Joseph Rixey — the man in charge of the Pentagon agency that administers foreign arms sales — said “I know you don’t go after human rights violators for potential customers.” The line produced chuckles in the room. I do my best to resist the thought that prison is a reflection of our society, but the comparisons are unavoidable. [Daniel] Jones, a counter-terrorism staffer, had become the chief investigator for the Senate intelligence committee, the CIA’s congressional overseer, on its biggest inquiry. For five years, he had been methodically sifting through internal CIA accounts of its infamous torture program. Having read millions of internal emails, cables and accounts of agency torture, Jones had come to believe everything the CIA had told Congress, the Bush and Obama White Houses and the public was a lie. In July, after approval from the Obama administration, Congress released a 28-page chapter of previously classified material from the final report of a joint congressional inquiry into the Sept. 11 attacks. Questions about whether the Saudi government assisted the terrorists remain unanswered. The recently released 28 pages were written in the fall of 2002 by a committee of which I was a co-chairman. The pages suggested new trails of inquiry worth following, including why a Qaeda operative had the unlisted phone number for the company that managed the Colorado estate of Prince Bandar bin Sultan, then the Saudi ambassador. A bipartisan campaign to reduce mass incarceration has led to enormous declines in new inmates from big cities, cutting America’s prison population for the first time since the 1970s. But large parts of rural and suburban America ... have gone the opposite direction. Prison admissions in counties with fewer than 100,000 people have risen even as crime has fallen. Just a decade ago, people in rural, suburban and urban areas were all about equally likely to go to prison. But now people in small counties are about 50 percent more likely to go to prison than people in populous counties. The stark disparities in how counties punish crime show the limits of recent state and federal changes to reduce the number of inmates. Far from Washington and state capitals, county prosecutors and judges continue to wield great power over who goes to prison and for how long. And many of them have no interest in reducing the prison population. The divide does not appear to be driven by changes in crime, which fell in rural and urban areas at roughly equal rates. Cities have adopted a more lenient approach to drug offenses in particular, diverting many low-level drug offenders to probation or treatment rather than to jail. When it comes to women’s progress, the United States doesn’t exactly bring home the gold. We rank 72nd in women’s political participation, with women holding less than 20% of congressional seats. Paid maternity leave? The United States comes in last. But at long last, we’re number one at something: Texas has the highest maternal mortality rate in the developed world. The rate of women dying from pregnancy complications doubled from 2010-2014. It’s not a coincidence, of course, that there was another major happening around women’s health in Texas during those years: the deliberate closure of clinics that provide abortion and a drastic funding cut to the state’s family planning budget. Texas gutted the state’s family planning budget by more than $73m in 2011, forcing clinics to shut down and dramatically reducing the number of women they could provide services to. By 2014, 600 women had died from pregnancy-related complications. It’s almost as if what feminists have been saying for years is true: limiting reproductive rights hurts women across the board. Access to reproductive care is necessary not just to prevent or end pregnancies, but to ensure healthy outcomes for those who choose to carry their pregnancies to term.

A lawsuit filed in a US district court claims that American aid to Israel is illegal under a law passed in the 1970s that prohibits aid to nuclear powers who don’t sign the Nuclear Non-Proliferation Treaty. Grant Smith, director of the Institute for Research: Middle Eastern Policy, who filed the lawsuit ... said the United States has given Israel an estimated $234 billion in foreign aid since Congress in 1976 passed the International Security Assistance and Arms Export Control Act, with its stipulation regarding countries that did not sign the NPT. Though Israel is not a signatory to the Nuclear Non-Proliferation Treaty, Smith noted that it is a known nuclear power and recipient of US aid. Israel ... is widely believed to possess dozens, if not hundreds of nuclear warheads. Smith’s lawsuit comes on the eve of an aid deal that would boost US assistance to the country. Israel already gets $3 billion a year in US aid. To sustain a policy of “nuclear ambiguity” on Israel’s weapons program, Smith says the government uses improper classification and threatens federal employees and researchers with prosecution, fines and imprisonment. The gag is driven ... by a Department of Energy directive known as WNP-136, Foreign Nuclear Capabilities. “This is an Energy Department directive that demands imprisonment for any federal official or contractor who even mentions that Israel might have a nuclear weapons program,” Smith said. By the time I started working at the Defense Department in the early years of the Obama administration, the Pentagon's 17.5 miles of corridors had sprouted dozens of shops and restaurants catering to the building's 23,000 employees. Days before an ISIS sympathizer attacked a cartoon contest in Garland, Texas, he received a text from an undercover FBI agent. “Tear up Texas,” the agent messaged Elton Simpson days before he opened fire at the Draw Muhammad event, according to an affidavit filed in federal court Thursday. “U know what happened in Paris,” Simpson responded. “So that goes without saying ... No need to be direct.” That revelation comes amidst a national debate about the use of undercover officers and human sources in terrorism cases. The texts were included in the indictment, released Thursday, of Erick Jamal Hendricks. He was charged with conspiring to provide material support to ISIS. [Hendricks] tried to recruit other Americans to form an ISIS cell on secret compounds and introduced an undercover agent to one of the Draw Muhammad attackers, according to the FBI. But Hendricks did more than make a connection. According to the court papers, he asked the undercover officer about the Draw Muhammad event’s security, size, and police presence, during the event, according to an affidavit filed in court. FBI spokeswoman Carol Cratty hung up on The Daily Beast after being asked about the “tear up Texas” text. But shortly after that exchange, Simpson and his accomplice, Nadir Soofi, drove up to the contest and opened fire. Between 2005 and 2015, 6,913 people died while in legal custody in Texas. Many died of natural causes while serving long prison sentences. Others ended their own lives. A few died at the hands of another inmate, or, in some cases, police or correctional officers. Together, these deaths form revealing patterns about Texas-style justice and the state of corrections in an increasingly carceral country. This information used to be hard to access, but it’s now readily available in an online database called the Texas Justice Initiative. The final product was culled from thousands of internal reports and includes names, time and place of death, cause of death, time in custody, and a description of the circumstances. “These deaths occurred in local jail cells, in the backs of police cars, and on prison sidewalks,” [project creator Amanda] Woog wrote in the summary report of her findings. Police officers arrest more than 1.2 million people a year in the United States on charges of illegal drug possession. Field tests ... help them move quickly from suspicion to conviction. But the kits - which cost about $2 each and have changed little since 1973 - are far from reliable. Some tests ... use a single tube of a chemical called cobalt thiocyanate, which turns blue when it is exposed to cocaine. But cobalt thiocyanate also turns blue when it is exposed to more than 80 other compounds, including methadone, certain acne medications and several common household cleaners. Other tests use three tubes, which the officer can break in a specific order to rule out everything but the drug in question - but if the officer breaks the tubes in the wrong order, that, too, can invalidate the results. There are no established error rates for the field tests, in part because their accuracy varies so widely depending on who is using them and how. In Las Vegas, authorities re-examined a sampling of cocaine field tests conducted between 2010 and 2013 and found that 33 percent of them were false positives. By 1978, the Department of Justice had determined that field tests “should not be used for evidential purposes,” and the field tests in use today remain inadmissible at trial in nearly every jurisdiction. But this has proved to be a meaningless prohibition. Most drug cases in the United States are decided well before they reach trial, by the far more informal process of plea bargaining.

Over the last 30 years, local and state governments increased how much they spend on putting people in jail three times more than how much they spend on educating students, according to a new analysis by the Department of Education. From 1979-1980 to 2012-2013 ... governments increased spending on incarceration by 324 percent (from $17 to $71 billion). This is more than three times the spending increase on education, which only grew 107 percent (from $258 to $534 billion) over the same time period. All of the 50 states had lower expenditure growth rates for PK-12 education than for corrections. “When I think about the lives of those who are incarcerated, I can’t help but feel disheartened,” Education Secretary John King wrote on Medium. “I can’t help but think about their families, spouses, sons, daughters, and parents - or about the art not created; the entrepreneurial ideas that may never reach the drawing board; the classrooms these Americans will never lead; and the discoveries they’ll never make.” King also cited research showing [that] a 10-percent increase in high school graduation rates leads to a 9-percent decrease in the rates of criminal arrest, and reduces murder and assault rates by 20 percent. “Redirecting some of the funds currently spent on corrections in order to make investments in education that we know work,” the Department of Education report said, “could provide a more positive and potentially more effective approach to both reducing crime and increasing opportunity.”

Thousands of dogs across Britain are dying or suffering severe allergic reactions after being treated with a vaccine meant to protect them against mild bacterial infections. Fears over the safety of the vaccine against leptospirosis - a bacterial infection spread to dogs through rats and wild animals – have now led veterinary organisations to issue warnings about its side effects. The World Small Animal Veterinary Association (WSAVA) is urging owners not to use Nobivac L4 vaccine on puppies under 12 weeks old. However, [it] is still being administered in veterinary practices across Britain to dogs from seven weeks old, with little warning of the potential side effects. According to reports made to the Government's Veterinary Medicines Directorate (VMD) by pet owners, more than 120 dogs are feared to have died after receiving a dosage in the three years the product has been on the market. In the last two years, regulators have received 2,000 reports of dogs having suspected adverse or fatal reactions. Owners that have opted for the L4 vaccine ... have reported adverse effects including epileptic fits, swollen glands and blindness.
