There are more than 20 states in the U.S. where growing small amounts of marijuana is legal. North Carolina isn’t one of them. Those caught cultivating cannabis in the Tar Heel State are usually slapped with a felony, prison time, and anywhere from a $200 to $200,000 fine. Unless, apparently, that person is a police officer. Take the case of Thomas Daniel Gaskins. Police arrested the 33-year-old on June 13 in connection to 11 marijuana plants found in a forest. At the time of his arrest, Gaskins ... worked as a police officer. Local news confirmed the arrest and initially reported that he had been charged both with “manufacturing” and possession of marijuana. But later reports began reflecting that he had only been charged with possession, a misdemeanor. His story is a perfect representation of the war on drugs’ biggest problem - racial bias. Minorities are nearly four times more likely to be arrested for pot than whites. While 11 marijuana plants may not seem like a large offense, it dwarfs many marijuana crimes that minorities are serving life sentences for today. Take the case of Fate Vincent Winslow, who was sentenced to life in prison ... for selling $20 worth of weed to an undercover officer. Winslow was accompanied by a white man in the sale, who - despite receiving $15 of the $20 - was never even arrested. That’s not to say that white men haven’t fallen victim to the drug war, just that they’re far less likely to serve the kind of hard time that minorities are often slapped with.

Scientists Seek Ban On Monsanto’s RoundUp

A delegation of independent scientists urged the EPA to ban RoundUp, Monsanto’s flagship herbicide. Providing testimony that it poses an unreasonable risk to humans, animals, and the environment, scientists spoke at a closed meeting with EPA [officials]. The scientists explained the physiological reasons why exposure to glyphosate, the active ingredient in RoundUp, is linked to autism, Alzheimer’s, cancer, birth defects, obesity, gluten intolerance, among other health issues. 300 million pounds of RoundUp are sprayed each year on corn, soy, sugar beets, canola, and weeds in the United States alone. $5 billion, or half Monsanto’s annual sales, comes from glyphosate-containing products. Dr. Stephen Frantz, Pathobiologist Research Scientist led the team. “When a cell is trying to form proteins, it may grab glyphosate instead of glycine to form a damaged, mis-folded protein. After that it’s medical chaos ... with many diseases and disorders as a result.” Moms Across America founder Zen Honeycutt was a participant at the meeting. Her son had been a casualty of processed foods, diagnosed with autism until his mother switched to an all-organic diet. “Mothers and caretakers are seeing their loved ones get sick on GMOs and glyphosate/herbicide sprayed foods and get better when they avoid them. Because glyphosate is contaminating our urine, water, breast milk and nearly all our foods, we are systematically causing sickness throughout America.”

This Popular Weed Killer Wreaks Havoc on Animals and Is Probably Hurting Us, Too

Atrazine [is] the second most commonly used herbicide in the United States. [It] is mainly used to control weeds in the corn blanketing much of the Midwest. The chemical also routinely turns up in streams and drinking water. And according to a new Environmental Protection Agency preliminary risk assessment, it may be doing serious harm to fish, animals, and amphibians, even at extremely low exposure levels. In the areas where it is most commonly used, mainly the Midwestern corn belt, atrazine turns up in the environment at rates that exceed established levels of concern "by as much as 22, 198, and 62 times for birds, mammals, and fish, respectively," the report concluded. The European Union banned atrazine in 2004, citing its potential to contaminate water and harm ecosystems. And this latest EPA report suggests the US government might also consider reining in use of the chemical. But probably not anytime soon. Back in 2011, the EPA released the final deliberations by a panel of independent scientists it had convened to address the topic. The panel found that atrazine had "suggestive evidence of carcinogenic potential" for ovarian cancer, non-Hodgkin's lymphoma, hairy-cell leukemia, and thyroid cancer. A recent paper by Texas A&M and Iowa State University researchers looked at research published since 2000 and concluded that "higher concentrations of atrazine in drinking water" have been associated with a variety of birth defects in people.

'It was just chaos': Broken machines, incomplete voter rolls leave some wondering whether their ballots will count

California voters faced a tough time at the polls [on June 7th], with many voters saying they have encountered broken machines, polling sites that opened late and incomplete voter rolls, particularly in Los Angeles County. Many California voters were handed the dreaded pink provisional ballot - which takes longer to fill out, longer for election officials to verify and which tends to leave voters wondering whether their votes will be counted. It’s difficult to get a sense for how widespread the problems are. Tuesday’s voting problems seems to be a confluence of factors - old voting machines, a competitive election that has drawn new voters, plus complex state voting laws that can be hard for poll volunteers and voters to follow. Albert Grey showed up at his polling site Tuesday morning to find that the vote-counting machine seemed to be jammed, and there didn’t seem to be a supervisor on site. So he left without voting. Many California voters reported showing up to their polling sites only to find that their names were not listed on the voting rolls, leaving them to cast a provisional ballot. Sanders supporter Jonathan Daniel Brown accused Democrats of “purging votes” when he discovered he was not on the voting rolls at his polling station despite being registered. Brown ... refused to take a provisional ballot, and his complaints drew the attention of Los Angeles County Registrar-County Clerk Dean Logan, who intervened. Eventually, Brown said he was allowed to cast a regular ballot - though not before Brown said a poll worker called the police on him.

Perfect End to Democratic Primary: Anonymous Superdelegates Declare Winner Through Media

The Associated Press - on a day when nobody voted - surprised everyone by abruptly declaring the Democratic Party primary over and Hillary Clinton the victor. The decree, issued the night before the California primary in which polls show Clinton and Bernie Sanders in a very close race, was based on the media organization’s survey of “superdelegates”: the Democratic Party’s 720 insiders, corporate donors, and officials whose votes for the presidential nominee count the same as the actually elected delegates. AP claims that superdelegates who had not previously announced their intentions privately told AP reporters that they intend to vote for Clinton, bringing her over the threshold. AP is concealing the identity of the decisive superdelegates who said this. Although the Sanders campaign rejected the validity of AP’s declaration - on the ground that the superdelegates do not vote until the convention and he intends to try to persuade them to vote for him - most major media outlets ... declared Clinton the winner. This is the perfect symbolic ending to the Democratic Party primary: The nomination is consecrated by a media organization, on a day when nobody voted, based on secret discussions with anonymous establishment insiders and donors whose identities the media organization - incredibly - conceals. For a party run by insiders and funded by corporate interests, it’s only fitting that its nomination process ends with such an ignominious, awkward, and undemocratic sputter.

The untold story behind Saudi Arabia's 41-year U.S. debt secret

It was July 1974. William Simon, newly appointed U.S. Treasury secretary, and his deputy, Gerry Parsky, stepped onto an 8 a.m. flight. [Simon's] mission, kept in strict confidence within President Richard Nixon's inner circle, would take place during a four-day layover in the coastal city of Jeddah, Saudi Arabia. The goal: persuade a hostile kingdom to finance America's widening deficit with its newfound petrodollar wealth. The United States would buy oil from Saudi Arabia and provide the kingdom military aid and equipment. In return, the Saudis would plow billions of their petrodollar revenue back into Treasuries and finance America's spending. At the end of months of negotiations, there remained one small, yet crucial, catch: King Faisal bin Abdulaziz Al Saud demanded the country's Treasury purchases stay "strictly secret." With a handful of Treasury and Federal Reserve officials, the secret was kept for more than four decades. In response to a Freedom-of-Information-Act request submitted by Bloomberg News, the Treasury broke out Saudi Arabia's holdings for the first time this month. The $117 billion trove makes the kingdom one of America's largest foreign creditors. A former Treasury official ... says the official figure vastly understates Saudi Arabia's investments in U.S. government debt, which may be double or more. In April, Saudi Arabia warned it would start selling as much as $750 billion in Treasuries and other assets if Congress passes a bill allowing the kingdom to be held liable in U.S. courts for the Sept. 11 terrorist attacks.

The Atomic Bomb Didn't End the War

It was Soviet intervention, not the bombings of Hiroshima and Nagasaki, that caused Japan to surrender. Most Americans cling to the myth that the atomic bombing of Hiroshima and Nagasaki in August 1945 [forced] Japan's surrender without a U.S. invasion. Nothing, however, could be further from the truth. As the National Museum of the U.S. Navy makes clear, the atomic bombs ... "made little impact on the Japanese military. However, the Soviet invasion of Manchuria ... changed their minds." As shocking as this may be to Americans today, it was well known to military leaders at the time. In fact, seven of America's eight five-star officers in 1945 said that the bombs were either militarily unnecessary, morally reprehensible or both. Following the defeat at Saipan in July 1944, many Japanese leaders realized the war could not be won militarily. Telegrams going back and forth between Japanese officials in Tokyo and Moscow made it clear that the Japanese were seeking an honorable way to end what they had started. The U.S. had been firebombing and wiping out Japanese cities since early March. Destruction reached 99.5 percent in the city of Toyama. Japanese leaders accepted that the U.S. could and would wipe out Japan's cities. It didn't make a big difference whether this was one plane and one bomb or hundreds of planes and thousands of bombs. The atomic bombs contributed next to nothing to U.S. victory, but they did slaughter hundreds of thousands of civilians.

Military Sexual Assault Victims Discharged After Filing Complaints

The scariest part of Emily Vorland’s relatively uneventful 2009 deployment to Iraq was that the enemy wore Army green. When a higher-ranking male officer sexually harassed her, her commander told Vorland to file a formal complaint. So she did. The investigation ... concluded she had “acted inappropriately,” engaged in consensual sex and was lying about it. A lesbian, she was concerned that her best defense was one that would end her military career. The Army [discharged her] for “unacceptable conduct.” Even as the military scrambles under congressional pressure to prevent future cases of sexual abuse, past victims are suffering for having stood up for themselves. Thousands of victims have been pushed out of the service with less-than-honorable discharges, which can leave them with no or reduced benefits, poor job prospects and a lifetime of stigma. Worse, when they try to rectify their situation, as Vorland did, fewer than 10% of them succeed, the advocacy group Human Rights Watch estimates. “Military personnel who report a sexual assault frequently find that their military career is the biggest casualty,” the group says in a new report. 163 veterans [were] ousted from the military between 1966 and 2015 after complaining about sexual abuse, ranging from harassment to rape. “Our interviews suggest that all too often superior officers choose to expeditiously discharge sexual-assault victims rather than support their recovery and help them keep their position,” the study says.

Mandla Mandela called on US President Barack Obama to apologise and make a "full disclosure" of the events leading up to his grandfather's arrest in 1962 ... after a former CIA agent confirmed that he told the apartheid police how to find [Nelson] Mandela. "The USA put its imperial interests above the struggle for liberation of millions of people," said Mr Mandela, the former statesman's eldest grandson who is also an ANC MP. Donald Rickard said he and his handlers believed Mr Mandela was "the world's most dangerous communist outside of the Soviet Union" and he had no qualms about tipping the authorities off about his whereabouts in 1962, the height of the Cold War. The CIA's involvement in his detention after 17 years on the run has long been suspected but has never been confirmed until now. Mr Rickard ... broke his silence about his involvement in netting the "Black Pimpernel" as Mandela was known in an interview in March with researchers for a new film by British director John Irvin. Mr Rickard, who retired from the CIA in 1978 and spent the rest of his life in a remote spot in Colorado, died two weeks after the interview. Zizi Kodwa, a spokesman for the ANC, echoed claims by the ANC's secretary-general that the CIA was still interfering in South African politics.

NSA and CIA Double Their Warrantless Searches on Americans in Two Years

From 2013 to 2015, the NSA and CIA doubled the number of warrantless searches they conducted for Americans’ data in a massive NSA database ostensibly collected for foreign intelligence purposes, according to a new intelligence community transparency report. The estimated number of search terms “concerning a known U.S. person” to get contents of communications within what is known as the 702 database was 4,672 - more than double the 2013 figure. And that doesn’t even include the number of FBI searches on that database. A recently released ... court ruling confirmed that the FBI is allowed to run any number of searches it wants on that database, not only for national security probes but also to hunt for evidence of traditional crimes. No estimates have ever been released of how often that happens. The missing data from the FBI is of great concern to privacy advocates. The USA Freedom Act, passed in June 2015, “conspicuously exempts the FBI” from disclosing how often it searches the 702 database, the Project on Government Oversight (POGO) wrote in a letter to the Director of National Intelligence, James Clapper, in October 2015. “There is every reason to believe the number of FBI queries far exceeds those of the CIA and NSA,” POGO wrote. “It is essential that you work with the attorney general to release statistics on the FBI’s use of U.S. person queries.” The new report also leaves unanswered how many Americans’ communications are collected in the first place.

After one woman broke his heart, Khalil Abu Rayyan, a 21-year-old Michigan man, contemplated suicide. Then, when he confided his dark thoughts to another woman, she suggested he steer his violence toward other people. Both women ... were FBI honeypots, and one of the recorded conversations with Rayyan entered into ongoing court proceedings provides a rare glimpse into how federal informants work. The U.S. government now alleges that Rayyan, who has been indicted on federal gun charges, is an Islamic State sympathizer who talked of attacking a church. Federal prosecutors ... are handling Rayyan’s indictment with the secrecy of a national security investigation. The first FBI informant to enter Rayyan’s life was “Ghaada.” They struck up an intense relationship online, and even talked about marriage, children, and a life together. When Ghaada called off the relationship, Rayyan was heartbroken. The FBI then introduced “Jannah Bride.” To impress his new romantic interest, who appeared preoccupied with jihad, Rayyan claimed to have an AK-47 (he didn’t), and to have attempted travel to Syria (there’s no evidence he even bought a ticket). An FBI recording of a conversation between Rayyan and Bride ... shows how the FBI used Rayyan’s suicidal thoughts to manipulate him. After the phone call, FBI agents searched Rayyan’s home and business, [and] found no trace of the assault rifle [he had mentioned to Bride]. Rayyan appears to have made up the story entirely to impress Bride.

Coaxing Police To Share Data On Officers' Conduct

There are no good national numbers on police conduct. Even the government's most basic statistic - the number of people killed by police - [is] way off. The White House says it wants to change that with the Police Data Initiative ... whose final report called for greater data transparency as a means to build trust between police and communities. The Police Data Initiative encourages departments to anticipate the kind of numbers their communities want to see, and provide them, preferably in database format. As an example, the White House cites the online data portal on police shootings set up by the Dallas Police Department. But there's a caveat, here: This is all voluntary. The White House says 53 jurisdictions so far have pledged to share this kind of data. But an additional 17,000 or so law enforcement agencies have not yet signed on, and they account for about 85 percent of the country's population. Openness to providing data seems to be most prevalent in police departments that are already in cooperative relationships with the federal government. Many of them receive federal grants, observes David L. Carter, a professor in the School of Criminal Justice at Michigan State University. "In many cases, progressive police executives feel it's 'the right thing to do,' and will volunteer," says Carter in an email. But he thinks others may take a pass. The result? There may be good stats on places like LA and Dallas, while thousands of smaller communities ... will continue to be white spaces on the statistical map.

Saudi Arabia's million barrel a day output, plus its strategic location in the Middle East, means the West must pay obeisance to the regional head-choppers. The Saudis have ... threatened to sell billions of dollars of their US assets if Congress passes a bill allowing the Saudi government to be held responsible in American courts for the crimes against humanity of 9/11. And that, indeed, is the foundation of the US-Saudi mess right now. Of the 19 hijackers involved in 9/11, 15 were Saudis, a fact diplomatically ignored in the years immediately following the attacks. The Saudis bankrolled the Taliban for many years. The Americans believe - rightly - that Isis itself today receives much support from within Saudi Arabia, though they haven’t gone quite so far as to say the government is behind this. But ... the country’s massive oil reserves, its million barrels a day output, strategic location and control of Sunni Muslim finances, means that the West has got to go on paying obeisance. The real problem is that - after years of fantasy in which, against all the evidence, the Americans persuaded themselves that the Saudis were a ‘force for moderation’ in the Middle East - the Obama administration has decided that Shiite Iran and the huge influence it exerts over the Shiite governments of Iraq and Syria (and over the Shiite Hizballah in Lebanon) is a better bet than the Sunni Salafists of Arabia. It would be good to know what the censored 28 pages of the official US 9/11 report said about the Saudis. Any more talk of withdrawing billions of US assets might just persuade the Americans to ... let us take a peek into those secrets.

The new Gilded Age: Close to half of all super-PAC money comes from 50 donors

A small core of super-rich individuals is responsible for the record sums cascading into the coffers of super PACs for the 2016 elections, a dynamic that harks back to the financing of presidential campaigns in the Gilded Age. Close to half the money - 41 percent - raised by the groups by the end of February came from just 50 mega-donors and their relatives, according to a Washington Post analysis. Donors this cycle have given more than $607 million to 2,300 super PACs, which can accept unlimited contributions from individuals and corporations. That means super PAC money is on track to surpass the $828 million that the Center for Responsive Politics found was raised by such groups for the 2012 elections. The top 50 contributors together donated $248 million personally and through their privately held companies, or more than $4 out of every $10 raised by all super PACs. The last time political wealth was so concentrated was in 1896, when corporations and banking moguls helped McKinley, the Republican candidate, outspend Democratic rival William Jennings Bryan. Populist anger over how presidential races were financed led to a 1907 ban on corporations donating to federal campaigns. Forty years later, Congress prohibited unions and corporations from making independent expenditures in federal races. The picture dramatically changed in 2010, when the Supreme Court said in Citizens United v. Federal Election Commission that corporations and unions could spend unlimited sums on politics.

A cybersecurity taskforce chief turned child pornography collector seems poised to dodge prison. Before agents arrived at his house across from Ballard’s West Woodland Elementary School ... Brian Haller led the Seattle chapter of an FBI/private-sector group tasked with fighting computer crime. Haller had access to a secure FBI online platform and email system, though he is not alleged to have used either to collect child porn. Haller was one of the smaller fish caught in an expansive FBI sting last year. Agents found the law enforcement insider used a “dark web” service – a Tor network site – to collect 600 files capturing the sexual abuse and exploitation of countless children. Usually, Haller’s crimes could carry a five-year prison term. Instead, federal prosecutors have asked that Haller, 40, be spared even jail time when he is sentenced Friday for possession of child pornography. The standard sentencing range for a defendant like Haller is four to five years in federal prison. [Haller] was identified through a wide-ranging, controversial sting operation [that] has prompted charges against more than 130 others, including a Vancouver special education worker and a Fort Lewis soldier.

The most prominent recommendation ... was to cut back on saturated fats and cholesterol. Consumers dutifully obeyed. But instead of becoming healthier, we grew fatter and sicker. Look at a graph of postwar obesity rates and it becomes clear that something changed after 1980. Just 12% of Americans were obese in 1950, 15% in 1980, 35% by 2000. Today, as nutritionists struggle to comprehend a health disaster they did not predict and may have precipitated, the field is ... edging away from prohibitions on cholesterol and fat, and hardening its warnings on sugar. Panama Papers: Mossack Fonseca leak reveals elite's tax havens

Eleven million documents were leaked from one of the world's most secretive companies, Panamanian law firm Mossack Fonseca. They show how Mossack Fonseca has helped clients launder money, dodge sanctions and avoid tax. 12 current or former heads of state and at least 60 people linked to current or former world leaders [are included] in the data. They include the Icelandic Prime Minister, Sigmundur David Gunnlaugson, [as well as] reveal a suspected billion-dollar money laundering ring involving close associates of Russian President Vladimir Putin. 107 media organisations - including UK newspaper the Guardian - in 76 countries ... have been analysing the documents, [which] shed light on how Mossack Fonseca offered financial services designed to help business clients hide their wealth. One wealthy client, US millionaire ... Marianna Olszewski, was offered fake ownership records to hide money. This is in direct breach of international regulations designed to stop money-laundering and tax evasion. An email from a Mossack executive to Ms Olszewski in January 2009 explains how she could deceive the bank: "We may use a natural person who will act as the beneficial owner ... and therefore his name will be disclosed to the bank. Since this is a very sensitive matter, fees are quite high." The data also contain secret offshore companies linked to the families and associates of Egypt's former President, Hosni Mubarak, former Libyan leader Muammar Gaddafi and Syria's President Bashar al-Assad.

Two senior intelligence analysts at U.S. Central Command say the military has forced them out of their jobs because of their skeptical reporting on U.S.-backed rebel groups in Syria. It’s the first known instance of possible reprisals against CENTCOM personnel after analysts accused their bosses of manipulating intelligence reports about the U.S.-led campaign against ISIS in order to paint a rosier picture of progress in the war. One of the analysts alleging reprisals is the top analyst in charge of Syria issues at CENTCOM. He and a colleague doubted rebels’ capabilities and their commitment to U.S. objectives in the region. [Their] views put them at odds with military brass, who last year had predicted that a so-called moderate opposition would make up a 15,000-man ground force to take on ISIS. An initial $500 million program to train and arm those fighters failed spectacularly. And until the very end, Pentagon leaders claimed the operation was more or less on track. The Pentagon inspector general and a congressional task force are investigating allegations of doctored intelligence reports about ISIS. More than 50 CENTCOM analysts have said that senior officials gave more scrutiny and pushback on reports that suggested U.S. efforts to destroy ISIS weren’t progressing. The Defense Department inspector general is also looking into ... "whether there was any falsification, distortion, delay, suppression, or improper modification of intelligence information.”

Mercenary hackers helped Enrique Peńa Nieto win Mexico’s 2012 presidential election, according to an imprisoned Colombian hacker who says he was involved. Andrés Sepúlveda ... claimed he had also helped to manipulate elections in nine countries across Latin America by stealing data, installing malware and creating fake waves of enthusiasm and derision on social media. In an interview with Bloomberg Businessweek, the Colombian – who is currently serving a 10-year prison sentence - boasted of his ability to hack into campaign networks and manipulate opinion. “My job was to do actions of dirty war and psychological operations, black propaganda, rumours – the whole dark side of politics that nobody knows exists but everyone can see,” the 31-year-old told Bloomberg. Although he was well paid for his work, Sepúlveda said his primary motive was political. He supported right and centre-right candidates against what he called “dictatorships and socialists governments”. In Mexico ... he reportedly had a $600,000 budget, [and] used a “virtual army” of fake Twitter accounts to direct public debate. “When I realized that people believe what the internet says more than reality, I discovered that I had the power to make people believe almost anything,” he told Bloomberg. To varying degrees, he said he applied similar tactics in other elections over an eight-year period in in Venezuela, Nicaragua, Panama, Honduras, El Salvador, Colombia, Costa Rica and Guatemala. Sepúlveda is now in jail for hacking crimes related to Colombia’s 2014 presidential election.

The U.S. is quietly helping Saudi Arabia wage a devastating aerial campaign in Yemen

One week before the Brussels terrorist attacks, a Saudi-led coalition bombed a market in Mastaba, Yemen. Although more people died in Mastaba than in Brussels - 106 versus 34 - the media and the international community in general ignored that earlier atrocity, as they've ignored most of the 150 indiscriminate aerial attacks reported by the United Nations and Human Rights Watch in the last year. The West is actually supporting - by way of arms and military assistance - this all-but-invisible war. The Saudis are violating international law as they carry out attacks [on] schools, hospitals, markets and homes, [which] account for 60% of the 3,200 civilians killed in the conflict. The U.S. and Britain are ... the lead providers of the Saudi coalition's arsenal. Saudi Arabia has ... contracted for at least $20 billion in weapons from the U.S. and almost $4.3 billion in weapons from Britain in 2015. Many human rights and humanitarian organizations, as well as the European Parliament, have called for an embargo on arms sales to Saudi Arabia. What remains unknown is the exact nature of the U.S. and British military role in the Saudi campaign. The U.S. Defense Department has vaguely stated that it is providing “targeting assistance,” which as a matter of law means it is liable for unlawful strikes in which it takes part. Member states of the U.N. Human Rights Council attempted to pursue ... an investigation [into unlawful airstrikes in Yemen], but the Saudi-U.S.-Britain trifecta effectively quashed it.
