Up to 30 hospitals are now under investigation as part of the inquiry into Jimmy Savile's alleged abuse of patients at NHS hospitals. Inquiries had originally just focused on Broadmoor and Stoke Mandeville and Leeds General Infirmary. When children tell adults they are being abused, their confidants only take action in just over half of cases, according to a study by the NSPCC [National Society for the Prevention of Cruelty to Children]. Eight out of 10 abused under-18s tried to tell an adult, according to research based on interviews with 60 young adults. But adults acted in only 58 per cent of cases. One young woman described how police and social workers bungled her attempts to report her sexually abusive father. "The first time I told, I told my teacher, and then a social worker came, and two police officers. But they invited my mum and dad and sat them in the room with me. Then they asked me what happened, and so I denied it and said, 'No, nothing's happening,' because I could see my dad in the corner and I just thought, 'Oh my God!'" It took an average of seven years for those children who had been sexually abused to successfully tell someone about what was happening and to get help. Pam Miller, co-author of the report called No One Noticed, No One Heard, ..., said: "We were surprised at the number of people who had told someone about their abuse as a child, particularly given the extreme amount of abuse they suffered."

The Christian mission field is a "magnet" for sexual abusers, Boz Tchividjian, a Liberty University law professor who investigates abuse said Thursday to a room of journalists. While comparing evangelicals to Catholics on abuse response, "I think we are worse," he said at the Religion Newswriters Association conference, saying too many evangelicals had "sacrificed the souls" of young victims. "Protestants can be very arrogant when pointing to Catholics," said Tchividjian, a grandson of evangelist Billy Graham and executive director of Godly Response to Abuse in the Christian Environment (GRACE), which has investigated sex abuse allegations. Earlier this summer, GRACE spearheaded an online petition decrying the "silence" and "inattention" of evangelical leaders to sexual abuse in their churches. Still, [Tchividjian] says, he sees some positive movements among some Protestants. Abusers discourage whistle-blowing by condemning gossip to try to keep people from reporting abuse, he said. Victims are also told to protect the reputation of Jesus. Too many Protestant institutions have sacrificed souls in order to protect their institutions, he said. "We’ve got the Gospels backwards," he said. Tchividjian said he is speaking with Pepperdine University, a Church of Christ-affiliated school in California, about creating a national GRACE center.

An Australian inquiry into church and institutional child abuse began public hearings [on September 9], with warnings that widespread and "shocking" allegations would be heard against places of worship, orphanages, community groups and schools. Justice Peter McClellan opened the hearings in the Royal Commission into Institutional Responses to Child Sexual Abuse, announced by the government last November, saying that thousands of people had so far come forward. "It is now well known that the sexual abuse of children has been widespread in the Australian community, however the full range of institutions in which it has occurred is not generally understood," McClellan said in an address. "Many of the stories we are hearing will shock many people." Some "preliminary themes have already emerged", he said. In residential institutions such as orphanages and boarding schools ... the commission had established that "sexual abuse is almost always accompanied by almost unbelievable levels of physical violence inflicted on the children by the adults who have responsibility for their welfare". The events would often set off a domino effect, with a victim's schoolwork suffering, limiting their future employment prospects, and their ability to trust others and form relationships damaged beyond repair. "The damage to an individual, be it a boy or girl, who was abused at a time when, because of their age, they are unable to resist an abuser or report the abuse to others, may be life-changing," he said, adding that even "low level" abuse could have "catastrophic" consequences.

In the first major study of child abuse and neglect in 20 years, researchers with the National Academy of Sciences reported [on September 12] that the damaging consequences of abuse can not only reshape a child’s brain but also last a lifetime. Untreated, the effects of child abuse and neglect, the researchers found, can profoundly influence victims’ physical and mental health, their ability to control emotions and impulses, their achievement in school, and the relationships they form as children and as adults. The researchers recommended an “immediate, coordinated” national strategy to better understand, treat and prevent child abuse and neglect, noting that each year, abuse and neglect costs an estimated $80 billion in the direct costs of hospitalization, law enforcement and child welfare and the indirect costs of special education, juvenile and adult criminal justice, adult homelessness, and lost work productivity. The report ... found that while rates of physical and sexual child abuse have declined in the past 20 years, rates of emotional and psychological abuse, the kind that can produce the most serious long-lasting effects, have increased. Every year, child-protection agencies receive 3 million referrals for child abuse and neglect involving about 6 million children, the report found, though with unreported instances, the actual number is probably much higher, the researchers said. Child victims are equally likely to be male or female, the report found. The majority are younger than 5. About 80 percent of the perpetrators are parents, the vast majority biological parents. Amid the parties and fun of Super Bowl 2013, authorities say, there is a dark underworld of girls and women being forced into the sex trade. Sitting in the festive lobby of a New Orleans hotel, festooned with San Francisco 49ers and Baltimore Ravens decorations, Clemmie Greenlee, a former victim of sex trafficking from Nashville, recalled being brought to cities around the South to prostitute for those attending such large-scale events. For Greenlee's pimps, the influx of people provided a massive money-making opportunity. "When they come to these kinds of events, the first thing you're told is how many you're gonna perform a day," she said. "You've got to go through 25 men a day, or you're going through 50 of them. When they give you that number, you better make that number." Having been abducted and gang-raped by her captors at age 12, Greenlee said, she was one of about eight girls controlled by a ring of pimps, men who injected them with heroin and, at times, kept them handcuffed to beds. For trying to run away, she was once stabbed in the back. Now 53, Greenlee works at Eden House in Uptown New Orleans, the first shelter for sex-trafficking victims in Louisiana; the center opened in October 2012. "If you don't make that number [of sex customers], you're going to dearly, dearly, severely pay for it," Greenlee said. "[The victims] are terrified. We already know what power they have shown us. So either you come back to them, or you find out two days later they either got your grandmother or they just broke your little baby's arm.

A video made by 11 year-old Yemeni girl Nada Al-Adhal speaking about child marriage has gone viral. After it was translated and posted on YouTube, over seven million have watched Al-Adhal petition against the widespread practice of forced child marriages which led her to flee her family, and which, according to her powerful appeal, leads to the suicides of children all over Yemen. “Go ahead and marry me off. I’ll kill myself, just like that”, she says in a message to her parents. “I’m better off dead”. Twenty years after the Convention on the Rights of the Child passed through the UN, envisioning a future in which all children have the right to be safeguarded against violence, exploitation and abuse, Al-Adhal’s campaign against child marriage is only one example of children around the world speaking out against continuing violations against their human rights. In 2009 Manan Ansari, a young child labour activist from Jharkhand, [India] spoke at the International Labour Conference about his experiences as a child working in the mica mines of the region, and his work to free children from the dangers of the labour and give them access to school education. Almost 300 current and former female Mounties have come forward to join a class-action lawsuit alleging harassment within the ranks of the RCMP. Documents filed in [British Columbia] Supreme Court ... in support of class-action certification say the action now includes 282 women from all territories and provinces across Canada. The civil suit was filed last year by Janet Merlo, a former RCMP officer. Merlo, who alleges she suffered bullying and verbal abuse throughout a career that began in March 1991 and ended in March 2010, says she is overwhelmed by the number of other women who have come forward. In her claim, Merlo describes a number of humiliating incidents that she alleges occurred during the course of her 19 years with the force. The alleged incidents described in Merlo's affidavit range from receiving verbal propositions, to facing gender-based comments challenging her ability to perform her duties, to witnessing differences in how male and female officers were accommodated at her workplace.

The Attorney General is to examine whether disgraced former BBC broadcaster Stuart Hall’s 15-month sentence for indecent assault was “unduly lenient”. The 83-year-old former BBC sports presenter was sent to jail on Monday after admitting a series of indecent assaults on girls as young as nine, but may only serve half of his sentence. Despite initially telling police his victims were all lying ... the former It’s a Knockout host admitted his guilt ... and was jailed on 14 counts of indecent assault. But MPs and campaigners last night reacted with anger at what they felt was a light sentence. The Director of Public Prosecutions, Emily Thornberry, Labour’s shadow Attorney General, said the sentence “surely cannot be strong enough for the seriousness and circumstances of the crime”. She added: “15 months is not just a lenient sentence, it is unduly lenient. Harriet Harman, the shadow Deputy Prime Minister, wrote on Twitter: “18 years offending and Stuart Hall gets less than 18 months.” One victim, who was just 13 when Hall sexually assaulted her, said yesterday that she knew of more girls who had not yet spoken out, including one who was just eight when the alleged abuse took place. Hall ... was described as an “opportunistic predator” who targeted his victims between 1967 and 1987. For half a century he was a much-loved, light entertainer who could often be found unable to contain his laughter on television. But ... his career as one of the country’s most prominent figures in British broadcasting ending in disgrace after string of sexual abuses were first revealed last year.

Seventeen years ago, a nervous-sounding woman rang and asked me to publicise a top-secret report. She was not the whistleblower, she explained, but a go-between. She would not give me her name: “It’s safer if you don’t know.” That secret report revealed the extensive rape and savage beating of countless children in North Wales children’s homes. It was titled “Child Abuse: An independent investigation commissioned by Clwyd County Council, period 1974-1995”. Last week, John Jillings’ report on the Clwyd scandal was finally published. But Flintshire county council – successor to Clwyd – has heavily censored it. I dug out the original and discovered, unsurprisingly, that the cover-up continues. At least one paper and a news channel independently acquired the report: clearly, others whistle-blew. The coverage was widespread, and the whistleblowers’ drip-feed strategy worked: no one was arrested or sued. Clamour mounted, and the Government announced a public inquiry. The late judge, Sir Ronald Waterhouse, took evidence over three years, and in 2000 produced a report, “Lost in Care”. His tribunal had cost millions and ultimately achieved little, other than fat fees for lawyers. It amplified the horrors described by Jillings but it did not lead to arrests or managers being disciplined or struck off. The authorities had issued such stern libel threats to Jillings’s panel that it only named a few of the accused staff who were allowed to resign unpunished. But he exposed the excuses of the jobsworths who allowed sadists to control these terrible homes. This is the real censored dynamite in the report.

Law enforcement officials announced [on July 15] that a recent five-week sweep snared more than 250 suspected child predators, including nine teachers and three clergymen. Director of Immigration and Customs Enforcement John Morton said that 255 child predators were arrested and 61 child victims were rescued in so-called "Operation iGuardian," which targeted online sexual abusers as well as those who possess, produce or trade child pornography. Morton said that the international investigation, which ran from May 28 to June 30, revealed that online sexual abuse is pervasive and growing. The majority of the rescued child victims were girls, Morton said. Twenty-two of the victims were 9 years old or younger -- including four under the age of 3. The remaining 39 children were between the ages of 10 and 17. Of those arrested, 20 people were charged with online sexual enticement of a minor, with the remaining 235 people charged with child pornography production, possession or distribution of child pornography, traveling with the intent to have sex with a minor, or other offenses, including rape. Only four of the suspected predators nabbed in the investigation were women. Investigators have arrested 1,674 people in similar investigations this fiscal year alone, ICE officials said.

Live streaming of child sex abuse via webcams is an emerging threat, experts have warned, amid a doubling of reported indecent images. The Child Exploitation and Online Protection Centre said children were being "abused to order". Offenders targeted vulnerable families overseas, paying them to facilitate child abuse, according to its report. CEOP said those carrying out abuse used a "hidden internet" to disguise their identity and avoid detection. The child protection body - part of Home Office's Serious Organised Crime Agency - said it received 8,000 reports of indecent images of children being shared last year. It said live streaming emerged in 2012 as a means of producing and distributing images. "We're seeing cases where they're effectively being abused to order for paying customers," chief executive Peter Davies told the BBC. He said some of those exploiting children via the internet were in the UK. An estimated 50,000 UK web users are involved in distributing abuse images. Children were forced to engage in sexual activity on live webcams in exchange for payment to the family or organised crime gangs. Tech-savvy paedophiles have turned to networks specifically designed to conceal the identity and location of their users. Using a variety of technological tricks, so-called "dark nets" - Tor, I2P, Freenet and many others - hide the giveaway identifiers while allowing people to go on using the web.

Files released by the Roman Catholic Archdiocese of Milwaukee ... reveal that in 2007, Cardinal Timothy F. Dolan, then the archbishop there, requested permission from the Vatican to move nearly $57 million into a cemetery trust fund to protect the assets from victims of clergy sexual abuse who were demanding compensation. Cardinal Dolan, now the archbishop of New York, has emphatically denied seeking to shield church funds as the archbishop of Milwaukee from 2002 to 2009. He [said in a statement] that these were “old and discredited attacks.” However, the files contain a 2007 letter to the Vatican in which he explains that by transferring the assets, “I foresee an improved protection of these funds from any legal claim and liability.” The Vatican approved the request in five weeks, the files show. The release of more than 6,000 pages of documents on Monday was hailed by victims and their advocates as a vindication and a historic step toward transparency and accountability. They were well aware that the archives would bring unusually intense scrutiny to the country’s most high-profile prelate, Cardinal Dolan. The documents lift the curtain on his role as a workaday church functionary concerned with safeguarding assets, persuading abusive priests to leave voluntarily in exchange for continued stipends and benefits, and complying with Rome’s sluggish canonical procedures for dismissing uncooperative priests. In one case, the Vatican took five years to remove a convicted sex offender from the priesthood.

How could more than 130,000 children be shipped from Britain to Australia and other Commonwealth countries, often without their parents' knowledge, and the world not know about it? [This is] the chilling poser at the heart of Jim Loach's debut film, Oranges and Sunshine, which centres on a policy that saw children from poor and struggling families sent halfway across the world to a promised new life. Instead, many endured virtual slave labour and, in some extreme cases, serial abuse. In the film, we follow Margaret [as] she gradually uncovers the devastating effects that the deportation has had on its victims. In Australia, Margaret's efforts amass evidence that defenceless children, in the care of the Roman Catholic Christian Brotherhood, have been physically and sexually abused by members of the order. However, Margaret is seen as a troublemaker, an outsider stirring up long-forgotten memories. Back in the UK, charities and government officials are refusing to accept responsibility for sending the children abroad. She receives death threats. Margaret eventually finds personal solace as her efforts finally come to fruition. Families are brought back together after decades apart, and the now grown-up children are able to establish their true identities. Finally, in 2009-10, after many years of official denial and vacillation, there are full public apologies from the Australian and British governments. Loach's film intelligently explores a grave injustice. The title, Oranges and Sunshine, refers to the inviting picture of a new life sold to the children in advance of their long journey to the other side of the world. It is a shattering, yet inspiring story.

After I wrote an article about misogyny found on Facebook, people began to send me links to content that they had tried and failed to have removed by the site. Among these was a seven-minute video depicting a gang-rape of a girl by the side of the road. I began looking more deeply into the subject. I came across "humor" pages with names like "Raping Your Girlfriend." There were easily accessed pictures and videos of girls and women frightened, humiliated, bruised, beaten, raped, [and] bathed in blood. In one instance, Facebook declined to remove an image of a woman, mouth covered in tape, in which the caption read, "Don't tap her and rap her. Tape her and rape her." The photo went viral. Facebook's response ... "the photo ... did not violate our community standards." I joined [others] to launch a global campaign to confront institutionalized sexism in media. We wrote an open letter to Facebook, co-signed by more than 100 organizations, asking the company ... to train people to recognize violence against women as hateful. We encouraged users of Facebook to send messages to its advertisers encouraging them to boycott the social media network. Over seven days, men and women around the world sent more than 60,000 tweets ... and 5,000 e-mails to targeted advertisers, 16 of whom withdrew their advertising. Facebook responded, noting that its "systems to identify and remove hate speech have failed to work as effectively" as they would like. We are in the midst of a shifting cultural tide in which gender based violence -- historically kept private -- is better understood as a pandemic problem. Facebook's action represents an open acknowledgment that violence against women is a serious issue [that] deserves serious attention.

For years Facebook has maintained an imperious and stony silence against pleas from users and victims about its most objectionable content. But on May 27th, Facebook finally flinched. And then it cratered, caved and capitulated in the course of a single phone call after a one-week #fbrape campaign by the smartest feminists on the planet. In the end, it was all about the money. WAM (Women Action Media), feminist Soraya Chemaly and Everyday Sexism in the UK took direct aim at Facebook's advertising revenue stream. They publicly showed major advertisers their own paid ads prominently displayed ... on horrific rape-oriented Facebook pages. It was too much for Nissan and the insurance giant Nationwide, which both pulled their ads immediately. Organizers then aimed a blistering barrage of social media messages to Dove, American Express, ZipCar and other brands, demanding that they too withdraw their ads. Why did Facebook move so swiftly to staunch the bleeding? To put it simply, it had to. Advertising dollars are the octane that fuels Facebook. The #fbrape campaign organizers seized on the key paradox and gaping vulnerability in the advertising model. Although monetized like a titanic broadcast network, Facebook's content ethic is actually stuck on [a] frat-boy setting. A striking mismatch exists between the chaos generated by a billion content up-loaders and the brand discipline demanded by multi-billion dollar advertisers. No advertiser can risk having its brand associated with violent rape, gore, or child abuse porn, all of which are widely disseminated on Facebook by an army of trolls and goons.

If it weren't for Deric Lostutter (aka KYAnonymous), the Steubenville High School rape scandal may not have received the national attention it did. Lostutter is responsible for exposing the suspects' tweets, videos and Instagram photos that had bragged about the incident and were circulated among other students. But due to his ties to other hackers who (he claims) compromised the school's football team fan page, the FBI raided his home. If convicted for the hacking, Lostutter could face up to 10 years behind bars. The football players found guilty of raping the 16-year-old victim? The government says 1 in 10 youths at juvenile detention facilities around the country reported having been sexually victimized by staff or by other youths. The study by the Bureau of Justice Statistics found that ... more than 1,300 youths [reported] victimization by adult staff. According to the bureau, about 2.5 percent of juveniles, or 450, reported a sexual incident involving another youth last year, and 7.7 percent, or 1,390, reported an incident involving facility staff. The survey mandated by the Prison Rape Elimination Act defines sexual victimization as any unwanted sexual activity between youth and all sexual activity between youth and adult staff. One in five victims of staff sexual misconduct reported experiencing physical force or threats. One in five said they were given drugs or alcohol to engage in sexual contact. "It's deeply troubling that staff — the very people charged with helping these young people turn their lives around — are the primary perpetrators of sexual abuse," said Lovisa Stannow, executive director of Just Detention International, an advocacy group. "Today's report illustrates the fundamental failure of many juvenile detention facilities to keep their youth safe, and to demand that staff uphold the most basic standards of professional behavior." There was marked improvement in the figures between 2008-09 and 2012. The rate of sexual victimization dropped from 12.6 percent to 9.9 percent in that period.

Twenty BBC employees have faced 36 allegations of sexually abusing children and teenage victims since the Jimmy Savile scandal rocked the corporation last year. The complaints about an unknown number of victims under the age of 18 have come to light in the six months since October, according to a Freedom of Information request to the BBC. The [20] have worked for the BBC in some capacity over the past five decades. The complaints were among a total of 152 recent and historic allegations of sexual abuse against 81 BBC employees and freelancers, including 48 about Savile. Half of the accused are current members of BBC staff or contributors, the FoI request revealed, and cases against five are being examined by the police. Of these, three have been suspended pending the outcome of the police investigations. Allegations about 25 current staff or freelance contributors had been reported to police, with no further action taken in 20 cases. Some of the allegations are expected to be passed to the Dame Janet Smith review, the judge-led inquiry into the culture and practices of the BBC in the Savile era. The 152 allegations are understood to be separate to the 37 cases of alleged sexual harassment at the BBC uncovered by Dinah Rose QC in her review, published on 2 May, that examined the past six years.

Australia's most senior Catholic official has apologised for decades of child sex abuse by priests. During questioning at a state parliamentary inquiry, Cardinal George Pell said a culture of silence within the church was partly responsible. The Catholic church in Victoria state confirmed more than 600 cases of child abuse by its clergy since the 1930s. The hearings in Victoria are running alongside a national inquiry into abuse in state and religious institutions. Cardinal Pell ... denied being personally involved in the cover-up of paedophile priests, but acknowledged it happened. He has been accused of wilful blindness and what one parent called a sociopathic lack of empathy towards the victims and their families. He acknowledged, however, that his predecessor as Melbourne archbishop, Frank Little - who died in 2008 - "did cover up" child sex abuse cases.
