The disciplinary actions ... stem from a case involving a teenage girl who was sexually exploited by more than a dozen officers across the northern California region. In 2015, officer Brendan O’Brien reportedly killed himself and left a note that launched an investigation into widespread misconduct allegations. Obama announces $90 million to clear Laos' unexploded bombs

President Barack Obama said Tuesday that US has an "obligation" to help Laos recover from a brutal secret bombing campaign that destroyed parts of the Southeast Asian nation. During an address to the Lao people in the country's capital, Obama pledged $90 million in a joint three-year project with the country's government to clear ... some 80 million unexploded cluster bombs dropped during a secret US bombing campaign as part of the Vietnam War 40 years ago. "The remnants of war continue to shatter lives here in Laos," Obama said. "That's why I've dramatically increased or funding to remove these unexploded bombs." The move was welcomed by Laos President Bounnhang Vorachit as a way of strengthening mutual trust after the devastating campaign, that still maims or kills 50 people who stumble upon unexploded mines each year. Yang was just 22 and burning rubbish near his village in the province of Xieng Khoung in north-eastern Laos, when a bomb blast tore off one of his eyelids, his top lip and an ear, mutilated one of his arms, and left him with severe scarring from the waist up. His wounds were not caused by a modern day conflict, but by the remnants of a war that was waged more than 40 years ago, and is still destroying lives in this small Southeast Asian nation. Some 80 million unexploded bombs are scattered across the country - the deadly legacy of what became known as America's "secret war" in Laos - a CIA-led mission during the Vietnam War. In total, between 1964 and 1973, the US dropped more than two million tons of bombs - one of the heaviest aerial bombardments in history. Most of the munitions dropped were cluster bombs, which splinter before impact, spreading hundreds of smaller bomblets. Of course, the corporate media and political parties are now professing "shock" at the very prospect that US elections can be manipulated, and yes, even stolen. Yet it has long been an open secret that game-changing races have been decided not by voters, but by insiders; from the presidential race of 1960, appropriated for John Kennedy by Democratic muscle in Chicago, to the two victories secured for George W. Bush by GOP fixers in Florida and hackers in Ohio. Among other suspect elections in recent years are key Congressional races hijacked by combinations of voter suppression, gerrymandering, dark money and the ugly little secret of American elections: rigged voting machines. How is this possible? Because over many decades, our public elections have been privatized and outsourced to a handful of corporations and dozens of private service vendors. A bipartisan campaign to reduce mass incarceration has led to enormous declines in new inmates from big cities, cutting America’s prison population for the first time since the 1970s. But large parts of rural and suburban America ... have gone the opposite direction. Prison admissions in counties with fewer than 100,000 people have risen even as crime has fallen. Just a decade ago, people in rural, suburban and urban areas were all about equally likely to go to prison. But now people in small counties are about 50 percent more likely to go to prison than people in populous counties. The stark disparities in how counties punish crime show the limits of recent state and federal changes to reduce the number of inmates. Far from Washington and state capitals, county prosecutors and judges continue to wield great power over who goes to prison and for how long. And many of them have no interest in reducing the prison population. The divide does not appear to be driven by changes in crime, which fell in rural and urban areas at roughly equal rates. Cities have adopted a more lenient approach to drug offenses in particular, diverting many low-level drug offenders to probation or treatment rather than to jail. Those choices have started to reverse - if only modestly - longstanding racial disparities in American prisons, where blacks and Hispanics are incarcerated at drastically higher rates than whites. But rural, mostly white and politically conservative counties have continued to send more drug offenders to prison.

The Food and Drug Administration banned the sale of soaps containing certain antibacterial chemicals on Friday, saying industry had failed to prove they were safe to use over the long term or more effective than using ordinary soap and water. In all the F.D.A. took action against 19 different chemicals and has given industry a year to take them out of their products. About 40 percent of soaps — including liquid hand soap and bar soap – contain the chemicals. Triclosan, mostly used in liquid soap, and triclocarban, in bar soaps, are by far the most common. The rule applies only to consumer hand washes and soaps. Other products may still contain the chemicals. At least one toothpaste, Colgate Total, still does. Public health experts applauded the rule, which came after years of mounting concerns that the antibacterial chemicals that go into everyday products are doing more harm than good. Experts have pushed the agency to regulate antimicrobial chemicals, warning that they risk scrambling hormones in children and promoting drug-resistant infections. Studies in animals have shown that triclosan and triclocarban can disrupt the normal development of the reproductive system and metabolism, and health experts warn that their effects could be the same in humans.

On Sunday morning, the South Carolina honey bees began to die in massive numbers. The dead worker bees littering the farms suggested ... acute pesticide poisoning. By one estimate, at a single apiary - Flowertown Bee Farm and Supply, in Summerville - 46 hives died on the spot, totaling about 2.5 million bees. Walking through the farm, one Summerville woman wrote ... was “like visiting a cemetery, pure sadness.” To the bee farmers, the reason is ... clear. Their bees had been poisoned by Dorchester’s own insecticide efforts, casualties in the war on disease-carrying mosquitoes. On Sunday morning, parts of Dorchester County were sprayed with Naled, a common insecticide that kills mosquitoes on contact. An airplane dispensed Naled in a fine mist, raining insect death from above. The county says it provided plenty of warning, spreading word about the pesticide plane via a newspaper announcement. Local beekeepers felt differently. “Had I known, I would have been camping on the steps doing whatever I had to do screaming, ‘No you can’t do this,'” beekeeper Juanita Stanley said in an interview. Stanley [said] that the bees are her income, but she is more devastated by the loss of the bees than her honey. The county acknowledged the bee deaths Tuesday. “Dorchester County is aware that some beekeepers in the area that was sprayed on Sunday lost their beehives,” Jason Ward, county administrator, said in a news release. As for the dead bees, as Stanley told the AP, her farm “looks like it’s been nuked.”

The FBI has uncovered evidence that foreign hackers penetrated two state election databases in recent weeks, prompting the bureau to warn election officials across the country to take new steps to enhance the security of their computer systems. The FBI warning [was] titled “Targeting Activity Against State Board of Election Systems.” The alert, labeled as restricted for “NEED TO KNOW recipients,” disclosed that the bureau was investigating cyberintrusions against two state election websites this summer, including one that resulted in the “exfiltration,” or theft, of voter registration data. The bulletin does not identify the states in question, but sources familiar with the document say it refers to the targeting by suspected foreign hackers of voter registration databases in Arizona and Illinois. In the Illinois case, officials were forced to shut down the state’s voter registration system for 10 days in late July, after the hackers managed to download personal data on up to 200,000 state voters, Ken Menzel, the general counsel of the Illinois Board of Elections, said in an interview. FBI agents confirmed to [Menzel] that the perpetrators were believed to be foreign hackers, although they were not identified by country. Agents told him they had reached no conclusions, and other experts say the hackers could also have been common cybercriminals hoping to steal personal data on state voters for fraudulent purposes, such as obtaining bogus tax refunds.

UBS, the world's largest wealth manager, is facing embarrassment over fresh revelations going back to the tax investigation that led to the collapse of Swiss banking secrecy. Two significant events are looming before UBS. The first is the possibility of a public trial in France, featuring UBS whistleblower Bradley Birkenfeld, concerning historic tax evasion allegedly orchestrated by the bank. The other is the publication ... of Birkenfeld's scathing new book, Lucifer's Banker, which covers his time at UBS. The tax evasion controversy, which was first highlighted in 2005, subsequently involved the US Department of Justice, the State Department and Internal Revenue Service. It was prompted by disclosures made by Birkenfeld that UBS had helped wealthy US citizens evade taxes. In 2009, UBS paid $780m (Ł588m, €693m) to US authorities to avoid prosecution. Birkenfeld served 31 months in prison for one count of conspiracy to abet tax evasion by one of his clients. After he was released he was paid a record $104m by the IRS for helping recover unpaid taxes. However, Birkenfeld has since said that he was systematically prevented from giving testimony in open court – but this may be about to change thanks to the French authorities. Birkenfeld claims the UBS cover­up stretches to the highest levels of the US establishment. He promises four big names will be exposed in his book, [and] claims there was a glaring conflict of interest involving then Senator Barack Obama, which essentially placed him on the UBS payroll.

The Pentagon provided more than 1.45 million firearms to various security forces in Afghanistan and Iraq, including more than 978,000 assault rifles, 266,000 pistols and almost 112,000 machine guns. Many of the recipients of these weapons became brave and important battlefield allies. But many more did not. The weapons were part of a vast and sometimes minimally supervised flow of arms from a superpower to armies and militias often compromised by poor training, desertion, corruption and patterns of human rights abuses. The Pentagon said it has records for [about 700,000] firearms. This is an amount ... that only accounts for 48 percent of the total small arms supplied by the U.S. government that can be found in open-source government reports. By this year, various internet arms traders, including many on Facebook, were hawking a seemingly unending assortment of weapons of obvious American origin. Facebook closed many pages in the Middle East that were serving as busy arms bazaars, including pages in Syria and Iraq on which firearms with Pentagon origins accounted for a large fraction of the visible trade. But many new arms-trading Facebook pages have since cropped up, including, according to their own descriptions, virtual markets operating from Baghdad and Karbala. The procession of arms purchases and handouts has continued to this day.

Mylan CEO's Pay Rose Over 600 Percent as EpiPen Price Rose 400 Percent

EpiPen prices aren't the only thing to jump at Mylan. Executive salaries have also seen a stratospheric uptick. Proxy filings show that from 2007 to 2015, Mylan CEO Heather Bresch's total compensation went from $2,453,456 to $18,931,068, a 671 percent increase. During the same period, the company raised EpiPen prices, with the average wholesale price going from $56.64 to $317.82, a 461 percent increase. In 2007 the company bought the rights to EpiPen, a device used to provide emergency epinephrine to stop a potentially fatal allergic reaction and began raising its price. In 2008 and 2009, Mylan raised the price by 5 percent. At the end of 2009 it tried out a 19 percent hike. The years 2010-2013 saw a succession of 10 percent price hikes. And from the fourth quarter of 2013 to the second quarter of 2016, Mylan steadily raised EpiPen prices 15 percent every other quarter. After Mylan acquired EpiPen the company also amped up its lobbying efforts. In 2008, its reported spending on lobbying went from $270,000 to $1.2 million, according to opensecrets.org. Legislation that enhanced its bottom line followed, with the FDA changing its recommendations in 2010 that two EpiPens be sold in a package instead of one. And in 2013 the government passed a law to give block grants to states that required they be stocked in public schools.

When it comes to women’s progress, the United States doesn’t exactly bring home the gold. We rank 72nd in women’s political participation, with women holding less than 20% of congressional seats. Paid maternity leave? The United States comes in last. But at long last, we’re number one at something: Texas has the highest maternal mortality rate in the developed world. The rate of women dying from pregnancy complications doubled from 2010-2014. It’s not a coincidence, of course, that there was another major happening around women’s health in Texas during those years: the deliberate closure of clinics that provide abortion and a drastic funding cut to the state’s family planning budget. Texas gutted the state’s family planning budget by more than $73m in 2011, forcing clinics to shut down and dramatically reducing the number of women they could provide services to. By 2014, 600 women had died from pregnancy-related complications. It’s almost as if what feminists have been saying for years is true: limiting reproductive rights hurts women across the board. Access to reproductive care is necessary not just to prevent or end pregnancies, but to ensure healthy outcomes for those who choose to carry their pregnancies to term.

Nuclear accident in New Mexico ranks among the costliest in U.S. history

When a drum containing radioactive waste blew up in an underground nuclear dump in New Mexico two years ago, the Energy Department rushed to quell concerns in the Carlsbad desert community and quickly reported progress on resuming operations. The early federal statements gave no hint that the blast had caused massive long-term damage to the dump, a facility crucial to the nuclear weapons cleanup program that spans the nation, or that it would jeopardize the Energy Department’s credibility in dealing with the tricky problem of radioactive waste. But the explosion ranks among the costliest nuclear accidents in U.S. history. The long-term cost of the mishap could top $2 billion, an amount roughly in the range of the cleanup after the 1979 partial meltdown at the Three Mile Island nuclear power plant in Pennsylvania. The dump, officially known as the Waste Isolation Pilot Plant, was designed to place waste from nuclear weapons production since World War II into ancient salt beds, which engineers say will collapse around the waste and permanently seal it. The equivalent of 277,000 drums of radioactive waste is headed to the dump, according to federal documents. It had operated problem-free for 15 years and was touted by the Energy Department as a major success until the explosion. Though [an] error at the Los Alamos lab caused the accident, a federal investigation found more than two dozen safety lapses at the dump. The dump’s filtration system was supposed to prevent any radioactive releases, but it malfunctioned.

Last March, when President Obama travelled to Argentina to meet with the country's new President, Mauricio Macri, his public appearances were dogged by protesters who noisily demanded explanations, and apologies, for U.S. policies, past and present. There are few countries in the West where anti-Americanism is as vociferously expressed as in Argentina, where a highly politicized culture of grievance has evolved in which many of the country's problems are blamed on the United States. On the left, especially, there is lingering resentment over the support extended by the U.S. government to Argentina's right-wing military, which seized power in March of 1976 and launched a "Dirty War" against leftists that took thousands of lives over the following seven years. Obama's visit coincided with the fortieth anniversary of the coup. He pointedly paid homage to the Dirty War's victims by visiting a shrine built in their honor on the outskirts of Buenos Aires. In an address he gave at the shrine, Obama acknowledged what he characterized as American sins of omission, but he stopped short of issuing an outright apology. "Democracies have to have the courage to acknowledge when we don't live up to the ideals that we stand for," he said. "And we've been slow to speak out for human rights, and that was the case here."

The United States Army's finances are so jumbled it had to make trillions of dollars of improper accounting adjustments to create an illusion that its books are balanced. The Defense Department’s Inspector General ... said the Army made $2.8 trillion in wrongful adjustments to accounting entries in one quarter alone in 2015, and $6.5 trillion for the year. The amounts dwarf the Defense Department’s entire budget. The "forced" adjustments rendered the statements useless because "DoD and Army managers could not rely on the data in their accounting systems when making management and resource decisions." [This] is the latest example of the severe accounting problems plaguing the Defense Department for decades. As a result, there has been no way to know how the Defense Department – far and away the biggest chunk of Congress’ annual budget – spends the public’s money. "Where is the money going? Nobody knows," said Franklin Spinney, a retired military analyst for the Pentagon. For years, the Inspector General - the Defense Department's official auditor - has inserted a disclaimer on all military annual reports. The accounting is so unreliable that "the basic financial statements may have undetected misstatements that are both material and pervasive." DFAS [Defense Finance and Accounting Services] also could not make accurate year-end Army financial statements because more than 16,000 financial data files had vanished from its computer system.

Yes, It's Possible to Hack the Election

Could an American election’s outcome be altered by a malicious actor on a computer keyboard? I have had three jobs that, together, taught me at least one thing: If it’s a computer, it can be hacked. I served as the White House senior cybersecurity policy adviser. I served on [President Obama's] five-person post–Edward Snowden investigative group on the National Security Agency, intelligence and technology. And for over a decade I have advised American corporations on cybersecurity. Those experiences confirm my belief that if sophisticated hackers want to get into any computer or electronic device, even one that is not connected to the internet, they can do so. Now consider that a majority of states use some kind of combination of electronic voting and a type of paper trail, but there is no standard nationwide. In most states the data that are used to determine who won an election are processed by networked, computerized devices. There are almost no locations that exclusively use paper ballots. Some states ... employ electronic voting machines that produce no paper trail, therefore there is nothing to count or recount and no way to ensure that what a voter intended is what was recorded and transmitted. If someone makes the charge after this election that the results were altered by hackers, our country has almost no way of credibly refuting that claim. Thus American voters will have no way to know if they can trust the results of the election.

Bolivia’s president Evo Morales has opened a new “anti-imperialist” military academy to counter US policies and military influence in Latin America. “If the empire teaches domination of the world from its military schools, we will learn from this school to free ourselves from imperial oppression,” the country’s first indigenous president said. “We want to build anti-colonial and anti-capitalist thinking with this school that binds the armed forces to social movements and counteracts the influence of the School of the Americas that always saw the indigenous as internal enemies,” he told a crowd that included the defense ministers of Venezuela and Nicaragua. Some Latin American officers trained at the US-based School of the Americas went on to commit atrocities under 20th century military dictatorships. In 2000, the academy at Fort Benning, Georgia, was renamed the Western Hemisphere Institute for Security Cooperation. Morales, who expelled the US ambassador and counter-narcotics agents in 2008, accused Washington of encouraging “congressional coups” such as the impending impeachment trial of suspended President Dilma Rousseff in Brazil. He also said the US promotes global terrorism through military interventions, citing the rise of the Islamic State group as an example. The re-inaugurated school carries the name of General Juan Jose Torres, a leftist who was Bolivia’s de facto president in 1970 and who expelled the Peace Corps for allegedly sterilizing indigenous women.

Does the U.S. Ignore Its Civilian Casualties in Iraq and Syria?

As the United States and its allies continue their bombing campaign against the Islamic State in Iraq and Syria, many more noncombatants are perishing than they seem prepared to admit. Airwars, the organization I lead, at present estimates that at least 1,500 civilians have been killed by the United States-led coalition. Similar or higher tallies are reported by other monitoring groups, like Iraq Body Count and the Syrian Observatory for Human Rights. But coalition officials have publicly admitted just 55 deaths. It may just be a matter of looking. Our policy is not to go out and seek allegations of civilian casualties, a senior official from United States Central Command, or Centcom, which oversees the bombing campaign, told me recently when I asked about the discrepancy between reports of noncombatant deaths and official investigations. It took about 15 months into the war for any admission of civilian deaths in Iraq - despite thousands of airstrikes and more than 130 reported incidents. An average of 173 days still passes between a civilian casualty in Iraq or Syria and any public admission of responsibility. The Pentagon is not alone in its accounting failures. Russia still denies the more than 2,000 deaths it has most likely caused in Syria, while all 12 of the United States coalition partners insist they have killed only bad guys. This then is a systemic problem, one that suggests militaries are at present unfit - or unwilling - to count the dead accurately from above.

Powerful NSA hacking tools have been revealed online

Some of the most powerful espionage tools created by the National Security Agency’s elite group of hackers have been revealed in recent days. A cache of hacking tools with code names such as Epicbanana, Buzzdirection and Egregiousblunder appeared mysteriously online over the weekend, setting the security world abuzz with speculation over whether the material was legitimate. The file appeared to be real, according to former NSA personnel who worked in the agency’s hacking division, known as Tailored Access Operations (TAO). The exploits are not run-of-the-mill tools to target everyday individuals. They are expensive software used to take over firewalls, such as Cisco and Fortinet, that are used “in the largest and most critical commercial, educational and government agencies around the world,” said [former TAO operator] Blake Darche. Some former agency employees suspect that the leak was the result of a mistake by an NSA operator, rather than a successful hack by a foreign government of the agency’s infrastructure. It is not unprecedented for a TAO operator to accidentally upload a large file of tools ... one of the former employees said. “What’s unprecedented is to not realize you made a mistake,” he said. “You would recognize, ‘Oops, I uploaded that set’ and delete it.” Critics of the NSA have suspected that the agency, when it discovers a software vulnerability, frequently does not disclose it, thereby putting at risk the cybersecurity of anyone using that product.

Lawsuit claims US aid to Israel violates nuclear pact

A lawsuit filed in a US district court claims that American aid to Israel is illegal under a law passed in the 1970s that prohibits aid to nuclear powers who don’t sign the Nuclear Non-Proliferation Treaty. Grant Smith, director of the Institute for Research: Middle Eastern Policy, who filed the lawsuit ... said the United States has given Israel an estimated $234 billion in foreign aid since Congress in 1976 passed the International Security Assistance and Arms Export Control Act, with its stipulation regarding countries that did not sign the NPT. Though Israel is not a signatory to the Nuclear Non-Proliferation Treaty, Smith noted that it is a known nuclear power and recipient of US aid. Israel ... is widely believed to possess dozens, if not hundreds of nuclear warheads. Smith’s lawsuit comes on the eve of an aid deal that would boost US assistance to the country. Israel already gets $3 billion a year in US aid. To sustain a policy of “nuclear ambiguity” on Israel’s weapons program, Smith says the government uses improper classification and threatens federal employees and researchers with prosecution, fines and imprisonment. The gag is driven ... by a Department of Energy directive known as WNP-136, Foreign Nuclear Capabilities. “This is an Energy Department directive that demands imprisonment for any federal official or contractor who even mentions that Israel might have a nuclear weapons program,” Smith said. Foreign aid to Israel violates two amendments of the 1961 Foreign Aid Act ... which ban aid to clandestine nuclear powers.
