That cannot begin to happen until outsiders leave the region to its own people. CNN yesterday suspended its global affairs correspondent, Elise Labott, for two weeks for the crime of posting a tweet critical of the House vote to ban Syrian refugees. Whether by compulsion or choice, she then groveled in apology. Labott’s crime wasn’t that she expressed an opinion. It’s that she expressed the wrong opinion: After Paris, defending Muslims, even refugees, is strictly forbidden. I’ve spoken with friends who work at every cable network and they say the post-Paris climate is indescribably repressive in terms of what they can say and who they can put on air. When French police raided a cheap hotel room rented by the Islamic State (Isis) terrorists who had unleashed the Paris massacres on Friday the 13th, they were surprised to find ... used syringes, needles and plastic tubing. On the surface, those competing actors are fueled by an overlapping mixture of ideologies and political agendas. Just below it, experts suspect, they're powered by something else: Captagon. A tiny, highly addictive pill produced in Syria and widely available across the Middle East, its illegal sale funnels hundreds of millions of dollars back into the war-torn country's black-market economy each year. A powerful amphetamine tablet based on the original synthetic drug known as "fenethylline," Captagon quickly produces a euphoric intensity in users, allowing Syria's fighters to stay up for days, killing with a numb, reckless abandon. "Syrian government forces and rebel groups each say the other uses Captagon to endure protracted engagements without sleep, [and] ordinary Syrians are increasingly experimenting with the pills," Reuters reported. One secular ex-Syrian fighter who spoke to the BBC said the drug is tailor-made for the battlefield because of its ability to give soldiers superhuman energy and courage. Another ex-fighter told the BBC that his 350-person brigade took the pill without knowing if it was a drug or medicine for energy. There is evidence the RCMP broke the law while conducting a high-profile terrorism sting and must hand over confidential legal documents, says a B.C. Supreme Court judge. Justice Catherine Bruce has not yet ruled whether the RCMP entrapped John Nuttall and Amanda Korody into plotting to blow up the B.C. legislature in 2013, but she said in a ruling released Wednesday that the Mounties may be guilty of knowingly facilitating a terrorist act. Undercover officers posing as jihadi warriors gave Nuttall and Korody groceries, cigarettes, bus passes, cell phones, phone cards, clothing, cash and a portable hard drive. They also provided the pair with a place to work on their terrorist scheme and a location to build the explosives, chauffeured them to various stores to purchase bomb-making equipment and transported them ... over the course of the four-month sting operation. Lawyers had advised the RCMP on numerous occasions, including recommending officers "drive target but don't shop" when purchasing materials to build the explosives. It’s a wretched yet predictable ritual after each new terrorist attack: Certain politicians and government officials waste no time exploiting the tragedy for their own ends. The remarks on Monday by John Brennan, the director of the Central Intelligence Agency, took that to a new and disgraceful low ... after coordinated terrorist attacks in Paris killed 129. Mr. Brennan complained about ... the sustained national outrage following the 2013 revelations by Edward Snowden, a former National Security Agency contractor, that the agency was using provisions of the Patriot Act to secretly collect information on millions of Americans’ phone records. It is hard to believe anything Mr. Brennan says. Last year, he bluntly denied that the C.I.A. had illegally hacked into the computers of Senate staff members conducting an investigation into the agency’s detention and torture programs when, in fact, it did. In 2011 ... he claimed that American drone strikes had not killed any civilians, despite clear evidence that they had. And his boss, James Clapper Jr., the director of national intelligence, has admitted lying to the Senate on the N.S.A.’s bulk collection of data. Even putting this lack of credibility aside, it’s not clear what extra powers Mr. Brennan is seeking. Simply put, Guantánamo is one of the best propaganda tools that terrorists have today. It’s no coincidence that the Islamic State, also known as ISIS or ISIL, dresses its victims in the same orange prisoner suits used in Guantánamo before conducting their ghastly beheadings. Our policies have allowed terrorists to cloud who holds the moral high ground. President George W. Bush said that he wanted Guantánamo to be closed. So did the former secretaries of state Condoleezza Rice and Colin L. Powell, as well as the former secretaries of defense Robert M. Gates and Leon E. Panetta, among others. In addition to being a terrorist recruiting tool, Guantánamo is a huge drain on taxpayer dollars. The cost per detainee at Guantánamo is 30 times more than that of the most secure detention facilities in the United States. It’s hard to justify spending more than $2.5 million per detainee when it costs just $86,374 to hold an inmate in the so-called Supermax federal penitentiary in Colorado. During the Bush administration, 779 people were brought to Guantánamo, all without charge. Over time we’ve learned that many were simply at the wrong place at the wrong time and shouldn’t have been detained in the first place. Most detainees — 532 to be exact — were released by the Bush administration. Of the 112 detainees who remain today, only about 10 have been convicted or charged with a crime. One thing has become clear: Keeping detainees at Guantánamo indefinitely hasn’t worked.

On October 3, a U.S. AC-130 gunship attacked a hospital run by Médecins Sans Frontičres in Kunduz, Afghanistan, partially destroying it. American-trained Syrian fighters gave at least a quarter of their U.S.-provided equipment to al-Qaeda’s affiliate in Syria early this week, the U.S. Central Command said late Friday. The acknowledgment is the latest discouraging report regarding the $500 million train-and-equip program, which Gen. Lloyd J. Austin III, head of Central Command, said last week had only “four or five” trained Syrian fighters active in Syria. Since then, the military has said approximately 70 fighters have been added. In the toxic and chaotic Syrian mix, Jabhat al-Nusra and many Syrian rebels are fighting a separate war from the one being waged by the United States against the Islamic State. Their main goal is the overthrow of President Bashar al-Assad. It was the spring of 2002. Pakistani authorities burst into the house [Emad Hassan] shared with 14 other foreign students and brought them to a nearby prison. After two months of beatings and interrogation, the Pakistanis handed him over to the U.S. military. They stripped him of his clothes and put him in a diaper. Then they blindfolded him, placed earmuffs over his head and marched him onto a plane. When the aircraft landed, he soon learned he was in the U.S. prison at Guantánamo Bay, Cuba. For years, the White House has been trying to close Gitmo. Hamid Karzai, the former president of Afghanistan, has questioned the existence of al-Qaida, and denied that the 9/11 terror attacks ... were planned in Afghanistan. On the eve of the anniversary of the 2001 attacks, Karzai, who left office last year after 12 years, used an interview with al Jazeera to express his doubt that the terrorist group led by the late Osama bin Laden was responsible for the operation which prompted the invasion of Afghanistan. Karzai ... also claimed in the interview that Islamic State fighters in Afghanistan are “definitely” members of “Pakistani militias”. When asked if he agreed that al-Qaida in Afghanistan had been behind the 9/11 attacks ... Karzai replied: “I can tell you for a fact that the operation was neither conducted from Afghanistan, nor were the Afghan people responsible for that.” A daring and bloody operation involving US special forces and the CIA put Karzai back in Afghanistan in the last weeks of the 2001 war and then into power as a supposed consensus candidate. But Karzai quickly proved himself independent and contrarian. Officials from the US, the UK, Nato and the UN all repeatedly criticised Karzai for failing to crack down on rampant corruption and the booming narcotics trade in Afghanistan. By 2009, according to Robert Gates, the former US defence secretary, Washington was so keen to oust the Afghan president that officials connived in delaying an Afghan presidential election and then tried to manipulate the outcome in a “clumsy and failed putsch”.

Eleven individuals knowledgeable about the details of the complaint [say] crucial parts of intelligence reports were taken out, analysts were subject to an environment in which they did not feel able to give a candid assessment of the situation in Iraq and Syria, and sometimes reports seen as being too negative were sent back to analysts. One source alleges that when [analysts] brought concerns to Centcom leadership, they were urged to retire, and some agreed to leave. Washington’s post-9/11 policies in the Middle East helped lead to the establishment of the Islamic State’s “caliphate” in parts of fractured Iraq and Syria. The United States has gone into the business of robotic assassination big time, [and] Washington has regularly knocked off women and children while searching for militant leaders. Fourteen years later, don’t you find it improbable that our “war on terror” has so regularly devolved into a war of and for terror; that our methods ... have visibly promoted, not blunted, the spread of Islamic extremism; and that, despite this, Washington has generally not recalibrated its actions in any meaningful way? A French secret service diver who took part in the operation to sink Greenpeace ship the Rainbow Warrior 30 years ago has spoken publicly for the first time to apologise for his actions. Jean-Luc Kister ... was one of two divers serving with the French intelligence service, the Direction générale de la sécurité extérieure (DGSE), who attached limpet mines to the hull of the vessel moored in Auckland in 1985. Zaher Hamdoun is a 36-year-old Yemeni man who has been detained in Guantánamo without charge since he was 22, one of 116 prisoners still detained there six years after Obama promised to close the facility. Hamdoun is not among the 52 men approved for transfer from Guantánamo, nor is he in a dwindling group of detainees the government plans to charge. He is in a nebulous middle category of people the Obama administration has determined it is not going to charge but doesn’t know if it is ever going to release. Though the president in 2011 ordered periodic administrative reviews of men in this group ... the reviews didn’t start until a mass hunger strike broke out in 2013. Still today, the majority of men haven’t been reviewed, including Hamdoun. U.S. special operations forces in Iraq developed an untraceable explosive device they nicknamed the Xbox to kill Iraqi Shiite militiamen smuggling roadside bombs from Iran to attack American troops, according to a new book. Starting in about 2007, Army Delta Force commandos in a special task force in the war to oust Saddam Hussein used the bombs against Iranian collaborators whose improvised explosive devices were powerful enough to destroy the most heavily armored U.S. vehicles, Sean Naylor wrote in “Relentless Strike: The Secret History of Joint Special Operations Command.” The Xbox bomb “was designed to look and behave exactly like one made by Iraqi insurgents” with a hodgepodge of Russian, Chinese and Pakistani-made parts, wrote Naylor, a contributing editor at Foreign Policy. The intent was that if the device were sent to the FBI for analysis, even its experts “would mistakenly trace the bomb back” to a particular terrorist bomb maker. An assistant professor in the law department of the US military academy at West Point has argued that legal scholars critical of the war on terrorism represent a “treasonous” fifth column that should be attacked as enemy combatants. In a lengthy academic paper, the professor, William C Bradford, proposes to threaten “Islamic holy sites” as part of a war against undifferentiated Islamic radicalism. That war ought to be prosecuted vigorously, he wrote, “even if it means great destruction, innumerable enemy casualties, and civilian collateral damage”. Other “lawful targets” for the US military in its war on terrorism, Bradford argues, include “law school facilities, scholars’ home offices and media outlets where they give interviews” – all civilian areas, but places where a “causal connection between the content disseminated and Islamist crimes incited” exist. The first year of the ... air war against Isis has already seen more than 17,000 bombs and missiles dropped on Iraq and Syria. The coalition has conceded just two civilian deaths. Asked how many other non-combatants have died, officials demurred: “We aren’t going to speculate on this subject,” one senior CENTCOM spokesman recently told me. There’s rather less discomfort when it comes to boasting of how many enemy fighters are dead: 15,000 at their last count. Addressing this information gap, the monitoring group ... Airwars has examined all known claims of civilian deaths during the last year. In this time there were almost 120 such alleged incidents of non-combatants being affected by air-strikes across Iraq and Syria. In more than 50 cases we felt there was enough evidence – often including photographs, eyewitness testimony and the names of victims – to strongly indicate civilians had been killed by the coalition. It’s likely that between 459 and 591 non-combatants died in these attacks, including 100 children. The Ministry of Defence asserts that “We are not aware of any incidents of civilian casualties as a result of UK strike activity over Iraq.” It’s impossible to test that claim publicly, and with eight other nations also bombing that country there is little chance of accountability for those civilians affected. Syria is even more of a free-for-all, with Israeli and Turkish jets carrying out strikes alongside the Coalition and the Assad regime.

During a discussion yesterday in Aspen with ... CNN anchor Wolf Blitzer, FBI Director James Comey somberly warned that ISIS now officially poses a bigger threat to the “U.S. homeland” than the one posed by former title-holder Al Qaeda — because, of course, the Latest Threat must always be the Greatest Threat. Comey also said that the previous bigger-than-Al-Qaeda contender, “The Khorasan Group,” has been “diminished” by “the work done by our great military” — because the War on Terror narrative requires that it must always be somehow simultaneously true that (1) the Terror Threat facing Americans is Greater Than Ever™ and (2) U.S. military actions against Terrorism are succeeding. To dramatize ISIS as The New Greatest Threat to the Homeland, FBI Director Comey first summoned the TV-actor-who-plays-the-journalist-character-called-Wolf-Blitzer to Aspen, and then NBC News posted to the top of its news article a slick, scary, music-and-graphic-driven video using all of Hollywood’s horror film staples to provide the visceral kick. I’m really grateful that because Americans have a free press, we’re not subject to state propaganda the way people in those bad, unfortunate countries are.
