Rumsfeld, The Pentagon, September 10, 2001: The topic today is an adversary that poses a threat, a serious threat, to the security of the United States of America. This adversary is one of the world's last bastions of central planning. It governs by dictating five-year plans. From a single capital, it attempts to impose its demands across time zones, continents, oceans and beyond. With brutal consistency, it stifles free thought and crushes new ideas. It disrupts the defense of the United States and places the lives of men and women in uniform at risk. The adversary [is] the Pentagon bureaucracy. An average American family works an entire year to generate $6,000 in income taxes. Here we spill many times that amount every hour by duplication and by inattention. According to some estimates, we cannot track $2.3 trillion in transactions. This is not just about money. It's not about waste. It's about our responsibility to the men and women in uniform who put their lives at risk. It's about respect for taxpayers' dollars. A cab driver in New York City ought to be able to feel confident that we care about those dollars.

The cover-up: Israel attacked a US spy ship

In 1967, Israel attacked a US spy ship, killing 34 men and injuring many more. The Israelis claimed it was an accident, the Americans backed them up. Both governments concealed the horrific truth. As the [USS] Liberty sat within eyeshot of El Arish, eavesdropping on surrounding communications, Israeli soldiers turned the town into a slaughterhouse, systematically butchering their prisoners. In the shadow of the El Arish mosque, they lined up about 60 unarmed Egyptian prisoners, hands tied behind their backs, and then opened fire with machine guns until the pale desert sand turned red. This and other war crimes were just some of the secrets Israel had sought to conceal since the start of the conflict. An essential element in the Israeli battle plan seemed to have been to hide much of the war behind a carefully constructed curtain of lies: lies about the Egyptian threat, lies about who started the war, lies to the US. Into this sea of deception and slaughter sailed the USS Liberty, an enormous spy factory loaded with the latest eavesdropping gear. The order was given to kill her and at 12.05pm, three motor torpedo boats from the port of Ashdod, about 50 miles away, departed. Israeli air force fighters, loaded with 50mm cannon ammunition, rockets and napalm, followed. According to information, interviews and documents obtained, for nearly 35 years the NSA has hidden the fact that one of its planes - a Navy EC-121 ferret - was overhead at the time of the incident, eavesdropping on what was going on below.

Statement of Robert J Lieberman, Deputy Inspector General, Department of Defense, Before the Subcommittee on Governmental Efficiency, Financial Management and Intergovernmental Relations, House Committee on Government Reform of Defense Financial Management. The extensive DoD efforts to compile and audit the FY 2000 financial statements, for the Department as a whole and for the 10 subsidiary reporting entities like the Army, Navy and Air Force General Funds, could not overcome the impediments caused by poor systems and unreliable documentation of transactions and assets. Some examples of the problems in these year-end statements follow. Department-level accounting adjustment entries used to compile the financial statements were $4.4 trillion, with $1.1 trillion of those unsupported by reliable explanatory information and audit trails. This is an improvement from FY 1999, when $7.6 trillion of adjustments were made with $2.3 trillion unsupported, but remains a good indication of the need for wholesale changes to the financial data reporting systems. Accurate reporting of inventory and property remains a continuing challenge for each of the Military Departments and Defense Logistics Agency because of problems in logistics and other feeder systems. Although the DoD has put a full decade of effort into improving its financial reporting, it seems that everyone involved-—the Congress, the Office of Management and Budget, the audit community, and DoD managers—-have been unable to determine or clearly articulate exactly how much progress has been made.


U.S. Military Wanted to Provoke War With Cuba

In the early 1960s, America's top military leaders reportedly drafted plans to kill innocent people and commit acts of terrorism in U.S. cities to create public support for a war against Cuba. Code named Operation Northwoods, the plans reportedly included the possible assassination of Cuban emigres, sinking boats of Cuban refugees on the high seas, hijacking planes, blowing up a U.S. ship, and even orchestrating violent terrorism in U.S. cities. The plans were developed as ways to trick the American public and the international community into supporting a war to oust Cuba's ... Fidel Castro. America's top military brass even contemplated causing U.S. military casualties, writing: "We could blow up a U.S. ship in Guantanamo Bay and blame Cuba," and, "casualty lists in U.S. newspapers would cause a helpful wave of national indignation." The plans had the written approval of all of the Joint Chiefs of Staff and were presented to President Kennedy's defense secretary, Robert McNamara, in March 1962. But they apparently were rejected by the civilian leadership and have gone undisclosed for nearly 40 years. The Joint Chiefs even proposed using the potential death of astronaut John Glenn during the first attempt to put an American into orbit as a false pretext for war with Cuba. Should the rocket explode and kill Glenn, they wrote, "the objective is to provide irrevocable proof ... that the fault lies with the Communists." The scary thing is none of this stuff comes out until 40 years after.

The Secret (Insurance) Agent Men

They knew which factories to burn, which bridges to blow up, which cargo ships could be sunk in good conscience. They had pothole counts for roads used for invasion and head counts for city blocks marked for incineration. They weren't just secret agents. They were secret insurance agents. These undercover underwriters gave their World War II spymasters access to a global industry that both bankrolled and, ultimately, helped bring down Adolf Hitler's Third Reich. Newly declassified U.S. intelligence files tell the remarkable story of the ultra-secret Insurance Intelligence Unit, a component of the Office of Strategic Services, a forerunner of the CIA, and its elite counterintelligence branch X-2. Though rarely numbering more than a half dozen agents, the unit gathered intelligence on the enemy's insurance industry, Nazi insurance titans and suspected collaborators in the insurance business. But, more significantly, the unit mined standard insurance records for blueprints of bomb plants, timetables of tide changes and thousands of other details about targets, from a brewery in Bangkok to a candy company in Bergedorf. "They used insurance information as a weapon of war," said Greg Bradsher, a historian and National Archives expert on the declassified records. That insurance information was critical to Allied strategists, who were seeking to cripple the enemy's industrial base and batter morale by burning cities.


The C.I.A. in Iran -- How a Plot Convulsed Iran in '53 (and in '79)

The Central Intelligence Agency's secret history of its covert operation to overthrow Iran's government in 1953 offers an inside look at how the agency stumbled into success, despite a series of mishaps that derailed its original plans. Written in 1954 by one of the coup's chief planners, the history details how United States and British officials plotted the military coup that returned the shah of Iran to power and toppled Iran's elected prime minister, an ardent nationalist. The document shows that: * The C.I.A. and S.I.S., the British intelligence service, handpicked Gen. Fazlollah Zahedi to succeed Prime Minister Mohammed Mossadegh and covertly funneled $5 million to General Zahedi's regime two days after the coup prevailed. * Iranians working for the C.I.A. and posing as Communists harassed religious leaders and staged the bombing of one cleric's home in a campaign to turn the country's Islamic religious community against Mossadegh's government.

Jerry Wheat and the other Gulf vets were never told of the risks of being exposed to a DU campaign. Awarded a Purple Heart after being wounded in combat, Wheat came home with pieces of shrapnel embedded in his body and with mysterious body pains. A year after war's end, Wheat got startling evidence from his father -- a technician at the famous Los Alamos Nuclear Research Centre, who just out of curiosity tested the shrapnel that came from his son's body and gear. The shrapnel was radioactive. Today, eight years after the Gulf War, that shrapnel still lights up a Geiger counter. Jerry's great fear is that whatever he brought back with him from the Gulf is now afflicting his family. His older son Joe was hospitalized with breathing problems the day after Wheat dragged his contaminated gear into the house. Derrick, his youngest son, who was born after the war, suffers strange blisters on his hands. His wife suffered a miscarriage. Jerry himself recently had a tumour removed from his shoulder. He now worries continually about cancer. Jerry says the military has never shown any interest in his shrapnel. The military said Jerry's health problems are due to post traumatic stress. If the lessons from past eras are anything to go by, there is often great ignorance about the path being charted when new weapons come along. For example when atomic testing was all the rage in the '50s, or when Agent Orange was used in Vietnam. When revolutionary new technology is introduced on the battlefield, no one at the time has any real idea of the consequences.

“Master of Space” – a motto of the United States Space Command, a joint Air Force, Army and Navy command set up by the Pentagon in 1985 – says it all. Our military leaders seek to control outer space, and dominate the earth, by basing weapons in space. Corporate America is deeply involved. “US Space Command–dominating the space dimension of military operations to protect US interests and investment,” says the command’s Vision for 2020, a report whose colorful cover depicts a laser weapon in space zapping targets on the Earth below. The projection of US power by means of deadly technology has other nations understandably upset. This past January ... UN Secretary General Kofi Annan urged the UN’s annual Conference on Disarmament to “ensure that outer space remains weapons-free.” At the March session of the conference, China’s Ambassador for Disarmament Affairs ... called for an international law forbidding not only nuclear weapons and weapons of mass destruction in space - as does the 1967 Outer Space Treaty - but “any weapons” in space. In November 138 nations voted in the UN General Assembly to reaffirm the Outer Space Treaty and its provision that space “shall be for peaceful purposes.” Only the United States and Israel abstained. Assistant secretary of the Air Force for Space Keith Hall says, “We have [space dominance] and we’re going to keep it.” And money flows for it. Follow the money and you find ... about 75 corporations [involved] in space weapons projects.

Experimental bomb to create huge tidal wave was tested in 1944

Secret wartime experiments were conducted off the New Zealand coast to perfect a bomb that could trigger devastating tidal waves, according to government files declassified in Auckland. The New Zealand Herald, citing the files, said that senior United States defence officials believed the weapon had the potential to be as deadly as the atomic bomb. But the tsunami bomb, as it was known, was never fully tested and the war ended before the project was completed. Its mastermind was Thomas Leech, an Australian professor who as the dean of engineering at Auckland University from 1940 to 1950. He was seconded to the New Zealand Army during the Second World War. He set off a series of underwater explosions that triggered mini tidal waves at Whangaparaoa, just north of Auckland, in 1944 and 1945. Details of the research, known as Project Seal, are contained in 53- year-old documents released by the New Zealand Ministry of Foreign Affairs and Trade. What happened to Project Seal once the final report was forwarded to Wellington in the late 1940s is not clear.

Tsunami bomb - NZ's devastating war secret

Top-secret wartime experiments were conducted off the coast of Auckland to perfect a tidal wave bomb, declassified files reveal. United States defence chiefs said that if the project had been completed before the end of the war it could have played a role as effective as that of the atom bomb. Details of the tsunami bomb, known as Project Seal, are contained in 53-year-old documents released by the Ministry of Foreign Affairs and Trade. Papers stamped "top secret" show the US and British military were eager for Seal to be developed in the post-war years too. The experiments involved laying a pattern of explosives underwater to create a tsunami. It is unclear what happened to Project Seal once the final report was forwarded to Wellington Defence Headquarters late in the 1940s. The bomb was never tested on a full scale. "Whether it could ever be resurrected ... Under some circumstances I think it could be devastating."


When Seeing and Hearing Isn't Believing

"Gentlemen! We have called you together to inform you that we are going to overthrow the United States government." So begins a statement being delivered by Gen. Carl W. Steiner. At least the voice sounds amazingly like him. But it is not Steiner. It is the result of voice "morphing" technology developed at the Los Alamos National Laboratory in New Mexico. Psychological operations ... PSYOPS, as the military calls it, seek to exploit human vulnerabilities in enemy governments, militaries and populations to pursue national and battlefield objectives. Covert operators kicked around the idea of creating a computer-faked videotape of Saddam Hussein crying or showing other such manly weaknesses, or in some sexually compromising situation. The nascent plan was for the tapes to be flooded into Iraq and the Arab world. The tape war never proceeded ... but the "strategic" PSYOPS scheming didn't die. What if the U.S. projected a holographic image of Allah floating over Baghdad urging the Iraqi people and Army to rise up against Saddam, a senior Air Force officer asked in 1990? According to a military physicist given the task of looking into the hologram idea, the feasibility had been established of projecting large, three-dimensional objects that appeared to float in the air. A super secret program was established in 1994 to pursue the very technology for PSYOPS application. The "Holographic Projector" is described in a classified Air Force document as a system to "project information power from space ... for special operations deception missions."

This was a difficult book for Avner Cohen to write. As an Israeli, he had to break the code of silence that surrounds the discussion of nuclear weapons in his homeland. But he has done a superb job of laying out the political history of Israel's nuclear program from its foundation in 1950 through the acceptance by the United States of Israel as a nuclear-weapon state in 1970. With "Israel and the Bomb," he has written a scholarly treatise that includes over 1,200 footnotes, yet reads like a novel. Israel was the sixth nation in the world - and the first in the Middle East - to acquire nuclear weapons. However, unlike those of the first five, its nuclear program has remained opaque, that is, shrouded in secrecy, officially unacknowledged and insulated from domestic politics. Israel's policy was also shaped by its interaction with France, the United States and Egypt. For its part, the United States realized as early as the Eisenhower Administration that it was not in a position to stop the Israeli program. At the same time, Israel could not openly defy American opposition to the spread of nuclear weapons. Opacity was the solution. Israel also did not wish to provoke the Arab nations into developing their own nuclear weapons or launching a pre-emptive attack on its Dimona reactor. As long as the Israelis kept a low profile, the Arabs, led by Egypt, played down the issue. Israel today remains the only nuclear-opaque state in the world.

Bin Laden comes home to roost

At the CIA, it happens often enough to have a code name: Blowback. Simply defined, this is the term describing an agent, an operative or an operation that has turned on its creators. Osama bin Laden, our new public enemy Number 1, is the personification of blowback. And the fact that he is viewed as a hero by millions in the Islamic world proves again the old adage: Reap what you sow. There are times when the United States, faced with ... moral dilemmas, should have resisted the temptation to act. Arming a multi-national coalition of Islamic extremists in Afghanistan during the 1980s ... was one of those times. Bin Laden is the heir to Saudi construction fortune who ... has used that money to finance countless attacks on U.S. interests. Bin Laden left Saudi Arabia to fight the Soviet army in Afghanistan. By 1984, he was running a front organization known as ... the MAK - which funneled money, arms and fighters from the outside world into the Afghan war. MAK was nurtured by Pakistan’s state security services, the Inter-Services Intelligence agency, or ISI, the CIA’s primary conduit for conducting the covert war against Moscow’s occupation. The CIA ... had conclusive evidence by the mid-1980s of the deepening crisis of infrastructure within the Soviet Union. The CIA, as its deputy director Robert Gates acknowledged under congressional questioning in 1992, had decided to keep that evidence from President Reagan and his top advisors and instead continued to grossly exaggerate Soviet military and technological capabilities. Given that context, a decision was made to provide America’s potential enemies with the arms, money - and most importantly - the knowledge of how to run a war of attrition violent and well-organized enough to humble a superpower. That decision is coming home to roost.

Melvin Goodman was a senior analyst in Soviet affairs at the Central Intelligence Agency, where he worked for two decades (1966-1986). He currently is professor of international studies at the National War College. [In the CIA], not only do you have political assassinations -- attempts at least -- throughout the Fifties and the Sixties ... but you even have assassination attempts against international leaders: the Mongoose operation in Cuba [and] assassination attempts in Chile, where you were dealing with a country that wasn't even in the vital national interests or concerns of the United States. All of these assassination attempts were done with the authorization of the White House. I think the major problem at the CIA -- and it exists to this day -- is that you have two cultures. You have an intelligence or analytical culture that must remain open. The opposite of that is the clandestine side: it's secret, it's a policy branch of the government. The White House basically uses the operational component of the CIA to do its bidding. It's very useful to have a clandestine corps to carry out military or paramilitary actions very cheaply, without the hand of the United States or a particular president being obvious. In many ways, you're getting worst-case assessments, because quite often the contacts of the CIA are people on the CIA payroll, telling the CIA what these people believe the CIA wants to know -- in return for payment. So the whole tradecraft is somewhat suspicious and somewhat corrupt from the very outset.

For [many] years, sci-fi writers have imagined weapons that might use energy waves or pulses to knock out, knock down, or otherwise disable enemies--without necessarily killing them. And for a good 40 years the U.S. military has quietly been pursuing weapons of this sort. Much of this work is still secret. But now ... the search for weapons that could incapacitate people without inflicting lethal injuries has intensified. Police, too, are keenly interested. Scores of new contracts have been let, and scientists, aided by government research on the "bioeffects" of beamed energy, are searching the electromagnetic and sonic spectrums for wavelengths that can affect human behavior. Recent advancements in miniaturized electronics, power generation, and beam aiming may finally have put such pulse and beam weapons on the cusp of practicality. Scientists say they are natural successors to projects already underway--beams that disable the electronic systems of aircraft, computers, or missiles, for instance. "Once you are into these antimateriel weapons, it is a short jump to antipersonnel weapons," says Louis Slesin, editor of the trade journal Microwave News. That's because the human body is essentially an electrochemical system, and devices that disrupt the electrical impulses of the nervous system can affect behavior and body functions. But these programs--particularly those involving antipersonnel research--are so well guarded that details are scarce. "People [in the military] go silent on this issue," says Slesin, "more than any other issue. People just do not want to talk about this."

The Opium War's Secret History

In 1823 a 24-year-old Yankee, Warren Delano, sailed to Canton. Within seven years he was a senior partner in Russell & Company. Delano's problem, as with all traders, European and American, was that China had much to sell but declined to buy. The British struck upon an ingenious way to reduce a huge trade deficit. Their merchants bribed Chinese officials to allow entry of chests of opium from British-ruled India, though its importation had long been banned by imperial decree. Nearly every American company followed suit. As addiction became epidemic, and as the Chinese began paying with precious silver for the drug, their Emperor finally in 1839 named an Imperial Commissioner to end the trade. Commissioner Lin Tse-hsu proceeded to Canton, seized vast stocks of opium and dumped the chests in the sea. This ... furnished the spark for the Opium War, initiated by Lord Palmerston, the British Prime Minister, and waged with determination to obtain full compensation for the opium. The Celestial Empire was humbled, forced to open five ports to foreign traders and to permit a British colony at Hong Kong. Warren Delano returned to America rich. He eventually gave his daughter Sara in marriage to ... the father of Franklin Roosevelt. The old China trader was close-mouthed about opium, as were his partners in Russell & Company. It is not clear how much F.D.R. knew about this source of his grandfather's wealth.

In 2025, US aerospace forces can “own the weather” by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications. Such a capability offers the war fighter tools to shape the battlespace in ways never before possible. Weather-modification is a force multiplier with tremendous power that could be exploited across the full spectrum of war-fighting environments. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns complete dominance of global communications and counter-space control, weather-modification offers war fighter a wide-range of possible options to defeat or coerce an adversary. But, while offensive weather modification efforts would certainly be undertaken by US forces with great caution and trepidation, it is clear that we cannot afford to allow an adversary to obtain an exclusive weather-modification capability.

He is a cheerful old farmer who jokes as he serves rice cakes made by his wife, and then he switches easily to explaining what it is like to cut open a 30-year-old man who is tied naked to a bed and dissect him alive, without anesthetic. The old man, who insisted on anonymity, explained the reason for the vivisection. The Chinese prisoner had been deliberately infected with the plague as part of a research project ... to develop plague bombs for use in World War II. After infecting him, the researchers decided to cut him open to see what the disease does to a man's inside. No anesthetic was used, he said, out of concern that it might have an effect on the results. That research program was one of the great secrets of Japan during and after World War II: a vast project to develop weapons of biological warfare, including plague, anthrax, cholera and a dozen other pathogens. Unit 731 of the Japanese Imperial Army conducted research by experimenting on humans and by "field testing" plague bombs ... to see whether they could start plague outbreaks. They could. At least 3,000 people ... were killed in the medical experiments; none survived. The research was kept secret after the end of the war in part because the United States Army granted immunity from war crimes prosecution to the doctors in exchange for their data. Japanese and American documents show that the United States helped cover up the human experimentation. Instead of putting the ringleaders on trial, it gave them stipends.

The CIA Drug Connection Is as Old as the Agency

The Justice Department is investigating allegations that officers of a special Venezuelan anti-drug unit funded by the CIA smuggled more than 2,000 pounds of cocaine into the United States with the knowledge of CIA officials - despite protests by the Drug Enforcement Administration. That is a huge amount of cocaine. But it was hardly a first. The agency has never been above using individuals or organizations with known links to drug trafficking. Until recently, no DEA country attach overseas was allowed to initiate an investigation into a suspected drug trafficker ... without clearance from the local CIA station chief. CIA ties to international drug trafficking date to the Korean War. Nowhere, however, was the CIA more closely tied to drug traffic than it was in Pakistan during the Afghan War. As its principal conduit for arms and money to the Afghan guerrillas, the agency chose the Pakistan military's Inter-Services Intelligence Bureau. The ISI in turn steered the CIA's support toward [an Islamic fundamentalist who] received almost half of the agency's financial support during the war. But many of his commanders were also major heroin traffickers. Soon the trucks that delivered arms to the guerrillas in Afghanistan were coming back ... full of heroin. The heroin traffic blossomed in the shadows of a CIA-sustained guerrilla war. The conflict and its aftermath have given the world another Golden Triangle: the Golden Crescent, sweeping through Afghanistan, Pakistan and parts of the former Soviet Union. Many of those involved in the drug traffic are men who were once armed, trained and financed by the CIA.
