Simply put, Guantánamo is one of the best propaganda tools that terrorists have today. It’s no coincidence that the Islamic State, also known as ISIS or ISIL, dresses its victims in the same orange prisoner suits used in Guantánamo before conducting their ghastly beheadings. Our policies have allowed terrorists to cloud who holds the moral high ground. President George W. Bush said that he wanted Guantánamo to be closed. So did the former secretaries of state Condoleezza Rice and Colin L. Powell, as well as the former secretaries of defense Robert M. Gates and Leon E. Panetta, among others. In addition to being a terrorist recruiting tool, Guantánamo is a huge drain on taxpayer dollars. The cost per detainee at Guantánamo is 30 times more than that of the most secure detention facilities in the United States. It’s hard to justify spending more than $2.5 million per detainee when it costs just $86,374 to hold an inmate in the so-called Supermax federal penitentiary in Colorado. During the Bush administration, 779 people were brought to Guantánamo, all without charge. Over time we’ve learned that many were simply at the wrong place at the wrong time and shouldn’t have been detained in the first place. Most detainees — 532 to be exact — were released by the Bush administration. Of the 112 detainees who remain today, only about 10 have been convicted or charged with a crime. One thing has become clear: Keeping detainees at Guantánamo indefinitely hasn’t worked.

On October 3, a U.S. AC-130 gunship attacked a hospital run by Médecins Sans Frontičres in Kunduz, Afghanistan, partially destroying it. At the beginning of the U.S-led invasion of Afghanistan, the U.S. attacked the complex housing the International Committee of the Red Cross in Kabul. Then the U.S. bombed the same complex again. The second attack destroyed warehouses containing tons of food and supplies for refugees. American-trained Syrian fighters gave at least a quarter of their U.S.-provided equipment to al-Qaeda’s affiliate in Syria early this week, the U.S. Central Command said late Friday. The acknowledgment is the latest discouraging report regarding the $500 million train-and-equip program, which Gen. Lloyd J. Austin III, head of Central Command, said last week had only “four or five” trained Syrian fighters active in Syria. Since then, the military has said approximately 70 fighters have been added. In the toxic and chaotic Syrian mix, Jabhat al-Nusra and many Syrian rebels are fighting a separate war from the one being waged by the United States against the Islamic State. Their main goal is the overthrow of President Bashar al-Assad. U.S. military vetters have had a hard time finding approved Syrians to train who are also willing to pledge to direct their focus toward the Islamic State rather than Assad. It was the spring of 2002. Pakistani authorities burst into the house [Emad Hassan] shared with 14 other foreign students and brought them to a nearby prison. After two months of beatings and interrogation, the Pakistanis handed him over to the U.S. military. They stripped him of his clothes and put him in a diaper. Then they blindfolded him, placed earmuffs over his head and marched him onto a plane. When the aircraft landed, he soon learned he was in the U.S. prison at Guantánamo Bay, Cuba. For years, the White House has been trying to close Gitmo. As of early September, 52 of the 116 prisoners who remain at the U.S. facility have been cleared to be set free, a tacit admission, critics say, that they should never have been imprisoned. The Pakistani forces who took Hassan from his student housing, his lawyers say, received $5,000 from the U.S. military. This was typical. Hamid Karzai, the former president of Afghanistan, has questioned the existence of al-Qaida, and denied that the 9/11 terror attacks ... were planned in Afghanistan. On the eve of the anniversary of the 2001 attacks, Karzai, who left office last year after 12 years, used an interview with al Jazeera to express his doubt that the terrorist group led by the late Osama bin Laden was responsible for the operation which prompted the invasion of Afghanistan. Karzai ... also claimed in the interview that Islamic State fighters in Afghanistan are “definitely” members of “Pakistani militias”. When asked if he agreed that al-Qaida in Afghanistan had been behind the 9/11 attacks ... Karzai replied: “I can tell you for a fact that the operation was neither conducted from Afghanistan, nor were the Afghan people responsible for that.” A daring and bloody operation involving US special forces and the CIA put Karzai back in Afghanistan in the last weeks of the 2001 war and then into power as a supposed consensus candidate. But Karzai quickly proved himself independent and contrarian. Officials from the US, the UK, Nato and the UN all repeatedly criticised Karzai for failing to crack down on rampant corruption and the booming narcotics trade in Afghanistan. More than 50 intelligence analysts at Centcom have formally complained that reports on the Islamic State and the Nusra Front — Al Qaeda's Syria branch — have been repeatedly altered by senior intelligence officials to fit with the Obama administration's insistence that the US is winning the war against the two militant groups. Former CIA deputy director Michael Morell explained on "CBS This Morning" how serious these allegations are. "One of the key aspects of the policymaking process in the United States is that analysts get to say what they think ... if there is truth that somebody has been meddling with their analysis, I think somebody needs to lose their job over it." A written complaint was sent in July by two Centcom senior analysts to the Department of Defense Inspector General. Eleven individuals knowledgeable about the details of the complaint [say] crucial parts of intelligence reports were taken out, analysts were subject to an environment in which they did not feel able to give a candid assessment of the situation in Iraq and Syria, and sometimes reports seen as being too negative were sent back to analysts. Fourteen years later, thanks a heap, Osama bin Laden. Don’t you still find it eerie that, amid the wreckage of the Pentagon, the initial orders our secretary of defense gave his aides were to come up with plans for striking Iraq, even though he was already convinced that Al Qaeda had launched the attack? Washington’s post-9/11 policies in the Middle East helped lead to the establishment of the Islamic State’s “caliphate” in parts of fractured Iraq and Syria. The United States has gone into the business of robotic assassination big time, [and] Washington has regularly knocked off women and children while searching for militant leaders. Fourteen years later, don’t you find it improbable that our “war on terror” has so regularly devolved into a war of and for terror; that our methods ... have visibly promoted, not blunted, the spread of Islamic extremism; and that, despite this, Washington has generally not recalibrated its actions in any meaningful way? A French secret service diver who took part in the operation to sink Greenpeace ship the Rainbow Warrior 30 years ago has spoken publicly for the first time to apologise for his actions. Jean-Luc Kister ... was one of two divers serving with the French intelligence service, the Direction générale de la sécurité extérieure (DGSE), who attached limpet mines to the hull of the vessel moored in Auckland in 1985. The Rainbow Warrior was heading for the Mururoa Atoll in the South Pacific in French Polynesia where France was planning a series of nuclear tests. French agents posing as Swiss tourists had earlier visited the ship ... to gather information for the operation. The first mine ... blew a large hole in the ship. Paris initially denied any involvement in the sinking, [which killed photographer Fernando Pereira], and described it as a “terrorist attack”. Zaher Hamdoun is a 36-year-old Yemeni man who has been detained in Guantánamo without charge since he was 22, one of 116 prisoners still detained there six years after Obama promised to close the facility. Hamdoun is not among the 52 men approved for transfer from Guantánamo, nor is he in a dwindling group of detainees the government plans to charge. He is in a nebulous middle category of people the Obama administration has determined it is not going to charge but doesn’t know if it is ever going to release. Though the president in 2011 ordered periodic administrative reviews of men in this group ... the reviews didn’t start until a mass hunger strike broke out in 2013. Still today, the majority of men haven’t been reviewed, including Hamdoun. Though he has been a Guantánamo prisoner for almost 14 years without charge, and doesn’t know if he will ever be released, the administration says this is not indefinite detention. [Hamoud writes of his current state]: "I have become a body without a soul. I breathe, eat and drink, but I don’t belong to the world of living creatures. I rather belong to another world, a world that is buried in a grave called Guantánamo. I fall asleep and then wake up to realize that my soul and my thoughts belong to that world I watch on television, or read about in books. That is all I can say about the ordeal."

U.S. special operations forces in Iraq developed an untraceable explosive device they nicknamed the Xbox to kill Iraqi Shiite militiamen smuggling roadside bombs from Iran to attack American troops, according to a new book. Starting in about 2007, Army Delta Force commandos in a special task force in the war to oust Saddam Hussein used the bombs against Iranian collaborators whose improvised explosive devices were powerful enough to destroy the most heavily armored U.S. vehicles, Sean Naylor wrote in “Relentless Strike: The Secret History of Joint Special Operations Command.” The Xbox bomb “was designed to look and behave exactly like one made by Iraqi insurgents” with a hodgepodge of Russian, Chinese and Pakistani-made parts, wrote Naylor, a contributing editor at Foreign Policy. The intent was that if the device were sent to the FBI for analysis, even its experts “would mistakenly trace the bomb back” to a particular terrorist bomb maker. Using the bomb ... the command “found a way around the political restrictions by killing its enemies without leaving any U.S. fingerprints,” according to the book.

An assistant professor in the law department of the US military academy at West Point has argued that legal scholars critical of the war on terrorism represent a “treasonous” fifth column that should be attacked as enemy combatants. In a lengthy academic paper, the professor, William C Bradford, proposes to threaten “Islamic holy sites” as part of a war against undifferentiated Islamic radicalism. That war ought to be prosecuted vigorously, he wrote, “even if it means great destruction, innumerable enemy casualties, and civilian collateral damage”. Other “lawful targets” for the US military in its war on terrorism, Bradford argues, include “law school facilities, scholars’ home offices and media outlets where they give interviews” – all civilian areas, but places where a “causal connection between the content disseminated and Islamist crimes incited” exist. He suggests in a footnote that “threatening Islamic holy sites might create deterrence, discredit Islamism, and falsify the assumption that decadence renders Western restraint inevitable”. The US military’s educational institutions have come under fire before for promoting “total war” against Islam. In 2012, General Martin Dempsey, chairman of the joint chiefs of staff, ordered a comprehensive scouring of anti-Islam training material after a course proposed “Hiroshima” tactics against Islamic holy sites, targeting the “civilian population wherever necessary”.

The first year of the ... air war against Isis has already seen more than 17,000 bombs and missiles dropped on Iraq and Syria. The coalition has conceded just two civilian deaths. Asked how many other non-combatants have died, officials demurred: “We aren’t going to speculate on this subject,” one senior CENTCOM spokesman recently told me. There’s rather less discomfort when it comes to boasting of how many enemy fighters are dead: 15,000 at their last count. Addressing this information gap, the monitoring group ... Airwars has examined all known claims of civilian deaths during the last year. In this time there were almost 120 such alleged incidents of non-combatants being affected by air-strikes across Iraq and Syria. In more than 50 cases we felt there was enough evidence – often including photographs, eyewitness testimony and the names of victims – to strongly indicate civilians had been killed by the coalition. It’s likely that between 459 and 591 non-combatants died in these attacks, including 100 children. The Ministry of Defence asserts that “We are not aware of any incidents of civilian casualties as a result of UK strike activity over Iraq.” It’s impossible to test that claim publicly, and with eight other nations also bombing that country there is little chance of accountability for those civilians affected. Syria is even more of a free-for-all, with Israeli and Turkish jets carrying out strikes alongside the Coalition and the Assad regime.

During a discussion yesterday in Aspen with ... CNN anchor Wolf Blitzer, FBI Director James Comey somberly warned that ISIS now officially poses a bigger threat to the “U.S. homeland” than the one posed by former title-holder Al Qaeda — because, of course, the Latest Threat must always be the Greatest Threat. Comey also said that the previous bigger-than-Al-Qaeda contender, “The Khorasan Group,” has been “diminished” by “the work done by our great military” — because the War on Terror narrative requires that it must always be somehow simultaneously true that (1) the Terror Threat facing Americans is Greater Than Ever™ and (2) U.S. military actions against Terrorism are succeeding. To dramatize ISIS as The New Greatest Threat to the Homeland, FBI Director Comey first summoned the TV-actor-who-plays-the-journalist-character-called-Wolf-Blitzer to Aspen, and then NBC News posted to the top of its news article a slick, scary, music-and-graphic-driven video using all of Hollywood’s horror film staples to provide the visceral kick. I’m really grateful that because Americans have a free press, we’re not subject to state propaganda the way people in those bad, unfortunate countries are.

Retired Army Gen. Mike Flynn, a top intelligence official in the post-9/11 wars in Iraq and Afghanistan, says in a forthcoming interview ... that the drone war is creating more terrorists than it is killing. He also asserts that the U.S. invasion of Iraq helped create the Islamic State. Flynn, who in 2014 was forced out as head of the Defense Intelligence Agency, has in recent months become an outspoken critic of the Obama administrations Middle East strategy. The former three star general ... describes the present approach of drone warfare as a failed strategy. What we have is this continued investment in conflict, the retired general says. The more weapons we give, the more bombs we drop, that just fuels the conflict. If you turned on US cable news at any point last week, you might have thought this July 4 holiday would be our last weekend on earth – the supposed terrorist masterminds in Isis and their alleged vast sleeper cell army were going to descend upon America like the aliens in Independence Day and destroy us all. CNN has led the pack in whipping Americans into a panic over the Isis threat, running story after story with government officials and terrorism industry money-makers hyping the threat, played against the backdrop of scary b-roll of terrorist training camps. Following the tragedy in Charleston, where a white supremacist terrorist killed nine innocent churchgoers, there was – finally! – widespread acknowledgement that the Islamic terrorism threat in this country is vastly exaggerated, and that white supremacists actually kill many more Americans than Muslim extremists do. As Glenn Greenwald wrote at the time, you are more likely to be struck by lightning, stung to death by bees or killed your own falling furniture on you than you are by a Muslim terrorist. Yet there we were, less than a week later, back to an “Isis is going to kill us all” mentality. Journalist Adam Johnson went back a decade and found 40 ... times the FBI and Homeland Security have issued similar threats around national holidays or major events, none of which actually was followed by a terrorist attack. It’s more than a little disturbing how much CNN and others have seemingly grown to rely on these nebulous warnings to keep viewers hooked.

A 9/11 Congressional Committee investigated whether there were terror links to Saudi Arabia, but that portion of the report is classified by the government; fearing release could hurt U.S. relationships with a key Middle East ally. Now there are growing calls for the secret report to be made public. 28 pages classified as top secret by President Bush ... look at what if any relationship existed between the 9/11 hijackers and the Saudi Government. These pages are the only part of the report kept hidden from the public. Just a few weeks ago, Republican Presidential Candidate Rand Paul introduced a measure in the Senate calling for public disclosure; both Senators Gillibrand and Schumer support it. The Former head of the 9-11 Inquiry who has read the "secret" pages says "Collectively they tell us that the hijackers did not operate alone. That there was a support network which facilitated their ability to carry out such a complicated and heinous assault as 9/11. And, they tell us that Saudi Arabia was the premier part of that support network," said Bob Graham, a former senator. Former Senator Graham believes the pages have remained classified to keep Americans from knowing the depth of Saudi involvement in 9/11. 15 of the 19 hijackers were Saudi nationals. Saudi Arabia has repeatedly denied any connection.

The Obama administration is again allowing the CIA to use drone strikes to secretly kill people that the spy agency does not know the identities of in multiple countries - despite repeated statements to the contrary. Apparently the drone operators didn't even know at the time who they were aiming at - only that they thought the target was possibly a terrorist hideout. It's what's known as a "signature" strike. Signature strikes has led to scores of civilians being killed over the past decade, including two completely innocent hostages ... one of whom was a US citizen ... less than two months ago. It's a way of killing that's been roundly condemned by human rights organizations and that some members of Congress have tried to outlaw. Here's how the New York Times described it: "The joke was that when the CIA sees "three guys doing jumping jacks," the agency thinks it is a terrorist training camp, said one senior official. Men loading a truck with fertilizer could be bombmakers – but they might also be farmers." It has become increasingly clear that the "rules" are virtually meaningless. As is typical with the US government's extrajudicial killing policy, there was no public debate about any of the changes to the supposed rules, or even announcement that they ever changed - only an unofficial leak to a journalist after the latest killing. Beyond the enormous human rights consequences related to such a dangerous policy, these types of strikes backfire on the United States, sowing hatred in the populations of bombed countries and breeding sympathy for al-Qaida where there was none before.

That inestimable French journal Le Monde Diplomatique this month carries a wodge of articles under the title “Did you say conspiracy?”, painfully dissecting how many false-flag stories turned out to be true. Intelligence reports to the French government have been recording US air strikes against Isis that have avoided endangering positions held by al-Nusra ... the “moderate” Jabhat al-Nusra rebels, the throat-cutters and executioners who are playing the anti-Isis card to woo the US. When Isis arrived in its thousands to assault Palmyra last month – for the most part, in broad daylight – not one US plane appeared in Syrian skies. You don’t have to be a reporter, let alone a conspiracy theorist, to see the warning lights around the “war on terror” story in Syria. Because some of the terrorists are soon going to be our terrorists – as long as they fight ... the Assad terrorists at the same time. All they need is more cash and more weapons. A US appeals court on Wednesday reinstated a claim against former attorney general John Ashcroft and other Justice Department officials, stemming from the abuse of Arab and Muslim men and others detained for months ... after the September 11 attacks. The unusual decision cleared the way for once-anonymous plaintiffs to advance charges that the top officials in the Justice Department had violated their constitutional guarantees of equal protection under the law. Officials ... knew the abuse was happening and that they knew the detainees weren’t terrorism suspects. The court wrote, “The suffering endured by those who were imprisoned merely because they were caught up in the hysteria of the days immediately following 9/11 is not without a remedy.” The case was first brought 13 years ago by the Center for Constitutional Rights, a New York-based nonprofit. The current complaint is joined by eight named plaintiffs, all of whom were caught up in law enforcement sweeps that netted hundreds of men after the 9/11 attacks. The “9/11 detainees” had in common an unresolved immigration status and a perceived Arab or Muslim background. The result, in some cases, was months of detention without charges, abuse at the hands of guards, solitary confinement and other punitive measures. The complaint details gratuitous strip searches, beatings, broken bones and verbal abuse. In one case, a Buddhist from Nepal ... was arrested for filming a Queens street, and held and abused in a Brooklyn detention center for three months. The appeals court found those measures to be “punitive and unconstitutional”.

Last week in the Boston area, a 26-year-old black Muslim man was shot and killed by agents of the FBI and Boston Police Department. A surveillance video ... was finally released on Monday. It’s virtually impossible to know what happened from this highly touted video, other than the fact that [Usaamah] Rahim appears to have been walking peacefully when he was approached by multiple individuals, wearing no police uniforms, in a threatening, military-style formation. Rahim’s family issued a statement detailing the numerous questions raised by the video. Early reports claimed that there was a third conspirator beyond Rahim and [his nephew and accused co-conspirator David] Wright. The FBI affidavit filed against Wright repeatedly references a “third person” who plotted with Rahim and Wright and met with them. Yet there has been no further mention of this “third person,” and apparently no arrest of him. Why not? Is that third person an FBI informant? Is this yet another case where the director and prime mover of a scary “terror plot” is in fact the FBI itself. What basis exists for the highly inflammatory claim that Rahim was “linked to” or “inspired by” ISIS? He was not only wary of being set up by the FBI, but specifically said he was “preaching AGAINST violence and terrorism.” As AP noted, on social media Rahim “spoke out against the kind of violence Islamic State extremists are fomenting across the Middle East,” and “made none of the violent calls to arms many supporters of armed extremist groups espouse on social media.”
