The Trump administration is prohibiting officials at the nation’s top public health agency from using a list of seven words or phrases - including “fetus” and “transgender” - in official documents being prepared for next year’s budget. Policy analysts at the Centers for Disease Control and Prevention in Atlanta were told of the list of forbidden words at a meeting Thursday. The forbidden words are “vulnerable,” “entitlement,” “diversity,” “transgender,” “fetus,” “evidence-based” and “science-based.” The Department of Health and Human Services, which oversees the CDC, “will continue to use the best scientific evidence available to improve the health of all Americans,” HHS spokesman Matt Lloyd [said]. Of all the secret deals cut on behalf of accused members of congress, the one that resulted in the largest settlement yet uncovered may be the most surprising. With new harassment accusations being revealed on a nearly daily basis in Congress, documents obtained by NBC News from this one case shed light on how taxpayer money ends up being used to essentially sweep such incidents under a bureaucratic rug. The office that receives complaints from Congressional staffers on sexual harassment has refused to release information on settlements in the Senate, keeping secret the amount of taxpayer money spent to quiet such claims. Sen. Tim Kaine, D-Va., asked the Office of Compliance on Dec. 6 to release the number of sexual harassment claims filed against a senator or his or her staff between 2007 and 2017. He also asked for the dollar amounts of the settlements and said he would make the information public. Susan Grundmann, executive director of the OOC, said [that] the statute that created the Office of Compliance prohibits her from releasing the data. "The OOC provided ... a statistical breakdown of settlement amounts involving Senate employing offices from 1997-2017. That information represents the full extent of what we can provide," Grundmann wrote. Kaine ... wasn’t satisfied with Grundmann’s response. In a statement, Kaine said that by not releasing the names of the accused or the accusers, no privacy rights would be violated. The OOC’s response seems to be inconsistent. The office released five years of data in settlements with House offices to the House Administration Committee and is expected to release the first 15 years as well. One of the top executives of a consulting firm that the Environmental Protection Agency has recently hired to help it with media affairs has spent the past year investigating agency employees who have been critical of the Trump administration, federal records show. The firm, Definers Public Affairs ... specializes in conducting opposition research, meaning that it seeks to find damaging information on political or corporate rivals. In the summer of 1977, Capitol Hill was gripped by revelations of the CIA’s top-secret MK-Ultra mind control research program, targeting unsuspecting American citizens, in some cases by luring them to brothels to be fed LSD-laced cocktails. On July 26, 2016, the Office of the Inspector General (OIG) issued a report "Army General Fund Adjustments Not Adequately Documented or Supported". The report indicates that for fiscal year 2015 the Army failed to provide adequate support for $6.5 trillion. Given that the entire Army budget in fiscal year 2015 was $120 billion, unsupported adjustments were 54 times the level of spending authorized by Congress. An appendix to the July 2016 report shows $2 trillion in changes to the Army General Fund balance sheet due to unsupported adjustments. On the asset side, there is $794 billion increase in the Army's Fund Balance with the U.S. Treasury. There is also an increase of $929 billion in the Army's Accounts Payable. Seth Rich [was] a mid-level staffer at the DNC who was murdered on July 10, 2016. Conspiracy theorists ... pounced on the story. Rich, they declared, was killed ... because he had stolen vast swaths of data from the DNC and handed it to WikiLeaks. "Whistle-blowers go to significant efforts to get us material. Hersh also said that Rich had created a Dropbox for DNC e-mails, that WikiLeaks had access to it, that Rich had warned friends in case “something happens to me,” and more.

Today’s inaugural World Inequality Report shows that income inequality has increased in nearly every country around the world since 1980 – but at very different speeds. Since [1980], the gap between the richest and the rest has surged in the US, while in western Europe it has increased only moderately. In both regions, the top 1% of adults earned about 10% of national income in 1980. Today that cohort’s share has risen modestly to 12% in western Europe, but dramatically to 20% of all income in the US. The good times have rolled especially fast for those at the very top in the US, with annual income booming by 205% since 1980 for the top 1%. But this boomtime at the very top has not benefited the rest of the American population in any measurable way. For the 117 million American adults in the bottom 50%, income growth has been nonexistent for a generation. In western Europe, by contrast, incomes of the bottom half have matched overall economic growth. What explains this dramatic divergence? The US has experienced a perfect storm of radical policy changes. The tax system, which used to be progressive, has become much less so over time. The federal minimum wage has collapsed, unions have been weakened and access to higher education has become increasingly unequal. At the same time, deregulation in the finance industry and overly protective patent laws have contributed to booms on Wall Street and in the healthcare sector, which now makes up 20% of national income.

The two-year-old U.S. diplomatic relationship with Cuba was roiled Wednesday by what U.S. officials say was a string of bizarre incidents that left a group of American diplomats in Havana with severe hearing loss attributed to a covert sonic device. In the fall of 2016, a series of U.S. diplomats began suffering unexplained losses of hearing. Some of the diplomats' symptoms were so severe that they were forced to cancel their tours early. U.S. officials concluded that the diplomats had been exposed to an advanced device that operated outside the range of audible sound and had been deployed either inside or outside their residences. It was not immediately clear if the device was a weapon used in a deliberate attack, or had some other purpose. State Department spokeswoman Heather Nauert said the U.S. retaliated by expelling two Cuban diplomats from their embassy in Washington on May 23. The Cuban Foreign Ministry said it had been informed of the incidents on Feb. 17 and had launched an "exhaustive, high-priority, urgent investigation." U.S. officials told The Associated Press that about five diplomats, several with spouses, had been affected and that no children had been involved. Cuba employs a state security apparatus that keeps many people under surveillance and U.S. diplomats are among the most closely monitored people on the island. The Philippines ordered an investigation on Monday into the immunization of more than 730,000 children with a vaccine for dengue that has been suspended following an announcement by French drug company Sanofi that it could worsen the disease in some cases. The World Health Organization said it hoped to conduct a full review by year-end of data on the vaccine, commercially known as Dengvaxia. In the meantime, the WHO recommended that it only be used in people who had a prior infection with dengue. The government of Brazil, where dengue is a significant health challenge, confirmed it already had recommended restricted use of the vaccine but had not suspended it entirely. Amid mounting public concern, Sanofi explained its "new findings" at a news conference in Manila but did not say why action was not taken after a WHO report in mid-2016 that identified the risk it was now flagging. A non-governmental organization (NGO) said it had received information that three children who were vaccinated with Dengvaxia in the Philippines had died and a senator said he was aware of two cases. Last week, the Philippines Department of Health halted the use of Dengvaxia after Sanofi said it must be strictly limited due to evidence it can worsen the disease in people not previously exposed to the infection. The Pentagon's watchdog agency said Tuesday it found a "troubling" number of failures this year by military law enforcement agencies to alert the FBI to criminal history information. The Pentagon's inspector general happened to be wrapping up a monthslong review of compliance with reporting requirements when former Air Force member Devin P. Kelley opened fire in a Sutherland Springs, Texas, church on Nov. 5, killing 25 people. Kelley had been convicted of assaulting family members in a 2012 court martial ... but the information was not passed on to the FBI as required by Pentagon regulations. The lapse, acknowledged by the Air Force, meant he was not flagged in databases used for background checks of gun buyers. Tuesday's report said that from February through October, the military's law enforcement organizations failed to submit 24 percent of required fingerprint cards for inclusion in FBI databases and 31 percent of required reports of court martial convictions, known as final disposition reports. The data is supposed to be submitted to the FBI for many offenses, including assault, murder and desertion. The Army's failure rate on fingerprint reporting was 28 percent, the Navy's and Marine Corps' both were 29 percent. The Air Force's was 14 percent. When the drugs came, they hit all at once. It was the 80s, and by the time one in 10 people had slipped into the depths of heroin use - bankers, university students, carpenters, socialites, miners - Portugal was in a state of panic. The U.S. Coast Guard is targeting low-level smugglers in international waters - shackling them on ships for weeks or even months before arraignment in American courts. The U.S. Coast Guard never intended to operate a fleet of “floating Guantánamos,” as a former Coast Guard lawyer put it. But a set of laws, including the 1986 Maritime Drug Law Enforcement Act ... defined drug smuggling in international waters as a crime against the United States. There are many reasons for women to think twice about reporting sexual assault. But one potential consequence looms especially large: They may also be prosecuted. This month, a retired police lieutenant in Memphis, Tenn., Cody Wilkerson, testified, as part of a lawsuit against the city, not only that police detectives sometimes neglected to investigate cases of sexual assault but also that he overheard the head of investigative services in the city’s police department say, on his first day in charge: “The first thing we need to do is start locking up more victims for false reporting.” It’s an alarming choice of priorities. In 2004, a 19-year-old reported being sexually assaulted at gunpoint in Cranberry Township, Pa. In all three instances, the women were charged with lying. In all three instances, their reports turned out to be true. The men who raped them were later identified and convicted.

Shell should face investigations in three countries for alleged complicity in Nigerian government abuses, including murder and rape, more than two decades ago in the oil-rich Niger River delta, Amnesty International said. Authorities in Nigeria, the Netherlands and UK should investigate Shell’s conduct, especially in the Ogoni area of the southern delta, the London-based human-rights group said. Violations linked to Europe’s largest energy company amounted to criminal infractions for which it should be prosecuted, it said. “The evidence we have reviewed shows that Shell repeatedly encouraged the Nigerian military to deal with community protests, even when it knew the horrors this would lead to,” Audrey Gaughran, director of Global Issues at Amnesty International, said. Shell “even provided the military with material support, including transport, and in at least one instance paid a military commander notorious for human rights violations,” she said. Shell, the oldest energy company in Africa’s biggest oil producer, operates a joint venture with the government that pumps more than a third of the nation’s crude, the state’s main source of revenue. Other joint ventures are run by ExxonMobil, Chevron, Total and Eni. Protests by the Ogoni ethnic minority against Shell in the 1990s alleging widespread pollution and environmental degradation prompted a repressive response from the military government then in power. Nine ethnic-minority activists, including the writer Ken Saro-Wiwa, were executed in 1995.
