A charity has been criticised after suggesting paedophiles should be given life-like child sex dolls on prescription. In North Carolina, a person cannot withdraw consent for sex once intercourse is taking place. Because of a 1979 state supreme court ruling that has never been overturned, continuing to have sex with someone who consented then backed out isn’t considered to be rape. The North Carolina law is an example of how the US legal system has not always kept pace with evolving ideas about rape, sex and consent. Just last year, an Oklahoma court ruled that the state’s forcible sodomy statute did not criminalize oral sex with a victim who is completely unconscious. The toughest charge available to prosecutors was unwanted touching. But the North Carolina law appears to be unique. A prominent survivor of clerical sex abuse has resigned from a special Vatican commission that was created by Pope Francis to tackle the problem, saying the church’s most senior clerics continue to put “other concerns” before the safety of children and vulnerable adults. Australia’s senior Roman Catholic prelate, and one of Pope Francis’ top advisers, has been charged with sexual assault, the police in the Australian state of Victoria said on Thursday. The prelate, Cardinal George Pell, became the highest-ranking Vatican official in recent years to face criminal charges involving accusations of sexual offenses. A key member of the Scottish government's child abuse inquiry has resigned, saying it is "doomed" by government interference. Psychology professor Michael Lamb said there had been "repeated threats" to the independence of the Scottish Child Abuse Inquiry. The major review is scheduled to last four years, but has been criticised by survivors of abuse. The inquiry, which concerns historical allegations of child abuse in Scotland, will examine the extent of abuse of children in care, and identify any systemic failures. There was a time when truck driver Kevin Kimmel knew little about the scourge of human trafficking. That all changed when he pulled into a gas station [and] a "kind of unusual" family recreational vehicle parked nearby caught his eye. Kimmel ... saw what he thought was a "minor female" appear from behind [a] curtain before abruptly disappearing. He immediately [called] the local sheriff. Police cars were soon on the scene. In fact, more than 167,000 young people age 17 and under married in 38 states between 2000 and 2010. Among the states with the highest rates of child marriages were Arkansas, Idaho and Kentucky. The number of child marriages has been falling, but every state in America still allows underage girls to marry, typically with the consent of parents, a judge or both. Twenty-seven states do not even set a minimum age by statute. A great majority of the child marriages involve girls and adult men. The first hearing in the Scottish child abuse inquiry has heard apologies from organisations which ran children's homes around the country. More than 60 institutions, including several top private schools and church bodies, are being investigated. The inquiry, which is being chaired by Lady Smith, is looking in detail at historical abuse of children in residential care. It is expected to report in late 2019 - four years after it was set up. The opening session in Edinburgh heard apologies from groups who said they "deplored that physical sexual abuses could occur". The new Netflix series “The Keepers” focuses on the slaying of Sister Catherine Cesnik in 1969, but also examines allegations of sexual abuse committed by Catholic priests and covered up by the church. On Tuesday, Baltimore police created an online form for those who think they were victimized long ago and may now want to report it. Cesnik taught at Archbishop Keough High School in Baltimore and disappeared in November 1969. Her body was found ... in January 1970. Her killer was never found. In the 1990s, a number of women came forward to allege that the chaplain at Keough, the Rev. A. Joseph Maskell, had sexually molested them. One woman told the Baltimore Sun that Maskell had taken her to Cesnik’s body. Other women said that they confided in Cesnik about sexual abuse by Maskell and that she may have been preparing to confront the priest about this. Maskell denied committing any sex crimes or murder and was never charged before his death in 2001. A seven-part documentary about the case was released by Netflix on Friday. Baltimore police spokesman T.J. Smith said after the series was released, “We’ve heard from people who previously hadn’t reported their offense. We just wanted to streamline the process. But the promises, the federal authorities say, came with an enormous toll: The women were required to work as prostitutes in cities all over this country until they could pay off exorbitant “bondage debts.” Law enforcement authorities on Thursday announced federal sex-trafficking conspiracy charges against 21 people, part of what they described as one of the most elaborate ... sex-trafficking operations they had seen. A new federal lawsuit against Baylor University accuses football players of drugging and gang-raping young women as part of a hazing or bonding ritual - and the university of failing to investigate the pervasive sexual assault. The suit ... was filed by "Jane Doe," who says she was raped by four to eight Baylor players in February 2012. Her Title IX suit says the school's "deliberately indifferent response" effectively denied her educational opportunities. The alleged assaults and other criminal activities took place during former head football coach Art Briles' tenure at the school in Waco, Texas. Briles and former university President Ken Starr were both removed from their posts last year after a wave of sexual assault allegations against Baylor players. Earlier this year, a lawsuit by "Elizabeth Doe" alleged that ... at least 52 rapes and at least five gang rapes were carried out by more than 30 Baylor players. Several officers of the U.S. Customs and Border Protection Agency have come forward with bombshell allegations against their colleagues at Newark Airport in New Jersey. Three officers told NBC New York they were sexually assaulted as part of disturbing rituals that involved being duct-taped to a table other officers called the “rape table.” While no one ever removed their clothes, other officers would forcibly rub their genital areas on the victims strapped to the table, as well as grab them. This practice has been happening for years. “Hazing wouldn’t do this justice,” CBP officer Vito Degironimo told NBC. “This is complete assault. They take you in a room and your fellow officers are all watching as officers grab you.” Diana Cifuentes and Dan Arencibia told the station they managed to avoid the table, but experienced other horrific harassment from colleagues. At one point, Cifuentes said, someone pointed a gun at her in the office. CBP agent [Charlie Smith] corroborated the trio’s allegations in an interview with the Daily Beast, saying he’s heard stories of 17 similar assaults. Smith, who began working at Newark in 2015, said he was “recently” transferred out for his own protection after he reported the assault against Degironimo to whistleblower hotlines. A global child sexual exploitation ring has been taken down by the FBI and Europol, leading to the arrest of hundreds of suspected paedophiles. Florida man Steven W Chase, 58, was sentenced to 30 years in prison for creating what is believed to have been “the world’s largest child pornography website” with more than 150,000 users. In total some 870 people were arrested or convicted worldwide, including 368 in Europe alone, and so far at least 259 sexually abused children have been identified or rescued from abusers outside the US. Chase created the website, called 'Playpen', in August 2014 on the Dark Web network Tor, where people can communicate and access material anonymously through "hidden service" websites. Special Agent Dan Alfin ... pointed out the initial difficulty in investigating the case. “Given the nature of how Tor hidden services work, there was not much we could do about it," he said. However, in December 2014, Chase accidently revealed Playpen’s IP address in Florida, prompting a foreign law enforcement agency to contact the FBI. A copy of the website was seized by US law enforcement; search warrants were issued for email accounts and eventually, said Mr Alfin, “everything led back to Steven Chase”. A cybersecurity taskforce chief turned child pornography collector seems poised to dodge prison. Before agents arrived at his house across from Ballard’s West Woodland Elementary School ... Brian Haller led the Seattle chapter of an FBI/private-sector group tasked with fighting computer crime. Haller had access to a secure FBI online platform and email system, though he is not alleged to have used either to collect child porn. Haller was one of the smaller fish caught in an expansive FBI sting last year. Agents found the law enforcement insider used a “dark web” service – a Tor network site – to collect 600 files capturing the sexual abuse and exploitation of countless children. Usually, Haller’s crimes could carry a five-year prison term. Instead, federal prosecutors have asked that Haller, 40, be spared even jail time when he is sentenced Friday for possession of child pornography. The standard sentencing range for a defendant like Haller is four to five years in federal prison. [Haller] was identified through a wide-ranging, controversial sting operation [that] has prompted charges against more than 130 others, including a Vancouver special education worker and a Fort Lewis soldier.

There was once a time - before the investigations, before the sexual abuse conviction - when rich and famous men loved to hang around with Jeffrey Epstein, a billionaire money manager who loved to party. President Trump called Epstein a “terrific guy” back in 2002, saying that “he’s a lot of fun to be with. He likes beautiful women as much as I do, and many of them are on the younger side.” Now, Trump is on the witness list in a Florida court battle over how federal prosecutors handled allegations that Epstein, 64, sexually abused more than 40 minor girls, most of them between the ages of 13 and 17. Eventually, federal investigators and prosecutors built a case against Epstein ... that involved 17 witnesses and five other underaged women. Acosta also deviated from legal norms when he granted the deal without first notifying the young women who had spoken to investigators about their experiences with the billionaire. An Associated Press investigation of U.N. missions during the past 12 years found nearly 2,000 allegations of sexual abuse and exploitation by peacekeepers and other personnel around the world. More than 300 of the allegations involved children. Only a fraction of the alleged perpetrators served jail time. In Haiti, at least 134 Sri Lankan peacekeepers exploited nine children in a sex ring from 2004 to 2007, according to an internal U.N. report. 114 peacekeepers were sent home. None was ever imprisoned. In March, U.N. Secretary-General Antonio Guterres announced new measures to tackle sexual abuse. But the proclamation had a depressingly familiar ring: More than a decade ago, the United Nations commissioned a report that promised to do much the same thing, yet most of the reforms never materialized. And in the years since, peacekeepers have been accused of sexual abuse the world over. In early February 1987, an anonymous tipster in Tallahassee, Fla., made a phone call to police. Two "well-dressed men" seemed to be "supervising" six disheveled and hungry children in a local park, the caller said. The cops went after the case like bloodhounds - at least at first. The two men were identified as members of the Finders. They were charged with child abuse in Florida. In Washington, D.C., police and U.S. Customs Service agents raided a duplex apartment building and a warehouse connected to the group. Among the evidence seized: detailed instructions on obtaining children for unknown purposes and several photographs of nude children. The more the police learned about the Finders, the more bizarre they seemed: There were suggestions of child abuse, Satanism, dealing in pornography and ritualistic animal slaughter. None of the allegations was ever proved, however. Today ... the Justice Department has begun a new investigation into the Finders. One of the unresolved questions involves allegations that the Finders are somehow linked to the Central Intelligence Agency. In 1987, when Customs agents sought to examine the evidence gathered by Washington, D.C., police, they were told that the Finders investigation "had become a CIA internal matter." The police report on the case had been classified secret. Even now, Tallahassee police complain about the handling of the Finders investigation by D.C. police. "They dropped this case," one Tallahassee investigator says, "like a hot rock."

Choate Rosemary Hall, the elite Connecticut boarding school, said on Thursday that at least 12 former teachers had sexually molested - and, in at least one case, raped - students in a pattern of abuse dating to the 1960s. A report prepared by an investigator for the board of trustees [said that] the parents of a Choate student complained to the school in the early 1980s after their daughter contracted herpes from an English teacher. And in another case, the report describes a student’s rape on a school trip to Costa Rica. None of the teachers’ actions were reported to the police. Choate ... is the latest in a string of prestigious private academies that have faced accusations of sexual abuse by faculty members, including St. George’s School, in Rhode Island, and Horace Mann and Poly Prep in New York City. In a letter to members of the school community that accompanied the report, Michael J. Carr, the chairman of the board of trustees, and Alex D. Curtis, the headmaster, apologized and thanked the victims who came forward. The report names 12 former faculty members who it says abused students, both male and female. In some cases, faculty members had sexual relationships with students for months. For years, the school kept allegations of sexual misconduct from getting out, according to the report. “Sexual misconduct matters were handled internally and quietly,” it said. “Faculty was ... was cautioned to say nothing about the situation if asked.”
