New Files Reveal MKUltra's Terrifying Reach: Ethnic Bioweapons, Mind Control and Disturbing Experiments

Anthropologist Orisanmi Burton has blown the lid off a dark chapter in CIA history. Classified Agency files, recently obtained through Freedom of Information laws, expose shocking ties between the infamous MKULTRA program and nightmarish experiments on prisoners of color within the United States. Burton's findings expose MKULTRA's sinister mission to develop psychological warfare and behavioral manipulation tactics specifically aimed at people of color under the guise of "counterinsurgency." [In] 1968, the American Psychiatric Association's Diagnostic and Statistical Manual of Mental Disorders underwent an alarming update, adding "hostility" and "aggression" as prominent symptoms of schizophrenia. The implications were profound: civil rights activists daring to resist were at risk of being diagnosed and institutionalized. Prisoners refusing to bend to oppressive jail regimes could be conveniently labeled as "criminally insane." In August 2022, MintPress News revealed how Black Americans were disproportionately targeted by the CIA's monstrous mind control machinations. Many MKULTRA trials appeared to have been expressly conducted to gauge potentially varying reactions to psychedelic drugs in Black and White participants. The CIA had a specific – or greater – interest in the effect of certain substances on people of color, rather than the general civilian population. The CIA did indeed seek to determine optimal drugs for targeting Black Americans, if not other ethnic groups.

Note: The MKULTRA program was also used to create mind-controlled assassins. Government and business interests have a long history of experimenting on human beings. Mangrove forest thrives around what was once Latin America's largest landfill

It was once Latin America's largest landfill. Now, a decade after Rio de Janeiro shut it down and redoubled efforts to recover the surrounding expanse of highly polluted swamp, crabs, snails, fish and birds are once again populating the mangrove forest. "If we didn't say this used to be a landfill, people would think it's a farm. The only thing missing is cattle," jokes Elias Gouveia, an engineer with Comlurb, the city's garbage collection agency that is shepherding the plantation project. "This is an environmental lesson that we must learn from: nature is remarkable. If we don't pollute nature, it heals itself." The former landfill is located right by the 148 square miles (383 square kilometers) Guanabara Bay. Between the landfill's inauguration in 1968 and 1996, some 80 million tons of garbage were dumped in the area, polluting the bay and surrounding rivers with trash and runoff. In 1996, the city began implementing measures to limit the levels of pollution in the landfill, starting with treating some of the leachate, the toxic byproduct of mountains of rotting trash. But garbage continued to pile up until 2012, when the city finally shut it down. Mangroves are of particular interest for environmental restoration for their capacity to capture and store large amounts of planet-warming carbon dioxide, Gouveia explained. Experts say mangroves can bury even more carbon in the sediment than a tropical rainforest, making it a great tool to fight climate change. Comlurb and its private partner, Statled Brasil, have successfully recovered some 60 hectares.

'It's a beautiful thing': how one Paris district rediscovered conviviality

A 215-metre-long banquet table, lined with 648 chairs and laden with a home cooked produce, was set up along the Rue de l'Aude and those in attendance were urged to openly utter the most subversive of words: bonjour. For some, that greeting led to the first meaningful exchange between neighbours. "I'd never seen anything like it before," says Benjamin Zhong who runs a cafe in the area. "It felt like the street belonged to me, to all of us." The revolutionaries pledged their allegiance that September day in 2017 to the self-styled R©publique des Hyper Voisins, or Republic of Super Neighbours, a stretch of the 14th arrondissement on the Left Bank, encompassing roughly 50 streets and 15,000 residents. In the five years since, the republic – a "laboratory for social experimentation" – has attempted to address the shortcomings of modern city living, which can be transactional, fast-paced, and lonely. The experiment encourages people ... to interact daily through mutual aid schemes, voluntary skills-sharing and organised meet ups. A recent event at the Place des Droits de l'Enfant allowed neighbours to celebrate reclaiming the public space. A lifeless road junction ... no longer performed its role as an "urban square" – a place for life, interaction and meetings. But after residents were consulted about what they thought the square should become, it was cleaned, pedestrianised, planted and had street clutter removed with a grant of nearly 200,000 euros from the City of Paris.

From Bayanihan to Talkoot: Communal work practices from around the world

https://www.shareable.net/from-bayanihan-to-talkoot-communal-work-practices-f...

Communal work refers to a collaborative effort where members of a community come together to achieve a common goal or objective. Different cultures have different names for it, such as Talkoot (Finland), Gotong-royong (Indonesia), Nachbarschaftshilfe (Germany), and Bayanihan in the Philippines. During the eruption of the Taal volcano in the Philippines, the traditional support networks known as Bayanihan came into effect not as a temporary solution to the disaster but as an innate response that Filipinos have in both good times and bad. A response that may have its root in their concept of the "shared self" or Kapwa. Unlike the English word ‘Other', Kapwa is not used in opposition to the self and does not recognize the self as a separate identity. Rather, Kapwa is the unity of self and others and hence implies a shared identity or inner self. From this arises the sense of fellow being that underlies Filipino social interaction. Not only is it socially beneficial, but also the act of completing the task with others is infinitely rewarding. In the book "Shop Class as Soulcraft," Matthew Crawford writes: "The satisfactions of manifesting oneself concretely in the world through manual competence have been known to make a man quiet and easy. They seem to relieve him of the felt need to offer chattering interpretations of himself to vindicate his worth. He can simply point: the building stands, the car now runs, the lights are on."

Nearly 1 in 10 US kids diagnosed with developmental disability: CDC

The number of American children that have been diagnosed with developmental disabilities has increased, the Centers for Disease Control and Prevention reported. The agency unveiled new findings Thursday showing that nearly one in 10 children in the US were diagnosed with a developmental disability in 2021, an increase from previous years. Specifically, the prevalence in children aged 3 to 17 grew from 7.4% in 2019 to 8.6% in 2021, according to data from the National Health Interview Survey, which monitors the nation's health through household questionnaires. Survey findings were broken down into four categories: any developmental disability, intellectual disability, autism spectrum disorder and other developmental delay. While the percentage of children diagnosed with an intellectual disability or autism spectrum disorder remained relatively stagnant, the agency saw an uptick in "other developmental delays" from 5.1% in 2018 to 6.1% in 2021. Boys were more likely than girls to be diagnosed with any developmental disability – 10.8% compared to 5.3% – and specifically were an estimated three times more likely to develop autism spectrum disorder. The CDC report follows the news of soaring autism spectrum disorder rates in the NYC metro area, according to findings released earlier this year. Researchers from Rutgers claimed that rates tripled over the course of 16 years, from 1% in 2000 to 3% in 2016.

Note: More than half of American youth now deal with at least one chronic health issue. Why is this not being thoroughly investigated? Medicine is plagued by untrustworthy clinical trials. How many studies are faked or flawed?

How many clinical-trial studies in medical journals are fake or fatally flawed? In October 2020, John Carlisle reported a startling estimate. Carlisle, an anaesthetist who works for England's National Health Service, is renowned for his ability to spot dodgy data in medical trials. He is also an editor at the journal Anaesthesia, and in 2017, he decided to scour all the manuscripts he handled that reported a randomized controlled trial (RCT) – the gold standard of medical research. Over three years, he scrutinized more than 500 studies. For more than 150 trials, Carlisle got access to anonymized individual participant data (IPD). By studying the IPD spreadsheets, he judged that 44% of these trials contained at least some flawed data: impossible statistics, incorrect calculations or duplicated numbers or figures, for instance. And 26% of the papers had problems that were so widespread that the trial was impossible to trust, he judged – either because the authors were incompetent, or because they had faked the data. Carlisle called these 'zombie' trials. Even he was surprised by their prevalence. "I anticipated maybe one in ten," he says. The issue is, in part, a subset of the notorious paper-mill problem: over the past decade, journals in many fields have published tens of thousands of suspected fake papers, some of which are thought to have been produced by third-party firms, termed paper mills. "It ... has the potential to amplify a wrong result, suggesting that treatments work when they don't," he says.

Note: Back in 2015, the editor-in-chef of The Lancet, one of the most prestigious medical journals in the world, wrote that much of scientific literature, perhaps half, may simply be untrue. Who can we trust? For more along these lines, see concise summaries of deeply revealing news articles on science corruption from reliable major media sources.

The US Is Openly Stockpiling Dirt on All Its Citizens

The United States government has been secretly amassing a "large amount" of "sensitive and intimate information" on its own citizens, a group of senior advisers informed Avril Haines, the director of national intelligence. The government effort to accumulate data revealing the minute details of Americans' lives [is] described soberly and at length by the director's own panel of experts in a newly declassified report. The report states that the government believes it can "persistently" track the phones of "millions of Americans" without a warrant, so long as it pays for the information. It is often trivial "to deanonymize and identify individuals" from data that was packaged ... for commercial use. Such data may be useful, it says, to "identify every person who attended a protest or rally based on their smartphone location or ad-tracking records." Such civil liberties concerns are prime examples of how "large quantities of nominally 'public' information can result in sensitive aggregations." What's more, information collected for one purpose "may be reused for other purposes," which may "raise risks beyond those originally calculated," an effect called "mission creep." "In the wrong hands," [Office of the Director of National Intelligence] advisers warn, the same mountain of data the government is quietly accumulating could be turned against Americans to "facilitate blackmail, stalking, harassment, and public shaming." These are all offenses that have been committed by intelligence agencies and White House administrations in the past.

Why is healthy food so expensive in America? Blame the Farm Bill that Congress always renews to make burgers cheaper than salad
2023-07-21, Fortune

https://fortune.com/2023/07/21/why-healthy-food-so-expensive-in-america-blame...

The 2023 Farm Bill is projected to spend $700 billion over the next five years, with powerful industry lobbyists directing funds to enrich themselves at the expense of agricultural communities, human health, animal welfare, and environmental sustainability. It's far from its original intention: to help struggling farmers and hungry citizens during The Great Depression and Dustbowl. Most Americans have never heard of this massive omnibus bill, which Congress reauthorizes every five or so years. It shapes our food system–from subsidizing factory farms to funding food and nutrition programs, and it is why burgers are artificially cheap and salads cost more than they should. How did this happen? After World War II, to meet the needs of a booming U.S. population and a growing export market, the Farm Bill invested heavily in monocrops, including millions of acres of corn and soy, used to feed animals on industrialized farms. We subsidize the overproduction of fat-laden animal products and highly processed foods, making unhealthy food cheap and accessible. This contributes to heart disease and other chronic diet-related illnesses that cost our nation billions of dollars annually in preventable health care costs. Nine out of 10 U.S. adults do not consume nutritionists' recommended fruits and vegetables. The Farm Bill should invest in enterprises that act with integrity, not unethical profiteers who lobby for unconstitutional "ag-gag" laws that prevent free speech, transparency, and accountability.

House Republicans Accidentally Released a Trove of Damning Covid Documents

House Republicans on the subcommittee probing the origin of the Covid-19 virus appear to have inadvertently released a trove of new documents related to their investigation that shed light on deliberations among the scientists who drafted a key paper in February and March of 2020. The paper, published in Nature Medicine on March 17, 2020, was titled "The Proximal Origin of SARS-CoV-2" and played a leading role in creating a public impression of a scientific consensus that the virus had emerged naturally in a Chinese "wet market." The paper was the subject of a hearing on Capitol Hill on Tuesday, which coincided with the release of a report by the subcommittee devoted to the "Proximal Origin" paper. The scientists believed one thing in private – that lab escape was likely – while working to produce a paper saying the opposite in public. Much of Tuesday's hearing focused on a critical few days in early February 2020, beginning with a conference call February 1 that included the eventual authors of the paper and Drs. Anthony Fauci, then head of the National Institute of Allergy and Infectious Diseases, and Francis Collins, then head of its parent agency, the National Institutes of Health. Later minutes showed that the consensus among the experts leaned toward a lab escape. Yet within days, they were circulating a draft – including to Fauci and Collins – that came to the opposite conclusion, the first draft of which had been finished the same day of the conference call.

FBI facilitated social media ‘takedown requests' made by Ukrainian spy agency: report

https://nypost.com/2023/07/10/fbi-facilitated-social-media-takedown-requests-...

The FBI colluded with a Ukrainian intelligence agency to pressure social media companies into taking down accounts accused of spreading Russian disinformation – some of which belonged to Americans, a House committee said. The report issued by the House Judiciary Committee and the Select Subcommittee on the Weaponization of the Federal Government ... is based on documents subpoenaed from Meta – the parent company of Facebook and Instagram – and Alphabet – the parent company of Google and YouTube. It alleges that the "FBI violated the First Amendment rights of Americans and potentially undermined our national security." The committees found that following Russia's invasion of Ukraine, the Security Service of Ukraine (SBU) enlisted the FBI in support of an effort to combat the spread of "Russian disinformation" on social media. As part of the effort, the SBU transmitted lists of social media accounts to the FBI that it wanted to be banned and the bureau, in turn, "routinely relayed these lists to the relevant social media platforms." The committee claims that "the authentic accounts of Americans, including a verified US State Department account and those belonging to American journalists" were ensnared in the censorship effort and flagged for social media companies to take down. The State Department's Russian-language Instagram account ... was one of the authentic American accounts flagged for removal in a list composed by the SBU and transmitted to Big Tech companies by the FBI.

Key Scientist In COVID Origin Controversy Misled Congress on Status of $8.9 Million NIH Grant
2023-07-21, The Intercept
Posted: 2023-07-31 13:44:04
https://theintercept.com/2023/07/21/covid-origin-nih-lab-leak/

Key researchers who testified before the House subcommittee investigating the origin of Covid-19 virus last week misled Congress about the nature of a multimillion-dollar grant that was pending at the time they joined a critical conference [call] with Drs. Francis Collins and Anthony Fauci in February 2020. On the call, the scientists suggested they leaned toward a lab escape as the most likely scenario, but they made a U-turn later that day when they began drafting it. The paper eventually ran in Nature Medicine under the headline "The Proximal Origin of SARS-CoV-2." Fauci and Collins were kept in the loop on the preparation of the paper, and Fauci highlighted it to the public in order to dismiss the notion of a lab escape. House Republicans convened a hearing last week on the conference call and the resulting paper, and one of the major sources of contention was the extent to which Fauci and Collins held financial sway over the scientists, who also had a grant application pending before the NIH. Democrats repeatedly characterized the argument in terms of a "bribe" being paid in exchange for a paper that exonerated a lab in Wuhan, China, that the NIH had been funding to do the kind of risky research that could spark a pandemic. Rather than a bribe, though, the question is one of leverage. "I hate when politics is injected into science – but it's impossible not to, especially given the circumstance," [said scientist Kristian Anderson]. "We should be sensitive to that."

Many censored social media posts did not contain Covid-19 misinformation

https://www.theaustralian.com.au/nation/many-censored-social-media-posts-did-...

Many of 4000 social media posts secretly censored by government during the height of the Covid-19 pandemic contained factual information and reasonable arguments rather than misinformation, new documents reveal. Digital posts released after Freedom of Information applications show the censored information shared facts such as the ineffectiveness of vaccines in preventing Covid-19 infection and transmission or argued against measures such as mask mandates and lockdowns. For instance, the then Coalition government sought the removal of an Instagram post in April 2021 that claimed "Covid-19 vaccine does not prevent Covid-19 infection or Covid-19 transmission". That statement clearly was accurate yet the official intervention via the Home Affairs Department claimed it breached Instagram's community guidelines because it was "potentially harmful information" that was "explicitly prohibited" by the platform. An April 2021 tweet was challenged because it claimed "Covid-19 was released or escaped from Wuhan laboratory in China and that it was funded by the US government". The Home Affairs Department claimed this was "explicitly prohibited" under Twitter's rules because it might "invoke a deliberate conspiracy by malicious and/or powerful forces", yet American intelligence agencies have found the most likely source of the virus was the Wuhan Institute of Virology, and it has been revealed that some work at the laboratory was funded by the US.

Note: The Journal of the American Medical Association (JAMA) recently published a study that tracked the spread of COVID-19 'misinformation' during the course of the pandemic. Despite significant evidence pointing to the likelihood that COVID leaked from a lab and the unprecedented collusion between the Biden administration and tech giants to remove politically unfavorable views on social media, this JAMA study stated that these claims were inaccurate. How do we stay open to debate, instead of silencing voices with legitimate concerns and labeling it as misinformation? New Docs Link CIA to Medical Torture of Indigenous Children and Black Prisoners

https://truthout.org/articles/new-docs-link-cia-to-medical-torture-of-indigen...

In early 1973 ... the head of the Central Intelligence Agency (CIA) ordered the destruction of all documents related to MK Ultra. MK Ultra involved a range of grotesque experiments on unwitting test subjects within and beyond U.S. borders. In October of 2021, new evidence surfaced linking disappeared Indigenous children to MK Ultra experiments conducted by CIA-sponsored researchers. A white Winnipeg resident named Lana Ponting testified in Quebec's Superior Court that in 1958, when she was 16 years old, doctors from the Allan Memorial Institute, a former psychiatric hospital ... held her against her will, drugged her with LSD and other substances, subjected her to electroshock treatments, and exposed her to auditory indoctrination: playing a recording telling Ponting over and over again, that she was either "a bad girl" or "a good girl." Ponting recalls sneaking out at night and happening upon "people standing over by the cement wall" with shovels and flashlights. She and other children had heard rumors that bodies were buried on the property. The CIA, along with the U.S. and Canadian military and powerful U.S. charitable foundations, are directly implicated in this ordeal. The Memorial Institute was home to MK Ultra "Subproject 68." Under the leadership of psychiatrist Ewen Cameron, whom Ponting accused of raping her, experiments in this subproject sought to "depattern" people's minds using violent methods Cameron termed "psychic driving."

How A Notorious Georgia Army School Became America's Training Ground For Global Torture

Fort Benning, the infamous Georgia U.S. military base, is once again in the news, changing its name to Fort Moore, thereby ditching its Confederate name. Across Latin America, the very name of Fort Benning is enough to strike terror into the hearts of millions, bringing back visions of massacres and genocides. This is because the fort is home to the School of the Americas (now known as Western Hemisphere Institute for Security Cooperation or WHINSEC), a shadowy academy where around 84,000 Latin American soldiers and police officers have been taught on the U.S. dime on how to kill, torture and how to stamp out political activists. "The school is controversial partly because of its role in promoting US hegemony in Latin America," James Jordan, national co-coordinator at Alliance for Global Justice, told MintPress, adding, "But even worse, it is how the school has promoted this: teaching methods of torture – even publishing torture manuals, counterintelligence, psyops, repression of political voices that don't meet the approval of Washington DC. If one looks at cases of human rights abuses by the military throughout Latin America, the number of those responsible who were trained at the School of the Americas is simply staggering." In 1996, the Pentagon was pressured into releasing the school's official training manuals. Even a casual glance through the nearly 1200 pages of instructions makes for sobering reading and dispels the myth forever that the U.S. is a benevolent global force.

Note: The School of the Americas graduated more than 500 human rights abusers. The identities of many other US-trained troops operating in other countries remain hidden by US courts. Why a game in which you look for a real, live pink elephant could help save the world

Edgard Gouveia Jr., 58, says the key to solving the world's problems is games. "I use games and narrative to mobilize crowds," says the Brazilian game inventor and co-founder of Livelab. He's worked with schools, companies, government offices and slums. "Games that can make a whole town, a whole city or even a whole country play together." And now he's developing a global game called "Jornada X" whose goal is to get kids and teenagers to save nothing less than all life on the planet. Through games and playful activities, we create a field of trust. When you create abundance of connection, abundance of possibility, people sense it right away. It doesn't matter if for 30 or 40 years they were living in scarcity. By belonging to a group that we love and that's doing good in the world – these are ways of energizing our collective power, our collective meaning. When you do some good, you feel like you have an identity. [Jornada X] starts with young people. They receive a call that's like a Matrix video that says, "Humanity isn't doing well. Society is violent and nature is dying. But you are one of a group of special kids with superpowers – things like love, helping others, strength, and friendship. As soon as they sign up, the team starts to receive missions. We might say, "Look at your neighborhood. What's wrong?" By the end of seven weeks, they have to find a solution ... Kids play war games all the time. They collaborate to kill people. It's not that they like death, but they want to have this kind of adrenaline. What could be more exciting? My answer is saving the planet in a way that adults haven't been able to."

'It Affects All of Us': Free Financial Counseling Helps Tulsans Thrive

In 2021, Latoya Tart found herself deep in debt. She had taken out several loans, and struggled to pay them off while still paying for other necessities, including rent and groceries. Then Tart ... learned about a program offering financial counseling free of charge to any resident of Tulsa, Oklahoma. She started seeing a financial counselor at The Financial Empowerment Center in September 2021. The Center is a partnership between the City of Tulsa and Goodwill Industries. "We are really building capacity at the city level, to support and grow and build collaboration among the providers in town who are working to move the needle on financial stability, financial resiliency for Tulsans," says Janae Bradford, director of the City of Tulsa's Office for Financial Empowerment and Community Wealth. During the first session with each new client, a counselor conducts a financial health assessment. "That's where the counselor and the client just go through the financial situation," she says. "How much are you making from your job? What money is coming in? What money's going out? And it's a completely non-judgmental, just comfortable, conversation about what are the facts." Then the counselor and client decide on their main focus area and set a goal. Since the Center opened in December 2020, the FEC has worked with more than 1,300 clients, and counselors have completed more than 2,000 sessions. There are currently 639 active clients working with counselors on their financial goals.

Congressman Says People 'Deserve to Know' About Aliens

Tennessee Republican Representative Tim Burchett said this week that Americans "deserve to know" about aliens and UFOs or unidentified aerial phenomena (UAPs). "That's what it is about: aliens ... I think people deserve to know," Burchett told Politico, while speaking about a potential House Oversight Committee hearing on UFOs and UAPs. The comments by Burchett come amid ongoing discussion about UFOs, UAPs and aliens throughout the U.S. after Air Force veteran David Grusch, told NewsNation that the U.S. Military has a secret program that previously recovered wreckage of a UFO. "These are retrieving non-human origin technical vehicles, call it spacecraft if you will, non-human exotic origin vehicles that have either landed or crashed," Grusch, who also previously served as the National Reconnaissance Office's representative to the UAP Task Force [said]. "Well, naturally, when you recover something that's either landed or crashed, sometimes you encounter dead pilots and, believe it or not, as fantastical as that sounds, it's true." The remarks by Grusch prompted many Republicans, including Burchett, to call for a further investigation into the alleged discovery of crashed UFOs and UAPs. In June, House Oversight Committee chair James Comer said that the committee was planning to have a hearing on UFOs and UAPs in the coming weeks, and a spokesperson for Comer's office told Politico on Thursday that the hearing is "looking like it will happen towards the end of this month."

A decorated former combat officer and an intelligence officer named David Grusch, who had worked on the government's Unidentified Aerial Phenomena Task Force, said he had turned whistle-blower, and he had testified under oath that he has been told reliably, and given evidence of, secret government programs that have, over a long period of time, recovered and definitively analyzed crash materials – that we have this stuff, and it is being kept from Congress, it is being hidden. And if it were just him, maybe you would dismiss it. But there were others in the intelligence community, who had served around him, who were themselves very highly credentialed, who backed him up on this. The House and Senate Intelligence committees were very interested in this. More and more of them were briefed. Eventually, they actually authorized – or set up this U.A.P. Task Force, which was sort of an offshoot of this original AATIP program. This entity was instructed by Congress to study these cases and come up with reports, including reports for the public, and to just investigate this. The numbers of incidents that they had were just extraordinary, and they could not explain the behavior of these objects, the fact that some of them would hang around for 22 hours or something like that with, which is longer than they believed any drones could remain aloft. And one was described as a sphere with a cube inside it. So these were different kinds of things than we had been hearing about.

Pentagon Profiteers: Executive Compensation In The Arms Industry

Funding for the Department of Defense and related work on nuclear weapons at the Department of Energy will reach more than $850 billion in Fiscal Year 2023, far higher than spending at the height of the Cold War or the peak years of the Korean and Vietnam conflicts. While advocates of spending these enormous sums often argue that the money is needed to "support the troops," more than half of the Pentagon's yearly budget goes to private contractors, many of whom are making hefty profits at taxpayer expense while producing flawed products at exorbitant prices. One telling example of how these companies waste taxpayer dollars is how much they pay their top executives. In 2021 ... the CEOs of the top five contractors received compensation ranging from $18 million to $23 million each, including James Taiclet of Lockheed Martin, $18.1 million; David Calhoun of Boeing, $21.1 million; Gregory Hayes of Raytheon, $21.8 million; Phebe Novakovic of General Dynamics, $23.5 million; and Kathy Warden of Northrop Grumman, $19.9 million. Since these firms receive a large share of their revenue from U.S. government contracts, much of this excessive executive compensation is essentially subsidized by the taxpayers. Defense executives wouldn't be able to earn multi-million dollar salaries if their companies weren't grabbing billions in Pentagon contract awards. In addition to campaign contributions, the industry spent over $100 million on lobbying in just the first three quarters of 2022.

Though once confined to the realm of science fiction, the concept of supercomputers killing humans has now become a distinct possibility. In addition to developing a wide variety of "autonomous," or robotic combat devices, the major military powers are also rushing to create automated battlefield decision-making systems, or what might be called "robot generals." In wars in the not-too-distant future, such AI-powered systems could be deployed to deliver combat orders to American soldiers, dictating where, when, and how they kill enemy troops or take fire from their opponents. In its budget submission for 2023, for example, the Air Force requested $231 million to develop the Advanced Battlefield Management System (ABMS), a complex network of sensors and AI-enabled computers designed to ... provide pilots and ground forces with a menu of optimal attack options. As the technology advances, the system will be capable of sending "fire" instructions directly to "shooters," largely bypassing human control. The Air Force's ABMS is intended to ... connect all US combat forces, the Joint All-Domain Command-and-Control System (JADC2, pronounced "Jad-C-two"). "JADC2 intends to enable commanders to make better decisions by collecting data from numerous sensors, processing the data using artificial intelligence algorithms to identify targets, then recommending the optimal weapon ... to engage the target," the Congressional Research Service reported in 2022.
