In the $600 billion annual Defense Department budgets, the $22 million spent on the Advanced Aerospace Threat Identification Program was almost impossible to find. Which was how the Pentagon wanted it. For years, the program investigated reports of unidentified flying objects. It was run by a military intelligence official, Luis Elizondo, on the fifth floor of the Pentagon’s C Ring. The Defense Department has never before acknowledged the existence of the program, which it says it shut down in 2012. But its backers say that, while the Pentagon ended funding for the effort at that time, the program remains in existence. The shadowy program ... was largely funded at the request of Harry Reid, the Nevada Democrat who ... has long had an interest in space phenomena. Most of the money went to an aerospace research company run by a billionaire entrepreneur ... Robert Bigelow. The program produced documents that describe sightings of aircraft that seemed to move at very high velocities with no visible signs of propulsion, or that hovered with no apparent means of lift. Officials with the program have also studied videos of encounters between unknown objects and American military aircraft. Two other former senators and top members of a defense spending subcommittee - Ted Stevens, an Alaska Republican, and Daniel K. Inouye, a Hawaii Democrat - also supported the program. Just before leaving his Defense Department job two months ago, intelligence officer Luis Elizondo quietly arranged to secure the release of three of the most unusual videos in the Pentagon's secret vaults: raw footage from encounters between fighter jets and "anomalous aerial vehicles" - military jargon for UFOs. In interviews, he said his ultimate intention was to shed light on a little-known program Elizondo himself ran for seven years: a low-key Defense Department operation to collect and analyze reported UFO sightings. The existence of the program, known as the Advanced Aviation Threat Identification Program, was confirmed officially for the first time Saturday by a Pentagon spokesman. Spending for the program totaled at least $22 million. The funding officially ended in 2012. But officials familiar with the initiative say the collection effort continued as recently as last month. The program operated jointly out of the Pentagon and, at least for a time, an underground complex in Las Vegas managed by Bigelow Aerospace, a defense contractor that builds modules for space stations. It generated at least one report, a 490-page volume that describes alleged UFO sightings in the United States and numerous foreign countries over multiple decades. The first public revelations of the program came in a video conference aired in October by To the Stars Academy for Arts and Sciences, the firm Elizondo joined as a consultant after retiring from his Pentagon job.

Has Our Government Spent $21 Trillion Of Our Money Without Telling Us?

On July 26, 2016, the Office of the Inspector General (OIG) issued a report "Army General Fund Adjustments Not Adequately Documented or Supported". The report indicates that for fiscal year 2015 the Army failed to provide adequate support for $6.5 trillion. Given that the entire Army budget in fiscal year 2015 was $120 billion, unsupported adjustments were 54 times the level of spending authorized by Congress. An appendix to the July 2016 report shows $2 trillion in changes to the Army General Fund balance sheet due to unsupported adjustments. On the asset side, there is $794 billion increase in the Army's Fund Balance with the U.S. Treasury. There is also an increase of $929 billion in the Army's Accounts Payable. What is the source of the additional $794 billion in the Army's Fund Balance? The July 2016 report is not the only such report of unsubstantiated adjustments. Mark Skidmore and Catherine Austin Fitts, former Assistant Secretary of Housing and Urban Development, conducted a search of government websites and found similar reports dating back to 1998. While the documents are incomplete, original government sources indicate $21 trillion in unsupported adjustments have been reported for the Department of Defense and the Department of Housing and Urban Development for the years 1998-2015. Members of Congress are demanding answers after a St. Louis scholar's new book revealed details of secret Cold War-era U.S. government testing in which countless unsuspecting people, including many children, pregnant women and minorities, were fed, sprayed or injected with radiation and other dangerous materials. Lisa Martino-Taylor ... wrote "Behind the Fog: How the U.S. Cold War Radiological Weapons Program Exposed Innocent Americans," [using] Freedom of Information Act requests to obtain previously unreleased documents, including Army records. She found that a small group of researchers, aided by leading academic institutions, worked to develop radiological weapons and later "combination weapons" using radioactive materials along with chemical or biological weapons. Martino-Taylor said the offensive radiological weapons program was a top priority for the government. Unknowing people in places throughout the U.S., as well as parts of England and Canada, were subjected to potentially deadly material through open-air spraying, ingestion and injection. "They targeted the most vulnerable in society," Martino-Taylor said. "They targeted children. They targeted pregnant women. People who were ill in hospitals. They targeted wards of the state. And they targeted minority populations." [House Democrat William Lacy] Clay said he was angered that Americans were used as "guinea pigs" for research. "I join with my colleagues to demand the whole truth about this testing," Clay said in a statement.

Mysterious metal towers are popping up at local tunnels, and soon they’ll start appearing at bridges, too. But even people on the MTA board in charge of the towers can’t say why they’re being used or what’s in them. It’s a $100 million MTA project shrouded in secrecy, with 18 of them for tunnels and bridges. So what are they exactly? The MTA’s man in charge of the bridges and tunnels, Cedrick Fulton, dodged Carlin’s questions Wednesday. “I said no comment,” he said. Some MTA board members, including New York City Transportation Commissioner Polly Trottenberg, say they know too little about the towers - even with half the money already spent and some of the towers already up. “A lot of the board members felt they didn’t have all the details they would have wanted, myself included,” she said. Residents suspect there is much more going on in the towers than meets the eye and wonder if they’ll ever really know what’s going on inside of them. CBS2 demanded answers from MTA Chairman Joe Lhota. Carlin: “Some of your own board members say they don’t know the specifics.” Lhota: “The base of these new pieces that are going up include whatever fiber optics are necessary for those Homeland Security items.” In other words, anti-terror technology. Could that one day include facial recognition? We don’t know and Lhota won’t say. “I’m not at liberty to discuss that,” he told Carlin. Lhota said all necessary Homeland Security technology remains in place at all crossings, even the ones that don’t have the new towers yet.

Governments Turn Tables by Suing Public Records Requesters

An Oregon parent wanted details about school employees getting paid to stay home. College journalists in Kentucky requested documents about the investigations of employees accused of sexual misconduct. Instead, they got something else: sued by the agencies they had asked for public records. Government bodies are increasingly turning the tables on citizens who seek public records that might be embarrassing or legally sensitive. Instead of granting or denying their requests, a growing number of school districts, municipalities and state agencies have filed lawsuits against people making the requests - taxpayers, government watchdogs and journalists who must then pursue the records in court at their own expense. The lawsuits generally ask judges to rule that the records being sought do not have to be divulged, [and] name the requesters as defendants. The recent trend has alarmed freedom-of-information advocates, who say it's becoming a new way for governments to hide information, delay disclosure and intimidate critics. At least two recent cases have succeeded in blocking information while many others have only delayed the release. Even if agencies are ultimately required to make the records public, they typically will not have to pay the other side's legal bills. "You can lose even when you win," said Mike Deshotels, an education watchdog who was sued by the Louisiana Department of Education after filing requests for school district enrollment data last year.

Irish church aims to end stigma for the children of priests

Bishops in Ireland have created detailed guidelines to address an issue the Roman Catholic Church has tried to keep under wraps for centuries: the plight of children born to Catholic priests and the women who bear them. The policy, approved in May and made public recently ... says the mother must be respected and involved in decision-making, and that the priest "should face up to his responsibilities — personal, legal, moral and financial." The guidelines are believed to represent the first comprehensive public policy by a national bishops' conference on the issue, which has long been shrouded in secrecy. The policy is, in many ways, the fruit of a campaign by an Irish psychotherapist, Vincent Doyle, who discovered late in life that his father was a priest. Doyle launched Coping International ... to help eliminate the stigma he and others like him have faced, and educate them and the church about the emotional and psychological problems that can be associated with the secrecy often imposed on them. There are no figures about the number of children fathered by Catholic priests. The Vatican must report to the U.N. Committee on the Rights of the Child on steps it has taken to assess the number of priests' children in the world and ensure that their rights are being respected. In a 2014 report, the Geneva-based committee called for an end to the confidentiality requirements that the Catholic Church often imposes on mothers as a condition for receiving financial assistance.

Memo Shows Watergate Prosecutors Had Evidence Nixon White House Plotted Violence

Watergate prosecutors had evidence that operatives for then-President Richard Nixon planned an assault on anti-war demonstrators in 1972, including potentially physically attacking Vietnam whistleblower Daniel Ellsberg, according to a never-before-published memo obtained by NBC News. The document, an 18-page 1973 investigative memorandum from the Watergate Special Prosecution Force, sheds new light on how prosecutors were investigating attempts at domestic political violence by Nixon aides, an extremely serious charge. A plot to physically attack Ellsberg is notable because the former Pentagon official has long alleged that Nixon operatives did more than steal his medical files, the most well-known effort to discredit him. [The memo] states that “an extensive investigation” found evidence that Nixon operatives plotted an “assault on antiwar demonstrators” at a rally at the U.S. Capitol featuring Ellsberg and other anti-war "notables.” The anti-war demonstration occurred near a viewing of recently deceased FBI Director J. Edgar Hoover. An accompanying memo [states that] the attack would be on "long-haired demonstrators, in particular Ellsberg” ... with the objectives of impugning Ellsberg for protesting near to Hoover lying in state and "simply having Ellsberg beaten up.”

Long-overdue release of information about cell phone risks

It took years of public pressure and a lawsuit, but the California Department of Public Health has finally released a set of guidelines for the public about the risks associated with cell phone use and the best ways for cell phone users to reduce their exposure to potential dangers. What on earth took so long? We asked the department for an answer to this question. It didn’t offer us a direct response but wrote, “[This] project was discontinued when the Centers for Disease Control and Prevention issued national guidance on the same subject.” However, the state’s document, dated April 2014 and stamped “draft and not for public release” ... paints a very clear picture of the potential dangers of cell phone use. “Health officials are concerned about possible health effects from cell phone EMFs (electromagnetic fields) because some recent studies suggest that long-term cell phone use may increase the risk of brain cancer and other health problems,” the guidelines read. The two-page document goes on to suggest ways to lower your exposure, including using speaker phone and headsets, keeping the phone away from your body when it’s not being used, and sending text messages instead of voice calls. California’s public health department released the document only after a judge said she would order the guidelines to be disclosed. Joel Moskowitz, a public health researcher at UC Berkeley, sued the department last year after repeatedly requesting them.

CIA files reveal how U.S. used psychics to spy on Iran

The dozens of American diplomats taken hostage by revolutionary students who seized the U.S. Embassy in Iran in 1979 might have had some secret company during their 15-month captivity: U.S. intelligence agencies had a squad of military-trained psychics using ESP to watch them, according to declassified documents in a newly available CIA database. In an operation code-named Grill Flame, half a dozen psychics ... on more than 200 occasions tried to peer through the ether to see where the hostages were being held, how closely they were guarded and the state of their health. Whether the psychics provided any useful intelligence was the subject of a debate among intelligence officials as heated as it was secret. The debate continues today. “The stuff that the CIA has declassified is garbage,” one of the Grill Flame psychics, Joseph McMoneagle, told the Miami Herald. “They haven’t declassified any of the stuff that worked.” Agreed Edwin May, a physicist who oversaw parapsychology research for government intelligence agencies for 20 years: “The psychics were able to tell, in some cases, where the hostages were moved to. They were able to see the degree of their health.” Operation Grill Flame was just one part of a broader U.S. intelligence project involving psychics and ESP that continued for 20 years. It went through as many as 10 different code names as its management shifted from agency to agency ... and carried out 26,000 telepathic forays by 227 psychics before the government shut it down in 1995.

The George W. Bush White House 'Lost' 22 Million Emails

Between 2003 and 2009, the Bush White House “lost” 22 million emails. This correspondence included millions of emails written ... when the Bush administration was ginning up support for what turned out to be a disastrous war in Iraq with false claims that the country possessed weapons of mass destruction (WMD). Most troubling, researchers found a suspicious pattern in the White House email system blackouts, including periods when there were no emails available from the office of Vice President Dick Cheney. In 1978, Congress passed the Presidential Records Act (PRA), which mandated that all presidential and vice presidential records ... be preserved and that the public, not the president, owned the records. Bush administration emails could have aided a special prosecutor’s investigation into a White House effort to discredit a diplomat who disagreed with the administration’s fabricated Iraq WMD evidence. Special Prosecutor Patrick Fitzgerald, who was brought in to investigate that case, said ... potentially relevant emails sent by aides in Cheney's office were in the administration's system but he couldn’t get them. The supposedly lost emails also prevented Congress from fully investigating, in 2007, the politically motivated firing of nine U.S. attorneys. When the ... Senate Judiciary Committee subpoenaed related emails, Bush’s attorney general, Alberto Gonzalez, said many were inaccessible or lost on a nongovernmental private server run by the RNC.

Lawsuit claims US aid to Israel violates nuclear pact

A lawsuit filed in a US district court claims that American aid to Israel is illegal under a law passed in the 1970s that prohibits aid to nuclear powers who don’t sign the Nuclear Non-Proliferation Treaty. Grant Smith, director of the Institute for Research: Middle Eastern Policy, who filed the lawsuit ... said the United States has given Israel an estimated $234 billion in foreign aid since Congress in 1976 passed the International Security Assistance and Arms Export Control Act, with its stipulation regarding countries that did not sign the NPT. Though Israel is not a signatory to the Nuclear Non-Proliferation Treaty, Smith noted that it is a known nuclear power and recipient of US aid. Israel ... is widely believed to possess dozens, if not hundreds of nuclear warheads. Smith’s lawsuit comes on the eve of an aid deal that would boost US assistance to the country. Israel already gets $3 billion a year in US aid. To sustain a policy of “nuclear ambiguity” on Israel’s weapons program, Smith says the government uses improper classification and threatens federal employees and researchers with prosecution, fines and imprisonment. The gag is driven ... by a Department of Energy directive known as WNP-136, Foreign Nuclear Capabilities. “This is an Energy Department directive that demands imprisonment for any federal official or contractor who even mentions that Israel might have a nuclear weapons program,” Smith said. Conspiracy theorists still insist that TWA 800 was brought down, deliberately or accidentally, potentially by the US military - despite a four-year-long investigation, the most expensive in aviation history, which found that a short circuit in the plane’s center wing fuel tank caused the crash. In his new book “TWA 800: The Crash, the Cover-Up, and the Conspiracy,” author Jack Cashill maintains that the plane was brought down by external forces and that the government has engaged in a decades-long cover-up. Cashill doesn’t offer a definitive alternate cause, but the strongest portion of his book are reprints of multiple witness statements, taken by the FBI and CIA in the immediate aftermath. Over 700 of these have since been made public; in them, 258 witnesses told investigators they’d seen a streak of white light approaching the aircraft before the explosion. A few witnesses used the word “rocket” or “missile” in describing what they saw. These vivid, first-hand accounts remain in stark contrast to the final report - and at the time, every possibility was investigated.

It was July 1974. William Simon, newly appointed U.S. Treasury secretary, and his deputy, Gerry Parsky, stepped onto an 8 a.m. flight. [Simon's] mission, kept in strict confidence within President Richard Nixon's inner circle, would take place during a four-day layover in the coastal city of Jeddah, Saudi Arabia. The goal: persuade a hostile kingdom to finance America's widening deficit with its newfound petrodollar wealth. The United States would buy oil from Saudi Arabia and provide the kingdom military aid and equipment. In return, the Saudis would plow billions of their petrodollar revenue back into Treasuries and finance America's spending. At the end of months of negotiations, there remained one small, yet crucial, catch: King Faisal bin Abdulaziz Al Saud demanded the country's Treasury purchases stay "strictly secret." With a handful of Treasury and Federal Reserve officials, the secret was kept for more than four decades. In response to a Freedom-of-Information-Act request submitted by Bloomberg News, the Treasury broke out Saudi Arabia's holdings for the first time this month. The $117 billion trove makes the kingdom one of America's largest foreign creditors. A former Treasury official ... says the official figure vastly understates Saudi Arabia's investments in U.S. government debt, which may be double or more. In April, Saudi Arabia warned it would start selling as much as $750 billion in Treasuries and other assets if Congress passes a bill allowing the kingdom to be held liable in U.S. courts for the Sept. 11 terrorist attacks.

The Obama administration ... insisted that their release would negatively impact global financial markets. Unsealing some of these materials last week, a federal judge named Margaret Sweeney said the government's sole motivation was avoiding embarrassment. So what's so embarrassing? A sordid history of the government's seizure of mortgage giants Fannie Mae and Freddie Mac, also known as the government-sponsored enterprises, or GSEs. Bailout-era Fannie and Freddie was turned into a kind of garbage facility for other Wall Street institutions, buying up toxic mortgages that private banks were suddenly desperate to unload. Even after the state took over the companies ... Fannie and Freddie continued to buy as much as $40 billion in bad assets per month from the private sector. Fannie and Freddie weren't just bailed out, they were themselves a bailout, used to sponge up the sins of private firms. The government ended up pumping about $187 billion into the companies. Within a few years ... Fannie and Freddie started to make money again. The GSEs went on to pay the government $228 billion over the next three years, or $40 billion more than they owed, [but] none of that money went to paying off Fannie and Freddie's debt. This ... prompted a series of lawsuits. In these suits, the government's pleas for secrecy were so extreme that it asked for, and received, "attorneys' eyes only" status for the documents in question.

‘The Profiteers: Bechtel and the Men Who Built the World’, by Sally Denton

Bechtel - a behemoth among closely held companies - has been the world’s builder, benefiting from vast government contracts for engineering and infrastructure work in difficult places while it nurtured relationships with power brokers in Washington. In The Profiteers, journalist Sally Denton seeks to unravel the history of Bechtel. Her story is one of “how a dynastic line of rulers from the same American family conducts its business” and how its system of networking now pervades US capitalism. Anecdotes of Bohemian Grove, the secretive retreat that became an all-male “summer camp” for US corporate, political and military elites to toast marshmallows, skinny-dip in the river north of San Francisco and dress in drag for skits, elucidate the chummy nature of big business. As of 2014, [Bechtel's] reported revenue was $37bn, with projects and employees in 37 countries. The corporation’s embrace of Saudi Arabia as a lucrative client and its decades-long and contorted experience in Iraq also makes sense of some aspects of US foreign policy - as well as its intelligence-gathering operations. The life and times of John McCone, a former Bechtel executive who later served as CIA director in the US administrations of Presidents Kennedy and Johnson, is chronicled deftly here. It is worth noting: McCone was and is critical to Bechtel’s dominance today. He devised the idea of “cost-plus contracts” for the toughest jobs sought by government. Contractors are guaranteed a profit in such deals.

No More Exposés in North Carolina

Factory farm operators believe that the less Americans know about what goes on behind their closed doors, the better. That’s because the animals sent through those factories often endure an unimaginable amount of mistreatment and abuse. Nearly always, this treatment comes to light only because courageous employees - or those posing as employees - take undercover video and release it to the public. The industry’s lobbyists have taken the opposite approach, pushing for the passage of so-called “ag-gag” laws, which ban undercover recordings on farms and in slaughterhouses. These measures have ... been enacted in eight [states]. None has gone as far as North Carolina, where a new law that took effect Jan. 1 aims to silence whistle-blowers not just at agricultural facilities, but at all workplaces in the state. That includes, among others, nursing homes, day care centers, and veterans’ facilities. Anyone who violates the law - say, by secretly taping abuses of elderly patients or farm animals and then sharing the recording with the media or an advocacy group - can be sued by business owners for bad publicity and be required to pay a fine of $5,000 for each day that person is gathering information. This is a clear violation of the constitutional freedoms of speech and the press, as ... argued in a federal lawsuit filed in January.
