Life's been full of uncertainties for Reuben Nsemoh lately. Ever since he suffered a concussion in a soccer game, the suburban Atlanta teen's worried about why it's so hard for him to concentrate. On May 31, the city of Chicago agreed to settle a whistleblower lawsuit brought by two police officers who allege they suffered retaliation for reporting and investigating criminal activity by fellow officers. The settlement, for $2 million, was announced moments before the trial was to begin. As the trial date approached, city lawyers had made a motion to exclude the words “code of silence” from the proceedings. Not only was the motion denied, but the judge ruled that Mayor Rahm Emanuel could be called to testify about what he meant when he used the term in a speech. Medical regulators pledge that patient protection is their central mission. As part of that focus, their websites provide information to the public about doctors. But in most states, patients will have a difficult time finding out if their doctors have been disciplined for sexual abuse or other violations. No state provides complete and accurate information on every doctor. Some obstacles to that are intentional. They are the result of state laws that tie regulators’ hands, agreements negotiated with doctors’ attorneys, or concerns about harming a doctor’s practice. Maryland investigated Dr. Joshua R. Mitchell III in 2005 after a complaint that he had sexually violated a patient. The board learned that the Baltimore police sex-crimes unit had investigated a similar complaint from another patient. The medical board wrapped up its 2005 investigation with a private letter advising Mitchell to offer a chaperone during breast and pelvic exams. Then in January 2010, a patient reported Mitchell raped her. The board’s website didn’t provide any information to the public until May 2010. Two dolphins have been recorded having a conversation for the first time after scientists developed an underwater microphone which could distinguish the animals' different "voices". Researchers have known for decades that the mammals had an advanced form of communication. But scientists have now shown that dolphins alter the volume and frequency of pulsed clicks to form individual "words" which they string together into sentences in much the same way that humans speak. Researchers at the Karadag Nature Reserve, in Feodosia, Ukraine, recorded two Black Sea bottlenose dolphins, called Yasha and Yana, talking to each other in a pool. Each dolphin would listen to a sentence of pulses without interruption, before replying. Lead researcher Dr Vyacheslav Ryabov, said: "Essentially, this exchange resembles a conversation between two people. "Each pulse represents a phoneme or a word of the dolphin's spoken language. "The analysis of numerous pulses registered in our experiments showed that the dolphins took turns in producing [sentences] and did not interrupt each other, which gives reason to believe that each of the dolphins listened to the other's pulses before producing its own. "This language exhibits all the design features present in the human spoken language. This indicates a high level of intelligence and consciousness in dolphins. Their language can be ostensibly considered a highly developed spoken language, akin to the human language."

As a police officer in a small Oregon town in 2004, Sean Sullivan was caught kissing a 10-year-old girl on the mouth. Mr. Sullivan’s sentence barred him from taking another job as a police officer. But three months later, [he was hired] as the police chief ... in Cedar Vale, Kan., [where] he was again investigated for a suspected sexual relationship with a girl and eventually convicted on charges that included burglary and criminal conspiracy. Some experts say thousands of law enforcement officers may have drifted from police department to police department even after having been fired, forced to resign or convicted of a crime. Yet there is no comprehensive, national system for weeding out problem officers. A lack of coordination among law enforcement agencies, opposition from police executives and unions, and an absence of federal guidance have meant that in many cases police departments do not know the background of prospective officers if they fail to disclose a troubled work history. The Pentagon provided more than 1.45 million firearms to various security forces in Afghanistan and Iraq, including more than 978,000 assault rifles, 266,000 pistols and almost 112,000 machine guns. Many of the recipients of these weapons became brave and important battlefield allies. But many more did not. The weapons were part of a vast and sometimes minimally supervised flow of arms from a superpower to armies and militias often compromised by poor training, desertion, corruption and patterns of human rights abuses. The Pentagon said it has records for [about 700,000] firearms. Could an American election’s outcome be altered by a malicious actor on a computer keyboard? I have had three jobs that, together, taught me at least one thing: If it’s a computer, it can be hacked. I served as the White House senior cybersecurity policy adviser. I served on [President Obama's] five-person post–Edward Snowden investigative group on the National Security Agency, intelligence and technology. And for over a decade I have advised American corporations on cybersecurity. Those experiences confirm my belief that if sophisticated hackers want to get into any computer or electronic device, even one that is not connected to the internet, they can do so. Now consider that a majority of states use some kind of combination of electronic voting and a type of paper trail, but there is no standard nationwide. In most states the data that are used to determine who won an election are processed by networked, computerized devices. There are almost no locations that exclusively use paper ballots. Some states ... employ electronic voting machines that produce no paper trail, therefore there is nothing to count or recount and no way to ensure that what a voter intended is what was recorded and transmitted. If someone makes the charge after this election that the results were altered by hackers, our country has almost no way of credibly refuting that claim. A human sacrifice has been staged in the grounds of the European Organisation for Nuclear Research, the home of the God Particle. A video circulating online shows hooded figures apparently engaging in a ritual, staged under a huge statue of a Hindu deity, at the end of which a woman is stabbed. The footage appears to have been recorded as part of a prank by scientists at Europe’s top physics lab, which serves as the home of the Large Hadron Collider. The identity and motives of those behind the video hasn’t yet been discovered. In the footage itself, multiple people are shown wearing long, flowing black robes – and one appears to have hiking boots on underneath. They are depicted walking around, before a woman moves onto the floor and is apparently stabbed. As that happens, the person who is supposedly recording the video appears to react – firing out expletives and apparently running away, which causes the camera to move away from the scene before it is cut off. A Cern spokesperson confirmed that the video had been filmed there, but said that it had been made without permission or knowledge. It’s far from the first time that scientific work has been associated with the occult or the mystical. Because of the highly-specialised – and often terrifying – work that goes on at Cern, it has become a haven of speculation.

A group of computer security experts say they figured out how to hack the keyless entry systems used on millions of cars, meaning that thieves could in theory break and steal items without leaving a broken window. Remote entry systems on millions of cars made by Volkswagen since 1995 can be cloned to permit unauthorized access to the car's interior. Another system used by other brands including Ford, General Motor's Opel and Chevrolet and Renault can also be defeated. In a paper to be delivered Friday at the Usenix security conference in Austin, Texas, the authors say a thief could use commonly available equipment to intercept entry codes as they are transmitted by radio frequency, and then use that information to clone another remote so the car could be opened. The paper leaves out key details on how to perform the hack but says the codes can be intercepted with commercially available equipment. "It is unclear whether such attacks ... are currently carried out in the wild by criminals," the report says. "However, there have been various media reports about unexplained theft from locked vehicles in the last years." The report did not establish the exact number of cars that use the vulnerable systems. The report authors said that insurance companies might have to accept that car theft scenarios that would otherwise be considered insurance fraud have a higher probability of being genuine. The only surefire countermeasure, they said, would be to stop using the remote and fall back on the mechanical lock using the conventional metal key.

Princeton professor Andrew Appel decided to hack into a voting machine. He bought one online. Appel parted with $82 and became the owner of ...the Sequoia AVC Advantage, one of the oldest and vulnerable, electronic voting machines in the United States. He summoned a graduate student named Alex Halderman, who could pick the machine’s lock in seven seconds. Clutching a screwdriver, [Appel then] deftly wedged out the four ROM chips - they weren’t soldered into the circuit board, as sense might dictate - making it simple to replace them with one of his own: A version of modified firmware that could throw off the machine’s results, subtly altering the tally of votes, never to betray a hint to the voter. The attack was concluded in minutes. Elections could be vulnerable at myriad strike points, among them the software that aggregates the precinct vote totals, and the voter registration rolls that are increasingly digitized. But the threat, the cyber experts say, starts with the machines that tally the votes and crucially keep a record of them - or, in some cases, don't. It’s not just the voting machines themselves - it’s the desktop and laptop computers that election officials use. And the computers that aggregate the results together from all of the optical scans. If any of those get hacked, it could could significantly disrupt the election. Russia was behind the hacks into the Democratic National Committee’s computer network that led to the release of thousands of internal emails just before the party’s convention began, U.S. intelligence agencies have reportedly concluded. The FBI is investigating. WikiLeaks promises there is more data to come. The political nature of this cyberattack means that Democrats and Republicans are trying to spin this as much as possible. Even so, we have to accept that someone is attacking our nation’s computer systems in an apparent attempt to influence a presidential election. This kind of cyberattack targets the very core of our democratic process. And it points to the possibility of an even worse problem in November. Over the years, more and more states have moved to electronic voting machines and have flirted with Internet voting. These systems are insecure and vulnerable to attack. But while computer security experts ... have sounded the alarm for many years, states have largely ignored the threat, and the machine manufacturers have thrown up enough obfuscating babble that election officials are largely mollified. Government interference with foreign elections isn’t new, and in fact, that’s something the United States itself has repeatedly done in recent history. But what is new is a foreign government interfering with a U.S. national election on a large scale. Our democracy cannot tolerate it, and we as citizens cannot accept it.

Physician influence can be bought for as little as a $20 meal, UCSF researchers have found. A study published Monday in JAMA Internal Medicine ... found that doctors who received just one meal averaging $20 were up to twice as likely to prescribe brand-name drugs being promoted than doctors who did not receive any free food. Gifts from pharmaceutical companies to doctors ... have come under scrutiny in recent years for concerns that the money spent by drugmakers directly influences what physicians write on their prescriptions pads. Some doctors deny they’re influenced by money, but a growing number of studies show that financial ties can affect their professional behavior. The UCSF researchers looked at ... the routine briefings many doctors and their staff receive from drug reps during lunches in their offices. The study found that the effect increased as doctors got more meals. Those who received multiple meals were up to three times as likely to prescribe the promoted brand-name drug. Higher-cost meals were associated with greater influence. Doctors who received four or more meals to promote Allergan’s Bystolic to treat hypertension prescribed the drug at 5.4 times the rate of physicians who received no meals. For Pfizer’s depression drug Pristiq, that rate was 3.4 times higher. UCSF researchers said that their studies show the buying power of drug makers decreases the use of cheaper, generic drugs and raises costs for patients as well as the health care system.

The Roman Catholic Church in New York has spent millions of dollars in recent years to stop a law that would make it easier for victims of child sex abuse to sue their attackers. The state’s Catholic Conference has hired some of New York’s most influential lobbying firms. They spent more than $2.1 million from 2007 through 2015 lobbying against the Child Victims Act and for or against other bills, according to state records. The Child Victims Act ... would eliminate the statute of limitations that currently requires victims to file civil lawsuits by age 23. The bill has been gaining bipartisan support in the New York Legislature, but it does not yet have enough votes, and time is running out as the legislative session is set to end June 16. The Catholic Church in the U.S. and around the world has been dealing with accusations of sexual abuse for years, and other archdioceses around the country have also spent money lobbying against child sexual abuse accountability laws, the Guardian reported. “They are willing to spend limitless money in order to basically keep bad guys from being accountable for their actions,” Melanie Blow, chief operations officer of the Stop Abuse Campaign, told the Daily News.

Federal scientists released partial findings Friday from a $25-million animal study that tested the possibility of links between cancer and chronic exposure to the type of radiation emitted from cell phones and wireless devices. The findings, which chronicle an unprecedented number of rodents subjected to a lifetime of electromagnetic radiation starting in utero, present some of the strongest evidence to date that such exposure is associated with the formation of rare cancers in at least two cell types in the brains and hearts of rats. The results, which were posted on a prepublication Web site run by Cold Spring Harbor Laboratory, are poised to reignite controversy about how such everyday exposure might affect human health. Researchers at the National Toxicology Program (NTP), a federal interagency group under the National Institutes of Health, led the study. They chronically exposed rodents to carefully calibrated radio-frequency (RF) radiation levels designed to roughly emulate what humans with heavy cell phone use or exposure could theoretically experience in their daily lives. The animals were placed in specially built chambers that dosed their whole bodies with varying amounts and types of this radiation for approximately nine hours per day throughout their two-year life spans. “This is by far—far and away—the most carefully done cell phone bioassay, a biological assessment,” says Christopher Portier ... who helped launch the study

The US Catholic church has poured millions of dollars over the past decade into opposing accountability measures for victims of clergy sex abuse, according to state lobbying disclosures. The lobbying funds have gone toward opposing bills in New York, Pennsylvania, New Jersey and Maryland that would extend statutes of limitations for child sex abuse cases or grant temporary civil windows for victims whose opportunities for civil action have already passed. In Pennsylvania, house representative Mark Rozzi, who was abused as a child by a Catholic priest, has led a campaign to extend the age before which child abuse victims can bring on cases. In New York, assemblywoman Margaret Markey is pushing to grant a temporary one-year window for those whose statute of limitations has already expired. “Many child sex abuse cases are done gradually, under the guise of love or sex education, and so what happens is most victims don’t even realize until literally decades later,” said David Clohessy, a director with the Survivors Network of those Abused by Priests. Since 2007, the New York bishops’ lobbying arms have poured more than $1.1m into “issues associated with timelines for commencing certain civil actions related to sex offenses”. During this same time period, bishops’ conferences spent millions on lobbyists in states where the church is actively opposing similar legislative proposals. Saudi government employees were part of a support network for the 9/11 hijackers. The Obama administration should move quickly to declassify a long-secret congressional report on Saudi ties to the 2001 terrorist attack, [said former 9/11 commission member John Lehman]. The comments ... signal the first serious public split among the 10 commissioners since they issued a 2004 final report that was largely read as an exoneration of Saudi Arabia, which was home to 15 of the 19 hijackers on 9/11. The former chairman and vice-chairman of the commission [have] urged the Obama administration to be cautious about releasing the full congressional report on the Saudis and 9/11 – “the 28 pages”, as they are widely known in Washington. In fact, there were repeated showdowns, especially over the Saudis, between the staff and the commission’s hard-charging executive director ... Philip Zelikow. Zelikow fired a staffer, who had repeatedly protested over limitations on the Saudi investigation, after she obtained a copy of the 28 pages outside of official channels. Other staffers described an angry scene late one night, near the end of the investigation, when two investigators who focused on the Saudi allegations were forced to rush back to the commission’s offices after midnight after learning to their astonishment that some of the most compelling evidence about a Saudi tie to 9/11 was being edited out of the report.

Nightmare stories of nurses giving potent drugs meant for one patient to another and surgeons removing the wrong body parts have dominated recent headlines about medical care. Lest you assume those cases are the exceptions, a new study by patient-safety researchers provides some context. Their analysis, published in the BMJ ... shows that "medical errors" in hospitals and other health-care facilities are incredibly common and may now be the third-leading cause of death in the United States – claiming 251,000 lives every year, more than respiratory disease, accidents, stroke and Alzheimer's. Martin Makary, a professor of surgery at the Johns Hopkins University School of Medicine ... led the research. Makary's research involves a ... comprehensive analysis of four large studies, including ones by the Health and Human Services Department's Office of the Inspector General and the Agency for Healthcare Research and Quality that took place between 2000 to 2008. His calculation of 251,000 deaths equates to nearly 700 deaths a day – about 9.5 percent of all deaths annually in the United States. Although all providers extol patient safety and highlight the various safety committees and protocols they have in place, few provide the public with specifics on actual cases of harm due to mistakes. Moreover, the Centers for Disease Control and Prevention doesn't require reporting of errors in the data it collects about deaths through billing codes, making it hard to see what's going on at the national level.

The Hanford Nuclear Reservation sits on the plains of eastern Washington. The site is nearly 600 square miles in area and has been largely closed to the public for the past 70 years. Late last year, though, it became part of the Manhattan Project National Historical Park. A total of nine reactors operated at Hanford, and though they are now decommissioned, the reactors have left behind 56 million gallons of radioactive waste. Recent reports [indicate] new breaches in the tanks holding the nuclear waste. Workers on the site have been sickened too, suggesting that the rush to designate Hanford as a park may have been premature. The government has hired private contractors to build a plant that will solidify the waste and prepare it for permanent safe storage. The project will cost an astonishing $110 billion ... making it what many believe to be the most expensive, and extensive, environmental remediation project in the world. Completion is about five decades away. In 2013, construction of the Waste Treatment Plant - which will pump nuclear sludge out of the tanks and turn them into a hardened, glasslike substance - was slow. Whistleblowers, meanwhile, were alleging that private contractors had neglected safety and engineering concerns. Observers likened the place to a nuclear tinderbox. “America’s Fukushima?” asked the resulting Newsweek cover story. [One containment tank] was already known to be leaking toxic sludge into the soil. Now a second double-shelled tank ... is believed to be leaking as well.

"There's really only two types of companies or two types of people which are those who have been hacked and realize it and those who have been hacked and haven't." That's what mobile security expert John Hering tells 60 Minutes correspondent Sharyn Alfonsi about the danger of cellphone hacking. To prove his point, Hering assembled a group of ace hackers. Jon Oberheide showed 60 Minutes an app he created that looks legitimate but allows him to take control of a phone and suck out ... information [such as] contacts, recent purchases and text messages. Another hacker, Adam Laurie, uses radio frequency identification to hack phones. "He didn't need my phone number," Alfonsi explains. "All he had to do was physically touch my phone." He demonstrated by brushing by her in the lobby of her hotel. When he did ... her phone [automatically] dialed Laurie, allowing him to listen in on anything discussed in the room with Alfonsi's phone. A so-called "CryptoPhone" ... alerts the user when someone is trying to attack or hack into his or her phone. "Certain government facilities will try to get into your phone if you get too close to them," Alfonsi explains. To demonstrate, Les Goldsmith, CEO of ESD America, a company that specializes in countersurveillance technologies, took Alfonsi for a ride ... near a secure government facility. As they were driving past, a red line appeared on the CryptoPhone, indicating that ... if she were using a regular phone, the government agency could hear her call and read her text messages.
