Austrian lawmakers on Thursday voted 137-33 in favor of a COVID-19 mandate that requires all residents 18 and older to be vaccinated. The mandate, which will go into effect on February 1, will allow fines of up to $4,000 for noncompliance. There will also be $1.59 billion invested into incentives to encourage unvaccinated people to get the shot. Since the mandate was first announced, there have been large protests in Vienna, drawing more than 40,000 people. The mandate is the first of its kind in Europe. Italy and Greece made the COVID-19 vaccine mandatory for ages 50-plus and 60-plus, respectively. The Austrian mandate is expected to stay in place until January of 2024.

Former US Navy pilot Ryan Graves told CBS's 60 Minutes that pilots training off the US coast sighted UFOs nearly every day. The show on Sunday explored a series of alleged recent encounters between US military pilots and UFOs, some of which were caught on film and have been released by the Pentagon. One encounter took place in 2014, when Graves and his F/A-18F squadron sighted UFOs in restrictive airspace near Virginia Beach, in southeastern Virginia. In 2019, US military pilots recorded UFOs in the same area in images obtained by the program. The Pentagon told CBS News that it had not been able to identify the objects. Graves said that such sightings were a nearly daily occurrence. "Every day. Every day for at least a couple years," he said of the sightings. He discussed an encounter off the coast of Jacksonville, Florida, in 2015, captured by one of his pilots on camera. "This is a difficult one to explain. You have rotation, you have high altitudes. You have propulsion, right? I don't know. I don't know what it is, frankly," remarked Graves. Lue Elizondo, the former head of a Pentagon project to investigate UFO sightings, said that some objects seemed to defy what was believed to be technologically possible. Trees are "social creatures" that communicate with each other in cooperative ways that hold lessons for humans, too, ecologist Suzanne Simard says. Trees are linked to neighboring trees by an underground network of fungi that resembles the neural networks in the brain, she explains. In one study, Simard watched as a Douglas fir that had been injured by insects appeared to send chemical warning signals to a ponderosa pine growing nearby. The pine tree then produced defense enzymes to protect against the insect. "This was a breakthrough," Simard says. The trees were sharing "information that actually is important to the health of the whole forest." In addition to warning each other of danger, Simard says that trees have been known to share nutrients at critical times to keep each other healthy. She says the trees in a forest are often linked to each other via an older tree she calls a "mother" or "hub" tree. The study of trees took on a new resonance for Simard when she was diagnosed with breast cancer. During the course of her treatment, she learned that one of the chemotherapy medicines she relied on was actually derived from a substance some trees make for their own mutual defense. Ghislaine Maxwell reportedly told a journalist that Jeffrey Epstein recorded tapes of former presidents Donald Trump and Bill Clinton, who were former acquaintances of the disgraced sex offender. Ms Maxwell, who awaits trial on charges she assisted Epstein's crimes in the 1990s, reportedly told a CBS "60 minutes" producer that she would not release tapes of Mr Trump without those of Mr Clinton before the 2016 presidential election. The apparent revelations were made by Ira Rosen, an ex-producer for the CBS show, who released a memoir called "Ticking Clock: Behind the Scenes at 60 Minutes," which reveals details about his time on the award-winning programme. The reminders of pandemic-driven suffering among students in Clark County, Nev., have come in droves. Since schools shut their doors in March, an early-warning system that monitors students' mental health episodes has sent more than 3,100 alerts to district officials, raising alarms about suicidal thoughts, possible self-harm or cries for care. By December, 18 students had taken their own lives. Donald Trump, in one of his final acts as president, released current and former members of his administration from the terms of their ethics pledge, a move that once again laid bare his failure to fulfil his 2016 campaign promise to "drain the swamp." Some 54 scientists have resigned or been fired as a result of an ongoing investigation by the National Institutes of Health into the failure of NIH grantees to disclose financial ties to foreign governments. For 93% of the 189 scientists whom NIH has investigated to date, China was the source of their undisclosed support. The new numbers come from Michael Lauer, NIH’s head of extramural research. Lauer had previously provided some information on the scope of NIH’s investigation, which had targeted 189 scientists at 87 institutions. But his presentation today to a senior advisory panel offered by far the most detailed breakout of an effort NIH launched in August 2018 that has roiled the U.S. biomedical community, and resulted in criminal charges against some prominent researchers, including Charles Lieber, chair of Harvard University’s department of chemistry and chemical biology. In the vast majority of cases, Lauer reported, the person being investigated has been an Asian man in his 50s. Some three-quarters of those under investigation had active NIH grants, and nearly half had at least two grants. The 285 active grants totaled $164 million. Lauer also presented data on the nature of the violations that NIH has uncovered. Some 70% (133) of the researchers had failed to disclose to NIH the receipt of a foreign grant, and 54% had failed to disclose participation in a foreign talent program. In contrast, Lauer said, only 9% hid ties to a foreign company, and only 4% had an undisclosed foreign patent.

Apple and Google on Wednesday released long-awaited smartphone technology to automatically notify people if they might have been exposed to the coronavirus. The companies said 22 countries and several U.S. states are already planning to build voluntary phone apps using their software. It relies on Bluetooth wireless technology to detect when someone who downloaded the app has spent time near another app user who later tests positive for the virus. Many governments have already tried, mostly unsuccessfully, to roll out their own phone apps to fight the spread of the COVID-19 pandemic. Many of those apps have encountered technical problems on Apple and Android phones and haven't been widely adopted. They often use GPS to track people's location, which Apple and Google are banning from their new tool because of privacy and accuracy concerns. Public health agencies from Germany to the states of Alabama and South Carolina have been waiting to use the Apple-Google model, while other governments have said the tech giants' privacy restrictions will be a hindrance because public health workers will have no access to the data. The companies said they're not trying to replace contact tracing, a pillar of infection control that involves trained public health workers reaching out to people who may have been exposed to an infected person. But they said their automatic "exposure notification" system can augment that process and slow the spread of COVID-19.

President Trump’s enthusiastic embrace of a malaria drug that he now says he takes daily — and the resulting uproar in the news media — appears to be interfering with legitimate scientific research into whether the medicine might work to prevent coronavirus infection or treat the disease. The coronavirus pandemic is emerging as an existential threat to the nation's small businesses. Already, economists project that more than 100,000 small businesses have shut permanently since the pandemic escalated in March, according to a study by researchers at the University of Illinois, Harvard Business School, Harvard University and the University of Chicago. Their latest data suggests at least 2 percent of small businesses are gone. The carnage has been even higher in the restaurant industry, where 3 percent of restaurant operators have gone out of business, according to the National Restaurant Association. Analysts warn this is only the beginning of the worst wave of small-business bankruptcies and closures since the Great Depression. "We are going to see a level of bankruptcy activity that nobody in business has seen in their lifetime," said James Hammond, chief executive of New Generation Research. "This will hit everyone, but it will be harder for small businesses." Many small-business owners say Congress' financial rescue isn't designed well to help very small businesses, known as micro firms, that have large overhead costs such as rent. Gov. Gavin Newsom announced a novel aid program Friday that aims to get restaurants rehiring workers right away while also feeding needy seniors and generating sales tax revenue for city governments. California will team up with the federal government to pay restaurants to provide three meals a day to needy seniors. The partnership between the Federal Emergency Management Agency, state and local governments will provide eligible seniors with 21 meals a week, Newsom said. FEMA will cover 75% of the costs of the meals. The state will cover most of the remaining costs. According to Newsom, the program is a first of its kind in the nation. "This partnership will allow for the ability for restaurants to start rehiring people or keep people currently employed and start preparing meals, three meals a day, seven days a week, and have those meals delivered to our seniors all throughout the state of California," Newsom said. "We will provide an unlimited number of meals, no cap in terms of that support." The governor said the program will also have nutrition guidelines for the meals. "We want to make sure we are focused on locally produced produce," he said. "We want to connect our farms to this effort. We want to focus our values throughout the state of California to get a lot of independent restaurants up and running again as well. And make sure what we are sending to our seniors is low sodium, not high fructose drinks or sugary drinks and the like, so there's guidelines that we're putting out."

Scientists in Australia are making some astonishing claims about a new nuclear reactor technology. Startup HB11, which spun out of the University of New South Wales, has applied for and received patents in the U.S., Japan, and China so far. The company's technology uses lasers to trigger a nuclear fusion reaction in hydrogen and boron—purportedly with no radioactive fuel required. The laser doesn’t heat the materials. Instead, it speeds up the hydrogen to the point where it (hopefully) collides with the boron to begin a reaction. “You could say we're using the hydrogen as a dart, and hoping to hit a boron, and if we hit one, we can start a fusion reaction,” managing director Warren McKenzie [said]. He says HB11's approach is “more precise” than designs that use heat to approach fusion because in those reactors, everything is heated in the hope that something will collide. When the lucky hydrogen does fuse with a boron particle, the reaction throws off helium atoms whose lack of electrons means they’re positively charged. It’s this charge that the device gathers as electricity. The overall idea was developed by UNSW emeritus professor Heinrich Hora. Hora’s design seeks to not just compete with, but replace entirely the extremely high-temperature current technologies to achieve fusion. These include fussy and volatile designs like the tokamak or stellarator, which can take months to get up to functionality and still spin out of working order in a matter of microseconds.

For the first time on record, the 400 wealthiest Americans last year paid a lower total tax rate — spanning federal, state and local taxes — than any other income group, according to newly released data. That’s a sharp change from the 1950s and 1960s, when the wealthy paid vastly higher tax rates than the middle class or poor. Since then, taxes that hit the wealthiest the hardest — like the estate tax and corporate tax — have plummeted, while tax avoidance has become more common. President Trump’s 2017 tax cut, which was largely a handout to the rich, plays a role, too. It helped push the tax rate on the 400 wealthiest households below the rates for almost everyone else. The overall tax rate on the richest 400 households last year was only 23 percent, meaning that their combined tax payments equaled less than one quarter of their total income. This overall rate was 70 percent in 1950 and 47 percent in 1980. For middle-class and poor families, the picture is different. Federal income taxes have also declined modestly for these families, but they haven’t benefited much if at all from the decline in the corporate tax or estate tax. Johns Hopkins Medicine announced the launch of the Center for Psychedelic and Consciousness Research, to study compounds like LSD and psilocybin for a range of mental health problems, including anorexia, addiction and depression. The center is the first of its kind in the country, established with $17 million in commitments from wealthy private donors and a foundation. The centers at Johns Hopkins and Imperial College give “psychedelic medicine,” as some call it, a long-sought foothold in the scientific establishment. Three pharmaceutical companies collectively are agreeing to pay California nearly $70 million to settle allegations that they delayed drugs to keep prices high, California Attorney General Xavier Becerra said. The bulk of the money will come from Teva Pharmaceutical Industries Ltd. and its affiliates for paying to delay a generic narcolepsy drug, Provigil, from entering the market for nearly six years. Teva is paying $69 million, which Becerra says is the largest pay-for-delay settlement received by any state. Such agreements let the developer of brand name drugs keep their monopolies over the drugs after their patents expire, thereby letting them continue to charge consumers higher prices. The drug developer pays the generic manufacturer to keep the cheaper version of the drug from entering the marketplace for an agreed period of time. Such agreements can force consumers and the health care market to pay as much as 90% more than if there were generic alternatives. More than $25 million of the settlement will go to a consumer fund for California residents who purchased Provigil, Nuvigil or Modafinil between 2006 and 2012. The second, $760,000 settlement is with Teva, Endo Pharmaceuticals and Teikoku Pharma USA over keeping a genetic alternative to the pain patch Lidoderm from entering the market for nearly two years. A northwest Indiana dairy farm has fired four employees seen in a graphic undercover video released Tuesday by an animal welfare organization showing animals being abused. Following an investigation into the abuse, at least three retailers announced Wednesday that they would remove all Fairlife products from their shelves. The Coca Cola Corporation, which distributes the brand, said it was in talks to have sourcing from the farm in question discontinued. The Animal Recovery Mission called it the “largest undercover dairy investigation in history” and said the video documents “systemic and illegal abuse” at Fair Oaks Farms in Indiana. ARM said an investigator spent three months undercover at the Prairies Edge North Barn after being hired as a calf care employee. The group noted that Fair Oaks Farms North Barn was not targeted, but rather the barn was the first farm to hire the investigator, who had applied to multiple dairy farms in Jasper and Newton Counties in Indiana. “Employees were observed slapping, kicking, punching, pushing, throwing and slamming calves,” ARM said in a statement. “Calves were stabbed and beaten with steel rebars, hit in the mouth and face with hard plastic milking bottles, kneed in the spine, burned in the face with hot branding irons, subjected to extreme temperatures, provided with improper nutrition, and denied medical attention.” The footage was released on social media (warning: footage is graphic) Tuesday, where it has since garnered more than 100,000 views on Facebook and more than 1 million views on Vimeo.
