International police led by a UK team say they shut down the largest internet paedophile ring yet discovered. The global forum had 70,000 followers at its height, leading to 4,000 intelligence reports being sent to police across 30 countries. The operation has so far identified 670 suspects and 230 abused children. Detectives say 184 people have been arrested - 121 of them were in the UK. Some 60 children have been protected in the UK. The three-year investigation, Operation Rescue, was led by investigators from the UK's Child Exploitation and Online Protection Centre (Ceop). There are around 450 criminal gangs around the world making money from images of child sex abuse, the UK's Internet Watch Foundation has said. The watchdog's annual report says that the 10 most prolific of these account for more than 650 web pages. But despite these gangs being well-established online, the IWF says the the industry is not growing. To help obscure their movements, they move their distribution networks regularly between different providers and countries. Most of the gangs operate a pay-per-view system, charging a monthly fee of around �55 for access to images and videos. Critics have accused the IWF of being ineffective, partly because it is separate from the police and partly because much of the illegal material online does not originate from the UK. IWF spokeswoman Sarah Robertson admits that it is not a policing body but denies that means it cannot act. "The amount of child abuse content hosted in the UK has fallen from 18% to 1% in the last seven years," she said. It is important to remember the serious nature of the content the IWF polices, she said, and that behind every image is a child being abused. Some 44% of the content highlighted to the IWF last year depicted the rape of a child and 23% of it featured children below the age of six.

Three weeks after a scathing grand jury report said the Archdiocese of Philadelphia had provided safe haven to as many as 37 priests who were credibly accused of sexual abuse or inappropriate behavior toward minors, most of those priests remain active in the ministry. The possibility that even one predatory priest, not to mention three dozen, might still be serving in parishes — “on duty in the archdiocese today, with open access to new young prey,” as the grand jury put it — has unnerved many Roman Catholics here and sent the church reeling in the latest and one of the most damning episodes in the American church. The situation in Philadelphia is “Boston reborn.” The Boston Archdiocese was engulfed in a scandal starting in 2002 involving widespread sexual abuse by priests and an extensive cover-up that reached as high as the cardinal. The church has not explained directly why these priests ... are still active. Cardinal Justin Rigali initially said there were no active priests with substantiated allegations against them, but six days later, he placed three of the priests ... on administrative leave. Philadelphia is unusual in that the archdiocese has been the subject of not one but two grand jury reports. The first, in 2005, found credible accusations of abuse by 63 priests, whose activities had been covered up by the church. But there were no indictments, mainly because the statute of limitations had expired. “The thing that is significant about Philadelphia is the assumption that the authorities had made changes and the system had been fixed,” said Terence McKiernan, the president of BishopAccountability.org, which archives documents from the abuse scandal in dioceses across the country. “But the headline is that in Philadelphia, the system is still broke.”

More than a dozen U.S. veterans who say they were raped or assaulted by comrades filed a class-action suit in federal court [on February 15] attempting to force the Pentagon to change how it handles such cases. The current and former service members - 15 women and two men - describe circumstances in which servicemen allegedly got away with rape and other sexual abuse while their victims were ordered to continue to serve with them. The alleged attackers in the lawsuit include an Army criminal investigator and an Army National Guard commander. The abuse alleged ranges from obscene verbal abuse to gang rape. "The problem of rape in the military is not only service members getting raped, but it's the entire way that the military as a whole is dealing with it," said Panayiota Bertzikis, who is a plaintiff in the lawsuit and claims she was raped in 2006. "From survivors having to be involuntarily discharged from service, the constant verbal abuse, once a survivor does come forward your entire unit is known to turn their back on you. The entire culture needs to be changed."

Undercover police officers routinely adopted a tactic of "promiscuity" with the blessing of senior commanders, according to a former agent who worked in a secretive unit of the Metropolitan police for four years. The former undercover policeman claims that sexual relationships with activists were sanctioned for both men and women officers infiltrating anarchist, leftwing and environmental groups. Sex was a tool to help officers blend in, the officer claimed, and was widely used as a technique to glean intelligence. He said undercover officers, particularly those infiltrating environmental and leftwing groups, viewed having sex with a large number of partners "as part of the job". His comments contradict claims last week from the Association of Chief Police Officers that operatives were absolutely forbidden to sleep with activists. A newly revealed 1997 letter from the Vatican warned Ireland's Catholic bishops not to report all suspected child-abuse cases to police — a disclosure that victims groups described as "the smoking gun" needed to show that the Vatican enforced a worldwide culture of cover-up. The letter, obtained by Irish broadcasters RTE and provided to The Associated Press, documents the Vatican's rejection of a 1996 Irish church initiative to begin helping police identify pedophile priests following Ireland's first wave of publicly disclosed lawsuits. Child-abuse activists in Ireland said the 1997 letter should demonstrate, once and for all, that the protection of pedophile priests from criminal investigation was not only sanctioned by Vatican leaders but ordered by them. "The letter is of huge international significance, because it shows that the Vatican's intention is to prevent reporting of abuse to criminal authorities. And if that instruction applied here, it applied everywhere," said Colm O'Gorman, director of the Irish chapter of human rights watchdog Amnesty International. The Vatican does advise bishops worldwide to report crimes to police — in a legally nonbinding lay guide on its Web site. This recourse is omitted from the official legal advice provided by the Congregation for the Doctrine of the Faith and updated last summer. Sexual assault pervades the military, but the Pentagon refuses to release records that fully document the problem and how it is handled, the American Civil Liberties Union and other groups said in a federal lawsuit that seeks access to the records. Tens of thousands of service members have reported some form of sexual assault, harassment or trauma in the past decade, according to the lawsuit filed [on December 13] in New Haven against the departments of Defense and Veterans Affairs. "The government's refusal to even take the first step of providing comprehensive and accurate information about the sexual trauma inflicted upon our women and men in uniform ... is all too telling," said Anuradha Bhagwati, a former Marine captain. The government prosecutes 8 percent of military sex offenders, while 40 percent of civilian sex offenders are prosecuted. The lawsuit contends sexual assaults are nearly twice as common within military ranks as in civilian society, and surveys show that nearly one in three women report being sexually assaulted during their time in the military. About 80 percent of unwanted or threatening sexual acts are not reported, according to the lawsuit. Victims who report abuse to their superiors often face social isolation, retribution and counteraccusations, the lawsuit says.

Newly released U.S. diplomatic cables indicate that the Vatican felt "offended" that Ireland failed to respect Holy See "sovereignty" by asking high-ranking churchmen to answer questions from an Irish commission probing decades of sex abuse of minors by clergy. That the Holy See used its diplomatic-immunity status as a tiny city-state to try to thwart the Irish fact-finding probe has long been known. But the WikiLeaks cables, published by Britain's The Guardian newspaper ... contain delicate, behind-the-scenes diplomatic assessments of the highly charged situation. One leaked document ... authored in February 2010 by Rome-based diplomat Julieta Valls Noyes, cited her conversations with Irish Ambassador Noel Fahey and his deputy, Helena Keleher. Ireland wanted to be seen as fully supportive of the independent probe into child-abuse cover-ups ... but its Rome officials also didn't want to intervene in the probe's efforts to get information from the Vatican. Noyes, citing a conversation with a Holy See official, wrote that the investigators' letters "offended many in the Vatican" because they were viewed as "an affront to Vatican sovereignty." "In the end the Irish government decided not to press the Vatican to reply."

Orange County sheriff deputies say a 170-page manual is circulating around Central Florida. It shows people, step-by-step, how to molest children. It also includes where to find potential victims. I've never seen anything like it. It was pretty amazing when I first saw it just because how detailed it was, said Detective Philip Graves with the Orange County Sheriffs Office. Deputies with the sheriffs sexual offender surveillance squad have been aware of the manual for the past six months. The sheriff's office received it through an email listserve. Graves told WFTV that sending the manual by email or possessing it is not a crime in Orange County. However, federal investigators are trying to track down where the manual initially came from. "I was more amazed that someone would be as bold as to create an actual 170-page document that would detail how to do it," he said. The author uses an alias in the manual. He calls himself "the mule." Deputies believe whoever is responsible may have committed crimes against children.

A 2006 Immigration and Customs Enforcement investigation into the purchase of child pornography online turned up more than 250 civilian and military employees of the Defense Department -- including some with the highest available security clearance -- who used credit cards or PayPal to purchase images of children in sexual situations. But the Pentagon investigated only a handful of the cases, Defense Department records show. The cases turned up during a 2006 ICE inquiry, called Project Flicker, which targeted overseas processing of child-porn payments. As part of the probe, ICE investigators gained access to the names and credit card information of more than 5,000 Americans who had subscribed to websites offering images of child pornography. Many of those individuals provided military email addresses or physical addresses with Army or fleet ZIP codes when they purchased the subscriptions. In a related inquiry, the Pentagon's Defense Criminal Investigative Service (DCIS) cross-checked the ICE list against military databases to come up with a list of Defense employees and contractors who appeared to be guilty of purchasing child pornography. The names included staffers for the secretary of defense, contractors for the ultra-secretive National Security Agency, and a program manager at the Defense Advanced Research Projects Agency. But the DCIS opened investigations into only 20 percent of the individuals identified, and succeeded in prosecuting just a handful.

Federal investigators have identified several dozen Pentagon officials and contractors with high-level security clearances who allegedly purchased and downloaded child pornography, including an undisclosed number who used their government computers to obtain the illegal material, according to investigative reports. The investigations have included employees of the National Security Agency, the National Reconnaissance Office, and the Defense Advanced Research Projects Agency — which deal with some of the most sensitive work in intelligence and defense — among other organizations within the Defense Department. The fact that offenders include people with access to government secrets puts national security agencies “at risk of blackmail, bribery, and threats, especially since these individuals typically have access to military installations,’’ according to one report by the Defense Criminal Investigative Service from late 2009. At least two of the cases were contractors with top secret clearances at the National Security Agency, which eavesdrops on foreign communications. A separate case involves a contractor working at the National Reconnaissance Office, the agency that builds and operates the nation’s spy satellites. A large amount of pornography was found on the office computer of a program manager at the Defense Advanced Research Projects Agency. DARPA is responsible for developing some of the military’s most secret weapons and technologies.

The Vatican issued revisions to its internal laws on [July 15] making it easier to discipline sex-abuser priests, but caused confusion by also stating that ordaining women as priests was as grave an offense as pedophilia. The decision to link the issues appears to reflect the determination of embattled Vatican leaders to resist any suggestion that pedophilia within the priesthood can be addressed by ending the celibacy requirement or by allowing women to become priests. The Vatican spokesman, the Rev. Federico Lombardi, said the changes showed the church’s commitment to tackling child sexual abuse with “rigor and transparency.” Those measures fell short of the hopes of many advocates for victims of priestly abuse, who dismissed them as “tweaking” rather than a bold overhaul. The new rules do not, for example, hold bishops accountable for abuse by priests on their watch, nor do they require them to report sexual abuse to civil authorities. But what astonished many Catholics was the inclusion of the attempt to ordain women in a list of the “more grave delicts,” or offenses, which included pedophilia, as well as heresy, apostasy and schism. The issue, some critics said, was less the ordination of women, which is not discussed seriously inside the church hierarchy, but the Vatican’s suggestion that pedophilia is a comparable crime in a document billed a response to the sexual abuse crisis.

The Vatican on [June 28] issued an unprecedented rebuke of a top cardinal who had accused the retired Vatican No. 2 of blocking clerical sex abuse investigations, publicly dressing down a man who had been praised for his criticism of church abuse cover-ups. The silencing of Cardinal Christoph Schoenborn, the archbishop of Vienna and long considered a papal contender, drew heated criticism from clerical abuse victims. They said the Vatican should be honoring Schoenborn, not publicly humiliating him, for his calls for greater transparency and demands for a crackdown on priests who rape and sodomize children. Schoenborn has also called for an open discussion of priestly celibacy, views that the Vatican said he "clarified" on Monday during an audience with the pope. Schoenborn had accused the former Vatican secretary of state, Cardinal Angelo Sodano, in April of blocking a church investigation into the late Austrian Cardinal Hans Hermann Groer, who was accused by victims in 1995 of abusing boys at a seminary. "With his words, Benedict professes concern for victims. But by his actions, Benedict shows concern for his colleagues," said David Clohessy, executive director of SNAP, the Survivors Network of those Abused by Priests.

It emerged in April that Cardinal Dario Castrillon Hoyos, a Colombian who for 10 years was in charge of the Vatican department that supervises the clergy, wrote in 2001 with gushing approval to the Bishop of Bayeux, who went to jail rather than give French authorities information about a priest who had raped a minor. "I congratulate you for not turning in a priest to the civil administration," he wrote. "I am delighted to have a colleague ... who ... has preferred prison to turning in his son-priest." The Vatican confirmed the authenticity of the letter, which had been posted on a French website. But then Castrillon Hoyos himself added a crucial detail. In a radio interview he said the letter was the outcome of a high-level meeting of cardinals at which [Cardinal Ratzinger, now Pope Benedict] had been present. If the Pope wants to purge paedophilia from the church he must confront the compromised figures within the Curia and dismiss them. Pope Benedict XVI would like the Catholic Church to be very different from the one that ballooned out of all proportion under John Paul, purer, more beautiful, more austere. But far from moulding the church in his own image, he now risks having his own heritage fatally compromised.

A prominent Catholic priest, praised by Pope John Paul II as "an efficacious guide to youth," Father Marcial Maciel, sexually abused not only young seminarians under his control but also abused his own children, according to a lawsuit filed today in Connecticut by a man who claims to be Maciel's son. The priest's son, Raul Gonzalez, 30, says he thought his father worked for the CIA or an international oil company, until he saw the priest's picture in a 1997 magazine article detailing allegations of sexual abuse. Under Father Maciel, the Legion of Christ became one of the Roman Catholic Church's most prominent, conservative and financially successful orders. Among its many supporters is Mexican billionaire Carlos Slim. [The] Vatican ignored reports of sexual abuse by Maciel since the 1950s, until he was forced out of the Legion by Pope Benedict XVI in 2006. Citing his age, the Vatican Congregation for the Doctrine of the Faith declined to put Maciel on trial but he was ordered to a "life of prayer and penitence." [A] lawsuit filed by Maciel's alleged son claims the Vatican and the presiding Pope from the 1950's until 2002 "engaged in a conspiracy to conceal their knowledge of Maciel's serial delicts, including the repeated sexual abuse of children." The lawsuit claims Maciel "gained influence and protection from the Vatican through giving substantial monies to Vatican officials" and providing other benefits and gifts.

Pope Benedict XVI on [May 11] issued his most forceful remarks on the sexual abuse crisis sweeping the Catholic Church. He called it �truly terrifying� and, in a marked shift in tone, suggested that its origins lay with abusive priests and with highly placed church officials who for decades concealed or minimized the problem. The problem, he said, was �the sin inside the church,� and by implication not accusations from victims or the media. �Forgiveness is not a substitute for justice,� he said, in remarks that underscored the Vatican�s recent if fitful efforts to break with a longstanding practice of handling abuse cases inside the church, rather than reporting abuse to civil authorities for prosecution. Victims groups said they were still waiting for concrete action more than words, and the Vatican has not yet announced whether it will change its norms for handling abuse. Benedict ... has been criticized for not acting aggressively enough against allegations of abuse as archbishop of Munich and later as the head of a powerful Vatican office.

As recently as 2007, 98 percent of Irish schools were run by the Catholic Church. Schools for troubled youth have been rife with barbaric corporal punishments, psychological abuse and sexual abuse. In October 2005, a report sponsored by the Irish government identified more than 100 allegations of sexual abuse by priests in Ferns, a small town 70 miles south of Dublin, between 1962 and 2002. Accused priests weren't investigated by police; they were deemed to be suffering a "moral" problem. In 2009, a similar report implicated Dublin archbishops in hiding sexual abuse scandals between 1975 and 2004. Pope Benedict's so-called apology takes no responsibility for the transgressions of Irish priests. His letter states that "the Church in Ireland must first acknowledge before the Lord and before others the serious sins committed against defenceless children." What about the Vatican's complicity in those sins? Benedict's infamous 2001 letter to bishops around the world ordered them to keep sexual abuse allegations secret under threat of excommunication -- updating a noxious church policy, expressed in a 1962 document, that both priests accused of sex crimes and their victims "observe the strictest secret" and be "restrained by a perpetual silence."

There he was, five decades later, the priest who had raped Joe Callander in Massachusetts. The photo in the Roman Catholic newsletter showed him with a smile across his wrinkled face, near-naked Amazon Indian children in his arms and at his feet. The Rev. Mario Pezzotti was working with children and supervising other priests in Brazil. It's not an isolated example. In an investigation spanning 21 countries across six continents, The Associated Press found 30 cases of priests accused of abuse who were transferred or moved abroad. Some escaped police investigations. Many had access to children in another country, and some abused again. A priest who admitted to abuse in Los Angeles went to the Philippines, where U.S. church officials mailed him checks and advised him not to reveal their source. A priest in Canada was convicted of sexual abuse and then moved to France, where he was convicted of abuse again in 2005. Another priest was moved back and forth between Ireland and England, despite being diagnosed as a pederast, a man who commits sodomy with boys. "The pattern is if a priest gets into trouble and it's close to becoming a scandal or if the law might get involved, they send them to the missions abroad," said Richard Sipe, a former Benedictine monk and critic of what he says is a practice of international transfers of accused and admitted priest child abusers. "Anything to avoid a scandal."

For years, the Catholic Church has quietly sent priests accused of sexual transgressions to psychiatric centers for treatment. Dr. Leslie Lothstein has treated more than 300 Catholic priests at one of those centers, the Institute of Living in Hartford, Conn. Lothstein, who is not Catholic himself, says many of his patients have sexual problems. And he says the church does not always follow psychologists' directives about patients who are treated. "My experience was that if it was said to one of the clergy who was in charge ... that this person needs to have much more supervision, they would say, 'Oh yes, yes, it'll be there, they'll have supervision.' But then what happened was they went back to their normal, everyday work. And in going back to it, we learned much later that they didn't have the supervision." Lothstein says there's a "universal feeling" that if a priest has had sexual activity with a child, he should not be around children. But, he says, it didn't always work out that way. "In my experience, there were some people who were sent right back to working in youth ministries, and they often offended," he says. "There was also a subgroup of people that I saw in my private practice where they were sent back by their religious order to a foreign country, and within that country continued to molest children. And it was just horrible."
