Not long ago, Tuesday morning’s revelations at the royal commission into institutional responses to child abuse would have made headlines round the world. Priest after priest in the Melbourne archdiocese of the Catholic church was caught abusing children. And for decades bishop after bishop ignored these crimes. But Melbourne fits the now familiar pattern of the Catholic world. In Melbourne over the past 35 years, 454 people made claims or substantiated complaints about child sexual abuse by priests, religious employees or volunteers. Of those, 335 made claims against priests. Seven accused priests accounted for 54% of all claims. What sets the city apart from cities in Europe and America is how little the church has had to pay. Absent but everywhere was George Pell. Though other bishops living and dead will have their reputations raked over by the commission, the hearings over the next month will essentially assess the record of the man who now sits in Rome as the treasurer of the Catholic church. Father Peter Searson [abused] children in the poor parish of Doveton. Parents, parishioners and teachers all wanted the priest gone. Pell appears to have done little.

Up to 85% of child abuse in England remains undetected, study says

About 50,000 cases of sexual abuse were recorded by police and local authorities in the two years to March 2014. Official figures vastly underestimate the true scale of child sexual abuse. The actual number of children abused in that period is thought to be as many as 450,000. [A new] report, by the Office of the Children’s Commissioner (OCC), found that about 85% of sexually abused young people are not receiving help and treatment. The majority of victims remain unidentified because the services that should protect them, including police and social services, rely on children to speak out, says the report. Two-thirds of cases, both known and unknown to the authorities, are believed to be victims of abuse in the family. Anne Longfield, the children’s commissioner for England, said: “In recent years the terrible experiences of sexual abuse that some children have suffered in institutions or at the hands of groups of perpetrators have come to light and preventing and tackling these been made a priority.” It was time to “wake up”, Longfield said, and urgently address the most common form of child sexual abuse – that which takes place within families or their trusted circle.

"Spotlight" ... is the saga of how the Boston Globe won the 2003 Pulitzer Prize for uncovering not only decades of sexual abuse by Catholic priests but also systematic maneuvers by the church's Boston archdiocese to shield the more than 70 perpetrators. The story "Spotlight" tells is significant twice over. First for its depiction of the uncovering of what proved to be an international scandal, and also for the way it quietly but potently illustrates society's need for old-fashioned investigative journalism, the kind of labor-intensive telling-truth-to-power work that's increasingly in jeopardy. Broken system lets problem officers jump from job to job

A yearlong Associated Press investigation into sex abuse by cops, jail guards, deputies and other state law enforcement officials uncovered a broken system for policing bad officers, with significant flaws in how agencies deal with those suspected of sexual misconduct and glaring warning signs that go unreported or get overlooked. The AP examination found about 1,000 officers in six years who lost their licenses because of sex crimes that included rape, or sexual misconduct ranging from propositioning citizens to consensual but prohibited on-duty intercourse. That number fails to reflect the breadth of the problem, however, because it measures only officers who faced an official process called decertification and not all states have such a system or provided records. In states that do revoke law enforcement licenses, the process can take years, enabling problem officers to find other jobs. And while there is a national index of decertified officers [containing] the names of nearly 20,000 officers who have lost their licenses for problems that include sex abuse ... contributing is voluntary, and only 39 states do so. Michael Ragusa - now serving a 10-year prison sentence after being convicted of sexually assaulting three women - admitted during the hiring process with the Miami Police Department that he'd solicited a prostitute, committed theft, sold stolen property and abused a relative. The investigator in charge of his background check had himself been disciplined 26 times and was once arrested for falsifying documents.

Hundreds of officers lose licenses over sex misconduct

In a yearlong investigation of sexual misconduct by U.S. law enforcement, The Associated Press uncovered about 1,000 officers who lost their badges in a six-year period for rape, sodomy and other sexual assault; sex crimes that included possession of child pornography; or sexual misconduct such as propositioning citizens. The number is unquestionably an undercount because it represents only those officers whose licenses to work in law enforcement were revoked, and not all states take such action. California and New York ... offered no records because they have no statewide system to decertify officers for misconduct. And even among states that provided records, some reported no officers removed for sexual misdeeds even though cases were identified via news stories or court records. Victims of sexual violence at the hands of officers know the power their attackers have, and so the trauma can carry an especially crippling fear. Jackie Simmons said she found it too daunting to bring her accusation to another police officer after being raped by a cop in 1998 while visiting Kansas for a wedding. So, like most victims of rape, she never filed a report. Diane Wetendorf, a retired counselor who started a support group in Chicago for victims of officers, said most of the women she counseled never reported their crimes - and many who did regretted it. She saw women whose homes came under surveillance and whose children were intimidated by police. Fellow officers, she said, refused to turn on one another when questioned.

Horace Mann alum details shocking sexual abuse of students at elite prep school in new book

Amos Kamil, the Horace Mann alum who first exposed the shocking story of sexually abused students at the elite prep school, knew only about half of what happened. In the aftermath of the furor ignited by his 2012 article in The New York Times Magazine, many more victims stepped forward. Only then did the human toll of the abuse become clear. The Bronx school and its powerful backers adopted a ruthless stance with the sex-abuse survivors. While the sexual abuse lasted from the 1960s into the 1990s, the school ignored repeated warnings. One guidance counselor was said to listen sympathetically before putting his own sexual moves on a student. As the survivors emerged, [they formed] support groups to share their stories. One former student, Jon Seiger, [claimed to have been] victimized by eight different teachers, suggesting the predators procured the victims and protected one another. When Kamil called the Bronx district attorney’s office, he was informed that Seiger’s seemingly far-fetched account was credible. As many as 64 students were abused by 22 faculty and staff members. When 25 of the survivors ... agreed to mediation, Horace Mann’s board played hardball. New York State’s strict statute of limitations precluded the victims’ getting their day in court, so a financial settlement was the school’s only opportunity to address the wrong. Horace Mann, its board populated by international hedge fund managers and real estate titans, settled for between $4 million and $5 million.

A former Australian prime minister is on a list of "alleged paedophiles" that Liberal senator Bill Heffernan claims forms part of a police document. Senator Heffernan used a Senate estimates committee hearing on Tuesday to discuss the list of 28 people. Many ... named in the documents were "prominent". Senator Heffernan had shown the documents to the Royal Commission into Institutional Responses to Child Sexual Abuse but was told they were not part of its terms of reference. The commission, which was established in 2014, has inquired into child abuse in a wide range of institutions, including sporting groups, churches and after-school care services. It has power to look at abuse that occurs in an institutional context. Senator Heffernan called for the commission's terms to be changed to include the "institution of the law". He accused former royal commissioner Justice James Roland Wood of refusing to investigate lawyers who had allegedly attended a Kings Cross "boy brothel". "I did ask the commissioner why. He said he'd deny if I ever mentioned it," Senator Heffernan said. "[The commissioner] said, 'We've decided not to revisit that issue because the public would lose confidence in the judiciary.'" The senator said he had a list of all of the lawyers who allegedly attended the club, some of whom were still practising.

Former House Speaker Dennis Hastert to Plead Guilty in Sexual Abuse Hush-Money Case

Former U.S. House Speaker Dennis Hastert is expected to plead guilty in a hush-money case stemming from allegations of sexual misconduct. Federal prosecutors have accused him of agreeing to pay $3.5 million to an unidentified person from his hometown of Yorkville, Illinois, to conceal past misconduct. He was a teacher at Yorkville High School in the 1960s and 1970s. That person has not surfaced publicly, but anonymous law enforcement sources have told several media outlets that Hastert was trying to cover up sexual abuse of a male student when he worked as a high school teacher and wrestling coach. Hastert's agreement, to change his plea to guilty from not guilty in the case, is expected to be submitted to U.S. District Judge Thomas Durkin on Monday, attorneys for Hastert said. "One of the best side effects of taking the plea is that material regarding reported sexual abuse will not come out," said [attorney Amy] Richardson, of the firm Harris, Wiltshire & Grannis. According to the indictment, Hastert withdrew $1.7 million in cash from his bank accounts from 2010 to 2014. He is charged with structuring $952,000 of the withdrawals, taking the funds out in increments of under $10,000 to evade a requirement that banks report large cash transactions. Hastert then told the FBI that he was keeping the cash for himself, which the indictment said was a false statement.

Calling Protesters in Chile ‘Dumb,’ Pope Francis Sets Off Uproar

Many watched in disbelief: There he was, Pope Francis, calling people in Osorno, a city in southern Chile, “dumb” for protesting against a bishop accused of being complicit in clerical sexual abuse. “The Osorno community is suffering because it’s dumb,” Pope Francis told a group of tourists on St. Peter’s Square in Vatican City. Don’t be led by the nose by the leftists who orchestrated all of this,” the pope said. The video, filmed by an Argentine tourist in May, was obtained by a Chilean television station and broadcast Friday, quickly instilling doubts here about the pope’s commitment to protecting victims of sexual abuse. Bishop Barros was appointed by the pope to head the Diocese of Osorno this year, despite reports that he had covered up sexual abuses committed by the Rev. Fernando Karadima, a prominent priest in Santiago, the capital. Bishop Barros spent over 30 years alongside Father Karadima, who was found guilty of sexual abuses by the Vatican in 2011 and ordered to a life of seclusion, prayer and penitence. According to some of Father Karadima’s victims, Bishop Barros was witness to and complicit in the abuses.

Sir Edward Heath 'would have been questioned' over abuse claims

Sir Edward Heath would have been questioned over sex abuse claims if he was alive when they came to light, police have said. Wiltshire Police launched Operation Conifer in 2015 when the former PM was accused of historical child sex abuse. The Conservative politician would have been interviewed under caution over seven claims, including the alleged rape of an 11-year-old, they said. The allegations include one of rape of a male under 16, three of indecent assault on a male under 16, four of indecent assault on a male under 14, and two of indecent assault on a male over 16. The earliest, dating from 1961 when Sir Edward was Lord Privy Seal, alleged he had raped and indecently assaulted an 11-year-old boy in London "during a paid sexual encounter in private in a dwelling." Another two of the seven claims relate to "paid sexual encounters." Sir Edward ... died in 2005. Operation Conifer - which spanned 14 UK police forces - said a total of 42 claims related to 40 different individuals, with alleged offences from 1956 to 1992 - while Sir Edward was an elected MP. Child abuse in the past is extremely difficult to investigate. When those accused are famous or powerful ... it becomes even harder. Operation Conifer has gathered a vast amount of evidence - pursuing a total of 1,580 lines of inquiry and it has made public the most serious allegations against the former prime minister, but it can't tell us whether they are true. More than anything else, this report prompts more questions than it answers.

John Lydon has claimed he was banned from the BBC after speaking out against Jimmy Savile. The former Sex Pistol was referring to an interview he’d given in 1978, during which he had said that Savile was “into all sorts of seediness. We all know about it but we’re not allowed to talk about it." Speaking to Piers Morgan for his Life Stories show, he said: “I’m very, very bitter that the likes of Savile and the rest of them were allowed to continue. I did my bit, I said what I had to. But they didn’t air that.” He continued: “I found myself banned from BBC radio for quite a while, for my contentious behaviour. They wouldn’t state this directly; there’d be other excuses.” The band were already in the BBC’s bad books before Lydon’s Savile comments: God Save The Queen received a total ban on radio play from the corporation in May 1977. Lydon didn’t go into the specifics of what the ban entailed, although he said: “Weren’t I right? I think most kids wanted to go on [Savile's popular show] Top of the Pops, but we all knew what that cigar muncher was up to.”

Kathleen Kane, Pennsylvania Attorney General, Is Suspended From Practicing Law

The ability of Pennsylvania’s embattled attorney general to carry out her job was thrown into question Monday as the State Supreme Court issued a temporary suspension of her law license. Kathleen G. Kane ... was elected in 2012, after a campaign in which she accused her predecessor of moving too slowly to indict and arrest Jerry Sandusky, the Pennsylvania State University assistant football coach who was convicted that year on dozens of counts of child abuse. But she quickly became mired in vicious disputes with some former top prosecutors. As she re-examined the handling of the Sandusky case, her investigators also discovered that numerous officials in the attorney general’s office and other state agencies had shared pornographic and racially offensive emails; a Supreme Court justice was forced to resign as a result. But in August, the Montgomery County district attorney charged Ms. Kane with illegally leaking information to the news media about grand jury proceedings. That case had involved former state prosecutors with whom she was feuding. In refusing to leave office, Ms. Kane has said she is the victim of a vendetta by an “old boys’ network” of political and legal rivals. The State Supreme Court ... said that its order “should not be construed” as removing Ms. Kane “from elected office.”

Ignoring Sexual Abuse in Afghanistan

The incidents of sexual assault on children described by American service members who served in Afghanistan are sickening. Boys screaming in the night as Afghan police officers attacked them. Three or four Afghan men found lying on the floor of a room at a military base with children between them, presumably for sex play. No less offensive is that American soldiers and Marines who wanted to intervene could not. The Pentagon’s indulgent, even complicit, attitude toward pedophiles among the Afghan militias that it funded and trained is indefensible, at odds with American values and with international laws Washington has taken the lead in promoting. Sexual abuse would appear to violate the Geneva Conventions, which prohibit violence, cruel treatment and “outrages upon personal dignity” against people taken into custody. International human rights law outlaws rape. The Geneva Conventions and federal law also impose an obligation on the United States to investigate and prosecute violations of the laws of war under its jurisdiction, including military bases in Afghanistan. “There are no gray areas here,” said John Sifton of Human Rights Watch. Fourteen long years of war and billions of dollars invested have proved that the United States cannot remake Afghanistan. But there should be no question that the American military cannot allow such practices on its bases. Nor should service members like Captain Quinn and Sergeant Martland be penalized for refusing to turn a blind eye when a boy is kept as a sex slave.

1 in 4 Women Experienced Sexual Assault While in College, Survey Finds

Almost a quarter of undergraduate women surveyed at some of the top universities across the country said they were victims of sexual assault and misconduct as college students, according to a new report released Monday. Overall, 23 percent of undergraduate women at 27 universities said they had been physically forced or threatened with force into unwanted sexual contact, according to the Association of American Universities' Campus Climate Survey. For undergraduate men, the percentage was 5 percent. AAU defined sexual assault as actions ranging from "sexual harassment, stalking and intimate partner violence" to "nonconsensual penetration." The survey ... was sent to nearly 780,000 students. About 150,000 women participated in the online questionnaire. The findings support often-disputed results released in 2007 by the National Institute of Justice that 1 in 5 women are sexually assaulted during their college years. The survey found the most serious sexual assaults were against freshmen women. In a statement Monday, Drew Faust, president of Harvard, invited the university community to join her at 7 p.m. for a discussion about the survey results and approaches on how to change people's behavior.

U.S. Soldiers Told to Ignore Sexual Abuse of Boys by Afghan Allies

In his last phone call home, Lance Cpl. Gregory Buckley Jr. told his father: From his bunk in southern Afghanistan, he could hear Afghan police officers sexually abusing boys they had brought to the base. “At night we can hear them screaming, but we’re not allowed to do anything about it,” the Marine’s father ... recalled his son telling him before he was shot to death at the base in 2012. Rampant sexual abuse of children has long been a problem in Afghanistan, particularly among armed commanders who dominate much of the rural landscape. American soldiers and Marines have been instructed not to intervene. The policy has endured as American forces have recruited and organized Afghan militias. Instead of weeding out pedophiles, the American military was arming them in some cases and placing them as the commanders of villages. Dan Quinn, a former Special Forces captain who beat up an American-backed militia commander for keeping a boy chained to his bed as a sex slave, [said], “We were putting people into power who would do things that were worse than the Taliban did — that was something village elders voiced to me.” The policy of instructing soldiers to ignore child sexual abuse by their Afghan allies is coming under new scrutiny, particularly as it emerges that service members like Captain Quinn have faced discipline, even career ruin, for disobeying it. After the beating, the Army relieved Captain Quinn of his command and pulled him from Afghanistan. He has since left the military.

Lifting the lid on Australia's child sex abuse

Earlier this year, Mr Blenkiron relived the horror of his school days, telling an inquiry into child abuse about how ... his teacher physically and sexually abused him. "If there was no sexual abuse after the belting, then you knew you'd had a good day," the 53-year-old told a hearing of Australia's landmark Royal Commission into Institutional Responses to Child Sexual Abuse. The Royal Commission ... "has to uncover the horrors of the past, it has to help those who were affected to get the best possible ongoing support today, and it has to make sure all our children are safe in future," he says. That's a measure of the huge challenge facing the Royal Commission, set up in 2013. The signs are hopeful, with the Commission acting on a scale and scope that few expected, and with a sensitivity to those abused that the UK's fledgling Independent Inquiry into Child Sexual Abuse has indicated it may follow. Over the past two and a half years, six commissioners have held 32 public and 4,000 private hearings at sites across the country. It has documented abuse by teachers, priests, nuns, foster carers and fellow students. The Commission, which will report at the end of 2017, has exceeded expectations by highlighting abuse "from almost every area of society, every walk of life", and by showing that such abuse continues today, says Sydney University Law Professor Patrick Parkinson. "They've been very wise and shown beyond reasonable doubt the level of the problem in Australian society and the level of cover-up," he says.

Seven members of 'terrifyingly depraved' paedophile gang jailed

Seven members of a paedophile gang involved in the rape and abuse of babies and young children have been jailed for a total of 78 years ... following an investigation led by the National Crime Agency (NCA). They were convicted of 29 child sex abuse offences, including conspiracy to rape and the multiple rape of a child aged under 13. The gang hid behind a veil of respectability, with careers and families, to habitually target children under the age of five. Police said an “incredible” amount of planning went into gaining access to victims. Ian Glover, senior investigating officer, said: “We’ve encountered grooming where the family have been groomed prior to birth of the baby. They go in that early with the sole intention of abusing that baby once it’s born.” Extensive planning went into enabling the abuse to be screened over the internet to co-conspirators and other paedophiles around the world. Images of abuse relating to the case are believed to have been seen on every continent and police have circulated evidence about other suspected paedophiles to authorities in Europe, South America and Australia. There was no business element to the activities, with no evidence of any payment being received. The NCA said 26 people had been arrested so far in connection with the ongoing investigation. Of those, six were in positions of trust – three teachers, two charity or fundraiser workers and one who was employed by a local authority. More arrests and charges are expected in the UK and abroad.

Ex-MP to be interviewed by police over paedophile ring claims

A former MP is to be interviewed under caution by police over claims that he was part of a paedophile ring who repeatedly sexually assaulted a young girl in the 1980s and 1990s. The man has been in communication with Staffordshire police, who are investigating. The alleged victim, Esther Baker, waived her right to anonymity to make the claims public in May. She has said her abusers possibly included a peer and a judge, and that the abuse went on for four years from the age of six, in the woodland and at other locations, often while police officers stood guard. Baker has also alleged that she was sexually abused at a flat in London, which she now believes to be Dolphin Square – the location at the centre of the Metropolitan police’s Operation Midland inquiry into the alleged murders of three children by high-profile individuals in a paedophile ring. The former politician, who has not been named ... is one of 1,400 high-profile individuals who have been or are under police investigation across the country for child abuse dating back decades. They include 76 politicians, alive and dead, 135 celebrities and 43 people from the music industry. The case has been referred to Operation Hydrant, a national team coordinating the investigations taking place across the country, which was set up in the wake of the Jimmy Savile revelations and the increase in reporting of child sexual abuse which followed.

Former prep school student cleared of rape, but convicted of misdemeanors

A graduate of an exclusive New England prep school was cleared of felony rape but convicted of misdemeanor sex offenses Friday against a 15-year-old freshman girl in a case that exposed a campus tradition in which seniors competed to see how many younger students they could have sex with. A jury of nine men and three women took eight hours to reach its verdict in the case against 19-year-old Owen Labrie, of Tunbridge, Vt., who was accused of forcing himself on the girl in a dark and noisy mechanical room at St. Paul's School in Concord, N.H., two days before he graduated in 2014. Labrie ... was acquitted of the most serious charges against him - three counts of felony rape, each punishable by 10 to 20 years in prison - but was found guilty of three counts of misdemeanor sexual assault and other offenses. Each count carries up to a year behind bars. The 159-year-old boarding school ... has long been a training ground for politicians, Nobel laureates, corporate executives and other members of the country's elite. The rape was part of Senior Salute ... described to detectives as a competition in which graduating seniors tried to have sex with underclassmen and kept score on a wall behind a set of washing machines. Alumni of St. Paul's include Secretary of State John F. Kerry, who graduated in 1962 alongside former FBI Director Robert Mueller. Three Pulitzer prize winners ... also attended the school, as did at least 13 U.S. ambassadors.

Prominent Catholic priest Father Julian Fox jailed for child sex crimes

The former Australian head of the second-largest Catholic order ... Father Julian Fox, 70, is today behind bars, 16 years after being accused of child sex crimes while teaching at Melbourne schools in the 1980s and 1990s. In 1999, shortly before the first known complaints were made to his superiors, he fled to Rome where he worked at the Salesian headquarters. In 2000, the Salesians made a confidential $36,000 payment to one victim. Despite claims by the Salesians that Fox was banned from working with children, he was later caught giving lectures to overseas students about social media. He finally returned to Melbourne in 2013. Detectives had been negotiating with the Catholic Church for his return since July 2012. Fox was sentenced to four years’ jail and fined $10,000 today for sexually and physically assaulting five students. Following eight County Court trials, he was found guilty of three charges of indecently assaulting two students, and now has pleaded guilty to charges of common assault of three victims. Fox is one of a long list of priests and brothers from the Salesian order who have now been convicted of terrorising Victorian kids between the 1960s and 1990s. Despite his crimes he rose to become head of the Salesian order. In 2004, the Australian chapter was engulfed in global scandal after it was alleged local superiors moved priests accused of sexual assaults across international and state borders to evade authorities.
