had “used facilities of interstate commerce to induce girls between the ages of 14 and 17 to engage in illegal sexual activities.” The U.S. Attorney for the Southern District of Florida prepared charging documents that accused Epstein of child sex abuse, witness tampering and money laundering, but Epstein took a plea deal. On Sept. 24, 2007, in a deal shrouded in secrecy that left alleged victims shocked at its leniency, Epstein agreed to a 30-month sentence, including 18 months of jail time and 12 months of house arrest and the agreement to pay dozens of young girls under a federal statute providing for compensation to victims of child sexual abuse. In exchange, the U.S. Attorney’s Office promised not to pursue any federal charges against Epstein or his co-conspirators.

Monsanto, EPA Seek to Keep Talks About Glyphosate Cancer Review a Secret

Monsanto Co. and officials within the Environmental Protection Agency are fighting legal efforts aimed at exploring Monsanto’s influence over regulatory assessments of the key chemical in the company’s Roundup herbicide, new federal court filings show. The revelations are contained in a series of filings made ... as part of litigation brought by more than 50 people suing Monsanto. The plaintiffs claim they or their loved ones developed non-Hodgkin lymphoma (NHL) after exposure to Roundup herbicide, and that Monsanto has spent decades covering up cancer risks linked to the chemical. Lawyers for the plaintiffs want the court to lift a seal on documents that detail Monsanto’s interactions with former top EPA brass Jess Rowland regarding the EPA’s safety assessment of glyphosate, which is the key ingredient in Roundup. They also want to depose Rowland. But Monsanto and the EPA object to the requests. The World Health Organization’s International Agency for Research on Cancer (IARC) declared in March 2015 that glyphosate is a probable human carcinogen, with a positive association found between glyphosate and NHL. Monsanto has been fighting to refute that classification. Rowland has been key in Monsanto’s efforts to rebut the IARC finding. He chaired the EPA’s Cancer Assessment Review Committee (CARC) that issued an internal report in October 2015 contracting IARC’s findings. That 87-page report, signed by Rowland, determined that glyphosate was “not likely to be carcinogenic to humans.”

CIA releases 13m pages of declassified documents online

About 13 million pages of declassified documents from the US Central Intelligence Agency (CIA) have been released online. Among the more unusual records are documents from the Stargate Project, which dealt with psychic powers and extrasensory perception. Those include records of testing on celebrity psychic Uri Geller in 1973. Memos detail how Mr Geller was able to partly replicate pictures drawn in another room with varying - but sometimes precise - accuracy, leading the researchers to write that he "demonstrated his paranormal perceptual ability in a convincing and unambiguous manner". Other unusual records include a collection of reports on flying saucers. While much of the information has been technically publicly available since the mid-1990s, it has been very difficult to access. The records were only available on four physical computers ... at the National Archives in Maryland. A non-profit freedom of information group, MuckRock, sued the CIA to force it to upload the collection. At the same time, journalist Mike Best crowd-funded more than $15,000 to visit the archives to print out and then publicly upload the records, one by one. "By printing out and scanning the documents at CIA expense, I was able to begin making them freely available to the public and to give the agency a financial incentive to simply put the database online," Best wrote.

The U.S. dropped an average of 72 bombs every day - the equivalent of three an hour - in 2016, according to an analysis of American strikes around the world. The report from the Council of Foreign Relations comes as Barack Obama finishes up [a] presidency ... that began with promises to withdraw from international conflicts. According to the New York City-based think tank, 26,171 bombs were dropped on Iraq, Syria, Afghanistan, Libya, Yemen, Somalia and Pakistan during the year. CFR warned that its estimates were "undoubtedly low, considering reliable data is only available for airstrikes in Pakistan, Yemen, Somalia, and Libya, and a single 'strike,' according to the Pentagon's definition, can involve multiple bombs or munitions." Some 24,287 bombs were used in Iraq and Syria. In 2015, the U.S. dropped 22,110 bombs in Iraq and Syria, CFR reported. Last year saw a sharp uptick in strikes in Afghanistan, with 1,337 compared with 947 in 2015.

More than a hundred female federal inmates, sentenced to long-term prison, have instead been held for years in two windowless rooms in a detention center in Brooklyn. Conditions for the women have been found to violate international standards for the treatment of prisoners. The problem ... started in [Danbury], Connecticut, in what was the only federal prison for women in the Northeast. The prison population across the country increased nearly 10-fold over the last 40 years, and men's prisons were overflowing. In December 2012, the Bureau of Prisons decided to move the women out of the Danbury prison and move men in. The women were sent to the Metropolitan Detention Center, a jail in Brooklyn, until a new prison could be built. The move was supposed to last 18 months. But nearly three years later, many are still stuck at MDC. A report released by the National Association of Women Judges finds conditions for the women at MDC violate both the American Bar Association's standards and the United Nations Standard Minimum Rules for Treatment of Prisoners. The judges said the women had no access to the outdoors and inmates complained of being unable to get appropriate medical care. At least one inmate was visibly pregnant. David Patton, executive director of the Federal Defenders of New York, [a] public defenders' service [says,] "There have been maggots in the food, urine-stained mattresses, dryers that vent into the sleeping area, a lack of fresh air and recreation."

Four more journalists get felony charges after covering inauguration unrest

Four more journalists have been charged with felonies after being arrested while covering the unrest around Donald Trump’s inauguration, meaning that at least six media workers are facing up to 10 years in prison and a $25,000 fine if convicted. A documentary producer, a photojournalist, a live-streamer and a freelance reporter were each charged with the most serious level of offense under Washington DC’s law against rioting, after being caught up in the police action against demonstrators. The Guardian learned of their arrests after reporting on Monday that the journalists Evan Engel of Vocativ and Alex Rubinstein of RT America had also been arrested and charged with felonies while covering the same unrest. All six were arraigned in superior court on Saturday and released to await further hearings. “These charges are clearly inappropriate, and we are concerned that they could send a chilling message to journalists covering future protests,” said Carlos Lauría, the [Committee to Protect Journalists'] senior Americas program coordinator. The National Lawyers’ Guild accused Washington DC’s metropolitan police department of having “indiscriminately targeted people for arrest en masse based on location alone” and said they unlawfully used teargas and other weapons. None of the arrest reports for the six journalists makes any specific allegations about what any of them are supposed to have done wrong.

Trump administration puts gag order on Dept. of Agriculture researchers

The Trump administration is putting a gag on the U.S. Department of Agriculture and its 2,000 scientists, with an order that forbids the public sharing of information and scientific papers produced by the USDA's main research arm. "Starting immediately and until further notice, the Agricultural Research Service will not release any public-facing documents," Sharon Drumm, chief of staff at ARS, wrote in a department-wide email. "This includes but is not limited to news releases, photos, fact sheets, news feeds and social media content," Drumm wrote. The Department of Agriculture gag comes at the same time as an administration-imposed media blackout at the U.S. Environmental Protection Agency. The Department of Agriculture is not in the vortex of environmental controversy, although ... its research does include genetically modified foods - subject to a nationwide labeling battle - as well as the impact of pesticides.

Donald Trump's White House 'gags' at least three US government agencies including the EPA

Donald Trump’s administration has appeared to ban at least three Government agencies from speaking to journalists, providing documents to the public or even tweeting. Department of Agriculture, Department of Health and Human Services and Environmental Protection Agency staff are all reportedly subject to gagging orders. As well as the prohibition of social media posts ... the EPA has been ordered to freeze all grants, contracts and other agreements until further notice. A memo sent to EPA staff said there should be no press releases sent to “external audiences” and that “no social media will be going out”. The letter ... also says that a digital strategist will be drafted in to oversee the agency’s social media and that “existing, individually controlled social-media accounts may become more centrally controlled”. Department of Health and Human Services (HHS) ... employees were told not to publish any new documents or correspondence in any public forum, including the Federal Register, and not to discuss any documents or rules with public officials until it is reviewed by the administration. Staff at the USDA’s Agricultural Research Service received a memo on Monday telling them not to provide any documents to the public including press releases and social media. The email told employees, including about 2,000 staff scientists, that “starting immediately and until further notice”, they could not release any documents or post on social media.

Patterson takes on sordid Jeffrey Epstein case in 'Filthy Rich'

James Patterson, that human fiction factory, has churned out another book, only this time it’s a real-life whodunit. Or perhaps, [this book] is more of a “why-did-he-get-off-so-lightly?” Jeffrey Epstein ... is, indeed, filthy rich. One supposition on how he got so, based on unnamed sources in "Filthy Rich," is that he crafted tax-avoidance schemes for filthy rich clients. Epstein hung out with a diverse cast of characters, among them Prince Andrew, Stephen Hawking and bra-billionaire Les Wexner. He also spent time with impecunious teenage girls who were engaged to “massage” him. Mary (not her real name) ... was 14 when she was invited into Epstein’s lair. The testimony of Epstein’s “masseuses” to police meanders from soft porn to more graphic fare and goes on page after page. Most of the women who told their stories to the police never got to testify in the half-hearted (at best) prosecution of Epstein, including “Alison, who claimed that she had been raped.” Backed by a “dream team” of lawyers - among them Alan Dershowitz (who defended O.J. Simpson and Claus von Bülow) and Ken Starr (whose investigation of Bill Clinton’s affair with Monica Lewinsky led to his impeachment) - Epstein pleaded guilty to state felony offenses for solicitation of prostitution and the procurement of minors for prostitution. By doing so Epstein avoided the possibility of facing much more serious charges. Epstein received an 18-month sentence, but served barely a year.

In 2005, the world was introduced to reclusive billionaire Jeffrey Epstein, friend to princes and an American president. He was also a pedophile, accused of recruiting dozens of underage girls into a sex-slave network, buying their silence and moving along, although he has been convicted of only one count of soliciting prostitution from a minor. Visitors to his private Caribbean island, known as “Orgy Island,” have included Bill Clinton, Prince Andrew and Stephen Hawking. Flight logs show that from 2001 to 2003, Bill Clinton flew on Epstein’s private plane, dubbed “The Lolita Express” by the press, 26 times. After Epstein’s arrest in July 2006, federal tax records show Epstein donated $25,000 to the Clinton Foundation that year. Epstein was also a regular visitor to Donald Trump’s Mar-a-Lago, and the two were friends. In 2003, New York magazine reported that Trump also attended a dinner party at Epstein’s honoring Bill Clinton. In a 2006 court filing, Palm Beach police noted that a search of Epstein’s home uncovered two hidden cameras. The Mirror reported that in 2015, a 6-year-old civil lawsuit filed by “Jane Doe No. 3” ... alleged that Epstein wired his mansion with hidden cameras, secretly recording orgies involving his prominent friends and underage girls. The ultimate purpose: blackmail, according to court papers. “Jane Doe No. 3” also alleged that she had been forced to have sex with “numerous prominent American politicians, powerful business executives, a well-known prime minister, and other world leaders.”

WikiLeaks: Podesta invited to ‘Spirit’ dinner; host’s known ‘recipes’ demand breast milk, sperm

A new WikiLeaks release of stolen emails belonging to Hillary Clinton’s campaign chairman John Podesta reveal an invitation by his brother to a “Spirit Cooking dinner” at the home of artist Marina Abramovic. “Spirit Cooking with Essential Aphrodisiac Recipes” was released by Ms. Abramovic in 1996, but the “ingredients” call for “fresh breast milk with fresh sperm milk” to be consumed “on earthquake nights.” New York’s Museum of Modern Art called it a “cookbook” for “evocative instructions for actions or thoughts.” “Are you in NYC Thursday July 9 Marina wants you to come to dinner Mary?” Tony Podesta says in an email forwarded to his brother June 28, 2015. “Dear Tony, I am so looking forward to the Spirit Cooking dinner at my place,” Ms. Abramovic says in a June 25 email. “Do you think you will be able to let me know if your brother is joining? All my love, Marina.” Ms. Abramovic is a well-known artist who has performed since the early 1970s. Her latest memoir, “Walk Through Walls,” was reviewed by The New York Times Nov. 1. Adding to the aura surrounding Ms. Abramovic is an interview with singer Lady Gaga that was uploaded to YouTube May 30, 2010. The entertainer praises a German performance where Ms. Abramovic “laid on a table” with guns, condoms, sleeping pills and ropes. “There was a sign that said the museum goers could do as they pleased to her and they were not responsible for anything that happened,” the singer said.
