Federal investigators on Thursday found a loaded gun that had been smuggled into the Manhattan jail where the financier Jeffrey Epstein hanged himself last summer while awaiting trial on sex-trafficking charges, officials said. The discovery of the gun at the jail, the Metropolitan Correctional Center, came amid a weeklong lockdown that began with a tip that a firearm might have been “introduced” into the building, according to a statement from the federal Bureau of Prisons. President Donald Trump on Tuesday called for two liberal Supreme Court justices to recuse themselves from cases involving him following a scathing dissent issued by one of them, blasting the justices as the court considers a number of cases critical to his presidency. "I just don't know how they can't recuse themselves for anything having to do with Trump or Trump-related," Trump said of Justices Sonia Sotomayor and Ruth Bader Ginsburg during a trip to India. "Her statement was so inappropriate when you're a justice of the Supreme Court," he said of Sotomayor, who was appointed to the court by President Barack Obama. Sotomayor castigated the government for repeatedly asking justices on an emergency basis to allow controversial policies to go into effect and charged her conservative colleagues on the court with being too eager to side with the Trump administration on such requests. We have to find out whether there was pressure or whether there was money given as an incentive to the WHO to have this pandemic declared,” Dr. Wolfgang Wodarg adds. To give a simple example of the swine flu drug Tamiflu when given to a million people, 45,000 will experience vomiting, 31,000 will experience headache and 11,000 will have psychiatric side-effects. Scientists in Australia are making some astonishing claims about a new nuclear reactor technology. Startup HB11, which spun out of the University of New South Wales, has applied for and received patents in the U.S., Japan, and China so far. The company's technology uses lasers to trigger a nuclear fusion reaction in hydrogen and boron—purportedly with no radioactive fuel required. The laser doesn’t heat the materials. Instead, it speeds up the hydrogen to the point where it (hopefully) collides with the boron to begin a reaction. “You could say we're using the hydrogen as a dart, and hoping to hit a boron, and if we hit one, we can start a fusion reaction,” managing director Warren McKenzie [said]. He says HB11's approach is “more precise” than designs that use heat to approach fusion because in those reactors, everything is heated in the hope that something will collide. When the lucky hydrogen does fuse with a boron particle, the reaction throws off helium atoms whose lack of electrons means they’re positively charged. It’s this charge that the device gathers as electricity. The overall idea was developed by UNSW emeritus professor Heinrich Hora. Hora’s design seeks to not just compete with, but replace entirely the extremely high-temperature current technologies to achieve fusion. These include fussy and volatile designs like the tokamak or stellarator, which can take months to get up to functionality and still spin out of working order in a matter of microseconds.

A man from London has become the second person in the world to be cured of HIV, doctors say. Adam Castillejo is still free of the virus more than 30 months after stopping anti-retroviral therapy. He was not cured by the HIV drugs, however, but by a stem-cell treatment he received for a cancer he also had, the Lancet HIV journal reports. The donors of those stem cells have an uncommon gene that gives them, and now Mr Castillejo, protection against HIV. In 2011, Timothy Brown, the "Berlin Patient" became the first person reported as cured of HIV, three and half years after having similar treatment. Stem-cell transplants appear to stop the virus being able to replicate inside the body by replacing the patient's own immune cells with donor ones that resist HIV infection. Adam Castillejo - the now 40-year-old "London Patient" who has decided to go public with his identity - has no detectable active HIV infection in his blood, semen or tissues, his doctors say. It is now a year after they first announced he was clear of the virus and he still remains free of HIV. Lead researcher Prof Ravindra Kumar Gupta, from the University of Cambridge, told BBC News: "This represents HIV cure with almost certainty. "We have now had two and a half years with anti-retroviral-free remission. "Our findings show that the success of stem-cell transplantation as a cure for HIV, first reported nine years ago in the Berlin Patient, can be replicated."

Humans and rodents have similar brain structures that regulate empathy, suggesting the behavior is deeply rooted in mammal evolution. Previous research has shown the much-maligned rodents assist comrades in need, as well as remember individual rats that have helped them—and return the favor. Now, a new study builds on this evidence of empathy, revealing that domestic rats will avoid harming other rats. In the study, published ... in the journal Current Biology, rats were trained to pull levers to get a tasty sugar pellet. If the lever delivered a mild shock to a neighbor, several of the rats stopped pulling that lever and switched to another. Harm aversion, as it's known, is a well-known human trait regulated by a part of the brain called the anterior cingulate cortex (ACC). Further experiments showed the ACC controls this behavior in rats, too. This is the first time scientists have found the ACC is necessary for harm aversion in a non-human species. The finding could have a real impact on people suffering from psychiatric disorders such as psychopathy and sociopathy, whose anterior cingulate cortexes are impaired. “We currently have no effective drugs to reduce violence in antisocial populations,” [study co-author Christian] Keysers says, and figuring out how to increase such patients’ aversion to hurting others could be a powerful tool. The Federal Reserve moved with unprecedented force and speed Friday to pump huge amounts of cash into the financial system to ease disruptions that have escalated since the viral outbreak. The New York Federal Reserve Bank said it will offer $1 trillion of overnight loans a day through the end of this month to large banks. That is in addition to $1 trillion in 14-day loans it is offering every week. Wall Street analysts say the huge number is intended to calm markets by demonstrating that the Fed’s ability to lend short-term is nearly unlimited. The Fed is also buying Treasury bonds at a furious pace, and will soon run through the $500 billion in purchases it announced on Sunday. It is also accelerating its purchases of mortgage-backed securities. Most analysts expect they will buy more. All the Fed’s emergency steps are intended to pump cash into a financial system that has seen a spike in demand for dollars. Steven Friedman, a former economist at the New York Fed, [said] “The Fed is trying to play the role of shock absorber.” “They’ve effectively thrown the kitchen sink at the markets and the economy,” said Gennadiy Goldberg, senior U.S. rates strategist for TD Securities. Also Friday, the Fed said it would expand its currency exchanges with five central banks. Among the 2,158 people to have been killed by the coronavirus pandemic in Italy as of Monday, the oldest was 95 and the two youngest were 39. Silvio Brusaferro, the president of Italy’s Higher Institute of Health, said on Friday that the average age of coronavirus victims was 80.3, with the majority having suffered underlying illnesses. The most common additional health issue was arterial hypertension followed by chronic heart disease, atrial fibrillation and cancer. More than 70% of those who have died were men. The two 39-year-old victims were a man with diabetes and a woman with cancer.

More than 99% of Italy’s coronavirus fatalities were people who suffered from previous medical conditions, according to a study by the country’s national health authority. After deaths from the virus reached more than 2,500, with a 150% increase in the past week, health authorities have been combing through data to provide clues to help combat the spread of the disease. Italy has more than 31,500 confirmed cases of the illness. The new study could provide insight into why Italy’s death rate, at about 8% of total infected people, is higher than in other countries. The Rome-based institute has examined medical records of about 18% of the country’s coronavirus fatalities, finding that just three victims, or 0.8% of the total, had no previous pathology. Almost half of the victims suffered from at least three prior illnesses and about a fourth had either one or two previous conditions. More than 75% had high blood pressure, about 35% had diabetes and a third suffered from heart disease. The average age of those who’ve died from the virus in Italy is 79.5. As of March 17, 17 people under 50 had died from the disease. All of Italy’s victims under 40 have been males with serious existing medical conditions. According to the GIMBE Foundation, about 100,000 Italians have contracted the virus, daily Il Sole 24 Ore reported. That would bring back the country’s death rate closer to the global average of about 2%.

The World Health Organization [is facing] charges that the agency deliberately fomented swine flu hysteria. The Parliamentary Assembly of the Council of Europe (PACE) ... is publicly investigating the WHO's motives in declaring a pandemic. The chairman of its influential health committee, epidemiologist Wolfgang Wodarg, has declared that the "false pandemic" is "one of the greatest medicine scandals of the century." "We are witnessing a gigantic misallocation of resources [$18 billion so far] in terms of public health," he said. A Missouri jury’s $265 million award to peach grower Bill Bader in his lawsuit against herbicide providers Bayer and BASF has raised the stakes for the two companies as at least 140 similar cases head to U.S. courts. A jury in U.S. District Court in Cape Girardeau, Missouri, handed Bader, the state’s largest peach farmer, $15 million in actual and $250 million in punitive damages. He sued the companies saying his 1,000-acre orchard was irreparably harmed by herbicide that they produce, which drifted onto its trees from nearby farms. The three-week trial was the first case in the United States to rule on the use of dicamba-based herbicides alleged to have damaged tens of thousands of acres of U.S. cropland. The herbicide can become a vapor and drift for miles when used in certain weather, farmers have claimed. Bayer faces separate multi-billion-dollar litigation over the Roundup weedkiller made by Monsanto, the U.S. firm it took over for $63 billion in 2018. Monsanto made Roundup and dicamba, and Bayer is being sued over both products. Bader Farms, in southern Missouri near the Arkansas border, said it lost many trees when the herbicide containing dicamba was used on nearby soybean and cotton farms and drifted onto its property. The farm said repeated dicamba exposure beginning in 2015 killed or weakened the fruit trees. For nearly 20 years, Dolores Acevedo-Garcia has been collecting data on the access—and lack thereof—that children in neighborhoods across the U.S. have to necessities like healthy food and a good education. In January, Acevedo-Garcia and her team published the latest edition of the Child Opportunity Index, an ambitious project that takes a deep look at 47,000 neighborhoods across the 100 largest U.S. metro areas, scoring them from 1 to 100, where a higher number means more childhood opportunity based on 29 key measures. Many of the more diverse metro areas in the U.S., especially cities with large black populations, have enormous opportunity gaps; the few diverse cities with small gaps tend to have low opportunity scores overall. “It’s hard to find a place that is equitable and racially diverse,” says Acevedo-Garcia. In all 100 metro areas ... combined, white children live in neighborhoods with a median score of 73, compared with neighborhood scores of 72 for Asian children, 33 for Hispanic children and 24 for black children. A bookkeeping change at the Education Department will kick hundreds of rural school districts out of a federal program that for nearly two decades has funneled funding to some of the most geographically isolated and cash-strapped schools in the United States. More than 800 schools stand to lose thousands of dollars from the Rural and Low-Income School Program because the department has abruptly changed how districts are to report how many of their students live in poverty. The change ... comes after the Education Department said a review of the program revealed that districts had “erroneously” received funding because they had not met eligibility requirements outlined in the federal education law since 2002. The department said it was simply following the law, which requires that in order to get funding, districts must use data from the Census Bureau’s Small Area Income and Poverty Estimates to determine whether 20 percent of their area’s school-age children live below the poverty line. For about 17 years though, the department has allowed schools to use the percentage of students who qualify for federally subsidized free and reduced-price meals, a common proxy for school poverty rates. U.S. insurers and providers spent more than $800 billion in 2017 on administration, or nearly $2,500 per person - more than four times the per-capita administrative costs in Canada's single-payer system, a new study finds. Over one third of all healthcare costs in the U.S. were due to insurance company overhead and provider time spent on billing, versus about 17% spent on administration in Canada, researchers reported in Annals of Internal Medicine. Cutting U.S. administrative costs to the $550 per capita (in 2017 U.S. dollars) level in Canada could save more than $600 billion, the researchers say. "The average American is paying more than $2,000 a year for useless bureaucracy," said lead author Dr. David Himmelstein, a distinguished professor of public health at the City University of New York. "That money could be spent for care if we had a 'Medicare for all program'," Himmelstein said. Why are administrative costs so high in the U.S.? It's because the insurance companies and health care providers are engaged in a tug of war, each trying in its own way to game the system. "Some folks estimate that the U.S. would save $628 billion if administrative costs were as low as they are in Canada," said Jamie Daw, an assistant professor ... at Columbia University's Mailman School of Public Health. "That's a staggering amount," Daw said. "It's more than enough to pay for all of Medicaid spending or nearly enough to cover all out-of-pocket and prescription drug spending by Americans."

A new NGO report has found that the treatment suffered by families forcibly separated at the US-Mexico border meets the definition of torture. Physicians for Human Rights (PHR) says its report “provides the first medical and psychological evidence of the long-lasting harm associated with family separation”. The report, “‘You Will Never See Your Child Again’: The Persistent Psychological Effects of Family Separation” ... describes findings from in-depth psychological evaluations of 26 asylum seekers, nine of them children and 17 parents. All the children and all but two of the adults showed the symptoms of various psychological problems, including post-traumatic stress disorder (PTSD), major depressive disorder or generalized anxiety disorder. The policy of separating children and parents who crossed the Mexican border without documents – including asylum seekers – began after the Trump administration moved to a “zero-tolerance” approach to border crossings. Donald Trump signed an executive order to end the practice in June 2018. However, the administration has continued to pursue hardline immigration policies since then, including ones that would affect families, and the separations continued after Trump signed his order. More than 1,110 families have been separated since then. In September 2019, a federal judge rejected new regulations that would have allowed the government to detain children and their parents indefinitely.

If actions speak louder than words, then President Donald Trump's granting of pardons Tuesday was deafening. The list of 11 lucky Americans granted clemency read like a who's who of the rich and the famous — former Illinois Gov. Rod Blagojevich, former San Francisco 49ers owner Eddie DeBartolo Jr., Wall Street financier Michael Milken and former New York City police Commissioner Bernard Kerik among them. Many of the offenders who received pardons or commutations of their sentences were convicted of crimes relating to fraud and corruption. The message Trump is sending seems loud and clear: Fraud and corruption are not serious crimes. And as such, these types of white-collar crimes can be ignored. Predators of all types — from criminals who engage in fraud to those who commit sexual exploitation — often groom their victims for action they want to take in the future. Trump may be using his pardon power in the same way. By inuring the public to the harm of fraud and corruption, the president can convince his base of supporters that these are not serious crimes. Clearly, Trump is using pardons to undermine public faith in the government and the criminal justice system. If, at some point, he does decide to pardon [Roger] Stone and other allies, such as former campaign chairman Paul Manafort or former national security adviser Michael Flynn, the outrage will have been defused.

Carbon emissions from the global electricity system fell by 2% last year, the biggest drop in almost 30 years, as countries began to turn their backs on coal-fired power plants. A new report on the world’s electricity generation revealed the steepest cut in carbon emissions since 1990 as the US and the EU turned to cleaner energy sources. Overall, power from coal plants fell by 3% last year, even as China’s reliance on coal plants climbed for another year to make up half the world’s coal generation for the first time. Coal generation in the US and Europe has halved since 2007, and last year collapsed by almost a quarter in the EU and by 16% in the US. The report from climate thinktank Ember ... warned that the dent in the world’s coal-fired electricity generation relied on many one-off factors, including milder winters across many countries. Dave Jones, the lead author of the report, said governments must dramatically accelerate the electricity transition so that global coal generation collapses throughout the 2020s. “The cheapest and quickest way to end coal generation is through a rapid rollout of wind and solar,” he said. The report revealed that renewable wind and solar power rose by 15% in 2019 to make up 8% of the world’s electricity. In the EU, wind and solar power made up almost a fifth of the electricity generated last year, ahead of the US which relied on these renewable sources for 11% of its electricity. In China and India, renewable energy made up 8% and 9% of the electricity system, respectively.

A waitress at a Denny's restaurant in Galveston, Texas, has a lot to be thankful for. Almost every day, Adrianna Edwards walks over four hours to and from work. "I have bills to pay," Edwards [said]. "I've got to eat. You've got to do what you've got to do." But her walking days are finally over. A couple she served at the restaurant on Tuesday bought her a new car - just hours after they'd met. Edwards can now start college earlier than she thought. The couple, who wanted to remain anonymous, were at Denny's for breakfast when they found out that Edwards was walking 14 miles just to get to her job and go back home. The waitress, who was saving up money to buy a car to free herself from the long trek, gave the woman extra ice cream. But what she got in return was much sweeter. The Texas couple finished their meal, left the restaurant, and came back with a 2011 Nissan Sentra and handed Edwards the keys. This car will turn what was a five hour walk into a 30 minute commute. "She teared up, which made me happy that she was so moved by that," the woman who bought Edwards the car [said]. All the couple asked in return for the car was for Edwards to simply pay the good deed forward. And that's exactly what she aims to do. "I still feel like I'm dreaming. Every two hours, I come look out my window and see if there's still a car there. When I see somebody in need, I'll probably be more likely to help them out (and) to do everything that I can to help them out," Edwards said.
