Humans and rodents have similar brain structures that regulate empathy, suggesting the behavior is deeply rooted in mammal evolution. Previous research has shown the much-maligned rodents assist comrades in need, as well as remember individual rats that have helped them—and return the favor. Now, a new study builds on this evidence of empathy, revealing that domestic rats will avoid harming other rats. In the study, published ... in the journal Current Biology, rats were trained to pull levers to get a tasty sugar pellet. If the lever delivered a mild shock to a neighbor, several of the rats stopped pulling that lever and switched to another. Harm aversion, as it's known, is a well-known human trait regulated by a part of the brain called the anterior cingulate cortex (ACC). Further experiments showed the ACC controls this behavior in rats, too. This is the first time scientists have found the ACC is necessary for harm aversion in a non-human species. The finding could have a real impact on people suffering from psychiatric disorders such as psychopathy and sociopathy, whose anterior cingulate cortexes are impaired. “We currently have no effective drugs to reduce violence in antisocial populations,” [study co-author Christian] Keysers says, and figuring out how to increase such patients’ aversion to hurting others could be a powerful tool. A bookkeeping change at the Education Department will kick hundreds of rural school districts out of a federal program that for nearly two decades has funneled funding to some of the most geographically isolated and cash-strapped schools in the United States. More than 800 schools stand to lose thousands of dollars from the Rural and Low-Income School Program because the department has abruptly changed how districts are to report how many of their students live in poverty. The change ... comes after the Education Department said a review of the program revealed that districts had “erroneously” received funding because they had not met eligibility requirements outlined in the federal education law since 2002. The department said it was simply following the law, which requires that in order to get funding, districts must use data from the Census Bureau’s Small Area Income and Poverty Estimates to determine whether 20 percent of their area’s school-age children live below the poverty line. For about 17 years though, the department has allowed schools to use the percentage of students who qualify for federally subsidized free and reduced-price meals, a common proxy for school poverty rates. President Donald Trump on Tuesday called for two liberal Supreme Court justices to recuse themselves from cases involving him following a scathing dissent issued by one of them, blasting the justices as the court considers a number of cases critical to his presidency. "I just don't know how they can't recuse themselves for anything having to do with Trump or Trump-related," Trump said of Justices Sonia Sotomayor and Ruth Bader Ginsburg during a trip to India. The Medicare For All plan proposed by Democratic presidential candidates Bernie Sanders and Elizabeth Warren would save taxpayers hundreds of billions of dollars each year and would prevent tens of thousands of unnecessary deaths, a new study shows. "The entire system could be funded with less financial outlay than is incurred by employers and households paying for health-care premiums combined with existing government allocations," the authors wrote in the study. Eleven military bases near major airports in the United States are setting up quarantine centers for possible coronavirus patients, the Department of Defense said. The Department of Health and Human Services asked the Pentagon for quarantine space in case beds fill up at other coronavirus centers around the country, according to a DOD statement. The Pentagon already agreed to house up to 1,000 people for quarantine after they returned to the United States from areas with the virus, the Associated Press reports. As of Friday, more than 31,400 people have been infected with the 2019 coronavirus worldwide, with most in mainland China, according to the AP. More than 630 people have died from the virus, almost all in China, the AP reports. “These are tertiary locations, and HHS already has primary and secondary locations identified that are not DOD facilities,” the Pentagon said. Each base will be able to house up to 20 patients along with public health personnel and equipment. The agreement lasts until Feb. 22, the DOD said. “DOD personnel will not be in direct contact with the evacuees and will minimize contact with personnel supporting the evacuees,” the Pentagon said. If anyone tests positive for the virus, public health officials with DHHS will move them to a civilian hospital, according to the statement.

Billionaire Robert Smith is extending his goodwill months after he pledged to erase college loan debt for Morehouse College's 2019 graduating class. The technology investor and philanthropist is also paying off loan debt amassed by parents to send their children to the college, the school said on Friday. A group of women who say they were sexually abused by Jeffrey Epstein suffered a setback Monday in their decade-long legal fight over a plea deal that allowed the financier to avoid a lengthy prison term. A federal judge in West Palm Beach, Florida, ruled that the women were not entitled to compensation from the U.S. Justice Department, even though prosecutors violated their rights by failing to consult them about the 2008 deal to end a federal probe that could have landed Epstein in prison for life. Tanyaradzwa 'Tanya' Muzinda is not your average teenager. At 15, she is already one of Zimbabwe's Motocross champions. Held on off-road circuits, Motocross is a form of motorbike racing that is dangerous, expensive and requires a lot of training. But these challenges have not stopped Tanya from competing. She came in third place at the 2017 HL Racing British Master Kids Championships at the Motoland track in England, which she says is still her most memorable race. But here's the really impressive piece of engineering—this heavy dump truck never needs to be charged. Here's how it works: The dump truck, itself, weighs 45 tons and ascends a hill at a 13 percent grade, in one scenario. On the way back down, it's more than twice as heavy, carrying 65 tons of ore. To rectify that scenario, the truck's "regenerative braking system" actually recaptures the energy created by going downhill, refilling the battery's charge for the next time the truck travels uphill. The dump truck is officially called the Elektro Dumper, but the German manufacturer, Kuhn Schweitz, made life a lot easier by naming it eDumper for short. The eDumper was modeled on a Komatsu HB 605-7, a massive dump truck: It's 30 feet long, 14 feet wide, and 14 feet tall. Kuhn Schweitz said that making the trip from quarry to cement factory 20 times in one day produces a surplus of 200 kilowatt-hours of energy (or 77 megawatt-hours per year). A Danish bank has launched the worlds first negative interest rate mortgage handing out loans to homeowners where the charge is minus 0.5% a year. Negative interest rates effectively mean that a bank pays a borrower to take money off their hands, so they pay back less than they have been loaned. Jyske Bank, Denmarks third largest, has begun offering borrowers a 10-year deal at -0.5%, while another Danish bank, Nordea, says it will begin offering 20-year fixed-rate deals at 0% and a 30-year mortgage at 0.5%. Under its negative mortgage, Jyske said borrowers will make a monthly repayment as usual but the amount still outstanding will be reduced each month by more than the borrower has paid. The mortgage is possible because Denmark, as well as Sweden and Switzerland, has seen rates in money markets drop to levels that turn banking upside-down. Hegh said Jyske Bank is able to go into money markets and borrow from institutional investors at a negative rate, and is simply passing this on to its customers. In Denmark, interest rates on savings deposited in Jyske ... have already fallen to zero. Jeffrey Epstein’s lenient 2008 conviction for his sexual assaults on adolescent girls may be described as one of the greatest travesties of justice in recent history. Brad Edwards, an attorney for many of Epstein’s victims, announced last week that Epstein continued to prey on young women while serving his sentence in Palm Beach. Unlike other sex offenders in Florida, Epstein had his own wing of the Palm Beach County jail and liberal work release policies. Due to this new information, the Miami Herald reported, the Palm Beach County Sheriff’s Office (PBSO) has suddenly opened an internal affairs investigation of Epstein’s incarceration. The sheriff’s office personnel who provided security for him had to create logs for when they watched him at the Florida Science Foundation (a foundation he apparently set up for his work-release). This appears to have involved two shifts (from 7am to 3pm and 3pm to 11pm). On July 11, 2009 the officer noted that Epstein had one female visitor who signed in. The officer reported that he followed Epstein to his Palm Beach estate at 12pm where Epstein stayed for two and a half hours. The officer did not enter Epstein’s residence and sat outside in his car. At 2:31pm he brought Epstein back to his office. The starting and ending mileage implies that the officer drove 75 miles that day. The distance from the county jail to the Florida Science Foundation, to Epstein’s house is 4 to 5 miles. It is unclear how 75 miles were logged that day.

Wind turbines in Scotland generated 9,831,320 megawatt hours between January and June 2019, WWF Scotland said Monday. The numbers, which were supplied by WeatherEnergy, mean that Scottish wind generated enough electricity to power the equivalent of 4.47 million homes for six months. That is almost double the number of homes in Scotland. “Up and down the country, we are all benefiting from cleaner energy and so is the climate,” Robin Parker, climate and energy policy manager at WWF Scotland, said in a statement Monday. “These figures show harnessing Scotland’s plentiful onshore wind potential can provide clean, green electricity for millions of homes across not only Scotland, but England as well,” Parker added.
