The new Gilded Age: Close to half of all super-PAC money comes from 50 donors

A small core of super-rich individuals is responsible for the record sums cascading into the coffers of super PACs for the 2016 elections, a dynamic that harks back to the financing of presidential campaigns in the Gilded Age. Close to half the money - 41 percent - raised by the groups by the end of February came from just 50 mega-donors and their relatives, according to a Washington Post analysis. Donors this cycle have given more than $607 million to 2,300 super PACs, which can accept unlimited contributions from individuals and corporations. That means super PAC money is on track to surpass the $828 million that the Center for Responsive Politics found was raised by such groups for the 2012 elections. The top 50 contributors together donated $248 million personally and through their privately held companies, or more than $4 out of every $10 raised by all super PACs. The last time political wealth was so concentrated was in 1896, when corporations and banking moguls helped McKinley, the Republican candidate, outspend Democratic rival William Jennings Bryan. Populist anger over how presidential races were financed led to a 1907 ban on corporations donating to federal campaigns. Forty years later, Congress prohibited unions and corporations from making independent expenditures in federal races. The picture dramatically changed in 2010, when the Supreme Court said in Citizens United v. Federal Election Commission that corporations and unions could spend unlimited sums on politics.

Microsoft sues government for secret searches

Microsoft filed a landmark lawsuit against the U.S. Department of Justice on Thursday. The company accuses the federal government of adopting a widespread, unconstitutional policy of looking through Microsoft customers' data - and forcing the company to keep quiet about it. Over the past 18 months, federal judges have approved 2,600 secret searches of Microsoft customers. In two-thirds of those cases, Microsoft can't even notify their customers that they've been searched - ever - because there's no expiration date on these judicial orders. At issue here is the 1986 Electronic Communications Privacy Act, which creates a double standard when it comes to a person's right to know when police are rummaging through their stuff. "People do not give up their rights when they move their private information from physical storage to the cloud," Microsoft says in its lawsuit. "The government, however, has exploited the transition to cloud computing as a means of expanding its power to conduct secret investigations." In its lawsuit, Microsoft claims that federal agents have been violating the company's First Amendment right to speak to its own customers, as well as their customers' Fourth Amendment right to know when they're being searched. This lawsuit also notes the odd, modern distinction that the government makes between searching your computer and searching your information on a company's computer. Israel’s ‘weapon exports to Rwanda during genocide’ to stay secret, following Supreme Court ruling

Documents detailing Israel’s alleged defence exports to Rwanda during the country’s civil war and genocide in the 1990s are to remain sealed, the country’s Supreme Court has ruled. Two years ago Professor Yair Auron and attorney Eitay Mack submitted a Freedom of Information request to the Israel’s defence ministry to discover the nature of any arms exports made to Rwanda between 1990 and 1995, the Times of Israel reports. Between 800,000 and 1 million people were killed over the course of 100 days in Rwanda in 1994. Weapons used in the genocide allegedly included Israeli-made 5.56mm bullets, rifles and grenades. Information apparently detailing this is sealed in the contested documentation. Mr Auron and Mr Mack’s request reportedly stated: “According to various reports in Israel and abroad, the defence exports to Rwanda ostensibly violated international law, at least during the period of the weapons embargo imposed by the UN Security Council.” The Supreme Court ... rejected the appeal for the documents to be released, stating: “Disclosure of the information sought does not advance the public interest claimed by the appellants to the extent that it takes preference and precedence over the claims of harm to state security and international relations,” Haaretz reports. Swiss banker whistleblower: CIA behind Panama Papers

[He] was a banker working at UBS in Switzerland when he approached the U.S. government with information on massive amounts of tax evasion by Americans with secret accounts in Switzerland. By the end of his whistleblowing career, Birkenfeld had served more than two years in a U.S. federal prison, been awarded $104 million by the IRS for his information and shattered the foundations of more than a century of Swiss banking secrecy. In an exclusive interview Tuesday from Munich, Birkenfeld said he doesn't think the source of the 11 million documents stolen from [Panama City-based law firm Mossack Fonseca] should automatically be considered a whistleblower like himself. Instead, he said, the hacking ... could have been done by a U.S. intelligence agency. "The CIA I'm sure is behind this, in my opinion," Birkenfeld said, [pointing] to the fact that the political uproar created by the disclosures have mainly impacted countries with tense relationships with the United States. "If you've got NSA and CIA spying on foreign governments they can certainly get into a law firm like this," Birkenfeld said. Cable News Devotes 30 Seconds to Mass Arrests Protesting Political Corruption

A protest movement calling on Congress to “end the corruption of big money in our politics” and “ensure free and fair elections,” converged on Capitol Hill on Monday, staging a nonviolent sit-in that resulted in over 400 arrests. While the action, dubbed #DemocracySpring, garnered wide coverage on social media and over 136,000 tweets, cable news programs found little time to cover the political protests. During daytime and afternoon news segments, CNN did not devote any coverage to the actions. MSNBC mentioned the protests for approximately 12 seconds, while Fox News mentioned the arrests and discussed the protests for about 17 seconds. Hosts on both networks misrepresented the protests. The focus on systemic political corruption ... during the rally yesterday was ignored. The protests were widely covered by CSPAN, Al Jazeera, and NPR, among other outlets. But cable news programs, which specialize in American political news, were another story. The parent companies of cable news networks are closely tied to the Washington establishment being challenged by protesters. Comcast, parent company of MSNBC, is among the biggest spenders on political lobbying. Graham was co-chair of Congress' bipartisan "Joint Inquiry" into intelligence failures surrounding the attacks on Sept. 11, 2001, that issued the report in 2003. Graham and his Joint Inquiry co-chair in the House, former Representative Porter Goss (R-FL) - who went on to be director of the CIA - say the 28 pages were excised from their report by the Bush Administration in the interest of national security. A USA Today analysis of more than 1,000 American-based companies registered by Mossack Fonseca, the law firm at the heart of the Panama Papers leak, casts the United States openly into an uncomfortable role: an offshore haven of corporate secrecy for wealthy business operations across the globe. Both Nevada and Wyoming have become secretive havens much like Bermuda and Switzerland have long been. And at least 150 companies set up by Mossack Fonseca in those states have ties to major corruption scandals in Brazil and Argentina. The corporate records of 1,000-plus Nevada business entities linked to the Panamanian law firm reveal layers of secretive ownership, with few having humans' names behind them, and most tracing back to a tiny number of overseas addresses. For about 700 of the American shell companies, the corporate officers are business entities rather than people, meaning no individual is linked to the Nevada firm in state records. Matthew Gardner, executive director of the Institute on Taxation and Economic Policy, [said], “We should be thinking about this as a very American problem, and a problem that arguably is worse here in the states than it is in Panama.” In Wyoming, where Mossack Fonseca has also registered about two dozen companies, corporations are even harder to trace. Mossack Fonseca defended its practices and said incorporating companies in different jurisdictions is “the normal activity of lawyers and agents around the world.”

A cybersecurity taskforce chief turned child pornography collector seems poised to dodge prison. Before agents arrived at his house across from Ballard’s West Woodland Elementary School ... Brian Haller led the Seattle chapter of an FBI/private-sector group tasked with fighting computer crime. Haller had access to a secure FBI online platform and email system, though he is not alleged to have used either to collect child porn. Haller was one of the smaller fish caught in an expansive FBI sting last year. Agents found the law enforcement insider used a “dark web” service – a Tor network site – to collect 600 files capturing the sexual abuse and exploitation of countless children. Usually, Haller’s crimes could carry a five-year prison term. Instead, federal prosecutors have asked that Haller, 40, be spared even jail time when he is sentenced Friday for possession of child pornography. The standard sentencing range for a defendant like Haller is four to five years in federal prison. [Haller] was identified through a wide-ranging, controversial sting operation [that] has prompted charges against more than 130 others, including a Vancouver special education worker and a Fort Lewis soldier.

Robert Lustig is a paediatric endocrinologist at the University of California. A 90-minute talk he gave in 2009, titled Sugar: The Bitter Truth ... argues forcefully that fructose, a form of sugar ubiquitous in modern diets, is a “poison” culpable for America’s obesity epidemic. John Yudkin ... was a British professor of nutrition who had sounded the alarm on sugar back in 1972, in a book called Pure, White, and Deadly. “If only a small fraction of what we know about the effects of sugar were to be revealed in relation to any other material used as a food additive,” wrote Yudkin, “that material would promptly be banned.” The book did well, but Yudkin paid a high price for it. Prominent nutritionists combined with the food industry to destroy his reputation. The US government issued its first Dietary Guidelines [in 1980]. The most prominent recommendation ... was to cut back on saturated fats and cholesterol. Consumers dutifully obeyed. But instead of becoming healthier, we grew fatter and sicker. Look at a graph of postwar obesity rates and it becomes clear that something changed after 1980. Just 12% of Americans were obese in 1950, 15% in 1980, 35% by 2000. Today, as nutritionists struggle to comprehend a health disaster they did not predict and may have precipitated, the field is ... edging away from prohibitions on cholesterol and fat, and hardening its warnings on sugar. "There's a big neon sign saying the U.S. is open to tax cheats," says John Christensen, executive director of the Tax Justice Network. America's openness to foreign tax evaders is coming under new scrutiny after the leak this week of 11.5 million confidential documents from a Panamanian law firm, [which] show how some of the world's richest people hide assets in shell companies to avoid paying taxes. Christensen's group, which campaigns for a global crackdown on tax evaders, says the United States ranks third in the world in financial secrecy, behind Switzerland and Hong Kong but ahead of notorious tax havens such as the Cayman Islands and Luxembourg. Panama Papers: Mossack Fonseca leak reveals elite's tax havens

Eleven million documents were leaked from one of the world's most secretive companies, Panamanian law firm Mossack Fonseca. They show how Mossack Fonseca has helped clients launder money, dodge sanctions and avoid tax. 12 current or former heads of state and at least 60 people linked to current or former world leaders [are included] in the data. One wealthy client, US millionaire ... Marianna Olszewski, was offered fake ownership records to hide money. This is in direct breach of international regulations designed to stop money-laundering and tax evasion. An email from a Mossack executive to Ms Olszewski in January 2009 explains how she could deceive the bank: "We may use a natural person who will act as the beneficial owner ... and therefore his name will be disclosed to the bank. Since this is a very sensitive matter, fees are quite high." The data also contain secret offshore companies linked to the families and associates of Egypt's former President, Hosni Mubarak, former Libyan leader Muammar Gaddafi and Syria's President Bashar al-Assad.

Two senior intelligence analysts at U.S. Central Command say the military has forced them out of their jobs because of their skeptical reporting on U.S.-backed rebel groups in Syria. It’s the first known instance of possible reprisals against CENTCOM personnel after analysts accused their bosses of manipulating intelligence reports about the U.S.-led campaign against ISIS in order to paint a rosier picture of progress in the war. One of the analysts alleging reprisals is the top analyst in charge of Syria issues at CENTCOM. He and a colleague doubted rebels’ capabilities and their commitment to U.S. objectives in the region. [Their] views put them at odds with military brass, who last year had predicted that a so-called moderate opposition would make up a 15,000-man ground force to take on ISIS. An initial $500 million program to train and arm those fighters failed spectacularly. And until the very end, Pentagon leaders claimed the operation was more or less on track. The Pentagon inspector general and a congressional task force are investigating allegations of doctored intelligence reports about ISIS. More than 50 CENTCOM analysts have said that senior officials gave more scrutiny and pushback on reports that suggested U.S. efforts to destroy ISIS weren’t progressing. Before the 2010 Supreme Court decision known as Citizens United, all money spent in federal elections urging the election or defeat of a candidate had to originate from identifiable human beings. Corporations and unions were forbidden from involvement beyond organizing individuals’ contributions. Then Citizens United struck down the prohibition ... so corporations had the right to spend unlimited money espousing their political views. This was the birth of Super PACs. Citizens United [also] opened ... paths for foreign money to flow into the U.S. political process. The 2016 election has seen a surge of contributions to Super PACs by so-called ghost corporations, which appear to exist solely to make those donations and whose ownership is unknown. Almost all large publicly traded U.S. companies have some degree of foreign ownership. Any donations by such corporations are technically partially of foreign origin. Nonprofit corporations ... have always been able to accept unlimited donations from individuals or corporations, but before Citizens United, could engage in little federal political activity. Now, thanks to the combination of Citizens United and a 2007 Supreme Court decision, “social welfare” organizations ... and trade associations [can] make independent political expenditures just like Super PACs. Feds May Seek Racketeering Suit for Clergy Abuse in Diocese

A federal prosecutor may file a racketeering lawsuit against a Roman Catholic diocese where a state grand jury found two former bishops helped cover up the sexual abuse of hundreds of children by more than 50 clergy over a 40-year period. The ongoing investigation of the Altoona-Johnstown Diocese grew out of the prosecution of the Rev. Joseph Maurizio Jr., U.S. Attorney David Hickton said Friday, [and] concerns whether diocesan officials engaged in a pattern of criminal activity that would fall under the Racketeer Influenced and Corrupt Organizations Act, commonly referred to as RICO. Hickton's comments came on the heels of a grand jury report released last month by state Attorney General Kathleen Kane. That grand jury was especially critical of Bishops James Hogan and Joseph Adamec. The grand jury found Hogan, in particular, held sway over police and prosecutors in the diocese and often reassigned priests accused of molesting children instead of removing them from duty. Adamec threatened accusers with excommunication and generally worked harder to hide or settle abuse allegations than to discipline the priests accused. Dog owners urged to break new microchipping law

Dog owners should consider flouting new laws for mandatory microchipping, according to a specialist who warns the procedure can kill puppies and small breeds. Fines of up to Ł500 will be issued from April 6, the deadline for all dogs over the age of eight weeks to have the chips fitted to enable wardens to scan them for the name and address of their owner. More than a million of the country’s 8.5 million dogs are still not registered and around three million more owners have failed to update their details after moving house. But Richard Allport, a senior vet and owner of the Natural Medicine Centre, said the chip can cause serious health problems for young and small dogs. “I think the age by which puppies must be microchipped – eight weeks – is far too young,” Mr Allport wrote in specialist magazine Dogs Today. “My advice to people who don’t want their dogs microchipped is to sit tight and do nothing.” The procedure involves a sterile chip, the size of a grain of rice, implanted between the shoulder blades. If the new law fails to reduce numbers of strays, wardens could eventually be deployed to patrol parks carrying out random spot-checks. Last year 110,000 stray dogs were picked up off the streets, of which 47,596 went unclaimed in council kennels. So far 86 per cent of dogs have been chipped, but the Dogs Trust said a large percentage of details on databases were out of date.

Hacker claims he helped Enrique Peńa Nieto win Mexican presidential election

Mercenary hackers helped Enrique Peńa Nieto win Mexico’s 2012 presidential election, according to an imprisoned Colombian hacker who says he was involved. Andrés Sepúlveda ... claimed he had also helped to manipulate elections in nine countries across Latin America by stealing data, installing malware and creating fake waves of enthusiasm and derision on social media. In an interview with Bloomberg Businessweek, the Colombian – who is currently serving a 10-year prison sentence - boasted of his ability to hack into campaign networks and manipulate opinion. “My job was to do actions of dirty war and psychological operations, black propaganda, rumours – the whole dark side of politics that nobody knows exists but everyone can see,” the 31-year-old told Bloomberg. Although he was well paid for his work, Sepúlveda said his primary motive was political. He supported right and centre-right candidates against what he called “dictatorships and socialists governments”. In Mexico ... he reportedly had a $600,000 budget, [and] used a “virtual army” of fake Twitter accounts to direct public debate. “When I realized that people believe what the internet says more than reality, I discovered that I had the power to make people believe almost anything,” he told Bloomberg. To varying degrees, he said he applied similar tactics in other elections over an eight-year period in in Venezuela, Nicaragua, Panama, Honduras, El Salvador, Colombia, Costa Rica and Guatemala. Sepúlveda is now in jail for hacking crimes related to Colombia’s 2014 presidential election.

The U.S. is quietly helping Saudi Arabia wage a devastating aerial campaign in Yemen

One week before the Brussels terrorist attacks, a Saudi-led coalition bombed a market in Mastaba, Yemen. Although more people died in Mastaba than in Brussels - 106 versus 34 - the media and the international community in general ignored that earlier atrocity, as they've ignored most of the 150 indiscriminate aerial attacks reported by the United Nations and Human Rights Watch in the last year. The West is actually supporting - by way of arms and military assistance - this all-but-invisible war. The Saudis are violating international law as they carry out attacks [on] schools, hospitals, markets and homes, [which] account for 60% of the 3,200 civilians killed in the conflict. The U.S. and Britain are ... the lead providers of the Saudi coalition's arsenal. Saudi Arabia has ... contracted for at least $20 billion in weapons from the U.S. and almost $4.3 billion in weapons from Britain in 2015. Many human rights and humanitarian organizations, as well as the European Parliament, have called for an embargo on arms sales to Saudi Arabia. What remains unknown is the exact nature of the U.S. and British military role in the Saudi campaign. The U.S. Defense Department has vaguely stated that it is providing “targeting assistance,” which as a matter of law means it is liable for unlawful strikes in which it takes part. Member states of the U.N. Human Rights Council attempted to pursue ... an investigation [into unlawful airstrikes in Yemen], but the Saudi-U.S.-Britain trifecta effectively quashed it.

An International Business Times investigation shows that $10 Million in Clinton Foundation donations coincided with a 97% increase in arms export authorizations to Saudi Arabia from 2006-2012. Khalil Abu Rayyank was a lonely young man in Detroit, eager to find a wife. Jannah Bride claimed she was a 19-year-old Sunni Muslim whose husband was killed in an airstrike in Syria. The two struck up a romantic connection ... online. Now, Rayyan, a 21-year-old Michigan man, is accused by federal prosecutors of supporting the Islamic State. Jannah Bride, not a real name, was in fact an FBI informant hired to communicate with Rayyan. The FBI and federal prosecutors have treated his case as a national security concern, making numerous references in court filings and at a detention hearing to statements Rayyan made about the Islamic State and his supposed aspirations for violence. According to transcripts ... Rayyan had fallen in love with Bride and had even proposed marriage. The FBI informant initiated conversations about violence on several occasions, and when she did, Rayyan would tell her that he didn’t want to hurt anyone. Eventually, Rayyan found a way to capture the woman’s interest, describing his plans for an attack. The story appears to be fantasy, however. Psychologist ... Lyle D. Danuloff assessed Rayyan’s level of dangerousness as “very low,” according to a report filed Tuesday. Danuloff wrote: “His verbalization was the result of an effort to keep the attention with hopes of a future. They were not the result of radicalization or representative of terrorist intentions.”
