Dog owners should consider flouting new laws for mandatory microchipping, according to a specialist who warns the procedure can kill puppies and small breeds. Fines of up to Ł500 will be issued from April 6, the deadline for all dogs over the age of eight weeks to have the chips fitted to enable wardens to scan them for the name and address of their owner. More than a million of the country’s 8.5 million dogs are still not registered and around three million more owners have failed to update their details after moving house. But Richard Allport, a senior vet and owner of the Natural Medicine Centre, said the chip can cause serious health problems for young and small dogs. “I think the age by which puppies must be microchipped – eight weeks – is far too young,” Mr Allport wrote in specialist magazine Dogs Today. “My advice to people who don’t want their dogs microchipped is to sit tight and do nothing.” The procedure involves a sterile chip, the size of a grain of rice, implanted between the shoulder blades. If the new law fails to reduce numbers of strays, wardens could eventually be deployed to patrol parks carrying out random spot-checks. The Justice Department has announced that it is resuming a controversial practice that allows local police departments to funnel a large portion of assets seized from citizens into their own coffers under federal law. A group of 22 medical experts convened by Johns Hopkins University and The Lancet have called today for the decriminalization of all nonviolent drug use and possession. The experts further encourage countries and U.S. states to "move gradually toward regulated drug markets and apply the scientific method to their assessment." Their report comes ahead of a special UN General Assembly Session on drugs to be held next month. In a lengthy review of the state of global drug policy, the Hopkins-Lancet experts conclude that the prohibitionist anti-drug policies of the past 50 years "directly and indirectly contribute to lethal violence, disease, discrimination, forced displacement, injustice and the undermining of people’s right to health. "The goal of prohibiting all use, possession, production and trafficking of illicit drugs is the basis of many of our national drug laws, but these policies are based on ideas about drug use and drug dependence that are not scientifically grounded," said Commissioner Dr. Chris Beyrer. Federal prosecutors declined to bring charges against law enforcement officers in the United States facing allegations of civil rights violations in 96 percent of such cases between 1995 and 2015, according to an investigation by the Pittsburgh Tribune-Review newspaper. In April 2012, a Kansas SWAT team raided the home of Robert and Addie Harte, their 7-year-old daughter and their 13-year-old son. The couple, both former CIA analysts, awoke to pounding at the door. Over the past 15 months, beleaguered Pennsylvania Attorney General Kathleen Kane has released a steady stream of messages retrieved from a state email server that show state officials and employees trading pornographic, racist and misogynistic messages. There are jokes about rape and sexual assault, photos mocking African Americans and other minorities, and insults leveled at people because of their weight, their sexual orientation or their religion. For the past two years, the Pentagon has acknowledged having a severe problem with sexual assault in the ranks. Soldiers entrusted with key roles in the campaign against sexual assault and harassment have ... been accused of committing those very offenses. The Army Reserve’s 80th Training Command summoned about 350 personnel to an Orlando hotel in 2013 for a four-day conference on sexual-assault prevention. One session highlighted how excessive drinking is often at the root of sex crimes committed by those in uniform. Soon after the conference began, sheriff’s deputies were called to the hotel to investigate a report that a female guest had been raped by one of the participants - an inebriated soldier she had met at the hotel pool. Overall, the Defense Department received 6,131 reports of sexual assault last year, a figure that has more than doubled since 2007. The United Nations' "gross institutional failure" to act on allegations that French and other peacekeepers sexually abused children in the Central African Republic led to even more assaults, according to a new report. One young boy who initially reported an attack on his friends more than a year ago now says he has been raped, too. [An] independent panel found that the accounts by children as young as 9 of trading oral sex and other acts in exchange for food in the middle of a war zone in early 2014 were "passed from desk to desk, inbox to inbox, across multiple U.N. offices, with no one willing to take responsibility." Among those said to have looked the other way were the U.N. children's agency, UNICEF, as well as human rights staffers. The panel, led by Canadian judge Marie Deschamps, found that U.N. staffers failed or hesitated to pass the children's allegations to more senior officials, sometimes because of political concerns with France involved; showed "unconscionable delays" in protecting and supporting the children; failed to further investigate the allegations; failed to properly vet peacekeepers for past abuses; and, overall, appeared more concerned with whether one U.N. staffer had improperly alerted French authorities. "The welfare of the victims and the accountability of the perpetrators appeared to be an afterthought, if considered at all," the report says. As of now, more than a year and a half after U.N. staffers first heard the children's allegations of sexual abuse, no one has been arrested.

On the day of the mass shooting in San Bernardino, Calif., the city's SWAT team was training for an active shooter situation just minutes away from the scene of the massacre. "We were just working through scenarios when this call went out," says Lt. Travis Walker, the SWAT team commander. Walker was running his officers through scenarios with volunteers playing the role of shooters. "We'd just finished a training scenario that involved multiple shooters at multiple locations within a small confined area," he says. And then they were off — to the scene of a real-life multiple-shooter attack. They didn't get there in time to stop it, but the suspects were killed in a shootout later in the day. Walker and his team were there for that, too, using armored vehicles to get close. Elements of the charm offensive include the launch of a pro-Saudi Arabia media portal operated by high-profile Republican campaign consultants; a special English-language website devoted to putting a positive spin on the latest developments in the Yemen war; glitzy dinners with American political and business elites; and a non-stop push to sway reporters and policymakers. That has been accompanied by a spending spree on American lobbyists with ties to the Washington establishment. Saudi Arabia continues to be a leading driver of Sunni terror networks worldwide, including in Syria and Iraq. The Saudi Arabian government is currently supplying weapons to a Syrian rebel coalition that includes the Nusra Front, al Qaeda’s affiliate in the region. Private donors in Saudi Arabia have also worked as fundraisers for the Islamic State, or ISIS. Civil asset forfeiture ... lets police seize and keep cash and property from people who are never convicted - and in many cases, even charged - with wrongdoing. The past decade has seen a "meteoric, exponential increase" in the use of the practice. In 2008, there were less than $1.5 billion in the combined asset forfeiture funds of the Justice Department and the U.S. Treasury. But by 2014, that number had tripled, to roughly $4.5 billion. Critics ... say that the increase in forfeiture activity is due largely to the profit motive created by laws which allow police to keep some or all of the assets they seize. In one case represented by the Institute [for Justice], a drug task force seized $11,000 from a college student at an airport. They lacked evidence to charge him with any crime, but they kept the money and planned to divvy it up between 13 different law enforcement agencies. Asset forfeiture's defenders say that the practice is instrumental in dismantling large-scale criminal enterprises. But evidence suggests that forfeiture proceedings are often initiated against small time criminals or people who aren't criminals at all. The Vatican announced Monday that two members of a commission set up by Pope Francis to study financial operations at the Holy See had been arrested on suspicion of leaking confidential documents to journalists. In a yearlong investigation of sexual misconduct by U.S. law enforcement, The Associated Press uncovered about 1,000 officers who lost their badges in a six-year period for rape, sodomy and other sexual assault; sex crimes that included possession of child pornography; or sexual misconduct such as propositioning citizens. The number is unquestionably an undercount because it represents only those officers whose licenses to work in law enforcement were revoked, and not all states take such action. Goldman hired Bansal despite the fact that he had been forced to resign from the Fed for breaking the rules there. Once at Goldman, Bansal was instructed to work on a bank that he had supervised while at the Fed, despite explicit prohibitions against him doing so, NYDFS said. Bansal later used confidential information, some of which he obtained from his prior employment at the NY Fed and some of which he obtained from from a former NY Fed colleague, in his work on the bank. To resolve the matter, Goldman has agreed to pay $50 million and accept a three-year "voluntary abstention" from accepting new consulting engagements of NYDFS regulated entities. Goldman also agreed to admit that a former employee engaged in the criminal theft of confidential information and that Goldman management "failed to effectively supervise its employee to prevent this theft from occurring," NYDFS said. In September 2014, for example, Bansal attended the birthday dinner of a former Fed colleague at Peter Luger's. Immediately after the dinner, Bansal emailed his boss at Goldman "divulging confidential information concerning the regulated entity, specifically, the relevant component of the upcoming examination rating," NYDFS said.

A Saudi prince has been detained at Beirut airport in Lebanon after two tons of an amphetamine drug popular with Syrian rebels was found on a private jet. Prince Abdel Mohsen Bin Walid Bin Abdulaziz and four other men were held after what was described as the biggest ever drugs bust at the city’s main Rafik Hariri International Airport. They were allegedly "attempting to smuggle about two tons of Captagon pills and some cocaine", a security source was quoted as saying. Captagon is a brand name for the widely used amphetamine phenethylline. Although this type of amphetamine has been prescribed in the past to treat childhood and other behavioural disorders, it is now used overwhelmingly as a stimulant in the Middle East. It has long been banned in the West. It is the drug of choice for front-line fighters on both sides in the Syrian war. It is unclear where the pills allegedly found in Beirut were ultimately to be sold, although the plane was said to be heading back to Saudi Arabia. That would fit one of the more unexpected side-effects noted of the Syrian war – the country’s growing role as an exporter of illegal drugs. There have been reports that Syrian suppliers to both sides of the conflict have become so successful in manufacturing Captagon that it is now an export product, smuggled through Lebanon to a broader Middle East market. The drugs were stuffed into 40 suitcases, according to reports.
