There are many reasons for women to think twice about reporting sexual assault. But one potential consequence looms especially large: They may also be prosecuted. This month, a retired police lieutenant in Memphis, Tenn., Cody Wilkerson, testified, as part of a lawsuit against the city, not only that police detectives sometimes neglected to investigate cases of sexual assault but also that he overheard the head of investigative services in the city’s police department say, on his first day in charge: “The first thing we need to do is start locking up more victims for false reporting.” It’s an alarming choice of priorities. In 2015 we wrote an article ... about Marie, an 18-year-old who reported being raped. Instead of interviewing her as a victim, [detectives] interrogated her as a suspect. Under pressure, Marie eventually recanted - and was charged with false reporting, punishable by up to a year in jail. More than two years later, the police in Colorado arrested a serial rapist - and discovered a photograph proving he had raped Marie. Cases like hers can be found around the country. In 1997, a legally blind woman reported being raped at knife point in Madison, Wis. That same year, a pregnant 16-year-old reported being raped in New York City. In 2004, a 19-year-old reported being sexually assaulted at gunpoint in Cranberry Township, Pa. In all three instances, the women were charged with lying. In all three instances, their reports turned out to be true. The men who raped them were later identified and convicted.

Victims 'told not to report' Jehovah's Witness child abuse

Children who were sexually abused by Jehovah's Witnesses were allegedly told by the organisation not to report it. Victims from across the UK told the BBC they were routinely abused and that the religion's own rules protected perpetrators. BBC ... spoke to victims - men and women - from Birmingham, Cheltenham, Leicester, Worcestershire and Glasgow, one of whom waived her right to anonymity. Louise Palmer, who now lives in Evesham, Worcestershire, was born into the organisation along with her brother Richard Davenport, who started raping her when she was four. He is serving a 10-year prison sentence for the abuse. The 41-year-old ... said she was told not to go to police. "I asked [the organisation], 'what should I do? Do you report it to the police, [or] do I report it to the police'? "And their words were that they strongly advised me not to go to the police because it would bring reproach on Jehovah." What most of [the victims] keep coming back to is something known as the "two witness rule". It is a procedure set by the main governing body of the religion and means for any sin committed, there must be two witnesses to it in order for the elders of the congregation to take any action. The problem with this is it can be rare to have witnesses in cases of abuse. The victims I've spoken to said the organisation self-polices and teaches members to avoid interaction with outside authorities or to take another member of the religion to court. To do so, they say, could lead to expulsion from the religion.

Maggie Oliver said her professional life was made “torture” after she told senior officers that police were not doing enough to protect girls from a predominantly Asian paedophile ring. The former detective constable resigned from Greater Manchester Police in late 2012 over failures that allowed the Rochdale perpetrators to escape justice for many years. However before she quit she alleges she was bullied for a year and a half while working on Operation Span, the investigation into Rochdale. She has now decided to speak out to support another detective John Wedger who the Sunday Express revealed last week is suing the Metropolitan Police for a psychiatric injury he suffered as a result of bullying. Ms Oliver was tasked with gaining the trust of vulnerable but hostile victims. However, when they began to identify Asian grooming gangs, she said the police cooled their interest in the investigation. She said: “GMP had a specialist interview suite for vulnerable victims. “Yet I remember one senior officer screaming down the phone at me telling me that I had to take vulnerable victims to a suspect interview suite where some of them had been taken previously when they were accused of something they hadn’t actually done.” Ms Oliver claimed the harassment stepped up when she was off work with stress. Avoid finding yourself alone with a congressman or senator in elevators, late-night meetings or events where alcohol is flowing. And think twice before speaking out about sexual harassment from a boss - it could cost you your career. These are a few of the unwritten rules that some female lawmakers, staff and interns say they follow on Capitol Hill, where they say harassment and coercion is pervasive on both sides of the rotunda. There is also the "creep list" - an informal roster passed along by word-of-mouth, consisting of the male members most notorious for inappropriate behavior. CNN spoke with more than 50 lawmakers, current and former Hill aides and political veterans who have worked in Congress, the majority of whom spoke anonymously to be candid and avoid potential repercussions. With few exceptions, every person said they have personally experienced sexual harassment on the Hill or know of others who have. On Tuesday, a House committee held a hearing to examine the chamber's sexual harassment policies, and the Senate last week passed a resolution making sexual harassment training mandatory for senators, staff and interns - two clear acknowledgments of the need for reform. Baby P detective sues ‘bully’ police after exposing child abuse and corruption

John Wedger said he was forced into early retirement from the Metropolitan Police. The former detective constable has begun a civil claim against Scotland Yard seeking damages for psychiatric injury arising from work-related stress. Mr Wedger, 47, was involved in an investigation into a well known prostitute in 2004 who was suspected of using children. She was linked to organised crime but intelligence from “multiple sources” suggested she also had connections within the local police. The prostitute would ply youngsters, including a 14-year-old girl, with drugs and alcohol and then pimp them out to men in budget hotels. During the course of the operation, Mr Wedger says he found that not only were the police aware the youngsters were being used for sex but he believed at least one officer was supplying the criminal gang with information about the investigation. After filing an intelligence report, he was brought in to see a senior officer at Scotland Yard headquarters. Mr Wedger said: “He told me in a firm and formal manner that I had ‘dug too deep’. He then stated that if I mentioned a word of my findings outside of his office then he would make sure I was ‘thrown to the wolves’. On his last day with the unit he was called in by the same officer. “He said, ‘You must give your word that you will never look into child prostitution ever again.’ The experience left me traumatised and paranoid.”

Soros fund manager raped, beat Playboy models, $27M lawsuit alleges

Two Playboy Playmates and a third woman have filed a lawsuit seeking $27 million, alleging a former fund manager for billionaire George Soros raped and beat them in a New York City penthouse described as a dungeon. The three plaintiffs, who were not identified, claim portfolio manager Howie Rubin beat them to the point they needed extensive medical attention, the New York Post reported, citing a lawsuit filed in federal court. “I’m going to rape you like I rape my daughter,” Rubin, a former Bear Stearns trader, yelled out during one of the attacks, according to the lawsuit. It states that Rubin rented out the $8 million penthouse in Manhattan and paid women $2,000 to $5,000 for brutal sex sessions in a side room with ropes, chains and sex toys. The New York Post said it reached out to Rubin, but he declined to comment. John Balestriere, the lawyer who filed the suit, said Rubin gagged, tied up and abused women in the penthouse. Balestriere alleged Rubin punched one woman in the head. In another encounter, Rubin is accused of beating a woman’s “breasts so badly that her right implant flipped,” the lawsuit stated. The suit alleges the woman was paid $20,000 by Rubin to repair the damage. The New York Post report also said Rubin had the women sign non-disclosure agreements. Rubin collaborated with two female fixers and a lawyer who sought to “cover up” his “sexual misconduct and criminal abuse of women and to serve as a cover for his wide-ranging human trafficking scheme,” Balestriere added.

3-month-old and 5-year-old girls rescued in sex trafficking crackdown

Two sisters, one 5 years old and the other 3 months old, were rescued in Denver by undercover agents during this year's FBI-led sting operation against sex traffickers, officials said. The alleged trafficker, a friend of the children's family, made a deal to sell them for sex for $600, the FBI said. The friend communicated with an undercover agent, the FBI said in announcing details of Operation Cross Country XI. 82 other juveniles were rescued during last week's nationwide sweep. Some 120 people were arrested. On October 13, the second day of the operation, a minor was rescued by the FBI in El Paso, Texas, when a 16-year-old female victim was advertised online for "entertainment," officials said. The girl was accompanied by a 21-year-old female who offered an undercover agent sexual intercourse with both her and the underage victim for $200. According to the FBI report, the woman as well as the driver, another female, who took the minor and 21-year-old to the undercover officer's location, were arrested. Among the recovered victims across the country was one from Russia. Local and state agencies were involved in the operation, as were police as far away as the Philippines and Thailand. The average age of the victims recovered from this year's operation is 15, the FBI said.

Harvey Weinstein's British assistant breaks 20 year silence about ordeal

Harvey Weinstein's British former assistant has told how the disgraced movie mogul sexually harassed her when they were alone in hotel rooms. Zelda Perkins signed a non-disclosure agreement with Weinstein in 1998 and was paid Ł125,000 in damages. But she decided to break​ the agreement and speak publicly about her former boss in the wake of a slew of allegations about him. She told the Financial Times: "He went out of the room and came back in his underwear. He asked me if I would give him a massage. Then he asked if he could massage me." Ms Perkins declined but said Weinstein would frequently be naked in a hotel room and and ask her to stay while he bathed. "This was his behaviour on every occasion I was alone with him," she said. In 1998 at the Venice film festival a colleague came to her "white as a sheet and shaking and in a very bad emotional state" after "something terrible had happened" with Weinstein. Ms Perkins said she tried to get the woman to go to the police but she was too upset. They later made contact with lawyers in London which led to a settlement of Ł250,000, divided between them, and non-disclosure agreements. Ms Perkins called the process of reaching the agreement was "incredibly distressing". She underwent days of questioning including a 12-hour session with Weinstein's lawyers that ended at 5am. On Sunday actress Alyssa Milano tweeted a note that read "Suggested by a friend: If all the women who have been sexually harassed or assaulted wrote "Me too" as a status, we might give people a sense of the magnitude of the problem. "If you've been sexually harassed or assaulted write 'me too' as a reply to this tweet," she wrote. The movement started in response to the Harvey Weinstein scandal and its ensuing fall out. Weinstein has been disgraced after several women have accused him of sexual misconduct. After Milano posted the message to her Twitter account, an onslaught of women - some famous and many not - tweeted "Me too" and shared their experiences. The movie got a limited theatrical release a few years ago, and Hoffman is still seeking more distribution. Much of the movie focuses on the now-defunct Digital Entertainment Network. DEN [is] remembered today for hosting wild parties with drugs, alcohol and underage boys at the former residence of founder, Marc Collins-Rector, now a registered sex offender. Another case explored in An Open Secret involves talent manager Marty Weiss, who pleaded no contest to lewd acts on a child and is heard in the film admitting molestation. Also explored is talent manager Bob Villard, who used to represent Leonardo DiCaprio and also pleaded no contest to lewd acts with a child. "We haven't got any offers from major distributors yet because Hollywood doesn't want to expose its dirty laundry," [said Hoffman]. When I read the recent allegations that Harvey Weinstein had sexually harassed women for decades, I thought — well, of course. Mr. Weinstein was a famously swaggering bully, and while I hadn’t heard about the specific charges of sexual abuse by women working for him, such behavior fits the movie industry’s pervasive, unrepentant exploitation of women. And then on Tuesday, The New Yorker revealed that three women, including the Italian actress-turned-director Asia Argento, said that “Weinstein raped them.” It’s greatly encouraging that women like Gwyneth Paltrow have gone public about Mr. Weinstein. But he is not an aberration. He is an ordinary, malignant symptom of systemic sexism, as is everyone who facilitated him, shrugs it off now or offensively asks why women didn’t say something sooner. What largely separates Mr. Weinstein from other predators, within and without the entertainment world, is that he was once powerful, he got caught and a number of gutsy women are on the record. Together, their voices are creating a forceful rejoinder to an industry that runs on fear and in which silence is at once a defense and a weapon as well as a condition of employment. One problem is that the entertainment industry is extraordinarily forgiving of those who have made a lot of money. Despite pressure, including from the likes of Ava DuVernay and Lena Dunham, the industry resists change. Those in power don’t see an upside in ceding it.

The owner of the world's first sex doll brothel says he is resisting demands for child sex dolls and rape fantasy scenarios from disturbed customers. Sergi Prieto, co-founder of LumiDolls in Barcelona, is proud his brothel can offer punters a wide range of services with any of their four silicon working girls – but thinks some requests are just unacceptable. LumiDolls' website has a picture of one of the 'women' in school uniform and claims "schoolgirl is one of the most popular fetishes". But every ethical businessman has to draw a line somewhere – and for Pietro, it is an obvious one. He said: "Some customers prefer the service because they have a rape fantasy. Obviously we don't want to promote this kind of activity." Likewise, he acknowledged a sickening demand for child sex dolls, which were recently outlawed in Britain, where a couple of men have already been convicted of importing them. "In this market there are lots of suppliers that sell dolls that look like children. There exist dolls that are small and look like children," Prieto [said]. "That's an ethical option for us not to provide this kind of service. We could do that, but we don't want to promote this kind of behaviour." Some academics have controversially argued that child sex dolls could be used to prevent paedophiles from attacking real children.

Roman Polanski Accused of Rape by Former German Actress

Renate Langer, a 61-year-old former German actress, has reported to the Swiss police that the film director Roman Polanski raped her at a house in Gstaad in February 1972, when she was 15. Ms. Langer is the fourth woman to publicly accuse Mr. Polanski of sexual assaulting her when she was a teenager. The police in St. Gallen, Switzerland, confirmed that they met with Ms. Langer on Sept. 26. Ms. Langer provided The New York Times with a copy of an email - sent by a Swiss police officer - saying that another office would make the determination as to whether she could pursue a criminal complaint. Switzerland has eliminated its statute of limitations on child sex abuse cases. Ms. Langer said ... she had approached the Swiss police because she believed the statute of limitations would allow her complaint to be investigated. Harland Braun, a lawyer for Mr. Polanski, the 84-year-old award-winning French-Polish film director, declined to comment. Mr. Polanski pleaded guilty in 1977 to unlawful sex with Samantha Geimer when she was 13. In August, a woman in Los Angeles, identified only as Robin M., came forward at a news conference to report that Mr. Polanski had sexually assaulted her in 1973 when she was 16. In 2010, the British actress Charlotte Lewis also accused Mr. Polanski of abusing her sexually when she was 16. Mr. Polanski has been living in exile from the United States since fleeing the country in 1978 on the eve of his sentencing in the Geimer case.

Attacks on the credibility of abuse survivors are not justified by research

For a quarter of a century, the concept of “false memories” has provided a scientific fig leaf for sceptics of child sexual abuse allegations. The “false memory” argument is deceptively simple: children and adults are prone to invent false memories of child sexual abuse that never occurred, particularly if encouraged by a therapist. So-called “recovered memories”, in which adults recall sexual abuse in childhood after a period of amnesia, have been a particular focus of disbelief. In fact ... studies find that children are far less suggestible than we have been led to believe. Brain imaging studies have identified the neurological mechanisms involved in the process of forgetting and then recalling sexual abuse as an adult. However, for those uncomfortable with the social and legal reforms required to address child sexual abuse, the idea that large numbers of allegations are the product of “false memories” remains attractive. This argument underpins recent reporting in the Australian, which has called into question the findings of the royal commission into institutional responses to child sexual abuse, on the basis that sexual abuse survivor testimony cannot be trusted. Allegations of sexual abuse are always a challenge to authority. In response, many are driven to reject the allegations outright, rather than examine the uncomfortable truths they reveal. Attacks on the credibility of abuse survivors and advocates, and on the findings of the royal commission ... are not justified by research on sexual abuse and traumatic memory; far from it.
