Three pharmaceutical companies collectively are agreeing to pay California nearly $70 million to settle allegations that they delayed drugs to keep prices high, California Attorney General Xavier Becerra said. On Tuesday, a dark-money effort linked primarily to the Ohio nuclear industry delivered an audacious payoff, as a newly elected state legislature overcame years of opposition to shower a $1.1 billion bailout on two state nuclear plants. Several dark-money groups spent millions to replace key Republican state legislators in the spring of 2018, followed by a furious lobbying campaign to make sure those new lawmakers elected a new House speaker. Amazon is threatening third-party sellers with fines for using excessive packaging for large items, in an effort to reduce waste, minimize shipping costs and ensure that customers can open boxes more easily. Third-party sellers who violate the rules can be fined $1.99 per order. The new fines, announced in a letter to sellers in September, were supposed to take effect on Aug. 1, giving sellers nearly one year to become compliant. However, Amazon is delaying implementing the rules until Sept. 3 because some sellers want Amazon to first certify their packaging as being acceptable. In the ramp up to the new rules, Amazon has been giving sellers a $1 per order credit to get them on board with the new shipping guidelines. The new rules in September only apply to items that are larger than 18 x 14 x 8 inches, or over 20 pounds. It's all part of Amazon's broader environmental push. Amazon revamped its own packaging in 2010 with its so-called Frustration-Free Packaging initiative, which aims to cut down on waste and ensure that customers can open packages without box cutters and scissors. It has also cleared some products to be shipped without extra packaging. The number of girls undergoing female genital mutilation has fallen dramatically in east Africa over the past two decades, according to a study published in BMJ Global Health. The study, which looked at rates of FGM among girls aged 14 and under, suggests that prevalence in east Africa has dropped from 71.4% in 1995, to 8% in 2016. The reported falls in the rates of FGM are far greater than previous studies have suggested. The rates of FGM practised on children have fallen in north Africa, from 57.7% in 1990 to 14.1% in 2015. In west Africa, prevalence is also reported to have decreased from 73.6% in 1996 to 25.4% in 2017. The study aimed to assess if FGM awareness campaigns targeted at mothers had been successful. Unlike many other studies, older teenagers and adult women – who tend to have higher rates of FGM – were not included. The research developed estimates by pooling and comparing FGM data by proportion across countries and regions. The report did not examine the reasons why FGM rates had fallen, but said it was likely to have been driven by policy changes, national and international investment. National laws banning FGM have been introduced in 22 out of 28 practising African countries, according to the campaign group 28 Too Many. The report concluded that if the goal of eliminating FGM was to be reached, further efforts were urgently needed, including working with religious and community leaders, youth and health workers.

For anyone familiar with Bureau of Prisons [BOP] standard operating procedures, Jeffrey Epstein’s apparent suicide is more than mysterious; it is unfathomable. The 66-year-old accused sex trafficker was found dead in his prison cell at the Metropolitan Correction Center (MCC) Saturday morning, apparently after having hanged himself. The Bureau of Prisons, the federal agency that runs the MCC, has said the FBI will investigate. It had better. Epstein’s death almost certainly means that astounding blunders occurred, perhaps by multiple personnel. If any prisoner in the federal system should have been a candidate for suspicion of suicide, it was the high-profile and disgraced Epstein. All administrative and structural measures should have been in place to ensure it could not happen. And yet it apparently did. Epstein was found last month unconscious in his MCC cell with marks on his neck. If he was not on suicide watch, it would be astonishing. Yet if he were on suicide watch, his death would be virtually inconceivable. BOP personnel, especially at MCC, are the best professionals in the corrections industry, and they receive special training in administrating suicide prevention. How exactly did Epstein manage to kill himself, and why exactly was it that he had access to the tools? Is there a video of Epstein’s cell at the crucial time? Scientists have long found a possible link between anticholinergic drugs and an increased risk of dementia. A study published in the journal JAMA Internal Medicine on Monday suggests that the link is strongest for certain classes of anticholinergic drugs - particularly antidepressants such as paroxetine or amitriptyline, bladder antimuscarinics such as oxybutynin or tolterodine, antipsychotics such as chlorpromazine or olanzapine and antiepileptic drugs such as oxcarbazepine or carbamazepine. Researchers wrote in the study that "there was nearly a 50% increased odds of dementia" associated with a total anticholinergic exposure of more than 1,095 daily doses within a 10-year period, which is equivalent to an older adult taking a strong anticholinergic medication daily for at least three years, compared with no exposure. The researchers found only an association between anticholinergic drugs and dementia risk, not a causal relationship. "However, if this association is causal, the population-attributable fractions indicate that around 10% of dementia diagnoses are attributable to anticholinergic drug exposure, which would equate, for example, to around 20,000 of the 209,600 new cases of dementia per year in the United Kingdom," the researchers wrote in the study. It has been well known that anticholinergic agents and confusion or memory issues are linked, but the new study investigated this association over a long period of time, said Dr. Douglas Scharre ... at the Ohio State University Wexner Medical Center.

In May 2008, as the opioid epidemic was raging in America, a representative of the nation’s largest manufacturer of opioid pain pills sent an email to a client at a wholesale drug distributor in Ohio. Victor Borelli, a national account manager for Mallinckrodt, told Steve Cochrane, the vice president of sales for KeySource Medical, to check his inventories and “[i]f you are low, order more. If you are okay, order a little more, Capesce?” Then Borelli joked, “destroy this email ... Is that really possible? The origin, evolution and astonishing scale of America’s catastrophic opioid epidemic just got a lot clearer. The drug industry - the pill manufacturers, wholesalers and retailers - found it profitable to flood some of the most vulnerable communities in America with billions of painkillers. They continued to move their product, and the medical community and government agencies failed to take effective action, even when it became apparent that these pills were fueling addiction and overdoses and were getting diverted to the streets. This has been broadly known for years, but this past week, the more precise details became public for the first time. The revelatory data comes from the Drug Enforcement Administration and its Automation of Reports and Consolidated Orders System (ARCOS). “This really shows a relationship between the manufacturers and the distributors: They were all in it together,” said Jim Geldhof, a retired DEA employee. “We’re seeing a lot of internal stuff that basically confirms ... that it was all about greed, and all about money.” The data shows a trend in pill distribution that, according to the lawsuit plaintiffs, can’t be passed off as reasonable therapeutic medical treatment. With many corporations having capitalizations that make them larger than countries, it can sometimes feel hard to imagine governments effectively being able to set limits on companies — let alone entire industries. One interesting exception to this rule is the private prison industry; where the government (given they are the largest client) is uniquely positioned to effectively regulate the sector — or, as many would argue, to eliminate private prisons entirely, given their problematic incentive to encourage the criminalization of vulnerable communities. New York State has been leading the way in flexing its muscles with respect to the private prison industry, having taken three concrete actions against private prisons: 1. prohibiting private prisons from operating within the state, 2. divesting state pension funds from the largest private prison companies, GEO Group and CoreCivic, and then just last week, 3. passing Bill S5433 in the State Senate, which would prohibit NY State-chartered banks from “investing in and providing financing to private prisons.” As Senator Benjamin noted in introducing the bill, in front of a Bank of America branch, “The goal is to starve private prisons of capital. My constituents do not put their hard-earned savings in a bank like the one we are standing in front of today expecting that those funds will be used to finance mass incarceration. Whether through organizing and community pressure, or tools like the bill I am announcing here today, we can and we must bring an end to private prisons.”

The Environmental Protection Agency is preparing to weaken rules that for the past quarter-century have given communities a voice in deciding how much pollution may legally be released by nearby power plants and factories. The changes would eliminate the ability of individuals or community advocates to appeal against E.P.A.-issued pollution permits before a panel of agency judges. However, the industrial permit-holders could still appeal to the panel, known as the Environmental Appeals Board, to allow them to increase their pollution. Jeffrey Epstein’s lenient 2008 conviction for his sexual assaults on adolescent girls may be described as one of the greatest travesties of justice in recent history. Brad Edwards, an attorney for many of Epstein’s victims, announced last week that Epstein continued to prey on young women while serving his sentence in Palm Beach. Unlike other sex offenders in Florida, Epstein had his own wing of the Palm Beach County jail and liberal work release policies. Due to this new information, the Miami Herald reported, the Palm Beach County Sheriff’s Office (PBSO) has suddenly opened an internal affairs investigation of Epstein’s incarceration. The sheriff’s office personnel who provided security for him had to create logs for when they watched him at the Florida Science Foundation (a foundation he apparently set up for his work-release). This appears to have involved two shifts (from 7am to 3pm and 3pm to 11pm). On July 11, 2009 the officer noted that Epstein had one female visitor who signed in. The officer reported that he followed Epstein to his Palm Beach estate at 12pm where Epstein stayed for two and a half hours. The officer did not enter Epstein’s residence and sat outside in his car. At 2:31pm he brought Epstein back to his office. The starting and ending mileage implies that the officer drove 75 miles that day. The distance from the county jail to the Florida Science Foundation, to Epstein’s house is 4 to 5 miles. It is unclear how 75 miles were logged that day.

Detective Michael Fisten hung up his badge after 30 years in law enforcement and started a new career as a private investigator. The subject of his [first] investigation was Jeffrey Epstein, the jet-setting multimillionaire with a criminal sexual interest in young girls. At the time Fisten started investigating the case in 2009, Epstein and prosecutors had already signed a controversial "non-prosecution agreement" that allowed the financier to plead guilty to less serious sex offenses and escape punishment for alleged trafficking crimes that could have landed him in prison for the rest of his life. Epstein spent 13 months in jail for two counts of prostitution. Even then, Epstein was given work-release privileges. Fisten was hired to investigate the case by attorney Brad Edwards, who was suing Epstein in civil court on behalf of many of his accusers. Edwards wanted Fisten to dig deeper. "I started going out and interviewing witnesses that became victims," Fisten said. "One after another, three girls turned into four girls, turned into five, six, seven and so on...I couldn't help but think that this could've been my daughter." He said he found it inconceivable that people who traveled in Epstein's social circles weren't aware of his misconduct, particularly with so many underage girls in his company. "Once these girls lost their braces and their pubescent look and started becoming 16-years old or 17-years old, they were too old for him, so then he started using them as recruiters to bring the younger girls," Fisten said.

"The community really needs to help with the homeless people that are outside," Natalie Barnes later said. "There are a lot of people who are looking in garbages for food. They're underdressed. They don't have anywhere to go... They still should have basic necessities, like food and like clothing, just to survive." So, on that chilly night in October, that's what she gave a man in need. And since then, she's given him something even better — a friend. "Richard has become a friend of mine," she said, breaking into a huge smile. "We talk every couple of days. Social trends among California youth have been spectacular. Agri-tech start-up, Perfect Day, released a line of real ice cream made with lab-grown dairy that costs $20 a pint on Thursday — and it sold out in hours. Perfect Day’s cultured dairy is created by taking cow’s milk DNA and adding it to a micro-organism like yeast to create dairy proteins, whey and casein, via fermentation. Those dairy proteins are then combined with water and plant-based ingredients to create a dairy substitute that can be used to make ice cream, cheese, yogurt and a slew of other dairy products. In fact, while Perfect Day Foods at least considers its product “vegan” and lactose-free (since lactose is a sugar found only in mammals’ milk), federal law actually requires them to put “contains milk” on any labeling because its protein is identical to cow’s milk on a molecular level and could cause allergies. Co-founder Rayan Pandya, 27, says the process to make the dairy is similar to what plant-based “meat” start-up Impossible Foods is doing using heme, a molecule in soy plants that’s identical to the heme molecule found in meat. Using heme, Impossible Foods is able to make its vegetarian meat substitute taste and feel like beef without using animals. Last week, the U.S. House of Representatives quietly passed a bill requiring the Inspector General of the Department of Defense (DoD) to conduct a review into whether the Pentagon experimented with ticks and other blood-sucking insects for use as biological weapons between 1950 and 1975. If the Inspector General finds that such experiments occurred, then, according to the bill, they must provide the House and Senate Armed Services committees with a report on the scope of the research and "whether any ticks or insects used in such experiments were released outside of any laboratory by accident or experiment design," potentially leading to the spread of diseases such as Lyme. The amendment was put forward by Rep. Chris Smith, a Republican from New Jersey, who was "inspired" by several books and articles claiming that the U.S. government had conducted research at facilities such as Fort Detrick, Maryland, and Plum Island, New York, for this purpose. One of the books that Smith refers to - called Bitten: The Secret History of Lyme Disease and Biological Weapons ... features interviews with late Swiss-born scientist Willy Burgdorfer - the man credited with discovering the bacterial pathogen that causes Lyme disease - who once worked for the DoD as a bioweapons specialist. "Those interviews ... suggest that he and other bioweapons specialists stuffed ticks with pathogens to cause severe disability, disease - even death - to potential enemies," Smith said.
