In a yearlong investigation of sexual misconduct by U.S. law enforcement, The Associated Press uncovered about 1,000 officers who lost their badges in a six-year period for rape, sodomy and other sexual assault; sex crimes that included possession of child pornography; or sexual misconduct such as propositioning citizens. According to the New York Department of Financial Services, a banking regulator, Goldman hired Rohit Bansal from the Federal Reserve Bank of New York in May 2014, "in large part for the regulatory experience and knowledge he had gained while working at the New York Fed." Goldman hired Bansal despite the fact that he had been forced to resign from the Fed for breaking the rules there. Once at Goldman, Bansal was instructed to work on a bank that he had supervised while at the Fed, despite explicit prohibitions against him doing so, NYDFS said. Bansal later used confidential information, some of which he obtained from his prior employment at the NY Fed and some of which he obtained from from a former NY Fed colleague, in his work on the bank. To resolve the matter, Goldman has agreed to pay $50 million and accept a three-year "voluntary abstention" from accepting new consulting engagements of NYDFS regulated entities. A Saudi prince has been detained at Beirut airport in Lebanon after two tons of an amphetamine drug popular with Syrian rebels was found on a private jet. Prince Abdel Mohsen Bin Walid Bin Abdulaziz and four other men were held after what was described as the biggest ever drugs bust at the city’s main Rafik Hariri International Airport. They were allegedly "attempting to smuggle about two tons of Captagon pills and some cocaine", a security source was quoted as saying. Captagon is a brand name for the widely used amphetamine phenethylline. Although this type of amphetamine has been prescribed in the past to treat childhood and other behavioural disorders, it is now used overwhelmingly as a stimulant in the Middle East. It has long been banned in the West. It is the drug of choice for front-line fighters on both sides in the Syrian war. It is unclear where the pills allegedly found in Beirut were ultimately to be sold, although the plane was said to be heading back to Saudi Arabia. That would fit one of the more unexpected side-effects noted of the Syrian war – the country’s growing role as an exporter of illegal drugs. There have been reports that Syrian suppliers to both sides of the conflict have become so successful in manufacturing Captagon that it is now an export product, smuggled through Lebanon to a broader Middle East market. A former Goldman Sachs banker suspected of taking confidential documents from a source inside the government has agreed to plead guilty, a rare criminal action on Wall Street, where Goldman itself is facing an array of regulatory penalties over the leak. The banker and his source, who at the time of the leak was an employee at the Federal Reserve Bank of New York, one of Goldman’s regulators, will accept a plea deal from federal prosecutors that could send them to prison for up to a year. FBI Director James B. Comey said Wednesday, speaking to a private gathering of more than 100 politicians and top law enforcement officials, ... that the federal government has no better data on police shootings than databases assembled this year by The Washington Post and the Guardian newspaper. “It is unacceptable that The Washington Post and the Guardian newspaper from the U.K. are becoming the lead source of information about violent encounters between police and civilians. Tens of thousands of troops were used in testing conducted by the U.S. military between 1922 and 1975. The military wanted to learn how to induce symptoms such as "fear, panic, hysteria, and hallucinations" in enemy soldiers. Those who are still alive are part of a class action lawsuit against the Army. If they're successful, the Army will have to explain to anyone who was used in testing exactly what substances they were given and any known risks, [as well as] provide those veterans with health care for any illnesses that result, in whole or in part, from the testing. At least 70,000 troops were used in the testing. Researchers kept information about which agents they were administering from test subjects, [referring to the agents by] code names such as CAR 302668. The Associated Press sued the U.S. Department of Justice Thursday over the FBI's failure to provide public records related to the creation of a fake news story used to plant surveillance software on a suspect's computer. At issue is a 2014 Freedom of Information request seeking documents related to the FBI's decision to send a web link to the fake article to a 15-year-old boy suspected of making bomb threats to a high school. The FBI has used spyware before to pursue suspected criminals. AP strongly objected to the ruse, which was uncovered last year. AP General Counsel Karen Kaiser [wrote] in a 2014 letter to then-Attorney General Eric Holder, "It is improper and inconsistent with a free press for government personnel to masquerade as The Associated Press or any other news organization. The FBI may have intended this false story as a trap for only one person. However, the individual could easily have reposted this story to social networks, distributing to thousands of people, under our name, what was essentially a piece of government disinformation." In a November opinion piece in the New York Times, FBI Director James Comey revealed that an undercover FBI agent had also impersonated an AP reporter. How common was that? Wood: There’s a particular unit that does that. Everyone knew it. They usually blame it on the dog. [Tweet] "A detective slapping a completely innocent female in the face for bumping into him." Balko: One common criticism asked why you didn’t report these incidents. Wood: I’m totally guilty. I should have done more. [Tweet] "Swearing in court and [official documents] that suspect dropped CDS [controlled dangerous substances] during unbroken visual pursuit when neither was true." Wood: It all goes back to this whole us versus them thing. Your job is to fight crime, and these are the guys you do it with. They aren’t really even people. They’re just the enemy. It began in a trailer in the shadows of one of Florida's most elegant malls, a brazen plan by two small police agencies to take on the hemisphere's most dangerous drug cartels. Forming their own task force, members of the Bal Harbour police and Glades County Sheriff's Office struck deals with criminal organizations across the country in what grew into the largest state undercover money-laundering investigation in years. Posing as launderers, the task force took in $55.6 million from the criminal groups, keeping thousands each week for themselves for laundering the money. Mark Rossini, a former FBI special agent at the center of an enduring mystery related to [9/11] says he is "appalled" by the newly declassified statements by former CIA Director George Tenet defending the spy agency's efforts to detect and stop the plot. Rossini, who was assigned to the CIA's Counterterrorism Center (CTC) at the time of the attacks, has long maintained that the U.S. government has covered up secret relations between the spy agency and Saudi individuals who may have abetted the plot. Fifteen of the 19 hijackers who flew commercial airliners (on 9/11) were Saudis. A heavily redacted 2005 CIA inspector general's report, parts of which had previously been released, was further declassified earlier this month. The Obama administration has [still] refused to declassify 28 pages dealing with Saudi connections. Rossini and another FBI agent assigned to the CTC, Doug Miller, learned in January 2000 that one of the future hijackers ... had a multi-entry visa to enter the U.S. But when Miller and Rossini attempted to warn FBI headquarters that al-Mihdhar could be loose in the U.S., a CIA supervisor ordered them to remain silent. Rossini says he is "deeply concerned" by how the agency continues to suppress information related to contacts between the CIA and Saudi Arabia, particularly when the spy agency is declassifying other portions of documents to show that it did everything possible to thwart the September 11, 2001 plot. "There would have not been a 9/11 if Doug's CIR [Central Intelligence Report] on al-Mihdhar was sent," he told Newsweek in an email. "Period. End of story."

US companies are buying back billions of dollars of their own stock in a way that manipulates stock prices, hurts the economy and, by the way, used to be against the law. Instead of putting resources into innovative ways to build their businesses or hire new employees, corporations are pumping their record-breaking profits into buying back their own stock and increasing dividends to benefit their executives and wealthy shareholders. It is a major reason why CEOs are now making nearly 300 times what the typical worker makes. We ... must do a lot more to rebuild the middle class, check corporate greed, and make our economy work again for working families. It is time to say loudly and clearly that corporate greed and the war against the American middle class must end.

British police investigating allegations of historical child sex abuse said more than 1,400 people had been named as suspects including 261 described as "people of public prominence" including dozens of politicians and TV stars. Child abuse scandals over the last few years have prompted the government to launch a major public inquiry. Chief Constable Simon Bailey, the officer leading that inquiry named "Operation Hydrant", said 1,433 people were being investigated of whom 216 were now dead. The suspects included 135 figures from TV, film or radio, 76 politicians involved in both local and national politics, 43 from the music industry and seven from the sporting world. "This investigation is massive and a testimony to how the attitude to victims is changing," said Sheila Taylor, chief executive of the National Working Group Network, a charity which tackles child sexual exploitation. The issue of child abuse came to widespread prominence in 2012 when the late BBC TV presenter Jimmy Savile was shown to have abused hundreds of victims for decades. Since then, other household names have been convicted, allegations have been made against a number of former or deceased politicians, while detectives are also looking into claims powerful figures forced police to drop inquiries into paedophile rings involving high-profile people. Bailey said that 666 of the offenders being investigated were alleged to have carried out abuse at institutions including schools, children's homes and religious institutions.

The New York Times reported on Sunday that many of those in charge of the CIA’s torture program – the same people whose names were explicitly redacted from the Senate’s torture report in order to avert accountability – “have ascended to the agency’s powerful senior ranks” and now run the CIA drone program. Rather than being fired and prosecuted, they have been rewarded with promotions. The longtime Counterterrorism Center chief who just stepped down, Michael D’Andrea, was previously in charge of the notorious CIA prison known as the Salt Pit, where prisoners were regularly tortured and some died. His replacement, Chris Wood, was also “central to the interrogation program”, according to the Times. The only reason we know D’Andrea and Wood’s names is because the New York Times’ executive editor Dean Baquet commendably decided to publish them. The CIA asked them not to. Adding to the disturbing nature of the CIA’s ability to kill people in complete secrecy, the agency apparently now has a carte blanche to conduct drone strikes on its own. President Obama doesn’t individually approve them anymore – he lets the CIA unilaterally decide to kill people. The Obama administration has promised more transparency around drone strikes, yet at the same time, won’t even acknowledge that the controversial drone strike it’s apologizing for even happened - just because such admission might force courts to hold the government accountable for its actions.

The Metropolitan Police is being investigated over further allegations of corruption in relation to child sex offences dating back to the 1970s, including the claim that evidence gathered against MPs, judges, media entertainers, police, clergy and actors was dropped due to police intervention. The fresh allegations are in addition to the 14 cases being investigated by the Independent Police Complaints Commission (IPCC), revealed earlier this month, dating from the 1970s to the 2000s. The three new investigations relate to allegations about police suppressing evidence, hindering or halting investigations, and covering up offences due to the involvement of members of parliament and police officers. One case addressed the allegation that a child abuse investigation in central London, which gathered evidence against MPs, judges, media entertainers, police, actors, clergy, and others, was dropped. It has been claimed that two months after the file had been submitted to start proceedings against those identified, an officer was called in by a senior Met officer and told to drop the case. The two further allegations relate to a child abuse investigation conducted in the 1980s, with one relating directly to police actions in the case. The issues surrounding G.M.O.s - genetically modified organisms - became more complicated last week when the International Agency for Research on Cancer declared that glyphosate, the active ingredient in the widely used herbicide Roundup, probably causes cancer in humans. Two insecticides, malathion and diazinon, were also classified as "probable" carcinogens by the agency, a respected arm of the World Health Organization. Roundup, made by Monsanto for both home and commercial use, is crucial in the production of genetically engineered corn and soybean crops, so it was notable that the verdict on its dangers came nearly simultaneously with an announcement by the Food and Drug Administration that new breeds of genetically engineered potato and apple are safe to eat. Few people are surprised that an herbicide in widespread use is probably toxic at high doses or with prolonged exposure, circumstances that may be common among farmers and farmworkers. Nor is it surprising that it took so long - Roundup has been used since the 1970s - to discover its likely carcinogenic properties. There is a sad history of us acting as guinea pigs for the novel chemicals that industry develops. To date, G.M.O.s and other forms of biotech have done nothing but enrich their manufacturers and promote a system of agriculture that's neither sustainable nor for the most part beneficial. The Independent Police Complaints Commission (IPCC) has launched the investigation after the Met referred themselves over 16 separate allegations - 14 of which are to be investigated. The IPCC will look into claims of corruption within the force and whether they purposefully ignored evidence and halted investigations due to the involvement of MPs and other members of the establishment. This most recent development comes as a result of Operation Fairbank, first launched by Scotland Yard in 2012, to probe suggestions that high profile figures were involved in historic Westminster paedophile rings. Since then detectives have also opened up inquiries into the murder of three boys who it’s alleged were killed by those involved in such rings, claims which ... have resulted in the police calling for witnesses as they have been unable to identify the victims. One of the 14 referrals for the IPCC says that “a proactive operation targeting young men in Dolphin Square was stopped because officers were too near prominent people”, while another is about “allegations that a politician had spoken with a senior Met Police officer and demanded no action was taken regarding a paedophile ring and boys being procured and supplied to prominent persons in Westminster in the 1970s”.
