President Obama on Monday announced a ban on solitary confinement for juvenile offenders in the federal prison system, saying the practice is overused and has the potential for devastating psychological consequences. In an op-ed that appears in Tuesday editions of The Washington Post, the president outlines a series of executive actions that also prohibit federal corrections officials from punishing prisoners who commit “low-level infractions” with solitary confinement. The new rules also dictate that the longest a prisoner can be punished with solitary confinement for a first offense is 60 days, rather than the current maximum of 365 days. The president’s reforms apply broadly to the roughly 10,000 federal inmates serving time in solitary confinement. The reforms come six months after Obama, as part of a broader criminal-justice reform push, ordered the Justice Department to study how solitary confinement was being used by the Federal Bureau of Prisons. “How can we subject prisoners to unnecessary solitary confinement, knowing its effects, and then expect them to return to our communities as whole people?” Obama wrote in his op-ed. Water authorities across the US are systematically distorting water tests to downplay the amount of lead in samples. Water boards in cities including Detroit and Philadelphia, as well as the state of Rhode Island, have distorted tests by using methods deemed misleading by the Environment Protection Agency. The revelation comes as the growing crisis in Flint, Michigan, has prompted an emergency EPA order, the condemnation of Barack Obama and the resignation of a top agency official. “Gamed” tests help ensure that water utilities don’t breach federal lead and copper rules. Dr Yanna Lambrinidou, a Virginia Tech academic, has disclosed what she considers to be evidence of deceptive practices ... after she sat on an EPA taskforce that reviewed federal rules on lead and copper poisoning. The taskforce ended its work last year, shortly before the full extent of the city of Flint’s problems with smelly, brown water hit the headlines, with Lambrinidou criticising the final report for failing to step up protections. Some Marketplace reports about vitamins and supplements published in November contained incorrect information, CBC has learned. Last fall, Marketplace commissioned lab testing for samples of fish oil, vitamin C and protein powder supplements to see if consumers are actually getting what they pay for. Based on those test results, Marketplace reported that Emergen-C and two protein powders: GNC Lean Shake 25 and Cytosport Muscle Milk failed to live up to label claims. However, subsequent re-testing of the samples has found that the lab results and analysis provided to Marketplace were incorrect, and that there is no evidence of problems with those products. The original lab tests were performed by an independent lab in Michigan, which is ISO-17025 accredited, registered with the U.S. Food and Drug Administration, and used by the supplement industry. The lab was recommended by Neil Thanedar, co-founder and CEO of LabDoor, a company that has products tested and makes those results public to help guide consumers about vitamins and supplements. CBC re-tested some of the products at other independent, accredited labs. None of them found problems with the samples. While Thanedar admits some of the lab results he provided to Marketplace were flawed, he was still unable to explain how the mistakes were made.

Sexual assault has become a dominant topic on the nation’s college campuses in recent years. But it has largely remained a hidden issue in elementary, middle and high schools. Twenty-one percent of middle school students reported that they experienced unwanted physical touching on school grounds, according to a 2014 study by researchers at the University of Illinois at Urbana-Champaign. Among high school students, 4 percent of boys and 10 percent of girls say they have been forced to have sexual intercourse against their will, according to a 2013 survey by the Centers for Disease Control and Prevention. The Obama administration has taken an aggressive approach to enforcing the anti-discrimination law known as Title IX, which requires K-12 schools and colleges to guard against sexual harassment and sexual violence. The law is based on the idea that children should be protected from hostile environments that make it impossible for them to fully participate in school. Goldman Sachs will pay about $5 billion to resolve state and federal investigations into its handling of mortgage-backed securities in the years leading up to the 2008 financial crisis, the bank said today. The agreement will settle "actual and potential civil claims" by the U.S. Justice Department and the attorneys general of New York and Illinois, as well as the Federal Home Loan Banks of Chicago and Seattle and the National Credit Union Administration. Goldman said the settlement, an agreement in principle, has not yet been finalized by the parties involved. If it is, it will reduce earnings for the last three months of 2013 by $1.5 billion. Ever since the subprime mortgage crisis upended the global financial system, authorities have been investigating a number of large financial institutions and their sale of mortgage-backed securities. The investigations have centered on whether the banks misrepresented the real value of the assets. Regulators have already won large multibillion-dollar settlements from several large banks, including JPMorgan Chase, Bank of America and Citigroup. When does Big Pharma profiting become profiteering? This issue was the subject last month of a Senate Finance Committee investigation of pricing practices of Gilead Sciences Inc., a leading provider of hepatitis C medications. After examining 20,000 pages of internal company documents, looking at Medicaid data and interviewing health care experts, the authors concluded that the Foster City drugmaker “pursued a calculated scheme for pricing and marketing its hepatitis C drug based on one goal: maximizing revenue regardless of the human consequences.” With the hepatitis C virus affecting about 3 million people in the United States, the impact of Gilead’s pricing strategy is real, measurable - and devastating. With a 12-week course of Gilead’s Harvoni priced at nearly $100,000, taxpayer-funded Medicare Part D spent $4.6 billion on hepatitis C alone in the first half of 2015. When insurers refuse to pay for treatment, all but the wealthy are left at risk for cirrhosis, liver cancer and death. While anticipating record profits of $30 billion in 2015, Gilead virtually eliminated its medication assistance program. More than 90 percent of hepatitis C patients can achieve a cure with as little as one pill a day. U.S. intelligence agencies recently fought off a move by Congress to require the CIA and other spy services to disclose more details about high-ranking employees who have been promoted or fired. Under a provision drafted by the Senate Intelligence Committee this year, intelligence agencies would have been required to regularly provide names of those being promoted to top positions and disclose any “significant and credible information to suggest that the individual is unfit or unqualified.” But that language faced intense opposition from Director of National Intelligence James R. Clapper Jr.. As a result, the wording was watered down by Congress this month and now requires Clapper only to furnish “information the Director determines appropriate.” U.S. spy chiefs chafed at the idea of subjecting their top officials to such congressional scrutiny and went so far as to warn that candidates for certain jobs would probably withdraw. Nearly a thousand times this year, an American police officer has shot and killed a civilian. In a year-long study, The Washington Post found that ... the great majority of people who died at the hands of the police fit at least one of three categories: they were wielding weapons, they were suicidal or mentally troubled, or they ran when officers told them to halt. Although black men make up only 6 percent of the U.S. population, they account for 40 percent of the unarmed men shot to death by police this year. The FBI is charged with keeping statistics on such shootings. Fewer than half of the nation’s 18,000 police departments report their incidents to the agency. The Post documented well more than twice as many fatal shootings this year as the average annual tally reported by the FBI over the past decade. The research also noted whether victims were mentally ill or experiencing an emotional crisis. Officers fatally shot at least 243 people with mental health problems: 75 who were explicitly suicidal and 168 for whom police or family members confirmed a history of mental illness. Most of them died at the hands of police officers who had not been trained to deal with the mentally ill. An average of five officers per year have been indicted on felony charges over the previous decade; this year, 18 officers have been charged with felonies. Such accusations rarely stick, however.

Foreign arms sales by the United States jumped by almost $10 billion in 2014, about 35 percent, even as the global weapons market remained flat and competition among suppliers increased, a new congressional study has found. American weapons receipts rose to $36.2 billion in 2014 from $26.7 billion the year before, bolstered by multibillion-dollar agreements with Qatar, Saudi Arabia and South Korea. The United States remained the single largest provider of arms around the world last year, controlling just over 50 percent of the market. Russia followed the United States as the top weapons supplier, completing $10.2 billion in sales, compared with $10.3 billion in 2013. Sweden was third, with roughly $5.5 billion in sales, followed by France with $4.4 billion and China with $2.2 billion. South Korea ... was the world’s top weapons buyer in 2014, completing $7.8 billion in contracts. Iraq followed South Korea, with $7.3 billion in purchases. Some arms producers have adopted measures like flexible financing, counter-trade guarantees and coproduction and co-assembly agreements to try to secure sales. Given its positioning, the United States was likely to remain the dominant supplier of arms to developing nations in coming years. Seven years ago, the Federal Reserve and the Treasury Department bailed out the largest financial institutions in this country because they were considered too big to fail. But almost every one is bigger today than it was before the bailout. If any were to fail again, taxpayers could be on the hook for another bailout. To rein in Wall Street, we should begin by reforming the Federal Reserve, which oversees financial institutions. Unfortunately, an institution that was created to serve all Americans has been hijacked by the very bankers it regulates. What went wrong at the Fed? The chief executives of some of the largest banks in America are allowed to serve on its boards. During the Wall Street crisis of 2007, Jamie Dimon, the chief executive and chairman of JPMorgan Chase, served on the New York Fed’s board of directors while his bank received more than $390 billion in financial assistance from the Fed. Next year, four of the 12 presidents at the regional Federal Reserve Banks will be former executives from one firm: Goldman Sachs. We would not tolerate the head of Exxon Mobil running the Environmental Protection Agency. And we should not allow big bank executives to serve on the boards of the main agency in charge of regulating financial institutions. Financial reforms must not stop with the central bank. We must reinstate Glass-Steagall and break up the too-big-to-fail financial institutions. The sad reality is that the Federal Reserve doesn’t regulate Wall Street; Wall Street regulates the Fed.

What if helping others is an innate part of being human? What if it just makes us feel good to give? Those questions have inspired a series of ground-breaking neuroscience studies ... by researchers Jamil Zaki, an assistant professor of psychology at Stanford University, and Jason Mitchell, an associate professor of the social sciences at Harvard University. Zaki and Mitchell’s research has gone head-to-head with standard economic models of decision making, which assume that when people exhibit kind, helpful (or “pro-social”) behavior, they are doing so to protect their reputation, avoid retribution, or benefit when their kindness is reciprocated. But in a study published in 2011 in the prestigious Proceedings of the National Academy of Sciences, Zaki and Mitchell tested an alternate theory: that we feel good when helping others ... because behaviors like fairness, cooperation, and reciprocity are intrinsically rewarding. They found that acting equitably ... is rewarding, even when it means putting someone else’s interests before our own. On the other hand, making inequitable choices activated ... a brain area that has been associated with negative emotional states like pain and disgust. “Our model flips the traditional model on its head,” says Zaki. “Instead of people wanting to be selfish and then forcing themselves through control to be generous, we’re getting a picture where people enjoy being generous.”

Nearly 50 Bay Area executives and professionals packed into a gymnasium last week at the state prison in Solano County and lined up, toe to toe, with a row of convicted criminals. For most entrepreneurs, it was a ... a place they had never been. But it was all too familiar for Kenyatta Leal, [who] left San Quentin in 2013 after 19 years behind bars. He was among the first to graduate from the Last Mile Program - a prison initiative [run by Defy Ventures, which is] intended to turn offenders into entrepreneurs. In one exercise, inmates and volunteers were given a prompt and told to step forward or backward depending on whether it applied to them. “I have been incarcerated,” read Brian Moll, Defy Ventures’ executive director for the Bay Area. Every inmate stepped forward. So did a handful of entrepreneurs. One by one, the professionals fell back - all but Leal, who stood alone in his beige suit. “No. No way,” said Oakland native Leonard Halfin, 46, who has been incarcerated for 25 years on a second-degree-murder charge. “I can’t believe that. I would have never thought he was one of us.” This, said Defy founder and chief executive Catherine Hoke, is the most important takeaway: It allows felons to realize that they have potential. In the span of a mere 11 days this month, $1 billion in future federal tax payments vanished. As congressional leaders were hastily braiding together a tax and spending bill of more than 2,000 pages, lobbyists swooped in to add 54 words that temporarily preserved a loophole sought by the hotel, restaurant and gambling industries, along with billionaire Wall Street investors, that allowed them to put real estate in trusts and avoid taxes. The small changes, and the enormous windfall they generated, show the power of connected corporate lobbyists to alter a huge bill that is being put together with little time for lawmakers to consider. Some executives at companies with the most at stake are also big campaign donors. The real estate provision, released on Dec. 7, is intended to close a loophole in federal law that has allowed casinos, hotels, restaurant chains and other businesses to raise billions of dollars in cash by spinning off the buildings they own into a separate real estate investment trust, or REIT, without triggering a capital gains tax payment, a potentially big benefit. The revised language drew almost no notice from members of Congress, who were given three days to review a 2,009-page spending plan and the 233-page list of tax breaks before they were asked to vote on the package with almost no debate. At his trial on drug charges nearly a decade ago, Ben Baker told a seemingly far-fetched tale about a corrupt band of Chicago police officers who ran a South Side housing project like their own criminal fiefdom, stealing narcotics proceeds, shaking down dealers for protection money and pinning cases on those who refused to play ball. A Cook County judge at the time said he believed the testimony of veteran Sgt. Ronald Watts and officers under his command, not Baker's accusations that Watts and his crew had framed him. But two years ago Watts was convicted on federal corruption charges after being snared in an FBI sting. Now, Baker is seeking to overturn his own conviction and 14-year sentence in a case that casts a spotlight on the police code of silence. In a court filing this week, his lawyers [cite] a whistleblower lawsuit filed by two Chicago police officers who ... faced repeated retaliation after going to supervisors about their discovery of the police corruption. FBI reports [show] that at the time of Baker's trial, Watts was already the target of an ongoing joint investigation by the FBI and Chicago police internal affairs investigators into allegations of corruption nearly identical to those made by Baker. Navy SEALs stomped on ... bound Afghan detainees and dropped heavy stones on their chests. A few hours earlier, shortly after dawn on May 31, 2012, a bomb had exploded at a checkpoint manned by an Afghan Local Police unit that the SEALs were training. Angered by the death of one of their comrades in the blast, the police militiamen had rounded up half a dozen or more suspects from a market in the village of Kalach and forced them to a nearby American outpost. Along the way, they beat them. A United States Army medic standing guard at the base, Specialist David Walker, had expected the men from SEAL Team 2 to put a stop to the abuse. Instead, he said, one of them “jump-kicked this guy kneeling on the ground.” Two others joined in, [and] beat the detainees so badly that by dusk, one would die. Four American soldiers working with the SEALs reported the episode. The SEAL command, though, cleared the Team 2 members of wrongdoing in a closed disciplinary process that is typically used only for minor infractions. Two of the SEALs and their lieutenant have since been promoted. Several military justice experts ... said that it had been inappropriate for the SEAL command to treat such allegations as an internal disciplinary matter. “It’s unfathomable,” said Donald J. LTCCS creator Daniil Frants was inspired to design the device when his guitar teacher asked him if he thought Google Glass might be able to somehow help him communicate with his hearing-impaired father. "I started messing around with Google Glass, seeing if it could do some closed captioning function," he says. "But after six months it became obvious that there was no way to do that effectively using Glass." So Frants decided to do it himself. He created a system built from existing or modified parts–a Raspberry Pi microcomputer, a voice recognition system and a display. The user wears a microphone, which is connected to the microcomputer. The microcomputer picks up sounds and translates them to text using the voice recognition software, then sends them up to the display in a pair of glasses.
