Burlington recently announced that it now produces or gets more power than its citizens use. And it’s all coming from renewable sources of energy like wind and solar and hydroelectric. Ken Nolan helps run Burlington Electric, the local utility company that supplies power to the city’s 42,000 residents. Some might say, of course this is happening in Burlington — the town that’s often cast as a liberal, progressive haven. But Burlington — and Vermont at large — has plenty of economic reasons to try and do their part to tackle climate change: Vermont’s iconic, multi-million dollar industries — skiing and maple syrup — are as dependent on the climate as any industry in the U.S. And the state suffered hundreds of millions of dollars in damage from Hurricane Irene — the type of storm scientists say will grow in frequency unless we reduce our consumption of fossil fuels. Nolan says that switching from fossil fuel energy to renewable energy will likely save the city about $20 million dollars over the next two decades. What’s more, consumers haven’t been hit with a big price increase: while residential customers across the US have seen small but gradual increases in their utility bills over the years, Burlington’s rates haven’t increased since 2009. There’s nothing magic about Burlington in terms of where it sits. It was just a bunch of decisions made over ten years or more, to get towards renewable energy.

John Emerson Moss is an unheralded giant in the capital of California. Moss [represented] Sacramento in Congress for 25 years – a career marked by one of the most noteworthy legislative records of the second half of the 20th century. Moss was the author and champion of the federal Freedom of Information Act, which gave any American the right to access federal records once routinely sealed by the most powerful forces in the American government. Because of Moss, there is the Consumer Product Safety Commission. He played a major role in enacting the Toy Safety Act, the Poison Package Control Act, the Federal Privacy Act. He was chief sponsor of the Clean Air Act. Moss was one of the first voices in government to come out against the Vietnam War, a position that put him squarely at odds with President Lyndon Johnson – one of the most politically powerful and vindictive men to occupy the Oval Office. A Democrat like Johnson, Moss’ opposition to Vietnam and his dogged pursuit of FOIA cost him what many politicians crave most – power. President Johnson was against the idea of opening federal records to the public and he fought Moss behind closed doors. Moss prevailed when Johnson bowed to pressure from newspaper editors and a growing mistrust of government. He signed FOIA into law the week of July 4, 1966. It was a momentous event. But there is no film of Moss standing behind Johnson as he signed FOIA into law because a grudging Johnson refused to have a public signing ceremony to mark the event.

Report says procedures put a chilling effect on potential FBI whistleblowers

Jane Turner loved being a FBI agent. But once she became a whistleblower, the FBI turned on her. The Government Accountability Office (GAO) cites [Turner's] case in a report that will be the focus of a Senate hearing Wednesday. Compared with other feds, FBI whistleblowers have less protection against retaliation by management, the GAO says, and current procedures could discourage whistleblowing. “Anytime a whistleblower is punished for pointing out waste or misconduct, it sends the signal to other employees that doing the right thing will be met with potentially harsh repercussions,” Sen. Charles E. Grassley (R-Iowa), chairman of the Judiciary Committee, told Federal Diary. “Unfortunately, many who come to me express fear of reprisal for raising the alarm and are even unclear of their rights as whistleblowers. In fact, one potential witness for Wednesday’s hearing backed out for fear of retaliation.” Another problem the GAO identified [is] the time it takes to resolve some complaints. In 2002, Turner, based in Minneapolis, blew the whistle on colleagues who allegedly stole items from Ground Zero after the Sept. 11, 2001, terrorist attacks. How did her bosses respond? “After making this whistleblower disclosure, she was ... placed on leave, and given a notice of proposed removal,” the GAO reported. Like a tenacious FBI agent, Turner fought back and won. But not until 2013, when the Justice Department ruled in her favor — more than a decade after her complaint.

History of Lynchings in the South Documents Nearly 4,000 Names

The Equal Justice Initiative in Montgomery, Ala., released a report on the history of lynchings in the United States. The authors of the report compiled an inventory of 3,959 victims of “racial terror lynchings” in 12 Southern states from 1877 to 1950. Next comes the process of selecting lynching sites where the organization plans to erect markers and memorials, which will involve significant fund-raising, negotiations with distrustful landowners and, almost undoubtedly, intense controversy. The process is intended, [Equal Justice Initiative founder Bryan] Stevenson said, to force people to reckon with the narrative through-line of the country’s vicious racial history, rather than thinking of that history in a short-range, piecemeal way. “Lynching and the terror era shaped the geography, politics, economics and social characteristics of being black in America during the 20th century,” Mr. Stevenson said, arguing that many participants in the great migration from the South should be thought of as refugees fleeing terrorism rather than people simply seeking work. The lynching report is part of a longer project Mr. Stevenson began several years ago. One phase involved the erection of historical markers about the extensive slave markets in Montgomery. The city and state governments were not welcoming of the markers, despite the abundance of Civil War and civil rights movement memorials in Montgomery, but Mr. Stevenson is planning to do the same thing elsewhere.

The Trans-Pacific Partnership clause everyone should oppose

The United States is in the final stages of negotiating the Trans-Pacific Partnership (TPP), a massive free-trade agreement. Who will benefit from the TPP? One strong hint is [a provision] called “Investor-State Dispute Settlement,” or ISDS. Imagine that the United States bans a toxic chemical that is often added to gasoline because of its health and environmental consequences. If a foreign company that makes the toxic chemical opposes the law, it would normally have to challenge it in a U.S. court. But with ISDS, the company could skip the U.S. courts and go before an international panel of arbitrators. If the company won, the ruling couldn’t be challenged in U.S. courts, and the arbitration panel could require American taxpayers to cough up millions — and even billions — of dollars in damages. ISDS could lead to gigantic fines, but it wouldn’t employ independent judges. Instead, highly paid corporate lawyers would go back and forth between representing corporations one day and sitting in judgement the next. If the tilt toward giant corporations wasn’t clear enough, consider who would get to use this special court: only international investors, which are, by and large, big corporations. So if a Vietnamese company with U.S. operations wanted to challenge an increase in the U.S. minimum wage, it could use ISDS. But if an American labor union believed Vietnam was allowing Vietnamese companies to pay slave wages in violation of trade commitments, the union would have to make its case in the Vietnamese courts.

This spring, President Obama and Republican leaders in Congress want to use an outdated process used to pass the North American Free Trade Agreement more than 20 years ago — a rule called “fast track” — to force ... passage of the giant Trans-Pacific Partnership, or TPP, trade deal. A fast-tracked TPP would lock in a rigged set of economic rules, lasting potentially forever, before most Americans — let alone some members of Congress — have had a chance to understand it thoroughly. It would be a grave mistake for Congress to authorize fast-tracking this giant trade deal. We now know that NAFTA [has] contributed to the huge U.S. trade deficits. We now import about $500 billion more in goods and services each year than we export. Following NAFTA with the Trans-Pacific Partnership is like turning a bad television show into a terrible movie. As for the problems with the TPP? What's been leaked about its proposals reveals, for example, that the pharmaceutical industry would get stronger patent protections, delaying cheaper generic versions of drugs. The deal also gives global corporations an international tribunal of private attorneys, outside any nation's legal system, that can order compensation for lost expected profits resulting from a nation's regulations, including our own. These extraordinary rights for corporations put governments on the defensive over legitimate public health or environmental rules.

Syngenta, a Swiss chemicals company, produces one of America’s most popular herbicides. It is called atrazine, and 73.7 million pounds of the chemical compound were applied in the United States in 2013. It was used on more than half of all corn crops, two-thirds of sorghum and up to 90 percent of sugar cane. The weed killer is banned as a pesticide in the European Union as well as in Switzerland over concerns that it is a groundwater contaminant. Syngenta, however, did not get the memo. Even though the European Union banned atrazine over a decade ago, the company has long insisted that the pesticide was not banned. Sensitivity over regulatory gaps between the United States and Europe has flared during trans-Atlantic trade talks, which have been underway since 2013. An increasing number of critics of the process are concerned that the outcome could favor corporations more than consumers. Advocacy groups have particularly focused on chemicals, given the disparities in policy. Baskut O. Tuncak, a senior lawyer at the Center for International Environmental Law, said that in his view the chemical proposals that have surfaced so far “reflect a lot of industry’s demands and their concerns with more protective E.U. policies.” He added that proposed changes could “slow or stop and possibly weaken efforts to develop stronger chemical regulation in either the E.U. or the U.S.”

Are Paracas Elongated Skulls a New Species, Aliens or a Hoax?

Initial DNA analysis of one of the 3,000-year-old elongated skulls found in Paracas, Peru, has revealed that they may not have been come from humans but from a completely new species, according to Paracas Museum assistant director Brien Foerster. A geneticist who tested skull samples has found that they contain mutated DNA that does not match any known genetic DNA information in GenBank, an open-access sequence database of all the known genetic data in the world. The unidentified geneticist told Foerster: "It had mtDNA (mitochondrial DNA) with mutations unknown in any human, primate, or animal known so far. But a few fragments I was able to sequence from this sample indicate that if these mutations will hold we are dealing with a new human-like creature, very distant from Homo sapiens, Neanderthals and Denisovans. I am not sure it will even fit into the known evolutionary tree." According to Foerster, the geneticist in question, who apparently does contract work for the US government, is willing to go public, but does not want to come forward until the tests prove the theory conclusively. Peruvian archaeologist Julio Tello discovered the skulls in 1928 ... on the south coast of Peru. There are still many more tests that need to be carried out to verify what the DNA is. With the help of interested individuals over the last two years, Foerster has so far raised $7,000 (Ł4,260, €5,120) to do the initial DNA testing, but a full genome study to completely verify the theory would cost at least $100,000,

Thousands of Vulnerable Children Go Missing from Britain's Protective Services

Many of the child sex abuse scandals that have shocked Britain in recent years involve victims who were supposed to be under the protection of the state. Each year the government loses track of around 2,000 vulnerable children in care, even as reports of human trafficking inside the country are on the rise. “Children ... just go missing, and we don’t know what’s happening to them,” says John Hemming, a Liberal Democrat in Parliament. Hemming believes that better tracking of children who leave care might have made a difference in Rotherham and another abuse case, in Rochdale. In 2012 ... abusers were brought to justice in Rochdale over a child sex ring that went ignored for years despite victims repeatedly seeking local authorities’ help. “[This] is all about abuse of power by employees of the state,” says Hemming. “The fact that it involves the maltreatment of children for sexual gratification makes this all the worse." Jon Bird, operations manager at London’s National Association of Adults Abused in Childhood, says nearly half of the survivors ... of human trafficking were at one time inside the U.K.’s care system. The U.K.’s Human Trafficking Centre’s latest assessment shows a total of 2,744 people, including 602 children, reported as trafficked for exploitation in the U.K. in 2013, up 22 percent from 2012. Victims were forced to work in brothels, hotels, private homes or on the street as sex workers, and also forced into domestic servitude or to work on building sites or in farms and factories. The government-run National Crime Agency declined to discuss potential links between the child-care system and trafficking.

Serious case review slams police failure in serial abuse of Oxford girls

More than 300 young people have been groomed and sexually exploited by gangs of men in Oxfordshire in the past 15 years, a damning report into the failures of police and social services to stop years of sexual torture, trafficking and rape will reveal, the Guardian has learned. The victims, mostly girls, come predominantly from the city of Oxford. A serious case review by the Oxfordshire safeguarding children’s board, to be published on Tuesday, will condemn Thames Valley police for not believing the young girls, for treating them as if they had chosen to adopt the lifestyle, and for failing to act on repeated calls for help. Oxfordshire social services – which had responsibility for the girls’ safety – will be equally damned for knowing they were being groomed and for failing to protect them despite compelling evidence they were in danger. One social worker told a trial that nine out of 10 of those responsible for the girls [were] aware of what was going on. The case echoes the child exploitation scandals in Rotherham, Rochdale and Derby. In Oxford, however, the grooming, sexual torture and trafficking took place on the streets of the Cowley area of the city, in churchyards, parks, a guesthouse and empty flats procured for the purpose of drugging the girls and handing them around to be gang raped and brutalised. Police officers and social workers did not listen to the girls when they spoke of the abuse they were suffering, did not believe them and dismissed them.

Cameron says child sex abuse to be classified 'national threat'

British Prime Minister David Cameron said tackling child sexual abuse was a national priority on a par with organised crime on Tuesday, announcing measures to prevent systematic abuse. Britain has been rocked by a series of child sex abuse revelations, including a case in Rotherham, northern England, where some 1,400 children, some as young as 11, were abused by gangs of men. "I've just spent half an hour with some of the survivors of abuse in Rotherham and these are stories that are going to stay with me forever. They are absolutely horrific," Cameron said at a meeting of victim groups, police and child protection experts held in his official London residence. "Young girls [are] being abused over and over again on an industrial scale." Classifying child sexual abuse as a national threat will create a duty for police forces to collaborate across regions to safeguard children, Cameron's office said. Cameron also announced other measures to improve coordination between public bodies and a helpline to encourage whistleblowers. In addition, Cameron proposed criminal sanctions for senior public workers who fail to protect children from abuse. Referring to the Rotherham case he said: "This has happened with too many organisations and too many people walking on by and we have got to really resolve that this stops here, it doesn't happen again and we recognise abuse for what it is."

What Hillary Clinton’s Emails Really Reveal

How will history judge a generation of leaders who don’t preserve the historical record? The revelation on Monday that Hillary Rodham Clinton used only a personal email account when she was secretary of state and did not preserve her emails on departmental servers seems to reflect a troubling indifference to saving the history she was living. Mrs. Clinton’s aides eventually turned over 55,000 pages of correspondence. But the State Department’s Office of the Historian estimates that the department produces two billion emails a year. The bigger problem is that the government produces an astounding volume of email, much of it classified, and the public doesn’t get to see it unless archivists can preserve and process it. According to the nonpartisan Public Interest Declassification Board, a single intelligence agency is producing a petabyte of classified data every 18 months, or the equivalent of 20 million four-drawer file cabinets. The National Archives estimates that, without new technology to accelerate the process, that information would take two million employees a year to review for declassification. Instead, there are just 41 archivists working in College Park, Md., to review records from across the entire federal government — one page at a time. The government is producing more classified documents than it knows what to do with. The National Archives is buckling under the strain, and could collapse under an avalanche of electronic records. If it does, America’s commitment to transparent governance will become a thing of the past, because the past itself will be impossible to recover.

Body-Camera Maker Has Financial Ties to Police Chiefs

Taser International, the stun-gun maker emerging as a leading supplier of body cameras for police, has cultivated financial ties to police chiefs whose departments have bought the recording devices. Taser is covering airfare and hotel stays for police chiefs who speak at promotional conferences. It is also hiring recently retired chiefs as consultants, sometimes just months after their cities signed contracts with Taser. The relationships raise questions of whether chiefs are acting in the best interests of the taxpayers in their dealings with Scottsdale, Arizona-based Taser, whose contracts for cameras and storage systems for the video can run into the millions of dollars. As the police chief in Fort Worth, Texas, successfully pushed for the signing of a major contract with Taser before a company quarterly sales deadline, he wrote a Taser representative in an email, "Someone should give me a raise." City officials and rival companies are raising concerns about police chiefs' ties to Taser. Charlie Luke, a Salt Lake City councilman ... said he was surprised when he learned last year that the city's police department had purchased Taser cameras using surplus money, bypassing the standard bidding process and City Council approval. The department declined to say how much it has spent acquiring 295 body cameras. Taser's competitors ... complain they have been shut out by cities awarding no-bid contracts to Taser and are being put at a disadvantage by requests for proposals that appear tailored to Taser's products.

FDA "Corruption" Letter Authenticated: Lawyers, Start Your Engines!

The FDA has "certified" a 2009 letter sent anonymously by FDA staff to President Obama describing "systemic corruption and wrongdoing that permeates all levels of FDA." The FDA's official recognition of the letter means that lawyers who want to use it to demonstrate that the FDA isn't perfect won't have to go through weeks of tedious discovery demands to find someone at the FDA who can officially say, "Yup, we sent that." That's going to be a headache for drug companies who often defend their drugs in court by saying, "Hey, the FDA said this product was fine and we did everything they asked -- so it's not fair to hold us responsible." Plaintiffs' lawyers can now hold up the letter in court and argue that drug companies have been on notice that the FDA is riddled with politics, conflicts of interest and outright corruption, and is, as the letter says, "fundamentally broken." Written by a group of scientists on FDA letter head -- but with their names blacked out for fear of retaliation -- the letter describes a nightmare of bungling and self-dealing among higher-ups at the drug safety agency. It begs Obama to step in and reform the shop: "... many other FDA managers who have failed to protect the American public, who have violated laws, rules, and regulations, who have suppressed or altered scientific or technological findings and conclusions, who have abused their power and authority, and who have engaged in illegal retaliation against those who speak out, have not been held accountable and remain in place."

The endless adaptability of the human brain is summed up by the term "neuroplasticity". A few decades ago, scientists thought the brain was relatively fixed. It was also believed that different areas of the brain had their own specialities and didn't veer from these. Now we know that ... new neurons do grow. New neural pathways can be formed and, when disease or damage occurs in one part of the brain, cortical maps can be redrawn to make up for lost function. [Norman] Doidge, a Canadian psychiatrist and psychoanalyst, is the master of explaining how the brain's plasticity can be harnessed to improve the symptoms of brain-related disorders, ranging from stroke to autism. Doidge [identifies] stages of healing [the brain]: corrections of general cellular functions of the neurons and glia, neurostimulation, neuromodulation, neurorelaxation and neurodifferentiation and learning. The first stage [is] about restoring brain cell health. Doidge says that he has seen patients with depression, bipolar disorder and attention deficit disorder "make major progress by eliminating toxins and certain foods, such as sugar and grains, that they were sensitive to". Neurostimulation is when "dormant circuits in the hurt brain" are stimulated. This is followed by neuromodulation, where the brain is reset so that it's neither too excited nor too inhibited. Brain disorders often leave the person exhausted, so relaxation is an important part of recovery. Neurodifferentiation and learning is ... the stage when the brain does "what it does best" which is, apparently, "making fine distinctions".

With Stage 4 metastasized breast cancer, Patti ... wanted to know how to live life with no regrets. Out of Patti’s vision and sense of urgency, the No Regrets Project was born. Between radiation treatments, spinal surgery and a bucket list trip to Alaska, Patti wrote essays, talked with anyone who would listen, dreamed and created. In the end, she developed five simple, personal practices to help herself live life more fully: be grateful every day, trust – take the risk, courage to be me, choose joy, and love myself & share it. While the phrases may be simple, accomplishing them is not. The development of the No Regrets Project is Patti Pansa’s legacy to all of us. Each day, Patti wrote in her gratitude journal. The simplest things caught her attention. “I am grateful for a little bird sitting on a branch outside of my bedroom window,” “I love to feel the warmth in the sunlight crossing my bed,” and more. This practice of gratitude helped her to focus on the things that she appreciated most, rather than on her declining health and the difficult medical procedures that she endured. Patti learned that trust requires an element of surrender. With diminishing energy, she simply followed the flow of suggestions and referrals to find the resources that were needed in a short period of time. Patti spent the last five months of her life celebrating, sharing, creating, loving, and living. On October 23, 2013, under hospice care, Patti died at home with her family. She died with no regrets.

McDonald’s to use chicken without human antibiotics

McDonald’s said on Wednesday that its 14,000 US restaurants will stop serving chicken raised with antibiotics "important to human medicine," a significant change in food policy for the world’s largest fast-food chain. McDonald’s said the decision is an attempt to adapt to diners’ desire for healthier food.‘‘Our customers want food that they feel great about eating — all the way from the farm to the restaurant — and these moves take a step toward better delivering on those expectations,’’ McDonald’s US president, Mike Andres, said in a statement. McDonald’s said the new policy will be implemented across its US supply chain within two years. Also, McDonald’s said that this year it will begin offering milk jugs in its Happy Meals that contain milk from cows that have not been treated with the growth hormone rbST. Public health advocates cheered the move, and some groups, including Keep Antibiotics Working, said they had been in ‘‘close dialogue’’ with McDonald’s about the policy change.

Good Samaritans are working to make sure that the homeless and others in need are prepared for the winter weather. Hats and scarves have been spotted around several areas that are experiencing frigid temperatures this winter. The apparel -- which has shown up in cities including Edmonton and Winnipeg in Canada, and Wilmington, North Carolina -- comes with messages urging those in need to take the winter wear. "I am not lost!" a message attached to a scarf in Wilmington reads. "If you are stuck out in the cold, please take this to keep warm!" The group responsible for that particular item, Scarves in the Port City, says that their aim is to account for those who need a helping hand during the winter months in a simple and effective way. "We collect and distribute scarves for the homeless during inclement weather," the group ... wrote on their Facebook page. "We hope to help create awareness of the difference kindness can make to people's attitudes, feelings and actions towards themselves and others when it's embraced as a way of life." The do-gooders, who often place the clothing in locations that are easily accessible for people in need, like libraries where people may seek refuge from the chill or homeless shelters, say they hope their efforts can provide some much-needed comfort to those who need it most over the winter months.

The disappeared: Chicago police detain Americans at abuse-laden 'black site'

The Chicago police department operates an off-the-books interrogation compound. The facility, a nondescript warehouse on Chicago’s west side known as Homan Square, has long been the scene of secretive work by special police units. Police practices at Homan Square [allegedly] include: Keeping arrestees out of official booking databases; Beating by police, resulting in head wounds; Shackling for prolonged periods; Denying attorneys access to the “secure” facility; Holding people [as young as 15] without legal counsel for between 12 and 24 hours. Unlike a precinct, no one taken to Homan Square is said to be booked. Jacob Church learned about Homan Square the hard way. On May 16 2012, he and 11 others were taken there after police infiltrated their protest against the Nato summit. After serving two and a half years in prison, Church ... and his co-defendants were found not guilty in 2014 of terrorism-related offenses. Tracy Siska, a criminologist and civil-rights activist with the Chicago Justice Project, said that Homan Square, as well as the unrelated case of ex-Guantánamo interrogator and retired Chicago detective Richard Zuley, showed the lines blurring between domestic law enforcement and overseas military operations. “The real danger in allowing practices like Guantánamo or Abu Ghraib is the fact that they ... creep into domestic law enforcement, either with weaponry like with the militarization of police, or interrogation practices. That’s how we ended up with a black site in Chicago.”

Why Does the FBI Have to Manufacture its Own Plots if Terrorism and ISIS Are Such Grave Threats?

The FBI and major media outlets yesterday trumpeted the ... latest counterterrorism triumph: the arrest of three Brooklyn men, ages 19 to 30, on charges of conspiring to travel to Syria to fight for ISIS. It appears that none of the three men was in any condition to travel or support the Islamic State, without help from the FBI informant. One of the frightening terrorist villains told the FBI informant that, beyond having no money, he had encountered a significant problem in following through on the FBI’s plot: his mom had taken away his passport. In this regard, this latest arrest appears to be quite similar to the overwhelming majority of terrorism arrests the FBI has proudly touted over the last decade. These cases ... end up sending young people to prison for decades for “crimes” which even their sentencing judges acknowledge they never would have seriously considered, let alone committed, in the absence of FBI trickery. We’re constantly bombarded with dire warnings about the grave threat of [terrorism]. But how serious of a threat can all of this be, at least domestically, if the FBI continually has to resort to manufacturing its own plots by trolling the Internet in search of young drifters and/or the mentally ill whom they target? Shouldn’t there be actual plots, ones that are created and fueled without the help of the FBI? The Justice Department is aggressively pressuring U.S. allies to employ these same entrapment tactics in order to create their own terrorists, who can then be paraded around as proof of the grave threat. The FBI’s terrorism strategy — keep fear alive — drives everything they do.

Note: Human Rights Watch has documented the government manufacture of fake "terrorism" plots being used to keep fear alive in war on terror. There is even evidence that the 1993 World Trade Center bombing was an F.B.I. entrapment plan gone awry. In 2012, the New York Times exposed the pattern of F.B.I. entrapment used to produce these fake "terrorism" plots. How can corrupt intelligence agencies continue to blatantly manipulate public perception like this?
