North Carolina officials say the third and final compensation payment to sterilization victims should be mailed soon, marking the end of a 15-year pursuit of financial help for them. A spokeswoman for the state Department of Administration tells the Winston-Salem Journal that officials are verifying the final number of qualified claimants and confirming addresses. Spokeswoman Gena Renfrow says payments will be prepared once that's done. About 7,600 people were sterilized under North Carolina's eugenics program before it ended in 1974. The N.C. Industrial Commission has certified more than 200 victims, who have received two previous payments of $20,000 and $15,000. An Amish family in Pennsylvania must connect to its local municipal sewer system, even though it would require the use of an electric pump, which goes against the family's religious beliefs. A Jan. 5 opinion by a divided Pennsylvania Commonwealth Court finally ended the five-year legal battle. The court agreed with a lower court ruling that ordered the Yoder family to connect to the municipal sewer system. The Yoder family argued that use of electricity violates its religious convictions. The family has used an outhouse - an "old-fashioned privy" - that did not require running water or electricity. But Sugar Grove Township requires residents with properties that abut the sewer system to connect to it at the owners' cost. The ruling addressed whether the Yoders could connect to the system without use of an electric pump. The court ruled that that using an electric pump was ​the "least intrusive means" of connecting to the sewer system. In a dissenting opinion, Judge Patricia McCullough expressed concern with the ruling, saying there were other ways of disposing of sewage in a sanitary way that would not infringe upon the Yoder family's religious rights. That's a concern shared by Sara Rose, a senior staff attorney with the American Civil Liberties Union. The Trump administration has waived part of the punishment for five megabanks whose affiliates were convicted and fined for manipulating global interest rates. Ecuador has granted citizenship to WikiLeaks founder Julian Assange, Ecuador's Foreign Minister Maria Fernanda Espinosa announced Thursday. She called the measure "one more ring of protection" for Assange, who has been holed up at the Ecuadorian Embassy in London since 2012 in an effort to avoid a Swedish arrest warrant. Sweden dropped the charges in May 2017, but Assange remains the subject of a UK arrest warrant. Assange ... has previously expressed concern that if he leaves the Ecuadorian embassy in London he could end up being extradited to the US, where he fears facing the death penalty over allegations of revealing government secrets through WikiLeaks. In December, the Ecuadorian government requested diplomatic status for Assange. But the UK rebuffed the request. Espinosa said Ecuador will continue to pursue a dialogue with the UK to eventually remove Assange from the embassy. Opposition parties in Honduras have attacked the failure of the US to denounce the controversial declaration of President Juan Orlando Hernández as winner of a widely disputed election. International observers with the Organization of American States say the vote was so discredited that it was impossible to declare a valid result. But the US State Department noted that an election court had ratified the result of the November 26 election. Honduras' Supreme Electoral Tribunal said Hernández won the election with 42.9% of the votes, edging his main challenger, Salvador Nasralla, who was declared second with 41.24%. The opposition accuses Hernandez of stuffing the court with supporters who helped him change the constitution to allow him to seek a second term. New York City ended the year with the fewest murders and the lowest crime figures in decades, the mayor and the NYPD said Friday. There were 290 murders in the nation's largest city in 2017, compared to 335 killings the previous year, said Mayor Bill de Blasio in a news conference. “No one believed it was possible to get under 300 murders,” de Blasio said. The murder rate is a far cry from 1990, when 2,245 people were killed in the city. The Obama administration was demanding that I reveal the confidential sources I had relied on for a chapter about a botched CIA operation in my 2006 book, State of War. Half-a-dozen 2017 releases of long-secret documents about the assassination of President John F. Kennedy have given plenty of new leads to those who don’t believe alleged gunman Lee Harvey Oswald acted alone. The 34,963 documents ... have fed the fire tended by researchers and others who believe there is much more to the story how a U.S. president was assassinated in Dallas 54 years ago. One particular document from the August release has created much buzz. It that shows that Earle Cabell, mayor of Dallas at the time of the Nov. 22, 1963, shooting, became a CIA asset in late 1956. Another revelatory JFK document released in full on Dec. 15 was the transcript of a 1978 interview by the House Select Committee on Assassinations with Orest Pena. According to Pena, a bar owner in New Orleans, Lee Harvey Oswald was a U.S. government agent or informant. How did he know? Because Pena himself was an informant. He had given details to the Warren Commission in July 1964 but, as the new document shows, later revealed much more detail about Warren de Brueys, an FBI agent in New Orleans to whom Pena said he reported. Oswald, he claimed, frequented a breakfast place regularly not only with de Brueys but with agents from U.S. Customs and Immigration. Pena believed Oswald had an office in the same government complex. Pena also testified to the House panel that de Brueys had threatened him if he shared with investigators details of their meetings and training of anti-Castro instigators.

The Federal Reserve’s little-known role housing the assets of other central banks comes with a unique benefit to the United States: It serves as a source of foreign intelligence for Washington. Senior officials from the U.S. Treasury and other government departments have turned to these otherwise confidential accounts several times a year to analyze the asset holdings of the central banks of Russia, China, Iraq, Turkey, Yemen, Libya and others, according to more than a dozen current and former senior Fed and Treasury officials. The U.S. central bank keeps a tight lid on information contained in these accounts. But according to the officials interviewed by Reuters, U.S. authorities regularly use a “need to know” confidentiality exception in the Fed’s service contracts with foreign central banks. Some 250 foreign central banks and governments keep $3.3 trillion of their assets at the Federal Reserve Bank of New York, about half of the world’s official dollar reserves, using a service advertised in a 2015 slide presentation as “safe and confidential.” Other major central banks and some commercial banks offer similar services. But only the Fed offers direct access to U.S. debt markets and to the world’s reserve currency, the dollar. In all, the people interviewed by Reuters identified seven instances in the last 15 years in which the accounts gave U.S. authorities insights into the actions of foreign counterparts or market movements, at times leading to a specific U.S. response.

A South Florida law professor, running to unseat Congresswoman Debbie Wasserman Schultz, is calling for a federal investigation into the destruction of all ballots cast in the August 2016 Democratic primary in Broward County. The challenger, Tim Canova, has made repeated public-records requests and filed a lawsuit seeking access to paper ballots cast in his unsuccessful race last year against the former Democratic National Committee chair in Florida’s 23rd congressional district. A statistical analysis of the primary conducted last year suggested the election results were “potentially implausible.” the Broward supervisor of elections, Brenda Snipes, has taken no action on requests ... to examine the ballots. Instead, Dr. Snipes has urged a judge to throw Canova’s lawsuit out. Despite the pending records requests and the ongoing litigation, Snipes ordered the ballots and other election documents destroyed. The lack of a paper trail verifying voter choices undercuts the ability to identify systemic election fraud and might make such fraud impossible to detect. The Aug. 30 Democratic primary in Broward was being closely watched across the country. A month earlier ... Wasserman Schultz was ousted as chairwoman of the DNC. She was removed over allegations that she and other party officials had rigged the Democratic presidential primary process to favor Hillary Clinton over Bernie Sanders. Lorry driver Abu Fawzi thought it was going to be just another job. He drives an 18-wheeler ... in northern Syria. But this time, his load was to be human cargo. The Syrian Democratic Forces (SDF), an alliance of Kurdish and Arab fighters opposed to IS, wanted him to lead a convoy that would take hundreds of families displaced by fighting ... to a camp further north. Has the pact, which stood as Raqqa’s dirty secret, unleashed a threat to the outside world - one that has enabled militants to spread far and wide across Syria and beyond? Great pains were taken to hide it from the world. Publicly, the SDF said that only a few dozen fighters had been able to leave, all of them locals. But one lorry driver tells us that isn't true. "We took out around 4,000 people including women and children," [the lorry driver said]. The convoy was six to seven kilometres long. In light of the BBC investigation, the coalition now admits the part it played in the deal. Some 250 IS fighters were allowed to leave Raqqa, with 3,500 of their family members.

Under a secret Bush administration program initiated weeks after the Sept. 11 attacks, counterterrorism officials have gained access to financial records from a vast international database and examined banking transactions involving thousands of Americans and others in the United States. The program, run out of the Central Intelligence Agency and overseen by the Treasury Department ... is a significant departure from typical practice in how the government acquires Americans' financial records. Treasury officials did not seek individual court-approved warrants or subpoenas to examine specific transactions, instead relying on broad administrative subpoenas for millions of records. The existence of UFOs had been proved beyond reasonable doubt, according the head of the secret Pentagon program that analyzed the mysterious aircrafts. Luis Elizondo [said] of the sightings, In my opinion, if this was a court of law, we have reached the point of beyond reasonable doubt. I think its pretty clear this is not us, and its not anyone else, so no one has to ask questions where theyre from. Elizondo led the U.S. Defense Departments Advanced Aerospace Threat Identification Program, investigating evidence of UFOs and alien life, from 2007 to 2012, when it was shuttered. Its existence was first reported by The New York Times last week. Elizondo [said] that there had been lots of UFO sightings and witnesses interviewed during the programs five years. Investigators pinpointed geographical hot spots that were sometimes near nuclear facilities and power plants. They also observed trends among the aircrafts, including lack of flight surfaces on the objects and extreme maneuverability. There was never any display of hostility, but ... they maneuvered in ways no one else in the world had, he said. Despite Pentagon funding running out in 2012, Elizondo oversaw UFO work for another five years before resigning in October 2017 out of frustration with the secrecy of the investigations. He had pushed for videos of the possible alien sightings to be made public so people could see the footage. In his resignation letter to Defense Secretary Jim Mattis, Elizondo asked, Why arent we spending more time and effort on this issue?

The Pentagon has reportedly recovered metal alloys from unidentified flying objects that scientists "do not recognise”. Materials, which are alleged to have “amazing properties”, are being stored in modified buildings in Las Vegas, the New York Times reports. The US Department of Defence (DoD) has admitted to a secret $22m (Ł15m) programme, which ran between 2007 and 2012, that was tasked with investigating reports of UFOs. “They have some material from these objects that is being studied, so that scientists can try to figure out what accounts for their amazing properties,” [said] Ralf Blumenthal, one of the authors of the New York Times report. Researchers also studied people who claimed they had experienced physical effects from encounters with unidentified aerial phenomena. A previously classified video released by the DoD shows Navy pilots reacting with astonishment after being sent to investigate a mysterious flying object as it hovered off the coast of San Diego. The United States imposed sanctions on 52 people and entities Thursday for alleged human rights violations and corruption, a list that included Maung Maung Soe, a top Burmese general cited for an ongoing deadly crackdown on the Rohingya, a Muslim ethnic group. The US government has lifted a three-year ban on making lethal viruses in the lab, saying the potential benefits of disease preparedness outweigh the risks. Labs will now be able to manufacture strains of influenza, Sars and Middle East Respiratory Syndrome (Mers). The ban was imposed following safety breaches at federal institutions involving anthrax and avian flu. Now a scientific review panel will have to green-light each research proposal. It will only be allowed to go ahead if the panel determines there is no safer way to conduct the research and that the benefits it will provide justify the risk. Critics say such "gain-of-function" research still risks creating an accidental pandemic.
