Aki Ra thinks the bomb could have been lying in rural Siem Reap, Cambodia, for 40 years. If it hadn't been found, it may have added another death to the approximately 20,000 people killed by explosives laid in the country from the late 1960s to the 1990s. Ra, founder of Cambodian Self Help Demining (CSHD), and his team have found about 100 explosives in the two months they've been sweeping this 23-acre (9.5-hectare) site in Chi Kraeng district. Despite handling the devices every day since 2008, when the CSHD was formed, none of its workers have been injured by them. Ra's mine-clearing team offers basic medical help to poor villagers they work near, as an extra service to those who can't afford to travel to hospitals or buy medical equipment and medicine. With 40 employees working across 10 provinces, the CSHD, which says it has cleared 175 minefields in the country since forming in 2008, targets villages overlooked by larger NGOs and the government's Cambodian Mine Action Authority. "Another village needs us soon," says Ra, as his team breaks for a quick meal of rice and fish. "If we stay too long, other villagers aren't happy. So we have to move." Ra cleared mines with the UN when it sent peacekeeping forces to Cambodia in the early 1990s. "The UN showed me that the outside world has schools, hospitals, food. Then I understood. President Donald Trump has vetoed three joint resolutions prohibiting arms sales to Saudi Arabia and the United Arab Emirates, the White House announced Wednesday, rejecting an attempt by congressional lawmakers to halt the controversial weapons transfers. Alexander Acosta, the US labor secretary under fire for having granted Jeffrey Epstein immunity from federal prosecution in 2008, after the billionaire was investigated for having run a child sex trafficking ring, is proposing 80% funding cuts for the government agency that combats child sex trafficking. Acosta’s plan to slash funding of a critical federal agency in the fight against the sexual exploitation of children is contained in his financial plans for the Department of Labor for fiscal year 2020. In it, he proposes decimating the resources of a section of his own department known as the International Labor Affairs Bureau (ILAB). The bureau’s budget would fall from $68m last year to just $18.5m. The proposed reduction is so drastic that experts say it would effectively kill off many federal efforts to curb sex trafficking and put the lives of large numbers of children at risk. ILAB has the task of countering human trafficking, child labor and forced labor across the US and around the world. It is seen as a crucial leader in efforts to crack down on the sex trafficking of minors. The Trump administration ... argues it is not legally required to provide [immigrant minors] with such items as soap, toothbrushes and sleeping accommodations. [This] drew an incredulous response from federal appeals court judges Tuesday at a hearing in San Francisco. The administration is appealing a federal judge’s June 2017 ruling that immigration officials were violating a 1997 court settlement requiring unaccompanied minors in federal custody to be kept in safe and sanitary conditions before being released. U.S. District Judge Dolly Gee of Los Angeles found that youths held in the Rio Grande Valley in Texas were being denied basic necessities and appointed a monitor to oversee compliance. Gee found evidence that minors were kept overnight in crowded, chilly rooms, sleeping on concrete floors with aluminum-foil blankets with the lights kept on all night. The administration denied violating the settlement and argued in court papers that nothing in the 1997 agreement required officials “to provide minors, in all situations, with sleeping accommodations, toothbrushes, toothpaste, showers, soap, towels and dry clothes,” as long as the facilities were safe and sanitary. The United States is stepping up digital incursions into Russia’s electric power grid in a warning to President Vladimir V. Putin and a demonstration of how the Trump administration is using new authorities to deploy cybertools more aggressively, current and former government officials said. In interviews over the past three months, the officials described the previously unreported deployment of American computer code inside Russia’s grid and other targets as a classified companion to more publicly discussed action directed at Moscow’s disinformation and hacking units around the 2018 midterm elections. In 2015, Maryland’s main election system vendor was bought by a parent company with ties to a Russian oligarch. The state’s election officials did not know about the purchase until July 2018, when the FBI notified them of the potential conflict. For Jerry Cooper and the friends he knows as the White House boys, the memories never fade. The brutal beatings, rapes and other physical and psychological abuse they endured at a notorious Florida reform school were more than half a century ago, but there is always something to trigger the flashbacks. This time, it was the discovery of 27 “possible” graves at the site of the Arthur G Dozier School for Boys in Marianna, Florida. It is no surprise that more victims of systemic, decades-long sexual abuse and violence could still be in the ground. A study that ended in 2016 saw University of South Florida (USF) anthropologists uncover human remains in 55 graves, several with gunshot wounds or blunt force trauma. Yet to the White House survivors, named for a whitewashed cottage in the grounds of the state-run school where the worst of the abuse took place, it was confirmation that the final chapters of a dark episode have yet to be written. “I was sure I wasn’t going to survive,” said Cooper, 74, who spent two years at Dozier as a teenager in the early 1960s. “But there were those of us who didn’t ... there’s a lot more boys dead than the 55 they located. Europe wants to lead the fight against plastic pollution. On January 18th EU member states confirmed the provisional agreement reached between the presidency of the Council and the European Parliament on a new directive to introduce restrictions on certain single-use plastic products. In 2021 European citizens will say goodbye to plastic cutlery, plastic plates and plastic straws among other products. The aim of the directive ... is to protect the environment and reduce marine litter by avoiding the emission of 3.4 million tonnes of CO2. The measures discussed are closely related to the latest estimates on marine litter. According to the European Commission, plastics make up 85% of beach litter, which is causing catastrophic consequences on the environment. The new rules aim to stop the use of throwaway plastic products and packaging for which alternatives exist and is focused on the most frequently found items polluting European seas: plastic cutlery (forks, knives, spoons, and chopsticks), plastic plates, plastic straws, cotton bud sticks made of plastic, beverage and food containers made of expanded polystyrene (such as fast food and takeaway boxes), and products made from oxo-degradable plastic, which contributes to microplastic pollution. According to the European Commission, together these products constitute 70% of all marine litter items.

Each year, beginning in the fall, a group of third-year architecture students from Auburn University take up residence in a small rural Alabama town to begin building a house. In the winter, when a new semester begins, they are replaced at the Newbern, Alabama, project site by another cohort of 16 students who finish up the job and prepare the house for its new occupants. The 20K Home Project began 13 years ago as a challenge to architecture students at Auburn to build a $20,000 house, with $12,000 in material and $8,000 for labor. The idea was to create the perfect house for needy families in rural areas where dwellings are often substandard and where affordable building can be a logistical challenge. To date, the student-led project has designed and built homes for nearly 30 households as part of Auburns Rural Studio, an off-campus, hands-on architecture program that has also constructed community centers, a library and other projects around Hale County, where Newbern is located. Created in 1993, Rural Studio partners with local nonprofits and uses cash and in-kind donations to cover the cost of the homes. It then makes a gift of the finished houses to low-income Newbern residents. Over the years, Rural Studio has developed design criteria for the homes, which are typically one- or two-bedroom single-family dwellings. In Newbern, a community of just under 200 people in the west-central part of Alabama, the median price of a home is about $65,000.

The mysterious flying object that one man saw looked like a "40-foot-long Tic Tac" and was maneuvering and shifting directions rapidly. That claim ... comes from retired Cmdr. David Fravor and bears the Pentagon's stamp of approval. And it was one of many confounding examples of unidentified flying objects the Pentagon investigated in the Advanced Aviation Threat Identification Program. A 1997 poll ... found that 80% of Americans think the government is hiding knowledge of the existence of extraterrestrial life forms. Many of the best known alien claims come from Project Blue Book, the name for the US government program tasked with investigating reports of UFOs from 1948 to 1969. In that time, Air Force personnel looked at 12,618 reported UFO sightings and said that 701 remain "unidentified." In 2010, seven former US Air Force personnel described their personal encounters with UFO sightings over nuclear weapons facilities in incidents in the 1960s, '70s, and '80s. Three of the former Air Force officers said UFOs hovered over nuclear missile silos around Montana's Malmstrom Air Force Base in 1967, causing problems with the military base. Former Air Force Capt. Robert Salas said one of his guards told him about a red, glowing object about 30 feet in diameter hovering above the front gate.
