Afghan security forces and their American-led international allies have killed more civilians so far this year than the Taliban have, the United Nations said in a report on Tuesday, once again raising alarm that ordinary Afghans are bearing the brunt of an increasingly deadly 18-year war. In the first six months of the year, the conflict killed nearly 1,400 civilians and wounded about 2,400 more. Afghan forces and their allies caused 52 percent of the civilian deaths compared with 39 percent attributable to militants mostly the Taliban, but also the Islamic State. The average 30-day stay at a California rehab costs families $40,000. It’s expensive and often highly risky. The Russells [checked] their 19-year-old son, Teddy Russell, into Mountain Vista last summer. “During intake, they had trouble with the blood pressure cuff and she said, ‘No, I have no medical training at all,’” said Anne Russell, talking about the counselor at the rehab. Mountain Vista Farm is a state licensed residential detox facility, which in California is not required to have a doctor on site. Anne Russell believes the lack of medical support drastically changed the course of her family’s life. “We trusted them to help him and our son trusted us and it was just a nightmare,” she said. Detox centers must check on patients every 30 minutes for the critical first 72 hours but that didn’t happen. Seven hours after being dropped off at Mountain Vista Farm, Teddy Russell was dead. The state has the power to suspend a rehab facility’s license after a Class A deficiency. Teddy’s death resulted in two of those. But the state didn’t shut this place down. In fact, we’ve learned it rarely shuts any rehab down. Instead the penalty in Teddy’s case was a $700 fine. Public records show Teddy’s story is not unique. 190 people have died at other rehab facilities in California since 2010. We found dozens of deficiencies, from falsifying records, failing to report deaths, and employing unqualified staff to not monitoring patient vitals, like what happened to Teddy.

One person is sentenced to state or federal prison every 90 seconds in the United States, amounting to almost 420,000 per year. The U.S. has the highest incarceration rate in the world. But how much safety does all this imprisonment actually buy us? A study I recently published with colleagues shows the answer is very little, especially in the long-term. The study found that sentencing someone to prison had no effect on their chances of being convicted of a violent crime within five years of being released from prison. This means that prison has no preventative effect on violence in the long term among people who might have been sentenced to probation. It also found a preventative ... effect in the short term, during the time when prisoners were still in prison, but this effect is smaller than we typically assume. Preventing one person who was previously convicted of a violent crime from committing a new violent crime within five years of their sentence requires imprisoning 16 such individuals. The short-term and small preventative effect of prison means those dollars could be better spent on other violence prevention or public safety strategies. The high costs of prison combined with concerns about the negative collateral consequences for prisoners, their families, and communities have prompted renewed efforts ... to reduce imprisonment. With many corporations having capitalizations that make them larger than countries, it can sometimes feel hard to imagine governments effectively being able to set limits on companies — let alone entire industries. One interesting exception to this rule is the private prison industry; where the government (given they are the largest client) is uniquely positioned to effectively regulate the sector — or, as many would argue, to eliminate private prisons entirely, given their problematic incentive to encourage the criminalization of vulnerable communities. New York State has been leading the way in flexing its muscles with respect to the private prison industry, having taken three concrete actions against private prisons: 1. prohibiting private prisons from operating within the state, 2. divesting state pension funds from the largest private prison companies, GEO Group and CoreCivic, and then just last week, 3. passing Bill S5433 in the State Senate, which would prohibit NY State-chartered banks from “investing in and providing financing to private prisons.” As Senator Benjamin noted in introducing the bill, in front of a Bank of America branch, “The goal is to starve private prisons of capital. My constituents do not put their hard-earned savings in a bank like the one we are standing in front of today expecting that those funds will be used to finance mass incarceration. Los Angeles has sentenced more people to death than any other county in the US, and only people of color have received the death penalty under the region’s current prosecutor, a new report shows. LA county’s district attorney, Jackie Lacey, has won death sentences for a total of 22 defendants, all people of color, and eight of them were represented by lawyers with serious misconduct charges prior or after their cases, according to a new analysis by the American Civil Liberties Union (ACLU). Lacey has also faced intense scrutiny for her refusal to prosecute police officers who kill civilians, even in the most egregious circumstances. Some key findings: In California, 222 people currently sentenced to death are from LA county. LA is one of only three counties in the country to have more than 10 death sentences from 2014 to 2018. Under Lacey’s tenure, which began in 2012, zero white defendants have been sentenced to death, and her capital punishment sentences disproportionately targeted cases involving white victims. Although 12% of homicide victims in LA county are white, 36% of Lacey’s death penalty wins involved white victims. 737 inmates [are] currently awaiting execution in California. Defense lawyers in five of the 22 cases under Lacey were suspended or disbarred, which is the most serious discipline for ethics violations, the ACLU said. The ACLU, which reviewed lawyer misconduct records, cited one particularly egregious case in which an attorney declined to make an opening statement – offering no defense at all – and then repeatedly fell asleep during the trial.

South-east Asia is battling to contain the spread of highly contagious African swine fever, known as “pig Ebola”, which has already led to the culling of millions of pigs in China and Vietnam. African swine fever, which is harmless to humans but fatal to pigs, was discovered in China in August, where it has caused havoc, leading to more than 1.2m pigs being culled. China is home to almost half of the world’s pigs. There is no vaccination for African swine fever, which causes pigs to internally haemorrhage until they die, so the only option to contain the disease is to kill any contaminated animals. Some estimates say that in China up to 200m animals may eventually be slaughtered. The virus can last for several weeks on anything from clothes to vehicles, allowing for it to easily travel long distances. “This is the biggest animal disease outbreak we’ve ever had on the planet,” said Dirk Pfeiffer, a veterinary epidemiologist. Currently the battle to contain the disease is being lost. “There are concerns that the disease will continue to spread across the countries in south-east Asia,” said Dr Wantanee Kalpravidh, regional manager for UNFAO, who said they believed the swine fever cases being reported by governments in the region were “underestimates”. Wantanee said problems included the lack of compensation for pig farmers in south-east Asia whose herds were culled, giving them little reason to report a disease outbreak, and fears that banning movement of pigs and pork across borders would only create a “black market”.

An institute whose experts have occupied key positions on EU and UN regulatory panels is, in reality, an industry lobby group that masquerades as a scientific health charity, according to a peer-reviewed study. The Washington-based International Life Sciences Institute (ILSI) describes its mission as “pursuing objectivity, clarity and reproducibility” to “benefit the public good”. But researchers from the University of Cambridge, Bocconi University in Milan, and the US Right to Know campaign assessed over 17,000 pages of documents under US freedom of information laws to present evidence of influence-peddling. The paper’s lead author, Dr Sarah Steele, a Cambridge university senior research associate, said: “Our findings add to the evidence that this nonprofit organisation has been used by its corporate backers for years to counter public health policies. ILSI should be regarded as an industry group – a private body – and regulated as such, not as a body acting for the greater good.” Around this time, ILSI was caught up in a separate controversy, when the Guardian revealed that ILSI Europe’s vice-president Prof Alan Boobis chaired a UN panel that found glyphosate was probably not carcinogenic to humans. The final panel report included no conflict of interest statements, even though ILSI Europe had received donations of $500,000 (Ł344,234) from Monsanto, which uses glyphosate in its RoundUp weedkiller, and $528,500 from its industry representative, Croplife International.

The Trump Administration is responsible for causing the largest reduction of protected public lands in U.S. history, according to a comprehensive study published this week in the journal Science. In 2017, the study noted, President Trump enacted two of the largest reductions of federally protected lands, shrinking Bears Ears by 85 percent and Grand-Staircase Escalante National Monument in southern Utah by 51 percent. Also in 2017, Congress voted to open the Arctic National Wildlife Refuge to oil and natural gas development. By removing federal protections, the study said, Trump is opening up these lands to oil and natural gas companies. And while the 2017 reductions are now being argued in federal court, the study said, the government already has plans to downgrade or downsize nine more land and marine national monuments. The study was conducted by 21 international scientists analyzing 200 years of data about protected areas. The scientists found that vast reduction of federal lands is a relatively recent phenomenon; 90 percent of reductions in U.S. federal lands have occurred since the year 2000. This is part of a disturbing global trend, where 78 percent of global land reductions have taken place since 2000. “As human pressures on the biosphere accelerate, it is critical to strengthen—not roll back—conservation efforts,” the study authors concluded.

Pope Francis on Sunday asked forgiveness in the name of the Catholic Church for the mistreatment of the Roma people. Francis made the comment during a meeting with Roma people at the last event of his three day trip to Romania, saying his heart was made “heavy” by the meeting. “It is weighed down by the many experiences of discrimination, segregation and mistreatment experienced by your communities. History tells us that Christians too, including Catholics, are not strangers to such evil,” he said. With an estimated population of 10-12 million, approximately six million of whom live in the European Union, Roma people are the biggest ethnic minority in Europe and rights groups say they are often the victims of prejudice and social exclusion. A Roma youth, Razaila Vasile Dorin, told reporters: “It’s an honor that a person like the pope comes to our community. We are proud. It’s important that the pope is asking forgiveness. There is racism in every country. When we go out everyone looks at us and we don’t like that. I am proud to be a gypsy.” Earlier on Sunday, the pope said a Mass for some 100,000 people during which he beatified seven Communist-era bishops of the Eastern Rite Catholic Church who died in prison or as a result of their harsh treatment during Romania’s communist era. “(The bishops) endured suffering and gave their lives to oppose an illiberal ideological system that oppressed the fundamental rights of the human person,” Francis said.

The mother of the first whistle-blower arrested in the Trump era says her daughter is being held under an unjust media blackout to stop the American public learning who she really is. Billie Winner-Davis' daughter Reality Winner, a US Air Force veteran, was sentenced to prison for more than five years in August 2018 as part of a deal in which she pleaded guilty to leaking a classified NSA document providing details of a 2016 Russian cyberattack on a supplier of US voting software. Winner, 27, who worked in the US Air Force's drone program, is serving the longest sentence ever given to a journalistic source by a federal court, according to the Department of Justice. CNN has repeatedly sought permission to interview Winner in federal prison, and recently accompanied Winner-Davis on the seven-hour road trip from her home to visit her daughter at FMC Carswell in Fort Worth, where she is incarcerated, but our team was not permitted to go inside. FMC Carswell's warden has denied CNN's requests. Our attempts to speak with the warden over the phone ... were unsuccessful. CNN also sought to interview Winner by telephone but was told by her mother that the former drone operator has been told by prison staff not to add media outlets to her phone list. Over the last 80 years, much of the land surrounding Venetucci Farm was sold to the US army to establish the base now known as Fort Carson. Farming activities have stopped. In 2016, irrigation water was found to be contaminated with elevated levels of perfluorinated compounds (PFCs). The foundation that runs the farm has joined forces with a local water district to sue the US Air Force, alleging that toxic chemicals used in firefighting foam at a nearby base have tainted the water. Similar concerns have been raised about dozens of other bases across the country. But the problem is not limited to areas close to military installations. PFCs and related human-made chemicals, more generally known as per- and polyfluoroalkyl substances (PFAS), have been virtually unregulated since at least the 1950s. As well as at industrial sites, airports and bases, PFAS have long been used in household products. They are everywhere. A 2007 study estimated that PFAS are in the blood of 98% of Americans, while last year an analysis by the not-for-profit Environmental Working Group found that more than 1,500 drinking water systems nationwide could be contaminated by PFAS. Studies suggest that certain PFAS may affect the growth, learning and behaviour of infants and older children; lower a woman’s chance of getting pregnant; interfere with the body’s natural hormones; increase cholesterol levels; affect the immune system; and increase the risk of kidney and testicular cancer and thyroid problems.

At 6:45 a.m. on March 1, 1954, the blue sky stretching over the central Pacific Ocean was split open by an enormous red flash. Within seconds, a mushroom cloud towered 4˝ miles high over Bikini Atoll in the Marshall Islands. Scientists had underestimated the size of what became known as the “Castle Bravo” test, resulting in an explosion that was 2˝ times larger than expected. But the $218 million project was only supposed to be temporary. Cracks have reportedly started to appear in the dome. Part of the threat is that the crater was never properly lined, meaning that rising seawater could breach the structural integrity. “The bottom of the dome is just what was left behind by the nuclear weapons explosion,” Michael Gerrard, the chair of Columbia University’s Earth Institute, told the ABC. “It’s permeable soil. There was no effort to line it. And therefore, the seawater is inside the dome.” Radioactive material may have already begun to leak from the dome. A 3M environmental specialist, in a scathing resignation letter, accused company officials of being "unethical" and more "concerned with markets, legal defensibility and image over environmental safety" when it came to PFAS, the emerging contaminant causing a potential crisis throughout Michigan and the country. [The] explosive resignation letter is just one of a large cache of internal 3M memos and documents obtained by the Free Press through public records law from the Minnesota Attorney General’s Office. The holy grail of plastic a material that can be repeatedly recycled without any loss of quality has been created by scientists. Placed in an acid bath, it can be fully broken down into its component parts. Like lego, these monomers can then be reassembled into different shapes, colours and textures, according to the scientists at Californias Lawrence Berkeley National Laboratory who created it. Currently, less than a third of recyclable plastic is re-purposed to create new materials, leaving the majority of it to end up in landfill or the ocean. The new material called poly (diketoenamine) or PDK can, unlike normal plastics, have its monomers separated by dunking the material in a highly acidic solution. The acid breaks the bonds between monomers and separates them from additives that give the plastic its distinctive look and feel. These monomers can be recovered for reuse for as long as possible, or upcycled to make another product. Were interested in the chemistry that redirects plastic lifecycles from linear to circular. We see an opportunity to make a difference for where there are no recycling options, said Brett Helms, a staff scientist in Berkeley Labs Molecular Foundry. Dr Helms added: With PDKs, the immutable bonds of conventional plastics are replaced with reversible bonds that allow the plastic to be recycled more effectively. The research team believe their recyclable plastic could be an alternative to non-recyclable plastics in use today.
