US Immigration and Customs Enforcement (ICE) may have lost track of thousands of children who immigrated to the country as unaccompanied minors, imperiling both the children's safety and the effectiveness of the immigration process, an internal watchdog report found. Between 2019 and 2023, more than 32,000 unaccompanied minors failed to show up for their immigration court hearings, and ICE was "not able to account" for all of their locations, according to a report from the ICE inspector general's office. During that period, more than 448,000 unaccompanied children overall immigrated to the US and were transferred from ICE custody to the Department of Health and Human Services (HHS), the agency responsible for placing them with a sponsor or in foster care. Once they were handed off to HHS for settlement, ICE couldn't determine all of these children's locations, and more than 291,000 of the kids were not placed into removal proceedings because ICE had never served them notices to appear or scheduled a court date for them. "Without an ability to monitor the location and status of [unaccompanied migrant children], ICE has no assurance [they] are safe from trafficking, exploitation, or forced labor," Inspector General Joseph Cuffari wrote in the report. ICE agreed with some of the report's recommendations to incorporate more automated tracking mechanisms, but argued the watchdog had "misunderstandings about the process."

Created by the Boy Scouts of America decades ago, law enforcement Explorer posts are designed to help teens and young adults learn about policing. [There are] at least 194 allegations that law enforcement personnel, mostly policemen, have groomed, sexually abused or engaged in inappropriate behavior with Explorers since 1974, an ongoing investigation by The Marshall Project has found. The vast majority of those affected were teenage girls – some as young as 13. In many programs, armed officers were allowed to be alone with teenage Explorers. In a few instances, departments minimized or dismissed the concerns of those who reported troubling behavior, records show. The officers accused of abusing teenagers spanned the ranks, from patrolmen to police chiefs. Some were department veterans cited in news articles for their community work. Many cases led to criminal charges. Some officers went to prison, while others received probation or weren't required to register as sex offenders. A few departments allowed officers to keep their jobs after a reprimand or short suspension. The Marshall Project's analysis found at least 14 departments, among 111 agencies, that had a history of repeated allegations. Slightly more than half of the cases reporters found occurred since 2000. In 2022, the Boy Scouts agreed to settle with more than 82,000 people, most of them men, who said they were abused as minors in Scouting programs.

Newly unsealed Jeffrey Epstein documents have described bombshell allegations about sex tapes involving Bill Clinton, Prince Andrew and Richard Branson. In emails sent by Epstein victim Sarah Ransome – sections of which were included as exhibits in one of the filings unsealed on Monday – she said that an unnamed friend "had sexual intercourse with Clinton, Prince Andrew and Richard Branson" and that these encounters had been filmed by Epstein and that she herself had later seen the sex tapes. In the messages, Ms Ransome said that her friend later came forward to report what happened "with Epstein, Clinton, Branson and Prince Andrew" to the police in 2008 but said that "nothing was done" and "she was made to feel like a dirty whore and a liar". A couple of months later, her friend was allegedly "approached by Special Agents Forces Men sent directly by Hilary [sic] Clinton herself, in order to protect her presidential campaign in 2008", Ms Ransome claimed. Ms Ransome went on to allege that the friend was given a "substantial" payout directly from the Clinton Foundation "to keep her quiet". She alleged that if her friend was to break the agreement to stay quiet, "she is dead". ‘IDK what to do': Thousands of teen boys are being extorted in sexting scams

Lynn and Paul were sitting in their Seattle home one night earlier this year when their son, Michael, a 17-year-old high school football player, burst into the room and made a beeline for his mom's purse. "I'm being blackmailed," he said. Michael had fallen prey to what online safety and law enforcement experts call financial sextortion, in which predators befriend victims online under false pretenses, entice them to send incriminating photos and then demand payment under threat that they'll expose the photos to family and friends. The number of sextortion cases targeting young people "has exploded in the past couple of years," with teen boys being specific targets, said Lauren Coffren, executive director of the Exploited Children Division at the National Center for Missing and Exploited Children (NCMEC). NCMEC, which serves as a clearinghouse for records of abuse, received more than 10,000 tips of financial sextortion of minors, primarily boys, in 2022 from the public as well as from electronic service providers, such as Facebook, Instagram and Snapchat, which are required by law to report cases. By the end of July 2023, NCMEC had already received more than 12,500 reports. The repercussions of the abuse are devastating: At least a dozen boys died by suicide in 2022, after they were blackmailed, according to the FBI. Meanwhile, social media companies are playing catch up to stem the tidal wave of sextortion scams targeting children.

At least 13 mayors arrested on child sex crimes since 2021

At least 12 additional then-current and former mayors have been accused of child sex crimes since 2021, ranging from child pornography to sexual assault. Phil Briggs, the mayor of Spencerville, Ohio, resigned last month after he was arrested for allegedly secretly recording his girlfriend's teenage daughters while they undressed. Ted Tomaszewski, the former mayor of Mansfield Township, New Jersey, was charged in January with sexual assault, luring and child endangerment. He is accused of engaging in multiple sex acts with a 15-year-old. Carl Johnson, the former mayor of West Bountiful, Utah, and a former bishop for The Church of Jesus Christ of Latter-day Saints, was charged in September 2022 with sexually abusing three girls under the age of 13. He pleaded not guilty to seven counts of aggravated abuse of a child. How the 'Romeo and Juliet' lawsuit could force Hollywood to reckon with its history of child abuse

Fifty-five years later, Hussey, now 71, and Whiting, now 72, are suing Paramount Pictures for child abuse. They claim that "Romeo and Juliet" director Franco Zefirelli assured the actors that they would be wearing flesh colored garments and would not be physically nude in the scene. This allegedly changed in the last days of filming when Zefirelli asked the actors to do the scene fully nude with makeup, according to the lawsuit. [Judy] Garland was forced to take barbiturates and other drugs and live on a death-defying diet while working with the studio. Garland wrote in an unpublished autobiography that she was constantly molested behind the scenes by older men, including Louis B. Mayer, the producer and cofounder of MGM. Alyson Stoner was made to act out a rape scene when she was only 6 years old. "At 6 years old, I enter a sterile white room where a stranger stands apathetically behind a camcorder on a tripod. On cue, I perform the scene. This morning, I'm being kidnapped and raped," Stoner wrote. She developed eating disorders – among other health problems – due to stress.

The government of the U.S. Virgin Islands alleges in a lawsuit filed this week that JPMorgan Chase "turned a blind eye" to evidence that disgraced financier Jeffrey Epstein used the bank to facilitate sex-trafficking activities on Little St. James, the private island he owned in the territory until his 2019 suicide. In a more than 100-page complaint filed by U.S.V.I. Attorney General Denise George in the Southern District of New York in Manhattan on Tuesday, the territory alleges that JPMorgan failed to report Epstein's suspicious activities and provided the financier with services reserved for high-wealth clients after his 2008 conviction for soliciting a minor for prostitution in Palm Beach, Fla. The complaint says the territory's Department of Justice investigation "revealed that JP Morgan knowingly, negligently, and unlawfully provided and pulled the levers through which recruiters and victims were paid and was indispensable to the operation and concealment of the Epstein trafficking enterprise." It accused the bank of ignoring evidence for "more than a decade because of Epstein's own financial footprint, and because of the deals and clients that Epstein brought and promised to bring to the bank." "These decisions were advocated and approved at the senior levels of JP Morgan," it said. The bank allegedly "facilitated and concealed wire and cash transactions that raised suspicion of – and were in fact part of – a criminal enterprise whose currency was the sexual servitude of dozens of women and girls," according to the complaint.

The government faced fresh calls for an overarching inquiry into historical cases of paedophilia as it was revealed that a total of 114 Home Office files relevant to allegations of a child abuse network have disappeared from government records. David Cameron has already ordered the Home Office permanent secretary to look into what happened to a lost dossier given earlier in the 1980s to Leon Brittan, then home secretary, by the campaigning Tory MP Geoffrey Dickens. The revelation that further relevant documents have disappeared will raise fresh fears of an establishment cover-up. Dickens, who died in 1995, had told his family that the information he handed to the home secretary in 1983 and 1984 would "blow the lid off" the lives of powerful and famous child abusers, including eight well-known figures. In a letter to Dickens at the time, Brittan suggested his information would be passed to the police, but Scotland Yard says it has no record of any investigation into the allegations. On Saturday the Home Office made public a letter to Keith Vaz, chairman of the home affairs select committee, in which the department confirmed that correspondence from Dickens had not been retained and it had found "no record of specific allegations by Mr Dickens of child sex abuse by prominent public figures".

Tens of thousands of Belgians gathered in the heart of Brussels today, waving white balloons and white flowers in a popular outpouring of anger and frustration over a widening child sex scandal. The "White March," as it was called by organizers, was one of the largest in the country's recent history, drawing some 275,000 Belgians. It capped a week of spontaneous protests that erupted after Belgium's highest court removed a magistrate widely seen as a hero in the scandal, Jean-Marc Connerotte, from investigations into a pedophile and child pornography ring. So far, 13 people have been charged in the case, which involves the kidnapping, sexual abuse and killing of several children, with at least seven young girls still missing. The court ruled that Mr. Connerotte had compromised his impartiality by accepting a free dinner at a fund-raiser for the parents of missing children. The ruling prompted the public ... to take to the streets. The dismissal also followed press reports that Mr. Connerotte was on the verge of disclosing the names of senior government officials who had been recognized on confiscated videotapes, and during allegations of a high-level cover-up. The march was intended not only as a protest ... but also as an expression of sympathy with the victims of a gang reportedly led by a convicted child rapist, Marc Dutroux, one of the 13 charged. He was released 10 years early in 1992 from a 13-year sentence for multiple child rape. Scores of videos with child pornography were seized along with him.

Afghanistan paedophile ring may be responsible for abuse of over 500 boys

A paedophile ring involved in the abuse of at least 546 boys from six schools has been discovered in Afghanistan’s Logar province. Some of the victims of the abuse have since been murdered according to the campaigners who first discovered videos of abuse posted to a Facebook page. Civil society organisation, The Logar Youth, Social and Civil Institution, which has been working in the region for 16 years, revealed the extent of the abuse after discovering more than 100 videos on the social media site. The institution is investigating other high schools in the region, believing thousands more children may have been abused. Mohammed Mussa, a lead social worker at the institution, alleges that teachers, headteachers and local authority officials are implicated in the abuse ring. According to Mussa, some of the teachers were reported to the police but were released shortly after and have not been charged. “The rapists are teachers, older students, authority figures and even extended family members,” he said. He and his team have received death threats since exposing the abuse. He added that many of the abused boys have also been threatened. “Many of the victims are blackmailed. They are forced to sell drugs or engage in illegal activities in exchange for their rape videos to not be released,” Mussa said. Patricia Gossman ... at Human Rights Watch, added: “There is impunity for child rape because very often the perpetrators are powerful men in the military, police, or other official institutions.”

Berlin to compensate victims of paedophile foster scheme

Berlin's city hall deliberately placed troubled children in the care of paedophiles. From 1969 to 2003 the authorities put at least nine boys in the hands of convicted sex offenders on the advice of a disgraced social scientist. The idea behind the Kentler experiment – named after Helmut Kentler, an academic who argued that paedophilia could have "positive consequences" – was that unruly and "feeble-minded" children would benefit from adult sexual attention. In the late 1960s Kentler persuaded West Berlin's ruling Senate that the homeless boys would jump at the opportunity to be fostered by paedophiles. One of the boys, referred to in legal proceedings as Marco, had been taken into care after suffering physical abuse at the hands of his father. In 1989, aged six, he was placed with a convicted child abuser. A year later this foster father, Fritz H, began going into Marco's room for a "cuddle". For ten years he was repeatedly beaten and raped by Fritz H. It is not known how many children were subjected to the Kentler experiment. Four years ago the Berlin Senate commissioned an inquiry into the scandal from experts at Göttingen University. Their final report has yet to be published. At the beginning of the experiment, Kentler, who died in 2008, was regarded as one of Germany's foremost sexologists and often appeared as an expert witness in court cases. He boasted of having secured the acquittal of several alleged paedophiles. In 1970 he urged the Bundestag to decriminalise sex between adults and children in West Germany.

The Biden administration's Office of Refugee Resettlement failed to vet sponsors responsible for caring for unaccompanied children apprehended crossing the border, whistleblowers told Senators Tuesday, describing several cases of apparent human trafficking involving the minors and their sponsors. [Whistleblower Deborah] White revealed that she and her colleague, Tara Rodas, first discovered a case of trafficking involving minors crossing the border in June 2021, but even after reporting it, "children continued to be sent to dangerous locations with improperly vetted sponsors." "Children were sent to addresses that were abandoned houses or nonexistent in some cases," White said. "In Michigan, a child was sent to an open field, even after we reported making an 911 call after hearing someone screaming for help, yet the child was still sent. When I raised concerns about contractor failures and asked to see the contract I was told, ‘You're not gonna get the contract and don't ask for it again.'" White ... described the case of a 16-year-old girl from Guatemala, whose sponsor claimed to be her older brother. "He was touching her inappropriately. It was clear her sponsor was not her brother," Rodas said, noting that the girl "looked drugged" and as if "she was for sale" on her sponsor's social media postings. The sponsor had other social media accounts containing child pornography, according to Rodas, explaining that it keeps her up at night.

Torrez says that he has been shocked by the findings of his team's investigations into online child sexual exploitation on Meta's platforms. Internal company documents obtained by the attorney general's office as part of its investigation have also revealed that the company estimates about 100,000 children using Facebook and Instagram receive online sexual harassment each day. The idea of the lawsuit came to [Torrez] after reading media coverage of Meta's role in child sexual exploitation, including a Guardian investigation that it was failing to report or detect the use of Facebook and Instagram for child trafficking. Federal Judge Loretta Preska in Manhattan unsealed the documents, revealing the names of numerous individuals described in a 2015 civil lawsuit as associates, affiliates or victims of Epstein. The documents include references to former Presidents Bill Clinton and Donald Trump, the magician David Copperfield, Prince Andrew, former Israeli Prime Minister Ehud Barak, actor Kevin Spacey, lawyer Alan Dershowitz, the late New Mexico Gov. The company is financed today by some of the highest-profile do-good donors in the game – or rather, the for-profit arms of their networks. In March 2022, the World Bank's financing arm – the International Finance Corporation – quietly divested from NewGlobe, the parent company of Bridge International. A series of abuse and neglect allegations in Kenya ... had caught the eye of a Nairobi-based human rights group, the East African Centre for Human Rights, or EACHRights, as well as the internal watchdog at the World Bank, known as the Compliance Advisor Ombudsman, or CAO. "I find it deeply suspect that CAO uncovers explosive child sexual abuse allegations in the course of a compliance investigation and shortly thereafter, the World Bank president unexpectedly terminates the head of the CAO," said one well-placed civil society representative whose clients have complaints before the CAO. "Meanwhile, three years after the child sexual abuse allegations came to light, the CAO has still not produced an investigation report." Each day, on average, more than 45 men in the armed forces are sexually assaulted, according to the latest Pentagon estimates. For women, it is 53 per day, according to a September 2022 Pentagon report that uses a new euphemism "unwanted sexual contact" as a "proxy measure for sexual assault." Nearly 40 percent of veterans who report to the Department of Veterans Affairs, or VA, that they have experienced military sexual trauma, or MST – sexual assault or sexual harassment – are men. 90 percent of men in the military did not report a sexual assault they experienced in 2021.

New Hulu documentary reveals dark discoveries about Victoria's Secret

For decades, mallgoers, slightly confused teenage girls and horny teenage boys have wondered what secret this mysterious Victoria is hiding. The new three-part Hulu docuseries "Victoria's Secret: Angels and Demons" explores these secrets and, well, they are less "she only wears thongs (wink)" and more "wait, was this brand just a lot of pink thongs covering up the very real exploitation of underage girls?" The business was sold to Les Wexner [in 1982]. With Victoria's Secret in about 100 stores across America, Les Wexner hired Jeffrey Epstein as an investment advisor. Then Wexner quite suddenly gave him power of attorney in 1991, the most expensive home in New York City in the mid-'90s and sold Epstein his private jet well below market value. That private jet became known in the press as the Lolita Express, aka the jet where Epstein is accused of taking underage girls to be abused and exploited. Epstein allegedly began describing himself to women he'd meet as a recruiter for Victoria's Secret models in 1993. Wexner claims he cut all ties with Epstein after his first arrest, and he would go on to publicly condemn Epstein after his death in 2019, but the documentary alleges that L Brands directly paid for Epstein's legal defense, which was never publicly reported. There [was] a reported instance where Epstein, while staying in the guest house on Wexner's property, held a woman hostage for 12 hours after he and Ghislaine Maxwell allegedly assaulted her, leading her to call the police for help.

Seven Years of Sex Abuse: How Mormon Officials Let It Happen

The father, a member of The Church of Jesus Christ of Latter-day Saints [of the Bisbee, Arizona ward], was in counseling with his bishop when he revealed the abuse. The bishop ... followed church policy and called what church officials have dubbed the "help line" for guidance. Lawyers for the church, who staff the help line ... told Bishop John Herrod not to call police or child welfare officials. Instead he kept the abuse secret. The Associated Press has obtained nearly 12,000 pages of sealed records from an unrelated child sex abuse lawsuit against the Mormon church in West Virginia. Families of survivors who filed the lawsuit said ... church leaders divert abuse accusations away from law enforcement and instead to church attorneys who may bury the problem, leaving victims in harm's way. "Child abuse festers and grows in secrecy," said [lawyer] Lynne Cadigan. Laws in more than 20 states [assert] that clergy who receive information about child neglect or sexual abuse during spiritual confessions "may withhold" that information from authorities ... under church doctrine. [Survivors and their families are trying to] change church policy so that any instance of child sexual abuse is immediately reported to civil authorities. Inaction by the church have raised ethical issues. "What aspect of your religious practice are you advancing if you don't report something like this?" [investigator Gerard Moretz] asked.

'They Don't Give a Shit': Former Agent Says FBI Ignores Child Sex Abuse Cases

Last week, the Justice Department's Inspector General released a scathing report detailing just how badly the FBI botched the major child abuse case involving Larry Nassar, former doctor for the USA Gymnastics national team and Michigan State University accused of abusing dozens of young patients in his care across several states. The report says the FBI's Indianapolis Field Office did not respond to the claims against Nassar "with the utmost seriousness and urgency that the allegations deserved and required, made numerous and fundamental errors when they did respond to them, and failed to notify state or local authorities of the allegations or take other steps to mitigate the ongoing threat posed by Nassar." According to Jane Turner, a 25-year FBI agent-turned-whistleblower who reported the mishandling of crimes against children on American Indian reservations in North Dakota, the FBI's failures in the Nassar case are, unfortunately, not unique. Turner believes the breakdown comes from a lack of training in handling these kinds of cases, a lack of oversight when things do get handled badly, and a lack of interest on the part of a majority white and male staff who, according to Turner, would rather be working more glamorous assignments. "They don't give a shit about kids or young people," she says. Because of the Indianapolis Field Office's delays ... the Inspector General's report said that Nassar was able to abuse an estimated 70 more young athletes between July 2015 and August 2016.

Larry Nassar Survivors Hoped The John Geddert Case Would Bring Answers. Then Geddert Killed Himself.

John Geddert, the former USA Gymnastics coach, was found dead in February just hours after he had been charged with 24 felonies including human trafficking and sexual assault in relation to his decades of work with young gymnasts in his home state of Michigan. Teristi, 46, says she was 10 years old when Geddert's coaching style became verbally and physically abusive. She says she was 14 years old when Geddert started sitting in on training sessions with sports medicine physician Larry Nassar, Geddert's close friend and a serial sexual predator, as Nassar repeatedly sexually abused Teristi. Nassar may not be making national headlines since his sentencing hearing three years ago, but the women he abused have been fighting every day since for accountability from the systems that allowed his abuse to flourish. Most of these survivors have one straightforward demand: a complete and objective accounting of how Nassar was allowed to abuse children for nearly 40 years. Who knew about the abuse and did nothing? Why were there no safeguards in place to prevent this from happening? An independent, transparent investigation that answers these questions can ensure that a predator like Nassar will never again go undetected in the sport of gymnastics or at a college like Michigan State University. And yet, at every turn survivors have been met with institutional apathy, continued betrayal and negligence – a press statement with flowery sentences about change followed by little to no action.
